THE Institute of Metals Division of the A. I. M. E. has joined with the American Society for Steel Treating and the American Welding Society in support of National Metal Week in Philadelphia, Oct. 8 to 12. Individual and joint technical sessions, plant inspection trips, and a general exposition to be held in Commercial Museum have all been arranged. With the coming of the Institute of Metals Division into the circle, the scope of the exposition has been broadened to cover non-ferrous metals, and exhibits of much interest are promised. Headquarters for the Institute of Metals and the American Society for Steel Treating will be at the Benjamin Franklin Hotel, and for the American Welding Society at the Bellevue-Stratford. The American Society for Steel Treating and the Welding Society will hold technical sessions each forenoon at their hotel headquarters. The Institute of Metals Division will hold sessions Tuesday morning and Wednesday and Thursday afternoons; that for Wednesday being a joint session with the American Society for Steel Treating. The latter society will hold independent afternoon sessions on Thursday and Friday. Registration and information desks will be open at the hotels throughout the week, and an attractive program of entertainments has been arranged.

A QUARTER of a century ago, a pessimistic Belgian financier in conversation with the founder of the Belgian Congo, that great ruler, Leopold II, emphasized the danger to the colony should the synthesis of rubber be discovered. The king replied, "I do not worry. The Congo has had its ivory period; it now has its rubber period. Tomorrow it will have that of its mineral wealth; eventually that of agricultural products." That "tomorrow" arrived some twenty years ago. Through her mines the Belgian Congo has survived the present depression, and her mines for the next decade will safeguard her. The Congo, in turn. is the surest foundation industrially and financially of Belgium itself. In few, if any, political units is mining as dominant as in the Belgian Congo. In 1930, 1931 and 1932 mineral products represented respectively 67.9 per cent. 70.5 per cent and 59.3 per cent, of the total exports. In 1933 for each white person in the colony, there was produced about $1,675 worth of gold, diamonds, copper, tin ore and minor mineral products and in 1930 the per capita production, notwithstanding the larger population, was almost $2,000.

The forecast of continued growing demand for phosphate, chiefly for fertilizer, has caused a world-wide rush for deposits by a variety of companies many of which have never before mined phosphate rock. The newcomers are diversifying into this growth industry on the strength of certain capabilities. Among these are the availability of investment capital, mining or processing know-how and marketing experience. Product tie-ins have motivated some into the search. Companies with excess sulfuric acid or potential for making it are in this category. This acid is the most commonly used for dissolving phosphate rock to make phosphoric acid. Base metal smelting companies are prime candidates in this field with by-product acid from roasting processes. Producers of "sweet" natural gas, such as those in Louisiana and Texas, have a potential for recovering low cost hydrogen from excess gas production for the manufacture of ammonia, the main source of nitrogen for fertilizer. "Sour" gas producers, such as those in the Canadian fields, are making sulfuric acid that is combined with western U.S. phosphate to make fertilizer materials. The presence of one or two steel companies in the look-see for phosphate deposits is based on by-product ammonia from coke-oven gas.

Under the names of Conservation, Social Justice, the New Nationalism, and Progressive Democracy, many earnest reformers are calling for a new system of Federal government to replace the one which they ascribe to our fathers, and declare to have been outgrown. They are proposing the lease by the United States of certain natural resources on the public domain, for the profit of the U. S. Treasury, instead of the sale of such resources to private citizens or associations of citizens. In the present paper, I shall try to show that this notion is neither new nor good. It is clear that the United States is owner, as well as sovereign, of public lands acquired through conquest or purchase from other nations, as it was owner of the public lands expressly ceded to it by the original thirteen States. Its policy with regard to such lands involves, therefore, two entirely distinct questions: What shall it do as owner ? and, What shall it do as sovereign ? The latter question, it must be confessed, has played but a small part in our history. All the prerogatives of sovereignty which were not explicitly conferred upon the Federal government by the original States were retained by them. The ownership or control of precious or other metals or minerals in the earth, for instance, was thus reserved to the several sovereign States. New York, South Carolina, and other States have passed laws on this subject, without regard to Federal authority. As new States have been successively admitted to the Union, the tacitly accepted theory has been, that they thereby acquired all the reserved rights of the original States. These newer States largely outnumber the first thirteen; and it is inconceivable that they would submit to any deprivation of sovereignty based on historical grounds. This paper describes the installation and operation of a Texas Nuclear on-line silica analyzer (NOLA) coupled with a Leeds and Northrup Microtrac particle-size monitor (Microtrac) at U.S. Steel's Minntac taconite concentrator. An automatic sampling system provides the NOLA with samples of final concentrate. After the sample is analyzed for silica by the NOLA, it is pumped to the Microtrac for size and surface area measurement. A sample is analyzed every six minutes, providing the control room with the silica concentration, the percent passing 270, 400, and 500 mesh, and an equivalent Blaine surface area number. When fed a slurry of final concentrate containing between 20 and 70% solids and 5 to 6% silica, the NOLA analysis is within ±0.2% of the wet chemistry silica. The agreement between the Microtrac output and standard screen analyses is ±1.2% at 270 mesh; ±1.5% at 400 mesh, and ±2% at 500 mesh. The poorer disagreement at the finer sizes is mainly due to inaccuracies in screening at 400 and 500 mesh. The agreement between Microtrac surface area a d laboratory Blaine surface area is about 9 ±80 cm 2/g. These instruments provide rapid and reliable feedback information to the concentrator and feed forward information to the agglomerator.

The introduction in the field of a new type well completion called for the setting of tubing open-ended in the well before perforating the casing. This paper describes a new perforating tool of the shaped charge expendable type, small enough to pass through tubing and powerful enough to perforate the casing. The perforations are produced at an angle and are large enough for optimum production. Performance of this tool in targets and under various well conditions is described. Very often no lifting equipment will be available at the well. In some cases, pressure will exist in the well at the time of the perforating operation (workover wells or multiple trip perforation) ; therefore, new equipment and new technique for the perforating operation were devised. This paper describes this equipment and technique, particularly casing collar recording, sheave support, and cable pull-down device. this last item being necessary for wells under pressure. Results obtained with this tool in the field are given. INTRODUCTION One of the key requirements for the introduction in the field of a new method of permanent well completion was the development of a new perforating method involving the use of a perforating gun small enough to go through tubing and with enough penetrating power to perforate the casing satisfactorily. The equipment described in this paper was basically designed to go through open-ended two-in. tubing and to perforate 5 1/2 in. casing. The equipment is illustrated in accompanying figures. NEW COMPLETION METHOD With the new permanent type well completion, the production string of casing is run and cemented through the potential producing zone. Open-ended tubing is -then run into the well and used to replace the drilling fluid with oil or water. The amount of the oil or water "cushion" can be varied according to the expected bottom hole pressure. Thus, if desired, the hydrostatic head can be greater, equal to, or less than the expected pressure within the zone to be perforated. Mud having been displaced, the tubing is -then positioned so that the end is above the zone to be perforated. The Christmas tree and flow lines are installed and tested. The drilling rig can now be removed from the well since it is not necessary for the perforating operation, thus resulting in a saving in rig tme. The perforating equipment is then moved to the well and the gun lowered through the tubing. After the gun passes out of the open end of the tubing, the depth measurements are correlated with casing collars and the gun placed opposite the zone to be perforated. Upon firing, the gun body is shattered and falls to the bottom of the well. Since the lubricator has been closed before firing, it is possible to withdraw the casing collar locator and head and then open the well immediately to the tanks. DESCRIPTION OF GUN An investigation of two basic types of Perforators, namely a bullet perforator and a shaped charge gun, was undertaken towards the development of a gun to meet the aforementioned requirements. Preliminary tests on various bullet perforator designs within the diameter limitations did not give results encouraging enough to warrant further study. Somewhat better results were obtained by using conventional shaped charges; but, as in the case of the bullet types, the necessarily small overall diameter proved to be a severe limitation and resulted in insufficient penetration. A shaped charge employing a new design was developed which gave excellent penetration. These shaped charges were designed to produce a large hole directed upward at a 45" angle. In order to obtain the maximum space possible for these charges, it was decided to use an expendable carrier made of drillable material, usually aluminum, which would shatter at the time of firing, leaving only harmless fragments at the bottom of the hole. THE year 1923 started a few days after the Venezuelan Oil Concessions, Ltd., discovered a 140,000-bbl. well at. La Rosa and a well of between 2500 and 5000 bbl. at La Paz, on the opposite side of Lake Maracaibo. These nearly simultaneous events changed, overnight, the general aspect of oil affairs in Venezuela. Up to that time, big things had been expected by the companies then in the district, but many major companies had shown little interest in the country. Within a few weeks the Pure Oil. Co. and the Gulf Oil Corpn. entered the field and acquired large properties. The Texas Co. purchased several concessions and the Standard of California, Atlantic Refining Co., and Mexican Petroleum Co. established offices. Representatives of many other companies visited the district during the first few months of the year. The sudden influx of buyers naturally caused a great rise in prices and this, together with overproduction in the United States, doubtless caused the slowing up of concession transfers in the latter part of the year. The following property transfers occurred: (1) The Gulf Oil Corpn. contract with the Maracaibo Oil Exploration Corpn., whereby the Gulf acquired the right to select 100,000 acres from the Maracaibo's zones. (2) The Gulf Co. purchase of one-quarter interest in seven concessions of the New England Oil Corpn., Ltd. (3) The Gulf Oil Corpn. purchase of several concessions of Kunhardt and others in the Perija district. (4) The Gulf Oil Corpn. purchase of certain portions of the one-kilometer Lake zone that were not covered by parcels or Government reserves (namely the "sobrantes"). (5) Pure Oil Co. purchase of all Government reserves turned back by Maracaibo Oil Exploration Corpn. in the districts of Mara and Miranda. (6) Standard Oil Co.: of New Jersey deal with the British Controlled Oilfields, Ltd., for control of approxi-mately the eastern third of the .district of Buchivacoa, state of Falcon. (7) Royal Dutch deal with the British Controlled Oilfields, Ltd., for the control of the central third of the district of Buchivacoa, Falcon. (8) The Texas Co. purchase of several concessions in Perija and one west of Mene Grande on the east side of Lake Maracaibo. (9) Purchase by the British Equatorial Oil Co., Ltd., of Goverment reserves corresponding to certain Creole Syndicate parcels under the margin of Lake Maracaibo near La Paz. (10) The Lago Petroleum Co. acquired a concession on all of Lake Maracaibo except a 1-Km. strip along the shore.

As I drove in from the airport on Sunday somebody said 'On the right you will see Duntroon, which is the military training school of Australia.' So I asked the driver, where did they get that name? 'Oh,' he said, 'from some people who built a house there. That was it's name- Duntroon.' It strikes a note with me because, that's the name of a 12th century castle on the west coast of Scotland where I spend what leisure hours I have and, therefore, it establishes the long connection between Australia and my native land. There is also a story I should tell you about the oil industry and its upsurge in Scotland recently which has resulted in great prosperity. And in Edinburgh, the walls of the banks are bulging-because of the incursion of foreign exchange and other resources. Charlotte Square, as some of you know, is the centre of the Scottish financial world and at one of the corners of Charlotte Square, where ho streets intersect, there are three stores-three emporia on the ground floor. Two of them at opposite corners are banks: The Royal Bank of Scotland, and not to be beaten by that, The Bank of Scotland. But the third building is occupied, or was occupied, by a furniture store over many years-very high-grade, high quality furniture that the elite of the Edinburgh society always supported. And suddenly, the store was cleared out and in came a bunch of carpenters and other people busily engaged in rebuilding the store, and finally the new tenants arrived on the scene.

MOST of the roofing granules produced in Pennsylvania are made by two companies at three plants. The Advance Industrial Supply Co. has three quarries and a mill at Gladhill Station, in southern Adams County. The Funkhouser Company is actively engaged in mining, quarrying and milling at Charmian, about one mile west of Gladhill Station, and at Delta, in southern York County. These three plants produced approximately 100,000 short tons of granules in 1943. The production of roofing granules in 1937 for the whole country was only about 500,000 tons, generally indicating the large growth of the industry since that time. The fundamentals of producing roofing granules were discussed comprehensively by G. W. Josephson in a paper before the Industrial Minerals Division in October 1943 (Mining Technology, March 1944). The purpose of this paper is to describe the actual methods of mining the rock and milling it to make roofing granules, as practiced by the three Pennsylvania plants. MINING AND MILLING Funkhouser Company (Delta) The Funkhouser Company, near Delta, in southern York County, Pennsylvania, operates three joined quarries and a mine in the Peach Bottom slate. The joined quarries extend 1200 ft. in a northeast southwest direction along the strike of the slate cleavage and are about 200 ft. wide. The working face is about 45 ft. high. The quarrying operation is rather simple: Ingersoll-Rand Jackhamers, 1-in. and 1 1/4-in., with hollow drill steel, are used to undercut the quarry face with10-ft. holes. The face is "blown" and allowed to slump on the quarry floor. Loaded by a Marion electric shovel into trucks, the shattered rock is taken to the primary crusher 2500 ft. away. In addition to the normal quarrying operations, a drift into the northeast wall of the middle quarry was begun about 1935 and has advanced about 2000 ft. since then. Rooms have been driven at angles to the drift along choice beds of slate. The drifts and rooms have a roof more than 35 ft. high and the main drift and rooms are all more than 40 ft. wide. There is no cribbing at any place in the mine. Several of the rooms were driven upward on a 5º slope and in some of them there was stoping. Ingersoll-Rand Jackhamers are used, and only wet drilling is practiced. When visited in January 1940, an electric shovel was operating at the head of the drift, scooping up the slate blasted out of the working face. This, too, is trucked to the primary crusher. Some of the better quality slate is saved for making slate shingles. The primary crusher, which is a No. 30 McCulley gyratory, receives the slate from the trucks and crushes it to about 2-in. size (Fig. I). This product travels by a 30-in. belt conveyor to Niagara vibrating screens with 2-in. holes. The minus 2-in. product moves to a storage silo by bucket

W. L. Saunders, New York, N. Y.:—Mr. Parker's paper, though entitled Conservation of Coal, might also be called the Conservation of Life in the Coal-Mines of the United States. No subject is of greater importance to mining-men at the present time than information from experts as to how to save coal and how to save human lives in mines. That the casualties in the coal-mines should exceed 3,000 in the year 1907 is simply appalling, and that 1,000 men should have been killed in a single year through explosions alone, and that so good an authority as Mr. Parker should say that " a prolific cause " is an "improperly-prepared blast" or "the failure on the part of the miner to undercut his coal," points to the importance of activity not only among mining engineers but also, through experts, by the legislatures of the respective States. The motivation for the art of dredging for placer mining can be compared in a slight degree to the spread of civilization which started in the Near East and spread both east and west. Dredging started with the "bag and spoon" dredge in the lowlands of Europe reportedly about 1565, went southeast to New Zealand where designs were developed for a bucket-line mining dredge known as the New Zealand type, and westward to the eastern United States where a dredge was developed and used exclusively for excavating. Then it moved to Montana, where it was first used for mining in 1895. The New Zealand-type dredge was imported into California in 1898 (Fig. 1) and was followed shortly by the Montana design. As today, these early dredges were equipped with continuous bucket- line chains, a treatment plant, and a means of waste disposal mounted on a wooden hull. Both types of dredges are complete mining units: they dig the formation, transport the dug materials, and concentrate the valuable ore. After sizing, the fines containing the ore are passed by gravity to the treatment unit, while the barren materials are discharged overboard. By digging the materials to be treated at the bow and depositing all the waste, at the stern, the dredges automatically advance to new reserves without presenting any transportation problems. The main differences between the two types are in the method of holding the dredge in the digging position and in the disposal of the tailings to the rear. The New Zealand type (Fig. 2) uses the headline system with a bow anchor for holding the dredge in the digging position and long tailing flumes or short stackers off the stern for disposal of the barren materials. INDUSTRY has the right to expect the petroleum engineering schools to supply more than the minimum technical qualifications necessary to obtain or discharge the responsibilities of a particular job. The basic training, social and economic orientation, should go far beyond these minimum requirements. Petroleum engineering students should also be well grounded in the history of the oil business so that they may understand the industry's progress since the advent of the Drake well. Furthermore, according to P. H. Bohart, the schools "have a definite duty to help the students form a workable philosophy of life, which includes an appreciation of the service of science to mankind, and a belief in the obligation of the individual who enters a profession to exalt himself by continuing his studies and growth so that he may never cease making contributions to the advancement of science and industry."

THE meeting of the Petroleum Division at Houston, Oct. 10-12-headquarters, Rice Hotel-was preeminently a technological success. Two hundred and twenty-five attended the Thursday morning session and approximately 200 attended the sessions on Thursday and Friday afternoons and Saturday morning. Harry Power, Chairman of the Division, in his opening remarks, credited Paul Weaver and M. Albertson, respectively chairman and vice-chairman of the local committee, with working long and prodigiously in organizing the program. The theme of the initial session was indicated by Mr. Albertson in a statement relative to the estimation of developed petroleum reserves. He said that the problem of securing more accurate estimates of developed petroleum reserves existed prior to curtailment of production. With curtailment, however, the problem became an acute one. Mr. Albertson gave some of the more important reasons for this situation. Since the decline-curve method became inapplicable, the volumetric method has become the chief one used. It depends on the factors of productive formation volume, porosity, saturation, and recovery. He briefly discussed the factors necessary for application of the volumetric method. P. P. MR. CHAIRMAN, LADIES AND GENTLEMEN: I need not say how much I appreciate the honor of being asked to lecture to you, and how much I would thank you for your kind invitation. It is encouraging to feel that the abnormal restrictions of the war have been relaxed sufficiently to allow a free exchange of scientists between our two countries, and I hope that some of you will be persuaded to go to England, and to visit us at Oxford, so that I may repay a little of the kindness I have received from you. As this is one of the first lectures since the end of the war, I have thought it well to describe some of the advances in the theory of alloys which were made in the years between the two World Wars. From the point of view of theoretical science, these years have been of outstanding interest in the history of metallurgy. They have been years in which the development of new and more accurate experimental methods has led to the revelation of many new facts. At the same time, the theoretical developments have enabled some of these facts to be viewed as parts of a general scheme, and we may say that some of the foundations of metallurgical science have been laid. This work was naturally stopped by the Second World War, and it can therefore be reviewed as one definite stage in the development of our Science. To illustrate the new advances, I shall deal mainly with the alloys of copper and silver, since these have revealed many of the general principles. SOLID SOLUTION At the beginning of our period, the first steps in X-ray crystal analysis had been taken, and copper had been found to crystallize in the face-centered cubic structure (Fig I). The determination of this structure naturally was of immense importance in the understanding of our subject, because it meant that we were at last in a position to appreciate the underlying structure out of which the crystal of copper was built. The earlier science of metallography had shown that in many alloys of copper the addition of a second metal in not too large proportions resulted in the formation of a homogeneous alloy which was regarded as a solid solution of the one metal in copper.
