A soil cover isolates potentially acid-forming (PAF) mine wastes from atmospheric interaction and thereby mitigates acid mine drainage. As a cover that comprises either a single layer or a composite barrier, it essentially manages percolating rain water from flowing into these PAF materials and minimises air flow as oxygen has low diffusivity in saturated soils. However, the availability of suitable soils as cover materials is limited, especially in arid and semi-arid regions where weathering rates are low.This paper investigates the potential use of mine wastes as cover materials in a water-shedding soil cover in north-west Queensland. Four cover trial plots were built using mine wastes as cover materials. Each 2.3 m cover trial plot consisted of a 1.5 m soil cover made up of waste rocks and fines, a 0.5 m drainage layer that consisted of 0.1 m waste rock aggregates and a base layer made up of blended mine tailings. The hydrologic properties of cover materials were determined by in situ measurements and laboratory experiments, which, in turn, were used as input in a numerical model that described the cover’s transient soil moisture profile. The successful performance of the cover is reliant on the long-term stable geochemical behaviour of the substrate used as cover material. Therefore, investigations were carried out to determine the geochemical properties of the cover materials constructed from benign waste rock using static and kinetic tests, with the objective to increase the level of certainty of the material’s benign characteristics. Consolidated Rutile Limited (CRL) was one of the best performing mining stocks of the turbulent 1980s, having a very high payout of franked dividends. In contrast to some other mining groups, it was not highly involved in the speculative lead-up to the 1987 sharemarket crash. Its base was firmly laid through a succession of decisions that were taken in the period 1982-1985. These decisions and the rationale behind them are outlined in this paper. CRL began the 1980s in a highly favourable position. It had successfully pioneered the transition to high-throughput mining of the high dunes on North Stradbroke Island (NSI), commissioning its 2100 tph cutter suction dredge at the Bayside reserves in 1978 at the time of rising prices, such that it was able to pay off its modest bank loan within 18 months. The June 1980 results showed a record after-tax profit of $5.6M, from total assets fo $26.5M and sales tonnages of rutile and zircon of around 50,000 tonnes each.

Hillgrove, situated on the New England plateau of New South Wales, is an area rich in history and resources. Key resources are predominantly antimony, gold and scheelite and the area surrounding the historical field is environmentally sensitive and topographically challenging. Since acquiring the Hillgrove leases, Straits Hillgrove Gold has undertaken a significant exploration program on these historical mining areas with the goal to return the field to production. This exploration program has enabled Straits to significantly increase the resource base and has subsequently enabled the planned redevelopment of Hillgrove to be realised. In October 2006, installation of mining infrastructure and the initial stripping of existing development had commenced. To successfully redevelop Hillgrove, Straits has had to adopt a highly mechanised, trackless, diesel mining operation which will see the production rate commence at an initial rate of 250 kt/a of ore from a narrow vein environment. This ore will be processed on site to produce antimony metal, gold bullion and a scheelite concentrate.

The Kwademen Au deposit was discovered in 1977- 1978 following a regional geochemical survey carried out as part of a UNDP (United Nations Development Programme) and BUMIGEB (Bureau des Mines et de la Geologie du Burkina) mineral exploration programme. The climate in Burkina Faso is rather dry, with markedly seasonal rainfall averaging 800 mm pa in the Kwademen project area. The relief is low and the drainage poorly developed, so that soil sampling was preferred to stream sediment sampling. Rocks have been subjected to deep lateritic weathering, so that they are transformed into a mixture of Fe-oxides and kaolinite over depths varying between 30 and 40 m. At the regional stage, soil samples (30-40 cm depth) were collected a a 300 x 500 m grid. The Kwademen deposit was indicated by Cu, Zn, Mo and Au anomalies. Subsequently, an area of 9.2 km2 was covered by a detailed geochemical survey by soil (100 x 50 m) and auger sampling. The regional anomaly was fully confirmed, and subsequent drilling intersected mineralized ore shoots, justifying the establishment of an evaluation project led by the U.N.R.F. (United Nations Revolving Fund) in 1983- 1985.

The paper describes data from test work programs on a range of magnetite ores in Australia and overseas. The analysis looks at the behaviour of material of different sizes fed to the rolls and the change in product size as a result of that, the conclusion being that there is a logarithmic relationship. The paper develops a form of equation to predict the product size from a given feed size distribution. The behaviour of the various magnetite ores is compared to more standard test methods such as crushing work index and unconfined compressive strength.

Cliffs Natural Resources Pty Ltd (CNR) operates iron ore mines in the Koolyanobbing region of Western Australia, about 50 km north of the town of Southern Cross. Ore is trucked from three geographically isolated sources to the crusher at Koolyanobbing, where it is blended before and during crushing. Lump and fines products are produced and railed to Esperance for ship loading and export to Asian customers. CNR is examining alternative processing paths, from mining to ship loading, with the aim of improving efficiency and reducing costs. Modifications to the system must be consistent with potential future expansions and maintain the low inter-shipment grade variability on which CNR prides itself and has built a strong relationship with its customers. In searching for the optimum process design, many options from mine face to ship loading must be evaluated and compared. Pilot plant studies are infeasible, while complex mineralogical interactions, competing goals and numerous possible system configurations limit the applicability of theoretical analysis. It was therefore concluded that simulation modeling would provide the confidence to take the next step into production trials. This paper describes techniques applied at CNR to simulate grade variability resulting from potential process design changes. The simulation models are easily run Excel-based modules, with each module representing a different part of the process. The modules use extensive Visual Basic macros driven by Excel's user-friendly interfaces. Presentation of the results is enhanced by Excel's excellent graphical capabilities. The simulation software stores and graphically presents time-stamped data from a run, enabling detailed analysis of different process configurations. Final success of a simulation run is measured by inter-shipment variability (standard deviation and process capability) and in-process ore tonnages. Meaningful results from the simulations require the initial input data contain the same correlations present in the real production environment, between the mineral components, production linkages and across time. The data also have to allow simulation of potential changes to mining method and introduction of new pits into the blend. Mining data from the real operations under study are therefore used, with average grades and variability adjusted to match potential future development proposals. It is also necessary to filter out medium and long-term variations from the production data as this variability is best controlled through the conventional medium to long-term mine planning process, not by the process design being studied. The filtering was carried out using a Fourier transform technique, which is described.

Dimension stone is the term generally given to rock used in building construction. During early European history in Otago, locally available dimension stone products were easily obtained. Crude rock shelters built on river banks with schist rock within Central Otago soon gave way to more established and sophisticated permanent homesteads constructed with the same materials. Victorian architectural achievement is celebrated in Otago with many fine bluestone block buildings. When the University Council decided to build substantially in stone, it narrowly escaped disaster. It was well known at the time that brick in Dunedin was of an inferior quality and that it soon wasted. Rev Dr Stuart said before the 1879 Commission that æthe Council had some old-world notions and liked to have the University with some architectural styleÆ. Contemporary utilisation of dimension stone is generally restricted by expense to a simple veneer. Stone products produced from Otago quarries have found ready markets in other areas in New Zealand , particularly prior to the share market crash in 1987.

The Bureau of Mines is conducting research to develop blast designs for the control of fragmentation and rock displacement and the reduction of overall mining costs. This Bureau experiment, a program of 25 reduced-scale blasts conducted at the University of Missouri-Rolla's experimental quarry, determined the effects on fragmentation of changes in burden, spacing, explosive diameter, and stemming-explosive length. Combined with previous work at this experimental quarry examining air gap, delay, and decoupling effects, this experiment provided a data base of over 50 shots. The fragmented rock, 1000 to 3000 kg from each 3- to 4-hole blast in the 1 m bench of massive dolomite, was completely screened to assess fragmentation. The explosive used for all the tests was extra dynamite initiated by seismic caps fired from a sequential blasting machine with delays of 5.2- to 13-ms/m of burden. Empirical equations were developed which predicted the effect of shot design parameters on the fragmentation. These formulas predicted the average fragment size of each of the 25-shots to within 13 percent. For spacing to burden ratios of 1, 1.4 and 2, there were optimum burden to explosive diameter ratios (B/de) of 30, 26 and 20, respectively. Decreasing the B/d. ratio beyond these levels resulted in little or no reduction in the average size. For B/de ratios above these levels the average size increased but, at least a 15 percent reduction in the average size results when the shot design parameters are optimized.

Constraints on the mineral industry are best treated as issues that have to be understood and managed in partnership rather than in conflict with communities. The Zapopan development at Mt Todd in Australia and the Martha Hill development at Waihi in New Zealand are but two of many recent successful examples at the local level. However, at the national level, the issues are more complex and more difficult to resolve because the most influential stakeholders are now the urban electorates and governments defer to their perceptions when making decisions and policy.

In 1984/85 financial year Australia produced 529 thousand barrels per day (kbd) of crude oil. By far the major contribution (453 kbd) was light waxy oil from offshore Gippsland, Victoria. When these discoveries were made in the latter 1960s, imported oil was available in abundant supply and at low prices. Because of this, the Gippsland producers persuaded Government to control the marketing and pricing of their crude, and thus provide the required security of offtake. Political events in the middle East created supply shortages during the 1970s, and dragged up government selling prices for OPEC crude oil. Thus Arab Light crude that sold for less than US$2/barrel (bl) in 1970 reached $34/bl in 1981. Following the consequent decline in world oil demand, in 1982, Australian refiners sought to evade their obligation to lift Gippsland crude. Hence, in 1983, the Government was forced to introduce a floor quota of 385 kbd of Gippsland crude liftings and to allow producers to export any additional production refiners did not require. On expiry of the old arrangements, Government introduced a partial free market from January 1985, whereby the balance in excess of 350 kbd may be sold to Australian refiners at negotiated prices, or exported as before. In 1984/85 exports were some 90 kbd and will be higher in the current year. About half this total has been exported by BHP, providing valuable experience and lessons which are described in the paper.

Gold was initially discovered at Ballarat in 1851. After initial alluvial mining, underground quartz mining commenced in 1853, continuing until 1918. The historic miners were considered to be capable of mining anywhere in the world after overcoming the difficult conditions within the Ballarat goldfields. Whilst mining has changed dramatically since the early 1900s the challenges with underground mining at Ballarat have not. Modern pumping systems cope with the moderate water inflows. However, modern machinery and efficient mining methods influence opening sizes and extraction techniques. In some cases modern techniques have accentuated the challenging ground conditions and complex orebodies that were faced by the historic miners. As the Ballarat East project has progressed towards production, technical challenges relating to geomechanics and mine planning are being resolved resourcefully.

This paper presents an overview of recent developments in the Environmental Impact Assessment (EIA) process to provide the background for a more detailed analysis of environmental and social constraints that the Heavy Mineral Mining industry has encountered over the past decade. Four cases studies are reviewed to provide a context for further analysis and identification of cross cutting environmental and social issues that either resulted in the projects not proceeding, or in the Australian case study, places existing operations under significant pressure from anti-mining lobbyists. The Xolobeni project, from the Eastern Cape in South Africa, is presented as the primary case study because it is recent, topical, and accessible; and raised numerous issues related to mining in a sensitive environment. A proposal to mine an area adjacent to the Okefenokee swamps in 1997 was also met with strong opposition from various environmental groups in Georgia, USA. This case study is briefly reviewed to further understand what ultimately resulted in the project not proceeding. Opposition to mining at North Stradbroke Island is reviewed to identify current issues more applicable to a developed country. A further review of a strategic assessment undertaken at Wavecrest, Eastern Cape, South Africa is provided in support of possible solutions to the challenges identified in the case studies. Important common themes were identified, including in some cases unfortunate timing of the environmental studies, but in all cases opposition was due to ecological sensitivity, landscape quality and sense of place. In one case study limitations to the EIA process included inadequate detail in the specialist investigations and insufficient information on mitigation. In all cases public participation was a limitation. It was either insufficient; flawed through possible bias; too ‘top down’ and required engagement with mobilised, motivated lobbyists. There was also insufficient investigation of social impacts, particularly amongst rural communities directly affected by a project. Generally alternatives were inadequately considered, a recognised limitation of project level EIA. It is concluded that the EIA process should be started as early as possible (at prefeasibility), and that investigations should be expanded from a typical fatal flaw assessment to one that applies methodologies used in strategic assessment. In particular, opportunities and constraints of the natural and social environment should be assessed in the context of the mining option as well as other options, to allow for a more meaningful assessment of alternatives. Public participation must form an important part of this initial study, despite the potential risks associated with public engagement at an early stage in the project. The application of the IFC Performance Standards; and expanding the scope of the EIA into an environmental, social and health impact assessment will lead to a more rigorous procedure, and result in more defensible products which could successfully unlock the key to the resources in these sensitive areas.

In the 1990s round flotation tanks were introduced as a result of the lower fabrication costs for larger cells. It was soon observed that round tanks held a number of further advantages over the traditional rectangular cells, such as better hydrodynamics, lower costs and reduced footprint per unit volume.In the last twenty years flotation cell sizes have increased almost exponentially and designs of 250 to 300m3 are a well established standard with plans for full scale pilot installations of 500m3. The option to install these large cells gives flexibility in circuit arrangements and allows efficient and economic matching of flotation lines with modern mill designs. The benefits of scale up are well known with reduced numbers of cells required, lower power costs per unit volume, etc. These benefits will be briefly reviewed with specific reference to the installation of 300m3 to 350m3 flotation cells at the Copperton Concentrator of Kennecott Copper in Utah, USA.The sophisticated techniques required to model these ‘supercells’ have led to a critical review of the fundamentals of flotation science and engineering. In addition to outlining the advantages of large flotation cells, this paper will review the science which supports, and occasionally challenges, the ongoing trend to larger flotation cells.

The Imperial Smelting Process for the simultaneous production of zinc and lead is probably regarded by the ecologist as a necessary evil with the benefits of its products marginally outweighing the adverse effects of its operation. The purpose of the paper is to examine the environmental impact of the process and to provide information which will demonstrate that the process has considerable indirect environmental benefits and that success is being achieved in reducing direct pollution of the environment by the process. About 12 per cent of the world's zinc and seven per cent of its lead is produced by the process. This proportion will increase with the construction of a new smelter in China. After a brief description of the process the paper considers one of its principal advantages, its ability to treat bulk concentrates. The production of these at the mine can have a number of environmental benefits. Less comminution may be required to separate the metals from the gangue than is needed to separate them from each other; recoveries can be improved in flotation resulting in cleaner tailings dams, less power demand and reduced consumption of potentially hazardous reagents. Simplification of mining and above ground ore handling may also give significant benefits . The process is a considerable consumer of secondary materials such as galvanisers' ashes, copper smelter dusts and materials containing zinc and lead derived from steel plant dusts. The majority of these materials are fed to the blast furnace after hot briquetting. The consumption of secondary materials is a considerable environmental benefit since otherwise they would require to be dumped in secure land-fill sites. The operation of the process itself continues to be subjected to increasingly stringent environmental standards of which examples are provided. Details are provided of lead emissions at Avonmouth showing considerable success in reducing these while increasing production. The slag from the process continues to find many useful applications.

Amongst those whose task it is to design tumbling mills and other comminution machines there is an almost religious divide between devotees of the Bond method and devotees of other methods developed in more recent times. For a decade or so the issue was between the Bond power-based methods and the JKMRC (JK) simulation based approach. The newest method to challenge the status quo is power-based and was developed by Steve Morrell. As the title suggests, this paper will take some liberty at concluding that Fred Bond and Steve Morrell may be separated by history, but not by their approaches to their individual contributions to the science of comminution. Another driver for the paper is that although it is good to have diversity of thought, the existing divisions are problematic for those of us signing public disclosure documents. If alternative design methods produce materially different outcomes for the mill duty, then at least one of them is wrong or being used incorrectly. At some point the unsustainable argument may need to be put in a court of law that we metallurgists have two or more materially different design methods, each of which is correct! Therefore, perhaps a resolution is needed before this occurs?The works of both Fred Bond and Steve Morrell are each directly related to their contemporary grinding mill design and operational environments. Both their approaches are empirical, borne of observing and measuring real world situations. Both worked with theories that preceded them, gathered their own data and then each saw shortfalls in the status quo.Fred Bond was an escapee from revolution, a victim of The Great Depression, and had several near death experiences during his early site-based career. Perhaps he was fortuitously rescued from himself when asked by Allis Chalmers (A-C) to set up its rock testing laboratory in Milwaukie in 1930. Fred’s testing led him to conclude that neither the Kick nor the Von Rittinger theories explained his measurements. His writings on the failings of these old theories caused a divide between devotees of the old and new methods at that time. After many years, and much thought and plotting of data (the old way!), he came up with his now-famous equations (and his Third Theory) which have stood the test of time, certainly in the world of Bond-era machines.Coming from England via several African diamond mines, Steve Morrell immersed himself into the comminution world of the JK in Brisbane about a decade after Fred passed on. The JK had developed its semi-autogenous grinding (SAG) simulation framework using its own pendulum breakage tester, itself a derivative of the twin pendulum impact device invented by Bond decades earlier. At the JK Steve developed his authoritative Tumbling Mill Power equations and was involved in real world analysis of comminution problems on the global stage. Steve’s JK experience coincided with the demise of the rod mill, the rise of autogenous grinding (AG) and SAG milling and a rapid expansion in concentrator capacity.Morrell left the JK to pursue his own interests, which included ongoing consulting work, now demanded by the comminution world. He then turned to investigating a growing list of discrepancies between the opinions of designers and theoreticians, and the factual outcomes. The Morrell Method of design arose from this re-examination of ore testing, real world operating data and these glaring and expensive discrepancies between design and outcome. Currently all engineering schools face a common problem, an ever expanding technological base which must be presented to students within a fixed time period. Traditionally the programmes of study taken by engineering students destined for employment within the mineral industry include formal instruction in aspects of management to an extent greater than that presented in other engineering disciplines. Providing an adequate coverage of an expanding technological base within a fixed time span can lead to a reduction in the time available for 'non-technical' subjects, such as 'management'. This situation calls for periodic review of course contents and allocations of time. Following consultation with an Advisory Committee representing the mineral industry, mining research establishments, and kindred teaching institutions, the University of Melbourne has revised its mining programme.
