Mineral sands represent an important new resource being developed in the Murray Basin, including parts of western Victoria. This paper will outline a simple methodology for mineral sands characterisation, developed as part of the AMIRA-managed project P777 æThe Development of Heavy Suspension Techniques for High Density Separations (Replacement of ClericiÆs Solution)Æ. This project is currently sponsored by three multinational mining companies (De Beers Consolidated Mines, Iluka Resources Limited and Rio Tinto Limited) and is developing an innovative laboratory mineral characterisation procedure that will allow the replacement of the currently employed highly-toxic chemicals.Mineral sand resources almost always contain more than one valuable (and relatively heavy) mineral. Titanium minerals are found with a large range of titanium contents, giving rise to density variation and often subjective mineralogical descriptions. Companies tend to rely on laboratory heavy liquid separation in the evaluation of samples arising from exploration, mining or metallurgical processes. Unfortunately, there are only a limited number of high density (æheavyÆ) liquids and these tend to be more toxic as their density increases. Low-toxicity inorganic solutions, based on tungsten compounds, have been developed that can be utilised at relative densities (RD) up to 3.0. However, beyond this value currently only organic liquids can be used. Diiodomethane (methylene iodide) having a relative density of 3.31 is commonly used; however, this presents significant health and safety hazards. Mixtures of thallium formate and thallium malonate were found in the early 1900s by Clerici to provide liquids having specific gravities between 4.0 and 5.0, hence æClericiÆs solutionÆ. For the characterisation of the heavy components of mineral sand deposits (eg anatase sg 3.9, rutile sg 4.2, ilmenite sg 4.4 û 4.7 and zircon sg 4.6 û 4.8) there is currently no heavy liquid alternative to ClericiÆs solution. ClericiÆs solution is highly toxic and testing is now conducted by very few laboratories worldwide with costs reflecting the chemical costs (though extensive efforts are made to recover and reuse the liquid, plus the requirement of its removal from the mineral samples), the infrastructure costs and health and safety regimes (eg blood testing of exposed staff, inventory management). A simple laboratory technique of density fractionation is being developed, employing suspensions of fine tungsten carbide particles in lithium heteropolytungstate (LST) solutions, that can replace ClericiÆs solution in the evaluation of fine mineral sands samples (eg -250+150 microns). The developing methodology that can achieve low-cost, low-toxic separations at relative densities above 5.0 will be outlined and the comparison of results with ClericiÆs solution presented.

Backfill is usually considered a necessary evil that contributes little to the principal objective of the operation, ore production. Consequently, it is relegated to an auxiliary role in the operation with minimal equipment and resource allocation in planning and is only superficially considered during feasibility studies. In many mines, the inadequacy of the design and operation of the backfill system ultimately leads to frequent delays, excessive costs and, in the worst cases, major instabilities which result in reduced ore production and lost or unrecoverable ore reserves. The primary objective of backfill is to prevent the progressive deterioration of mined out excavations. With the exception of narrow vein operations, it is too weak to alter the mining induced stress regime and control stress concentrations caused by stope extractions. However, the direct benefits of backfill include the possibility to consider a wider range of mining methods, recovery of 100 per cent of the planned resource and the selection of a stoping sequence that minimises the regional stability problems that cause production shortfalls in the later years of mine production. Indirectly, backfill is a practical means of solving other issues, such as waste disposal, that impact the viability of mining. In Australia, the geotechnical conditions of many mines are becoming more difficult and increased attention to the importance of backfill is warranted. This paper describes realistic aspects of backfilling and the positive impacts a well co-ordinated fill system can have on mining activities as a whole. Examples are presented where an integrated approach to backfill systems have offered significant benefits to the operation.

Frequency of reports on premature failure of rock bolts and cable bolts have increased in past two decades. Such a failure threatens both the safety of underground mine workers and the economic viability of the operations. Herein, we report on analysis of rock bolts and cable bolts failed recently in three underground mines in Australia. Magnetic particle inspection (MPI) and scanning electron microscope (SEM) techniques were used to study the failed bolts. MPI showed a number of subcritical cracks on the surface of the bolts. The majority of the cracks in both cable bolts and rock bolts were initiated from the base of ribs (indentation) where the stress concentration was high. SEM examinations showed tearing topography surface (TTS) in all failed rock bolts and cable bolts. These indicated that the failure occurred through hydrogen assisted stress corrosion cracking (HISCC). Gold in sulfide ores is associated predominantly with sulfide minerals and occurs as both microscopic and submicroscopic particles. In non-refractory sulfide ores, gold occurs mainly as coarse- and medium-grained particles. Minute inclusions and submicroscopic gold usually account for a minor portion. In contrast, gold in refractory sulfide ores occurs mainly as minute particles and submicroscopic gold, and microscopic gold usually accounts for an insignificant portion. In gold ores containing carbonaceous material, the preg-robbing nature of carbonaceous material may impose challenges on gold extraction and cause gold losses. To extract gold from refractory sulfide ores, the ore needs to be finely ground and preoxidation is often required. Sulfide host minerals must first be oxidised to create a porous structure through which the cyanide leach solution can penetrate to reach the colloidal gold particles. The oxidation is traditionally achieved by roasting, autoclaving or bacterial oxidation. In carbonaceous sulfide ores exhibiting a preg-robbing nature, the carbonaceous material needs to be treated by roasting, autoclaving or other means to minimise the preg-robbing effect. As a predictive and troubleshooting tool, the gold deportment study plays an important role in gold metallurgy. It determines the deportment of gold in an ore or mill product and identifies the mineralogical issues that may affect or may have affected gold extraction. The information acquired from a gold deportment study can be used to assist in process selection, flow sheet development, recovery improvement and reagent optimisation.CITATION:Zhou, J, 2013. The Karara Mine concentrator commenced operation in November 2012 to produce high-grade magnetite concentrate. The circuit consists of three stages of comminution plus magnetic separation at each stage for early gangue rejection. High-Pressure Grinding Rolls (HPGRs) are used for fine crushing, followed by ball mills and TowerMills in secondary and fine grinding duties respectively. In recent times, the plant throughput rate has had to exceed design by 18% to maintain the targeted concentrate productivity. Meanwhile, the ore hardness has increased by 25% to 15 kWh/t, leading to changes in the circuit operation and design. These changes led to coarser and harder feed to the TowerMill circuit that affects the subsequent separation processes. Nippon Eirich (the TowerMill manufacturer) has partnered with Karara Mining Limited (Karara) to optimise the TowerMill circuit operation to achieve a circuit product with an 80% passing (P80) of 35 µm. Several activities, including a TowerMill circuit audit and performance evaluation, multi-component analysis, modelling and simulation, were carried out as part of the optimisation exercise. The circuit audit results revealed that the TowerMill circuit feed size F80 had increased and ranged from 67–75 µm. The circuit product P80 ranged between 42–55 µm. The average circuit specific energy was 3.4 kWh/t. Moreover, the differences in density between magnetite and gangue minerals had affected the hydrocyclone performance where the efficiency curve exhibits coarse end deflection indicating that low-density coarse material was bypassing to the overflow stream. A multi-component analysis was carried out to further investigate the coarse end deflection of the hydrocyclone efficiency curve. The analysis showed that the magnetite and gangue minerals had different cut sizes of 32 and 64 µm respectively. Furthermore, 33% of the magnetite (below 35 µm) was being recycled back to the mill due to the density effect. Based on these findings, several recommendations for process improvement were identified and implemented including:• converting to a bottom feeding configuration to improve the grinding efficiency in the mill• additional grinding power in the fine grinding duty to compensate for the increase in plant throughput and ore hardness• improved classification efficiency by converting to smaller size hydrocyclones. Simulation studies carried out to evaluate the impact of these implementations had indicated that a P80 close to 35 µm with a steeper size distribution could be achieved by using the bottom feed configuration with additional grinding power. The TowerMill circuit was converted to bottom feed configuration and the performance was evaluated. The operating work index, size specific energy and circulating load were 30% lower than the top feed configuration, indicating that the bottom feed configuration had a higher grinding efficiency. This paper discusses the outcome of the circuit audit, multicomponent analysis, circuit simulations, improvement strategies and quantification of the improvements. In 2019 the Chinese Ministry of Ecology and Environment issued guidelines promoting the implementation of ultra-low emissions in the iron and steelmaking industry. These guidelines aim to drive improvements in air quality through the reduction of particulate matter (PM), sulfur dioxide (SO2) and nitrogen oxide (NOx). Secondly, it also represents an initial means to commence decarbonisation of the industry. The ultra-low emissions guidelines propose that well over 80 per cent of China’s production capacity will achieve these targets by 2025. In response, many sintering operations have implemented numerous improvements to the process that result in significant efficiency gains. Of note is the adoption of deep bed sintering where, with some modifications to equipment, the sintering bed depth is increased resulting in sizable reductions of SO2 and NOx emissions. This paper will also provide an overview of the requirements to introduce deep-bed sintering into an operation and highlight test work completed which quantifies the resultant reduction in emissions.

This paper covers the key issues such as orebody geometry and grade, geotechnical data and metallurgical response. These must be considered in selecting a mining system for a new orebody. It then focusses on the advantages of open pit mining over underground mining particularly in the areas of costs, speed of development and safety. Environmental issues with waste storage is the only negative which emerges. Consequently, the majority of new large mine developments continue to be open pits. It is also demonstrated that underground mining continues to play an important role, particulary for high-grade deposits at depth. The impact on ore recoveries of recent developments in stabilised fill technology in underground mining is also highlighted. The importance of economics to the decision on mining method is continually emphasised as maximising orebody value should be the prime objective of this Work.

"The use of flotation columns has remained a contentious issue among mill operators. There are those who consider them an essential part of any mineral processing operation, while others consider them a necessary evil, which should only be installed if there is no alternative. Lastly, there are those who believe they should not be installed, no matter how great the perceived benefit.This paper provides an analysis of over 4000 installed flotation columns, contained in the Amec Foster Wheeler flotation database. Changing trends in column flotation use by type, commodity and geographical region are discussed. The effect of changing commodity prices and the China ‘phenomenon’ are reviewed. Special reference is made to the changing face of column flotation in Australia.Of note is the fact that after falling to a 20 year low in installed flotation column capacity in 2014, flotation columns during 2015 went through a resurgence in popularity. This resurgence was in direct contradiction to depressed metal prices and was driven by brownfield optimisations to reduce off-site costs, particularly in base metals. The diverse priorities, drivers and concerns of multiple stakeholders in the minerals industry complicate the integration of sustainable development considerations into mine design, as well as operational and strategic decisions. The ability of the industry to address all role-playersÆ needs, or indeed, to achieve consensus among all role players on the plethora of sustainable development issues seems a noble yet unattainable goal. One of the difficulties in assessing the relative importance of sustainable development issues across many stakeholders is the inevitable lack of impartiality in valuing these issues. Starting from a premise that transparency and fairness of the process are absolute prerequisites for progress, but that consensus is not, an approach has been developed in which all stakeholders are asked to assess the importance of all other stakeholdersÆ priorities, excluding their own. The approach recognises that stakeholders have different levels of contribution, understanding, vested interests, and perceptions of legitimacy and entitlement, across the diversity of sustainable development issues and decision criteria. Using Triangular Value Analysis, the relative weightings of each of the stakeholderÆs priorities are determined through a regression-like technique. The uniqueness of this approach is the manner in which self-assessment bias and overemphasis of stakeholdersÆ own priorities are avoided. The methodology can be used for both internal and external stakeholders, and in conjunction with other group decision making techniques, such as the nominal group or Delphi techniques. This paper will illustrate how Triangular Value Analysis may be applied in the minerals industry to determine priorities in various decisions relating to potentially conflicting sustainable development priorities within the industry.

A common practice in the mining industry is to decompose the planning process into different tasks, so the overall process and specific schedules can be constructed easily. Nevertheless, currently there are some adverse effects, such as not capturing the real value of a project by not taking into account the construction of several underground drifts and general infrastructure. Then the common practice is to compute mining sequence and cut-off grade profiles over the life of the mine without constitutively integrating the development schedule as a means to measure the constructability of a given mine design and sequence. Thus, the investigation summarised in this paper shows a novel, integrative way of treating an underground mine sequence and production schedule while considering drift development scheduling. Moreover, it is thought that, because of this original model, the whole underground production scheduling exercise must concentrate on combining the development and the production scheduling to compute a robust and a feasible production schedule.In order to quantify the effect of the conventional way of viewing the planning, the concept of the building information model (BIM) needs to be used, which was postulated by Charles Eastman and has been used extensively since the late 1970s. BIM takes other aspects of a project into account, considering at the same time the spatial relationships, quantities and properties of building components, but especially some kind of model visualisation, which is the advantage to be incorporated. This paper presents the basis for an optimisation model that allows for defining the sequence of the mining development so that the production plan can be achieved. For this, the model considers the space dimensions, time, pattern or strategy, cost or benefit, precedence and resources available. Tests were performed considering a block caving and sublevel open stoping method. Finally these tests showed the main conclusion, that production sequence changes when the building capacity is considered.

It is well known in the industry that good classification system performance is vital to efficient ball mill circuit performance. But what is meant by good classification system performance, and how is it achieved? Unfortunately, the perceived complexity of classification systems, and the day-to-day time demands placed on the practicing metallurgist, all too often put the low-hanging fruit of classification system optimisation in the ‘I’ll do it later’ basket. Additionally, lingering confusion about basics such as the relationship between circulating load ratio and ball mill circuit performance makes the optimisation objective seem nebulous to both plant metallurgist and designer.Some of this confusion can be eliminated by taking a step back from the overwhelming detail of sharpness of separation curves, circulating load ratios, cyclone feed pressures, vortex and apex sizes etc, and focusing on the purpose or function of the classification system – to apply mill power to particles that need further size reduction! The classification system efficiency (CSE) metric captures how well the classification system is performing its function with two quick and easy size distribution analyses.Once CSE is understood and implemented as the optimisation criteria, well-tested methods for improving CSE can be implemented and quickly measured at plant scale to give confidence that the right change was made.This paper will describe CSE and how it is measured in practice. Next, a guide for improving CSE through manipulation of design and operating variables in the classification system will be provided. This paper presents the results of research work conducted to assess if aqueous solutions of sulfur dioxide (SO2) can be used to treat roaster calcine leach residues such that recovery of gold in this material can be achieved with subsequent application of the thiocyanate (SCN-) leaching system. The project is mainly aimed at assessing an alternative use for sulfur dioxide gas generated during flotation concentrate roasting. The calcine leach residue sample used in the study contained 2.56 g/t gold. The reason for this high level of residual gold is thought to be due to gold surface passivation by thin iron oxide films, presence of gold in solid solution with refractory iron oxides and encapsulation of gold in the structure of these iron oxides.The study was conducted in three stages. The first stage was the characterisation of a sample from a roaster calcine leach residue. The second stage in the project was a set of leaching tests to assess the feasibility of using aqueous solutions of sulfur dioxide to reductively dissolve refractory iron oxide mineral phases contained in the calcine. The final objective was to assess the efficiency of thiocyanate, a gold complexing ligand stable under acidic and oxidative conditions, to extract gold liberated during sulfur dioxide leaching.The study showed that the reductive sulfur dioxide treatment of the calcine leach residues followed by oxidative thiocyanate leaching to extract gold was not a particularly efficient process as only around 20 per cent gold could be extracted. Leaching the calcine residues by any of these systems separately also extracted the same amount of gold (12 - 14 per cent) implying that irrespective of the solution potential, the acidity helps dissolution of gold encapsulating minerals, mostly hematite, but at a very slow rate. The findings on the topic in the literature and during this study show the requirement for further technical investigations and economical analyses on two cases. The first case is to roast gold concentrates to produce magnetite rather than hematite followed by sulfur dioxide and thiocyanate leaching of magnetite containing calcines. The second case is to apply a magnetic concentration process to conventional roast-cyanidation calcine residues to produce a gold-rich magnetite concentrate that can be further treated with sulfur dioxide followed by thiocyanate leaching.For both cases, the best evaluation of the sulfur dioxide leach system in extracting residual gold from calcine leach residues will require a detailed economic analysis to find out the balance between the value of the gold recovered and the loss of revenue from acid production. There are a number of roasters that do not produce acid. The Witwatersrand Supergroup is host to the world’s largest gold deposits. The location, quantity, grade, continuity and other geological characteristics of a Mineral Resource are either known, estimated from specific geological evidence and knowledge, or interpreted from a well constrained and portrayed geological model. Establishing such a model is an integral part of the evaluation process in the Anglogold Ashanti (AGA) group, and is referred to as a Geoscience Business Model for the mining operations. The geological model established over the years has relied on detailed descriptions of the mineralisation, and understanding of the regional and local geology of the Witwatersrand sediments, in the West Wits and Free State goldfields. The processes of data collection in regard to underground stope and developing mapping, structural and sedimentological mapping, and the geological inputs to mine planning systems are described, together with aspects of drilling, sampling, grade control, and data management. Anglogold Ashanti’s Geoscience Department employs a complex and unique process to generate the Mineral Resource, including a 3D geological structure model of the orebodies which are usually highly faulted, and a robust mineralisation/facies model on which the decisions about domain boundaries are established. A Mineral Resource Inventory System (MRIS) has a dynamic graphic interface to the resource database that is used for compiling the resource statement. It is also used to determine the gold-called-for, as well as short and long-term planning. A unique estimation process using the extensive closely spaced stope face sampling database and the more widely spaced surface drilling information is used in combination in the Macro Co-Kriging estimation. The use of different support sizes in the C0-Kriging process is preceded by the equally unique ‘clusterisation’ and ‘acceptorisation’ procedures by which the data are quality controlled and assured prior to their use in the kriging process. The Mineral Resource and Ore Reserve estimates are classified according to the SAMREC code through a method that ensures that they are compliant, auditable, transparent and reconcilable with previous Mineral Resource and Ore Reserve statements.

Environmental regulators are increasingly adopting risk-based approaches to protect aquatic ecosystems. The Australian and New Zealand Environment and Conservation Council (ANZECC) and the Agriculture and Resource Management Council of Australia and New Zealand (ARMCANZ) (2000) introduced a risk-based approach to water quality guidelines that use decision frameworks to adapt water quality guidelines to local environmental conditions. Environmental quality objectives are no longer a simple ‘pass or fail’ number such as restricting total suspended solids (TSS) concentration to a specified limit for a particular rainfall event. This approach ignores spatial and temporal variability and the complexity of aquatic ecosystems. The risk-based approach establishes levels where adverse effects may occur. If these objectives are not met, further risk-based investigation is undertaken to assess the potential impact to the ecosystem. Klohn Crippen Berger (KCB) developed a dynamic simulation to predict the variability of sediment discharges, which is applicable for risk-based impact assessment of aquatic ecosystems. The application of the methodology over the life of a mine site is illustrated using a proposed South Pacific mine.The site location is in extremely rugged terrain with a high annual rainfall of approximately 4.7 m. There were two major sediment ponds proposed to reduce sediment discharges. A sediment and hydrology model was developed in Goldsim to provide daily estimates of run-off flows and sediment concentrations. A modified algorithm based on the Australian water balance model was created and incorporated into the Goldsim model and calibrated using recorded field data.The sediment module was developed based on a Revised Universal Soil Loss Equation (RUSLE) assessment, an annual prediction of soil loss over a catchment. A land-use type erosion vector was developed for different land-use types and for each of the subcatchments, a subcatchment erodibility vector was calculated. This vector and the daily rainfall erosivity factor were used to estimate the daily soil loss. The estimated soil loss and the modelled run-off yielded predictions of daily sediment concentrations. Finally, a sediment settling module was used to predict the daily efficiency of the sediment ponds and hence discharged sediment concentrations.The results of this modelling form the first part of a quantitative risk-based assessment into suspended solids impacts. The second part is the assessment of the effects of these predicted TSS concentrations on aquatic ecology. As part of the feedback-loop required in a risk management framework, if the environmental quality objectives are not met then further management decisions and actions may be required to reduce the risks presented by suspended solids. This may include modifications to: the mine-development plan; construction techniques and scheduling; processing techniques; rehabilitation strategies; or hard-engineering solutions such as sediment basins or flocculation.The Goldsim water-balance model provides a quick and efficient method of testing potential remedial actions on predicted sediment loads and concentrations. In combination with a cost-benefit assessment, options for reducing sediment releases from the mine site can be effectively and quantitatively compared thereby providing mine operators with a basis for decision-making. PT Freeport IndonesiaÆs Deep Ore Zone (DOZ) mine is the new underground block caving mine within the East Ertsberg Skarn System (EESS) which started production in mid-2000. The DOZ will produce 25 000 tpd using mechanised block cave mining method and will be the fourth underground mine opened within the EESS deposit. A review of the DOZ extraction bolting design was conducted in November 2000. The aim of this review was to re-evaluate the effectiveness of the current design in relation to bolt length and spacing and to challenge some questions about the technical background of the design. For instance, the influence of the rock condition on the design. To review this bolting design, several books and papers are reviewed and several experienced people have been contacted to give their opinion. The methodology used for this review is:reviewing the technical background of current design; collecting ideas and alternatives; collecting data from books and personal communication and conducting analysis; and conclusion and proposed design.

Hydraulic transport of coal has been used for many years on the West Coast of New Zealand to extract small blocks of steeply dipping coal. Recent development at Strongman 2 Mine has seen the use of high pressure monitors to cut coal and a corresponding increase in the scale of production.This paper provides a brief introduction to hydraulic mining, describes the present system used at Strongman 2 and discusses future potential development.

Hydroseparation (http://www.cnt-mc.com) was used to concentrate sized fractions (from <38 ¦m to 150 ¦m) of various ore products ahead of carbon-in-pulp (CIP)-treatment. The resulting size-by-size concentrates were mounted as monolayer polished sections and subjected to automated unattended precious metal searches by image analysis (see Lastra, Wilson and Cabri, 1999). Systematic variations in Au-deportment permit quantification of Au reporting as discrete grains from fresh-feed through to pressure oxidation (POX)- and CIP-feed. Application of hydroseparation, image analysis and assays to characterising tailings (from <10 ¦m to 106 ¦m) from four mine sites is also described. Results are encouraging enough to predict that the combination of hydroseparation (HS) and automated image analysis could become a standard methodology for study of precious metal ores and metallurgical products.

Roasting of refractory gold ores has been a commercial process for many years. Improvements in design of fluidised bed roasting technologies and low capital and operating costs compared with other refractory treatment processes can potentially make roasting a viable option.However, gold extraction from roasted ores carried out on laboratory scale equipment often invariably yields lower recoveries than other processes such as bio-oxidation or pressure oxidation. Non-optimal laboratory roasting conditions can incorrectly write roasting off as a process option.Low gold recoveries from the cyanidation of calcine products from roasting can often be attributed to roasting conditions not favouring gold liberation and agglomeration processes, particularly if lockups of elements such as arsenic are being pursued for environmental reasons.This paper reviews the conditions favoured for gold agglomeration and accessibility of gold to cyanide, test conditions to achieve gold liberation and agglomeration on laboratory scale and designs that incorporate staged decomposition and roasting to make roasting a more commercial option.CITATION:Aylmore, M G and de Klerk, L W, 2013. The Athena gold deposit was discovered in 2007 by Gold Fields Australia Ltd, at the St Ives Gold Mine, 35 km southeast of Kambalda, Western Australia. Gold anomalism was identified in sheared Paringa Basalt as a result of a regional scale aircore drilling program, in association with geophysics. In the 18 months following discovery, the deposit was intensely drilled and by June 2009, it was announced that the Athena deposit contained an ore reserve of 1.7 Mt @ 5.6 g/t for 316 koz. This was followed by a feasibility study, and as a result mine development commenced in November 2009.The Athena mineralisation is hosted in a discrete, north-south striking, steep to moderately dipping shear zone within the southwest dipping Paringa Basalt. Vein intensity has a strong correlation to grade and vein type varies from early thin quartz-albite-sulfide (pyrite and/or pyrrhotite) shear parallel veins to strong brecciation and irregular veining with quartz-albite-actinolite-biotite-pyrrhotite infill. The geology preproduction process developed at the Argo mine was refined and improved following a business improvement project. The aim of the process is to construct detailed geological interpretations prior to development allowing informed mining decisions to be made. The process delivers significant cost savings and revenue enhancements.The development of macroscopic classification scheme was critical to determine ore or waste in the early phases of mining. The Style of Deformation, Alteration and Veining (SAV) Code was the result, and has been enhanced as greater geological knowledge is gained over time.

Responsibility for the administration of mineral resources is divided between federal and provincial governments. The paper traces the evolution of mineral policies at both levels of government, from the end of World War II to the present. In the immediate post-World War II years, the emphasis was on supplying the raw material needs of a rapidly growing world economy. Policies favouring growth and development of the Canadian mining industry were instituted during this period. Two decades of uninterrupted expansion (the 1950s and 1960s) ensued. The decade of the 1970s was a turbulent one for Canadian mineral producers. Governments intervened more substantially than ever before. Moreover, the industry suffered from an intense period of competition for resource revenues by the two levels of government. At the same time, far reaching changes were taking place in the structure of world mineral markets. To date in the 1980s, the mineral industry has, perforce, adapted to existing mineral market structures. Mineral policies, too, have shown signs of adapting to the needs of the mineral industry. Whether the resulting mix of policies will permit the revitalization of the Canadian mining sector remains to be seen.
