A statistically designed pot grate-kiln test program was conducted to determine the agglomeration process variables necessary for increasing the low temperature disintegration resistance (LTD) and reducibility (R40) of magnetite-based Empire acid pellets. The ASTM tumble index and compression strength were to be maintained at an acceptable level. Six process variables - bentonite addition level, preheat time and temperature, firing time and temperature, and cooling rate - were investigated within the constraints of the Empire plant. The bentonite addition level and firing temperature had the largest effect on pellet properties. The results of this program were verified during a plant trial. The target firing temperature at the Empire plant has been decreased for increasing the LTD and R40 of commercially produced Empire pellets.

In 1917, U.S. Coal and Coke Company, a subsidiary of U.S. Steel, opened Mine 31 and built the community of Lynch, Kentucky. For the time this was truly a major engineering accomplishment. It was documented in Howard N. Eavenson’s 1939 AIME paper, “Coal Through the Ages.” In 1996, Arch Coal donated the Portal 31 property to Harlan County for public use. In 2003 the Southeast Education Foundation, Inc. and the Kentucky Coal Museum plan to open the Portal 31 Exhibition Mine to the public to tell the story of Kentucky coalmining through the decades. This presentation will summarize the history of the project, efforts to bring it to reality, the engineering problems, and the challenges of providing a safe environment for visitors.

The relative significance of corrosive and erosive wear in magnetic taconite grinding is examined. The influence of different types of aeration, namely, nitrogen, air and oxygen on ball war was established for mild steel and high carbon low alloy steel balls. Ball wear data from dry and wet grinding tests are compared with those obtained in the presence of an organic solvent that does not promote electrochemical corrosion. 'Marked ball grinding, tests along with electrochemical measurements involving ball material and magnetite electrodes indicate that contribution from oxygen towards wear (corrosive wear) is relatively small and abrasive wear appears to be significant. Rheological properties of the slurry-appear to have an important bearing on the abrasive wear of grinding balls.

Preparation for flotation begins with dragline mining, pumping, washing, screening, and desliming. Slimes, nominally -150 mesh material, constitute large quantities of phosphate and water which are a disposal problem. Older techniques involve sizing at about 35 mesh for separate coarse and fine treatment. The plus 14 mesh fraction does not require concentration. Coarse treatment includes agglomerate spiralling, belt flotation, thickening, scrubbing with sulfuric acid, de-oiling for reagent removal, and cationic flotation of fine quartz. A recent trend is to screen at coarser than 35 mesh size and eliminate coarse particle treatment, sacrificing some grade of this product. Techniques for flotation concentration of the fine size fraction are discussed.

The ventilation of coal mines has long been a major challenge for the mining industry. Prior to the 1969 Health and Safety Act, mine ventilation planning was almost entirely handled by individuals in mine operations and engineering who had extensive practical experience. Their background and expertise was sufficient to deal with existing ventilation problems and planning. A recent decline in the number of qualified individuals combined with more stringent state and federal regulations have necessitated a thorough engineering oriented approach to ventilation in mine planning design. To plan for an existing mine, a thorough ventilation survey must be conducted to determine the capabilities of the existing ventilation network. A ventilation survey also provides considerable useful data for long range planning. Essential information such as friction factors, entry resistance, and potential ventilation problem areas is gained from the survey data. With this information a comprehensive computer analysis can be conducted to evaluate alternative mine plans. This evaluation of mine plans is essential to minimize the number of shafts required while still maintaining the quality of mine ventilation. Using an existing mine as an example, this paper outlines a detailed procedure for organizing, con-ducting, and evaluating a ventilation survey. In addition, specific ventilation problem areas are isolated and alternative methods for their solution are considered. Furthermore, a long range mine plan is evaluated and the most feasible variation of the plan is selected.

Introduction Rod mills are horizontal, cylindrical, rotating, tumbling mills in which steel rods, that are usually about 6 in. shorter than the length of the grinding chamber, are used for grinding media. Fig. 33 shows a cutaway view of a rod mill. Rod mills were first used around 1910 because of their ability to grind in open circuit, consistently produce a uniformly sized prod¬uct, give greater continuous availability, and give lower maintenance costs. They have basically replaced roll crushers and coarse grinding ball mills in comminution flowsheets. The present 20-ft limit on rod length, based on rod manufacturing methods, and the pulp flow char¬acteristics, that influence mill capacity, have established the maximum rod mill sizes' of 15 x 21 Vs ft using 20-ft rods and drawing from 2,200 to 2,300 hp. Rod Mill Uses. The principal uses for rod mills are: preparing feed for ball or pebble mills, grinding gravel or aggregates to the size analysis required for making concrete sand, preparing coarse agitator feed for leaching operations, and for primary grinding circuits, particularly in industrial mineral applications. Wet grinding is the most frequently used grinding process for rod milling. There are a few special cases where dry rod milling is used. Preparing feed for ball or pebble mills is the most common use for rod mills. In ferrous and nonferrous ore concentrators, wet open-circuit grinding is used to prepare ball-mill feed. Figs. 34 thru 37 show the four basic grinding circuits used in these concentrators. In rod mill-ball mill grinding circuits, where the rod-mill discharge contains 25% or more of the grinding circuit product-size material, the rod-mill discharge can be fed to the ball- or pebble-mill classifier as shown in Fig. 34. This is the most frequently used rod mill-ball mill circuit in the nonferrous ore concentrators. In a few concentrators such as Anaconda's Weed concentrator,55 the rod mill discharges to one classification stage which makes the same or a slightly coarser particle-size cut as the classifiers used to close the ball- or pebble¬mill circuits, as shown in Fig. 35. In concentrators where rod mill-ball mill circuits are used to grind low grade magnetic iron ores such as Reserve Mining Co., Silver Bay, Minn.; Erie Mining Co., Hoyt Lakes, Minn.; Eveleth Taconite Co., Forbes, Minn.; US Steel, Mt. Iron, Minn. and Atlantic City, Wyo.; Inland Steel-Jackson County Iron Co., Black River Falls, Wis.; and The Cleveland-Cliffs Iron Co., Adams mine, Kirkland Lake, Ont., the rod mills discharge to rougher magnetic separators (cobbers), the concentrates from which are fed to a ball milling stage as shown in Fig. 36. The same basic circuit is also used with gravity concentra¬tion methods such as spirals (Hanna Mining Co., Groveland, Mich.), tables (St. Joe Minerals, Bonne Terre, Mo.), and jigs. When the rod-mill discharge contains less than 25% of the grind¬ing circuit product size, this indicates an ore that does not readily produce the fines needed to help carry the coarse feed into the ball charge. When this occurs, the fines in the rod-mill discharge are needed in the ball mill or pebble mill so the rod-mill discharge flows direct to the second-stage mills as shown in Fig. 37. Rod mills are used to make feed for open-circuit ball mills such as those used in wet grinding cement raw material (American Cement, Brennan Ave¬nue plant, Detroit, Mich., and Port Huron, Mich., plant, and at the South Dakota State Cement plant, Rapid City, S. Dak.). Grinding gravel or aggregates to the size analysis required for making concrete sand is used in areas where natural sand of the proper particle size gradation required to make concrete is not availa¬ble. Three-quarter inch crushed aggregate is ground to 4 mesh using center peripheral-discharge rod mills (Fig. 38) operating in open circuit. US Corps of Engineers specifications state that the sand product be 93-100% passing 4 mesh and contain no more than 3-7% passing 200 mesh. It may be necessary to classify the rod-mill discharge to remove any excess -200 mesh sand produced in the rod mill. Particu¬larly when processing aggregate with high abrasion indices, center peripheral-discharge rod mills are used instead of hammer mills, fine bowl crushers, and crushing rolls for the production of specification sand. This paper reviews the historical background leading to the development of the project. It gives a description of the exploration program and resulting geological and ore reserve information together with plans for mining. A discussion is included of the three processes investigated for the project: 1. Rotary Hearth and Magnetic Concentration 2. Shaft Furnace and Electric Furnace 3. Rotary Kiln and Electric Furnace Results of pilot plant campaigns conducted at Fiskaa, Norway, and Riddle, Oregon, on the process chosen for the production of ferronickel are presented. The paper continues with a review of the considerations involved in selection of commercial plant equipment and concludes with comments on the current status of the project.

The sorptive and impervious nature of clay materials was recognized long before modem technology allowed us to understand the physiochemistry of clays. In Cyprus, around 5000 BC, sorbent clays were used for fulling woolen cloth. One of the earliest recorded uses of clays as an impervious liner was more than 3200 years ago in the construction of a bitumen-sand-gravel-clay liner built along the embankment of the Tigris River at Assur. Today one of the most common applications for clay minerals in the environmental industry is for use as impermeable barriers to fluid transport. Clay minerals are fine in particle size and thus have large surface areas, which, as a result of intermolecular forces and ionic substitutions, make them excellent materials for both ion exchange and ion sorption. Therefore it was logical to consider certain clay materials for applications in the environmental industry, where they can act as physical and chemical traps for potential contaminants. Certain bentonites have historically been used as sealants for fluids (Grim, 1962), and other clays have been used as sorbents for both water and oil (Haden, Jr., 1972). Prior to the 1980s, disposal of the nation's municipal, commercial, chemical, and nuclear wastes was largely indiscriminate and poorly regulated. This created environmental pollution problems, especially with respect to groundwater contamination. Promulgation of federal regulations like the Resource Conservation and Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA - commonly known as Superfund) have forced a more careful and costly approach to waste disposal. The US Environmental Protection Agency (EPA) is the government body charged with enforcing and ensuring compliance with federal regulations governing toxic waste production, storage, and disposal. Widespread application of geotechnology to the design and construction of waste containment systems and to pollution remediation has become necessary due to such laws and because of increasing use of the subsurface environment for the disposal of hazardous wastes. In the United States nearly 1.8 kg of trash is disposed of per person per day, which amounts to nearly 181 Mt per year. This amount is more than double the waste produced in 1960, and these numbers are expected to continue to increase. Canada produces approximately 1.68 kg of waste per person per day. The EPA estimates that in the United States 64% of our garbage is landfilled, 18% recycled, and 18% incinerated. Even with continued increases in recycling and incineration efforts, the EPA projects that the United States will still need 82% of today's landfill capacity in the year 2000. Data on the exact number of landfills in the United States and Canada is conflicting in part because of changing definitions of what constitutes a landfill and because of inadequate record- keeping by some states and provinces. An estimate of the number of municipal solid waste (MSW) landfills in the United States in 1990 to 1991 ranged from 4 462 to 10 467 with an average estimate of 6 600. In Canada the number of MSW landfills reported varied from 5 493 in a 1982 survey to 1 766 reported in a 1991 National Solid Wastes Management Association (NSWMA) survey (Repa and Sheets, 1992b). A properly operated MSW landfill on average requires 1 hectare of land per year per 25 000 people (Coates, 198 1). In addition to MSW facilities, there are also waste disposal facilities needed for hazardous waste and low level and high level radioactive waste. In 1983, approximately 266 Mt of hazardous waste was generated in the United States, almost 50% of this by industrial production. About 68% of the hazardous waste generated in the United States and Canada and almost 50% generated in Europe are still landfilled (Egger, 1987). In 1985, approximately 51 000 m3 of commercially produced low level radioactive waste was disposed of in radioactive waste disposal sites across the United States (Jungling and Greeves, 1989). By 1987, the US defense program had produced approximately 10 000 t of high level nuclear waste. In addition, there were approximately 14 000 t of spent fuel assemblies from commercial nuclear power plants in temporary storage; the amount is expected to nearly triple by the year 2000. Presently most commercial spent fuel assemblies are stored in water-filled pools at nuclear power plants. Defense waste is stored on federal reservations in surface and underground steel tanks (Anon., 1987). Under federal law nearly all waste disposal and containment sites are required to have a liner or barrier and a cover system design that meets federal- or state-approved hydraulic conductivity requirements for the type of waste that the site will receive. When approved materials, necessary for constructing the waste containment structure, are not available on site, one of the most economical ways to meet these requirements is through the use of clay, soil/clay, or clay/geotextile materials. In a 1991 survey by NSWMA of its members and other select private sector facilities, 81% of the surveyed landfills had some type of liner system. About 75% of these liners were clay materials (either recompacted or natural). The remaining 30% were using flexible membrane liners as part of a liner system. Clay liner materials are most commonly used in the South, Midwest, West-central, and South-central regions of the United States. About 93% of the landfill facilities had closure plans, and of these 91 % were using clay materials in some way for the final cover material (Repa and Sheets, 1992a). Waste barriers and containment structures take several basic forms, and they are used in a variety of different applications: 1) cutoff walls, 2) soil or soil/clay-admix liners, 3) geosynthetic bentonite-clay/geotextile membranes, 4) radioactive waste containment barriers, and 5) synthetic geomembranes. Catalyzed diesel particulate filters (CDPFs) are used for reducing diesel particulate matter (DPM) concentrations in underground mines. The U.S. Bureau of Mines is conducting research on how catalyzed diesel particulate filters perform. Two CDPFs, with two different catalysts, are used on vehicles in two mines. The CDPFs are periodically removed from service and evaluated in the laboratory to determine their DPM collection efficiency, regeneration temperature, and effects on gaseous hydrocarbon (HC) and carbon monoxide (CO) emissions. This report summarizes the results of the laboratory evaluation, and the mines' experience with the CDPFs. Both CDPFs have operated over 2,000 h. One was evaluated after 1,646 h; its collection efficiency at one operating condition was 87.3 pct. After 2,135 h of operation it was removed from service because it was damaged. The second CDPF continues to be used after 2,328 h of service. The laboratory evaluation indicated its collection efficiency decreased after 1,584 h of use and its regeneration temperature increased from 405' C to 420' C. The mines' experiences with the two CDPFs varied. While being used on mine vehicles, both CDPFs became plugged with DPM on a number of occasions because of insufficient regeneration. CDPFs are capable of lowering DPM concentrations in diesel exhaust. They can also lower emissions of CO and HC, depending on the type of catalyst used. In this study, the performance of the CDPFs changed with use. Recommendations are given in this report for proper use of CDPFs in mines.

Introduction The Utah Copper Division of Kennecott Copper Corporation will present its contribution to the A. M. Gaudin Flotation Symposium in four parts. The first two segments will discuss briefly the historical development of the Utah Copper Division and describe the ore body. The third segment will review the facilities and operating procedures for the Utah Copper Division's newest plant, the Bonneville Concentrator. The fourth segment describes flotation process circuitry, including molybdenite recovery procedures, at the Arthur and Magna concentrators. (The Bonneville concentrator is a crushing and grinding unit and does not have its own flotation plant). 1. Historical Development Progress through change has been the key to the successful operation of the Utah Copper Division for more than 70 years. As the original low-grade copper operation, the pressures to remain competitive and profitable have dictated the timing and extent of each change. Much of the change has occurred through technological and economic advancements in the area of ore concentration. The Utah Copper Division of Kennecott Copper Corporation had its origin June 4, 1903, when the Utah Copper Company was organized. The initial mill of 300 tpd (tons per day) capacity was built at Copperton a few miles below the present Bingham Canyon mine site. From 1904 to 1910, the Copperton mill was expanded to a capacity of 1,000 tpd, and all of the known apparatus for gravity concentration were evaluated.

INTRODUCTION The Uranium Epidemiology Study at the University of New Mexico was initiated in 1977 with the objective of assessing health effects of uranium mining in the Grants, New Mexico, area. The planned approach was a cohort study of mortality that would capitalize on the availability of health records at the Grants Clinic. During the first year, emphasis was placed on determining the feasibility of the proposed study: Were adequate records available? What was the quality of available information? Could a cohort be established? The first year's work confirmed the study's feasibility (Buechley, 1979). Subsequent efforts have focused on the health and exposure data base and comprehensive follow-up. A retrospective cohort study of early miners is in progress; a prospective cohort study of miners who began working under the current Federal standard is planned. This report will summarize the current status of the Uranium Epidemiology Study. A chronology of the study's activities follows (Table 1). TABLE 1. BACKGROUND Uranium Mining in New Mexico The Grants, New Mexico, uranium belt measures some 110 by 25 miles in Cibola, McKinley, and Sandoval counties (Kelley, 1963). The three chief mining districts are, from east to west, Laguna, Grants, and Gallup. Average annual production was about 5,500 tons, or 45% of United States uranium, from 1966 through 1978. Despite a drop in this figure in 1979, to 40%, New Mexico still leads the nation in uranium reserves and production (Hatchell, 1981). In 1918 carnotite, a yellow uranium vanadate, was identified in the Shiprock area (Chenoweth and Learned, 1980; N.M. Energy and Minerals Department, 1981). It received little attention at the time because of its apparently limited volume. In 1950 an important uranium outcropping was discovered by chance in limestone at Haystack Butte, northwest of Grants. In 1951 deposits were discovered in sandstone at Poison Canyon, north of Grants, and at Jackpile, northeast of Laguna. In 1955 finding of radioactive cuttings at an abandoned oil test site near Ambrosia Lake led to drilling and discovery of the first underground deposits (Melancon, 1963). Ore bodies were also found near Church Rock in the 1950's (Rautman, 1977). A uranium rush followed. At various times during 1952-1962, 60 mines and 5 mills were in operation (Gay, 1963). In the early 1960's the price of uranium fell, and many miners left the area. Subsequent market fluctuations have produced shutdowns and consolidations, development and expansion. The value of US industrial mineral output last year was $20 billion, a 12% decline from 1981. A glance at the accompanying table and a review of the comments made by several contributors reveals how poorly many industrial minerals fared during 1982. Bromine and peat posted a 6% increase in production while recovered sulfur showed only a 3% gain over 1981. Pumice, salt, and dimension stone managed to stay more or less even with 1981 production. However, most industrial minerals posted losses for the year from 3% for vermiculite, sodium carbonate, and gypsum to 49% for ilmenite. Naturally, the depressed economy is to blame for decreased production and consumption. Low steel and auto production, lower housing starts, and many other factors impacted the industrial mineral industries. Hopefully the worst is over. Interest rates are down, energy costs are decreasing, the automobile and housing industries show signs of picking up. Perhaps the 1983 annual review will be less gloomy. The results obtained from hatch, flotation experiments on two coals were used to develop relationships between the recoveries of water and solids into the concentrate. When the recovery of non-ash material (RN) for any size fraction is plotted against a parameter X, defined as [x _ Amount of (W) recovered x Collector dosage (C)in the concentrate (cc)(kg/t)] a single "non-ash recovery curve" is obtained. Non-ash recovery curves thus obtained from different size fractions are used to get a unique "modified non-ash recovery curve" for a given coal, using the reduced efficiency curve concept. Similar observations have been noted in the case of recovery of ash material (RA) also. The amount of water recovered into the concentrate is plotted against a parameter "Water Recovery Factor (WRF)," defined as [WRF = T.F.(1+C)] where T is time (in sec) and F is frother dosage (in kg/t). Plotted in this form a characteristic water recovery curve, for a given coal is obtained that may be defined by the following equation: [W4=W_(1 pWRF-e] The above relationships have been verified against the experimental results obtained from three more coals and are found to give satisfactory predicted values.

CARBAD is a recently developed Australian process for the recovery of gold and platinum group metals (PGM). The process relies on the selective agglomeration phenomena of the gold and PGM to capture the mineral in a carbon-hydrocarbon media. The precious minerals are then extracted from the loaded media by a solvent gold room process producing a relatively pure concentrate. The media is then reformed and recycled. The process development from batch test work to a 5 t/h commercial scale CARBAD plant is discussed. The operation and results of processing a variety of ore types at several alluvial and hardrock gold mines is examined. The operating and capital costs for the CARBAD process shows that it is significantly less than that the conventional CIP/CIL. The environmental safety of the process is a major feature where precious metal deposits are located within urban environments or within wilderness areas.

There is an increasing requirement for geophysical surveys carried out during geotechnical investigations to provide direct information about rock quality or other geotechnical parameters. With the paucity of information to correlate geophysical results with actual rock properties, this is still difficult to achieve and additional research effort needs to be performed to address this issue. Nowadays, several researchers have been described detailed studies which designed specifically to investigate this matter. Generally, geophysical techniques which are used to estimate seismic velocities in the subsurface focus on the low strain levels that are not large enough to induce significant nonlinear, nonelastic stress-strain behavior (Luna and Jadi, 2000), which is normally evaluated when addressing liquefaction potential of soils in the shallow subsurface. Soil parameters relevant to seismic ground response (Rechtien, 1996) are density, relative density and void ratio, permeability, shear modulus, water saturation, soil fabric and stress history. Detailed characterization of elastic properties near a major construction site (e.g. a bridge) is useful for near field dynamic analysis of soil-structure interaction (SSI) effects. The coupled effect of the bridge foundation (piles, piers or abutments) and the soil immediately surrounding these substructure elements is essential for dynamic SSI analysis of these critical bridge structures. This paper presents a geophysical investigation performed along the under construction highway of Egnatia Odos, approximately 13 km west from the town of Xanthi in N. Greece. Twelve geotechnical boreholes, drilled at the maximum depth of 75 m, approximately located 20 m from the Nestos River. The objective of the survey was to obtain the high-resolution compressional and shear wave velocities of the shallow subsurface for computation of elastic engineering properties of the unconsolidated material interposed between the investigated boreholes. Joint interpretation of borehole logs and velocity images obtained by P- and S-wave traveltime inversions outlined shallow geological anomalies.

A wind tunnel investigation into the fundamental characteristics of jet fan performance is described. The effects of varying fan positioning in a square tunnel cross section are reported for two fan outlet diameters and velocities. Tests were conducted, also for a jet fan placed in a flow developed by an external fan operating in the same direction as the jet fan. The position of the jet fan relative to the tunnel walls was found to affect its performance. Performance parameters were determined and used to formulate theoretical equations based on momentum and energy considerations. The results identified a range of flow ratios which can be used to design an effective jet fan ventilation system and provide a basis for the selection of jet fans for practical mining applications

INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. There exists a wide array of industrial byproducts that produce beneficial responses in the soil/ plant environment. These materials range from clean-coal-technology residues produced during the generation of electric power (particularly those high in gypsum) to mineral fines produced by the aggregates industry (i.e., sand, gravel and crushed stone). A number of these materials are examined in relation to potential nutritional interactions in soils and crops with emphasis on trace elements. The significance of utilizing these materials in agriculture as a component of sustainable agricultural systems are discussed.

Introduction In 1987, the US economy continued to grow steadily, reaching an annual rate of $4.6 trillion in the last quarter. The value of domestically processed mineralbased materials rose slightly to $250 billion. The value of US metals rose sharply to more than $7 billion. Industrial minerals rose slightly to $18 billion recycled scrap was valued at $4 billion. Metal prices rose sharply toward year-end. A number of mining and metal companies experienced increased profitability, fostering more optimism about the future. Consumer demand strongly affects mining because the US economy is relatively saturated with long-lived products. Consumer, mortgage, and federal debt continue to rise. 244 million citizens already possess 170 million licensed motor vehicles and 100 million dwelling units. New car production fell 9% to 7.1 million units, but truck and bus production rose 9% to 3.8 million units. New housing starts fell 10% to 1.6 million units. Excess productive capacity exists not only in the US, but also in many other countries. Consequently, the US mineral industry is encountering stiff competition from others, as well as increasing competition from newer engi¬neered materials. Domestic production of plastics rose 9% to 25 Mt (27 million st) - on a volume basis, double all metals. Some 7% of petroleum goes to make petrochemicals including plastics. Imports of nonfuel mineral-based materials in 1987 were valued at $37 billion and exports at $24 billion. Imports supplied a significant proportion of total US consumption of several important mineral materials, including many classified as strategic and critical. In December, the Congress mandated that any major changes in stockpile goals be made only by law, and that the Department of Defense submit annually detailed stockpile supply/demand analyses. Concern about apartheid in South Africa continued, resulting in increasing interest about chromium, manganese, platinum-group metals, cobalt, vanadium, and gold. The National Critical Materials Council continued to monitor the US materials position. The Defense Production Act, authorizing priorities and allocations, supply expansions, voluntary agreements, and the National Defense Executive Reserve continues in effect through Sept. 30, 1989. Under the DPA, the US Bureau of Mines maintains the Emergency Minerals Administration. Further consultations were held with Canada to strengthen the North American defense industrial base. Coal production, 60% from open pits, rose 2% to 825 Mt (910 million st) valued at $21 billion. Nearly four-fifths was burned to generate 56% of US electricity. Exports included 42 Mt (51 million st) of metallurgical coal and 24 Mt (27 million st) of steam coal, with a total value of $3.3 billion. Domestic petroleum production fell 5% to 480 Mm' (3 billion bbl). Uranium mining, including recovery from phosphates, fell 4% to 5.9 kt (6500 st). Nonfuel minerals Major metals: Raw steel production - a major consumer of many minerals - rose 7% to 79 Mt (87 million st). This study reviews and analyzes the empirical methods available for designing the capacities of coal mine gathering belts. The analyses lead to recommendations concerning the application and implementation of each empirical method. Operations research techniques, mainly simulation models, are also briefly mentioned, and a few recommendations are made concerning their selection and application. The objective of the study is to provide a reliable basis for the practicing engineer to properly select, apply, and implement a capacity design method.
