The Pacific rim countries, comprising more than half the globe, represent a complex mix of developed and developing nations. The area comprises a large segment of the industrialized world. Within its boundaries are also found many of the world's greatest mineral resources largely concentrated in the less developed countries. The conflicting objectives of these developed and developing nations are giving rise to changes in the traditional patterns of world resource development. Powerful political and socio-economic factors affecting the world today are having a great bearing on natural resource developments in the Pacific basin. New forms of partnerships have been emerging in developing nations which have had a great impact on the mining com- munity, lending institutions, as well as political relations. The United States and Japan have been substantially responsible in the past for the development of natural resources in this area of the world. Their role, however, is undergoing significant metamorphosis. The rapidly changing economic and social environment in the developing countries is producing new tensions which affect future collaboration between producers and users of natural resources. To understand current problems, I believe, it is worthwhile to examine historical trends in this area which may help defining alternatives facing us in the future. In modern times the United States was the first country in the Pacific basin to start development of resources on a massive scale. In connection with certain cooperative work carried on between the Ordnance Department of the U. S. Army, the U. S. Bureau of Mines, and the U. S. Geological Survey during the year 1918, it was the writers' privilege to make metallographic examinations of a great many test bars and other pieces of nickel-steel gun forgings. The material studied came from many different steel plants throughout the country and consisted both of forgings that had been accepted by the Ordnance Department and those that had failed to pass the specified physical tests. In general, these tests require a minimum tensile strength of 95,000 lb. (42,091 kg.)! an elastic limit of 65,000 lb. (29,483 kg.), an 18 per cent, elongation, and a 30 per cent. reduction in area. An average chemical composition of the steel studied is 0.38 per cent. carbon and 2.9 per cent. nickel. The steel was of both basic electric and basic open-hearth manufacture. The object of the metallographic work was twofold: to assist in detecting defects in the steel and, if possible, to suggest remedies for the same; and to obtain as much information as possible in regard to the relation of the microstructure of the metal to its physical properties. The grcatcr part of the investigation was devoted to defective metal that failed to pass the ordnance specifications. Many types and kinds of more or less serious defects thus came under observation, but most of these were due to the attempts by the manufacturer to meet the enormous demand for ordnance steel with more or less inadequate equipment, and were soon remedied. Two defects, the so-called "flakes" or "snowflakes" and a certain "fibrous" or "woody" fracture, were encountered so frequently and were so disastrous to the steel that the greater part of the study was devoted to them. GENTLEMEN Herewith are transmitted reports from the Treasurer and of the principal standing committees of the Institute. To these special reports members are referred for details as to the year's work. Despite the unfavorable business conditions obtaining throughout the year, the Institute was able to carry on its various activities without curtailment and without drawing on the surplus accumulated through previous years. In fact, small additions were made to the Life, Member¬ship and various other funds. It is highly desirable that such additions should continue to be made, especially to the Life Membership fund, for reasons reported last year. At present, money must be used from current receipts in order to enable the Institute to fulfill its obligations to those who on joining the organization commuted their dues by a single payment. In addition, with the passage of years the number increases of those who have paid dues forty years or more and who, by reason of age or dis¬ability, are unable longer to practise their profession. These men have supported the Institute through their active professional life and it would be a pity to lose them as members through resignation or for failure to keep up their dues. In accordance with the By-laws the Board has authority to advance such members, on application, to the Honor Roll of Senior Members and to relieve them from further payment of dues. It has been the policy of the Board to do this liberally, but to keep up this, as well as to meet other obligations, it is necessary for money to be provided. It has been estimated by the Treasurer that nearly $50,000 additional should be placed in the Life Membership fund as soon as possi¬ble to meet these obligations without using current income and to that end it is necessary, not only to avoid running behind currently but to earn, if possible, some surplus each year. The small amount transferred to the Life Membership fund from surplus this year was, as a matter of fact, made possible by certain members paying personally bills that were properly chargeable to the Treasury. Such generosity is common among those active in Institute work and probably no year would have closed with a surplus except for it.

The labor policy of the Standard Oil Co. (New Jersey) is founded first of all on paying at least the prevailing scale of wages for similar work in the community; on the eight-hour day at the refinery, with time and one-half for overtime; one day's rest in seven; sanitary and up-to-date working conditions; just treatment assured each employee; opportunity for training and advancement; payment of accident benefits beyond the amount prescribed by the State compensation law; health supervision by a competent medical staff; payment of sickness benefits after one year's service; coöperation with employees in promoting thrift and better social and housing. conditions; and assurance of a generous annuity at the age of 65, guaranteed for life after 20 years of service. Most of these features have been a part of the company's policy for many years, but it is only during the past two years that the cooperation of employees in determining these matters has been definitely assured through industrial representation. Industrial representation, in the Standard Oil Co. (N. J.), is a principle rather than a procedure. It is built upon the belief that personal association of those interested in any problem leads to a mutual understanding and a fair decision as to what is right. Fully believing in this principle, representatives of employees and representatives of management evolved a simple plan, the basis of which is that it gives every individual employee representation at joint conferences on problems and fundamental principles affecting all those interested in the industry. It is based on cooperation, not antagonism; its operation makes perfectly clear both to management and to employees that their interests are identical, and not at variance with the interests of the stockholders, and that mutual understanding and cooperation insure progress and success for all. Furthermore, experience has definitely shown that representatives of the employees are not only alert for the employees' interests but are as keen as the representatives of the management in determining and insisting upon fairness to the employer. NEARLY all of the present schemes for treating complex (i. e. lead¬silver-zinc-copper) ores are based on the idea that lead holds, and will hold for some time, the strongest economic place from the viewpoint of supply and demand of all the non-ferrous metals. Copper, it is thought, will come back to its own when European affairs are stabilized, although at that time competition from Chile, Peru, and Katanga, in particular, will be more severe than in pre-war days. The future for silver and for zinc is uncertain. New uses are developing for zinc, and the market has remained better than many expected, but the stabilization of world markets will bring in foreign competition instead of relief. The cost of producing zinc from simple zinc ores, by the retort process, will, from the nature of the labor required and the increasing cost of fuel, increase steadily. As a result, the small producers of purely zinc ores around Joplin are shutting down their mines, even with a good market price for zinc; on the other hand, the producer of lead from complex ores, in the Rocky Mountain states, is confident of a profit from the sale of his lead, and is seeking means to make the zinc in his ore pay some part of the cost of treatment. However, the tonnage costs for mining and ore dressing are much higher in the Rocky Mountain states, as may be seen by comparing tax-return statements from the various states. Even before the recent drop in the price of silver, many mines were operating on a very slender margin of profit; labor and supplies cost more. Mining at greater depth has shown most orebodies to grow increasingly more complex, so that improvements in mining and ore-dressing practice have not been sufficient too compensate for the additional expense involved in beneficiating these ores. The production of petroleum in Argentina during 1932 was greater than in any preceding year. The total amount produced was 13,012,-756 bbl. This figure represents a decided increase in the production of oil in Argentina and can be attributed largely to the increased activities of the Royal Dutch operations at Kilometer 27 in the Comodoro Rivadavia district and those of the Standard Oil Co. of Argentina in the Salta region. Production from the Royal Dutch wells amounted to considerably more than 10,000 bbl. per day over quite a long period during the year. Of the 13,012,756 bbl. of oil produced during 1932, the Government Agency (Y. P. F.) was responsible for some 5,578,954 bbl., while 7,433,-802 bbl. were produced by private companies. Although in 1930 the Y. P. F. produced about 55 per cent of the total production and in 1930 50 per cent of the total, in 1932 its production had fallen to about 42 1/2 per cent of the total. This decrease in the proportion produced by the Y. P. F. was not due to a decrease in its production but to the decided increase in the production of private companies, particularly those two whose names are given above. One new discovery was recorded during the year. This was a well drilled by the Y. P. F. at Cacheuta in the province of Mendoza which came in pumping 80 bbl. of 15" gravity oil from a depth of 673 meters. This well was completed at approximately the same time that the provincial government of Mendoza granted a concession to the Y. P. F. and declared the whole province as a reserve in which no concessions may be granted for a period of 10 years. Under these conditions, the federally operated Y. P. F. will have no competition in the Cacheuta area from private companies such as they have in the other three fields of the republic. The Y. P. F. wildcat west of Comodoro Rivadavia at Pampa Maria Santissima on the Rio Senguerr was completed as a dry hole during 1932. This we11 was reported as a producer in 1930 by persons returning to this country from Argentina but it appears that they had been misinformed. The site of this test has been abandoned and a new location made north of the Rio Senguerr.

THE writer has devoted a number of years to practical operations and to the study of geology in the oil fields. In consequence, he has been brought to investigate the theories advanced to account for the accumulation of oil and gas in commercial deposits. It is the result of these investigations and his personal conclusions that he wishes to sum up in this paper. The writer is an advocate of the organic origin of petroleum found in pools. He has been led to believe that the present theories of oil and gas accumulations are incomplete and, in certain respects, incorrect, although they may embody certain elements of truth; that the forces that are called upon to explain the movement are only secondary forces in the process, and insufficient, by themselves, to cause this movement; and that the phenomenon of accumulation is of much larger order than heretofore admitted and bears an intimate relation with the general as well as with the local deformations of the crust and is a direct consequence and a mechanical effect of these deformations to which the term "diastrophic" has been applied. As a complement to this theory, the writer offers a new interpretation of the "rock pressure" and of the mechanism of the "sealing up" of this pressure in oil and gas pools.

ChillaQoe is situated in latitude 17" S., about 138 miles from the port of Cairns, with which it is now connected by rail. A township has been established on the banks of Chillagoe creek, a perennial stream of irregular volume crossing the field almost at rightrangles, nearly midway between the mining-camps of Calcifer and Mungana, which have been formed at the southeastern and western extremes of the field respectively. This situation was selected because of the water-supply and its proximity to the site most suitable for the erection of reductionworks. By its central position it commands the whole of the mines. The altitude above sea-level is about 1200 ft., whereas that of Calcifer and Mungana is 1400 ft.—a difference sufficient to account for a materially higher temperature at Chillagoe. The surrounding limestone bluffis add by radiation to the heat, and, at the same time, prevent the cool breezes from passing freely through the town; consequently, the temper* ture, which is high throughout the year, and especially so during the summer months, is here ge~ierally very oppressive also. The general trend of the field is southeast and northwest, and its length about 18 miles, with an average width of 5 miles; the approximate area is thus 90 sq. miles. The surrounding mineral-district is, however, much more extensive, and numerous other mines, sprcad over wide areas and producing a variety of minerals, exist in the same or parallel belts of mineralized country, of which Chillagoe proper covers but a very small portion. Immense bluffs of limestone, wollastonite and conglomerate, rising in places to nearly 300 ft., and so~netimes nearly a quarter-mile across, give the field a very picturesque and interesting appearance. A description is given of a double heat treatment of 60-40 brass. Photomicrographs are included to show the changes that take place in the microstructure on reheating the water-quenched specimens. A wide variation in the mechanical properties may be obtained by the described heat-treatment method. ON SEVERAL occasions, when 60-40 brass is first obtained in the beta condition by quenching at about 825° C. and is then reheated, the writers have noticed that recrystallization will take place in the form of twin crystals at the grain boundaries of the original beta crystals. It was, therefore, thought that interesting results would be obtained if this twinning process was studied further, especially as to the temperature at which it first occurs. The material used in the investigation was a bar of extruded muntz metal, 1/2 in. in diameter, and of the following composition: Copper, 60.21 per cent.; zinc, 39.73 per cent.; lead, trace; iron, trace; tin, nil. Specimens I in. in length were sawed from this bar and a hole was drilled into the side of each specimen until it reached the center, and the tip of a platinum-platinum rhodium thermocouple was inserted. A small Hoskins' resistance-type electric furnace was used for heating the specimens. The specimens were first heated at 840°C. for 2 hr. and then quenched in cold water, in order to get the material entirely in the beta state. In every case, in the reheating process, the furnace was brought to the desired temperature before the specimen was introduced. The time occupied in preheating was from 20 to 30 min. THOUGH known as the platinum-group metal- the sextuplet, platinum, palladium, iridium. rhodium, osmium, ruthenium, might well be called the American metals or perhaps Pan-American metals, as the ore containing them eras first discovered in South America, and in recent years the largest production has come from North America. The South American alluvial deposits, which also, contain gold, are in active production, as are the alluvial platinum deposits of Alaska, but the main production is from the copper-nickel ores of Sudbury, Ontario. The Russian deposits in the Urals were the source of most of the worlds platinum for about 100 years, but since 1934 have assumed second place. For a time considerable amounts of platinum came from several rather rich deposits in South Africa but these were exhausted quickly. However, a tremendous reserve of lower-grade ore exists there, which could be worked profitably if the price of platinum were considerably higher.

The present work has been done in an endeavor to correlate and complete the data on the constitution of alloys of zinc with other common metals, dealing exclusively, however, with the zinc-rich alloys in which the zinc content is between 90 and 100 per cent. This investigation has included the systems lead-zinc, cadmium-zinc, iron-zinc, copper-zinc, aluminum-zinc, nickel-zinc, manganese-zinc, cobalt-zinc, tin-zinc, and magnesium-zinc. The important ternary system zinc-lead-cadmium and the zinc corners of other ternary systems have been investigated in connection with this work but will not be dealt with here. Zinc does not form a single homogenous zinc-rich solid solution over any considerable range of concentration with any of the metals mentioned. A limited range of solid solubility is said, by previous investigators, to occur in several cases and certain effects on the properties of zinc are attributed (with varying degrees of consistency among different writers) to the presence of certain other metals dissolved in zinc. The increasing use of rolled zinc and the possibilities offered by zinc as a casting alloy in certain fields have made it essential to determine precisely these equilibrium relationships. In carrying out this investigation reliance was placed chiefly on two methods, conductivity measurements and microscopic analysis. The first method proved valuable in determining the existence and extent of solid solubility. The second method stands alone as a means of determining structural characteristics and supplements the first method in the measurement of solid solubility. The scleroscopic hardness of all conductivity specimens was measured partly for its value from the point of view of mechanical properties and partly as a check on the conductivity curves in indicating the limits of solid solubility. No hardness curves are included in this paper, for in no case were they important in arriving at the constitution of any system. Chemical and mineralogical data on 25 apatitic phosphate ores of diverse origins from commerical deposits around the world were widely variable. From 14 to 18 chemical constituents of each sample were determined, and each sample contained four to ten mineral phases. Altogether there were 34 different mineral phases, many of which occurred in only one sample. Samples contained varieties of francolites, fluorapatites, and mixed hydroxyfluorapatites. The apatite compositions calculated from chemical data showed that certain types of substitutions were characteristic of different apatite varieties, but every variety had some degree of substitution of (CO3)2- for (PO4)3-, and the P205 contents of the apatites ranged from 35.1 %for a North Carolina apatite to 41.9% for a Missouri apatite. In a concentrate with a grade of 32% P2O5, the North Carolina sample should contain about 8.7% gangue and the Missouri sample about 23.7% gangue. To optimize the digestion process of a phosphate ore, it is necessary to consider the dissolution behaviors of different mineral phases during acidulation and their possible effects on chemical properties of a fertilizer intermediate. In the production of wet-process acids or superphosphates, acidulation of certain minerals may cause foaming and formation of sludge, filtration, corrosion, and handling problems.

A 22-ft diam, 7-ft long, wet autogenous grinding mill was installed in the new Cretaceous plant of the Jones & Laughlin Steel Corp. to prepare crude iron ore for concentration in spirals and flotation cells. The paper describes the flowsheet and gives a description of the operating and metallurgical results that have been obtained. These results include capacity, horsepower, operating problems and a comparison of pilot plant results with those obtained in commercial operation. The Cretaceous plant at the Hill Annex mine of the Jones & Laughlin Steel Corp. was designed with a wet autogenous mill for grinding low grade iron ore so that it could be concentrated by spirals and flotation cells. The plant, on the west end of the Minnesota's Mesabi Range, went into operation in June 1961, and preliminary operating and metallurgical information describing the performance of this mill can now be given. The crude is lean ore from the Cretaceous iron foundation. This formation is a beach deposit of Cretaceous age that overlies the Precambrian direct shipping and concentrating ores. This rock in nature is not extremely hard but is quite resilient, resisting blasting in mining and size reduction in milling. It contains hematite as water-rounded particles and other fragments of the underlying iron formation and adjacent rocks cemented together by a high alumina-silica ferruginous matrix. It is interspersed with hard dense hematite agglomerates and also contains granite pebbles and boulders that were not cleaned off during removal of the surface. Austenite grain size has long been recognized by metallurgists as an important property of steels because of its influence on toughness, hardenability, ma-chinability and creep strength. Much research has been carried out on wrought steels to develop methods for disclosing austenite grain size, and to, provide knowledge of the grain-size characteristics of steels produced and heat-treated in various ways. Much less work in these fields has been done on steel castings; partly because, owing to the variable and complex microstruc-tures of cast steels, it is frequently very difficult to obtain results that are not questionable. The object of this investigation, therefore, was to establish, for a wide variety of carbon and alloy cast steels, suitable methods for disclosing austenite grain size and some knowledge of the grain-size variations to be expected. The steel foundryman is interested in austenite grain size at two different stages in the manufacture of his products; one is just after the steel is cast, and the other is after any reheating operation carried out above the critical temperature range. In both, it must always be kept in mind that the grain size being sought is actually a previous austenite grain size, and that the austenite no longer exists once the steel has cooled to room temperature. The prob-lem of the investigator is always to use evidence obtained from the structure at room temperature to deduce this previous austenite grain size, which was established the last time the steel existed at a temperature above the critical range. Since most steel castings today are at least annealed or normalized, the measurement of austenite grain size established by heat-treatment will he considered first. More than 50 commercially produced cast steels rcpresenting a wide variety of compositions and melting practices were used in the study. For each steel, grain-size determinations were made after each of three widely varying heat-treating schedules namely, one hour at I550'F, one hour at I700°F, and six hours at 1700 F. The list of steels and results obtained on them will be found in the appendix. (See page 530.) A discussion of the knowledge gained on the applicability of various test methods and on grain-size characteristics of cast steels in general follows.
