‘Every mine is a pilot’ is an attitude which encourages the mining paradox of optimistic mine plans and equipment under performance; propped up by an environment lacking accountability. The premise that ‘every mine is a pilot’, appears to underlie the development and operating approach to most mines. It is the hypothesis of this paper that many mining companies, development teams and their managers largely ignore what is done elsewhere. Anecdotally, most planners don’t know whether the selected rates are high or low (rates based on theoretical models tend to be high – certainly higher than what most companies can achieve). Mines then consistently operate the equipment at rates well below targets; often more than 20 per cent below. Further to this paradox, mine performance data demonstrates the average mine is currently operating their equipment at levels of output not much more than half the output of those in the top ten per cent. On the whole mines don’t know the potential of their equipment and therefore don’t put appropriate plans in place to do better. After all, when ‘every mine is a pilot’ there is little reason to look to one’s peers for an indication of potential. This paper will outline why every mine is not a pilot and how mines do value some knowledge, but not as much as they should. This paper proposes a two-pronged approach to address this issue in the area of equipment performance. This approach is to:1. engage in better forecasting of equipment rates and better subsequent performance through benchmarking against industry standards2. provide conditions for more accountability.These parameters are linked and proper implementation of them will address the losses which many shareholders and financiers have incurred when investing in companies with unrealistic mining plans.CITATION:Lumley, G I, 2016. Across the life-of-mine, water is both an essential commodity to mining, and one of the most significant hazards. In Australia, a land of drought and floods, availability of water is a critical strategic risk for mine sites and neighbouring stakeholders, with both insufficient water leading to curtailed operations and contested space, and extreme water closing operations through flooding of mine sites, transportation infrastructure and unplanned regulatory restrictions. In addition to these major strategic risks, water must be addressed in operational risk management activities in many different ways.This paper develops a set of categories for classification of water risks based on academic papers from the water in mining literature. These categories are applied to media content analysis of articles in International Longwall News (ILN) (an online coal industry news site) obtained with the search terms ‘water’, ‘rain’ and ‘flood’. Identified risks are discussed within the context of the life-of-mine. The paper uses these same categories to analyse the treatment of water risks in a new coal industry risk management body of knowledge called RISKGATE (http://www.riskgate.org, Minerals Industry Safety and Health Centre, The University of Queensland). The discussion of water risks in both INL and RISKGATE is compared and contrasted to pinpoint opportunities (and a roadmap) for further development of a specific RISKGATE water module for site-based operations. The True Pipe® in-line sampler was developed in an attempt to address the need for a mechanically reliable and correctly designed sampler to suit one-dimensional pressurised slurry pipelines, often found in metallurgical process plants but for which no reliable and representative sampling solution as yet exists.The design, whose operation is based on the principle of symmetry, is described by Dominique François-Bongarçon (2005) with the synchronous opening and closing of relevant valves. It representatively isolates portions of the particulate material stream at predetermined intervals for effective extraction of primary increments for subsequent sample compositing.Theory of Sampling applicable solutions have proven elusive in flowing pressurised particulate material streams, with various attempts to date not having formulated a viable, mechanically reliable and acceptable design.Compliance to sampling theory is critical, and a number of tests were conducted where certain operating parameters were altered to determine their influence and sensitivity on sampling representativeness.The results of the initial series of tests performed on a carefully designed rig are presented, with additional work discussed for necessary investigation in the near future.Getting closer to a robust, economic and correct design for this challenging application in the minerals industry may now not be that far away. Plant management staff will see improved metallurgical mineral balances around their process plants and significantly reduced sampling discrepancies, particularly in tailings applications. Al2O3 has been regarded as a harmful gangue component in iron ore, especially causing reduction degradation in industrial sintering of iron ore. The current study aimed to utilise low-grade iron ore containing high Al2O3 content in sintering process. In order to counteract the adverse effect of Al2O3 on reduction behaviour of iron ore sinter, mill-scale and calcined dolomite were chosen as FeO- and MgO-bearing materials. Firstly, mill-scale was added to high Al2O3 sinter and addition was optimised as 10 wt per cent, then calcined dolomite was added further. Magnetite and magnesio-ferrite were identified as the major phases in iron ore sinter when adding mill-scale and calcined dolomite. As the dosage of calcined dolomite increased beyond 4 wt per cent of in sinter mix, unreacted MgO particles were observed, which is ascribed to the limitation of MgO dissolution into magnetite matrix. Both mill-scale and calcined dolomite were effective in improving compressive load and Reduction Disintegration Index (RDI) of iron ore sinter although its reduction degree was highly decreased. The addition of both FeO and MgO-bearing materials to high Al2O3 sinter has a potential to improve the sinter quality, also contribute to the recycling of industrial by-product. However, the amount should be optimised in views of phase development and deterioration of reducibility.

Mining at the Tuckabianna Mining Centre in the Murchison district of Western Australia ceased in 1997, after the production of 550 000 ounces of gold at an average grade of 2.5 g/t from 22 separate open pits (Tectonic Resources, 2006). Like many historic mining camps in WA, Tuckabianna was considered exhausted of gold, such that an economic project could not be sustained on the existing resources. Since 1997, three separate companies have owned the Tuckabianna leases. Each of these companies completed minor exploration and some form of mining study to determine if mining could be sustained. All three companies concluded that the remaining resources were insufficient to support an economic project. Silver Lake Resources acquired the adjacent Tuckabianna, Comet and Moyagee projects in 2007 with a combined resource base of 693 000 ounces of gold in 11 separate deposits. In September 2009, Silver Lake commenced exploration in the Murchison targeting extensions to the main resources at the three project centres and completing targeted regional exploration across the lease holding. At the same time, a detailed evaluation of all historic drill data was completed and all resources re-estimated. This has culminated in the resource base increasing to 1.5 million ounces of gold in 20 separate deposits, with two new discoveries being made. In August 2010, a mining feasibility study was commissioned. Preliminary results from the study indicate that an economic stand alone project can be sustained for a minimum of five years. The ability to bring the remaining resource from a once unloved project into production is due to a number of factors: historically high gold price, combining adjacent projects into a single operation, evaluation of all resources regardless of size and grade, and well funded exploration directed to both resource extensions and new discoveries. Using the Tuckabianna Project as an example, this paper attempts to outline the strategy Silver Lake used to define the resources to justify the capital expenditure required for production, and give a summary of some of the successes and failures made as the projects progress towards mining. Examples of where being too rigid and over exuberant have resulted in less than optimal use of expenditure are used to high-light the difficulties in exploring in mature terrains. Evaluation of the success of a company’s exploration strategy at all scales from project acquisition to target selection is critical to the success of future project development. This paper has been part of that process for Silver Lake with some interesting discussions and insights being made. It is hoped that some of the points discussed can be applied to other projects to help achieve the best outcome from the assets available to a company.

After review of the status of research on optirnisation of retreat longwall faces it is argued that an acceptable optimisation model must be based upon realistic cost data that take into account not only the face costs, but the total panel costs. These include the cost of development, face cost, removal and installation cost. The determined optimum length of a retreat longwall face is based upon a realistic model and actual costs.Parameters that influence the optimum face length have been varied over wide limits to allow determination of the sensitivity of the model and the effect of the parameters on the optimum face length. It is concluded that for medium production rates and medium system availability, the optimum face length of a retreat longwall face under Australian conditions lies between 180 and 220 metres.

The objectives of mining grade control are presented and examples of the techniques used in various open pit and underground mines are used to define the attributes of good grade control. Reasons are discussed for the success of various improved practices. The progressive development of grade control is presented and the balance between quantitative and qualitative data is analysed. The skills and resources required for grade control on mine sites that are using best practice are also presented. A number of problems in grade control have been solved recently however there are still issues that need to be addressed. Examination of the grade control process frequently stops after sample quality has been examined. There is much more beyond this that can now be optimised using conditional simulation models. Other future directions of mining grade control are also suggested. An extensive bibliography of published papers on grade control is included that will be maintained and updated on a website.

In the last 40 years, the froth flotation process widely spread in the paper industry becoming the dominant technology for ink removal from recovered paper slurries and cellulose fibres recovery. Most of current models used to describe the flotation deinking process are based on hydrodynamic and statistical theories of ink particles collision/attachment to air bubbles. The complexity of these theoretical models, together with the variability of the recovered papers composition, does not allow to define a set of æeasy to handleÆ equations to be used for modelling industrial flotation cells. This main limiting aspect makes that, in several deinking process modelling tools, basic parameters used to characterise the flotation unit, ie yield, ink removal efficiency, water loss, are constant parameters. Although in some process simulation tools the flotation yield/efficiency is adapted to process control parameters (air ratio, pulp flow, pulp consistency), physicochemical variables (namely the pulp frothing aptitude, the pulp surface tension and the ink adhesion energy to air bubbles) are not taken into account to adjust the flotation yield/efficiency. Data collected during recent laboratory and pilot plant experiments focusing on the role of surface active substances on the flotation efficiency were therefore interpreted and used to identify general trends that could be described with simple semi-empirical models. A set of model equations using surface tension and froth removal height as main variables was then defined in order to describe the behaviour of a pilot flotation cell. Trends obtained during the dynamic simulation of the deinking pilot plant were in good agreement with experimental data obtained under similar experimental conditions, thus indicating that developed equations can forecast with good approximation the behaviour of a flotation deinking unit.

There is a sense of geometallurgy being new; a new methodology for mining project development and improved operational strategy. One of the main challenges that any ænewÆ technology faces is a validation of the value and the need to produce case studies. However, producing case studies can often be problematic particularly given the long cycle from mineral deposit project, through feasibility and construction to stabilised operation of a mine.However, the roots of geometallurgy go back quite some time. Successful practices with geometallurgy can be seen from as early as the 1980s. Many times those practices were not called geometallurgy but something else and, in other cases, what can be seen are various components of the geometallurgical ævalue chainÆ.This paper will analyse a selection of published past practices from a geometallurgical perspective to demonstrate the value realised from the application of this methodology. The paper will then make some general comments on where this history of work in geometallurgy has lead us to and what are the challenges today for the geometallurgical effort.CITATION:S R Williams, 2013. The mining industry continues to have major disasters (Bingham Canyon, Pike River, Upper Big Branch, Mount Polley and Samarco), which often have a devastating effect on the enterprise, in terms of personnel deaths and injuries, environmental destruction, and financial and reputational loss. These disasters are not imposed from outside the business or organisation, they are almost always a function of loss of control of the management of the organisation’s critical assets and processes that they contain or to which they are exposed.Asset integrity is discussed as an effective response to business risks in order to mitigate, control and recover from loss scenarios that could expose a mining operation to significant property damage and business interruption, or even total loss. Vital to this process is the identification and control of risks to critical assets. Components of a critical asset assurance program are presented for discussion.Formal risk assessment has a longer history in industries other than mining, eg petrochemical, nuclear, military, aviation and space industries. Risk assessment is a structured, proactive approach to understanding and improving risks, as opposed to a reactive ‘fix-it-when-it-breaks’ mentality. Risk assessment techniques were triggered by major public disasters, such as the Flixborough chemical plant disaster (1973), Three Mile Island nuclear plant event (1979) and others.Today, most industries see risk assessment as an inherent part of their business, but do mining sites capture business risks that are related to major loss scenarios, which could have a significant impact on the operation?Does your risk assessment process:- involve a team having the right skill set so that the discussion is both stimulated and technically sound?- use generic assessment when a site-specific assessment is needed?- fail to consider all possible outcomes, including maximum foreseeable loss (MFL)?- fail to identify all hazards and controls associated with a particular activity?- fail to monitor controls effectively?This paper addresses the issues identified by these questions and provides some direction for developing a risk management process where business risk associated with critical asset integrity is integrated with other business and safety and health risk processes to provide a robust method for managing your business. Mine planning typically involves designing an operation to uncover coal with the minimum initial costs with reclamation planning and earthworks being done as an "add on" task. The landform is too steep to remain stable, has no drainage and frequently has areas of excessive acidity or alkalinity. Extensive earthworks are required to reduce grades to an acceptable level and create a drainage system. The flexibility available to the mining engineer to alter the post mining landscape clearly depends on the mining methods. Straight dragline stripping provides virtually no flexibility. However most mining operations over the term of current ten year plans have a substantial pre-strip component. It is this pre-strip material which has the potential to reduce the final reshaping earthworks. The reshaping operation itself is subject to some flexibility with various options being available to re-grade and provide drainage. The full utilisation of this flexibility to minimise earthworks cost should be the aim of reclamation design. ACIRL's current thrust in reclamation is aimed at the integration of mine planning and reclamation earthworks. This involves gathering all environment and agricultural criteria and designing the earth works necessary to produce an acceptable final landform. A key component of our work is the use of computer aided design (CADD) for the design of spoil piles, pre-strip dumps and spoil re-shaping. This approach has been applied to a number of mine sites with earthworks operations covering hundreds of hectares and hundreds of millions of cubic metres volume. We are continuing to provide that consultancy service and at the same time are involved in the development of more sophisticated software tools to apply to reclamation design.

The acceptable rate of rise of the tailings beaches on upstream-raised tailings storage facilities (TSFs) is critical to life of mine planning. This is illustrated through a case study in Western Australia presented in this paper. Accurate estimates of expected beach slopes, the maximum rate of rise at which the tailings can be placed, and the dry density that the tailings solids will achieve after deposition (stored density) are required in order to design TSFs that will allow upstream raises to be constructed safely and economically. Where operations have been occurring for some time, these three parameters are able to be measured and can be well-defined. If process plant throughputs are proposed to increase through mine expansion, for example, increasing the rate of rise of the tailings can compromise the potential for upstream TSF raising, thus influencing the viability of such an expansion, the timing for its implementation, and significantly increase costs.This paper outlines how rate of rise can be a key constraint, and that ‘rules of thumb’ that are typically applied may not result in the outcomes they were meant to achieve. An example of an experimental method to justify an increase to the ‘rule of thumb’ ~2.5 m/year limit for gold tailings in a semi-arid climatic setting is discussed, followed by rate of rise modelling that ultimately framed the decision-making process for a mine expansion. The rate of rise modelling method was adopted to carefully distribute tailings deposition across four TSFs, comprising nine separate tailings cells, in order to maintain appropriate rates of rise. The implications resulting from various deposition splits are presented, including the need for expansion. In addition, this paper outlines the effect of rate of rise on the state (density) of the tailings after deposition, and provides commentary on how anecdotally acceptable rates of rise, based on the aforementioned ‘rule of thumb’ of 2.5 m/year may not provide assurance of geotechnical stability through the tailings achieving a dilative state, as has been thought in the past. An example of the influence of rate of rise on the state of the tailings, with respect to air-drying and the critical state line (CSL) for the material, is presented. The data indicate that reducing the rate of rise may allow a higher dry density to be achieved through air-drying (evaporative desiccation), sufficient to move the material from the contractive to the dilative zone (i.e. from above the CSL, to sufficiently below it).CITATION:Chapman, P J and Williams, D A, 2018. Filtered dry stack tailing storage facilities offer many advantages over thickened tailing storage facilities and yet, most of the mining companies still prefer the latter.Some of the advantages of filtered dry stack tailing storage facilities are: increased structural integrity of the tailing storage facility, which is even more critical in areas of high seismicity, close to nearby communities or environmentally sensitive areas; maximised water recovery which is particularly important in arid environments where water is an extremely valuable resource and its supply is regulated; optimised recovery of valuable metals in the process water, avoiding high cyanide concentration going to detoxification (both aspects haven’t been emphasised enough in technical papers on this subject); optimised space to store the tailings in mountainous regions; minimised elevation of embankment height, providing a safe option to store the tailings in places where there is limited area available; simplified license approval to operate where the tailing facility is a big issue; and avoidance of potential problems with nearby communities.Filtered dry stack tailing storage facilities have some disadvantages such as: technology limitations in operations that process high throughputs (eg >50 000 tpd) as they require many filters resulting in high maintenance and operating costs; higher capital cost; low efficiency in the filtration process, particularly in ores with high clay content increasing operating problems and capital cost; the new technology risk with possible debottlenecking issues and a longer time to achieve the design throughput; and the need to treat larger water flow rates when the water balance is negative.This paper analyses: the operating practices of Mexican gold and silver operations using filtered dry stacking storage facilities; implementation issues, advantages and disadvantages; quantifiable reductions in gold and silver losses and actual lower detoxification cost; and current trends to use filtered dry stacking storage facilities in new projects. The erratic and localised occurrence of economic gold grades is a common feature of high-nugget effect gold veins. The nugget effect is a consequence of small-scale geologically controlled enrichment, and the inclusion or exclusion of sparse gold particles because of the sampling process. Such deposits do not always contain visible or coarse gold, and can be characterised by fine gold particles. Economic grade accumulations are generally contained within discrete oreshoots, which are surrounded by barren to low-grade material. Problems are often encountered where small sample types (eg drill core or channel samples) often vastly understate in situ grade, due to their general inability to intersect rare gold particles. As a result, the definition of grade and its distribution is often challenging, and leads to substantial resource uncertainty. Proxies, or indicators for grade, can help the geologist gain a better understanding of grade distribution and grade potential. These are based upon geological (eg mineralogical, textural, etc) and/or geochemical (eg specific elemental ratios, fluid inclusion compositions, elemental correlations, etc) criteria. The paper discusses the use and application of such proxies through three case studies.

We outline a first version of an ambitious goal: The world's first horizontal (matrix-independent) generic sampling standard. The specific needs and requirements are overwhelming, as all the world's analytical standards follow strict matrix or material type classification pigeonholes, leading to a plethora of analytical standards. One could rightly expect a similar multiplication regarding sampling standards, yet the singular HORIZONTAL is aimed at being truly generic. Also the existing style of standards writing is cumbersome and partly contradictory. The current work is presently being pursued in CEN and European Union standardisation regimens, for which reason full disclosure and publication is not allowed. Respecting this constraint, we unofficially present selected key issues involved in developing HORIZONTAL: The objective and scope of a horizontal sampling standard is to delineate the minimum set of principles and procedures needed to guarantee documented representative sampling for all types of materials. The horizontal standard is designed for two types of use: 1. auditing/assessing/ improving the reliability of an existing sampling procedure, and 2. design and implementation of a new sampling procedure (new lot type). The principles in this standard are all derived from the Theory of Sampling (TOS), but the standard is far from a mere collection of TOS principles. Representativeness is a characteristic of the sampling process, not of samples themselves. For practical purposes, the horizontal standard follows the fundamental distinction between 'stationary lots' (0-D, 2-D, 3-D lots) and 'dynamic lots' (within TOS aka process sampling - including extended, non-moving 1-D lots). TOS' principles of 'correctness' must never be broken at any stage, lest representativeness is irretrievably lost. The horizontal standard is not written in the mandatory fashion for legally binding matrix-specific standards, eg ISO - for the present overarching purpose a different style had to be developed. The standard must be immediately understandable in full, which merits special demands, eg extensive use of didactic illustrations. HORIZONTAL introduces an all-inclusive sampling variability measure, Relative Sampling Variance (RSV) which is for sampling of stationary lots as variographics is for process sampling - RSV is to be used as a quality criterion for any stationary sampling procedure as applied to a specific heterogeneity (lot/material). The target for this standard is all individuals, companies, organisations and regulatory bodies who are responsible for sampling: technicians, process engineers, laboratory personal, academic and industrial scientists as well as project leaders, technical managers/directors and top managers. Based on current R&D we illustrate the principles promulgated by HORIZONTAL with cases from exploration and mining of minerals commodities, a Finnsh 'Autosampler' at work in the mining context (RSV) as well as sampling equipment for use in the cement and mineral commodities industries. In response to the need for improved magnetic separators for beneficiation of fine grained iron ores that have been finely ground to liberate the iron minerals from the gangue, a series of high efficiency wet drum permanent magnetic separators (T-GCT) has been developed by Maanshan Tiangong Technology Co Ltd. These magnetic separators have high efficiency for separating superfine strongly magnetic minerals and the ability to produce high-grade concentrates with high recovery. They are ideal replacements for conventional drum magnetic separators, especially for treating superfine particles.

A belt press filter (BPF) handbook containing practical information for the reference of plant designers and operators has been created as part of Australian Coal Association Research Program project C23040. The handbook combines research and experience with newer generations of equipment and circuitry. BPFs are increasingly finding application in the dewatering of thickener underflow tailings slurries due to changing environmental regulations, difficulty obtaining tailings storage facility approvals and limited water availability. Sources of BPF inefficiency and low availability stem from a lack of understanding of the key operational parameters that affect their performance. This lack of understanding typically leads to increased operational expenditure due to suboptimal reagent dose rates and increased maintenance costs, or decreases in plant availability due to excessively high filter product water contents and equipment failure. It is essential for the continued economically competitive operation of Australian coal handling and preparation plants that complex factors affecting BPF operational performance are clearly defined and understood. Installation and operation handbooks are often provided to sites with new installations, but these manuals are manufacturer- or even model-specific and are often focused on mechanical maintenance. The handbook identifies industry ‘best practice’ and improvements developed by other sites, such as extra spray bars, air system bleed valves, guarding designs, feed and filtrate protection screens and roller tensioning systems. Equations to predict optimum operating conditions – such as free moisture, belt tension and reagent dose rates, with simple feed-specific variable inputs – have been developed from site-specific test work. The correlations developed provide a benchmark for plants to attempt to achieve. This provides operators and process engineers with a tool to explain BPFs and assist them in optimising the performance of BPF dewatering plants of both contemporary and less modern design.CITATION:Mathewson, D and Eschebach, D, 2015. Due to the perceived potential to extract the second economic manganese seam at its Black Rock Operations in the Northern Cape Province, South Africa, Assmang commissioned an investigation with respect to mining method and sequencing of the two orebodies in 2007. Based on this initial study into multiseam potential, conditions and impacts, the rock engineering aspect was expanded to determine conceptual rules to govern the extraction of both manganese seams using the normal bord-and-pillar layout implemented at this operation. This work included the theoretical analysis using basic pillar design practices and numerical modelling, including the use of Map3D, UDEC and Phase2 codes.In 2013, Assmang launched a large-scale investigation into the potential to increase mine output from all possible manganese sources at the operation. Included in this investigation was the requirement to confirm or modify the conceptual multiseam extraction rules to implementation. As part of this confirmation process, stress measurements, borehole camera audits and additional numerical modelling were performed at a particular site on the operation where a limited extraction of both seams had been undertaken. This paper reports on the results of several years of monitoring rehabilitation at a silica sand mine on the Swan Coastal Plain, south of Perth. Mining here occurs below the regional watertable and leaves a post-mine landscape of dredge pond voids (pit lakes) with surrounding battered slopes. The restoration we recommended was to develop the pit lakes as wetlands of regional analogue and value. Several different restoration techniques have been applied to re-vegetate pit lake slopes over many years which have enabled an evaluation of reasons for success/failure of different restoration approaches. Learning acquired clearly showed the benefits of using fresh topsoil for restoration over topsoil that has been stockpiled for several years. Most topsoil used in restoration was from seasonal wetlands and consequently restoration was most successful in the riparian zone from the edge of pit lakes to about 2 m vertically above the water table. Topsoil restored areas above this level remained poor in plant species and cover. Conversely, remedial seeding/planting proved largely unsuccessful. Permanently and seasonally flooded pit lake margins recolonised relatively quickly and successfully with native sedges and rushes. Development of rehabilitated upper slope plant communities over time was evident with loss of typical wetland species and greater growth and survivorship of upland and dampland plant species on mid to upper rehabilitated slopes. Plant communities of lower slopes showed a converse pattern of development, with a shift towards a more typical wetland composition. We believe matching topsoil to site and development of topographic profiles similar to natural wetlands of the region are the keys to optimising restoration success of sand mines with shallow water tables.

Ballarat Goldfields Limited is currently re-opening the old workings of the East Ballarat Goldfield which contain an estimated 1800 ML of groundwater. The disposal of this 'minewater' was of concern: the minewater is of moderate salinity; increased salinity levels have interfered with agriculture and water use at a number of locations downstream from Ballarat. Extensive numerical studies indicated that treated minewater could be discharged into the Ballarat Creek system for dilution by sewage effluent and by surface runoff after rainfall events. An automatic real-time salinity management system has been developed to enable the disposal of saline minewater in this fashion. A desk top computer operates the system: discharge and salinity readings are taken automatically each hour and filed away; the maximum allowable rate of discharge of treated minewater is calculated; pumps are switched on and off. The system readily enables daily, weekly and monthly data reports together with floppy disks of 'raw' data to be prepared in formats suitable for direct submission to the Victorian Environmental Protection Authority.
