The New Austrian Tunneling Method (NATM) has been successfully applied to two very different tunneling projects in the U.S.. In the case of Pittsburgh's Mt. Lebanon Tunnels, two original design alternatives were prepared. The NATM alternative incorporating a reinforced shotcrete final lining was successfully bid and constructed. At Washington Metro's (WMATA) Section B-10 Glenmont Route, Wheaton Station and tunnels, a NATM value engineering redesign was prepared for the low bidder. The design incorporating a waterproofing system based on a PVC membrane between the initial and final linings was accepted by WMATA. In both cases, European experience and standards were meshed with U.S. standard practice. Examples of NATM flexibility as an original design and as a value engineering proposal are presented.

In the present study, the use of horse residue as an alternative reducing agent in the roasting of a low-grade goethite ore containing 17.60% Fe was investigated. Additional roasting experiments were carried out with corn starch and without reducing agent for comparison. Each roasted product was characterized using X-ray diffraction (XRD) and magnetic hysteresis (MH) loops analyses. The optimum roasting conditions (roasting temperature [400, 500, and 600 °C], reducing agent/ore ratio [0.04, 0.08, and 0.12], and roasting time [10, 20, and 30 min]) were investigated based on the Taguchi approach. The magnetic susceptibilities of the roasted sample with the addition of reducing agents were higher compared to that of the roasted sample in the absence of reducing agent. Experimental findings indicate that the horse residue can be used as the reducing agent. Finally, an iron ore concentrate assaying a Fe grade of 62.12% with a recovery of 56.93% was prepared using wet magnetic separation at a magnetic intensity of 0.5 T from the ore roasted under the following roasting conditions: roasting temperature of 500 °C, reducing agent/ sample ratio of 0.08, and roasting time of 30 min.

Traveling grate is a widely used process for iron ore pellet production; however, the thermal state of pellets in drying section is still unclear. In this study, the temperature distribution of drying section was investigated using computational fluid dynamics (CFD). Based on the calculated results of airflow velocity, space temperature distribution, and the temperature change of pellets, it concluded that there is a coupling effect in drying section in traveling grate. The gas with higher temperature in DDD transfers heat to UDD through the gap of the insulation board, and the temperature gradient of the pellet bed changed before reaching the insulation board. The characteristics of pellet bed expected to appear in DDD was displayed in UDD in advance. Moreover, a contrast experiment was conducted to verify the model.

There has been greatly renewed interest throughout the gold mining industry over the last few years in cyanide recovery from gold and silver plant tailings. This interest has been spmred by two factors. Firstly, the increasing cost of destroying cyanide to levels that meet more and more stringent regulations for tailings impoundment or discharge to the environment. Secondly, many gold ore bodies suffer high cyanide consumption costs as a result of the presence of base metals (principally copper) that react with and consume cyanide during the gold leach. In most cases, the cost of recovering and recycling this cyanide from the tailings is signif­icantly lower than the cost of purchasing new cyanide. When this cost benefit is added to the lower costs of tailings detoxification, a compelling case can frequently be made for cyanide recove1y. A number of processes for recovering cyanide from gold plant barren solutions or pulps have been developed. Most of the processes require that the recoverable cyanide is first converted to the highly toxic hydrocyanic acid gas (HCN) and fears surrounding the handling of this compound have probably presented the great­est impediment to implementation of these processes.

The appearance of very large shielded softground TBM's, of 14 m (46 ft) O.D. and more, as needed for two-lane highway tunnels, calls for a thorough search of overall stability and new solutions for front support during maintenance operations in the cutting chamber. The paper deals with the development of a shield for the planned 4 th tunnel crossing under the river Elbe in Hamburg. Specific problems arise from the high water head, the shallow overburden of loose soil and the stone-bearing mixed ground. The choice of the tunneling method and the different features provided to overcome the problems are discussed.

With the growing urban population and the concern for traffic congestion and pollution (emissions control), public transportation is becoming more and more attractive to both city dwellers and managers. To gain access to the central area of the city, the sub- way remains the most viable alternative, despite its higher cost when compared to above ground or elevated transportation systems. There are relatively few regulations and criteria for subway ventilation, particularly when compared with mine ventilation. The main document that provides guidance and general recommendations for subway ventilation and environmental control is the Sub- way Environmental Design Handbook, published in 1976 (2nd edition) by the U.S. Department of Transportation, Office of Re- search and Development. Many of the subway systems in existence today have been designed and built with ventilation features adequate for normal train operation, but their design does not consider stringent criteria for such emergency conditions as a train fire in a tunnel. The National Fire Protection Association's Standard for Fixed Guideway Transit Systems known as NFPA 130 as well as the ASHRAE Handbook - HVAC Applications (1995) provide specific design and operation requirements for subway ventilation systems. Some of the existing, old subways are upgrading their ventilation systems to comply with the new regulations. The ability of a particular ventilation system design to provide adequate ventilation during normal and emergency conditions can be evaluated using computer modeling and simulation techniques. A train fire will cause a sudden change in the tunnel ventilation pattern by adding an unsteady and fast-growing source of heat. The hot air and gasses created by a fire will tend to flow uphill, possibly against the normal flow, producing a 'backlayering effect." To prevent this effect from happening, enough ventilation must be provided and the governing criterion to establish the required airflow is called 'Critical Velocity." Several software packages are available for special applications on tunnel and station ventilation as well as to model the spread of smoke and heat in case of a major tunnel fire, using Computational Fluid Dynamics. This paper presents the current issues in subway ventilation, as shared by the public transit community around the world, together with modern alternative design concepts vis-à-vis the more stringent emerging Fire-Life Safety criteria. Examples of recent studies and ventilation systems design are provided.

In spite of the large annual expenditures and the vast field of activity covered, it cannot be said that many new grinding machines have actually come to light and modified the existing market for more than half a century. Manufacturers have mainly made advances in increasing machine sizes, efficiency and reliability, and in machine automation. The relatively recent emergence of roller presses is the only exception to this homogenisation of machine ranges. The development of roller presses in pregrinding has shown the advantages of compression grinding over the ball mill from the power consumption point of view. But classical roller presses still have maintenance problems due to the high grinding pressure. The FCB Research Centre has carried out much work in this field and in particular has studied the advantages of this process in pregrinding and integral grinding. These researches lead to the development of two new compression grinding machines. The first one, HOROMILL®, presented for the first time on the 8th European symposium on comminution at Stockholm, finds its application in the field of fine to very fine grinding in dry process. The second one, RHODAX®, presented at INTERMAT in Paris, covers the field of secondary and tertiary crushing and the first stage of grinding for most of the minerals in dry or wet process. Its high reduction factor permits to do with only one machine the work realised today with two or three crushing/milling stages. These two complementary machines offer a wide range of combination summarised on [Figure 1].

Since 2016, electromagnetic interference (EMI) of personal dust monitors (PDMs) with magnetic proximity detection systems (PDSs) has been observed in underground coal mines. The EMI causes the magnetic field measurements of a PDS to change, which, in turn, alters the calculated location of the miner relative to the machine. Any altered location calculation can potentially cause the PDS to fail to warn a worker who is at an unsafe distance from the machine, arousing a serious concern on safety hazard caused by EMI in underground mines. The search for EMI mitigation strategies led to the development and use of large shielding pouches and boxes to hold the entire PDM to reduce its magnetic emission. Research on these pouches and boxes found that although they were able to reduce the emitted radiation from the PDM, they also disturbed the magnetic field of the PDS, affecting its performance. Researchers from the National Institute for Occupational Safety and Health (NIOSH) have focused on shielding internal PDM components rather than shielding the entire PDM. The PDM air pump motor is one of the PDM components that has been identified as a major source of electromagnetic radiation and has been selected for further study and tests. The measurements show that a small copper or aluminum foil enclosure can effectively reduce the magnetic emission of the motor by between 50 and 85% at 73 kHz. This study compares the test results of the air pump motor with various cost-effective shielding materials. The data provided in this paper can serve as a reference for shielding enclosure design of the PDM air pump motor to reduce its electromagnetic emission as one form of EMI mitigation strategy.

INTRODUCTION Tens of deposits in' coal basins of Western and Eastern Siberia are being open-mined with the technology of overburden rehandling into the mined out space of pits by excavators - draglines. This technology is preferred due to the high productive Russian equipment, comparatively low cost, and relatively small Influence exerted on the environment. The basic tendency of the last decades is the aspiration for enlarging the sphere of the' technology application for development of gentle and steeply dipping seams with the use of blast destruction of overburden and with combined winning of loose alluviums and rock partings. Complex technological schemes with multiple rehandling are widely used. In addition to it, stripping workings, intermediate storage of mineral resources, placing of transport dumps, and engineering construction can be realized with the use of draglines. More than ten of dragline faces are simultaneously exploited in some pits, and the rehandling coefficient ranks from 0.1 to 8. Here, conditions of winning and placing (position of a face and existing dump) are varying in space and time; this leads to the necessity of reconsidering the order for conduction of works (schemes) within the current designing. By now, in order to this, it is required to realize complex engineering calculations by graph-analytical methods and definite experience. The need is available for automatization of this process by creation of the corresponding software. The software is to: • Orient on the active pits and use information on the existing geology, equipment, and situation in mine. • Calculate the existing schemes more operative and on a higher qualitative level to model their development in a pit space with parameter optimization. • Predict situations demanding to change the existing technology for mining operations and recommend optimal technological schemes. METHODOLOGICAL FOUNDATIONS FOR MODELING The problem is not new, it has more than fifty year-old history of creating mathematical models algorithms, and programs in Russia, Ukraine, USA, Canada. Australia and other countries with the developed mining branch. Conventionally, all population of programs can be divided into three groups depending on goal and interval of prediction: • Long-term programs used in designing and intended for substantiation of the nine capacity, selection of mining system, establishment of limits for applying the technology of overburden rehandling. It is well known that manguniferous silver ores containing manganese intimate) associated with silver are not amenable to conventional extraction methods. The segregation process has been applied primarily to the recovery of copper from oxidized and oxide-sulfide ores. A new alternative process, consisting of segregation roasting followed by flotation to recover the silver from refractory manganiferous silver ores, was studied using a 23-factorial experimental design. Laboratory investigations were conducted on a manganiferous silver ore analyzing 0.02% copper, 0.09% lead, 0.33% zinc, 12.55% manganese and 187 g/t silver. The investigation was designed to study the effects of the addition of salts, coke and copper (11) oxide on silver recovery. The results indicated that 79.3% of the silver can be recovered in the absence of copper oxide and 88.4% of the silver can be recovered with a copper oxide content of 1.5% at 750°C, 2% salt (NaCI). 1 % coke and 30 min of roasting. It was concluded that the addition of copper oxide improves silver recovery.

The Ship Canal Water Quality Project includes a 2.7-mile, 18-ft and 10-in internal-diameter tunnel that extends from Ballard to Wallingford, two popular neighborhoods in the West of Seattle. During the TBM Main drive a 12' × 12' boulder with variable strength up to 47,000psi was encountered resulting on signicant damages to the Cutter ead. The rst part of this paper describes the design and construction of an underground recess in front of the TBM to create a safe working environment for the TBM repairs. The second part describes an injection campaign performed to seal an unforeseen water inow appeared during the excavation of the 11 Avenue Diversion Structure.

INTRODUCTION This presentation will address changing trade patterns in lead and zinc from the mid 1980's to the early 1990's. Lead and zinc deposits are developed where they are found in many parts of the world. As many are not in major consuming areas, there is significant international trade in both lead and zinc concentrates and in refined metal. Forecasts of mine production have been analyzed, primary and secondary refining capacity and future consumption levels have been estimated, to arrive at the changes in trade patterns expected during the next half decade. This paper will first address concentrate and metal trade patterns for lead, then for zinc, and finally some remarks will be made on captive mine/smelter agreements, on regional trade agreements, and on barriers to trade. I would like to note that. there is only a small international trade in semi-fabricated products such as zinc die-cast alloy, zinc oxide, lead oxide or rolled lead and zinc. Most of the world's zinc and lead trade is in concentrates or refined metal. LEAD TRADE PATTERNS Lead Concentrates Six countries are exporters of lead concentrates. Three countries are in the Americas - Canada, Mexico and Peru, with two in Africa - Morocco and South Africa (including Namibia), and Australia. Due to the limited growth in lead consumption and consequent minimum investment in new production facilities expected, mine and metal production levels and future consumption levels are not forecast to change much between now and 1990. Accordingly, the tonnage of lead concentrates exported will remain essentially unchanged from these six countries. In total they have exports of 480,000 metric tonnes (metal content)* and by 1990 this figure is forecast to rise only slightly with the only increase taking place in Mexico. The concentrates are exported mainly to Western Europe & Japan. Apart from these six main lead concentrate exporting nations, a significant change is expected in the United States. M.S. Azun The article unfortunately has some serious flaws negating the usefulness of the paper. The authors claim that kriging (linear kriging) is superior to other methods such as polygon. This is not the case. The deterministic methods (referring to polygon, ID, IDS, etc.) should not be compared with the statistical methods (linear kriging, disjunctive kriging, etc.) because they differ not only in their assumptions, but also their tools used in estimation. Thus, they give different results. By comparing the results of deterministic methods and linear kriging, the authors conclude that polygon, IDS, and linear kriging give an average thickness close to the value obtained from realizations. Besides, they argue that linear kriging gives less variance than the others (Fig. 2). The first conclusion is expected, due to the well-known central limit theorem. The second is the result of the statistical properties of different estimators. Thus, the comparison presented in the paper is rather meaningless because the authors have failed to follow basic statistical procedures. The numerical results of different approaches to an estimation problem cannot be generalized. In conclusion, the paper is not a meaningful contribution, and sadly, quite erroneous. Reply by E.Y. Baafi and Y.C. Kim The two key contentions made by M.S. Azun regarding the paper are: deterministic methods should not be compared with statistical methods and, hence, the results are erroneous; and the paper does not make a meaningful contribution. The first contention is an academic one. Most practitioners in ore reserve estimation could care less whether the tool they are using falls under a deterministic or a probabilistic method, so long as it gives the desired answers. It is probably for this reason that, whenever any new tool such as linear kriging is introduced to practioners in the mining industry, they would like to see a comparison test performed between the existing and the more familiar tools with a new and "strange" tool. Only when a new tool passes such a test, the generally conservative mining community would begin to utilize the new tool to its advantage. The second contention, is a subjective one. The final judgment should be left up to the readers within the mining community. If kriging is accepted more among practitioners, partly due to the paper, then the paper makes a practical contribution to the state-of-the art in ore reserve estimation. Finally, M.S. Azun entirely missed two main points in the paper. The first is that any comparative study of kriging vs. Polygonal or IDS should be performed for local estimation and not for global estimation. In the past, kriging was frequently compared with other existing tools in its performance on global estimation. Such results were nearly identical due to the central limit theorem effect, which further prevented the acceptance of kriging by practitioners. The second point is that a single case study using an existing property, as it was frequently performed in the past, is not sufficient because results depend not only on the tool itself, but also on the nature of the mineralization.

The transportation of mine products incurs a cost which can have a significant bearing on the competitive position of the manufactured product. Clearly, the engineer who is responsible for selecting a mode of transport must base his decision, at least in large measure, on economic comparisons. And today, the engineer usually finds that he has to choose between several modes, including slurry pipelines. For the purpose of an initial economic screening, it is not necessary to go deeply into the technical details of a slurry system. What is usually needed, however, is a method with which the engineer can make a quick economic assessment to determine whether a slurry pipeline should be included in the detailed final analysis. This paper presents a rapid method for making such a preliminary appraisal. Experience with commercial slurry pipeline systems in several countries and with a variety of solid materials has shown that if several assumptions pertaining to critical design variables are made, it is possible to roughly estimate the transportation cost of a slurry system on the basis of only three factors: the specific gravity of the solid material, the length of the system, and the quantity of slurry to be pumped each year. It is assumed that conditions pertaining to field construction, corrosion inhibition, and the like, will be favorable. This assumption is critical because any factor which analysis shows to be particularly unfavorable will raise the total transportation cost estimate which this paper establishes. If the engineer employs this estimating procedure and decides that the use of a slurry pipeline is economically unattractive, his chances of being wrong are small. Conversely, if his quick appraisal indicates that the use of a slurry system is economically favorable, the engineer is justified in committing the time and money needed to make a more detailed investigation of the slurry pipeline potential.

The Minnesota Department of Transportation is constructing a stormwater storage facility (SSF) along Interstate 35W (I35W) south of downtown Minneapolis, MN. The project will provide storm surge capacity reducing the frequency with which major precipitation events result in flooding of I35W. The design consists of six, 42-foot diameter, 90-foot deep, adjacent underground shafts providing 14.7-acre feet of storage. Construction challenges include high groundwater with variable glacial outwash deposits. Constructability and ground variability were managed using construction manager general contractor (CMGC) project delivery. CMGC provides an environment for collaboration and innovation starting in the design phase and carrying through construction. This paper provides an overview of key efficiencies and collaboration examples implemented on the I35WSSF project which were aided by CMGC delivery.

Air-fall tuffs have been altered to zeolite via reaction of volcanic glass with local pore solutions at the six localities discussed in this paper. These are in the southern Basin and Range Province of Arizona and New Mexico, and in the Trans-Pecos and Coastal Plain regions of Texas. Zeolitization occurred in either closed- hydrologic, open-hydrologic, or hydrothermal groundwater systems. The tripping Spring Valley (DSV) chabazite in Arizona and the Buckhorn clinoptilolite in New Mexico originated in a late Cenozoic network of closed-hydrologic, lacustrine basins extending from southeast Arizona into southwest New Mexico. At DSV, two potentially commercial chabazite-rich tuffs are interbedded with lacustine mudstone. The main zeolite tuft contains up to 90 percent chabazite. The upper zeolite tuff averages approximately 67 precent chabazite. At the Buckhorn deposit, two clinoptilolite-rich tuffs are interbedded with lacustrine m udstone in the upper part of the Gila Conglomerate. The lower zeolite tuff contains up to 90 percent clinoptilolite. The upper zeolite tuff contains over 60 percent clinoptilolite. The Casa Piedra clinoptilolite is in the Trans-Pecos region of Texas. It formed during the Tertiary in a closed basin containing a playa lake. The Casa Piedra tuff averages about 60 percent clinoptilolite. Air-fall tuffs of the Cuchillo Negro, New Mexico and Tilden, Texas clinoptilolite deposits were zeolitically altered by either percolating ground waters in open-hydrologic systems or locally by ponded, saline, alkaline solutions. Cuchillo Negro tuffs are Tertiary and average approximately 50 percent clinoptilolite. Clinoptilolite-rich tuffs of Ebcene age have been mined from four quarries at the Tilden deposits. Tufts from the Kuykendall and Buck Martin quarries contain approximately 50 to 60 percent clinoptilolite. Low temperature, SiO2 - rich, hydrothermal solutions altered air-fall tuff to clinoptilolite and chabazite in the Foster Canyon area of the Tertiary Cedar Hills and Seldon Hills volcanic-vent zone in southcentral New Mexico. Poster Canyon tuffs contain up to 60 percent zeolite and average 40 to 50 percent clinoptilolite. The dominant mineral in the zeolite tufts at the six deposits studied is generally microcrystalline and either chabazite or clinoptilolite. Lithic fragments, unaltered volcanic glass, other zeolites, quartz, calcite, opal-CT, cristobalite, feldspar, evaporites, clays, and mafic minerals are also constituents of the tufts.

This study was developed as part of an effort by the National Institute for Occupational Safety and Health (NIOSH) to better understand rock-mass behavior in longwall coal mines in highly stressed, bump-prone ground. The floor-heave and nofloor- heave phenomena at a western US coal mine could not be properly simulated in numerical models using conventional shear-dominant failure criteria (i.e., Mohr–Coulomb or Hoek–Brown failure criterion). The previous numerical study demonstrated these phenomena using a user-defined model of the s-shaped brittle failure criterion in conjunction with a spalling process in the FLAC3D numerical modeling software. The results of the FLAC3D modeling agreed with the observations of the relative amounts of heave from each gate-road system. However, the FLAC3D model adopted many assumptions and simplifications that were not very realistic from a physical or mechanical perspective. To overcome the limitations of the FLAC3D model, 3DEC modeling in conjunction with the discrete fracture network (DFN) technique was performed to better understand the true behavior of floor heave associated with underground mining in an anisotropic stress field. The effect of stress rotation in the mining-induced stress field was considered by using a different geometry of rock fractures in the coal seam. The heterogeneity of the engineering properties (i.e., cohesion and tensile strength) were also considered by using Monte Carlo simulations. Consequently, the 3DEC models using the DFN technique resulted in predictions of floor heave that agreed with observations of the relative amounts of heave from each gate-road system, but the cause of heave was mainly related to the degree of anisotropy instead of the size of the pillar.

Mineral process engineering is a small but important part of the nation's raw material industry. Minerals are usually processed in large plants of high capacity, at low cost, using few engineers and operators, and at an ever-increasing level of plant sophistication. The magnitude of the mining industry is huge, with about 4 Gt (4.5 billion st) of ore, coal and industrial minerals mined annually in the United States. Industries such as construction, manufacturing and power generation rely heavily on a strong US resource base to maintain a competitive edge. Though rooted in classical chemistry, geology, physics and mathematics, a mineral process engineer must be trained in the science and engineering required to process raw materials. A modern mineral processing program still stresses the traditional aspects of the profession. But it also emphasizes particle technology, applied surface chemistry, chemical processing of ores, solid-fluid separations, process and equipment modeling and optimization, materials handling, personnel management, maintenance and environmental and health aspects. In such areas as particle technology and some aspects of applied surface chemistry, mineral processing academic programs have taken a leadership position in supplying specialists to a variety of other industries. The objectives of a mineral processing program are: • to furnish personnel to support the basic raw materials industries (undergraduate programs); • to provide a research and development base for industry (graduate programs); and • to provide expertise in particle technology, applied surface chemistry and environmental programs for other industries (undergraduate and graduate programs). In the United States, mineral process engineering programs have historically been associated with mining and metallurgy departments. The recent movement of metallurgy programs away from primary processing towards materials science has created the need for a new accommodation.

The fluidized bed is an effective method for investigating retorting phenomena and possibly a commercial means of retorting oil shale. Both were examined by Sinclair Oil Corp. (now part of Atlantic Richfield Co.) in the period 1.965 to 1968. The results of the work show that presence of an oxidizing environment during retorting results in loss of oil yield which indicates that vapor phase oil burns in preference to combustion of coke on spent shale. This has implications for several types of retorts. Correlation of the results of this work with that of other investigators shows that the partial pressure of retorting products in contact with oil shale during retorting has an effect on yield. Consideration of hardware indicates that there are several possibilities for commercial embodiment. As a companion to shaft-type retorts the fluidized bed could have good potential. Realistic assessment of costs suggests that further development may have to await commercialization of another process. The existence of a plant in which to test prototype size would markedly reduce such development costs. Results Preliminary development work with the apparatus was carried out using a fluidized bed of sand, as explained later, with the entire system brought up to temperature and flows stabilized. The shale was injected rapidly in a slug (batch) which had small mass compared to that of the high temperature system to make the reaction approach isothermality with reasonable approximation of instantaneous preheating. Typically, the temperature in the center of the bed dropped from 900°F to 600°F one minute after batch addition. It returned to 750' within three minutes and 900° within seven minutes. Obviously, the bed was quenched but it recovered rapidly. Average bed temperatures of 700' to 1020°F were examined to compare the effect of temperature with published results. Yields In the 700°F range were only 10 to 15%, of Fischer Assay (FA). Above about 950'F, oil yields decreased and gas yields increased. Nitrogen was used first as the fluidizing gas to provide a chemically inert medium. Incept for an insignificant dip at 895"F, Figure 1, oil yield was not affected by retorting temperature in the 800° to 900' range as long as residence time was adequate (16 minutes). At 925°F, the oil yield was some 103% FA. With further increase in temperature, the yield decreased to 86% FA at 1015°F. There is no increase in carbon on spent shale, the lost oil goes to Increased gas make.

INTRODUCTION The purpose of this paper is to assist explorationists and entrepreneurs in deciding whether to invest in gold mining concessions in lesser developed countries (LDCs) and, if so, in deciding which LDCs provide the best opportunity. The first decision is difficult in the face of common notions that foreigners are not welcome - only their money; that the best gold deposits were worked out long ago; that even if you survive the mal- aria, and in spite of 51% control by a national partner, you manage to profit from a new discovery, they will tax your operation to death, or worse yet, nationalize it. Close scrutiny of what happened to foreign investors in LDCs during the “Mexicanizationt” of the 1930's through the "Zambianization" of the 1970's shows that many of these concerns are well-founded historically. But the trend of knowledgeable writers over the past decade seems to be away from this gloomy foreboding, and towards a cautious optimism, based on recently perceptible metamorphoses in certain LDCs' conditions and attitudes. If the explorationist or entrepreneur decides to seize on this apparent opportunity, the second decision -- which of these certain LDCs to invest in -- is doubly difficult, because of the formidable tasks of coming up with a rating system to provide rational comparison, and then gathering enough current, reliable information to apply. To assist in these tasks, a suggested rating system and case studies, respectively, follow a brief review of recent writings on the subject
