Genstar's underground mine at Texas, MD experienced a failure of the mine roof and subsequent damage to an underground backfill caused by surface floodwaters. A hydraulic backfilling program was developed in house to stabilize temporary repairs to the mine roof, replace 2300 yards of pneumatically stowed backfill, and complete a permanent repair to the mine roof. A flowable backfill material was developed, tested, and later marketed as the result of experience gained during this project. In addition, Genstar personnel developed backfilling techniques to meet the requirements of the repairs and completed work without the additional expense of non company services or contractors.

An expert system is a computer system that performs tasks that are considered by most people to require human expertise. Since their functioning relies heavily on large bodies of knowledge, they are often referred to as knowledge-based systems. These systems can contain the skill and knowledge of an individual human expert or the combined knowledge of a group of experts. The knowledge embodied in an expert system can consist of specific facts, HSHA regulations, heuristics or rules-of-thumb used by the expert, and databases. The purpose of this paper will be to introduce the participants in the ?Increase Competitiveness Thru Innovation? session to expert systems. This introduction will enable the participants to better appreciate the balance of the papers to be presented in this session. These papers will deal with specific mining problems and a proposed innovative solution. This paper will discuss such topics as problem-solving paradigms, rules of inference, knowledge representation, and the structure of expert systems.

Any discussion of barite mining is virtually impossible without considering, almost in the same breath, the many other variables, such as beneficiation, transportation, infrastructure and location that impact the economics of a particular barite orebody. My comments will be limited to just the mining aspects of barite orebodies and these observations must be considered in proper context with all other parameters affecting exploitation of a barite property prior to final decision on economic feasibility. In many instances low-cost mining situations are more than offset by high-cost beneficiation requirements. Likewise, there are cases of relatively high-cost mining associated with no or low-cost beneficiation requirements thus permitting economic exploitation. Barite orebodies and occurrences are almost as varied as the number of occurrences. As in most mining situations, the design of a mine plan and implementation of a proper exploitation program must be approached on a case by case basis. Proper and sufficient geologic control of a barite orebody must precede the development of a mine plan. Generally speaking, barite orebodies can and, at many times, do "strange" things; pinch with depth; almost never increase in size with depth, overturn, fault-off, change grade, etc. Due to the extreme variable nature of most barite orebodies, a mine plan and its implementation must be as flexible as possible. The ability to quickly adapt to variable conditions will greatly enhance the economics within a particular barite mining environment.

Part 2 of this article continues with a discussion of features that distinguish contemporary investment analysis in mining from earlier methods. Part 1 traced the evolution of evaluation methodology from the traditional and discounted cash flow methods to the present. Quantitative investment models of the past 20 years played an important role in mine evaluation, but a new integrated approach to mine investment decision-making is now developing because of growing economic, technical, and political uncertainties. One of those uncertainties -inflation-was discussed in Part 1. Increased Risk At a time when mineral production technology and analytical evaluation tools have never been more sophisticated, it may seem anomalous to claim that mining ventures are riskier. Whereas technical risk has, indeed, been notably reduced, business risk the chance of a major loss due to market factors-has increased. This has been caused by two factors: the rapidly rising capital requirements of new projects and increasingly unpredictable future economic conditions. These difficulties are compounded by the long lead times of large, new mining projects. Rising Capital Requirements A $100 million investment is no longer considered to be a large mining project in most cases. For a large metal mining project, the total cost of the concentrator alone can exceed $100 million. Amoco Minerals' Thompson Creek molybdenum mine being developed in Idaho will cost over $350 million, for a relatively modest sized (23-kt/d or 25,000-stpd) ore operation with no extraordinary features. For a major grass roots copper operation producing blis¬ter or refined copper, the capital requirements are billions of dollars, not millions. Project costs are higher for two reasons. One, the projects themselves are larger; and two, the capital cost per unit of production is rising rapidly. Projects are larger because lower grade ores, yielding smaller margins, must be mined in greater volume-particularly in view of the high fixed costs of modern technology. When analysts contemplate any capital project, an important consideration is the minimum economic size of the facility. This is the smallest size that can be built and still be competitive on a total unit production cost basis. In the conventional copper smelting business, for example, a production rate of at least 91 kt/a (100,000 stpy) of blister copper is about the absolute minimum for reducing unit fixed costs to competitive levels. Clearly, many variables affect the minimum economic size of a mining facility, but with few exceptions that size continues to grow. Unit capital costs of new mining projects also are continuing to rise. The accompanying table shows that the capital costs in primary copper production have risen faster than the cost of living. Of particular note is the capital charge of over $1.70/kg (77411b) required for a new, fully integrated facility in 1981. Thus, the mid-1982 copper price would not even cover the cost of capital for a new copper producing complex without considering the direct operating costs for such a facility. The breath-taking costs of new mining projects are caused by factors such as increasingly complex technology, the rising social costs of creating attractive living and working conditions for employ¬ees, and the expenditures re¬quired for environmental protec¬tion. For whatever reasons, how¬ever, unit capital costs in mining continue to exhibit staggering growth rates. Future Economic Conditions Risk is not only a function of the size of the potential loss-an im¬portant measure of which is the capital intensity of mining dis¬cussed above-but also of the like¬lihood of incurring the loss. It is here that the ever increasing lead times of mining projects and the glaring limitations of economic forecasting are so important. In comparison to nearly all other in¬vestments, mining has more capi¬tal at stake for a longer period of time before commercial uncer¬tainty is resolved by distant eco¬nomic conditions that are subject to high forecasting errors. A sobering example of the pre¬ceding points occurred with the Lakeshore copper mine in south¬ern Arizona that Hecla Mining Co. undertook to finance and manage in 1969. The high grade gold and silver Ken Snyder Mine is located in north-central Nevada, in Elko County, adjacent to the town of Midas, approximately 240 miles to the east­northeast of Reno and approximately 60 miles to the northeast of the town of Winnemucca. The Midas Joint Venture (MJV), an equal partnership between Franco-Nevada Mining Corporation, Inc. and Euro­Nevada Mining Corporation, Inc. with Franco-Nevada Mining Corporation, Inc. being the joint venture manager, owns the mine. In May 1997, Kilborn Denver, now SNC-Lavalin America, completed a bankable feasibility study and proceeded with detailed design, procurement and construction management. In mid December 1998, MJV not only poured their first gold several months ahead of schedule, but were already operating at full production. In addition, the construction of this US $84 million mine, mill and related facilities were completed on budget. Operating cash costs are US $78/oz. This paper describes how this was accomplished.

INTRODUCTION Spent household dry cell batteries are frequently disposed of with metropolitan wastestream (MSW) in landfills where they can leak due to handling or aging. Frequent rain and sun cycles, especially in tropical environments, coupled to the action of leachate, dissolve their metal constituents which will eventually reach rivers, lakes and underground water. It is well known that some of these metals are fundamental to sustain life and that is why living organisms concentrate them through their metabolism, but it has been also recognized that beyond specific limits they can definitely be deleterious to the environment. In other words, high concentration of heavy metals are proven to cause chronic or acute diseases and toxic reactions, by acting on mammals' kidneys, liver and nervous system. In addition, some metals frequently used in household batteries, as mercury and cadmium, are said to be carcinogenic (Landis et al. 1995, Silva et al. 1988). Occasionally, plants to treat MSW are coupled to compost production. Household batteries present in MSW can be dragged into these plants, contaminating their products and eventually reaching vegetables making them not proper to consume by people and animals. Alternatively, batteries are also conveyed to incinerators and burned, throwing into the atmosphere volatile species. These can either act as contaminants as toxic vapor species or be delivered by winds and scavenged by rains contaminating soils and water far away from their source. In conclusion, despite the treatment applied to MSW, one can say that battery residues are potentially environmentally hazardous. The careful assessment of the environmental impact caused by residues of household batteries it is not an easy task and it can be referred as a multivariable problem. First, many different household batteries are produced by industry and the potential environmental hazard associated to their disposal depends primarily on the type of battery and manufacturer's technology. Introduction In October 1983, Rio Algom Ltd. decided to develop the East Kemptville tin deposit. This decision was the result of intensive geological and metallurgical evaluation work, as well as careful studies of environmental and marketing aspects. The property is located about 54 km (34 miles) northeast of Yarmouth, Nova Scotia, near the village of East Kemptville. Geology The geological setting is a granitic intrusive at the contact with metasediment. The tin mineralization is in the form of cassiterite (SnO2), which is about 80% tin. Sulfides are associated with the deposit containing silver, copper, and zinc, which are recoverable as byproducts. The mineralization is associated with quartz veins and greisen alteration. In the center of the deposit, the zones are so close together they have the appearance of a massive or porphyry type deposit. Ore Reserves The mine plan is based on 56 Mt (62 million st) at 0.165% tin. Up to the ninth year, mill feed will average about 0.2% and lower grade material will be stockpiled. In later years, the average grade will be 0.16% tin. A 0.08% cutoff grade is planned for the entire 17 years of production. East Kemptville is a relatively low grade tin deposit, and only a combination of favorable circumstances has made it economic. • The ore body is situated at, or very close to the surface, permitting mining by open-pit methods at a very low stripping ratio. • The tin occurs in relatively large crystals that allow for good recovery by gravity techniques. • It is ideally located in a well-settled area, with all essential infrastructural requirements already in place. • The positive and cooperative response from various governmental agencies involved are encouraging. Mine Plan The mine plan incorporates an initial pit, followed by three expansions to the ultimate pit. Mining will be at 14 kt/d (15,000 stpd) and will include 9 kt (10,000 st) of ore plus 5 kt (5,500 st) of waste and low grade. After five years, the mining rate will increase to 21 kt/d (27,500 stpd). It is planned to drill vertical 165-mm (6.5-in.) blast holes on a 6-x 6-m (20- x 20-ft) pattern. Bulk slurry explosives will be used to break the rock. Loading will be with hydraulic shovels into 70 t (77 st) haulage trucks. The trucks will deliver the ore to a 13 x 20 m (42 x 65 ft) gyratory crusher, where it will be crushed to 150 mm (6 in.). Secondary and tertiary cone crushers will be used to further crush the ore to 13 mm (0.5 in.). Process Design Tin extraction technology is practically unknown in North America, but Rio Tinto Zinc, which has a 53% ownership in Rio Algom, is involved in tin production in the UK. Rio Algom has used this experience and expertise in metallurgical evaluation work and in tin-related aspects of plant design. Mineralogical and metallurgical test work have been performed, both on laboratory and pilot plant scales. Mineralogical work was done largely in the UK, the laboratory test program was carried out at the Lakefield research facility in Ontario, and pilot plant work was conducted in Australia. This program has resulted in significant improvements in recovery and concentrate grades, over best projections that could be made before this work was carried out. Concentrating Process The concentrator is being designed to process about 9 kt/d (10,000 stpd). The first step is to reduce the size of the ore to -700 µm (-24 mesh) in a rod mill/ball mill grinding circuit. The ball mill will operate in closed circuit with high capacity banana-type screens. This paper presents a critical review of geo-structural mapping methodologies applied to deep tunneling projects in complex mountain chains such as the Alps. Geological forecastings are often a crucial part of tunneling projects, which should allow contractees or contractors to assume their own risks. Despite this, often adequate methodological criteria are not applied in the realization of these studies, with consequent increase of costs and delays. A discussion should hopefully start in the world of tunneling in order to define a correct approach.

Combustion synthesis, or self-propagating high-temperature synthesis (SHS), reaction systems are discussed with respect to thermodynamics and kinetics. In particular, the effect of the process parameters, e.g. particle size, [All] ignition and combustion temperatures, on these self-sustaining reactions is discussed. Combustion theory is used to investigate the effect of the overall actuation energy of the SHS reaction on the combustion front propagation rate and in obtaining a clearer understanding of the transition from stable to unstable propagation. Finally, examples of the application of combustion synthesis to advanced materials processes are made, in particular the synthesis of Ni-Ti-X intermetallic shape memory alloys, TiC-AI2O3 and ZrB2-AI203 ceramic composite materials.

According to general guidelines, deposits suitable for surface mining can be divided into two basic categories: horizontal or flat-bedded deposits and inclined or dip-buried deposits. A series of mathematical models for surface mine long-term planning (SMLTP) has been developed and can be used for any kind of deposit. The basic theory and methodology of the models are oriented- graph simulation which combines graph and network theory with a systems simulation technique to form a new approach. From the viewpoint of surface mining and long-term plan modeling, the main differences between the two categories of deposits are analyzed, an important algorithm is put forward, and the structure of the models and some results of applications are introduced. Dynamic and comprehensive optimizations have been completed by the SMLTP model series. Combining different OR branches, the new approach has been proved to be a powerful tool to solve the strategic problems of surface mine planning.

La simulación sirve de ayuda para los ingenieros de procesos para evaluar la viabilidad de un esquema de flujo propuesto y el efecto de la modificación de un flujograma ya existente. Por otro lado, la simulación juega un papel importante en la optimación "off-line" y en la evaluación de estrategias de control de circuitos alternativos. Son presentados varios ejemplos para ilustrar estas utilizaciones para la simulación, incluyendo aplicaciones en los circuitos de trituración, circuitos de molienda y circuitos de flotación. Es de opinión de los autores que, dentro de la próxima década, las plantas de proceso de minerales serán estudiadas rutinariamente a través de una simulación digital durante las etapas preliminares de diseño. An advanced coal preparation plant has been built at Homer City, Pennsylvania, by Pennsylvania Electric Company, a subsidiary of General Public Utilities Corporation, and New York State Electric and Gas Corporation, as an alternative to utilizing flue gas desulfurization technology to meet the Federal Environmental Protection Agency and the Pennsylvania Department of Environmental Resources air quality emission regulations of 4.0 lb S02/106BTU for the two (2) existing coal-fired generating station Units No. 1 and No. 2, and a 1.2 lb S02/106BTU for the new Unit No. 3. The coal preparation plant is designed to process 5,200,000 tons of run of the mine coal annually and has a design capability to process 1,200 tons per hour via two (2) equal capacity 600 tons per hour preparation circuits.- The plant is designed to produce multi-product coal streams consisting of a middling product of medium ash and medium sulphur content, which is environmentally compatible to support operation of the two (2) existing generating Units I and 2, and a deep cleaned, low ash, low sulphur coal product capable of environmentally supporting the ambient air quality requirements of the new Unit 3 generating facility. The waste product from the process consists of high ash, high sulphur reject material. The process has the acronym MCCS (Multi-Stream Coal Cleaning System).

Laterite ore slurries exhibit Bingham plastic behavior and can be characterized by the magnitude of their yield point and Bingham viscosity. These two parameters are affected by ore composition, solids concentration, and temperature and are used to predict the pressure drop in pipelines and heat transfer coefficients in shell-and-tube heat exchangers. In cycloning of laterite slurries, the calculated cut size is corrected by factors obtained from the rheological parameters.

A case study describing the expansion of Marion County landfill is presented. The exapansion area is located on a deep mined area. Finite element analyses were used to predict the surface subsidence and associated tensile strains on the landfill liner of the expansion site. A synthetically reinforced liner system is recommended to minimize the impact of the subsurface movements on the integrity of the liner system.

The test work was done in two parts. In Part I, five 6 x 16 mesh activated coconut shell carbon samples made by four different manufacturers were evaluated as to their gold loading rate and total gold loading. The five carbon samples tested are not identified by manufacturer and are simply designated as Types A through E. Then from the carbons tested, a suitable highly active carbon was selected for subsequent studies on impurity effects upon loading, Part II. Test Procedures The procedures and tests descriptions are given for the ultimate gold carbon loading tests and the dynamic gold carbon loading tests.

INTRODUCTION Homestake Mining Co. owns and operates the Bull¬dog Mountain mine near Creede, CO. Lead-silver con¬centrates are produced from ores extracted from narrow veins which dip from 1.04 to 1.39 rad (60 to 80°). An¬nual mill throughput is approximately 90 700 t (100,000 st). Ore shoots average 2 m (7 ft) in width and the ore is often weak, muddy, and poorly consolidated. Walls can be either strong or highly fractured along the strike of the veins. Cut-and-fill methods were initially selected to mine the deposit and considerable overhand mining occurred during the initial stages of the mine. Because of un¬stable ground conditions, mine management recognized that other methods would have to be employed. Undercut-and-fill mining was adapted to extract the loose ore from narrow veins and is presently the primary method used. Approximately 80% of the annual pro¬duction is extracted by this system. Loading ramps are positioned along the strike of the vein on 90-m (300-ft) intervals to allow for 45-m (150-ft) long cuts in each direction from the extraction raise. This interval was selected for efficient slusher operation and stope cycling. Loading ramps rather than chutes were selected for ore movement into 4.5-t (5-st) Granby-type cars because of extremely sticky ore conditions. Mined-out areas are filled with deslimed mill sands. Sand is pumped from the mill into two mine storage dams where the water is decanted. Each dam has a 544-t (600-st) capacity. Sand is pumped into the mine at a 30 to 40% slurry through 2195 m (7200 ft) of 51-mm (2-in.) thick wall pipe. When called for, sand is reslurried within the dams to a density of 55 to 65% and pumped to the particular mine opening requiring fill. Dry cement is added to the slurry prior to pumping. The capacity of the mine fill system is 20 t/h (22 stph). DEVELOPMENT Vertical development below the main adit level oc¬curs on 61-m (200-ft) intervals from an internal winze. Main haulage drifts or laterals are 2.7 x 2.7 m (9 x 9 ft) in section and driven parallel to the vein structures. Ground conditions generally dictate that better progress can be realized in the footwall than in the hanging wall. A distance of approximately 21 m (70 ft) is maintained between vein and drift openings to accommodate a smooth 18-m (60-ft) radius curve for crosscuts which are driven on 91-m (300-ft) intervals. Approximately 18 m (60 ft) of tail room is driven past the vein inter¬section to accommodate train loading. Ore and waste are hauled using diesel or electric driven locomotives operating over 18-kg (40-Ib) rail [762-mm (30-in.) gage]. Loading ramps are established above each crosscut¬ vein intersection. Scram drifts are then driven in the vein to determine the width and grade of the ore. If a prior decision to mine the block had been reached, then the scram is driven only far enough [about 12 m (40 ft)] to establish a drawpoint and scraper tail room. In most cases, the drawpoint is a 2.1 x 2.1-m (7 x 7-ft) cutout driven about 2.4 m (8 ft) into the footwall. On the level above, a raise bore station is established in the footwall to one side of the crosscut-vein inter¬section. The station is of sufficient size to accommo¬date a Robbins 41R raise boring machine. Support for the station is accomplished with 1.2 and 1.8-m (4 and 6-ft) roof bolts and wire screening. Once completed, a 152-mm (6-in.) concrete slab is poured and the raise drill set in position to center the 1.5-m (5-ft) diam hole approximately 1.8 m (6 ft) from the vein footwall. A 229-mm (9-in.) pilot hole is then drilled to the scram cutout below and reamed back to full diameter (see Fig. 1). STOPING Initial mining in a typical undercut-and-fill stope be¬gins from the top of the borehole. The initial cut can be either immediately beneath the track level or the old scram drift depending upon the particular situation. Cuts vary but are generally 2.4 to 3 m (8 to 10 ft) high. Support is accomplished by square-set timber, overhead caps, or roof bolts and screening depending upon ground conditions. Once the initial cut is removed, underhand timber and screen is installed and cemented sand fill placed. The stope is then ready for undercut mining. Prepara¬tion work begins with sinking 4.5 to 6 m (15 to 20 ft) on the borehole plus cutting a slot to the vein. As sinking progresses, hanging sets are installed to provide man¬way and service facilities. Hanging sets 1.7 m (5 ft 8 in.) long and 1.6 x 2.2 m (5 ft 4 in. x 7 ft 4 in.) in section are installed with steel hangers similar to shaft sets. Framed 203 x 203-mm (8 x 8-in.) timbers are made up in advance and shipped to the stope during sinking operations. When manway and service facilities are completed to the floor of cut to be mined, generally 3.65 to 4.3 m (12 to 14 ft) below the previous sand fill, the ore is removed to the hanging wall plus a round each way along the vein. Levelers or long stringers are then installed over the raise opening to support the work deck, slusher, and grizzly opening. All waste and ore from the sinking process is fed by gravity to the raise (see Fig. 2). Once the stope is equipped, mining pro¬gresses outward in each direction from the grizzly open¬ing. Stope equipment consists of 907 kg (2000 lb) pull air tuggers, timber skips, 11-kW (15-hp) ventilation fans, 15 to 22-kW (20 to 30-hp) electric slushers, 762 to 1270-mm (30 to 50-in.) scrapers, 67-mm (25/a-in. ) jackleg drills, as well as other drilling and blasting supplies. In narrow stopes [generally less than 2 m (7 ft) wide], no support is required for the underhand caps of the previous fill. Where wide sections in the vein occur, segment braces are installed beneath the caps to insure that the sand support cannot slip away from the hanging wall. Although much has been said about the high cost of exploration, both at home and overseas, little of a specific nature has been published on actual finding costs, if indeed such data has been developed. This contrasts sharply with our sister industry, petroleum, where finding costs for oil and gas are available for virtually any country In the world. The reason is largely attributable to the genetic complexity of the hard minerals, as opposed to petroleum, and the increasing difficulties we are facing in the search for new orebodies. We have available to us data on the annual exploration budgets of most of the major mining companies which show them to run into the tens of millions of dollars. My co-panelist, Dr. Walthier, Director - Corporation Exploration, St. Joe Minerals Corporation, New York, NY, summed up the feelings of many explorationists in a recent keynote address when he stated, "I would not recommend a mineral exploration program of a general nature in North America budgeted at less than three to four million dollars annually, spread over four to five years -- or smaller amounts for more years". We have the fact that many of the major companies now prefer to "buy into" a new mineral discovery, particularly overseas, because of the high-risk and high-cost of exploration. Is there, then, a place for the small investor, let us say with a budget of under $200,000 per year and, if so, where and how? This paper is directed toward the above question and is based on experience gained while managing a limited international exploration program, on a shoestring, over the past three years.

The Bagdad mill, built in 1977, was de-signed for a mill capacity of 36,300 tpd. An ABC (Autogenous Mill-Ball Mill-Crusher) grinding circuit was chosen. The original mill contained three completely independent grinding circuits, each containing one 9.75 m diameter by 3.96 m long fixed speed autogenous mill, one 4.72 m diameter by 6.71 m long ball mill and one 2.13 m diameter short-head cone crusher. Total installed power per grinding circuit was 8,464 kw with 5,966 kw in the autogenous mill, 2,237 kw in the ball mill and 261 kw in the crusher. (See FIGURE I--Major Equipment Flow Diagram.) The autogenous mills were designed to be able to operate semi-autogenously but were never converted to SAG. As a result of this design, only about 4,100 kw of the designed power is utilized in the autogenous mills. The grinding circuits are closed with 2.44 m by 6.10 m double deck vibrating screens. Screen oversize is returned, by a series of conveyors, underneath the mill coarse ore stockpile to feed the crushers. Variable speed belts feed the crushers and control power draw. Crusher product reports directly to the tail end of the autogenous mill feed belt. (See FIGURE 2--Typical Crusher Feed and Product Size Distributions.) Tramp iron in the autogenous mill-crusher circuit is handled in a unique way. A magnetic sensor detects the metal. This closes a gate which directs the crusher feed onto a separate belt which bypasses the crusher and returns the material to the autogenous mill feed belt.
