While a fleet of 100 t (110 st) haul trucks were busy removing overburden from the open pit mine in the distance, a host of dignitaries, including congressmen and California state representatives, gathered for Molycorp?s official groundbreaking ceremony at the Mountain Pass Mine on April 20. The mine, recognized as arguably one of the richest rare earths deposits in the world, is at the center of Molycorps? strategic ?Mine to Magnets? plan. It aims to secure America?s future supply of rare-earth-dependent technologies by developing a strong domestic rare earth industry. Molycorp identifies rare-earth-dependent technologies as those that cannot be produced without rare earth materials. The list of these technologies is long and growing. It encompasses everything from personal electronics and batteries for hybrid cars to permanent magnet generator wind turbines and national defense applications.

Brought on stream in 1975, the 10,000-tpd copper oxide processing plant of Anamax Mining Co. at Twin Buttes, Ariz., is now at design capacity. Based on acid agitation leaching, solvent ion exchange, and electrowinning, the Anamax plant bridges an ore to metal gap by producing mine site copper cathodes from lime-bearing oxidized feed. Until recently, such material was considered submarginal because copper recovery was uneconomic using conventional methods. The new Twin Buttes oxide plant, the largest of its kind in North America, is one stage in the expansion of Anamax, a joint venture owned equally by The Anaconda Co. and Amax Inc. Other phases include an accelerated stripping program in the pit, an expansion of the sulfide concentrator from 32,000 to 40,000 tpd, and construction of a 57 MW diesel generating station for the oxide plant. Once the basic oxide flowsheet had been selected, Anamax awarded a contract to a joint venture of Arthur G. McKee and Co.' (Western Knapp Engineering Div.) and Davy Powergas' (a member of the Davy International group). The contract covered process design, engi¬neering, procurement, and construction. The property, identified by Banner Mining Co. in the 1950s and developed by Anaconda, was put into production in 1965 as an open pit mine equipped with a 32,000-tpd sulfide flotation concentrator. The Twin Buttes mine has since become one of the largest earth¬moving operations in the world, excavating some 10 tons of waste per ton of ore. At the original sulfide mill feed rate, the mining fleet moved 375,000 tpd of material (225,000 tpd alluvium and 150,000 tpd of rock). The most significant copper mineral in the ore body is chalcopyrite, which is scattered in pockets of weak mineralization. Cap oxidation has progressed to depths of several hundred feet, principally as chryso¬colla. Present estimates place minable reserves at 347 million tons of sulfide ore grading 0.6% copper and 55 million tons of oxide ore grading 0.9% recoverable copper from 1.25% total copper. The nonre¬coverable fraction is composed of native copper and insoluble copper oxides and sulfides. The oxide ore has been partially stripped, and 25 million tons having a copper content greater than 0.6% have been stockpiled. The stripping of oxide ore to expose sulfides will continue for several years. The copper oxide studies launched by Banner Mining in the 1950s were continued by Anaconda. Process routes investigated included: acid leaching; cyanide leaching; segregation roasting; chlorination, oxidation, and reduction; flotation in combination with leaching; cal¬cite flotation plus leaching; copper oxide flotation; and sulfidization flotation. By late 1968 test work favored a low temperature roast followed by an ammonia-ammonium carbonate leach of the ore. During this period, acid leaching had been discounted because of excessive con¬sumption of expensive acid by the high limestone ore matrix. Restric¬tive SO2 emission controls in 1971 suggested an increase in acid production and availability at a lower cost. Research then switched to acid leaching, resulting in development of the present flowsheet. Mechanically agitated leaching in a cascaded series of tanks was selected in preference to vat leaching after piloting a stirred-tank system. Preliminary testing of vat leaching indicated that inter-vat solution clarification problems could be caused by gas evolution from leaching of high limestone ore. Lack of research time for resolution of this problem, plus success of the pilot agitation system, dictated the final flowsheet selection. In 1973 Anamax decided to proceed with agitation acid leaching to produce liquor for a solvent ion exchange (SIX) and electrowinning (EW) installation. At that time, such systems were proving their eco¬nomic viability, and they allowed direct recovery of high quality cath odes while bypassing the smelting and refining of lower grade cement copper precipitates. The Anamax oxide plant processes a grade of about 1% recovera¬ble copper from stockpiled sources and new mine production. Unit operations include size reduction, agitation leaching, countercurrent decantation washing of residue, pH adjustment of solution, clarifica¬tion, solvent ion exchange, and electrowinning of copper, with a mini¬mum of environmental impact. The feed to the primary crushers is composed of: 1) -10-in. stockpiled oxide ore, which has passed through the mine crusher and has been grade-segregated to allow blending for a consistent feed material. 2) -4-ft ROM oxide ore stockpiled in the early mining operation. 3) -10-in. ore currently being mined. Ore is delivered in 100-ton mine trucks to a dump pocket, where an apron feeder transfers the ore to an inclined 6-in. fixed grizzly. The grizzly oversize passes through a 48 x 60-in. primary jaw crusher, where it is reduced to -6 in. The fixed grizzly undersize and the crusher product are conveyed to a 4-in. vibrating grizzly. Oversize from this grizzly reports to a 7-ft Standard cone crusher, where it is reduced to -1 in. The crusher product and the vibrating grizzly undersize are conveyed to two 8 x 20-ft double-deck vibrating screens that operate in closed circuit with two 7-ft short head cone crushers. Screen undersize (-1/2 in.) is delivered to a covered conical fine ore stockpile with a designed live capacity of 15,000 st. Beneath the stockpile are ten Pioche belt feeders feeding two conveyor belts that supply the milling circuits. Each group of five feeders has two variable speed and three fixed speed drives. Grinding to 95% -48 mesh is done in two parallel lines, each consisting of an 111/1 x 18S -ft rod mill and a 12' x 30-ft ball mill in open circuit. Water is added to maintain a pulp density of 72% solids in the mills. Further water additions are made to the ball mill discharge sumps to create a 60% solids slurry for transfer to the leaching reactors. The nominal grinding rate is 440 tph solids. A splitter box on the product from the mills separates the incoming slurry into two streams, one for the leaching reactors and the other for the pH adjustment reactors. This split is determined by the lime content of the feed material and the pH of solution entering the pH adjustment reactors. Five 30-ft diam by 31-ft high mechanically agitated, rubber-lined leach tanks are arranged in cascade, with gravity transfer from one to another by enclosed launders. Concentrated sulfuric acid (93.2%) from storage is added to the pulp principally at the first leach tank, and the reacted slurry leaving the cascade after a 5-hr residence time at 50% solids is pumped to countercurrent decantation (CCD) wash thickeners.' At this point, most of the soluble copper has been leached from the ore. Up to 250 lb of sulfuric acid is consumed per ton of ore, the acid being supplied in tank cars from a nearby smelter. Leached slurry at 50% solids is washed countercurrently with return raffinate from the SIX plant in a series of four Doff-Oliver center caisson, 400-ft diam thickeners. Solids advance from thickeners No. I through No. 4 to the tailings dam. SIX raffinate advances from thickener No. 4 to thickener No. l, where a pregnant solution overflows to pH adjustment. To optimize solvent extraction, the pH of the pregnant solution from CCD thickener No. I is adjusted from 1.5 to 2.5 by adding unreacted ground slurry (split from the grinding circuit) to the preg¬nant overflow of No. I CCD thickener. The resulting slurry is retained for 45 min in three mechanically agitated leach tanks. CO, generated during leach and pH adjustment is ducted to a demister, where entrained acid droplets are removed. The cleaned CO, and the No. 4 CCD underflow are the only effluents from the plant. The underflow of No. 4 thickener mixes with tailings from the sulfide concentrator and is neutralized. Slurry exits the pH adjustment vessels at about 10% solids and

The basic development of various mining equipment has been strongly influenced by two objectives; improving economic results and safety aspects. Both of these factors contribute to increased requirements of mechanization and automation in different parts of mining processes. When we are limiting the discussion the crushing circuits, automation has two dimensions, one being the component automation, or intelligence, the other being automation of complete processes. Both of these subjects are closely tied up, the former being a condition for the latter. The key technologies of crushing automation are transducers, programmable logics and computer software. Also equipment technology continually faces new challenges, which result even in totally new product families. One example of this kind of development area the track-mounted, integrated crushing systems, where design criteria have been simple control, unmanned operation, and flexibility in changing requirements. This crushing system, or philosophy, offers excellent possibilities for new concepts in various underground and open pit applications, connected with automatic process control. Following presentation is a summary of aspects, of haw a crusher manufac¬turer sees the development of automa¬tion as an integral part of equipment technology and development.

"Location: The Menominee district has been described geologically in several units, because the known iron-bearing formations of the larger region are not a really connected. From the commercial and mining standpoint, however, the district em¬braces, all that territory extending from a point about five miles east of Vulcan to a point a few miles west of Iron River, an east-west distance of about fifty miles, and from a line about two miles south of Vulcan to one ten miles north of Crystal Falls, a north-south distance of about thirty-five miles. This area is largely in the State of Michigan, but includes more than two hundred square miles in Florence County, Wisconsin. The chief towns of the district are Vulcan, Iron Mountain, Iron River, and Crystal Falls, in Michigan, and . Florence in Wisconsin. The Wisconsin portion of the district has not produced a large portion of the output of the area.History: The earliest reports of iron ore in the Menominee district were made by J. W. Foster and S. W. Hill, who conducted a geological exploration from Lake Superior to Green Bay in the fall of 1848. It is a remarkable fact that in spite of their plain statements regarding their discoveries, these state¬ments were apparently forgotten for a period of nearly twenty years. Foster states that ""about two miles southeast of the lower falls (of the Twin Falls on the Menominee River) near Sec. 30, T. 40 N., R. 30 W. there is a large bed of specular iron ore associated with the talcose and argillaceous slates. It makes its appearance on the north side of the Lake and can be traced a mile and a half in length and in places is exposed one hundred feet in width."""

PotashCorp?s Aurora phosphate mine, in Beaufort County, NC, operates four low pressure boilers and four high pressure boilers to meet its process steam requirements. Maintaining these boilers is critical to meeting production demands. Processing phosphate ore into phosphoric acid requires large amounts of sulfuric acid and steam. Ore is mined from the phosphate deposit with large bucket excavators after 9 to 30 m (30 to 100 ft) of overburden is removed. The phosphate ore is mixed with water to make a slurry that is pumped to the mill. Elemental sulfur is burned in the presence of air to make sulfuric acid. This process is highly exothermic and boilers produce steam while cooling the process. The phosphate ore is reacted with sulfuric acid and the resulting products are refined into different grades of phosphoric acid for fertilizers, feed stock and food additives. Plant operators at the mine were challenged with boiler feed water that was high in silica and other contaminants. As a result, boiler operations were experiencing difficult, labor-intensive operations and equipment deterioration. This resulted in higher operating costs and diminished processing performance. The facility was operating an aged boiler feedwater pretreatment system that included warm lime softening followed by pressure filtration and a cation/anion/mixed bed demineralizer system. The demineralizer required frequent regeneration and chemical usage was high and costs were difficult to predict. Depressurized well water (DPW water), used for plant utility water and boiler makeup, is very high in silica, in the range of 60-70 ppm. Silica can form scale at pressures below 600 psig. Above 600 psig, silica starts to volatize, carrying over with steam to potentially form deposits on downstream equipment and processes. Mine officials decided to upgrade the boiler feedwater pretreatment system to a state-of-the-art reverse osmosis (RO) membrane system. This new system, which started up in March 2009, has improved operating performance and reduced water consumption and overall operating expenditures.

It is hypothesized that the Hotelling Valuation Principle (HVP) can determine the value of developed gold reserves using simple methods and easily obtained data. This paper reports the results of an empirical test of this hypothesis. Using publicly available data from North American gold companies, we obtained data for V, R, p, and c and ran a simple linear regression using equation (1.1) as the definition of the dependent and explanatory variables. By examining the value of the coefficients of the resulting regression equation, we can draw conclusion as to whether or not the HVP can be confident1y used as an estimator of the value of developed gold reserves.

Gold, as a precious metal, has been sought for several thousand years. During this time economics have generally determined whether or not a deposit is minable. Today, few would spend $500.00 or $1,000.00 to produce one ounce of gold, yet most gold deposits currently being mined would have such costs if they were mined using the methods of the 18th century. Innovation has been the key to success in the world of mining. We are constantly having to look for new ways to mine deposits of lower grade, at greater depths, or with higher stripping ratios. The mining of placer gold deposits has always been subject to the volatile swings of the world price and the constant rise in production costs. The rise in costs is compounded by the drop in overall ore grades. Occasionally, a major technological innovation will dramatically reduce the costs of placer mining to allow previously marginal or unminable deposits to be mined at a profit. The continuous bucketline dredge was the last such major innovation in the gold placer mining. The continuous bucketline dredge has allowed large volumes of placer deposits to be picked up and processed on a continuous basis. Unfortunately, as the overall grade of the deposit declines, it becomes impossible to process enough ore to pay for the operating costs. There are many gold deposits around the world waiting for the next technological innovation that will allow them to be mined. One such deposit has been the Grey River deposit near Greymouth in New Zealand. Reliability, flexibility, redundancy, and cost-effectiveness are key in selecting and implementing inte- grated systems. Both wired and wireless components are used to deliver custom solutions and can involve interconnectivity between backbones. Systems integration is important as industry adopts proven technologies from other industries. Case stud- ies are given showing how tailor-made approaches deliver needed functionality, with varying degrees of com- plexity, in various classifications of environment, in order to meet a project need.

The rare earth elements (REEs) are a group of 17 chemical (metallic) elements. REEs are used widely in high-technology, clean-energy products as well as weapon systems. China's dominant position as a producer of over 95% of the world REEs output and the world's increasing reliance on REE products have highlighted concerns about the future availability of rare earths in recent years. This paper briefly reviews the REEs world reserves, production, consumption, the impact of our heavy reliance on REEs products and China's changing policies on REE export on world supply chain.

"There are three distinct producing iron ranges in Minnesota, the Vermilion, Mesabi and Cuyuna. In trend the Vermilion and Mesabi are approximately parallel (E.N.E. and W.S.W.) and about fifteen to twenty miles apart. The Vermilion lies farthest north, near the. Canadian boundary. It is from seventy-five to eighty miles due north of Duluth. The length of its productive part is about twenty miles.The Mesabi Range is from fifty to seventy-five miles north and northwest of Duluth. Its length along the strike is about 110 miles, and the length of its present productive area about eighty miles. The Cuyuna range lies southwest of Duluth nearly ninety miles, and is the last of the Lake Superior iron ranges to be developed. The relative positions of the ranges are shown on an accompanying map. The Mesabi Range is by far the largest producer and contains the largest ore reserves of the three. The Cuyuna is next in quantity of proven ore, and in production since 1916, while the Vermilion is first in average quality of ore.On the west, both Vermilion and Mesabi ranges disappear beneath heavy glacial drift; and on the east, extend into Canada, the so-called Gunflint range near the international boundary being an eastward continuation of the Mesabi formation. This latter range is of no economic importance, however, at present. The exploration and development of the Cuyuna range has proved up a considerable tonnage of manganiferous iron ore, besides ordinary merchantable iron ore."

Introduction The 1980s have not been kind to the mining industry, especially in the United States. As mineral commodities prices plunged, marginal producers were squeezed out and then major players were forced to cut back or close down operations. Base metal miners suffered the most. Gold was all that glittered. As had been the case throughout min¬ing's history, exploration activity was an early victim of these depressed conditions. Mining companies had to economize drasti¬cally and exploration was deemed a nones¬sential activity. Funding for new explora¬tion ventures dried up as mining was seen as a poor investment. A national magazine even proclaimed the death of the industry. Indeed, ignoring matters of independ¬ence of supply and the relationship of min¬eral production to national security, it was argued that mining was but a small cog in the overall scheme of things in the United States. The industry made a relatively small contri¬bution to the gross national output. We were becoming a service industry economy, re¬member? But what of those countries where mining plays a major role in the economic well-being? In some, mining is the national economy. In a few specific cases, special conditions actually brought prosperity. Copper production in Chile is one example. There, high grade copper, low production costs, and a technically advanced industry reaped the benefits of mine closures else¬where. In most other cases, however, par¬ticularly in the lesser developed countries, whole economies were devastated. This article will show what one major mineral producer, Canada, did to ensure the survival and even growth of its minerals exploration activity during these lean years. Background While Canada is among the world's mining leaders, mining is not its dominant industry. Still, it plays a far more important role than in the United States. It is a major earner of foreign exchange, currently accounting for about 25% of the total value of exports. Through spinoffs and a multiplying effect, it is a significant employer. In the far north, particularly, mining is the major nongovernment industry and a leading factor in the opening up of frontier territory. The industry cannot be allowed to die because it is often the main economic underpinning for vast, remote areas. Thus, exploration for new deposits cannot be cur¬tailed significantly without it having a long¬term negative impact on the very fabric that melds such a large, sparsely-populated ex¬panse of country into a nation. Over the years, Canadian governments have employed various means to encourage the development of new mines. Often, these incentives were tax-oriented, such as the three-year income tax holiday that applied to new mines in the 1950s and 1960s. The advantage of the tax connection is that any such incentive policy can be applied across the board to the 10 provinces and two territories that make up the federation of Canada. This is important because mining, except for the two federally-administered northern territories, comes under provincial government jurisdiction. Mining taxation is a complex give-and-take between the central and provincial authorities. In Canada, expenditure on mineral exploration is an allowable cost against reve¬nue for tax purposes. This works well pro¬vided there is some revenue from which to deduct. New exploration companies, those with no income from mining activities, de¬rive little benefit from this type of tax provi¬sion. Similarly, in times of depressed prices and reduced or nonexistent profits, the tax deductibility of exploration spending loses its value even for the major mining compa¬nies. To encourage exploration in Canada during the lean years, a different sort of incentive was required. The instrument used during the 1980s was again tax connected. It became known as flow-through financing or, simply, flow-through shares. When it assumed its final shape, it worked dramati¬cally. Flow-through shares Flow-through shares are so-named because they permit tax benefits earned by a corporation to 'flow-through' to the share¬holder. Basically, when an investor buys a flow-through share and the proceeds de¬rived by the company from this transaction are used for Canadian exploration, the in¬vestor can claim a deduction for tax pur¬poses as if the exploration expenditure was made by him personally. Flow-through shares go back to the early 1970s when Canada revamped its mineral income tax law. At that time, it permitted full deduction of exploration and development expenditures and provided for an automatic depletion allowance of one¬ third of operating profits from mining. There was also the three-year income tax holiday for new mines. New legislation replaced the depletion allowance with an earned depletion arrange¬ment whereby one dollar of depletion was earned for every three dollars spent on ex¬ploration and development. This earned depletion was `banked' during a transitional period (to 1974). After that it could be deducted from resource profits up to a maximum of 25% of such profits in any one year, with the excess carried forward. To promote exploration and mine de¬velopment in Canada, the earned depletion allowance plus the continued deductibility of exploration and development expendi¬tures permitted the recovery of risk capital before taxation. The three-year tax holiday, however, disappeared. Also, mining com¬panies that did not reinvest in exploration lost the depletion allowance benefit.

The best use of available reserves to give good metal recoveries relies on short term mine production scheduling.-The aim is usually to produce a plan to guide mining in specific areas that will enable mine operations to deliver the budgeted tonnes and grade to the mill and keep within the long range mine plan. Thus, short term production scheduling is an important aspect of the open pit mine planning function. Since the 60's increased attention has been paid to effective production scheduling as a means of improving the economic viability of existing mines. Hence, mine scheduling scheduling systems have been evolving rapidly during the last two decades. These systems include manual techniques, computer based simulation, mathematical programming and more recently Computer Aided Design (CAD). Some general drawbacks of the current scheduling systems are that firstly, the costs of acquiring and using them are not at all insignificant especially for small to medium sized pits. Secondly, there is an inherent trial-and-error aspect in these systems. Thirdly, they tend to be suited for specific orebody geometries, hence lacking the necessary generality. For instance, the use of computer programs for planning open pits to mine stratiform orebodies raises problems which are not usually met when massive orebodies are considered. There for, a need exists to develop simpler but effective short term pit scheduling procedures suitable for stratiform type orebodies, considering their geometry and geology. This paper describes a PC- based model designed to assist the planning engineer in optimizing the short term production schedule in open pit mines with stratiform orebodies. The model is based on a combination of linear goal programming and deterministic mining simulation. The orebody model is made up of ore and waste mining regions where winning and and/or stripping are taking place. These shovel regions form the basic planning elements in the model. This approach does not require the laborious preparation and use of a regular block model. The computer program consists of main modules: (i) Data capture - processes the raw data into the required format for mine planning. (ii) Precedence mining constraints - checks the status of each shovel .region at the beginning of a given scheduling period with regard to geometrical mining constraints such as undercutting. (ii) LP- Optimization - provides an optimal selection of ore shovel regions which do not violet geometrical constraints for mining in the period, the objective, being to maximize the contained metal equivalent in the blended R-O-M ore and at the same time to minimize deviations in grade and tonnage from the call values. (iv) Post LP-Simulation - enables the user to smooth out the LP solution in order to adjust it to a practically executable plan and simulates mining of ore and waste for the period. Shovel allocation to selected ore and waste shovel regions, unit operations and depletion of reserves are executed in this module. Preliminary testing of the model for monthly production scheduling using data from Nchanga OPen Pit on the Zambian Copperbelt indicates that it can be a useful planning tool and gives acceptable results.

As the mining industry faces times of change, new challenges arise to ensure raw material supply for the younger and future generations. Different scenarios are currently shaping the way we mine and teach mining engineering. Led by an increasing demand for raw materials, net zero requirements for improving long-term operation performance, technological advancements such as automation and digitalization, safety improvements, environmental considerations and a need for social acceptance, mining is pursuing to change and adapt to these requirements at a faster pace. Such changing times raise new concerns, one of the most relevant is the lower number of students interested or enrolling in mining engineering and related fields leaving mining engineering as one of the less preferred career options between the younger generations. Nonetheless, it is essential to continue addressing and supplying the skill sets that are suited to the contemporary and future mining industry. To this end, globally, academia is currently undergoing several initiatives such as curricula updates and adaptation, up skilling, improving teaching practices and techniques, including e-learning techniques, enhancing industry-academia and inter-university collaboration, and much more. In countries like Australia, where mining plays a crucial role in the economy, the need for curriculum updates is more pressing than ever. As the mining industry evolves with new technologies and sustainable practices, there is a growing demand for a workforce skilled in these modern approaches. Recognizing this necessity, universities such as the University of New South Wales and Curtin University have taken significant steps to revamp their educational programs. By updating their academic offerings, both universities aim to equip graduates with the necessary skills to drive innovation and sustainability in mining, supporting Australia’s development as a leader in this critical sector. Moreover, the selection of topics that drive curricula update and the focus of the research institutions in mining engineering must extend beyond mere technological and technical aspects to include social and ethical dimensions. In this context, the Universidad Nacional de Colombia, in association with the Colorado School of Mines, has introduced the topic of Humanitarian Engineering (HE) in 2020. HE is a socio-technical approach that focuses on developing engineering solutions that promote the sustainable development of communities addressing their basic needs and aiming to improve their quality of life (10, 18). By focusing on sustainable development, community engagement, and equitable resource distribution, HE helps the industry build positive relationships with stakeholders, reduce conflicts, and foster social license to operate. As the mining industry seeks sustainable and socially responsible practices, future engineers require training in this area to understand the broader impacts of their work, fostering a mindset that prioritizes community well-being and environmental stewardship alongside technical proficiency.

Conducting full-scale fire experiments in underground mines is difficult and expensive. Sometimes, it is impossible to carry out fire tests in mines due to the danger they pose to mine workers and the underground facilities. However, understanding the potential occurrence of fires in a mine and their dynamics is critical to developing an appropriate emergency evacuation plan, fire suppression, and firefighting techniques. In this study, a numerical fire model using computational fluid dynamics (CFD) with fire dynamics simulator (FDS) 6.7.6 was developed to examine the influence of tunnel bifurcation on maximum temperature beneath a tunnel ceiling. The model was validated using full-scale experimental data. The maximum ceiling gas temperature predicted using FDS and measured maximum smoke temperature during the experiment shows good agreement. The study shows that bifurcation could lower the maximum ceiling temperature of fire-induced smoke in a subsurface environment. The findings from this study apply to the broader field of ventilation and fire life safety in tunnels and other underground environments.

Energy West Mining operates the Deer Creek and Cottonwood/Trail Mountain coal mines in the Wasatch Plateau about 40 km (25 miles) southwest of Price, UT. The Deer Creek Mine extracts the Upper Blind Canyon seam and the Cottonwood/Trail Mountain Mine extracts the Hiawatha seam 12 to 36 m (40 to 120 ft) below. Both seams average about 2.8 m (9 ft) in thickness. Cover depths exceed 550 m (1,800 ft) in a large portion of the unmined reserve. Stability problems at Deer Creek are mostly due to coal bursts caused by high stresses associated with deep cover and sandstone channels. Most of the bursts have occurred in gate pillars and, to a lesser extent, at the longwall face and during development. The introduction of a two-entry gateroad system with 9-m- (30-ft-) wide yield pillars has been a major factor in controlling and minimizing gate pillar [ ] bursts (Agapito et al., 1988). However, some bursting began to occur in the 9-m- (30-ft-) wide pillars as cover depths reached 550 to 610 m (1,800 to 2,000 ft). This was due to more rapid and higher abutment loading in areas with very strong roof and stiff floor.

"INTRODUCTION The public understanding of green solutions today is based on the definition of sustainability adopted by the Brundtland Commission (World Commission on Environment and Development) in 1987: “development that meets the needs of the present without compromising the ability of future generations to meet their own needs.” Over time this initial definition evolved to identify three distinct factors impacting sustainability that are often referred to as the “Triple Bottom Line”: Economic, Environmental and Social. The triple bottom line approach seeks to drive outcomes that create maximum value for all stakeholders. In the last ten years purveyors of water and wastewater tunnel solutions have found themselves on the wrong side of a politically polarizing issue in the crosshairs of politicians, environmental activists and community groups branding tunnels as expensive, “gray” and not-sustainable. Tunnels under design were stopped and large planned tunnel programs were delayed or canceled. Therefore being sustainable and “green” is not simply using natural vegetation, but creating an asset that meets current and future needs and will not become a future liability. As this paper will discuss, tunnel projects embody a sustainable triple bottom line project well, are equally sustainable as green infrastructure, and have begun to gain awareness for their sustainability. GREEN INFRASTRUCTURE CHANGES TUNNELING LANDSCAPE The green movement quickly swept across the nation in the mid to late 2000’s and was a hot topic in the media and at all the local, regional and national industry conferences. Politicians espoused the benefit of green infrastructure including job creation, urban renewal, aesthetics, property values economics and sustainability. The political microscope was focused the closest on stormwater and wastewater management, particularly in communities responding to combined sewer overflow (CSO) consent decrees from the Environmental Protection Agency (EPA). As communities with CSO problems evaluated their long term control program (LTCP), local government officials and planners began to balk at the huge price tag required for compliance and began looking for alternatives. “Green” infrastructure was proposed as lower cost solution that could be used to offset capital-intensive “gray” infrastructure like new sewers, storage tanks, tunnels, and treatment facilities. In addition, including green infrastructure in a previously negotiated LTCP required a reset on the entire planning process, additional studies and more planning which would push capital investment further off into the future, subsequently delaying unpopular user rate increases. As a result, tunnel projects as well as trenched conveyance and treatment plant projects that had not yet started construction were stopped, delayed or substantially changed."

In recent years, the use of shotcrete, a practice familiar to the mining industry, has been on the increase. This research has come about because of the recognized need for a safe, easy way to line small diameter bored raises (less then 150cm). Up until now, an operator has gone down the raise and applied the concrete lining manually, using the shotcrete method of application. With an automated system, there would be no man positioned in the bore itself. All control functions could be commanded from a central location. Shotcreting in the confined space of a small diameter bored raise presents problems that can be overcome by the application of shotcrete using a remote system.

The rare earth elements (REEs) are a group of 17 chemical (metallic) elements which appear in the periodic table. The group consists of 15 lanthanide elements along with yttrium and scandium (Table 1). They share many similar properties, which is why they occur together in geological deposits. Although commonly referred to as rare, they are really quite common; the reason they are perceived as rare is because it is not common to find them in commercially viable concentrations. These metals are critical to advanced technology, ranging from smart phones to global positions system (GPS) receivers, medical devices and jet engines. They are critical in green, high-tech and defense industries (Fig.1 and 2). Although there have been increasing efforts to find alternative supplies, these efforts have been complicated by the pollution that rare earth mining and processing creates. To extract rare earths minerals from mined ore is a complicated and costly process. The ore is first mined through normal mining process, the bastnaesite, which generally contains a number of minerals of little value, is first removed through a floatation process. The bastnaesite containing the REEs is further separated into their respective pure forms in a separation plant using acid and various solvent extraction separation steps. Each element has its own unique extraction steps and chemical processes. At times, these elements, in the form of oxides, will require reprocessing to achieve ideal purity. The last steps would be to further process into metals first, then alloys for various applications. The entire process takes approximately 10 days. The mining and processing of REEs, if not carefully controlled, can create environmental hazards. This is one of the reasons the Mountain Pass Mine in California was closed down in the 1980s.

Introduction Ontario's diverse industrial mineral resource base includes structural minerals such as sand and gravel, crushed stone, building stone, clay, shale, limestone, and dolostone. These resources are used to produce aggregates, brick, metallurgical stone, fillers, cement, lime, and other construction materials. The majority of the operations are in deposits of Palezoic and Quaternary age in southern Ontario, close to the major markets. Province-wide, there were more than 140 Mt (154 million st) of aggregates produced in 1985. About 115 Mt (128 million st) of that was produced in southern Ontario with the rest being largely from Crown land in northern Ontario. Structural industrial minerals account for more than 80% of the value of total industrial mineral production. The remaining 20% is accounted for by the nonstructural minerals, such as salt, which is produced in the southwestern part of the province. A host of other nonstructural industrial minerals are known. Production, though, is currently restricted to calcite, gypsum, quartz, talc, nepheline syenite, and byproduct metallurgical sulfur products (Fig. 1). Major production is close to the large markets of urbanized southern Ontario and the northeastern and northcentral US. With an abundant variety of industrial mineral resources and the large population within 650 km (400 miles) of most deposits, the market offers great potential. Ontario's nine million people accounted for about 35% of Canada's entire $476.3 billion gross domestic product in 1985. This equates to about one-third of the nation's buying power being within a 200-km (125-mile) radius of Toronto. This major concentration of industrial and economic activity has resulted in a well-developed industrial minerals industry that fulfills most of the structural industrial minerals demand in Ontario. Nonstructural industrial minerals are similarly well placed to compete in this high demand area. Although Ontario manufacturers still import some of these materials, Ontario products are achieving significant market share. And, they serve the needs of neighboring provinces and states. Present production and trends Ontario has traditionally produced significant amounts of industrial minerals. This produc¬tion had a value of $956 million in 1984 (Table 1). Structural materials production in 1985 and 1986 approached or exceeded levels not seen since the early 1970s. Many new products have been developed using these raw materials. This paper presents an overview of surface mining activity in the Canadian oil sands and how the mine operators interact with the province of Alberta's Mine Financial Security Program (MFSP), which took effect April 1, 2011. The MFSP approach to reclamation assurance results in the government of Alberta sharing a portion of reclamation liability through the majority of an oil sand mine's life. In order to determine the potential fiscal magnitude of this shared liability, an examination of the expected costs of oil sands reclamation activities through a study of corporate asset retirement obligation (ARO) liabilities and other corporate disclosures is presented. The province of Alberta's Environmental Protection Security Fund (EPSF), which formerly secured oil sands mine reclamation activities is discussed. Reclamation costs in the oil sands are poorly understood. The MFSP provides what it characterizes as a conservative estimate of C$75,000/ha, while corporate disclosures by Canadian Oil Sands Ltd. place expected costs at C$180,000/ha. There is significant risk associated with the apparent uncertainty surrounding reclamation costs.
