This publication summarizes, for potential contractors and other interested parties, the research, development, and demonstration contract projects programed by the Bureau of Mines for fiscal year 1979 (October 1, 1978-September 30, 1979) under its Mine Health and Safety Research program. The objective of these projects is to provide an ordered and sequenced series of advances toward the Bureau's overall goal of providing the system technology required to create a healthier and safer working environment for the Nation's miners.

This paper describes the application of finite element analysis to simulate the static and quasi-static pile load tests in different drainage conditions. The possible effect of excess pore water pressure will be studied from the simulations results. The results show that the drainage condition has effect on the bearing capacity of a pile derived from the quasi-static pile load test. The excess of pore pressure reduces the pile toe resistance while it increases the pile shaft resistance. The factors which influence the effect of excess pore pressure are also discussed.

A total of 26 full-scale production blasts at three sites were extensively monitored with sophisticated instrumentation systems to determine the benefits of more accurate detonators. The new and more accurate MS electric Masterdet detonator was tested against conventional detonators to determine any increase in productivity outputs. All blast design parameters between paired blasts were kept as constant as possible with the only difference being the inherent accuracy of both detonator systems.

UK Mr. Price expanded on the content of his paper and presented elements of various case histories of bored piles instrumented by the Building Research Establishment. In particular, the interpretation of data from instrumented piles is critically related to: (i) the construction process (ii) concrete stiffness and variability (iii) the effects on the pile due to installing instruments The main role of the instrumentation in the examples presented was to establish pile performance under service loading conditions. Of particular interest is the mobilisation of skin friction and soil shear modulus.

Paper written on project work carried out in partial fulfilment of Phd. (Process Engineering) degree* The recovery of cobalt and copper from waste slag was studied in a plasma DC-arc furnace in reducing conditions. Three fluxes, CaO,CaF2, and TiO2, were investigated for their influence on selective recovery of cobalt into an iron-rich alloy. A further investigation on the influence of furnace power on the reduction of slag to recover cobalt to the alloy showed that a change in power setting had an unexpected effect on the recovery of metals to the alloy, in that selectivity of base metal recovery over iron recovery decreased at an increased power level. The development and use of minerals and mineral fuels are essential to national security and to the maintenance of an expanding economy. As a Nation, we often met these needs but failed to recognize and assess the impact that mining and mineral processing activities have on other natural resources. Currently, the growing demand for energy and minerals is accompanied by an increasing awareness that the provision of these resources must not conflict with society's demand for a clean and habit-able environment. Although present mining and mineral processing activities incorporate, or have under development, technology capable of minimizing environ-mental impacts on land, air, and water, many older operations, particularly in the first half of this century, lacked the technological, social, and environmental insights that exist today. Consequently, a substantial backlog of damaging and potentially damaging conditions remains from such problems as mine subsidence, acid water generation, burning and nonburning waste banks, abandoned surface-mined lands, abandoned underground mine fires, and abandoned mine shafts and oil and gas wells.

Port Gaspé is located on the back side of Gaspé bay and is protected by a natural sand barrier with a length of 2,5 km, from which it got its name, Gaspé Sandy Beach (1). Since 1904 the Gaspé region had a deep water wharf, initially very different, in fact, from the one existing just before the recent reconstruction (2). This wharf with a length of 228 m and a width of 23 m was build of timber cribs. The outside walls of these cribs had been doubled with a wooden wall, creosote impregnated to provide resistance to decay and to the attack of marine organisms (limnorias) (3). Fifteen years ago the upper part of the wood construction had to be removed, because of progressing rottenness and was replaced by an L-shaped reinforced concrete structure (4).

Two 610 m (2000 ft) long tunnels were driven through water bearing silts, sands and clays beneath the Sacramento River using a 4.59 m (15.1 ft) diameter Earth Pressure Balance Tunnel Boring Machine (EPBM). Four sheet pile shored shafts were sunk with and without dewatering. The pre-cast concrete segmentally lined and grouted tunnels were driven down at 6% grades beneath the river flood protection levees, buildings, roads, a railroad and adjacent to a Freeway Viaduct. Details of the schedule, cost, shaft construction, TBM, tunnel construction, and installation methodology for the twin1.676 m (66 in) steel force main pipes and environmental constraints are provided.

To improve mine roof bolt performance, Jennmar Corporation commenced the design and development of a new roof control sys- tem. This new system designated "Insta'l Compression", not only improves safety, but is more cost efficient due to reduced amounts of resin needed per bolt installation. In this paper the research and development of this new system will be outlined. Much of the information presented will be actual test data from various underground operations in Alabama, Kentucky, and Pennsylvania. The development of this system will also cover the design of a new expansion shell, resin compression ring, anti- friction washer, and upgrading of material specifications.

Introduction Froth flotation is one of the most common unit engineering operations in use today. Its aim is to upgrade the quality of coal by removing ash/pyrite and separating selected minerals from undesired gangue materials. Flotation has been successfully practiced at the industrial scale for more than 50 years. Its use is increasing due to the ever decreasing feed grades of the coals and minerals being processed. Flotation has also shown itself to be a flexible process that lends itself well to many solid/solid separations. Thus, with surprisingly little equipment modification, separations can involve very different particle sizes and densities, and relative weight ratios of materials to be separated. In addition, the flotation process is economic, especially when compared to size reduction, its associated precursor process. Flotation also lends itself to continuous operations with a given equipment configuration. The operation must exhibit an ability to vary feed rate of solid to the process by as much as 50% without a total collapse of separating efficiency. In addition, the mechanical flotation cell is scaleable from 2.8 to 57 or 85 m3 (100 to 2000 or 3000 cu ft) with surprising ease relative to other unit engineering operations over the same relative size increase. The separating medium used is water. Most of the chemicals required - pH regulators, frothers, collectors, activators, and depressants - are all relatively inexpensive and common. They are not usually used in large quantities. Froth flotation is certainly one of the most versatile and forgiving unit operations in the chemical, mining, and agricultural industries. The problem with the industrial flotation process is that it is fairly easy to get reasonable results and relatively difficult to get excellent results. Why is it so difficult to fine tune the froth flotation process? There are some obvious reasons and a few not-so-obvious factors. The obvious category would certainly contain the tendency of natural feed materials (ores and raw coals) to have variable physical, metallurgical, and surface properties. This occurs even when special care is taken to minimize such differences with blending. There is another obvious reason for difficulty. An inherent broadness of the feed particle size range to flotation results from using any of the common industrial-scalefine grinding devices - ball-, rod-, or autogenous mills. Research has been done into the chemical reagent and equipment aspects of flotation. It has shown strong interactions (limitations) of chemical reagents and equipment on larger and smaller particles. The point is that current flotation practice works best on average- or medium-sized feed particles. The greater the amount of large or small particles, or of both large and small, the more difficult it is to achieve excellent flotation results. Other reasonably obvious factors include: • variations in mineral type and liberation sizes; • water chemistry variations such as those involving Ca", C03, or Fe", or various soluble metal cations; • the presence of stray organic materials such as returning soluble reagents or partially degraded reagents in reuse water; • the lack of reliable on-line instrumentation for monitoring and control; • frequent equipment malfunctions of all types; • excessive feed rates for installed plant capacity; • poor operator interaction with the process; and • poor reagent dosage control. There are less obvious, but real limitations to flotation. These are inherent in the design and operating characteristics of the most common cell design in use today - the mechanical flotation cell. Individual performance attributes of the chemical reagents used, along with their manner of use, also carry limitations. The bulk of this paper will deal with chemical reagents and their use. Chemical reagents In 1979, the author and his co-workers were asked to invent and implement, at the industrial scale, new flotation reagent chemistry. After reviewing some of the literature (Sutherland and Wark, 1955; Klassen and Mokrousov, 1959; M. Fuerstenau, 1962; D. Fuerstenau, 1976; and Leja, 1982), a series of carefully controlled plant scale tests were set up. These tests were designed to understand existing reagent scale-up from the laboratory to the plant. They were to quantify at the plant level the effect of some of the more important, controllable chemical reagent factors (frother and collector type, frother and collector dosage, pH effects). It has been established that significant time-dependent stope convergence may occur over time periods of hours and days in certain hard-rock gold and platinum mines. The source of this time-dependent behaviour appears to be associated with both pre-existing discontinuities and with mining-induced fractures that form near the stope face. These induced fractures may be associated with blasting processes and may also be formed in response to high stress concentrations in the unmined regions immediately ahead of the stope face. In shallower platinum mining operations, time-dependent behaviour is, however, observed to be much less marked unless some form of specific mining-induced fracturing occurs. One particular case of considerable interest is the time-dependent behaviour that is found to be associated with the formation and deployment of crush pillars. The purpose of the paper is to present a simple limit-equilibrium computational model of this behaviour that is sensitive to both the formation sequence and the size of planned crush pillars in a mine layout. This model provides a useful means to optimize the sizing of crush pillars, and at the same time may be used to identify potentially hazardous circumstances in which pillars may not crush in a stable manner.

Masbate Gold Mines, dormant since WWI I, are now back in operation. The ore treatment plant incorporates carbon-in-pulp processing, utilized because of the ready availability of coconut shell charcoal in the Philippines and the high clay content of the ore. A detailed description of the plant, including the surprisingly fast and efficient alcohol stripping facility is presented. Operating data for the plant is provided together with an interesting performance evaluation of mechanical versus air- lift agitated leach tanks.

Laboratory-scale tests were undertaken to examine several electrolytes for possible use in separating nickel and cobalt from products being prepared at Nicaro, Cuba. The most extensive work was done with nickel sulfate-ammonium fluoride, ammonium fluoride, ammonium sulfate, and nickel sulfate-boric acid electrolytes. All four electrolytes exhibited some selectivity for dissolving nickel carbonate from Nicaro basic carbonate used for regeneration. The nickel sulfate-ammonium fluoride electrolyte exhibited less selectivity for dissolving nickel carbonate from Nicaro basic carbonate than it did from synthetic mixtures. Ammonium fluoride leaching experiments showed that a low concentration and high temperature gave a good nickel extraction with C. P. reagents; however, this was not confirmed in tests using Nicaro basic carbonate. Electrolytic tests employing ammonium fluoride leach liquors gave no further separation, since approximately 90 percent of the cobalt was deposited at the cathode with the nickel.

This U.S. Bureau of Mines report describes the development, system by system evaluation, and preliminary surface testing of a flywheel-powered shuttle car (FPSC). The use of a self-contained flywheel-power source has the potential to eliminate the numerous safety and routing problems associated with tethered mobile equipment. An alternative to conventional power cable systems was developed consisting of the world's fIrst seven-rotor stacked flywheel system capable of storing 6 kW·h of energy at 16,700 rpm. Numerous interdependent systems were necessary for successful interfacing with a conventional shuttle car. Each of these systems was evaluated and tested individually. Finally, the entire shuttle car was surface tested. The tests indicated that the flywheel energy system can function and operate a shuttle car. The economics of the system and the design of required support systems were not addressed in the project.

A depleted county gravel pit was rehabilitated by contracting an artist to convert it into sculpture, rather than using traditional reclamation methods. The sculptor's ideas were generally implemented as designed, but problems arose because of a faulty survey and severe weather. Public reaction was critical. A design symposium was presented by retaining six artists to prepare designs for varied sites. A public forum was offered and video-documented for broadcast. A new art-reclamation project grew out of this project.

The U.S. Bureau of Mines, in cooperation with the Cyprus- Plateau Mining Company, has conducted research to provide an alternative to traditional secondary support systems in a two-entry, yield pillar gate road. As recent as two years ago, it was impossible to imagine a gate road supported solely with internal high-strength resin-grouted cable supports that would virtually eliminate the necessity for crib or concrete external supports. The support system evaluated consisted of 1.6-m (5-ft) full-column resin-grouted bolts and 4.8-m (164) long cable supports installed in conjunction with wire mesh and "monster-mats." Cable loading and roof deformations were monitored to evaluate the behavior of the immediate and main roofs during first and second panel extractions. The stress and loading histories for the panels and yield pillar were monitored to evaluate the stress transfer and pillar performance in conjunction with the roof and floor behavior. The test results indicated that the designed support system successfully maintained the roof during the extraction of two longwall panels and dramatically reduced the cost of secondary support. This paper will describe the theory of a cribless support system, the advantages of cable supports, and present the pillar, roof, and floor measurements made to assess the support performance during longwall retreat mining.

Any defect activity resulting from an applied stimulus on a structure will generate a stress wave which travels in the medium under the laws of acoustics, thus the name of acoustic emission (AE). AE techniques can therefore provide information on the deformation of both surface and below ground structures, Two operating coal mines were monitored from the surface, and both mining activity and post mining microseismic activity were detected. The nature of the detected AE signals demonstrated that there were a range of deformation mechanisms in operation and that some predictive capabilities were possible with the technique.

This report describes the results and conclusions of the development and evaluation of a unique concept for a lightweight air powered drill tool for probe drilling in anthracite mines. A concept model of the lightweight air powered tool was constructed and evaluation testing conducted at the Kocher Coal Company Porter Tunnel Mine. The unique anchoring method proved to be extremely satisfactory and the overall light-weight air powered drill tool concept proved feasible. Based on the results of the concept model testing, two prototype production units were designed and manufactured. These prototype units proved to meet all of their design requirements of lightweight, portability, drilling controllability, structural integrity and miner acceptance. The need for a better bit and drill steel system, however, became evident during the testing program and recommendations are made for further investigation and development of a bit and drill steel system suitable for this application.
