The Morenci/Metcalf porphyry copper mining operation, located in southeastern Arizona, currently processes approximately 100,000 tons of ore per day and has copper ore reserves estimated to be in excess of one billion tons. Functional groups within the Geology Depart¬ment (currently staffed with six professional and two support personnel) include mine geology, project geology, and hydrogeology. The primary task of mine geologists is daily preblast bench face mapping with grade and mill amenability estimates. Auxiliary duties include detailed in-pit metal distribution evaluation, mineragraphic work and flux quarry geology. Project geologists conduct explora¬tion and preliminary development projects both within and outside the Morenci district and provide support to ore reserve block modeling and geotechnical work performed by the Morenci mine engineering group. Hydrogeologists handle exploration for and development of groundwater' resources and groundwater flow modeling, mine dump leach solution penetration and recovery evaluation, and tailing dam water reclamation.

The Bureau of Mines has developed a system for dewatering waste slurries by flocculating mineral particles with polyethylene oxide (PEO) and dewatering the resulting flocs on static and/or rotary screens. This paper discusses data obtained from dewatering, rheology, and ion-exchange experiments. A possible mechanism is postulated for the attachment of PEO to claylike particles through a water bridge with the intershell waters of the exchanged ion and the polymer.

In order to put an end to the uneven environmental standards and enforcement established by various coal mining States in the United States, the Congress passed and the President signed the Surface Mining Control and Reclamation Act (Public Law 95-87 or the Act) on August 3, 1977. Within one year after passage, the Secretary of the Interior was directed to promulgate permanent program regulations implementing Title V provisions of the Act. These regulations were to form the basis for State regulatory programs under the Act and to allow States to assume primary regulatory responsibility. In order to implement the underground mining provision of the Act, the Secretary is directed in section 516(a) of the Act to promulgate rules, but ones which take into consideration the distinct differences between surface coal mining and underground coal mining. The regulations developed by the Secretary and promulgated on March 13, 1979, with respect to subsidence control, included (1) a subsidence control plan as part of the permitting process, (2) substantive provisions establishing performance standards for subsidence control, and (3) provisions providing for the prohibition of mining under perennial streams, impoundments larger than 20 acre feet, and certain public facilities and urban areas.

"Within underground portions of metro rail networks the traditional approach to a design fire has been to assume a worst credible railcar fire and develop ventilation and egress measures for life safety. This approach is being challenged as a rail network approach to design fires becomes a more practical and realistic approach. The network approach is based on utilizing an in-depth hazard analysis, to understand ignition and fire load sources in tunnels, above and below the floor of the railcar and within stations, and then utilizing a quantitative risk assessment to determine sets of fire scenarios. The process allows small, medium and large fires to be considered, with the consequences also being quantified. The selection of design fires has a significant influence on fire protection measures within a metro network and hence, is a major cost input. The rail network approach provides more robust decisions on fires, based on the hazards present. INTRODUCTION A fire within a rail car or one that occurs as part of a rail system can threaten the lives of users, maintenance staff and emergency services personnel. Fires in metro systems are rare events but can have severe consequences. As a result, any analysis of a potential fire must be thorough and rigorous and address not only regular accidents and small fires, but also very low probability, high consequence scenarios. The fire safety design process for a tunnel and station must start with the design engineers, contractor and operators making a number of key decisions related to fire protection measures, which may have significant cost considerations. One of the key aspects that influences the required fire protection is the design fire and the design fire scenarios, which is a key input for analysis. This paper provides an overview of the author’s experience in designing fire protection measures for rail networks in Europe, Australia and NZ, where a risk based framework is used to develop design fires and scenarios for the whole rail system – trains, stations and tunnels. This system wide approach is innovative, challenges the norms, but provides significantly more informed outcomes. The range of design fires will include small fires that may halt the network, larger fires for smoke hazard system design and significant post-flashover fires to assess the structural response."

The Irwin Basin. (Fig. 1)* is a synclinal or shoe-horn *Figure numbers throughout refer to color slides not included with the preprint shaped basin in the Pittsburgh Coal Seam, It is approximately 10 miles wide and 22 miles long at its maximum points. The surface of the land above the basin is hilly, rolling farmland,, typical of this area of Pennsylvania, and it is criss-crossed with streams and highways and liberally dotted with farm houses and communities. In-general the coal is pitched from north to south with a total drop of 610 feet'. The coal seam cross-section from east to west is bowl-shaped and rises as much as 375 feet from the low point of the bowl to-the-outcrop. Cross-sections showing coal elevations are shown on Figs, 4 and 50 Ground cover above the coal will vary from 0 to 550 feet, averaging about 350 feet throughout the area. This area is richly endowed with a history of coal mining. The first car of coal shipped cast of the Allegheny Mountains was mined in the Westmoreland Coal Company's Shady Grove (later North Side) Colliery in Irwin, Pa., early in 1853, This mine was opened in 1852 by Coleman, Hillman & Company. The coal was hauled from the mine to the freight station by horse-drawn wagon and. loaded into a then "standard" box car of 18,000-pound capacity. Coal mining in this region flourished and grew as steel production in nearby Pittsburgh demanded more and more of the high quality, metallurgical-grade coal of the region.

Introduction Preparing a report on fluorspar economics in the US could have been somewhat complicated at one time. This was because the number of producers, both large and small, derived production from different locations through-out the western US and the southern Illinois and western Kentucky fluorspar districts. Companies, such as Allied Chemical and Williamson Mining, operated in the Jamestown district of Colorado. In Walden and Salida, CO, the Colorado Fluorspar Co. operated mines and mills. In New Mexico, both Du Pont and Allied had mines and mills. In the Illinois-Kentucky district, US Steel, Rosiclare Lead and Fluorspar, Minerva Oil Co., and Marathon Oil all produced spar for the US market. Now all of the companies are out of the fluorspar business and, with the closing of the Seaforth Mineral Co.'s Inverness Mining Co., only Ozark-Mahoning Co. survives as a domestic producer. History Ozark-Mahoning Co., as it now exists, was formed in 1946 by the merger of Ozark Chemical Co. and Mahoning Mining Co. Ozark Chemical Co. was started in the 1920s to produce sulfuric acid for two refineries located in Tulsa, OK. Mahoning Mining was originally formed by the founders of Ozark Chemical Co. and the Youngstown Sheet and Tube Co. to produce fluorspar and associated minerals from properties in the southern Illinois and western Kentucky fluorspar district. In 1937, Mahoning Mining started an exploration program, employing contractor-operated churn drills to look for reserves in Hardin and Pope Counties in southern Illinois. Based on known reserves in the area and the results of the exploration program, work was started in the fall of 1938 to build a selective flotation plant at Rosiclare, IL. The mill was completed and put into operation in August of 1939. The company's first mining efforts were in the Cave-In-Rock district just north of Cave-In-Rock, IL. The deposits in this area were of the Manto or bedded type. They have been the mainstay of the company's operations in the Illinois-Kentucky fluorspar district. In 1950-51, the company expanded its operations by purchasing fluorspar properties from Colorado Fluorspar Co. at Walden, CO. This location was operated from 1952 through 1958 and from 1968 through 1973 when it was closed permanently. In 1974, Ozark-Mahoning Co. was purchased by Pennwalt Corp. Presently, it is a wholly-owned subsidiary of that corporation. As the only major domestic producer of fluorspar in the US today, the company's ability to survive under the flood of imported material is directly related to the four major segments of its operations. These are: exploration, mining productivity, maintenance, and marketing. All are done in-house. Exploration The Southern Illinois fluorspar district is located in the most complexly faulted area of the central US. The formations are sedimentary in nature and range in age from Devonian through Pennsylvanian. The deposits are small, they range in size from a few thousand tons up to 900 kt (1 million st), with the average minable deposit being around 544 kt (600,000 st). The ore occurs in both nearly vertical vein deposits and in Manto or flat lying bedded deposits. Due to the relatively small size of the deposits and the depth at which they occur, a good low-cost exploration program is essential to ensure that new finds of ore are equal to the mining extraction rate. Ozark maintains a leased land position in Pope and Hardin Counties that will fluctuate somewhere between a low of 40 km2 (10,000 acres) up to a high of 129 km2 (32,000 acres), depending on total size of tracts leased. Most all lands are obtained through a standard lease purchase option, with a small minimum royalty per acre during the normal 10-year option period. "A beautiful America will require the effort of government at every level, of business, and of private groups. Above all it will require the concern and action of individual citizens, alert to danger, determined to improve the quality of their surroundings, resisting blight, demanding and building beauty for themselves and their children." "Improvement of our environment" has become a cause much like "motherhood". The increased awareness of the public concerning this subject makes it most unpopular for anyone to be involved in anything that seemingly is detrimental to our environment. And this awarement goes far beyond our biggest pollution problem in America - the distribution of paper, abandoned automobiles, beer cans and other garbage by our enlightened society along every city, highway, trout stream, river and mountain in America. In fact, the greatest awarement comes because of the "sensational" reporting and writing in our various national communication media, wherein the same voting citizens who so generously distribute their refuse about the countryside are emotionally aroused and duped into transferring what is truly a national problem onto the shoulders of a few industries - notably and particularly the mineral extraction industry. Certainly mankind is more and more stumbling over his own garbage daily, a fact that is easier to sell a citizen of one of our large cities than a resident of the wide open spaces of the west. Yet even in the Rocky Mountain states, the "Land of Sky Blue Waters", the "Big Sky Country", and particularly in Salt Lake valley smog is not unknown. Pollution and littering have become problems that need to be faced squarely. In North Dakota alone it has been estimated that one section of farm land each year flows down the mighty Missouri and the greatest producer of sediment is now reported to be the highway department.

The Esmeralda mine is located about three miles west of the town of Parral, in the State of Chihuahua, Northern Mexico, and about 400 miles south of El Paso, Texas. The area is serviced by the Interamerican Highway and a branch line of the National Railways of Mexico. The Parral district is quite typical of the semidesert of Northern Mexico, lying near the western margin of the Chihuahua basin and range province known in Mexico as the ?Mesa Central? In the immediate mine area, low rounded hills and rolling plans slope toward the Parral River. Surface elevation at the mine is 5,800 feet. The Esmeralda vein outcrops strongly, but was too low grade to be of interest to the Spaniards, The first claims were staked in 1897 and limited exploration work to a depth of 550 feet was carried out prior to 1912, at which time work was suspended. The Eagle-Picher Company acquired the property in 1944 and by surface diamond drilling outlined an orebody to a depth of 800 feet, Minas de Iguala, S. A, de C.V., one of Eagle-Picher?s totally owned subsidiary companies in Mexico, then unwatered the old workings, developed the mine, installed a modern differential flotation plant and started production lage in 1948. To the present, more than two and ahalf million tons of ore have been mined and milled producing lead and zinc concentrates.

In many ways, conveyors are the lifeline of mining and processing operations. Like arteries in the human body, they continuously supply materials to and carry finished products and waste away from vital on-going operations. And like arteries, when the conveyors are running with less than maximum efficiency and productivity, it spells serious trouble for the operation's overall health. Inefficient conveyors suffer carryback, leading to the build-up of materials on idlers and other expensive components. They spill and leak material at loading zones and conveyor transfer points, causing accumulations that can damage the belt, wear moving components, and increase both clean-up labor and maintenance expense. They wander or mistrack, spilling material and endangering personnel and conveyor components including the belt itself. And through these inefficiencies, they multiply the operation's hidden costs. These added expenses are created in lost production, increased downtime for service and maintenance, and the cost of the replacement of prematurely worn equipment. In addition, the attitude that inefficiency is "good enough" is recognized elsewhere in the organization; as a result, other departments relax or operate at less than peak performance. Quality goes down and with it employee morale.

Phosphate mining and beneficiation in the State of Florida are presently being carried on by 12 different mining companies with a total of 21 mining and flotation plant locations. Their combined production of both washer rock and flotation concentrate was approximately 28,000,000 long tons in 1968. This accounted for 70-72% of the total U. S. production and close to 30% of the world's output of this mineral. From this extensive activity in the Florida phosphate field, one basic flow sheet for beneficiation of the ore has developed over the years as the most commonly employed. In fact, all of these plants with the exception of two beneficiate Florida pebble phosphate using a basic operation as illustrated in Figure I. The two plants which differ from this general approach are not using raw matrix as feed. In one instance, +14 mesh pebble is ground in a rod mill to release free silica which is subsequently removed in a cationic froth flotation circuit using an amine acetate blend and kerosene. This technique generally results in a 4-7 BPL unit upgrading of the feed pebble. The other exception to the standard flow sheet illustrated in Figure I is an operation which is beneficiating tailing piles. In this case, the material is first subjected to cationic froth flotation in order to upgrade the feed to a point comparable to normal matrix. Thereafter, after, the phosphate is floated in an anionic rougher circuit followed by cationic flotation of the silica in a cleaner circuit.

During .the past five decades or so we have passed from a time when it was difficult to point to a mine or an ore body and verify that it had been discovered by geological methods, through the. Twenties when the common saying was, "Who ever heard of a mine found by a geologist?", to recent decades when hundreds of mines and ore bodies are acknowledged geological discoveries and the above query can be ignored. Recently, however, the application of mining geology appears to have been downgraded, or so it seems to me. Basic geology in mining has been cheapened and glossed over in favor of geophysics and outcrop sampling, even though the latter is merely one technique of mining geology and, to some extent anyhow, has been used for a. long time. (Locke, 3, pp 81-87). Geophysics by itself and in conjunction with geology has had success in certain geological provinces, but limited attainment in mountainous terrane except in those few cases where strongly magnetic minerals are associated with ore. Nevertheless, in the Cordillera .many experimental techniques are offered as proved ones. This is not an intent to try to depreciate honest geo- physics. Continued experimentation and use of it is approved by all, but at the same time it is foolhardy to throw mining geology overboard, Generally both approaches should be considered and usually, at first anyhow, geology is the most direct one.

As in other mineral deposits, variation in bitumen saturation, thickness of ore and discard occurs throughout Alberta's Athabasca Oil Sands deposit. The economic stripping ratio developed here to determine surface mineable limits takes into account capital and operating costs, crude oil prices, quality of ore, thickness of overburden, and thickness of inter-ore waste. The surface mining systems employed to remove bituminous sands (oil sands) from huge mines at depths of 60-70m use gigantic draglines, bucket wheel excavators and reclaimers, and large mobile equipment.

Kelsey Lake kimberlites are a cluster of eight diamondiferous pipes that occur in the northern State Line kimber lite district of the Colorado-Wyo¬ming diamond province (Coopersmith 1991, 1993) (Fig. 1). This is located at the southern margin of the Wyoming Archean province. Two relatively large pipes and a few smaller bodies define the cluster (Fig. 2). The Kelsey Lake kimberlite cluster has been developed as the first diamond mine in the United States. The cluster was discovered in 1987. Full-scale production began in the spring of 1996. Mining has produced gem-quality diamonds up to 28.3 carats in size. The 30 State Line kimberlites, intruded about 390 million years ago into Proterozoic crystalline rocks, were presumed to be underlain by Archean basement of the Wyoming Province. Nearly all the kimberlite pipes contain diamond but only the Kelsey Lake pipes are economic. The Kelsey Lake kimberlites contain predominately diatreme facies kimberlite, with minor hypabyssal and crater facies rocks locally occurring. Alteration and weathering of the kimberlites is extensive. Petrologic studies indicated an underlying lithosphere that has a largely Proterozoic signature and shows evidence of deep melt and metasomatic events. Current development has concentrated on the two largest pipes. These have been bulk-sampled after geological study (1987) identified the presence of small diamonds and mineral chemistry indicating favorable diamond conditions. A 10-t/hr (11-stph) rotary pan plant was established in 1992 to process thousands of tons of bulk-sample material. Grades and gem-quality diamonds to 14.2 carats in size were recovered. Early in 1995, it was decided to move from evaluation to commercial mining. Production began in early 1996. A 195-t/hr (215-stph) rotary pan plant was built. A water supply system and tailings disposal have also been incorporated. The project straddles the Colorado/Wyoming border. Existing mining permits were amended to incorporate the increased scale and new plant facility. The permits for this project included the following: Colorado mining permit, Wyoming dozing permit, Corps of Engineers Section 404, Colorado NPDES, Wyoming NPDES, Storm water Management Plan, Air Pollution Emission Notice, various Colorado and Wyoming State Engineer and well permits, Substitute Water Sup¬ply Plan, Larimer County Special Use Review, and US Forest Service road use permits. The temporary destruction of a wetlands area was a sensitive issue. It has been addressed through the Clean Water Act Section 404 permit administered by the US Corps of Engineers. This use will be mitigated by creating new, self-sustaining wetlands in the immediate drainage system. A comprehensive and bonded reclamation plan is incorporated in the permits. Diamond mining and ore processing is environmentally benign. No chemicals are used in processing the diamonds. The plant is a water wash facility. The kimberlite ore is inert, as is the granite wall rock. The exposure of the ore body and the subsequent ore processing and waste rock and tailings containments pose no threat of release, leaching or dispersion of any detrimental elements. There is no acid-forming waste. Even a prolonged acid rain environment will not produce a harmful leachate. Slimes containment and clarification ponds will prevent unacceptable levels of suspended solids in water discharge. A wide variety of materials have satisfactory to superior insulating properties and can be used to control the flow of heat, provide energy savings, improve personal comfort and contribute to personal safety. Such materials range from completely organic products--both of natural origin and synthetics--to completely inorganic. In many cases, thermal protective systems are actually combinations of both. Obviously, those insulating materials which are principally inorganic have the inherent advantages of low to minimal combustibility as well as utility at vastly elevated temperatures. Both of these properties are highly desirable in providing not only thermal energy conservation, but also personal safety in residential and commercial applications. As the thermal insulation needs of man and industry have developed, there has been an ever-increasing demand on the minerals industry to provide the resources required to fill these needs. On a global scale, industrial minerals have become the fundamental base upon which today's thermal insulation industry has been built. The use of minerals to control heat flow range from the most unsophisticated applications to those requiring the ultimate in scientific technology. In many cases the minerals are themselves converted in- to the major insulating media; for example, fiber glass, rock wool or refractory fiber. In other cases, minerals are used as the chemical reactants to form the binder matrix which in turn provides the product strength required for adequate handling and installation; for example, calcium silicate bonded products wherein the binder is the reaction product of lime and silica. In still other cases, low density mineral products are added to a high density binder System to provide lower weight and better insulating properties; for example, the use of expanded perlite in concrete.

In July 1985, as the U.S. copper industry contracted and the Mexican industry expanded, a trans border pollution agreement was signed which included smelter air pollution control in the "Gray Triangle": Cananea, Nacozari and Douglas. Since then the Douglas smelter has been closed, a year earlier than initially required; though its new smelter is operating, S02 collection and acid disposal at Nacozari is yet to come; and the Cananea smelter has been un-touched. Nacozari and Cananea copper mining have expanded while a reduced U.S. copper industry has rationalized to a point of fragile profitability. As a paradigm of U.S. copper competitiveness, this paper attempts to explain the differential fortunes of copper in the two countries, to project the future of the smelter agreement as a function of acid disposal, and to consider the consequences of the politicized application of smelter pollution control in Arizona.

Pre-concentration by sorting is as old as the mining industry. Inevitably waste rock is broken with ore. Separation may take place in the stopes by selective mucking and transport, or selective loading and transport of ore and waste by 12-cu, yd. shovels and 100-ton trucks in large open pit operations. Hand sorting of 1" to 16" pieces, formerly widely practiced at underground chutes and prior to or following first stage crushing, has greatly diminished in the United States with its high per hour labor cost, although still widely practiced in other countries and, surprisingly, in some of the most modern mills where inexpensive labor is available. The economics of pre-concentration by sorting is attractive since elimination of waste at any cost less than the total milling cost will show a profit. The size at which sorting should be under- taken is determined by the size at which liberation is secured to yield a product of ore and waste, and greatly influences cost and the point in the flowsheet where sorting can be undertaken. In some instances mining costs can be reduced where an inexpensive sorting system to eliminate waste is combined with a less selective and less costly mining method. This is particularly true in deep mines where hoisting capacity determines the rate of extraction and sorting is performed underground, with waste utilized for fill. Hand sorting, while efficient, is expensive because of low sorting rates. Peale (1) quotes man hour capacity at 1/3 ton per hour on sizes 3/4" to 3" copper ore, and up to 5 tons per hour on rich iron ore sized from 4" to 16".

[This paper represents a portion of a lager study, concerning dispersion patterns of major, minor and trace elements in wall-rock about ore-bodies in part of the Colorado Mineral Belt. This phase of the work pertains to the Mg/Ca ratio variations in wall-rock adjacent to ore-bodies in two mines of the Alma-Horseshoe Mining District of Central Colorado. The mining district is located 80 miles southwest of Denver (Figure 1) on the east flank of the Mosquito Range. The area is typified by rugged relief with altitudes from 10,500 to 14,000 feet.]

A literature review on quantitative analysis of mine safely studies revealed that numerous investigators explored a wide- range of techniques, including the investigation of bivariate and multivariate statistical models. Although these researchers addressed various issues of accident causation and prevention, they, in general, did not investigate through the use of quantitative models the multivariate relationships of several factors affecting mine safety in a causal framework. In this paper, systems dynamics and structural equation modeling are presented to simultaneously represent and study the effect of policy variables related to accident prevention along with the factors causing accidents and injuries. The application of these models to a group of mines revealed that current training practices at these mines do not appear to alleviate accident occurrences. It is inferred that the use of these quantitative techniques can provide a new direction of research in mine-safety studies.
