For Australian mining projects, sustainable groundwater use is typically defined as a groundwater extraction regime, measured over a specified planning time frame, which allows acceptable levels of stress and protects dependent economic, social and environmental values (DEH, 2004). This principle is compatible with most stakeholdersÆ understanding of our national environmental objectives, yet the application of this policy on a project-specific scale is not always straightforward. Three examples of sustainability issues in the management of groundwater in mining are presented. These examples highlight each of the three dependent values: environmental, economic and social.

The Project Specification and Technical Requirements documents associated with several recent large road tunnel projects within Australia have specified the application of AS/IEC 61508 – FunctionalSafety of Electrical/Electronic/Programmable Electronic Safety Related Systems at very high performance levels for the various control and fire life safety systems associated with such facilities.This paper seeks to explore the implications of referencing this standard within the road tunnel services context in terms of practicality, complexity and cost, whilst providing some examples of how a high safety integrity level (SIL) level can theoretically be achieved given current hardware availability.

In this paper, the authors attempt to bridge the gap that currently exists between the duty-of-care responsibilities of underground mining industry personnel, and the multifaceted health challenges facing mineworkers in Western Australia’s metal mines where diesel-powered mobile equipment predominate. In addressing this issue, the complexities of the nature and extent of the challenges are discussed along with the current inadequacy of existing regulatory metrics. Support is given to the need for well-organised in-mine baseline studies to clearly define the distribution and aging characteristics of the toxic and carcinogenic pollutants within the mine ventilation system, with special emphasis given to exploring the validity of biomonitoring systems. In the context of a case study for an underground gold mine, the value generated by a schedule optimisation tool (SOT) is assessed. SOT is a software tool for underground mine planning that maximises the net present value (NPV) of a development and production schedule. A baseline study measures the NPV of a schedule generated by SOT from a sequence prepared by the site mine planners. Operational resource constraints and precedence constraints are adhered to by the schedule and NPV is evaluated with a financial model including revenues, costs and discount rate, as specified by the mine planner.The case study has several facets in addition to the baselining component. Scenarios were conducted that examined the degree of constraint on operational resources, the projected gold price and unit costs. Life-of-mine schedules subject to optimisation using SOT allowed for equitable comparisons.Haulage was identified as a dominant constraint for the mine. It was one of six operational resources that were used to constrain the optimisation of the mine schedule, with alternative levels for some of these constraints being identified so that their effects on the NPV could be studied. Alternative price projections for gold and different cost projections were identified and their effects on the optimised schedule examined. Price and cost scenarios that brought additional economic material into the schedule at various times in the mine life were considered in comparison to a scenario that assumed no additional economic material would become available.This case study illustrated that the use of a schedule optimisation tool to optimise mine schedules provides mine planners with an ability to perform a wide variety of analyses in a relatively short period of time. Such tools thereby support strategic decision-making that can add significant value to an orebody.The case study demonstrates that by fixing the set of development and production activities to be carried out before optimising the life-of-mine schedule, the mine planners can inadvertently set up a situation where the NPV would be progressively eroded in the last several years of the mine life. In September 1980 the N.S.W. Environ- mental Planning and Assessment Act was gazetted. This legislation created a new arena of government involvement in the procedure for obtaining approval to open a new mine, or expand an existing mine in N.S.W. Since 1980 the legislation relating to environmental protection requirements, the procedure for obtaining Development Consent and the nature of relevant government policies have caused considerable confusion on the part of many potential developers. Implementation of the legislation has now become systematic and relatively predictable. However, certain aspects can be improved and require urgent government action.

This presentation will cover: the importance of high-quality safety leadership; insights from a Safety Climate Survey that includes responses from 7903 employees working at 19 Australian mining organisations; the results of a critical control verification (CCV) coaching intervention; and recommendations for improving safety leadership in high-risk work settings. Safety climate is a representation of the deeper culture that exists in an organisation. Safety climate is predictive of behaviour, performance and reporting in organisations. Leaders play an important role in the establishment and maintenance of culture. Perceptions of safety climate were collected from 19 Australian mines (n = 7903 employees). These results indicate that the Australian mining sector is doing well in team support for safety and supervisor safety commitment. There were negative perceptions of willingness to report errors, employee involvement in safety initiatives, psychological safety and emergency readiness. Perceptions of safety leadership were in the fair range, with recognising behaviours perceived lowest, falling in the poor range. The underreporting rate was at 25 per cent indicating that 1 in 4 incidents are not being reported. Analyses exploring climate, leadership, safety behaviour and well-being will also be discussed. The integrity and success of critical risk management systems is often determined by the quality of safety leadership. Leaders need a mix of technical safety knowledge and interpersonal skills to be able to support the workforce to build critical control knowledge that invites open and collaborative discussions to find new or improved solutions. Forty leaders at a major mining operation completed training and 5-weeks of coaching focused on developing critical control verification competencies. The follow-up evaluation demonstrated significant improvements in relationship building, observation of controls and overall capability. Overall, insights from multi-organisation climate data and a prepost coaching intervention will be discussed and recommendations and practical guidance for leaders will be provided.

One of the consequences of mining expansion in the Bowen Basin region of Central Queensland in Australia has been a substantial increase in demand for housing, with subsequent impacts on housing and rental markets. Those pressures are reduced to some extent by a proportion of the workforce choosing to live in other centres and commuting to workplace for block periods. The main factors influencing location choice are: housing availability and affordability, basic urban services and lifestyle of the town and the town physical attractiveness such as coastal town. Low costs housing provided by the mining company acts as an attracting factor for some miners to live in the mining town. Recommendations for three short-term and two long-term strategic policy guidelines to address housing situation and location issues are provided.

A trigger action response plan (TARP) provides a structured response to escalating levels of risk. In mining, TARPs are typically applied to primary hazards such as inrush, strata failure or heating. Necessary for the creation and deployment of a TARP is a monitoring system capable of detecting deviations from normal conditions. The advent of real-time instruments capable of measuring diesel particulate matter now permit decision-making within shifts to address possible overexposure. Deploying a TARP for diesel exhaust emissions can lower the probability of a person’s average exposure (over a full shift) exceeding the exposure standard by detecting deviations of diesel particulate concentrations from normal conditions. This enables pre-emptive action to mitigate or protect. "Ventilation risks in an underground mine have essentially remained the same for centuries, yet theevidence suggests that there are many coal mines that have failed to adequately control these risks.The conduit for the knowledge learned by previous generations exists in the mining legislation. In an ideal world, mines would not need legislation to tell them what to do; they would resolve the risks to an acceptable level so as to protect the safety of persons in the mines based on the acquired knowledge. There will be some who have been personally aff ected by a mining disaster but for the majority they will be remembered as a vague recollection of an event from long ago. The mining legislation is the repository for the knowledge and outcomes from inquiries of past disasters. The challenge for the current generation, and the generations to come is to appreciate the legislation that exists, so as to not ælearn the hard wayÆ. In reviewing most disasters there is comment or discussion on the adequacy of the legislation, which ultimately results in some amendment to the law. For each person, there is an increasing responsibility to ensure that the same mistakes are not repeated. Understanding the legislation, its history and its purpose is the fi rst step in ensuring thatventilation risks are eff ectively managed. Failing to do this will be disastrous. This paper discussesthe relevance, importance and potential pitfalls of coal mine ventilation regulation."

One common problem for blasting in iron ore mines with significant weathering is the occurrence of large blocks of hard rock mixed with softer material. This situation causes a problem for blasting design and sometimes produces large boulders of rock that require a secondary blasting, as well as excavation difficulties. To minimise this situation, geophysical techniques were used to identify the hardest material amid the weathered material. To study the problem, seismic, ground penetrating radar (GPR), electrical resistivity and induced polarisation (IP) methods were used in an intensely weathered Brazilian iron ore deposit. The methods of GPR combined with IP, resistivity and seismic showed to be effective in modelling the contrast among hard, friable materials and soil. The results were used to improve the geological model and create more favourable conditions for the subsequent blast design. The blast design based on geophysical/geological models resulted in significant improvement in the fragmentation of the iron ore. This was achieved by the adoption of a specific drilling pattern for a given geological situation. With the new specialised blasting design the formation of boulders was eliminated.CITATION:Vieira, L and Koppe, J C, 2015. Colliery spoil is the major constituent of colliery spoil 'rockpaste' which has been used to infill abandoned limestone mines in the West Midlands of England since the early-1980s. The other constituents of rockpasle are pulverised fuel ash, lime and water. A key property of the rockpaste is its ability to flow within the mine workings over considerable distances before setting. This paper describes the work carried out to identify suitable sites as sources of colliery spoil for making rockpaste and goes onto consider the flow properties of the material and the monitoring methods used on-site. A full-scale trial comprising mulling a 6600 nt' section of an abandoned mine was conducted prior to the mulling of the Littleton Street Mine which had a volume of about 500 000 m'. As well as describing the methods used for monitoring the movement of rockpaste material, a description is also given of a dip-meter developed specifically for the purpose of measuring the level of paste in the mine. This paper shows how a colliery spoil based paste has been successfully rued for infilling abandoned mine workings. The monitoring systems developed for use in the two case studies presented in this paper are now being used extensively for infilling other abandoned mine workings. To-date over I I mines with a total volume exceeding two million cubic metres have been backfilled.

Recently there has been increased recognition o'f the cost savings that can be achieved by the greater use of offsite preassembly for the construction of industrial plants. Preassembly is a method of construction which involves considerable offsite assembly of complete sections of an industrial plant in established fabrication shops. The preassemblies are transported to the plant site, often by large and oversize transport systems where they are set on prepared foundations, finished and interconnected to other sections of the plant as required. The concept of preassembly is not new, but widespread interest has been shown because site construction costs in all parts of the world have increased rapidly and often at a greater rate than in established fabrication areas. Particular interest has be focused on remote, isolated and inhospitable plant site locations. These areas require the import of skilled labour, the payment of high labour rate premiums and the development of infrastructure to support the workforce for the duration of the construction period.

The Canahuire epithermal Au-Cu-Ag deposit in southern Peru is a complex and challenging deposit for metallurgical studies. It has issues of gold locking in sulfides and non-sulfides, deleterious elements and acid rock drainage (ARD). From scoping study to feasibility study, there has been considerable improvement in the understanding of the important geometallurgical characteristics that need to be measured and modelled. This paper presents the current understanding and the requirements to continue to provide optimal models for mining studies.Significant effort has been put into understanding the genesis of the deposit. Improved spatial and temporal understanding of lithology, alteration, structure and mineralogy was used to build a geological and alteration model of the deposit.Early metallurgical programs quantified the effect of head grade on process plant recoveries, but the geometallurgical and statistical analyses did not identify other physical characteristics that influence these recoveries. The studies improved the understanding of the nature of locked gold which can occur as minute inclusions (< 5 ¦m) in sulfides (primarily pyrite with lesser arsenopyrite, pyrite being 100 times more abundant than arsenopyrite) and gangue minerals (quartz and carbonates) as well as solid solution in arsenopyrite and pyrite.The presence of pyrite and the limited buffering capacity of waste rocks increases the potential ARD, which will require mitigation costs before, during and after operations. Waste rock ARD potential has been classified and incorporated in the geometallurgical model. The current classification of waste rock at Canahuire, using international classification standards, is limited due to the complexity of the deposit.Complex deposit metallurgy necessitates a complex process flow sheet, including flotation and cyanidation. Economic recovery will be constrained by the relationships between economic variable grade, other elements and mineralogy. These constraints and inter-relationships are difficult to establish throughout the deposit with a single test. A follow-up geometallurgical program is under investigation and will attempt, with the help of additional test work, to map areas of higher and lower recoveries. It is hoped that metallurgical response can be linked to measurable parameters other than head grade. The Tampakan deposit is a strongly telescoped high-sulphidation-epithermal/ porphyry deposit pair which is hosted by a sequence of probable Pliocene age subaerial andesite flows. These host units lie on the western flank of a deeply dissected andesitic stratovolcano within the northernmost portion of the Sangihe Arc in southern Mindanao. The deposit was discovered by WMC geologists in 1992 and is currently undergoing resource evaluation. Preliminary resource estimations indicate a total inferred metal content of 12 million tonnes of copper metal and 16 million ounces of gold. Using a 0.2 per cent Cu cut-off grade, the deposit has a current mineral resource of approximately 2.5 billion tonnes with an estimated grade of 0.48 per cent copper. At a higher cut-off grade of 0.5 per cent Cu, the mineral resource is approximately 900 million tonnes with an estimated grade of 0.75 per cent copper. Mineralisation is open both to the west and at depth. The Tampakan district is centrally located with respect to a 100 km wide zone of left-lateral strike-slip deformation represented by the trans-Mindanao Cotabato Fault Zone. The district is transected by several WNW-striking wrench faults which represent strands of the regional Cotabato Fault Zone. High-sulphidation epithermal mineralisation within the Tampakan deposit is strongly controlled by NNE-trending faults which lie along a dilational orientation within the Pliocene stress field associated with the Cotabato strike-slip fault zone. The mineralisation is broadly hosted by a gently-dipping, tabular zone of partial to massive silicification which displays multi-phase brecciation, acid-leaching, related vuggy porosity and which is developed within a district-scale advanced-argillic and argillic lithocap exceeding 90 km 2 in area. High-sulphidation epithermal mineralisation is associated with a silica-pyrophyllite-dickite-alunite-diaspore¦sericite alteration assemblage which is transitional downward to sericite-chlorite alteration and relict potassic biotite-chlorite-magnetite-anhydrite alteration associated with pervasively developed but weakly mineralised porphyry quartz stockwork veins. The high-sulphidation mineralisation is dominated by disseminated, vein and vug-filling enargite-bornite-digenite-chalcocite-covellite ¦ molybdenite which has overprinted an earlier phase of porphyry copper stockwork veins associated with high-level porphyritic hornblende diorite stocks. The distribution of high-sulphidation alteration and mineralisation reflects strong stratigraphic and structural controls. The high-sulphidation mineralisation covers a surface area of approximately 1.6 km by 2.0 km and forms a tabular, flat-lying to gently-dipping body between 200 and 500 metres thick. It is intersected at RL-1200 m ASL (at surface) in the northern portion of the deposit and extends down to RL-600 m ASL at the southern end. The deposit has been diamond-drill tested to a depth of 400 - 500 metres where low-grade chalcopyrite-bornite-pyrite mineralisation is hosted by pervasive quartz stockwork veins. This deep-level mineralisation represents the outer portion of a porphyry Cu system hosted by both andesite flows and the uppermost portions of high-level hornblende diorite stocks. Deep drilling to test for higher tenor porphyry Cu mineralisation is planned.

The mining industry is experiencing change in the governance of tailings facilities (TFs). Guidance and regulations across many jurisdictions contribute to this amorphous change. The Canadian Dam Association, Mining Association of Canada, Australian National Committee on Large Dams, and the Global Industry Standard on Tailings Management, produced by the International Council on Mining and Metals, are establishing guidelines for more rigorous industry governance. Evolving guidance regarding TFs is developing concurrently with a shortage of experienced tailings engineers, which adversely affects the resource base available to support new governance. This paper presents an updated semi-quantitative estimate of the impending resource shortage of qualified tailings professionals. Updates are provided herein for the estimated number of TFs worldwide, which included available data on active and inactive TFs, as well as the estimated labor resources required to service these facilities. The tailings labor shortage is discussed in the context of academic and professional training currently available to increase the quantity of trained personnel. This paper represents a discrete moment in time as contributions to the available information and inventories accessed continue to improve, but as of today are incomplete. However, the data and information included provide insight into the resource deficiencies currently within our profession, training and education opportunities to address those resource deficiencies, and a snapshot of a recent professional training course offered on mine tailings.

This paper presents a fragmentation model for large production blasts in an open pit or underground environment. The paper shows that the particle velocity is directly related to pressure, strain, and strain rate and so it can be considered as driving force and mechanism of rock fragmentation. This is supported by the fact that a vibration with a larger peak particle velocity (PPV) generates larger disturbance in rock and so finer fragmentation or more blast damage than a low PPV. The crack distribution in rock from impact is based on findings from previous researchers (Seaman, Curran and Shockey, 1976; Liu and Xu, in press). The fragmentation size is calculated at three-dimensional grid points within a blast. The fines and oversized blocks are calculated explicitly – the fines generated close to blastholes and big blocks far from boreholes are modelled naturally. The multiple blasthole fragmentation (MBF) model takes surveyed irregular geometry of the free face of a blast as the calculation boundary. The MBF can model fragmentation with over one million grid points. Examples of the model’s field comparison are also included.The PPV at a calculation grid is estimated based on the same approach used for the near field non-linear vibration model (Yang and Scovira, 2007). The method is based on the dominant charge for a calculation grid point, non-linear charge weight superposition within a charge and from multiple charges, strain wave broadening, and amplitude attenuation with distance from a charge segment. The blasthole confinement affected by earlier firing charges is also taken into account.The MBF model inputs from blast design, such as: location and orientation of each blasthole, stemming length, blasthole diameter, multiple decking, bench height, initiation sequence, etc. It models the effect of the delay and its scatter in each blasthole on fragmentation and has a statistical modelling capability for geological random variation on attenuation of particle velocity wave. The wave reinforcement due to instantaneous waves arriving or diminishing cooperative contribution due to long delay intervals between charges is also simulated.The results are displayed in 3D volumetric plots, contour of fragmentation in cross-sections, and size passing curves for a whole blast or a region of the blast.CITATION:Yang, R, 2015. Iron ore, which is transported by rail from the iron ore mines at Sishen in the Northern Cape, to the Saldanha Iron Ore Terminal in the Western Cape, needs to be analysed while loading to be exported. Every shipment will be sampled and an average analysis of the ore will be produced which is required by the purchaser at the receiving port. On arrival at the iron ore terminal at Saldanha, the ore is tipped from the rail trucks onto conveyor belts to be either stockpiled or direct-loaded. The conveyor belts run under the sampling plant and the ore is sampled periodically by means of an automated cross-belt sampler. This is the first iron ore port sampling facility in which the automated sampler is situated above the conveyor belts and not adjacent to them. A portion of the primary sample taken off the belt is moved to the dedicated sampling laboratory situated behind the cross-belt sampler and over the conveyor belt lines. The sample is split in the laboratory, one split being used for moisture and particle size determination and the other part is dried and then analysed by means of X-ray fluorescence spectrometry (XRFS) on fusion beads for major and minor elements. Particular care is taken to obtain high quality data for penalty elements.This sampling plant is completely automated and from the primary cross-belt sampler to final analysis by XRFS no manual steps are involved. This has meant that some processes are used which are suitable for automation and are ISO compliant but not necessarily ISO-certificated. The ISO manuals were developed with manual laboratory processes in mind. Precautions are also taken to maintain the integrity and representativity of the samples. With the advent of Electronic Detonator Systems in the global mining industry, as well as the development of high precision pyrotechnic delays, the measurement and analysis of delay performance (usually measured in terms of dispersion about a batch mean û precision, and the deviation of that mean from the nominal detonation time û accuracy), has become an important issue. Through the non-conventional use of existing Velocity of Detonation (VoD) measurement technology, it has been shown to be feasible to measure the precision and accuracy of delay detonator series connected in the same manner as a typical open pit bench hook up. This paper describes the work undertaken to compare and contrast performance results obtained using a range of instrumentation including High Speed Video (HSV) filming, digital counter timing using a Hewlett Packard Universal Counter and a digital VoD measurement device. The results obtained demonstrated the practical feasibility of using the latter technology in order to obtain relatively large amounts of data in a time-efficient manner, with a precision of better than 0.5 microseconds, if required. The results also confirmed the close statistical agreement obtained between the three forms of performance measurement, therefore permitting the substitution of the VoD measurement technique for the more capital cost intensive HSV technique and the slow, sample-by-sample HP Universal Counter method. A geotechnical data management system has been developed to manage drillhole and mapping data generated from in house and consultant administered field programs. This system comprises a data collection interface with integrated validation, processing and reporting functionality. Development of the database required careful consideration of how and what geotechnical information is gathered in the field, a clear understanding of the interdependency of the parameters, and the outputs required to support geotechnical design.The acQuire Geoscientific Information Management System was selected as the preferred software to support the process because of its ability to easily manage data from capture in the field through to quality reviews and ultimately into reports. Initially only geotechnical logging of diamond core was considered, subsequently the system has been expanded to support additional geotechnical data sources such as laboratory test results, traverse and window mapping data. This paper focuses on the core logging data acquisition, validation, analysis and presentation of data.The acQuire Geoscientific Information Management System has proven to be a robust platform for the capture, interrogation, and reporting of geotechnical data. Data entry objects have been created to manage seven different areas of geotechnical data collection ranging from core logging to mapping to automated reports for falls of ground.
