The definition of mineral rents has historically been somewhat unclear, but a growing understanding of the source and composition of the revenues that comprise these rents mean that they can be more easily identified and quantified. Furthermore the way in which the flow of the rents from mineral developments are captured and then distributed has been a point of contention amongst the various stakeholders. Investors, the host government, the resource owners, environmental interests, indigenous groups and land owners are identified in this paper as the principal participants in mineral development and while each is entitled to a portion of the rent, the size of their portions will differ. A competitive rent-sharing model for southern African countries has been established and indicates how the range of stakeholders could be rewarded for their contribution. Acceptance of the sharing ratios amongst the recipients is a function of their understanding of the size of the rent and their position in the hierarchy of stakeholders. At first glance investors appear to receive the largest share of the rent, but they disburse some of the rent to hidden costs, which when all is said and done, means that investors and host governments retain approximately equal shares of the mineral rent. Both the investor and government are faced with the dilemma of how to equitably distribute the rents they have captured to minority stakeholders. Government captures corporate tax, mineral royalties and a wide range of subordinate taxes, but is required to construct policies that will ensure distributional equity among the various levels of government as well as among the provinces that comprise the country. Investors will have to ensure that a portion of the rents they capture are diverted to other stakeholders namely resource owners, environmental interests, indigenous peoples groups and the landowners. This paper identifies the major recipients of rent and provides some indication of equitable distribution ratios for mineral wealth among them?a first step in ensuring that mineral development is compatible with long-term sustainable development and in the best national interests.

The Manapouri Power Station is an underground hydro-electric station located in the South Island of New Zealand, and was constructed in the 1960s. Between 1997and 2002, a second 10m diameter tailrace tunnel was constructed to increase the out-put and to improve the overall hydraulic efficiency and output of the station. A critical economic and project approval consideration for the second tunnel was the outage time required for the breakthrough into the power station. The power station is in part dedicated to providing power to an aluminum smelter with the balance to the National Grid, and apart from the physical problems associated with providing an alter-native power supply to the smelter, the loss of generation revenue and supply risk were significant issues. Innovative planning reduced the planned outage time from several months to21 days, and the breakthrough was eventually achieved in 11 days as a result of additional value engineering measures implemented during construction. This paper describes the engineering optimization that took place during the planning stages of the project and later during construction, as well as describing the construction methodology used.

Two drilled shaft foundations were subjected to axial load tests in order to measure the influence of drilling fluid on performance. Other than the differing drilling fluids, the shafts were constructed with great care to ensure identical conditions. The results indicate superior performance in both side shear and base resistance of the shaft constructed using a polymer over that of the shaft constructed using bentonite drilling slurry.

Non-contact systems for measuring underground voids have used theodolites, reflective or non-reflective laser methods and sonar techniques. An effective but cheaper alternative is based on use of a Wild T1000 electronic theodolite coupled to a Leica Data DISTO and a Wild GRE3 data logger. The software used to process the theodolite data is a spreadsheet and macro combination, while Surpac, Datamine and AutoCAD modelling packages have been investigated for viewing the tunnel profiles. The main limitations were found to be blinding, when irregularities in the stope obstructed the line of sight, and the 30 m range of the Data DISTO model used in the study, although more powerful models are available. All three modelling packages proved suitable, with Surpac providing the best-quality printed images of the voids surveyed and AutoCad by far the cheapest alternative

The Program of Mine Safety and Health Research described in this document reflects the continuing commitment of the Spokane and Pittsburgh Research Laboratories to focus on the most important areas where research can make a difference in reducing risk and improving safety and health for miners. It is the first program of work conducted since Congress mandated closure of the former U. S. Bureau of Mines (USBM) in the Department of the Interior and supported integration of the health and safety research function of the former USBM into the National Institute for Occupational Safety and Health (NIOSH). Organizational changes made FY97 a challenging year of transition. Ongoing research was reviewed and revised to reflect the new, more limited, health and safety mandate of the research laboratories. The mining industry, mine worker representatives, and interested government agencies provided broad input to assure that the research performed would focus on the most critical safety and health problems confronting mining today and which are expected to be faced in the future. The two laboratories worked to evolve coordinated programs of safety and health research, each with a special focus. The work of the Spokane Research Laboratory is directed toward issues of special importance to the Western mining industry, particularly those safety hazards found in metal/nonmetal mining and surface mining. The work of the Pittsburgh Research Laboratory will continue to focus on Eastern mining, particularly underground coal mining. Traditional areas of expertise for understanding and preventing fires and explosions and for controlling the hazards of dust and noise will continue to reside in Pittsburgh. Each laboratory is developing new capabilities in the analysis of relevant safety and health information to assure that program priority-setting decisions are informed by the best available data. Recognizing the continuing importance of communicating the results of research to all who are capable of improving safety and health conditions in mining, each laboratory has developed an activity for information dissemination and coordination with stakeholders. In the midst of organizational self-examination and change, the research staff in Pittsburgh and Spokane have never wavered from their continuing commitment to conduct the highest quality scientific research-solution-oriented scientific work meant to reduce the risk of injury, disease, and death from occupational hazards in mining. The pages that follow give insight into some of the program activities and accomplishments from FY97. I hope you share my pride in the many accomplishments of the NIOSH mine safety and health research program during this year. This report comes at a time of increasing stability for the mine health and safety research program. The organizational changes in Spokane and Pittsburgh have been concluded, and NIOSH has succeeded in recruiting a new, permanent associate director for mining to lead this critically important national program. Congress has contributed to an optimistic future by providing expanded funding for NIOSH mining-related research for the next fiscal year. On a personal note, I greatly appreciate the opportunity I have had to serve as the NIOSH Acting Associate Director for Mining during this transitional year. The commitment and intelligence with which the mining research staff pursued their mission was matched by their patience and understanding in moving into a new organizational environment. All of us committed to improved safety and health for this Nation's miners owe them our respect and appreciation.

As virgin coal reserves dwindle, more and more mines are being opened in areas with previous mining. As addressed in this conference before, there are solutions available for designing mines extracting coal from reserves with known underground workings above or below the target seam. Often times, however, mining begins with limited knowledge of the underground workings. Even with careful planning, the proposed design has limited success because the ?facts? as presented during planning turn out not to be as accurate as one would like. At National Coal?s Mine #14, mining the Walnut Mountain seam, after driving the main entries in some 34 crosscuts, it was found during routine mine examinations that the pillars had separated from the roof in a few areas of the mains. Immediate roof conditions proved to be sound but questions arose concerning the stability of the main roof and floor. Core tests were done to better determine the rock strengths and characteristics. The paper presents the ideology used to tackle the effects of mining over old works in an operating coal mine. This paper discusses the analysis of the symptoms observed and the steps taken to ensure that this pillar separation was caused by the underlying old workings and that the separation was expected and controllable.

All ores have an economic optimum particle size (Wills and Napier-Munn, 2006). This optimum value is often a compromise between the need to achieve adequate liberation for the efficient separation and recovery of valuable minerals and the energy consumed by the crushing and grinding process. It has been recognized for nearly three decades that grinding is the most expensive and least efficient stage in mineral processing (El-shall and Somasundaran, 1984). At that time it was estimated that grinding consumed between 25 and 70% of the total power required in mineral processing. This recognition drove the development of new stirred mill fine grinding technology in the 1990s (Jankovic et.al, 2003; Enderle et. al., 1997; Massey, 2008). These milling technologies have a reduced energy consumption compared to traditional fine grinding using ball mills. In the ?coarser? fine grinding applications this improvement is approximately 30%. The benefits increase to above 50% in ultrafine grinding applications (Lichter and Davey, 2006). Despite these gains, the US Department of Energy reported that an additional energy savings of up to 37% is possible in the minerals industry. They identified continuing research and development and implementing best practices in both grinding and materials handling as the primary avenues for the additional reduction (BCS, 2007).

The rotary drilling of rocks is widespread technology in mining and in tunnelling. The paper describes the results of research by aim to find relationships between optimal drilling and sound signal of drilling machine. The optimisation criterion has been formulated as the minimisation of specific energy with maximal effective speed of drilling in process of the rock disintegration. The research in this field has been made on experimental drilling stand. Our monitoring system has measured following variables: the pressing force of core drill, the revolutions of drilling head, the length of drilling, the time, the power, and the acoustic signals. For measurement of acoustic signals have been used very sensitively sound meter MEDIATOR 2238. From this measurements have been processed acoustic spectrums. Then we are found relationships between optimal control of drilling and composition of acoustic spectrum. On base of experimental results, we can formulate the optimal control following: æTo achieve the minimum difference between the equivalent sound level at the load and idle modes only at the representative frequency (f = 1000 Hz)Æ. The representative frequency dependences on type of the rock New method based on these relationships enables the optimal control of drilling machine by using measured acoustic signals only.

The presence of gold or tin in a particular place in payable quantities may be suspected from geological and prospE;cting reports. It behoves the engineer by judiciously spaced boreholes or pits to establish whether the place is exploitable with profit, and it is the purpose of this paper to set out the ways in which this is done. The various types of deposit to be considered occur in Malaya, Thafland and Borneo, in which countries the writer spent four years in estimating alluvials.The methods described were used in actual practice both by the writer and previous engineers for the same company. The subsequent exploitation of the alluvials evaluated by the methods given below shows that the recovery was as good as, and sometimes higher than, expected. No claims are made to the originality of the methods, but it is 'felt that they may be new to some engineers and< interesting to others contemplating alluvial testing.

Keywords: Pyrometallurgy, furnace, Lonmin, platinum, PGM, UG2 Lonmin, earlier than any other primary platinum producer, had to deal with the concentrating and smelting of UG2-rich ores and concentrates respectively. Smelting was performed at a fairly modest scale compared to its industry peers in the Platinum Group Metals (PGMs) industry, and was focused on smelting concentrates obtained through low mass pulls while still maintaining high recoveries at its concentrators. Lonmin gradually smelted larger quantities of UG2 concentrates. Initially two 2.3 MW Infurnco furnaces were commissioned in 1982, followed by three 5 MW circular 3-electrode Pyromet furnaces in 1991. Deep electrode immersions and moderately high hearth power densities were used in all the designs. Lonmin decided to continue with circular furnace technology when it planned its new high-intensity No. 1 Furnace. Neither Lonmin nor the technology supplier and EPCM company foresaw the challenges that scale-up would bring when applied to the smelting of UG2-rich concentrate blends. Superimposed on the high chromite content, was the low base-metal loading, mineralogical difficulties, and fine particle size that came with milling of all concentrates (especially UG2 and recycle materials within the smelter). Through a process of fundamental diagnoses of furnace run-outs and wear patterns observed during repairs, the main challenges operating this high-intensity furnace were identified as sulphur vapour corrosion of the copper coolers, uneven and unpredicted movements of refractory bricks with associated copper cooler lift and matte tap-block movement, the formation of three-phase ?mushy? zones, high refractory and tap-hole wear rates, uncertainty in matte level and associated insufficient matte buffer height, and high furnace operating temperatures. These factors seldom worked in isolation and will be explored in more detail in the paper. The variability in furnace feed characteristics led Lonmin to re-design Furnace No. 1, to invest in back-up furnace capacity, and to invest in improved monitoring and control. These improvements consisted of online and high-frequency off-line feed chemistry and mineralogy monitoring, online pressure monitoring of water-cooled circuits, an alternative matte liquid level measurement in the furnace, and electrode immersion estimation. Improvements were also made at the converters by installing and utilising optical spectral analysis of the converter flame to characterise converter behaviour and achieve the desired iron end-point for white matte. This paper also briefly discusses the current and future expansion plans, as well as ancillary operations at the smelter such as flue-gas handling and materials handling.

There has been a strong trend over the past decade in hard rock mines towards the use of very high powered auxiliary (or secondary) fans; in many mines, the installed power for the secondary ventilation system now exceeds that of the primary ventilation system. This also reflects the trend to use two-stage auxiliary fans pushing air into a single ‘trunk’ duct that in turn splits into multiple branches with multiple outlets feeding multiple workplaces. This often produces a poor result in terms of face flows due to the high resistance, high leakage and badly managed duct outlets, as well as high fan capital and operating (power) costs, which in turn also results in a higher cost for the underground power reticulation/distribution systems. This paper explores the reasons why this trend exists and what ventilation practitioners can do to utilise less expensive systems that simultaneously deliver better workplace conditions. A new method for the design of longwall pillars, called "Analysis of Longwall Pillar Stability" (ALPS), is described. The method is the final result of a research program that included two major field studies, extensive reanalysis of data from other in situ measurements, and detailed evaluations of available pillar design methods. The key problem addressed by ALPS is estimation of the abutment loads applied to longwall pillars. Based on underground stress measurements made in mines in three states, equations for predicting the magnitude, distribution, and time-of-arrival of abutment loads are proposed. Stress measurements are also used to evaluate empirical pillar strength formulas for use in longwall pillar design. ALPS has been verified by application to case histories from several mining areas, and examples taken from the Pittsburgh and the Blue Creek seams are presented. Step-by-step guidelines for using this design method are also given.

Solution mining, primarily by heap leaching, has emerged as an important method for mining gold and silver in the United States. Heap leaching offers many economic and environmental advantages over conventional production techniques, in particular for lean ores and old mine waste rock. In order to more effectively pursue research on heap, dump, and in situ solution mining of gold and silver, the Federal Bureau of Mines conducted an extensive survey of leaching practices and problems. This presentation summarizes trends and statistics. Leaching is projected to provide 20 pct of primary mine produced gold and 10 pct of primary silver by the end of 1982. Current leaching practices in the United States are reviewed; operational problems and research programs to alleviate those problems are discussed.

Free energies, heats, and entropies of mixing of solid Fe-Au alloys have been measured by the galvanic cell method between 800° and 900°C. A positive deviation from Raoult's law and a large excess entropy of mixing were observed, both attributable to lattice distortion caused by the disparity in component atom sizes. Since the terminal solid solutortiontions are not regular, thermodynamic properties computed from the location of the mis-cibility gap do not agree well with measured quantities. The electromotive force data suggest some changes in the existing Fe-Au phase diagram. ALTHOUGH a considerable amount of information has been accumulated about the thermodynamic properties of metal solid solutions which exhibit negative deviation from Raoult's law, particularly those in which ordering occurs, relatively few experimental measurements have been made on solutions with positive deviation. This is due to the infrequency of broad homogeneous regions suitable for experimental measurement in solutions of this type, since any marked positive deviations from ideality lead to restricted solubility and the formation of miscibility gaps. Thermodynamic data reported in the literature for such systems have usually been calculated from the location of the miscibility gap boundaries under the assumption that the entropies of mixing are ideal, i.e., the terminal solutions are regular.' One of the few binary systems with both positive deviation and a wide homogeneous range in the solid is the Ni-Au system. A recent investigation of solid Ni-Au alloys' revealed that the entropies of mixing were much larger than ideal and consequently thermal data computed from the phase boundaries assuming regular solutions were seriously in error. Theoretical considerations put forward by Zener indicated that high entropy values should generally be associated with systems possessing a miscibility gap in the solid, when this is due to differences in the size of component atoms. These facts suggest that the regular solution assumption is a poor approximation for many solid solutions with positive deviation and that reliable thermodynamic data generally cannot be obtained by conventional methods from the location of miscibility gap boundaries. The Fe-Au system, Fig. 1, resembles the Ni-Au system in certain respects. The presence of a miscibility gap in the solid indicates a large positive deviation from ideality, but there is nevertheless an extensive single phase region suitable for experimental measurement. The following investigation of solid Fe-Au alloys was carried out in order to obtain additional data on the thermodynamic properties of metal solid solutions with positive deviation from Raoult's law and to further compare thermodynamic data computed from miscibility gap boundaries with those measured experimentally. Experimental Method The thermodynamic properties were derived from measurements of the potential developed between pure solid iron and Fe-Au alloys in a high temperature galvanic cell. The experimental apparatus and technique were the same as those used for the Ni-Au alloys and described in a previous report.' The structural design of a mine haul road involves the determination of cover thickness requirements above the in-situ or sub-grade material. The specification of these layerworks is a critical component in the overall road design process. Poor design often leads to premature failure of the road, safety is often compromised and productivity and equipment service-life will certainly decrease. Historically, the California Bearing Ratio (CBR) cover-curve design method has been widely applied to the structural design of mine haul roads. More recently, established mechanistic design principles have superceded the CBR approach to haul road design, using a multi-layer model to represent the various road structural layers. The structural design and associated layer thickness requirements are then determined following a maximum strain criterion. This paper develops a case-study evaluation of the CBR cover-curve and mechanistic design methodologies and through a comparative analysis of layerworks and materials, highlights how improved structural design can be achieved mechanistically.

Any value addition to the mineral sands in the Murray Basin (Australia) will generate waste that needs to be disposed of safely. For example, conversion of ilmenite and synthetic rutile to titania (TiO2) pigment would generate large amounts of environmentally undesirable elements. Processing of U+Th containing zircon sands to zirconia or to higher purity zircon would generate a low-level radioactive waste. In this study it is proposed that one way to circumvent the waste problem could be to contain such waste in magnesium-based (Sorel) cements. Containment of waste in magnesium cements is an attractive idea especially for the mineral sand processing companies that could operate in the Murray Basin in the future, because the required magnesium oxide and magnesium chloride may be made cheaply from the saline waters encountered during mining operations. The magnesium cement production process is also far less energy intensive than the Portland cement production process. The results of this study indicate that mixing a waste stream with a slurry of magnesium cement before being discharged to the disposal area would contain the waste in a æconcrete-likeÆ structure, resistant to dispersion by wind and moderate rain. However, some loss of strength and increased leaching of impurities, Mg and Cl could take place in wet climate areas. Ongoing research is being concentrated to develop a new process for making water-resistant magnesium cement.
