The East Side Access (ESA) Project in New York will be the largest tunneling project ever undertaken by a US railroad. The objective of the ESA project is to connect the Long Island Rail Road (LIRR) Main Line and Port Washington Line in Queens to Grand Central Terminal in Manhattan. The Project is divided into two distinctive segments: Manhattan and Queens. The Queens segment is subdivided into two major components; cut and cover tunnel construction and bored tunnels. The bored tunnels in Queens consist of five tunnels driven from a launch shaft and traverse a railway storage yard, Sunnyside Yard and terminate under the multitrack mainlines of Amtrak and LIRR at portals in the heart of Harold Interlocking where1200 trains pass every day. The soil consists of remnants of glacial till moraines and of outwash and till deposits of inter layered gravel and fines, with the occasional boulders and cobbles and with a high ground water table. It is anticipated that a Pressurized Face Machine, either slurry or Earth Pressure Balance equipped with roller disks to mine the boulders encountered as well as the mixed face, will be used to mine the tunnels. One pass reinforced concrete gasket bolted liner will be used. The cut and cover construction consists of an approximately 21.3 m (70 feet) deep excavation supported by slurry walls and jet grout columns. The slurry walls, in combination with overlapping jet grouted columns, are installed to top of rock forming a closed bathtub to control external groundwater drawdown. Maintaining the groundwater level near its original elevation is of paramount importance in order to prevent undesirable settlements and migration of groundwater that could be contaminated. Mitigation measures to prevent the migration of nearby plums are contemplated for all types of tunneling and excavation work in this site of the ESA project.

"Prevalence of lung disease in younger miners surprised industry regulators, congressional members, researchers and black lung clinic staff members. Mitigation researcher focused on low-coal mining in the Appalachian regions until Miners Colfax Medical Center (MCMC) Black Lung Clinic examinations discovered 25 of 72 Wyoming coal miners with lung disease. To reverse recent upward trend in lung disease, research programatic have been directed at reducing exposure to respirable “float” dust. This paper suggests broadening the scope of research to include boundary detection in efforts to improve outcomes. Beginning with a better understanding of biochemistry of anaerobic bacteria methylation processes precipitating sulfur and heavy metals into thin seam boundary layers. Expanding research and development objective to focused on minimization of bit-pick crushing cone volume and preventing mining thin boundary coal layers and out-of-seam dilution. Black lung clinical evaluations of miner will confirm outcomes directed towards reduced occupational disease and smoke stack emissions. INTRODUCTION Miner exposer to bit-tip crushing cone volume, fragmentation and auger movement generated respirable “float” dust and boiler emissions are related science-technology –engineering-mathematics (STEM) problems. Formidable but not intractable problems are driven by oxidation of upper flood plain elements in the periodic table and biochemical metabolic presses occurring in coal basin. Because of burial compaction, quartz and trace heavy metals (Fe2+, Mg2+) are concentrated in thin seam boundary layers. By not cutting through thin boundary coal layer and out-of-seam into hard quartz containing rock layers, miner lung disease and smoke stack emissions are minimized. Cutting bit-pick elastic wave hydrodynamic principle force vectors in the coal layer must be aligned to minimize respirable dust generation, constrained by fragmentation size. Dust abatement by water spray and machine design are effective; but for, failure to address cutting cone dust volume generation and its distribution along run-of-mine (ROM) transportation systems the boiler. Real-time precision thickness measurements by integrated cutting drum (icDrum) sensor, machine man-interdiction from a dust free control room, is a cost effective way to prevents respirable dust exposure. The recommended STEM research and demonstration initiative addresses issues raised by discoveries of increased rate of lung disease discovered in young miners and concerns over emissions from coal-fired electric generation stations (Global Warming). In-mine demonstrations must be validated by on-site MCMC mobile Black Lung Clinic data acquisition and analysis."

In the upgrading of finely-disseminated iron ores, selective desliming is the critical step which must be controlled in order to achieve efficient flotation. A prerequisite for selective desliming is a properly-dispersed pulp; sodium silicate is commonly used as a dispersant. The mechanism by which sodium silicate acts as a dispersant in the presence of calcium ions was examined by streaming potential measurements, settling tests, abstraction density determinations, selective flocculation tests and scanning electron microscope observations. The study established that calcium silicate precipitates on the mineral surfaces dispersed the pulp. Although sodium silicate was a nonselective dispersant, the addition of corn starch aided the flocculation of goethite over quartz at low silicate additions, but became ineffective at higher silicate levels. A model is presented to explain the dispersant mechanism of sodium silicate in the presence of calcium ion for selective flocculation of iron ores.

Two samples of iron enriched basalt (IEB) containing simulated nuclear fuel and having two distinct microstructures were prepared and tested for uranium recovery. The IEBs are refractory towards leaching by ground water. However, the uranium content (15.8%) is high enough that if aggressive leaching techniques are used for uranium recovery, these materials could be considered as man-made uranium ores. The IEBs discussed in this report were prepared to simulate Three Mile Island-2 core debris. The crushed IEBs were treated using three different methods simulating potential industrial scale processes. In one method the IEBs were fused with sodium hydroxide then the cooled mass leached first with water then with dilute sulfuric acid; about 52% of the uranium was recovered in this case. In the second method the IEBs were treated with a sulfuric acid/hydrogen peroxide lixiviant and about 13% of the uranium was recovered. In the third technique the IEBs were leached with a sodium carbonate/sodium bicarbonate/hydrogen peroxide solution. Only about 0.1% of the uranium was recovered. The results of these screening tests suggest that the IEBs can be successfully treated for recovery of the contained uranium. Other studies would be required to determine if other values, such as zirconium or silver, could be recovered from the IEBs.

Tile Asheville Minerals Research Laboratory is a member of the Engineering Research Department of North Carolina State University. The Laboratory is engaged mainly in applied nonmetallic mineral processing research to assist the North Carolina mining industry. A few out of state projects are handled at times. The Laboratory helped to bring the flotation process to North Carolina feldspar, spodumene, mica and phosphate producers and maintains versatile batch and pilot plant facilities at Asheville. It is of interest that North Carolina has now one of the newest and largest flotation plants at Lee Creek where Texas Gulf Sulphur Company produces 10,000 tons of phosphate concentrate per day, and one of the smallest flotation plants at Pittsburgh Plate Glass Company's fiberglass plant in Shelby, North Carolina where $50,000 per year of platinum-rhodium metal is reclaimed from wasted fiberglass furnace refractories in a tiny flotation operation of pilot plant size. The conservation of mineral resources through improved processing methods has been the object of most of the Laboratory's projects. This work has been extremely interesting and rewarding in many instances. Or, the example of projects for Kings Mountain Mica Company it will be demonstrated how waste could be reduced step by step from 20 tons of waste per ton of product to LO tons of product per ton of waste by improved processing methods. Brick, high grade potash feldspar, and silica sand are now produced from formerly wasted materials. AL this time Laboratory work sponsored by three feldspar companies, the State of North Carolina, and the U. S. Bureau of Mines, is aimed at reducing the amounts of feldspar tailings in the Spruce Pine area. Mineral dressing techniques are applied to reclaim saleable mineral products such as feldspar, mica quartz, and to make more uniform material for possible ceramic and other applications. Processes to produce new products such as sand-lime brick, and lightweight foamed autoclaved calcium silicate building products will be tested.

INTRODUCTION The former Shiprock uranium mill site is located in the community of Shiprock, New Mexico on a bench overlooking the San Juan River (Figure 1). Both Shiprock and the mill site are located on the Navajo Indian Reservation. The millsite was built on a 230 acre tract leased by Kerr-McGee Oil Industries Inc., and was operated from 1954 to 1963. The Vanadium Corporation of America and its successor, the Foote Mineral Company, operated the mill from 1963 to 1968. During its entire operation, 1.5 million tons of uranium ore was milled producing 3711 tons of U308 concentrate. The concentrate was sold to the former U.S. Atomic Energy Commission. During milling, the ore was crushed to less than 35 mesh and acid leached to remove the uranium. The [ ] uranium was removed from the leach solution by solvent extraction and the uranium-barren solution discharged into raffinate ponds for disposal by evaporation and seepage. The spent solids (tailings) were pulped with waste process fluids and water and discharged to form tailings piles. The piles (ponds or dams) were formed with earth starter dikes. The dike walls were then raised using the separated sand fraction of the tailings. The slime fraction of the tailings were discharged into the diked impoundment. Since only a small fraction (0.25 percent) of the ore was U308 by weight, most of the ore bulk ended up as wastes. The wastes contain nearly all of the uranium decay chain radionuclides present in the ore except uranium. The mill was shut down and partially dismantled before the lease expired in 1973, and the remainder of the mill and wastes reverted back to the Navajo Tribe which was the lessor. Portions of the millsite were then occupied by the Navajo Engineering and Construction Authority (NECA), a Tribal enterprise. In order to provide skilled personnel to operate earth moving equipment, a heavy equipment operator's training school was also established on the mill site and was administered and operated by NECA. The U.S. Public Health Service (PHS) and the Environmental Protection Agency (EPA) staff conducted radiation surveys at four inactive uranium millsites on the Navajo Reservation in April 1974. During the survey of the Shiprock millsite, it was noted that the training activities were degrading its radiological condition. Both the PHS and EPA staff recommended that the training activities be directed towards the decontamination of the millsite area and interim stabilization of the tailings piles. Preparation for the decontami-nation work commenced in April 1974. In order to facilitate the decontamination activities, the mill site and its contaminated environs were divided into major areas labeled A through F (Figure 2). Areas A, B, and C are defined as "perimeter" areas and contained surface contamination ranging from 5 to 30 cm deep. Area D defined the mill yard and contained contamination ranging from 0.6 to 5.5 m deep. Area E contained several raffinate ponds which were removed to line up the northwest boundary of the tailings pile and to move the contaminants away from the vicinity of the occupied on-site buildings. The contaminants in Area E ranged from 0.05 to 5.5 m in depth. Area F encompassed the ore storage yard. Contaminants in this area ranged from 0.18 to 1.2 m deep. Washes, however, had contamination exceeding 7.6 m deep.

INTRODUCTION This paper discusses two uranium tailings waste disposal studies that reflect the United States Nuclear Regulatory Commission (NRC) regulatory actions and their changing requirements during the mid to late 1970's. Present guidelines require that all new uranium tailings impoundments be designed and constructed to eliminate, to the extent that it is reasonably achievable, exposures and risks to the public from the tailings. This includes positive measures for control of seepage losses from the impoundment and for control of radiological releases caused by wind and water erosion. Long-term stability of the reclaimed impoundment is also a very important requirement. That is, it is intended that the tailings impoundment, once it is reclaimed, will require little or no care or maintenance as long as the uranium tailings remain a hazard. Principally because of the long-term stability objective, the NRC has now identified subsurface burial of the tailings as the "prime option" for tailings disposal. The environmental implications of these proposed regulatory actions are obviously desirable. The economic implications the actions may have on a particular project are not always so obvious because they are so dependent on environmental suitability of site conditions. Selection of a site with favorable topographic, geologic and hydrologic conditions will usually result in the most economically and environmentally attractive alternative for tailings disposal. The first project discussed in this paper was initiated before the NRC guidelines had been developed to favour subsurface burial. At the beginning, seepage and radon emission control requirements were moderate. Constraints were imposed on the design by site topography, geology, and project capitalization considerations, factors which were dealt with according to straightforward engineering and design principles. More serious constraints were imposed by changing regulatory requirements. Unlike the more usual engineeringrelated constraints, regulatory requirements were upgraded during the design process, causing the design itself to undergo numerous modifications. The mining value chain plays an important role in our societal development. Even in a circular economy, mining and raw materials are in great demand, and so are skilled engineers. In Germany, many students decide to pursue STEM studies in the tertiary degree. Nevertheless, the OECD reports low completion rates in obtaining the degree of studies [1]. Generally, the dropout rates in STEM education are high [2]. Many students have difficulties with basic subjects such as science and mathematics, in which they lack knowledge they should have acquired in school [2]. With the German STE(A)M project PepperMINT (https://peppermint.thga.de/), the Technische Hochschule Georg Agricola (THGA) offers a digital and open educational platform, as a dynamic, massive open, online course (MOOC) for students and prospective engineers. The project is funded by the RAG-Stiftung (RAG-Foundation; No. 20-0004). Using adaptable MOOC classes and applied examples from the wide-ranging cycle of mining activities, we motivate students to engage in STEM studies. Our adaptive and application-oriented content demonstrates the diversity of jobs and career paths in the mining industry. The integrations of applied examples and research activities of the Technische Hochschule Georg Agricola can increase the curiosity and motivation of learners. In mathematics, mine-surveiying technologies and geomonitoring methods (see figure 1) can be used to teach trigonometry. Additionally the concept of the free open online classes enables students in high school to get insights into the field of engineering before they decide the subject of their studies. For freshmen who already decided to pursue a STEM degree, the PepperMINT courses can help to identify and close knowledge gaps and to align different levels of knowledge within a heterogeneous student body. Empowering students in STEM education and integrating examples from mining research can help us train the mining engineers of the future.

With the signing of the North American Free Trade Agreement (NAFTA), Canada, the United States and Mexico entered into an international experiment in economics amid a cloud of controversy that still lingers. Central to the controversy are the disparities in wages that exist among workers in the signing countries. Wage surveys completed by Western Mine Engineering show the degree of disparity that exists among the mining industries of those three countries. Labor costs constitute 30% to 50% of operating costs. So these wage differences are a matter of interest to the mining industry. It is unclear how much of a factor they are in determining where companies search for and develop new mines. That depends on where minable deposits are expected to be found. However, a deposit that may not be minable in the United States or Canada may be minable in Mexico because of lower labor costs. Some adjustments are anticipated for the Mexican mining industry if and when its wages begin to approach comparability with US and Canadian wages. Table 1 combines the results of four recent surveys. It lists benchmark wages for mining job titles common to all the countries. About 220 mines are covered by the combined surveys. Canadian miners' wages, converted to US dollars, are typically 75% to 95% of US wages, while Mexican miners' wages are less than 10% of those in the United States. Table 1 also shows that wage disparities are not confined to international borders. In fact, the difference in average wages between the US coal industry and the US metal and industrial mineral industries is greater than between the Canadian and the US mining industries overall. Table 2 shows that managerial, technical and administrative salaries show similar, but less pronounced differences among the three countries. Salaried personnel at Canadian mines earn 80% to 90% as much as their US counterparts, while those in Mexico earn 20% to 30% as much. Here again, average US coal salaries exceed average salaries for the US metal and industrial mineral industries.

Introduction Amidst the apparent chaos of the final push to complete a major construction project, a small group of specialists works with great intensity. Armed with yellow "in test" and green "turned over to operations" tags, these startup engineers follow detailed preoperational test procedures to confirm that a plant is ready to operate. They follow a test schedule designed to complete individual process system in the order they will be needed by operations. After extensive preliminary testing, the startup engineers begin the truly exciting part of their work - initial operations. The thrill of engaging the clutch for the first time on a 10,000 horsepower grinding mill makes all the long hours worthwhile. Preoperational testing and startup are of critical importance to the success of a project. No other aspect of a construction project allows such opportunities for success or failure, and no other aspect is so critically influenced by careful planning. At Bechtel, the tasks of preoperational testing and startup are among the responsibilities of the Mine and Plant Operations group. The Preoperational Testing Process Preoperational testing is the transition phase between constructon and startup on a new plant. It includes the preparation of detailed test schedules and procedures. The schedules are used to coordinate construction completion activities, so that systems are available for startup and operations in a rational sequence. The procedures form the basis for performing the testing and documenting its completion. Tests include instrument calibration, wire insulation tests, wire termination verification, mechanical alignments and inspections, and system cleaning and flushing. Where possible, the systems are then operated on water and their performance recorded. Normally, either the construction contractor or a team of specialists has the responsibility to perform preoperational testing. Witnesses to the testing may be owner operations and maintenance personnel, engineers from the design firm, or specialists assigned to the project who provide assistance and guidance to the contractor in addition to witnesing the work.

The Waste Isolation Pilot Plant (WIPP) is a U.S. Department of Energy research and development facility designed to demonstrate the permanent, safe disposal of U.S. defense-generated transuranic waste. The waste storage horizon is 655 m (2150 ft) below surface in bedded salt. To date the WIPP project has not emplaced any waste. There are three intake shafts used to supply air to the underground. All air is exhausted though a single return shaft. The total design airflow during normal operations is 200 m3/s (424,000 cfm). The ventilation system is designed to provide separate air splits to construction, experimental, and storage activities. Separation is achieved by isolating the storage circuit from the construction or experimental circuits with bulkheads. Any air leakage must be towards the storage area of the facility. Field studies have shown that the pressure differential necessary to maintain the correct leakage direction is susceptible to the effects of natural ventilation; therefore, extensive studies and analyses have been conducted to quantity the natural ventilation effects on the WIPP underground airflow system. A component of this work is a monitoring system designed to measure the air properties necessary for calculation of the natural ventilation pressure (NVP). This monitoring system consists of measuring dry bulb temperature, relative humidity, and barometric pressure at strategic locations on surface and underground. The psychrometric parameters of the air are measured every fifteen minutes. From these data, trends can be determined showing the impact of NVP on the ventilation system during diurnal variations in surface climate. Both summer and winter conditions have been studied. To the author's knowledge this is the first reported instance of automatic and continuous production of time and temperature variant NVPs. This paper describes the results of the initial monitoring study. INTRODUCTION The ventilation system at the Waste Isolation Pilot Plant (WIPP) in Carlsbad, New Mexico, is designed to perform two distinct functions. First, it supports normal mine ventilation requirements complying with all state and federal mine regulations. Second, the system is designed to prevent an uncontrolled release of radioactive contaminants from the storage and transportation areas of the facility. Although a nuclear radiation release in the facility is considered unlikely, many special features are implemented in the ventilation system to prevent the possible spread of contamination. The facility is constructed with the waste transportation and storage areas separated from the mining and non-radioactive experimental areas. The ventilation system is designed such that air leakage is from the mining and experimental areas to the storage areas. Furthermore, radiation detectors are located throughout the storage and waste transportation areas underground and an exhaust filtration building is installed on surface to prevent the possible release of radiation to the environment. For over two years the underground ventilation system has been rigorously tested and balanced. It was during this period that the adverse effects of NVP were noticed and subsequently quantified. From extensive field studies and computer models, several mitigating features were designed and constructed and special operational procedures were implemented to control the impacts of NVP. To quantify more accurately the NVP at the WIPP, a continuous monitoring system was installed. This monitoring system consists of measuring dry bulb temperature, relative humidity, and barometric pressure every fifteen minutes at strategic locations on surface and underground. From this psychrometric data, the NVP is calculated. Fan operating pressures and flows and strategic differential pressures are recorded from the site Continuous Monitoring System (CMS). The monitoring system provides a means of evaluating how the ventilation system behaves in regard to climatic conditions and to judge the efficacy of the mitigating features and operational procedures. To the author's knowledge, continuous calculation of NVP as a function of time and surface temperature has not been previously reported. Overview of the Waste Isolation Pilot Plant The U.S. Department of Energy determined that the plastic nature of bedded salt may provide the best solution to isolate transuranic (TRU) waste from the biosphere. Initial evaluations at the WIPP site began in 1974. In 1979, the United States Congress enacted Public Law 96-164 for the construction and development of the WIPP project. The mission of the WIPP is to demonstrate the safe, long-term disposal of TRU waste generated by the national defense programs of the United States. TRU waste is classified as a low to medium level waste. The waste is stored in drums and does not produce significant heat (not greater than 1 W per drum). The WIPP site is located approximately 47 km (29 miles) east of Carlsbad, New Mexico in the Chihuahuan Desert. The repository is located in the 630 m (2000 ft) thick Salado Formation. This Permian Basin salt deposit is about 225 million years old and appears to have been minimally disturbed by earthquake, faulting, and ground water activity since it was deposited. Paste is a high density mixture of water and fine solid particles with a relatively low water content (10-25%) such that the mixture has a consistency as measured by the ASTM slump cone test from slightly greater than zero up to nearly 12 inches (305mm). Particles of different size classes will not segregate or settle when the paste is not being agitated or when it is stationary in a pipeline. Cement may be a component of paste. Larger particles of aggregate can generally be added to a paste without greatly changing the pipeline transport characteristics. A paste may bleed water slightly when it is allowed to be motionless for periods of up to several hours, but the solids do not become so dense that the paste cannot be easily re-fluidized. The dividing line between the definition of a high density slurry and a paste is not sharp. It is a practical matter that must be considered when designing a pipeline transportation system. If the pipeline is very short, there is very little risk of plugging the pipeline with a high density slurry when flow is stopped for short time periods. With longer pipelines the mixture must remain stable without motion for periods as long as several hours to avoid pipeline plugging. The fine particles in a paste mixture can be composed of mine tailings or naturally-occurring clays, silts and fine sands. The mineralogy of the particles thus can have a wide variety from quartz and feldspar to clays, micas and even salts.

Gravity sedimentation is one of the most widely used processes for separating solids from liquids whether it be for ore and mineral processing or for treating municipal sewage or industrial wastes. Investment in sedimentation equipment can represent a significant portion of the total capital costs associated with a processing or treatment facility. In spite of the importance of sedimentation, little attention has been devoted in recent years to improving this equipment by applying the basic principles involved in sedimentation. In the water and waste treatment field, design criteria established one half-century ago is still the accepted standard and in reflection of this lack of progress, sedimentation and thickening equipment has remained virtually unchanged. The primary purpose of this paper is to present and describe a new innovation in gravity sedimentation which has been applied to water and wastewater treatment and could definitely have application in the field of ore and mineral classification. A secondary object is to introduce the mixed media filter which has been widely used to treat municipal drinking supplies, industrial process water and to provide tertiary treatment of sewage and industrial wastes. The tube-type clarifier was developed primarily to be applied in the field of water and waste treatment where it was found that it could be used to considerably reduce the size and cost of clarification facilities. A logical extension of the tube clarifier would be to the area of minerals classification, ore separation, and for treating waste water associated with these activities. In water treatment practice, most clarification processes are followed by a filtration step to provide further polishing of the water prior to use. This paper will also discuss the mixed media filter which is graded from coarse to fine in the direction of filtration and is capable of operating at high filtration rates and with greater applied suspended solids loading than other filter designs while providing a high qualify filtrate.

Reserve depletion in Central Appalachia is continuously creating unique ground conditions for underground coal mines with many of these difficult environments directly attributable to multiple seam mining and/or deeper overburdens. While many empirical studies have been performed in an effort to improve understanding of these problems along with potentially improving safety and extraction, many of the difficulties encountered lie outside of the normal realm of expected behavior. This is often the case when mining in bump prone ground, where additional concerns are introduced and design buffers are warranted. The boundary element software LaModel was used to study three bump events in a deep-cover, multiple-seam reserve located in Harlan county in the Kentucky region of Central Appalachia. This region is notoriously bump prone due to significant areas of deep cover, the presence of strong to massive lithology (such as sandstone), and an extensive history of underground mining that increases the probability of multiple seam interactions. Multiple seam interactions are best understood with respect to site-specific parameters, including both the geological and geometrical components of interburden, overburden and mine workings. Initially, empirical-based approaches (ARMPS/AMSS) were used when attempting to back-analyze the bump events. However, it was recognized that a more detailed investigation was necessary to understand the fundamental causes/conditions associated with the bump events. Consequently, the LaModel study resulted in a mine-specific calibration method for the reserve. With this method in place, enhanced bump prediction throughout the reserve is expected, such that the stability, recovery and safety of future mining may be improved.

Conditional simulation provides a model of the ore body that represents variability in the data. This can be used to determine the impact of various grade control and mining strategies. A number of transfer functions are discussed that assist in optimizing grade control sampling. The cost effectiveness of various drilling and trenching techniques are discussed. Modelling of the expected performance of a mill head grade sampler is investigated. Conclusions are drawn about the likely impact of various sampling techniques on the economic performance of an operation and about applying sampling theory to grade control sampling.

An International Symposium on the Ecology and Revegetation of Drastically Disturbed Areas was held at the Pennsylvania State University in August 1969. Scientists from 13 foreign countries and 18 states in the United States attended this meeting, which focused on those areas disturbed by mining. The symposium enabled scientists from all over the world to get together for two weeks and discuss informally some of the knotty problems of reclaiming these disturbed areas. Trying to present the results of each of the 64 papers delivered at the symposium might be difficult. So, I will try to bring you up to date on the general status of research on the reclamation of surface-mined areas, particularly in revegetation and hydrology. I will also mention some research that is under way but was not presented at the symposium.

The water chemistry of the froth flotation pulp is one of many parameters which can affect the flotation process. The fluid may contain certain inorganic salts which, along with increased ionic strength, can produce undesirable flotation depression or activation. A source of a salt could be the use of calcium chloride to prevent freezing in ore cars, chutes, and bins (Anon., 1980). Alternately, the salt or salts could be initially contained in the water as in the case of sea water and some brackish waters. These salts may become more concentrated because of the need for recycling of plant water due to environmental regulations and/or economic considerations (Davis, F.T., et. al., 1976). The presence of inorganic salts in flotation pulps and their effects upon the recoveries and surface chemistries of different oxide minerals have been the object of various studies. Some researchers (Fuerstenau, D. W. and Raghavan, 1976; Fuerstenau, D. W. and Modi, H. J. 1960; Kulkarni, R. D. and Somasundaran, P., 1977) have reported that addition of a salt can increase or decrease flotation recovery depending upon the particular system.

Abstract. The Hoskold mineral valuation method was critically examined. The original derivation was presented and found to contain a number cf erroneous assumptions as follows: the sinking fund must be available for reinvestment in another property; the series of reinvestment of the sinking fund results in a perpetual annuity to the investor, and; evaluation of the present value of the net cash flows at the speculative rate of interest. The proper procedure of deriving the Hoskhold mineral valuation formula was discussed and illustrated with a cumulative cash position diagram, a useful tool in economic evaluation and investment decision methods.
