The Ispat Mexicana SA de CV (IMEXSA) pelletising plant is located at Lazaro Cardenas on the west coast of Mexico. It is the primary source of feed stock for the adjacent direct reduction (DR) plants and steelmaking facilities. The initial design of the pellet plant began in 1981 for 3 Mtpa of DR grade pellets using local concentrate received by pipeline.' Several construction delays, an ownership change, and a decision to use imported concentrates delivered in 60 000 to 90 000 tonnes ship cargoes required flowsheet modifications and additions. The design concepts are described for the plant which includes concentrate regrind to final pelletising particle size.

The headwaters of Skippers Creek and the Shotover River are reputed to be among the richest alluvial gold catchments in the world. This alluvial gold has no doubt been derived from reef systems similar to, and associated with, the Bullendale lodes. Physiographically the prospect covers steep ridges and deeply incised gullies between the Richardson Mountains in the west and the Harris Mountains in the east. Vegetation is mainly tussock with bush either side of Murdochs Creek. Access to the area is by metalled road to Skippers and then by 4WD track to Bullendale. Alternatively the prospect area can be reached by helicopter from Queenstown in around ten minutes.

In some underground hard-rock mines, squeezing compressive ground conditions are influenced by the presence of rock foliation and high stress. In these cases, the orientation of the foliation with respect to the drift direction has a considerable impact on the magnitude of the resulting deformation. Irrespective of the reinforcement and support strategy, keeping drives developed sub-parallel to the rock foliation operational is difficult, and often requires excessive rehabilitation during the lifetime of the excavation. This study uses field observations and convergence measurements at the LaRonde and Lapa mines of Agnico Eagle Mines Ltd to provide guidelines of the anticipated squeezing levels at these operations.

The oxygen activity of the ladle slag determines the reactivity towards the steel during ladle treatment. Therefore, the in situ measurement of the oxygen activity of slags can be an important tool. The applicability of an electrochemical sensor is examined in this work. The sensor measures the electromotive force (EMF) that is established between a sample of the slag phase that is immersed in the liquid steel bath and a reference system (Cr/Cr2O3). Industrial and laboratory experiments demonstrated the capability of the sensor to detect the influence of the slag components on the measured oxygen potential. Comparison of the measured values with thermodynamically calculated values shows that the measured oxygen activity is systematically too low. This was attributed to a reaction of the steel with the slag sample. To investigate this, further lab tests were performed where the slag oxygen activity was measured after the slag had been equilibrated with the steel. The measured values were dependent on the oxygen activity (aO) of the steel. For industrial applications, it is concluded that the aO of the steel should be known and that this value is necessary for the interpretation of the measured values. This publication contains analyses and related source data for 352 natural gas samples from wells and pipelines in 18 States and 5 foreign countries. All of the samples were obtained and analyzed during calendar year 1974 as a part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economics. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4862 and 576.3 The results of the investigation of the occurrences of helium are published annually to make the information available as soon as possible to the gas industry and the public in general. In a modern economy there is a compelling case why governments should not own property rights to mineral deposits. Assuming they do, however, governments will use these constitutional rights to raise revenue. They have two basic instruments to achieve this; a royalty charge on price or a rent tax on income/profits. On the one hand, a royalty charge creates a 'deadweight loss' to society by increasing cut-off grades and decreasing the life-of-mine. They are also regressive. However, they are easy to administer. On the other hand, a rent tax avoids the problem of 'deadweight loss'; it does not impact on the life-of-mine because the tax structure is neutral. But, they are difficult to administer correctly, particularly in the determination of rents and the definition of mining per se. If rents are incorrectly determined capital markets are distorted. And, if mining activities are incorrectly defined, downstream activities could be adversely affected.

Since the dismal performance of the Rand Mines management was called to account by its shareholders in 1994, the waves of change have continued to ripple across the South African mining industry .The number of listings on the gold board of the Johannesburg Stock Exchange, that once numbered 40 or 50-odd, have now dwindled to no more than a handful as unprecedented restructuring has taken place. The redefining of the industry has not been limited to the gold sector, but across the base metal, coal, diamond, platinum and industrial mineral sectors as well. At the same time the Mining Houses began to reconsider their funding strategies. Originally established in the early part of the century to ensure the long-term sustainability of their group mining operations by providing substantial financial muscle and technical support, the Mining Houses were faced with a rapidly changing political environment, which proved to be a critical catalyst in giving momentum to the change. Furthermore, the significant development costs and increasing risk profile for new projects, coupled with pressure from shareholders demanding respectable returns, opened the door to opportunities for banks to begin providing external debt by the way of project finance. However, the provision of long-term debt to the South African mining industry had generally not been common since mining companies had financed new projects with equity, or with the cash flows from existing operations. Those banks that had the appetite for exposure to the perceived high risks of the mining sector rapidly built up specialist resource banking divisions capable of addressing the increasing demands of the industry. The application of project finance, the principles of which were developed in the 1970s specifically for infrastructure projects and privatization, is now commonly applied in the financing of greenfield and brownfield mining projects. This paper outlines the approach that lending banks would typically adopt when arranging or providing mining project finance, their usual areas of concern and the way in which the finance is structured to mitigate the many inherent risks.

Design of a new underground laboratory is underway through the auspices of the United States National Science Foundation. The Deep Underground Science and Engineering Laboratory (DUSEL) is scoped to provide a diverse group of researchers with a dedicated underground facility capable of supporting a broad spectrum of fundamental and applied research at depth in the Earth?s crust. Key research partners in the endeavor are physicists, biologists, geoscientists and engineers. Engineers are not only designing the underground facilities, but are also actively involved in developing research initiatives. This paper will introduce the DUSEL engineering research program to the mining community, provide an overview of the site, geology, and laboratory facilities, and describe some key program initiatives. The particular technical challenges and opportunities afforded by the construction of DUSEL and the performance of the integrated science-engineering program will be discussed by reference to a subset of research initiatives that are currently under development: Cavern Design, CO2 Sequestration and Transparent Earth. These research initiatives target the development of new techniques that can support improved subsurface investigation, design and construction procedures. An increased use of the subsurface can actively contribute to the development of new, more sustainable solutions for use in mining and civil engineering practice.

Fire in a coal mine can be disastrous on many levels. In most cases, when a fire is detected, mining operations cease and all personnel are evacuated. Underground coal-mine fires are difficult to extinguish, can burn for a long time, and often result in an extended period of lost production. In a worst-case scenario, the mine is permanently sealed and abandoned, resulting in lost jobs, lost natural resources, and possible devastation of the local economy. In some cases, seals placed within the mine to isolate the fire could eliminate the need for sealing the entire mine and the subsequent extended delay in returning the mine to full operation. Previous attempts to place remote seals to extinguish mine fires in active mines have been largely unsuccessful. The West Elk mine experienced an underground fire in early 2000. The fire could not be accessed and extinguished from the active mine workings. A method of constructing seals remotely by drilling boreholes into the affected area was needed to help isolate and extinguish the fire. This paper describes the process by which remote seals were constructed that successfully isolated the fire and provided a means of extinguishing the fire by flooding the area with water. The period of lost production in the West Elk mine was considerably shorter than is typical in similar situations.

Prior to the actual development of an oil property it is difficult to determine the quantity of oil under the property and the rate at which this oil can be brought to the surface-factors that determine the ultimate value of the property. Consequently, there has been much confusion in devising accounting systems that, during the entire life of a property, will show costs and profits from which the producer can determine whether his property is being worked at a profit or otherwise. The Bureau of Mines publishes this report in recognition of a distinct need for a simple treatise on accounting methods adapted to the peculiarities of the petroleum industry. Probably many companies operating oil wells are not fully acquainted with details important to the welfare of their business, because their account books fail to furnish them with exact and adequate data. With the accountant rests the responsibility of providing the management with reports setting forth the details of the business expressed in fitting terms as well as in dollars and cents. These reports are a means whereby efficiency may be maintained, waste prevented, oil obtained and sold, and money suitably reinvested. They also enable a concern to study the progress of its business in order to conserve to the utmost the possible benefits from an exhaustible deposit of mineral wealth. When managements realize the extent of the waste at their properties more attention will be given to the character of the accountancy records. Herein are presented descriptions and discussions of balance sheets, profit-and-loss statements, and bookkeeping methods peculiarly adapted to the oil business. As far as possible, technical phrases have been omitted in order that those not familiar with accounting terms may be able to follow the subject matter. The systems of keeping books outlined in Chapter X have all been found practical. For brevity as well as clearness the major part of the work refers to the company operating only one property.

Work started on the building of the Amsterdam Concert Hall in 1880 by driving over 2000 wooden piles of 13 m on which foundation-beams out of wood and brickwork were made. During construction the design was changed. This was due to the latest German developments, requiring double walls instead of single, so that the space in between could be used for ventilation and heating. Therefore the pile load, originally designed at approximately 100 kN, increased even to 170 kN for some piles, causing settlements and unacceptable cracks in the brickwork. Settlements of up to 18 cm were measured. In 1985/1986 around 400 vibration-free Tubex-displacement-piles were installed under the Concert Hall, with a shaft of 0355 mm, a pile shoe of 0560 mm and a pile length of approximately 18 m. After these Tubex piles had been installed they took over the complete weight of the whole building, thus eliminating further settlements and damage. 95% of all the construction activities took place while the concerts went on. The chosen solution also made it possible to create a new basement under the Concert Hall as an extension for dressing-rooms etc.

In November 1999, CCI's Empire Iron Mining Partnership and MinnovEX Technologies Inc. developed an expert system for advanced control of their Empire IV Grinding Section. Empire IV is comprised of three autogenous Primary Mills and six autogenous Pebble Mills, with a single Pebble Crusher and high pressure Roll Press. The challenges of controlling and optimizing three distinct grinding lines that are inter-woven by a pebble crushing circuit were met with innovative and unique solutions. This paper will detail the approach employed at Empire and will focus on the aspects that make this application unique.

The administration came on as a strong supporter of the mining industry in April of 1982 when President Reagan delivered his long-awaited minerals policy statement. He promised to reduce America's minerals vulnerability, and called for spending billions on meeting stockpile goals for strategic minerals, opening up federal lands for mineral exploration, elimination of barriers to deep sea mining, and regulatory relief. He defended the favorable tax incentives in the Economic Recovery Act as a stimulus to private research and development that would ensure the availability of materials essential to the nation's economy and national defense. But the administration just didn't seem to get anywhere. Congress, environmentalists, and even foreign governments fought White House-proposed legislation on all fronts, delivering the ultimate coup in forcing Environmental Protection Agency Administrator Anne Burford's resignation and the subsequent EPA staff house cleaning in early 1983. Anti-Reaganites scored victory after victory against Reagan's efforts to stimulate the minerals industry. Congress was stalemated on so many mining-related issues that not much was done either for or against the industry. And the US was not to get its way on the issue of sea mining either. Most of Reagan's mineral policy objectives failed to be met. Three months after the National Materials and Minerals Program Plan was presented and the Cabinet Council on Natural Resources and the Environment was made its coordinator, the head of the Cabinet Council James Watt blamed lack of progress in reviving the mining industry and creating a better strategic stockpile on the weak economy and the House of Representatives, which repeatedly thwarted efforts to open wilderness lands to mining. Congress The 97th Congress spent much of its time saying no in 1982-to the Reagan administration's deep cuts in energy and environment programs, to major changes in clean air and water laws, to oil and gas leasing in wilderness, and to killing the Department of Energy. Most of 1982 (and 1981) was spent in heated budget disputes. Some things that did not happen: • The administration and industry failed to get changes in controls of hazardous air pollutants and sulfur dioxide emissions that are implicated in the phenomenon known as acid rain. Industry had wanted to relax requirements for new industries building in clean air regions where the air act demands prevention of significant deterioration (PSD) of air quality, and to relax requirements tightening up the regulation of emissions of hazardous air pollutants. The air battle is expected to continue on five major fronts-acid rain, hazardous air pollutants, PSD, automobile pollution, and nonattainment. • Regulatory reform legislation to overhaul the way government carries out the law died a slow death last year. Business groups and the administration said federal agencies should be required to consider cost-effective measures of reaching regulatory objectives of protecting public health, safety, and the environment. Opponents, including environmentalists, feared such action would delay, weaken, or scuttle important regulations. • Congress turned thumbs down several times on proposals for oil and gas leasing in wilderness but could not agree on any new wilderness recommendations (see The Wilderness Battle). • Congress refused to open the door to the Reagan administration's plan to raise up to $4 billion a year from sales of federal lands. The administration identified surplus and excess federal lands, mostly obsolete buildings or isolated tracts of land, that could be sold by the General Services Administration (GSA) to help out the federal budget deficit. Congress took no action. Some things that did happen: • Congress extended the Defense Production Act (DPA) for six months through March 1983 without changing the 32-year-old law. That came after it failed to resolve sharp differences over proposals for critical minerals programs. Differences concerned both the amount of funds and the scope of programs that would be authorized under the DPA's Title III. Some proponents pressed for $5 billion in funding for loan guarantees or purchase commitments to spur domestic production of minerals such as cobalt. Other members of Congress wanted smaller amounts of funding, and the Reagan administration, until about November, had opposed any use of federal funds for strategic mineral programs. These measures were certain to come up again before the DPA extension expired in March. • House supporters of the Critical Materials Act of 1982 were unable to come up with the twothirds majority needed to pass the bill, so it died on the House floor in December. The bill proposed that a council be established with responsibility for coordinating federal materials research and development. Virtual Reality (VR) simulations are excellent tools for training, education, simulation of abnormal and dangerous conditions in mines and solving complex problems. Although the concept of VR has been around for nearly half a century, it has taken recent advances in hardware and software to bring this technology to within the budgetary reach of ordinary users and researchers. VR is now successfully being used in the minerals industry for: data visualization, accident reconstructions, simulation applications, risk analysis, hazard awareness and training. The Institute of Sustainable Minerals Industry, Advanced Computer Graphics and Virtual Reality Research Group (SMI-VR) at the University of Queensland, established in late 2000, has been involved in developing VR applications for the minerals industry in conjunction with various research centres. This paper illustrates the benefits of using advanced computer graphics and VR techniques in the minerals industry with some examples of applications developed.

Two integral components of the 30 CFR 48 training requirements mandated for new miners, newly employed experienced miners, and the annual refresher training of all miners are hazard recognition and prevention of accidents. In these categories, instruction shall include the recognition and avoidance of hazards present in the mine, and a review of accidents and their causes. Unlike instruction preparation for fact-based material, program development for hazard recognition places a particular challenge before safety-training specialists because they are often limited in their ability to adequately gauge the trainees' levels awareness prior to training. Further, they must also assure that the training is relevant, and it is presented in a thought-provoking manner. Computer-based instruction is particularly well suited for assisting trainers in developing hazard- recognition topics because it can be used in pre-training and post-training modes for assessment of training effectiveness, in addition to use as a presentation tool. Therefore, this paper will present a recent approach developed at Penn State to apply this technology for assessment and instruction of accident prevention through hazard recognition, with an application prepared for surface coal mines.

Construction of a new approach embankment for a railroad bridge over a river in Southern California required placing up to 12 ft of fill over soft to medium stiff silts and clays along an approximate 1,500-ft long stretch. The embankment, situated within a narrow railroad right-of-way between an existing live track and existing buildings, would have been susceptible to excessive settlement that could damage existing buildings and numerous underground utilities if regular weight soil fill had been placed over the unimproved ground. To limit total and differential static settlements to tolerable levels, a design was developed using a combination of mechanically stabilized earth wall with lightweight cellular concrete fill and rigid inclusions ground improvement. This paper describes the design of the ground improvement system, construction methods used, and challenges of working next to live railroad traffic. Ground improvement quality control and assurance measures, and verification of performance by settlement monitoring are also addressed. INTRODUCTION AND BACKGROUND The 0.9-mile San Diego River Double Track (SDRDT) project is located on the Los Angeles-San Diego- San Luis Obispo (LOSSAN) Corridor in San Diego, California. The project includes the replacement of the existing 900-ft long single track railroad bridge over the San Diego River with twin double track structures. Construction of the project is phased and closely coordinated with the associated Mid-Coast light rail project (San Diego Trolley Blue Line Extension). The new bridge is a 7-span, twin steel, through girder structure supported by six cast-in-place reinforced concrete pier caps and two abutments. The large diameter cast-in-drilled-hole (CIDH) foundations are up to 9 ft in diameter, with upper portions encased in a 1.5-in.-thick permanent steel casing. The north abutment approach embankment includes a mechanically stabilized earth (MSE) retaining wall up to approximately 10 ft high and 1,520 ft long. This paper focuses on the design and construction of the north approach embankment. The project site is characterized by challenging geotechnical and seismic conditions. The site contains liquefiable soils interbedded with soft cohesive soils, underlain by competent layers of sand/gravel/cobble and other sedimentary formations. Static settlement of the new railroad, crossing utilities and adjacent buildings was a primary design concern for the north approach embankment.

The proposed Gautrain Rapid Rail Link (GRRL) will require approximately 15 km of double or twin high-speed rail track tunnels located for the greater part beneath the northern suburbs of Johannesburg, including Houghton, Rosebank and Sandton. During the Environmental Impact Assessment (EIA) it became clear that potential surface vibration above and in the vicinity of the tunnels was a matter of serious concern to the residents of the affected properties and that the impact required assessment. The general method proposed is based on a US Department of Transportation, 1998, publication in which abase vibration curve derived for typical high-speed passenger trains is adjusted for the topological, geological and other features to predict the surface vibration and the associated ground-borne noise. The predictions indicate that some isolated areas might be impacted but that the impact will likely be limited, and it is possible to mitigate the impact using suitable track construction methods and track support systems.

The paper describes the design process, trial testing and contract pile installation of 772 pre­cast concrete piles at a site in Surrey, South East England. Recommendations on how to improve the design, construction trials and main contract piling phases of the project are made. The building layout is shown in Figure 1 and is comprised of a central circulation area with five office wings radiating out from its southern side (only three of these wings were constructed in Phase 1 of the project). Approximately 60% of the circulation area and one office wing were built with a single level basement. The basement was constructed "bottom-up" in open cut with the void between the basement walls and the cut slope being back-filled with compacted site won soil above a perimeter drainage system at basement slab level. The building has up to 3 stories above basement level and is a reinforced concrete structure. The client for the project is Pfizer Ltd. Pfizer Ltd was represented on site by Laing Project Management (Laing). The consulting engineer was Ove Arup and Partners (Arup) while the piling contractor was Roger Bullivant Ltd (RBL).

This paper discusses how modern techniques of design and construction were used to create the deep stations for the Copenhagen Metro. The deep stations are located in small squares within the city adjacent to many old and sensitive buildings. The architectural design provides a large open atrium to allow natural light to reach the column free platforms to give the citizens of Copenhagen a feeling of safety and security and encourage them to use the Metro. The design and construction contract was undertaken using the relatively new and untried Eurocodes. The resulting stations set new standards of design for underground metros and have pushed forward the frontiers of what is appropriate construction practice to protect the existing and enhance the future environment.

The conditions under which vanadium is rendered insoluble by silica in the alkali-roast process have been investigated starting with both slag and reagent-grade materials. The inert phase is a glass formed slowlyfrom soluble NaV03 produced at lower temperatures. It contains approximately 30 per cent V in a partly reduced state; iron is not a principal component. Some of the vanadium in the inert phase is slowly returned to a soluble form by heating in an oxidizing atmosphere below the temperature at which the glass is formed (750°C). As the reaction leading to the required, soluble form of vanadium is also slow between 600 and 750° optimization and control of the temperature profile and atmosphere in the furnace, and the residence time of the solids, are necessary to ensure high vanadium extraction during subsequent leaching.
