Project Sustainability Assessment - Matching Method to Enterprise Size Sustainable development requires managing natural resources, including minerals, in a way that is conducive to long-term wealth creation and the maintenance of capital (natural, social, human, economic and physical). One aspect of the minerals sustainability discussion focuses on replacing depleted mineral capital with other forms of capital so as to ensure that the contribution of a mineral project is net positive over its life. Another, equally important, aspect focuses on selection of projects and technologies that contribute to the achievement of a variety of sustainability objectives, such as environmental protection, efficient use of resources, water and energy, worker health and safety, and the equitable distribution of risks and benefits within and across generations. Technical feasibility and relative economic performance remain necessary decision criteria for mineral investment decisions, but they are no longer sufficient. Enterprises, regardless of size, are now confronted with the challenge of comparing investment alternatives based on a new, broader set of criteria. The field of integrated sustainability assessment (ISA) emerged in response to this changed social and business environment. ISA is a structured process for examining the economic, social and environmental impacts of a project or technology. The purpose of an assessment can be broad, a strategic review of corporate behavior for example, or quite narrow, input to a specific decision process such as the selection of a piece of equipment. There are numerous methods and analytical tools available to conduct ISAs and selection of the most appropriate for a given situation will depend upon temporal focus (retrospective to prospective), decision context (strategic, tactical or operational), and phase of the assessment process (problem structuring, analysis, resolution, ex post review), among others. Selection also depends upon enterprise size and the attendant availability of financial and human resources. Large multi-national firms often undertake complex, data intensive sustainability assessments, in part because the projects they are involved in are multi-faceted, long term, and require significant financial investments. Small and medium sized enterprises are seldom able to commit the same level of resources to an ISA, and if the projects they undertake are less complicated, a time consuming and detailed assessment may be unnecessary. Regardless of enterprise size, the tangible and reputational benefits of conducting as ISA must exceed the actual monetary cost of doing so. This presentation will provide an overview of available ISA tools, categorising them in terms of their data requirements, methodology, outputs and applicability in various decisions contexts. Distinction will be drawn between situations where reasonable approximations of project impacts can be expected to provide an adequate amount of information and those for which more detailed analysis is essential. Finally, ISA strategies that have been successful and cost effective at different scales of business enterprise will be identified. This is an abstract only. Throughout the study phases (scoping, prefeasibility and feasibility) of new mining projects one is forced to work with and make predictions based upon limited date obtained from diamond and reverse circulation drill holes. These data are extrapolated to determine how much of the valuable metal is present in the ground, how it can be recovered it and the efficiency of this recovery. Mining methods to extract the ore are investigated with forecasts made regarding excavation stoping stability and performance in an attempt to optimise production. Extraction and use of rock mass data for use in characterising the mechanical behaviour of the rock mass is no exception. One often relies heavily upon the use of empirical charts developed over many years on hundreds of case histories based upon rock mass characterisation schemes. This is largely successful and indicative of what one might expect. However specific site characteristics can always play a significant role, and are not necessarily apparent in diamond drill core. Feasibility studies for the Favona orebodies indicated that the rock mass was generally poor to extremely poor, and that stoping conditions would be difficult in all of the orebodies for various reasons. A range stope performances were achieved ranging from very good to very poor and in some cases unexpected results were achieved. A comparison is made between what was actually achieved and what was expected since stoping commenced in 2007. Explanations are attempted for differences in stoping performance and, in some cases, unexpected results at the Favona underground mine are attempted.

"Since the commencement of mining operations at the Cowal Gold Operations (CGO) in 2005, reverse circulation (RC) drilling has been the preferred method for grade control (GC) sample collection. This method was selected because it allowed:for multibench drilling (20 m hole depths for two benches of mining) to aid mine planning increased data density for comparison against the wide spaced ore reserve model angled drill holes to intersect perpendicular to the strike and dip of the shallow dipping mineralisation ability to take two metre sample intervals to enhance the understanding of the mineralisation’s short-scale variability and provide the ability to flitch mine.From June 2008 to December 2013, RC GC was performed using a UDR rotary cone splitter. The field duplicate data over the period displayed strong precision, with a correlation coefficient of 0.94 and an average relative per cent difference (RPD) of 21 per cent for gold. Up to 66.1 per cent of field duplicate data greater than 0.1 g/t fell within ±20 per cent RPD. This is within limits of industry best practice. The Mine to Mill reconciliations over the same period showed the estimated GC grade was 7.7 per cent lower than the calculated head grade (CHG).In December 2013, the Progradex sampling system (PGX) was introduced at CGO due to its advertised ability to capture 100 per cent of the drill cuttings for the complete sample interval, inclusive of fines. Analysis of field duplicate data indicates that since the introduction of the PGX, the sample precision has drifted. From January 2014 to February 2016, the correlation coefficient was 0.92 and up to 51.2 per cent of field duplicate data, greater than 0.1 g/t fell within the ±20 per cent RPD. Over the same 26 month period, the Mine to Mill reconciliation improved to one per cent lower than the CHG. Granulometric analysis of the RC samples collected from the PGX indicated the fines material(<212 µm) averaged up to 22 per cent of the samples mass and following assay determination, the fines material represented a weighted average of 31 per cent of the total gold content within the sample.This paper highlights the:importance of the complete capture of all drill cuttings during an RC drill programinfluence of fines material on the sample quality and accuracyimpact sampling of the fines material has on the Mine to Mill reconciliation performancechallenges experienced in commissioning a PGX system.Citation:Reid, B, 2016. The Louvicourt Mine is located 600 km north of Montreal in the province of Quebec, Canada. The owners are Aur Resources Inc (30 per cent), mine operator, Novicourt Inc (45 per cent) and Teck Corporation (25 per cent). It is an underground mechanised operation with a total work of 290 employees. Since 1994, the mine production is 11 120 456 tonnes at 3.60 per cent Cu, 1.51 per cent Zn, 26.07 g/mt Ag and 0.96 g/mt Au. At a rate of 4300 tonnes per day 365 days per year. Louvicourt Mine is a copper operation since 80 per cent of our revenue is from copper. The mining method is transverse blasthole stoping, mining primary and secondary stopes. The stope dimension is 15 m wide by 30 m high and 10 m to 80 m long for primary stopes. The secondary stopes are limited at 25 m long. Close to 100 000 metres of production drilling per year is required for 115 mm and 165 mm diameter holes. Backfilling is done with pastefill from the start of the operation in 1994. The binder ratio is 4.5 per cent in primary and two per cent in secondary stopes (80 per cent slag and 20 per cent cement). Development requirement to maintain production was 5000 m from 1996, 1997, 1998, 4200 in year 1999, 3200 m in year 2000 and an average of 2500 m in 2001 and 2002. Typical 6.0 m + 4.3 m, 4.9 m + 4.6 m and 4.5 m + 4.6 m headings. In addition more than 1500 metres of development will be excavated in/under paste backfill before 2004. A total of 60 mobile units are required among which for lateral development (three two boom electric hydraulic jumbos û AC Boomer 322, four electric hydraulic roofbolters û Maclean MEM-928 and AC Boltec PL350 and two anfo loader truck û Dux) and for production (four ITH drills û MTI, one electric hydraulic longhole drill û AC Simba H1357, eight LHD û AC-Wagner ST8-B, 1 LHD ST-1000 and two haulage 30 tons trucks û Dux. The 1 January 2002 reserves are 4.1 M tonnes grading 3.1 per cent Cu and 1.9 per cent Zn at an NSR (Net Smelter Revenue) of $US 53. The operating mining costs were at an average of $US 23 from 1996 to year 2000 and $US 25 in 2001. The operating costs ranged from a low of $US 0.41 per pound of copper in 1999 to a high of $US 0.49 per pound of copper in 1998.

Most of South AfricaÆs high-grade iron ore resources are hosted within a fault-controlled structural basin in rocks of the Palaeoproterozoic Transvaal Supergroup in the Northern Cape Province of South Africa. Iron mineralisation occurs as individual orebodies in fault-bounded basins or as fold-controlled concordant lenses around an unconformity plane above the Kuruman Banded Iron Formation. The Sishen mine near Kathu and the beeshoek mine and Sishen South deposit near Postmasburg lie on the northern and southern border of a major domal structure known as the Maremane dome, respectively. The effects and structural constraints of at least three orogenic compressive episodes and several intermittent extensional episodes on the formation, erosion and preservation of iron mineralisation on the Maremane dome and surrounding environs were investigated. Ventersdorp impactogenal rift basin development at ~2.78 - 2.64 Ga, finalised with the deposition of the volcano-sedimentary Vryburg Formation during the thermal subsidence stage at ~2.64 - 2.6 Ga, and was followed by tectonic quiescence/stability and an extensive marine transgression across the entire Kaapvaal craton. The drowning event led to the formation of a carbonate platform with the deposition of the Schmidtsdrif and Campbellrand subgroups conformably above the Vryburg Formation at ~2.6 - 2.52 Ga. The initiation of distal (to the west of the Kaapvaal craton) off-craton oceanic rifting, causing submarine volcanism and associated hydrothermal activity, led to the deposition of initially manganiferous chert (Wolhaarkop Formation) followed by banded ironstone formations (Manganore Iron/Kuruman Formation) of the Asbestos Hill Subgroup at ~2.52 - 2.46 Ga. Initial passive margin rifting along the N-S oriented western edge of the Kaapvaal craton, initiated at the end of Ghaap Group time (during Koegas Subgroup deposition) at ~2.46 - 2.35 Ga, formed a prominent system of N-S striking, westerly dipping normal faults. Easterly directed crustal compression in post-Ghaap Group time in response to the Kalahari Orogeny (accretion of Rehoboth craton along western edge (Kalahari suture zone) of the Kaapvaal craton at ~2.35 - 2.24 Ma led to the formation of large-scale regional, N-trending F1-folds. Partial to complete inversion of the Koegas passive margin rift system (ie reverse dip-slip reactivation of the N-S striking normal fault system to high-angle reverse faults and dextral strike-slip reactivation of the Ventersdorp rift system developed in the Archaean basement), was followed by uplift, erosion and formation of a regional angular unconformity (Postmasburg unconformity). Uplift was accompanied by deposition of fluvio-glacial sediments of the Makganyene Formation (Lower Postmasburg Group) within an intracratonic peripheral foreland basin setting unconformable above Ghaap Group strata at ~2.35 - 2.24 Ga. Post-orogenic crustal relaxation and rifting caused extensional reactivation of the N-trending Palaeoproterozoic passive margin rift system and NE-trending Neoarchaean Ventersdorp impactogenal rift system, forming a fault-controlled depository for the volcano-sedimentary Upper Postmasburg Group at ~2.24 - 2.1 Ga. Deceleration in rifting was succeeded by thermal subsidence of the Upper Postmasburg Group rift, erosion, formation of a regional angular unconformity and deposition of clastic sediments of the Lower Olifantshoek Supergroup unconformable above Postmasburg Group strata at ~2.1 - 1.93 Ga. Renewed rifting led to the deposition of volcano-sedimentary units of the Upper Olifantshoek Supergroup within a rift system superimposed on the Postmasburg Group rift depository at ~1.93 - 1.83 Ga. Easterly directed crustal compression during the Kheis Orogeny at ~1.83 - 1.73 Ga led to renewed inversion of rift structures of the Postmasburg Group and Olifantshoek Supergroup depository, N-trending F2 folding and thin-skinned thrusting of older rock units eastwards over the cratonic cover, thereby utilising planes of weakness in the strata such as prominent unconformities and lithological contrast boundaries as principal dTcollements. NNW-directed crustal compression in response to Lomanian (Namaqua-Natal) Orogeny at ~1.15 - 1.0 G along the southern margin of the Kaapvaal craton, resulted in minor sinistral strike-slip reactivation of the N-S striking fault system, the formation of extensional NNW-SSE striking fracture/fault zones and the development of ENE-trending F3 folds forming a F2/F3 fold interference pattern. Post-Lomanian tectonic events (eg the Pan-African Orogeny at ~650 - 500 Ma, the Cape Orogeny at ~310 - 240 Ma, and the Gondwana breakup at 205 - 120 Ma), caused only comparatively minor extensional reactivation of the pre-existing fault systems. Iron mineralisation was ultimately preserved from erosion by Kheis Orogeny-related N-trending F2 synclines and Lomanian Orogeny-related ENE-trending F3 synclines, in particular areas of interference between F2 and F3 synclines representing comparatively deep semi-circular trough- like depressions, as well as in half grabens formed adjacent to reactivated westerly dipping N-S normal faults. Support for relating the iron and manganese mineralisation to structurally controlled hydrothermal fluid flow during the Kheis orogenic event has also been found, and ongoing research is aimed at confirming and refining the hydrothermal model for iron ore mineralisation in the Northern Cape.

The Managalase area is remote and little visited by geologists or prospectors. Yet it holds the key to the tectonics and petrology of this part of Papua. The eastern Managalase plateau (M, Figure 1) lies between the Hydrographers andesite volcano (H) and Sesara shoshonite volcano (S) to the south of Popondetta on the Papua Peninsular. It contains over 30 small volcanic centres in an area of only 400 km2 . To the south and west lies the basic-utrabasic belt (B-UB) of the Morobe arc. This is the leading edge of oceanic plate obducted over the Owen Stanley Metamorphics during the lower Eocene time. To the east and southeast lies the Cape Vogel geosyncline where the western end of the Woodlark basin spreading centre enters mainland Papua. The extension of the spreading centre as a suture might pass as far as the southern margin of the Musa Coastal plain. A new pattern of plate tectonic motions has been determined by the global positioning system and the southern margin of the Woodlark plate has been redefined (Tregoning et al, 1998; Taylor, Goodliffe and Martinez, et al, 1999). The Managalase plateau is margined by two inferred faults. These outline a cusp protruding from the main basic-ultrabasic belt where these rocks are near the surface. The westerly arm of the cusp passes through the centres of the Hydrographers and Mount Lamington andesitic volcanoes. Mount Lamington overlies Quaternary alluvium and underlying Tertiary sediments (Arculus et al, 1983) but members of the basic-ultrabasic belt crop out on the southern flanks. The easterly arm of the cusp is an inferred shear zone (and ? fault) connecting up with the terminus of the suture on the Musa coastal plain. Movements on the two faults forming the cusp are thought to have produced the conjugate N-S, E-W faults on the plateau (Ruxton, 1966). To the east, and isolated, are the two large andesitic stratovolcanoes of Mounts Victory (V) and Trafalgar (T) which together form Cape Nelson. Mount Victory was last active in the 1890s. The Waiowa shoshonitic volcano explosion centres (W), last active in 1943 - 1944, lie near the suture adjacent to the actively rising Goropu mountains. Extension in these mountains is clearly demonstrated by the soil profiles being skeletal along a bounding fault and ageing uphill. The incision of small parallel ravines also dig deeper further upslope from the fault. To the south-east of Mount Suckling (K) the Dayman Dome is also an expanding mass. The Owen Stanley fault is parallel, and located to the south of the suture. The Mesozoic metamorphics form the backbone of the Papuan Peninsula. The intramontane Musa Trough is thought to date from the mid-Tertiary. At the eastern end of the trough Pleistocene and Recent ultrabasic breccias and alkali basalt crop out (Green, 1961).

In skewed distributions seen in many geochemical data sets, samples at the extreme ends of the distribution are often termed ‘outliers’. Samples considered as outliers can often make exploratory data analysis and resource estimation more difficult and less reliable. Such outlier samples may be legitimate because they are part of a natural high- or low-grade tail in the distribution. How these samples are identified and dealt with in resource estimation can often be a material issue for the Competent Person, particularly under the latest edition of the JORC Code (JORC, 2012). This paper discusses the identification and characterisation of outliers and high- and low-grade tails and proposes methods to deal with them in estimation.For dealing with outliers and high-grade tails ,very simple approaches, such as top-cutting through to more advanced geostatistical approaches, are discussed. The strengths and weaknesses of each approach are also outlined. Some examples of how the underlying geological understanding of a deposit influences the view of outliers and low-/high-grade tails is provided. The importance of documenting, communicating and challenging a given geological model is also discussed. Six new IsaMills were installed for the George Fisher flowsheet in the Lead/Zinc Concentrator of Mount Isa Mines to produce a product P80 as fine as seven microns. The objective was better liberation of galena and sphalerite. The IsaMill commissioning was completed by the end of 1999. The six new IsaMills were running to the metallurgical specifications almost immediately after start-up. This paper reports the performance of the George Fisher IsaMills in the zinc circuits and some of the latest development in the IsaMill designs and maintenance during George Fisher commissioning.

The Goondicum Crater industrial minerals deposit is located about 30 km east of Monto, Central Queensland, Australia. Early exploration programs in the 1990s found alluvial ilmenite along the banks of the Burnett River. This mineralisation was traced upstream to the Goondicum Crater. The Goondicum Crater is a topographic feature centred on a roughly circular 6 km diameter layered gabbro complex. Significant ilmenite, apatite, titano-magnetite and feldspar mineralisation are present in a weathered horizon up to 25 m thick. After several drilling campaigns in the Crater and subsequent feasibility studies, the project was developed by Monto Minerals Ltd, an ASX listed company, in 2007. However, the project never achieved production performance expectations and ran out of commissioning funds. The company subsequently went into voluntary administration in August 2008.In 2009, the RMM Capital group, of Brisbane, took control of Monto Resources Pty Ltd, and renamed the company Belridge Enterprises Pty Ltd (Belridge). Belridge commissioned a redevelopment study aimed at recommencing mining and processing operations. As part of the redevelopment study the authors planned a drilling campaign, managed a quality control program and developed a block model. This paper describes the drilling program, analytical procedures, quality control procedures and the preparation of the block model.The block model for the resource estimate was created using 1 m high blocks, wireframes defining the main material types, and 2.5 m thick horizontal search ellipsoids with a radial pattern. The deposit was ‘flattened’ prior to modelling. To assist with the economic evaluation of the project, each block in the model was assigned a net dollar value based on economic parameters provided by Belridge, including anticipated revenues and costs. This modelling technique allowed for efficient investigation of various scenarios and was used extensively in the development and optimisation of the project’s financial model. At a zero net value per block, comparable to a break-even cut-off grade of four per cent ilmenite equivalent, the Indicated plus Measured resource is estimated at 51 Mt, averaging 4.1 per cent ilmenite, 1.9 per cent apatite and 2.5 per cent titano-magnetite.

Prior to 1972, Peko Mines Limited at Tennant Creek used a central mill at Peko, which consisted of a gravity circuit, flotation and cyanidation of tailings, to treat their gold ore from surrounding mines. The Warrego concentrator, 60km to the west, was built to handle the Warrego and Gecko copper orebodies, which were being developed concurrently with the concentrator construction The Warrego concentrator consisted of a flotation circuit, using autogenous grinding at 100 - 120 tph, compared to the more elaborate Peko circuit employing rod mill - ball mill grinding capable of treating only 18 - 26 tph. During development of the Warrego copper mine a gold rich ore pod was located, because of which the mining plans were adjusted to allow simultaneous, separate extraction of the copper and gold ores. However, the plans for the concentrator were not affected as the gold ore could be carted 60km to the Peko central mill for processing.

Ilmenite (FeTiO3) is the primary global source of titaniumdioxide which is commonly used as a whitening agent in papermanufacture and a pigment in paint manufacture. In WesternAustralia ilmenite is processed by the Becher process (Becher,1963, Becher et al, 1965) where ilmenite particles are feddirectly into the furnace with coal and heated to form acomposite of elemental iron and TiO2. The mechanism of thecarbothermic reduction of ilmenite has been extensively studied(Grey, Jones and Reid, 1973; Jones, 1973; Grey and Reid, 1974;El-Tawil, Morse and Francis, 1993) and is reasonably wellaccepted.

The sixth international symposium on mining with fill nearly coincides with the 25th anniversary of the Jubilee Symposium on Mine Filling. That symposium, held in August 1973 in Mount Isa, in part to commemorate the 80th anniversary of The Australasian Institute of Mining and Metallurgy, was the first in what has turned out to be a very successful series of symposia. Subsequent symposia were held in Sudbury, Canada (1978), Lulea, Sweden (1983), Montreal, Canada (1989) and Johannesburg, South Africa (1993). The series of symposia has now become an established part of the mining industry calendar, and it will be interesting to see which country is given the honour, and accepts the challenge, to organise the next symposium. When the chairman of the conference organising committee invited (or was it instructed?) me to prepare and deliver one of the keynote addresses, his request was for me to be in parts historical, controversial, predictive and entertaining. The mix was left to me, with one proviso - that an early pioneer of mine filling in Australia be given due recognition. The chairman of the organising committee alone will be able to determine if I fulfilled the last objective. My success, or otherwise, with the other objectives will have to be judged by my fellow delegates. One way of predicting the future, or some small part of it, is to revisit where we have already been with a view to determining the existence of any trends that may impact on the future. An historical review of filling practice and research, with special emphasis on Australian experience in particular and worldwide in general over the previous 25 years, will enable me to address the historical and predictive objectives.

High Voltage Pulse (HVP) technology is a novel process that could potentially be the step-change needed in ore processability in the mining industry. The propensity of high voltage pulses towards mineral-enriched ore particles during treatment makes this technology selective and has the potential to enable ore pre-concentration by size separation. In this study, the potential for pre-concentration of a low grade copper-gold ore sample subjected to HVP pretreatment is investigated and compared to that achievable after mechanical breakage in JKMRC’s rotary breakage tester (JKRBT). The data show that a better pre-concentration result can be achieved after HVP processing than conventional breakage. The gold pre-concentration potential is much better than that observed for copper. 4D HVP pre-concentration characteristic curves were produced to assess the metallurgical performance possible as a function of energy input. The case study shows that when targeting a nominal metal recovery of 90 per cent for gold, the HVP pre-concentration technique can split the low grade ore (0.9 ppm gold and 0.28 per cent copper in the feed size 26.5-37.5 mm) into two components – a low grade oversize material (0.3 ppm gold and 0.15 per cent copper) and a high grade undersize material (1.0 ppm gold and 0.3 per cent copper). The mass split to the low grade is 23 per cent. Under this mass split scenario, gold recovery to screen undersize is 90 per cent and copper recovery is 85 per cent. The HVP treatment of this feed size requires a specific energy (spark) of 2.8 kWh/t.There is further research that would be required before industrial uptake of the HVP pre-concentration technology would be possible. "Sheeted vein gold deposits are characterised by multiple subparallel veins and free milling gold. In situ heterogeneity of mineralisation results in grade and process parameter variability, which will increase project risk. Measured variability is often enhanced by poorly designed sampling and test work protocols. Protocols that are optimised within the framework of the theory of sampling to suit the ore type, together with quality assurance/quality control systems, will reduce variability and provide fit-for-purpose results. The geometallurgical approach requires spatially distributed samples within a deposit to support variability modelling. Diverse attributes from core logging, mineralogical/textural determination and small-scale tests are used to measure variability. This contribution emphasises early stage geometallurgical intervention during project development. It presents a discussion of representative sampling in the context of the theory of sampling. A case study presents a protocol that exemplifies how data can be gained from a well-designed and planned program to support a resource estimate and prefeasibility study.CITATION:Dominy, S C, O’Connor, L and Xie, Y, 2016. "Conventional wisdom is that gold not assayable is not recoverable or does not exist. There has been no formal study on the possibility that gold assays using advanced spectroscopy such as mass spectrometry and neutron activation could grossly underestimate the gold recoverable by proprietary extraction techniques. Such gold is not considered here to be æinvisibleÆ to detection but rather æabnormalÆ or ædistortedÆ at atomic level. Large-scale extraction of gold from æabnormalÆ ores has not been demonstrated, hence this emerging field still lacks credibility and acceptance. For fear of harming their reputation, few academic researchers or companies are expected to venture into this field until it is well proven. This paper aims to create awareness amongst metallurgists of the potential of æabnormalÆ gold ores by reviewing unconventional observations, the pseudoscience mainly available in non-peer reviewed web sites, and hypotheses for the recovery of ænon-assayableÆ gold, including: the occurrence of high levels of nano-sized gold in clays detectable by high-precision analytical instruments, which represents æinvisibleÆ gold accounts of ambient transmutation of elements, mainly using thermal methods orbitally rearranged monoatomic elements (ORMEs), which are virtually undetectable by conventional means, and their conversion to normal metals the possibility of a æhigh spinÆ state of transition metals the formation of microclusters altering the chemical behaviour of gold and the possibility of clustering with other elements. It is suggested here that gold in ores displays a range of clustering, from ænormalÆ gold amenable to conventional extraction to the ORME state. The concepts of æintermolecular waterÆ in forming complex salts locking up precious metals, electro-dissolution in strong acids, and electrowinning at both the anode and cathode are discussed as a means of treating æabnormalÆ gold ores. It is also possible that the gas phase extraction of gold chlorides under controlled temperature and pressure conditions, as well as transferred-arc plasma fuming of gold through carbothermic reduction of sulfides, could be used as a basis for extraction of gold from æabnormalÆ ores.CITATION:van Deventer, J S J, 2013. "The International Cyanide Management Code (the Code) is a voluntary industry program for gold miners and associated cyanide transporters and cyanide producers. By becoming a signatory, a company commits to follow the CodeÆs principles and implement its standards of practice.Signatories are required to undergo an initial certification audit within three years and a recertification audit every subsequent three years. Recertification audits evaluate compliance over the preceding three-year period. This approach presents a number of challenges. Golder Associates has undertaken in excess of 75 initial certification audits and 25 recertification audits; more than any other audit firm. This paper outlines some of the challenges identified and lessons learnt from the recertification audit process. Central to the process is the challenge for organisations to maintain commitment to compliance over the full three-year period and effectively address deficiencies or non-conformances that may have occurred during that period in a prompt manner.The International Cyanide Management Institute (ICMI) provides guidance in evaluating deficiencies or non-conformances, which requires consideration of the æcauseÆ, ædurationÆ and æongoing compliance effortsÆ and an assessment of the concept of ægood faithÆ in response actions. Golder AssociatesÆ experience with the recertification process highlights some common deficiencies with Code compliance programs, such as: system breakdowns (leading to ineffective communication between departments or loss of information) exceedance of discharge limits inadequate inspections, maintenance activities and associated record-keeping.Such deficiencies can be attributed to: personnel changes organisational changes or structures management systems (eg integrated or standalone) awareness and interpretation of Code requirements transparency of management decisions with Code implications.We have identified that ongoing programed assessment is an effective strategy in maintaining Code compliance.CITATION:Beazley, R J and Woods, M C, 2013. The arbitration process, and its drawbacks: Any time you have taken part in a major arbitration, and the decision, when it comes out, is not what you thought it would be (which is bound to happen occasionally), the normal reaction is something like æthe arbitrator got it wrongÆ. Again normally, when you have cooled down a bit, and you look in more detail at the decision, you can see, probably, æwhere he got it wrongÆ (it is only male arbitrators who get it wrong). Ultimately, when reason prevails, and you reflect on it, you can see that what really happened was that you failed to get the arbitrator to see what you were getting at in the point or points concerned. This is doubly frustrating, when you consider what has been involved in getting to this point, having been through it all at least twice. An alternative to this process may be the dispute review board.

Tunnelling for hydro-electric power projects can be a very challenging component of the overall development. In contrast to urban transportation tunnelling where the logistics for access and supply of power, water and other essentials are readily available, hydropower projects are usually in very remote locations and all necessary plant, equipment, spares and materials need to be brought in and the site must function as a self sufficient unit.For a large scheme the river diversion tunnel(s) are usually on the initial phase critical path in order to meet the non-negotiable deadline of river diversion before the onset of the wet season. A newly formed tunnelling crew, once mobilised to the site for the project, will face the first major learning curve of the project’s systems and logistics during this critical tunnelling activity.Power tunnels convey the water to the turbines in the powerhouse and are usually on the critical path for the main works, especially if the scheme comprises a powerhouse located within an underground cavern. A modern cavern arrangement requires a complex warren of various openings: access adits, ventilation/cable tunnels, shafts, surge tunnels, etc.Hydropower tunnel construction tends to be dominated by tunnel boring machine (TBMs) or drill-and-blast excavation techniques and each has its challenges in very remote locations. TBMs still have long lead times as for any type of project, but additionally require a thorough roads and bridges infrastructure assessment of the country from the port of entry to the site to ensure a problem-free delivery. In some cases the project also requires the establishment of a complete precast concrete segment production facility and the space for creation of laydown areas; there is no ‘just-in-time’ delivery mechanism applicable to typical remote hydropower sites.This paper highlights the technical and risk management considerations in the planning, design and construction of tunnels for hydropower projects. It contrasts the typical factors that govern the design of urban transportation tunnels with those for remote hydropower tunnels. The perspectives of stakeholders are provided including those of international lenders. With examples from large and small scale projects across the globe it provides an insight to all parties and in particular, those tunnellers that are working in the hydropower field for the first time.

"There have always been development projects that fall short of expectations. In the last decade, we have seen more than the usual number of mining and oil/gas development projects taking significantly longer to develop and costing materially more than expected. The recent resource-equity market slump proves that investors are now far more cautious about investing new capital in the mineral and petroleum resources sector.What have we learned since 2005? Why have projects missed their targets? Why do investors often feel misled?Valuation of a project and the estimation of value is a more complex process than the evaluation of the merits of project development. The merit of project development can be clear from a prefeasibility evaluation, but this is no reason to skip the rigour of a feasibility study. The valuation of any project that is developed with any added risk should be discounted for this added risk.The development of a project impacts on other stakeholders, and the indirect cost of these impacts can have material implications for the cost structure, time and ultimate valuation of the project for its financial backers. The development of new projects (and thereby supply) can also have an impact on commodity prices, and therefore an impact on returns for financial backers.This paper will provide commentary on the author’s experiences and observations as a project developer and operator for 25 years, before becoming a project financier a decade ago.CITATION:Rozman, L I, 2016.
