7.1-STABILITY OF SLOPES IN SOIL AND ROCK ROBERT H. MERRILL 7.1.1-DESIGN ANALYSIS APPROACHES The analyses of slopes in soil or rock can be made through application of soil- or rock-mechanics principles. In most cases, the material in the slope wall can easily be identified as either a soil or a rock. However, there will be instances where, because of unique characteristics, the soil may behave as a rock structure, or vice versa. By necessity, these unique cases must be identified through experience or critical observation by the engineer, because there are no definitive rules clearly establishing the differences. The most important step in a solution to a slope problem is to define it. Normally, once the problem is identified, a solution usually can be found or a reasonable estimate obtained. The design analysis of a slope wall implies an evaluation of the stresses or forces in the wall, and of the ability of the material in the wall to withstand them. Therefore, the factors influencing a design analysis can be divided into two categories: those which influence stresses, and those which influence the ability of the wall to withstand stress. For simplification, the latter is termed the strength of the soil or rock. Perhaps the basic difference between analyses for soils and those for rock is in the identification of the failure surface. Soils generally do not have an identifiable failure plane. However, some soil layers in a slope wall may have different strengths. A soil slope wall may consist of a thin layer of topsoil overlying a thick, uniform clay, or a topsoil over a gravel or other materials. Therefore, the soil generally does not have a potential plane of weakness that can be identified through observation. On the other hand, rocks normally contain planes of weakness in the form of fractures, faults, joints, bedding planes or other discontinuities weaker than the intact rock, which can be found through observation and/or tests upon rock samples. If the failure surface cannot be identified, the principles of soil mechanics should apply because, in soil mechanics, the failure surface usually is assumed. If it can be identified, then the principles of rock mechanics should apply. 7.1.2-ANALYSES OF STRESSES OR FORCES IN SLOPES All existing methods of soil-slope analysis are based upon interpetations of the Coulomb and Coulomb-Navier failure criteria, commonly termed the total-stress 2nd the effective-stress criteria (Sec. 6.1). INTRODUCTION In 1979 the Committee on Radiological Protection and Public Health of the Nuclear Energy Agency (OECD) defined a programme of work needed to improve radon dosimetry and monitoring. A Group of Experts in this field was established by the NEA and at the first meeting of the Group the authors were designated an initial task with the following terms of reference:- To review dosimetry of radon, thoron and their daughters, and in particular:- - to examine analytical models for the assessment of dose to individuals who are exposed to aerosol mixtures of these nuclides; - to examine the state of knowledge of the characteristics of aerosol mixtures of these nuclides and other factors that influence the dose to the lung, and identify those parameters which should be measured for dosimetric purposes in radiological surveillance programmes; - to identify areas where further study or research are needed. In this presentation we attempt to examine, with these objectives, the relationship between exposure to radon and thoron daughter aerosols expressed in terms of the working level month l (WLM), or its SI equivalent, and dose accumulated by sensitive tissues of the lower respiratory tract. Over the past two decades many attempts have been made to calculate the lung dose equivalent to l WLM exposure in mine atmospheres, usually in terms of the maximum dose to basal cells in a small part of the bronchial tree. The calculations have employed variously detailed models of airway anatomy, aerosol deposition, ciliary clearance and dosimetry of tissue at the bronchial surface, and are well reviewed elsewhere (Walsh, 1970; UNSCEAR, 1977; Jacobi, 1977; Fry, 1977). They agree in the conclusion that basal cells in segmental bronchi (between about the third and fifth bronchial generations) receive the highest dose, although estimates of this dose differ by more than an order of magnitude, ranging from about 0.2 to 12 rads per WLM (2 mGy to 120 mGy). The most critical parameters of these models are the assumed depths of basal cells below the bronchial surface and the fraction of the WL carried by free ions. When more realistic values of these parameters are substituted (Jacobi, 1977), the dispersion in calculated maximum doses to basal cells is reduced to give a much smaller range from about 0.3 to 1 rad/WLM (3 to 10 mGy/WLM). The parameters and methods employed in these various models, however, remain too diverse to infer the sensitivity of the dose conversion to practical variations in aerosol characteristics and the additional factors determining lung deposition and clearance. We have therefore taken the approach of developing newer models (Jacobi and Eisfeld, 1980; James et al, 1980) that can encompass the range of available experimental data on the physical and biological behaviour of radon and thoron daughters and also accommodate the different interpretations that can be put upon them. The Hai-Shan No. 1 Coal Mine, located in northern Taiwan, is one of the typical coal mines on the island which, limited by natural condition, are mostly small in scale. With the advancing longwall method, the mine is now winning a seam, 80 cm thick, at a 32° dip, with a working depth of 824 m below surface. The annual output is about 50,000 mt of clean coal. At the working gallery, the virgin rock temperature may go up to 46°C, difficult to be brought dam to n acceptable level: because .of the tropical climate with high intake temperature and high humidity. Besides, at this depth, the intake air that goes down the long inclined shaft generates considerable heat due to autocompression. The mine is ventilated by a set of axial-flow fan with 38 m3/S of intake air at 2.2 KPA WG. With this volume of air, the temperature at the working-face is usually above 30°C WB. Appreciable lowering of the temperature is not expected even with an increased volume of ventilated air. For this reason, decision has. been made to try the installation of a pilot underground refrigeration unit near. the lowest gate road to cool the intake. air. from 32°C WB to 28°C WB which seems acceptable to on-the-spot workers exerting heavy physical labor. The experimental unit is designed for carrying away a total heat load of 90 Kw. The capacity of the unit is 200 Kw. The unit consists of a compressor, an evaporator, a condensor and a motor. The heat rejection is done in a cooling tower. Chilled water is circulated from the evaporator to the cooler by insulated pipes. The cooler consists of 90 Kw-coils with two fans and forces air by flexible ducting onto the working face. This paper examines mainly the effect of this additional reduction of working temperature, on working efficiency of the workers. Another aspect of this experiment is to evaluate the overall economy of underground refrigeration in small-sized coal mines under tropical condition. The success of such an experiment may lead to wider application of refrigeration to render many of the deeper mines economically workable.

Based on many years experience, the well approved Tunnel Seismic Prediction System (TSP) has been substantially enhanced for online geological prognosis in underground construction. The method provides high resolution seismic images of the rock mass ahead of a tunnel face via an array of standard anchor rods. These contain3D-geophones and can routinely be installed during the excavation process. A further outstanding feature of the system is the newly developed high frequency repetitive seismic source which can easily be fixed at a tunnel boring machine. A user-friendly software package enables online data acquisition, processing, 3D-visualization, and interpretation.

This paper examines the economics of acquiring mineral exploration rights by royalty-rate bidding when the royalty basis does not provide for full cost recovery. Bidding takes place prior to exploration and the documentation of actual tonnage and grade. Consequently, it increases considerably the risk to exploration capital when the fraction of cost recovered is small and the product price exhibits large fluctuations. Price and grade risk are demonstrated on a 360-Mt (400-million-st) porphyry copper deposit by Monte Carlo simulation of discounted-cash-flow analysis. Copper price is modeled as a stochastic price process, and costs are based on US Bureau of Mines cost models. When both grade and price risk are considered, the probability for a negative NPV is 0.54, given a royalty rate of 5% applied to a basis that allows the recovery of costs up to 50% of product price. Investment risk could be considerably reduced by defining the royalty basis to allow greater cost recovery. Although such a basis would require society to share in the risk, society would benefit from greater resource development.

Skam deposits considered as porphyry copper deposits have been classified into three basic prospecting models: (I) the skam deposit associated with a mineralized intrusive (Pima-Mission), (2) the deposit associated with a barren igneous stock (Ertsberg), and (3) mineralized rock that seems to have no clear association with apluton (Phoenix). Pima-Mission, Christmas, and many other copper-bearing skarns developed in carbonate sequences near mineralized intrusives form an important part of the deposit. Historically, copper derived from the mineralized intrusion accounts for less than half of the metal produced by most porphyry mines, as most mineralization occurs in the intruded rocks. Skam mineralization is an important part of wall-rock metal deposition, because carbonate sequences are preferentially replaced by sulfide and skarn minerals. Exploration for skam mineralization is an important phase of porphyry copper exploration. Impure carbonate beds can become better host rocks for skam deposits than pure carbonates, and these in particular should be included in porphyry-exploration programs if the impure strata are cut by the stock. Skam deposits can also form near stocks that are barren of sulfide. In this model, the two best ore guides are strata favorable for mineralization (usually impure carbonate beds) and the intrusive contact. Faults can also act as important ore controls. Some skarn deposits form that have no clear genetic connection with a stock, although intrusive rocks are known in the district. In such cases, the best ore guides are strata and district-wide faulting. Dikes and sills are also common and mineralization can locally prefer their contacts even though the igneous rocks are barren. Skam minerals are influenced by the chemical composition of the carbonate. Forsterite, brucite, tremolite, and talc are common in skams developed in dolomitic beds. Skams derived from calcic beds often contain wollastonite, calcite, stilbite, or idocrase. Diopside, however, is a common accompaniment of copper sulfide in skam regardless of the original composition of the carbonates. Tremolite and possibly other amphiboles and chlorite can occur significantly in the zinc-lead portion of skams. Gamets occur in magnetite, copper, and zinc-lead zones of skams, but are not as diagnostic as diopside for the copper zone or tremolite for the zinc-lead zone. A general desciption of skam-deposit mineralogy can be used to construct prospecting models of porphyry copper skams. An abstract of such a description follows.

Due to the variability of subsidence characteristics across the U.S. coalfields, it was concluded that it would be practically impossible to develop a universal predictive model for mining-induced subsidence based on theoretical assumptions. Therefore, an effort was made to find a procedure to develop an empirical subsidence predictive model based on a sufficient Mount of field data from one mining area (in this case the Northern Appalachian Coal Region). It was also thought that this procedure, if successful, could be used as the template for developing predictive capabilities for other coalfields with different subsidence characteristics given a reasonable amount of field data. It has been found, in the Northern Appalachian Coal Region, that the variability of subsidence characteristics can be expressed by a polynomial equation developed through regression analysis of the variable subsidence coefficient and derived directly from the field data. In this study, field data were obtained from 11 Bureau longwall panel studies (16 half profiles) for static subsidence and 14 panels for dynamic subsidence. The effects of lithology, expressed in the form of a variable subsidence coefficient, have been separated for each test site by introducing a correlation between hythetically homogeneous overburden and existing ithological conditions. For each longwall panel, the characteristic of the variable subsidence coefficient was defined along individual static profiles. The definition of mean values with acceptable deviations is the substance of the predictive method. The same procedure was used to develop a predictive model for dynamic subsidence, since it war discovered that the rate of longwall face advance is not a necessary functional parameter. This paper presents the theory, development, and application of the static and dynamic subsidence prediction models.

Hazard recognition and prevention of accidents are two components of the 30 CFR 48 training requirements, which are mandated for new miners and newly employed experienced miners. These components are also part of the annual refresher training course required of all miners. In these categories, instruction shall include the recognition and avoidance of hazards present in the mine and shall include a review of accidents and their causes. Unlike instruction preparation for fact-based material, program development for hazard recognition presents a particular challenge to safety-training specialists, because they are often limited in their ability to adequately gauge the level of awareness of the individual prior to training. Further, they must also assure that the training is relevant and presented in a thought-provoking manner. Computer-based instruction is particularly well suited for assisting trainers in developing hazard-recognition topics, because it can be used in pretraining and posttraining modes for assessment of training effectiveness, in addition to its use as a presentation tool. This article presents a recent approach, developed at The Pennsylvania State University, that applies the technology for the assessment and instruction of accident prevention through hazard recognition. The application is prepared for surface coal mines.

1. Coal Preparation Terms (General) 1.1 Coal preparation-collectively, physical and mechanical processes applied to coal to make it suitable for a particular use. 1.2 Run of mine (ROM coal)-coal produced by mining operations, before screening, crushing, or preparation. 1.3 Raw coal-coal that has received no preparation other than possibly screening or crushing. 1.4 Raw coal feed-raw coal supplied to a plant or machine, in which it undergoes some form of preparation. 1.5 Coal cleaning-the treatment of coal to lower the mineral matter content (ash). 1.6 Cleaned coal; clean coal-coal produced by a cleaning process (wet or dry). 1.7 Middlings-a product of coal preparation that, by reason of its ash content, is intermediate between coal and discard. It follows therefore that the relative density of middlings is intermediate between those of coal and discard. Middlings may be reprocessed. 1.8 True middlings; bone comparatively high ash particles so nearly homogeneous that their quality cannot readily be improved by crushing and recleaning. 1.9 False middlings; interbanded middlings-middliigs in which the particles consist of bands of coal and shale, and from which the coal may be liberated by crushing 1.10 Refuse-waste material in the raw coal which the cleaning process removes. Cleaning Characteristics 2.1 Washability-amenability of coal to improvement in quality by cleaning. 2.2 Float-and-sink analysis-the division of a sample into relative density fractions with defined limits, the proportions of the fractions being expressed as percentages of the total sample, commonly with an indication of the ash percentage (and other characteristics, if required) of each fraction.

This paper describes the recent application of gasketed, precast concrete segmental lining design that has improved tunneling productivity and quality. The speci?c segment arrangement includes: six-piece ring with equal 60 degree gasketed segments, juxtaposed key and counter-key segments, trapezoidal and parallelogram shaped segments, inclined and skewed radial joints and plastic circumferential joint connectors. This allows rapid, but accurate ring erection, reducing mine cycle times. The design avoids cruciform joints, minimizes potential gasket damage and eliminates the need for separate left and right ring molds. The implementation on the Los Angeles ECIS and NEIS sewer projects is described.

A 1.89 km-long, 4.5 m-I.D. tunnel was successfully constructed through saturated hard clay, and highly abrasive dense sand and gravel, with groundwater heads ranging from 10 to 20 m. In order to address these conditions, a Lovat earth pressure balance TBM was used, with soil conditioning by foam, water and various polymers. Support was provided by a single-pass segmented concrete lining. Groundwater inflows of 400to 1,600 lpm at times created challenges for changing cutting tools. Surface settlements were generally less than measurement thresholds, except under very low cover at startup. This project provides a pivotal case study of the successful application of EPBM technology in saturated, abrasive glacial soils and the successful application of soil conditioners.

This paper reviews the fundamental concepts involved in the development, application and validation of ground movement predic¬tion methods developed by Virginia Polytechnic Institute and State University (VPI&SU) over the past 12 years. Prediction techniques have included empirical or semi-empirical methods, such as the profile function, influence function and zone area methods, as well as numerical methods, based on a finite element formulation which utilizes field subsidence data. The former techniques have been integrated in the Surface Deformation Prediction System (SDPS) software package for personal computers, which allows for the calculation of any component of ground movement in any direction. Comparisons between measured and predicted subsidence and strain values are presented for a selection of case studies, which demonstrate the applicability, accuracy and regional validity of these methods for predicting surface deformations due to underground mining.

Until now, only the range of typical construction projects which are repeated over and over during the life of a coal mine have been discussed. This chapter looks at underground construction projects which occur only once or twice during the life of any given mine and are major construction projects in both time and cost. These projects usually require the services of an outside engineering and construction firm with hands- on experience in design installation. Because of this involvement with engineering and construction firms (EIC), the role of the construction engineer will change from one of actively de- signing and directing tasks to one of planning, inspection, and quality control. To reflect this role change in the discussions, the focus of this chapter will be changed to a broad overview of project participation. Of course, the projects under consideration in this chapter could easily fill more than one book on their design and installation. In addition, major construction projects are extremely site specific, requiring months of data collection about site geology, physical conditions, and potential excavation and construction requirements. Therefore, no attempt shall be made to discuss any detailed construction aspects as was done in earlier chapters. The purpose of this chapter is to present the fundamental concerns of a staff engineer or supervisor. This engineer does not make the decisions on choosing the EIC firm, but assists and interacts with their project team to accomplish the goals set forth by higher management. The construction topics to be reviewed fall into three main categories. The first category is highlighted by the installation of a main surge bin; the second is typified by the construction of an underground shop; and the third category encompasses special projects such as rotary dumps, crusher stations, and foremen's offices. These categories highlight the differences between degrees of mine responsibilities for project completion. The first topic is usually a turnkey project by an E/C firm for a given mine. The second topic represents the leading role of the mine in the project with a contractor as a support service or equipment supplier only. The third topic, special projects, is an example of a joint venture-between a contractor (leading partner) and mine management. These roles can change with any given project, but the changes in management responsibilities for the construction engineer can be nicely illustrated for the purposes of this text. The first step toward constructing major mine projects is to analyze the mine which influence their design. From the mine management standpoint, these parameters should reflect the role the mine will play in the project construction. In other words, what is the nature of the proposed mine environment and what are the material, labor, and time requirements needed to assist or direct the chosen engineering and construction firm? Answering these questions requires some basic project planning and cost estimation work. Here, only a general treatment is necessary, since detailed discussions of these topics will follow in Chapters 8 and 10. For those persons interested in the role of the EIC contractor, I suggest beginning by reviewing the article by Beall, "The Role of an Engineering and Construction Contractor," presented in the October 1980 issue of Mining Engineering magazine.

The next ten to fifteen years will be exciting ones for the construction industry because three city agencies alone have started or will start, on tremendous expansion programs, the cost of which will exceed a total of four billion dollars. The major portion of this work will be done by the use of tunnelling methods. *Tunnelling is construction by any method of a covered cavity of predesigned geometry whose final location and use under the surface, whose cross-sectional area is greater than two sq. meters. The New York City Transit Authority's expansion program will provide for approximately 52 miles of new subways. The Board of Water Supply has already started on City Tunnel No. 3 which, when completed will provide the City with enough water until the year 2000, and the Board of Water Resources has embarked on a tremendous program to clean up the surrounding waters. Yes, these will be exciting years, particularly when one reads about the new novel exotic methods of rock breaking and disintegration, coupled with the new methods of soft ground tunnelling.

INTRODUCTION This chapter will discuss, both from fundamental and practical points of view, the flotation of non-sulfide min- eral s. The flotation characteristics of silicates, salt-type minerals, oxides and coal will be reviewed. Dup- lication of the thorough and excellent presentations by many authors is not intended and a comprehensive list of references is included. GENERAL PRINCIPLES Collectors for Non-Sulfide Minerals : All minerals, with only a few exceptions are readily wetted by water, that is, they are said to be hydrophilic. The purpose of a collector is to coat the mineral surface and render it hydrophobic, preferring an environment of air over an environment of water. Relative to sulphide minerals, the non- sulfides are more naturally hydrophilic and therefore, require a collector with a greater chain length. This is accomplished by using a collector which has a proportionally longer hydrocarbon chain. Both anionic and cationic flotation collectors are used in non- sulfide flotation. Anionic Collectors. These are collectors which ionize in solution to give a negatively charged radical. They have the general structure R-A, where R is a hydrocarbon having 8 or more carbon atoms and A is a hydrogen or an alkali metal. The most common collectors in this group are fatty acids which could have saturated or unsaturated hydrocarbon chains. Such chains may be straight or branched. The configuration of the chains affects their solubility in water and their adsorption characteristics. In general, as the chain length increases the adsorption and the collecting power increases. However, it should be noted that the solubility decreases. The solubility of unsaturated chains is greater than that of saturated fatty acids because double or triple bonds are polar and thus attract water molecules. Solubility data for collector metal salts, even though important for a proper understanding of flotation are not available for all collector systems. Solubilities and structures of different fatty acids are reported by Fuerstenau (1982). Values for the solubility products of fatty acid salts selected from a paper by Du Rietz (1958) are given in Table 1.

On June 16, 1982, Rio Blanco submitted a request to the US Minerals Management Service for a suspension of operations under its federal oil shale lease. The company also wanted a five-year delay in the requirement for further minimum royalty payments and a five-year extension of the primary lease terms of 20 years. The request was granted in late July in the midst of yet another slump in oil shale activity. Rio Blanco holds one of four Federal oil shale leases that were granted under the Interior Department's Prototype Oil Shale Leasing Program in 1974. That year the DOI offered for lease six federal oil shale tracts, two each in Colorado, Utah, and Wyoming. The leases in Colorado and Utah were granted for substantial bo¬nus bids as shown in Table 1, but the Wyoming tracts had no takers. In the eight years hence, no oil shale has been produced commercially. Indeed, the prospects for successful oil shale development have fluctuated widely, continuing a 60-year- old cyclical pattern in the fledgling industry. The prototype program was developed and initiated while this infant industry struggled to begin anew, without the benefit of any federal oil shale leasing regulations, or any history of federal oil shale leasing at all. Permanent regulations were not required because the effort was limited and designed to provide the foundation for any future leasing program. Section 21 of the Mineral Leasing Act of 1920, a Nov. 30,1973 Federal Register notice, and the leases themselves constitute the legal and regulatory framework for leasing and developing prototype oil shale tracts. The prototype leases contain some unusual provisions including installment payments of the bonus bids, credit of early development costs against payments due the government, adjustment of royalty rates according to regional crude oil price fluctuations, and unusually extensive and detailed environmental stipulations. Several of the provisions were intended to provide incentives for early development and financial penalties for failure to develop. The requirement for minimum royalty payments in lieu of actual production royalties beginning in the sixth year of the lease falls in the latter category. After the sixth year, the required minimum payment is increased east year through the 15th year by an increment equal to that due in the sixth year. The minimum royalty then remains the same through the final five years of the primary lease term. Minimum royalty is calculates on a different production level for each prototype lease, based on the quantity of 125 L/t (30 gal/st) shale estimated to be recoverable from. each tract by room-and-pillar mining. That mining system was selected for reference as the only proven extraction method for oil shale at that time (early 1970s) The minimum royalty (production) rate was calculated for each tract by direct comparison of its estimated recoverable 125-L (30-gal) resource to a hypothetical tract containing 1.9 Gt (2.1 billion st) of recoverable 125-L (30-gal) shale. For the hypothetical lease tract, the minimum production for the sixth year was calculated to be 3.2 kt/d (3,500 stpd), increasing by a like amount each lease year through the 15th to a daily production rate of 31.7 kt (35,000 st). Under this formula, the hypothetical lease tract would yield $16 million in minimum royalty payments over the 20-year primary lease term if there were no production, no development credits taken, and no adjustment of the royalty rate due to fluctuation of regional crude oil prices. The production rate of 31.7 kt/d (35,000 stpd) was a somewhat arbitrary figure that was considered, in the early 1970s, to represent a minimum size for a commercial oil shale operation. A production rate of 7.9 dam3/d (50,000 bbls/day) soon supplanted that smaller mine production figure as a rule of thumb for the minimum size for a commercial facility. The proportional relation-

Techniques for optimization of mineral processing flowsheets are reviewed. Though not yet widely used in the minerals industry, approaches for chemical process optimization based on successive quadratic programming (SQP) algorithms may be employed to determine optimum unit design and control settings for a mineral processing flowsheet. Moreover, in certain mineral processing flowsheet applications, specialized techniques can be applied because of the nature of the system relations. These techniques offer advanta es in efficiency. Moreover, their capability exceeds that o f the SQP approaches since simultaneous optimization of circuit configuration and unit controls can be addressed.
