Flotation of low grade Ni ores with serpentinite host rock tend to yield low recoveries of Ni With high MgO contents in the concentrate. The recovery can be enhanced by optimizing the sub-processes in the pulp and in the froth. The new OF-100 flotation cell has been designed to be adaptable to different feed fineness (Coarse, Fine). The losses can according the research conducted at Outokumpu's Hitura plant be substantially decreased by OF-100's new rotor and stator design and froth zone geometry. The froth residence time is used to adapt for feed particle size changes measured by the Outokumpu PSI- 200. Models for the behaviour of different particle Sizes in the sub-processes have been developed. The modified froth zone geometry and the capability of maintaining a froth of desired thickness allows efficient washing of the obtained concentrate producing low levels of MgO.

INTRODUCTION A team effort by the Owner, Engineer, and Contractor can help avoid serious problems on a construction project. It can save cost and time for both Owner and Contractor, as illustrated in the following case history of the West Zone and Siouf Keblia Collector System in Alexandria, Egypt (Contract 02-AID-83/84). Under the bilateral agreement made in 1980 between the United States of America and the Arab Republic of Egypt, the United States, through the Agency of International Development (USAID), gives approximately $1 billion per year as a grant to Egypt for various development projects. The Alexandria Wastewater Management System was selected in 1981 as one such project. The Egyptian Government Agency responsible for this work is the Alexandria General Organization for Sanitary Drainage (AGOSD). A joint venture of two U.S. consulting engineering firms, CH2M HILL, Inc., and Metcalf & Eddy, Inc., called Wastewater Consultants Group, along with two local subconsultants, Engineering Consulting Group and Warith Engineering Co., were selected by AGOSD to study the sewer system and develop a plan to serve the immediate and long-range sewage disposal needs of Alexandria. Wastewater Consultants Group is currently involved in Phase I of the Master Plan. This initial step in providing Alexandria with an operating sewerage system for the current and near-term population (year 2000) consists of the design and construction management of 140 kilometers of collector and force main pipelines (including 9 miles of pipe jacking and tunneling in very soft clay), five new pumping stations, extensive rehabilitation of two treatment plants (built in the 1960s but never operated successfully), and installation of a sludge handling system. Drilling into coal mine roof strata to install roof bolts has the potential to release substantial quantities of respirable dust. Due to the proximity of drill holes to the breathing zone of roof bolting personnel, dust escaping the holes and avoiding capture by the dust collection system pose a potential respiratory health risk. Controls are available to complement the typical dry vacuum collection system and minimize harmful exposures during the initial phase of drilling. This paper examines the use of a bit sleeve in combination with a dusthog- type bit to improve dust extraction during the critical initial phase of drilling. A twistedbody drill bit is also evaluated to determine the quantity of dust liberated in comparison with the dust-hog-type bit. Based on the results of our laboratory tests, the bit sleeve may reduce dust emissions by one-half during the initial phase of drilling before the drill bit is fully enclosed by the drill hole. Because collaring is responsible for the largest dust liberations, overall dust emission can also be substantially reduced. The use of a twistedbody bit has minimal improvement on dust capture compared with the commonly used dust-hog-type bit.

This paper examines new copper production from waste-grade ore using Blue Planet Strategies’ DEMET™ (Dynamic Electrode Mining Effluent Treatment) technology, which aims to bridge the practical weak pregnant leach solution (PLS) processing gap in heap leach-solvent extraction/electrowinning (SX/EW) operations by electrochemically removing metals from weak streams and generating product streams strengthened in target metals in a functional analog to SX. Weak PLS treatment was studied and used to estimate the economic and production impacts for a representative hypothetical brownfield copper heap leaching and DEMET-augmented SX/ EW operation to utilize "waste ore." Copper removal at 86% plating efficiency to below 0.1 g/L copper with power consumption of 0.55 kWh/lb copper and product strengths of over 10 g/L copper are presented. Modeling yielded approximately $2/lb total copper production and = $1/lb treatment costs with an immediate operation gross margin increase of 12% for the augmented brownfield. Potential mine life extension with an average 38% gross margin on "waste ore" augmented production at copper values of $3.25/lb was also indicated.

A first-order flotation rate equation was derived by incorporating both hydrodynamic and surface forces involved in bubble-particle interactions. The hydrodynamic forces were calculated using an appropriate stream function, while the surface forces calculated using the extended DL VO theory. The equation was used to predict flotation results as functions of several important parameters such as contact angle, Zeta potentials of air bubbles and particles, and bubble size. The predictions are consistent with experience, and can be explained in view of the various sub-processes considered in the model.

The U.S. National Institute for Occupational Safety and Health (NIOSH) conducted a study to determine the effectiveness of a filtered air delivery system to reduce respirable dust exposure of roof bolter operators in underground coal mines. When performing roof bolting operations, roof bolter operators may experience exposure to high levels of respirable dust during a working shift, especially when working downwind of the continuous mining machine. While drilling and installing roof bolts, this filtered air system supplies a clean curtain of air over the roof bolter operator by means of a plenum mounted beneath the canopy. This experimentally designed air curtain, adapted for roof bolting machines used in this study, is based upon previous design prototypes, computational fluid dynamics (CFD) simulations and trial-and-error testing. Both the prototype and final designs were tested in the full-scale mining galleries at the Office of Mine Safety and Health Research (OMSHR) in Pittsburgh, PA before being taken underground for field testing. Test results of the system in both laboratory and field studies show reductions in operator exposure to respirable dust when the operator is positioned directly under the protected zone of the canopy.

Until recently, the volumes delivered and unloaded from heap-leaching pads have been estimated by manual methods at Wharf Resources' South Dakota operation. In August 1989, the Engineering Department acquired the MINE-SURVEY software developed by GEM COM Services, Inc. of Vancouver, Canada, as part of a mine planning/grade control software package. The implementation of MINE-SURVEY for pad control resulted in a cost-effective tool to provide accurate and prompt estimates of ore delivered or unloaded from the pads. Volumes can be calculated in a matter of minutes as opposed to hours or days. Another benefit is the ease of comparison of as-build and designed volumes, plotting cross-section in any orientation, importing into AUTOCAD, validation of ore densities and truck factors. This paper describes the application of the MINE-SURVEY systems in heap leaching pad volumetrics.

The survival chances of trapped miners in underground mines depend on how quickly they can be located and rescued post-accident. During entrapments, emergency rescue is highly desired but can be hindered by the lack of positioning information when a fit-for-purpose missing-person locator system is not available. Various types of missing-person locator systems are available to aid search-and-rescue operations. From the wide range of the available systems, selecting the most suitable one becomes the next challenge. The available systems have not been measured if they are fit-for-purpose or not, and to what situation. This study proposes user requirements that can be used as a guideline to facilitate the system selection process. These user requirements provide a framework for the design and development of a fit-for-purpose missing-person locator system. The user requirements can also be used for evaluating the performances of a particular system, predict its success, and also drive future research toward developing new technology to enhance the capabilities of the current systems.

In discussing so-called "volume rates" for the movement of coal, I start from one basic premise: That it is the job of the railroads to devise rates which will move the traffic, while at the same time assuring a fair return on their investment. No matter how reasonable and nondiscriminatory freight rates may be, if they fail to attract and hold traffic to the rails, they are utterly useless - both to the carriers and the shipping public. And it will be my purpose here to show that under certain circumstances the use of volume rates by the railroads enables them. to hold traffic which would otherwise be lost, and to avoid needless dissipation of revenues, Properly employed, volume rates should benefit both the coal industry and the railroads, I do not, however, advocate the discarding of the carload as the basic rate-making unit. Far from it. Sound operating reasons dictate the making of rates based on car- loads, and the tradition of carload rates has a firm foundation in railroad operating costs, many of which vary directly with cars handled. In short, the carload was, Is and, in my opinion, will continue to be the basis for most rail rates on coal, as well as on other commodities. But change is an inevitable result of progress, and we should not be so bound by tradition that we are unwilling to try novel methods of ate making, should the circumstances require, The modern rate maker must, now and then, run the risk of being called an iconoclast if he is to keep up with the times. As T will point out, volume rates were for many years rejected by both the Interstate Commerce Commission and the railroads, But now both the Commission and the carriers have come to recognize that under proper circumstances and conditions volume rates are a powerful and effective tool.

This paper considers simulation of truck dispatching system designs using maximum expected production of the truck-shovel system as the measure of performance. Two methods are utilized, multiple comparisons with the best (MCB) and the combination of MCB and the variance reduction technique known as common random numbers (CRN). These two techniques are compared via simulation experiments. The results show that the combined procedure of MCB with CRN is the superior tool to reduce the total number of replications needed to ensure the specified probability of correct selection over the finite number of designing systems. In this case study, MCB with CRN reduces the variance by 29% and the number of required replications by 48%. Also, the MCB with CRN procedure narrowed the confidence interval by 18%.

High-calcium limestones occur in the upper part of the New Market Formation, of Lower Middle Ordovician age, in Franklin and Cumberland Counties, Pennsylvania. The high-calcium facies of the New Market Formation is represented by sublithographic limestone or vaughanite, which probably formed in quiet water; low-energy environments such as intershoal lagoons, or in protected bays similar to the present-day Florida Bay environment. Rapid facies changes are characteristic of the strata. The better grade of stone lies in the upper 100 to 125 feet of the New Market Formation and averages 95-97% calcium carbonate. Silica and magnesia are about equal in amount as impurities. One high-calcium belt extends from the Maryland state line through Chambersburg and Newville to beyond Carlisle. The strata in this belt are structurally complex, which requires careful field study' and core-drilling prior to exploitation. Stone suitable for blast-furnace flux is present in relatively large amounts, but stone for open-hearth use or portland cement requires more selective quarrying.

"The ways of the world be many and most of the ways be tried, you follow in the footsteps of others till you come to the great divide". These words, written by Robert Service a long time ago, come to mind when I think of our original attitude upon entering into a contract with the International Nickel Company to sink the deepest shaft in the world outside of the Union of South Africa. This shaft was to be sunk to a depth of 7,137 feet from surface, and while it was recognized by all concerned to be a somewhat unusual undertaking in our part of the world, the fact that quite a few shafts had already been sunk to this depth in South Africa probably gave us the feeling that we were following in the footsteps of others. In retrospect, because this shaft was being sunk under entirely different conditions than those existing in South Africa, we were in fact venturing into an entirely new area of endeavour without properly recognizing this fact. It has occurred to me that others considering a similar type of job could benefit from our experience, especially in an assessment of the risks involved and how they compare to those encountered in an ordinary shaft. For comparison purposes, I would define an ordinary shaft as being sunk to a depth of 5,000 ft or less, and a deep shaft as one being sunk to a depth of between 5,000 ft and 8,000 ft. Hamersley Iron Pty. Limited, one of the world's largest iron ore producers, operates a 3.0 million tonne per year pelletizing facility at Dampier in Western Australia. The plant produces pellets for the export market using a blend of natural hematite fines from the Company's two mines at Tom Price and Paraburdoo. Processing includes fluidised-bed drying of the ore feed, open circuit dry grinding, disc balling and pellet induration in a travelling grate furnace of Dravo-Lurgi design.

"Testing of the roof bolter canopy air curtain (CAC) designed by the U.S. National Institute for Occupational Safety and Health (NIOSH) has gone through many iterations, demonstrating successful dust control performance under controlled laboratory conditions. J.H. Fletcher & Co., an original equipment manufacturer of mining equipment, further developed the concept by incorporating it into the design of its roof bolting machines. In the present work, laboratory testing was conducted, showing dust control efficiencies ranging from 17.2 to 24.5 percent. Subsequent computational fluid dynamics (CFD) analysis revealed limitations in the design, and a potential improvement was analyzed and recommended. As a result, a new CAC design is being developed, incorporating the results of the testing and CFD analysis.IntroductionExposure to respirable coal mine dust can cause coal workers’ pneumo-coniosis (CWP), also known as black lung. If silica is present in the dust, the miner may develop silicosis in addition to CWP. CWP and silicosis are occupational respiratory diseases that are ultimately fatal and have no cure. The only method of prevention is to eliminate exposure to respirable coal mine dust and crystalline silica, or quartz. The occupational exposure limit on a Mining Research Establishment (MRE) basis for respirable coal mine dust had been 2 mg/m3 during each shift that a miner is exposed in the active workings of the mine or in mine facilities. Under recently enacted legislation, this standard was changed in August 2016 to 1.5 mg/m3 for a full working shift (The Office of the Federal Register, 30 CFR 70.100, 2015). When respirable quartz is present, the mine must maintain its average concentration at or below 0.1 mg/m3. If the mine exceeds the 0.1 mg/m3 respirable quartz dust concentration, then the applicable respirable dust standard is reduced, calculated as 10 divided by the percentage of quartz present (The Office of the Federal Register, 30 CFR 70.101, 2015).The sources of exposure to respirable coal mine dust for roof bolting occupations include infrequent maintenance and cleaning of the vacuum dust collection system and operating the bolter downwind — in the return air — of the continuous miner (Good-man and Organiscak, 2003). Recent studies have demonstrated that vacu-um dust collection systems are effective in capturing bolter-generated dust if maintained and operated correctly and if proper face ventilation techniques are used. However, most expo-sure to respirable coal mine dust for a roof bolter occurs when the roof bolter machine is operated downwind of the continuous miner (Potts, Reed and Colinet, 2011; Colinet, Reed and Potts, 2013). Because of this higher exposure downwind of the continuous miner, the roof bolter is often limited to working downwind of the miner only once during a production shift."

In recent times, smelter off gases treatment plants have become more efficient and environmentally friendly. Where in the past it was acceptable to process only high strength, treatable furnace gases, new smelters must now treat primary gases and abate dust and SO2 from secondary gases: Processing smelter gases can present some interesting challenges. Some equipment can see varying concentrations of sulfuric acid, up to the boiling point, with a periodic table of contaminates thrown in for good measure. Treating weaker secondary gases have, in the past, been cost prohibitive. Nowadays, new technology, like physical absorption or catalytic carbon, show promise for economically treating low strength secondary gases. Modem smelters do a much better job of treating the SO2 laden gases generated by the smelting process but significant challenges remain.

The Newell Creek Dam Inlet/Outlet Replacement Project is located approximately 11 miles north of Santa Cruz, California along Highway 9 in the San Lorenzo Valley. This project will replace the existing inlet/outlet works at the Loch Lomond Reservoir by constructing a tunnel using conventional excavation methods while simultaneously drilling three intake shafts to intercept the tunnel from within the city’s water supply. This project will improve the system’s overall operational efficiency and performance, and provide a safe and reliable facility for the City of Santa Cruz’s drinking water supply. This paper discusses the overall project configuration, construction observations, and challenges during construction, including tunnel excavating through the marine sedimentary siltstone of the Monterey Formation, probing and pre-excavation grouting, and the tools utilized to manage the project.

"Underground construction poses certain challenges for all parties involved because the actual ground conditions are often unpredictable. Highly complex projects like tunnel construction are affected by various uncertainties. To address this complexity, the construction contract has to be flexible enough to be adapted to the actual conditions (e.g. divergent ground conditions, work delays). However, the adaptation of a tunnel construction contract does not guarantee the absence of a margin of interpretation. The perfect construction contract is an illusion because ex ante statements of the actual ground conditions are not feasible. This paper will discuss contractual parameters that must be considered in order to enable an effective adaptation of the contract during excavation. It is therefore necessary to discuss the following topics: decision-making competence, variable remuneration, fair-risk allocation, value engineering and partnering between client and contractor. INTRODUCTION Thinking of tunnel construction processes, engineers’ first (or at least second) association is about ground conditions. When constructing under the surface, the project is directly related to the ground conditions; however, ground conditions are known fairly well in advance. The estimated conditions can be the same or can also differ from the existing ones. A clear view of the conditions is possible only by driving through the section. What Hoek calls “Geological unpredictability which is guaranteed to provide some surprises in even the simplest tunnelling job” is, in addition to contractual issues, one of two critical aspects of modern tunneling (Hoek 1982). Almost no research tries to figure out, what flexibility in this context means and how to approach it in the contracts. Papers dealing with the New Austrian Tunnel Method (NATM) pose some principles to meet the requests for flexibility (cf. Austrian Society for Geomechanics 2011). However, it remains unclear how to create contracts in order to make them “flexible” enough to react to divergent ground conditions."
