I consider it a distinct privilege to be afforded the opportunity of discussing the program of the Office of Coal Research. The principal activities I will be discussing are concerned with projects that fall in the utilization area. I will, to be sure, touch on other activities of the Office of Coal Research but am not equipped to discuss these activities in great detail. Research activities of the Office of Coal Research are conducted on a contract basis with commercial, academic, and non-profit institutions. We do not operate any laboratories of our own but we do maintain a very small staff for technical and administrative supervision of our contractors. We have consistently attempted to interest outstanding, creative, and practical research organizations in our program. We are constantly seeking the imaginative new idea that will materially reduce the cost of mining coal, transporting it, or will process it into a more convenient and useable form. In assessing proposals and in developing our program, we search for the improvements that will develop large-scale new uses for coal or coal products or those that support these new uses.

"The 4c segment is a part of the ""Oman National Railway Project” linking the mining area in the surroundings of Thumrait and the port of Salalah. It is 90 km long and the last 40 km stretch crosses a mountainous area near the city of Salalah. The project includes the excavation of a 33 km double and single bore tunnel and 10 km of safety tunnels. This mountainous area is a holiday destination for Omanis, thanks to its beautiful landscapes, especially in summer time due to the monsoon rains. The tunnelling design had to take into account both these environmental constraints and the limestone rock formations crossed, which are affected by significant karst features. Given the context, the conventional tunnelling method has been preferred. INTRODUCTION The Oman Railway Project (Fig. 1) covers the construction of approximately 2,150 km of railway line for freight and passenger transport which will connect together Oman’s main towns and industrial sites and it will form part of the Arabian Peninsula railway system “GCC Project”. The non-electrified double-track railway line must guarantee a speed of 220 km/h for passenger trains and 120 km/h for freight trains and must guarantee the transit of AAR (Association of American Railroad) H and D plates using clearance envelope according to AREMA (American Railway Engineering and Maintenance-of-Way Association) requirements. The design alignment must have maximum radiuses of curvature of 3,250m and a maximum gradient of 1.0%. The project is divided into 9 constructional and functional segments. •,Segment 4c will be constructed in the southern region of Oman, close to the border with Yemen, to connect the town of Thumrait with the Port of Salalah. •,Segment 4c will run through the Dhofar region and will be mainly used by the freight traffic which currently travels by road."

While there could be as many directions on regulations as there are viewpoints surrounding the asbestos controversy, there are a few basic criteria that generally will influence government thinking, namely: - their definition of the problem to be regulated, - their interpretation of the scientific evidence available to them, and - their sensitivities to the views of, and the implications for, various interest groups in society. Clearly, different assessments of these criteria by various governments will lead to differing regulatory regimes. The consequence, of course, is a patchwork of non-conforming regulations among nations, with all that thin implies for the distortion of international trade and the unsettling of international relations. I would therefore argue that when governments are examining regulatory action, they should explicitly take into account their common interests in stable and cordial international relations, and when possible, efforts should be made to ensure that movement on regulation is at least, in principle, in accord with the general views of the international community.

Can the mining industry in the United States accept the change and challenge of the "Now Generation" of entirely new high-performance automated transportation systems? Good Question! While there has been some revolutionary new thinking and product testing in mining, none has taken place in transportation of ore and waste. With one notable exception - DASHAVEYOR - not a single really new and 'unconventional' system has even been tried on a small scale in the hardrock mines in our country. Admittedly, U.S. equipment manufacturers share the responsibility for the slow progress in mine transportation systems in our country, since they have provided very litte leadership in design innovation or education. First, let me give you my definition of what is meant by the term "Advanced Transportation Systems". Then I will describe and compare such systems, emphasizing the strong and weak features of each as they apply to vertical and horizontal haulage. I will conclude by establishing the principal requirements for implementation of these types of systems in the mining industry in the United States.

The environment at the lunar surface is drastically different from the one we are used to on Earth. The Moon has one-sixth of Earth's gravity, virtually no atmosphere, a surface bathed in radiation and micrometeorites, large temperature gradients, low seismicity, and a dusty, rubbly surface. To successfully mine and process materials on the Moon and to mitigate degradation effects in the hostile lunar environment, these factors require new designs for equipment and development of new techniques and technologies.

Improvements in metallurgical performance are continually being made in the attempt to achieve the metallurgist's goal of maximum concentration, minimal loss of recovery and at costs that maximize profit margins. Innovative technological advances provide a means for the metallurgist to more thoroughly understand the mechanisms of separation and foster new ideas from old. Problems associated with the implementation of new technology can be overcome effectively if the metallurgist thoroughly understands the metallurgical systems with which he is working.

Froth flotation is one of the most actively pursued research and development areas in the coal preparation industry today. Many new types of flotation machines and processes are being developed and compared in an effort to handle the increased quantity of coal fines produced by finer grinding for greater liberation of ash- forming and sulfur-bearing mineral matter. Of the many new machines and processes under development for deep cleaning ultrafine coals, it is quite likely that many will not reach industrial use in the near future; in fact, it is quite likely that some never will. Therefore, it is the objective of this paper to select and describe a few of the new flotation machines and processes that appear to have reached a level of development that would suggest their eventual use on an industrial scale. It is probable, and doubtless will be argued, that some of the selections given in this paper should not have been included, while others should have, but the reader must understand that the author is restricted by the information available. And because most of the information available comes from those who are developing the equipment and/ or processes, it is often confusing and conflicting. Thus with a somewhat moderated plan, the author proposes to point out some in- congruities in the literature in the hope that such information might promote more independent study and perhaps explain the abundant promise versus the scant use of the new equipment and processes described.

Modifying the hydrophobicity of clay is necessary to accommodate large mycotoxin molecules such as zearalenone (ZEN). In this study, tricaprylmethylammonium (TCMA) chloride and common corn oil were used to modify clay. The results indicate that more than 90 percent of ZEN could be removed using clays modified by TCMA and corn oil at acidic and neutral pH due to the expansion of intergallery spacing as a result of TCMA surfactant intercalation within the clay-forming layers. The removal percentage depends on the pH and amount of clay used. Complete removal can be achieved at acidic pH and small clay amount.

Speed and torque control of standard A.C. induction motors can be accomplished using a variety of devices ranging from mechanical, hydraulic, and electrical. Also, the motor can be specified as an A.C. wound rotor or D.C. motor using the associated controls. Normally, any one of these drive types can be adequately used to provide the torque control necessary to accelerate a conveyor belt system. The selection will depend on the economics, experience, and preference of the designer or end user. These drive types will be presented from a functional and performance viewpoint to assist in the understanding of the available technology.

Environmental regulations have become a decisive factor for many minerals industry operations. Managers face new liabilities as a result of environmental laws, and restrictive permitting requirements for new projects make mine development an increasingly difficult proposition. An abundance of federal, state and local environmental laws and regulations already confront on-going minerals operations, and complex new legislation and rule-making is always in progress. Acronyms and initials like RCRA, CERCLA, SARA and EIS become as familiar as reserves, tons, grades and recoveries. The growth of such regulation has created a new category of professional employees - environmental scientists and engineers-whose presence will influence minerals production activity from now on. The disciplines of environmental science and engineering are still being defined. While these definitions are being worked out, companies in the minerals industry have responded by hiring people with professional experience in existing disciplines and training them to their special needs. An environmental consulting industry of substantial proportions has developed to offer expertise where producing companies may not find it economic to hire full-time professionals. The mining schools have responded by introducing environmental course work, but these programs have yet to supply a significant number of environmental professionals to the minerals industry. To gain some perspective on where minerals producers now stand in their hiring of environmental professionals, ME recently surveyed 20 companies, with questions about how they go about the business of managing environmental compliance. Acid rain legislation, the new tax package, excess coal capacity, the effects of low oil prices, how to increase coal exports: These were among the items discussed at the May 4-7, American Mining Congress coal convention in Pittsburgh. Some 2000 people attended the convention, which also offered 15 technical sessions. As always, the state of the domestic coal industry might be characterized as "long-term promise, short-term problems." And one of these problems is acid rain. Acid rain The proposed acid rain legislation in Congress could be the most costly piece of environmental legislation ever written. In its present form, the measure could cost the nation up to $110 billion over the next 15 years. Rep. Henry Waxman's (D-CA) bill, HR 4567, would mandate large reductions in sulfur dioxide emissions from coal-fired power plants. The bill has more than 150 Republican and Democratic cosponsors. Ed Addison is president of the Southern Co., one of the nation's largest utilities and users of domestic coal. Addison noted that America's electric utility industry buys and uses nearly 85% of the coal consumed in this country. He said Waxman's bill would drive up prices of low-sulfur coal, raise electric rates, and force miners out of work in high-sulfur coal regions. In repeating a standard coal industry response, Addison said the Clean Air Act is doing the job. In recent years, while coal use has gone up, S02 emissions have gone down. Current air pollution standards are producing cleaner air, he said. Despite concern over HR 4567, the bill's future is uncertain. Several coal industry executives and analysts predict the bill will die under weight of opposition from coal, utility, and steel interests. But the acid rain issue is gaining momentum. Future legislation of some kind is likely. Meanwhile, research continues to develop clean coal technology to deal with the S02 problem. Commercialization of these front-end technologies currently lags public sentiment for acid rain legislation. Ground water runoff and contamination is another area where future legislation would seem likely. Already, one bill has been introduced in Congress. A second is being drafted. The impact of such legislation may be significant according to Bruce Leavitt, a hydrogeologist with Consolidation Coal Co. He said if current proposals are adopted, there will be more federal, state, and local government involvement in ground water regulation. In any event, the coal industry can expect to see more emphasis on preventing acid mine drainage and on water replacement, according to Leavitt. He urged those in the coal industry to present information about mining and ground water. That is needed to prevent misdirected state and federal programs, he said. Another coal industry concern is excess capacity. The industry has the mines, equipment, and employees to produce 15% more coal than at present. Problem is, the markets are not there. Slower-than-predicted growth in electric utility coal use has kept sales sluggish. There are also tax uncertainties. Congress is considering repeal of the investment tax credit and elimination of black lung payments and excise taxes as deductible expenses. One analyst estimates the coal industry would lose $1.1 billion in five years, if the changes are approved. In addition, there are the usual concerns about excessive governmental regulations involving safety and environmental matters. Bill Kegel, for example, said these regulations mean extra costs and delays in developing mines. Kegel is president and chief executive officer of the Rochester & Pittsburgh Coal Co. More than half the electrical power in the US is generated by coal-fired plants. That percentage could slip by a couple of points as nuclear generators come on-line the next few years. About 1990, though, we will see the end of US nuclear plant construction. No new nuclear plants have been scheduled since 1978. So any growth in electric power use should benefit the coal industry. BethEnergy - High Power Mountain During 1985, BethEnergy - a Bethlehem Steel Corp. - subsidiary developed High Power Mountain, a 1.8-Mt/a (2-million-stpy) surface mine in West Virginia. Construction saw movement of more than 3 hm3 (4 million cu yds) of earth. A computerized 544 t/h (600 stph) heavy media cyclone prep plant and a 3.6-kt/h (4000-stph) railroad loadout facility were built in six months. And a 5.6-km (3.5-mile) railroad spur and loop bridging a major highway were constructed. Larry Willison of BethEnergy noted the project's ambitious construction schedule. It was forced by the need for the project to be market driven and - lacking available capital - externally financed. BethEnergy did several things before obtaining with Detroit Edison a market for 0.9 Mt/a (1 million stpy) of coal. Willison said his company prospected and proved the eastern half of its 8-km2

The design and planning for the construction of a new passageway to improve access and circulation to better accommodate anticipated increased passenger flow within Grand Central—42nd Street Station. The passageway includes the break-in of an over 100-year-old station cavern with an innovative design implementing a protective structure above the existing track to allow for safe train operations and passenger circulation during construction. Construction of the new passageway follows the Sequential Excavation Method. This paper will present the innovative solutions that went into the preliminary design and planning considering construction access, site logistics, risk management, structural retrofitting, instrumentation and monitoring, and impact assessments.

A joint research effort by Newmont Gold and Du Pont, working with Kurtis Mooney, of Tri-Combined Resources has developed a new ore-sample bag made of "Tyvek," a spunbonded olefin. "The goal was to find a bag with the best trade-off between efficient draining of moisture, minimal fines loss and compatibility with the conveyor drying process we were developing for our new assay lab," Charles Bucknam, analytical development coordinator for Newmont Metallurgical Services states. None of the available polypropylene, cotton or canvas bags had the needed combination of properties. "Our original tests in 1987 on the plastic bags we had been using showed an average loss of 5.4% of mud sticking to the bags when they were emptied into drying pans. Part of the sample was still in the bag as a residual." Tests on bags of "Tyvek" showed low residuals when the samples were dried in the bags before they were emptied, but about 3% of the fines were lost through the seams. Mooney recommended a new bag design, with fold-over seams.

It is appropriate that this opening session of HAZPAC '91 and Randol Gold Forum CAIRNS '91 should address the question of what the two industries can learn from each other. The panel is made up of members with experience in both industry. Several are experts on managing both hazardous waste and the mine/mineral processing environment. There is a marked difference in the regulatory needs with respect to treating and disposing of mining and mineral processing wastes, and "hazardous" or industrial waste materials. The topic of this paper is on the things that the two industries have in common: Many of the processes and technologies that are being used or are currently being developed for treatment of hazardous waste are the same or similar to the processes that have been used for decades or k,nger in the mineral processing industry. Hazardous waste treatment and remediation of contaminated solid and/or groundwater is a relatively new industry. Many of the practitioners in this new industry are relatively inexperienced in most of the "new" technologies that are being applied or developed.

The selection of a suitable mathematical function for the modelling of the partition curve for dense medium cyclones is discussed. Five alternative functional forms (based on three basic functions) are compared using data obtained in the course of an extensive experimental study of a 610mm dense medium cyclone. It is shown that, for adequately sampled tests, any of the functions may be used, although a function based on the Weibull distribution is shown to be most suitable. Where data are poor, all functional forms exhibit disadvantages, notably in terms of a reduction in precision of parameter estimation. This problem can be exacerbated by the complex numerical techniques required to estimate the parameters of a particular function. A set of ideal requirements for a performance function are presented.

The selection of a mining method for a particular deposit must be based on certain technical and economic criteria. This can be interpreted as maximizing extraction and productivity while maintaining safe working conditions and minimum costs. The methodology developed here examines some of these aspects. The proposed methodology was tested on copper deposits that could be mined by underground stoping methods such as sublevel stoping, cut-and-fill stoping and their variants. In general, it provides a practical approach to both method selection and optimum stope design for base-metal deposits.

INTRODUCTION The purpose of this paper is to summarize the current status of reagents used in the mineral industry plus present some current challenges and possible new technologies of the future. Table 1 lists the important families of reagents which, when taken together, constitute at least 95% of the current commercial reagent market. A very approximate estimate of the free world reagent market size in mineral applications is about 1.5 to 2.0 billion dollars (U.S.) using 1985 data. Obviously, to serve such a large market requires the effort of many different types of commercial supply sources. It is estimated that there are over 300 industrial firms in the free world that have a dedicated business/technical structure for supplying reagents related to the mining industry. There are a number of characteristics which are associated with the product families listed in Table 1. Understanding these characteristics helps to provide a realistic economic/technical basis for outlining future challenges in mining chemicals. 1.Essentially all of the products listed are old chemistry in the sense that the molecules have been known and manufactured for at least 25 years. This has not been a highly dynamic field of endeavor from the viewpoint of new product introduction. 2. The greater majority of the products listed can be viewed in commercial terms as "commodity" chemicals, that is, they are available from many sources and the pricing of a some- what generic product generally dominates differences in product quality or uniqueness. With commodity pricing, reagent suppliers significantly reduce research expenditures, loosen product quality somewhat if the applications of the reagents allow, etc. in order to be cost competitive.

As the importance of particle shape in mineral processing is increasingly recognized as an major variable in predicting the behavior of both individual particles and particle systems, whether it be in dense media, froth flotation, comminution or the flow of particles, new method of shape characterization are being developed, particularly for use on image analyzers. These shape characterization methods may be broadly classified into the analytical, empirical and physical formation methods. Discussed are approaches and the strengths and weakness of each of these methods. Moreover old and new shape measuring techniques are reviewed, particularly the new image analysis methods techniques such as Fourier, Haar, Fractal, Walsh and Delta as well as a variety of other techniques such as tabling, the Cascadograph, settling and L/D ratios. Also discussed are the problems of doing shape research, current progress and the future of the field.

When OSHA came into existence in 1970, it adopted national consensus standards to improve safety and health conditions in work places. Coke oven emissions, which are proven to cause cancer and respiratory diseases, were regulated by the coal tar pitch volatile standard, adopted from the 1969 edition of the Threshold Limit Values for Airborne Contaminants by the American Conference of Governmental Industrial Hygienists. The coal tar pitch standard, based upon the benzene soluble fraction of total particulates, limits the personal exposure to 200 micrograms of the benzene soluble fractions of total particulate per cubic meter of air. This standard can be classified as a performance standard because only general limits are set which allows the employer to choose for themselves the means to comply. Both the United Steelworkers of America and the American Iron and Steel Institute petitioned the Secretary of Labor to write a new standard for coke oven missions, each thinking the coal tar pitch standard unsatisfactory.

Limestone can be used effectively in treating acid mine water. Aside from a lower cost than for other treatment agents, limestone has the advantages of easy storage and effectiveness even when impure and in slack sizes. Limestone incorporated into waste piles in layers or as riprap can inhibit acid formation; limestone rubble packed in a mine entry offers promise in formation of a low-cost autogenous resilient seal.
