A new minitest of in situ uranium leaching processes at reservoir conditions is proposed. The test which consists of a single observation/ production well and two observation wells is designed to permit the evaluation of both restoration and leaching parameters. It is shown that by using a straight forward history matching procedure, sometimes called a type curve analysis, both the rate of leaching and the ultimate uranium recovery can be evaluated based on the results of the test. Type curves are presented for the case in which the reaction rate is kinetically controlled and there are no other minerals competing for oxidant. Other situations can be approached using the same techniques as those presented here.

The results of a 2 phase evaluation program designed to determine the amenability of an oxide ore from the Butte, Montana mine of the Anaconda Company to a sulfuric acid leach is presented. In the phase 1 preliminary evaluation, using roll tests and percolation leaching in small columns, it is shown that the ore is highly extractable at low acid consumption ratios. In the phase 2 confirmatory tests in large columns on l-l.5 tons of material, the amenability of the ore to the leaching process is proven and pregnant solution grade profiles from planned commercial heaps established.

The Saskatchewan ore zone strikes slightly south of East, from the Alberta border to Manitoba; and dips to the South. The conventional mines are located along a broad strike line from Saskatoon to Esterhazy-Rocanville. Nine conventional mines have developed ore bodies at a nominal depth of 915 metres (3000 ft.). One mine had developed an ore body at 1525 metres (5000 ft.) by solution mining. Mining reserves of 100 years are not unusual in this vast ore body. Most of the mines were brought on stream during the 1960s. All the conventional mines were influenced by practices developed at Carlsbad, N.M. By 1970, the industry was faced with serious over-capacity resulting in the cancellation of some projects and the introduction, by the provincial government, of the Potash Pro-rationing Regulations designed to share the available market amongst all the producers. This resulted in production rates as low as 40% of capacity. As a result, the 1970s were characterized by attempts to reduce cost, rather than improve production or processing techniques. In recent years, the plants have all been brought to full capacity, and are currently involved in a massive program of expansion, which promises a period of advancing technology.

"1. INTRODUCTION AND MOTIVATION Traditionally design processes are focussed at creating new tunnels for lowest building cost. But the trend towards sustainable constructions in tunnelling has greatly increased in recent years. A critical subtask of this approach is to realize the potential for optimizing and reducing the life-cycle costs (LCC) of tunnels and their components. To evaluate underground infrastructure projects from an economic point of view is therefore a highly topical subject of public authorities as well as private companies participating in Public Private Partnerships (PPP) projects. Nowadays, in the case of public works contracts, the contracting authorities shall draw up rules not only for the design but also for life-cycle costing. Within the scope of the decision-making process of building a new tunnel, planning the maintenance activities or the refurbishment of a tunnel in operation, the decision-makers need detailed knowledge about the current and future financial conditions of the planned projects and selected sub-measures. But in practice, the initial costs still represent the primary decision criterion in the planning phase, whereas the subsequent or follow-up costs, respectively, are only estimated roughly. Although tunnels are the key components and the most costly parts of the transport infrastructure, only a small number of scientific papers deal explicitly with the calculation of life-cycle costs for underground infrastructure. And in these cases, most authors use as the starting point only the basic form of the Net Present Value method which is known as the frequently applied life-cycle costing technique in building construction. The present study explains the strategic concept of life-cycle costing and its fundamental instruments for operational implementation. It shows the necessity to take into consideration that there are fundamental methodical problems when the life-cycle concept is transposed without modifications from building construction to civil engineering. The paper will discuss in detail some selected associated problems with the net present value method. On the basis of operational and safety related tunnel equipment it is shown, what impact this may have on principle determining the LCC of tunnels. Selected best-practices of maintenance planning for tunnels undertaken by the German Ministry of Transport fill the theoretical approach of the concept with life and give a practical orientation. In particular government authorities but also construction companies are interested parties in modern cost management considerations. The reason for this development is the replacement of aged excisting structures and the advancement of technical standards. The increase in the total numbers of tunnels (Fig. 1) as well as the need for future re-investments in existing tunnels show the overall economic impact and justify the change towards the life-cycle perspective."

In the plant where the 800m diameter cyclone was tested, 500 STPH of 50m x 0 raw coal was pulped in a heavy medium tank and pumped originally to four 700mm heavy medium cyclones. For the test one of these units was replaced by an 800mm diameter cyclone with the subsequent feed pressure for both units sets at approximately 15.0 psi. Since this was a feed to zero plant, an appropriate bleed of heavy medium to the dilute medium circuit was established to en- sure that the cleaning of the 500m x 0.5mm raw coal would not be adversely affected by high levels of 0.5mm x 0 fine coal present in the heavy medium. The medium gravity measured varied between 1.41 and 1.43. During a three-hour test on June 10, 1983, the raw coal sample was collected from the feed belt while the clean coal and refuse samples were collected separately at proper locations along the product streams of the two different diameter cyclones. All of these samples were shipped to the laboratory for screen and sink- float analyses. The raw coal screen and ash analyses are shown in Table 1.

Since the beginning of the computing age, technical software packages have not been developed to address only programming specialists but have been dedicated to process engineers. For process analysis, BRGM is developing and commercializing three packages: ? sampling software: ECHANT 2.0 for Windows ? material balance calculation: BILCO 2.0 for Windows ? steady-state simulator for plant design, adaptation and optimization: USIM PAC 2.1 for Windows This paper deals in a first part with the main features of these three packages. In a second part, advanced models are presented for SAG/ AG mills and flotation columns. An industrial case of application is shown for each of them.

I have been asked by the Society of Mining Engineers to present a paper on Inco Limited's Indonesian nickel project as a case study in the financing of large overseas mining projects. I welcome this opportunity It is a story worth telling not only because the project itself represents a significant human achievement but also because there are certain important lessons that can be derived from our experience in financing the project. The paper will be divided into four sections: (i) a brief history of the project, (ii) a critical appraisal of the project's financing plan in terms of the goals that we sought to achieve, (iii) some comments on certain factors underlying the relative success of the financing plan, and (iv) the contributions that the engineering staffs must make to a successful financing plan. The paper will not present a technical assessment of the project since Inco Limited has been asked to submit a series of papers on this subject at the International Laterite Symposium as part of the 108th Annual Meeting of the AIME in February 1979.

Blasting in geothermally high temperature ground and/or extremely reactive ground is an increasing common challenge for surface and underground mines. Many current PETN based non-electric and electronic detonators have manufacturer published in-hole temperature limits ranging from 55°C to 65°C (131°F to 150°F). When confronting blasthole temperatures above the manufacturer published limits, operations may request site-specific guidance and qualification for use. The advised safe loading window for in-hole PETN based detonators is often too short to be practicable for production blasting. To overcome limitations of PETN based initiation systems, surface mines with high temperature ground and/or reactive ground are known to load blastholes with a qualified high temperature bulk emulsion that are top primed with a cartridge of temperature qualified detonator sensitive emulsion plus an RDX detonating cord downline. As there is no in-hole delay detonator in this system, blasthole timing is accomplished with surface delays. Although this system is safe, top priming and surface delaying does influence floor quality and top size fragmentation, and safe loading windows times reduce blast block size and increase blasting frequency. A mining company with a site characterized by geothermally high temperature ground plus highly reactive ground employed a blasting system like the one described above. The site desires to improve blasting performance by moving to an in-hole delay initiation system that can withstand the site ground conditions. At the request of the mining house, DynaEnergetics developed an electronic initiation system for application in geothermally high temperature ground and/or extremely reactive ground conditions. The DynaEnergetics IGNEO high temperature electronic initiation system is rated for in-hole use in ground up to 150°C (302°F) for 48 hours. The detonator consists of a high strength detonator with an HMX base charge and thermally resistant downline. To make up a primer, the detonator is inserted into a booster charge assembly that is fitted with a small HMX shape charge. This high energy primer is designed to be compatible and reliable for firing bulk emulsions, including those with high percentages of urea inhibition to combat reactive ground. Up to 1000 detonators may be programmed in 1 ms increments up to 1500 ms. The system is controlled by a digital firing panel that can be used with either a wired or wireless trigger. The system enables high temperature and/or reactive ground sites to utilize in-hole delay initiation and realize the associated performance benefits.

Acidic treatment of enargite (Cu3AsS4) dissolves both arsenic and copper from the mineral and then attempts to separate them in the leach solution. The reactivity of enargite was examined in acidic solutions, over the pH range 1-7, to determine a potential range for co-dissolution.. Enargite mineral samples from Butte, MT and Quirivilca, Peru were used as working electrodes in a cyclic voltammetry corrosion cell setup, which were then cycled multiple times over -1000 to 1000 mV. Surface reactions and transitions were characterized using in-situ Raman spectroscopy, which were then compared to updated predominance diagrams for the copper-arsenic-sulfur system from a previous study done under alkaline conditions. The region of co-dissolution is limited to > 600 mV vs. SHE and pH < 1 under the proposed diagram.

INTRODUCTION Chuquicamata mine is a large copper open pit located in the north of Chile. It has been in production for more than 80 years and now is in the later stages of its life with declining grades and increasing haul distances. As any old mine with long established organizations and procedures, it has faced one of the most difficult managerial problems: to conduct changes. Since 1994, the new management team has been devoted to a modernization pro- gram focused mainly in restructuring business operations. downsizing the labor force and introducing a mine planning pro- cess consistent with the company&apos;s goal. The explicit identification of the latter issue has been made because of the management’s conviction about the importance of it in the profitability of the business. The mine planning process at Chuquicamata mine has evolved from an old manual technique towards a modern computarized system, however the fundamental aspects and the procedures involved in this process have been the same. For in- stance, the cutoff grades policy has not changed during the last said 20 years, regardless of the changes to grade distribution, commodity prices, plant capacities, etc. To review and rethink this process, the strategy was to work with a small group of inside engineers and the management in order to interact with several mining consulting firms. The idea was to open a discussion about the fundamental principles used in the mine planning activities and, at the same time, to explore new ideas to improve the operating practices that have been followed for a long time. Thus, the goal of this paper is to present the mine planning approach that was the result of this work and the improvements that were obtained. THE CHUQUICAMATA MINE The Chuquicamata division is one of the five operations of Codelco and is currently devoted to operating the Chuquicamata mine; a copper open pit, concentrator, smelting and refining complex. It also operates Mina Sur which consists of an open pit mine, a leaching-solvent extraction and electrowinning process. There is also a dump leaching and a Sx-Ew plant for treating the low grade suifide ore (under the cutoff grade) from the Chuquicamata mine. Prior to reviewing the mine planning process, capacities for the Chuquicamata sulfide line were 640 000 tpd of run of mine material, 160 000 tpd of ore and 4 200 tpd of concentrate. This meant a total annual movement of around 230 Mt in the mine and a treatment of 57 Mt in the concentrator with a stripping ratio of approximately 3: 1. The old exploitation strategy consisted of an "open scheme", which means that all benches must have a berm with enough space to allow the traffic of large haulage trucks. This fact implied working with a great flexibility, but the consequences were flat slope angles. One of the reasons for using this operating practice in short term planning was that the grade consistency from the pit has always been a controversial variable. Schedules were designed to meet grade targets accurately and they were modified immediately when deviations become apparent. This reality led to working with a great deal of independent pushbacks and it required flexibility in the traffic system. The cutoff grade policy has been the same for a long time and the figure was 0.5 %CUT either for sulfide or oxide ore. This was the reason why a balance was produced between the mine and the concentrator. The mine is operated principally with benches of 26 m but in the upper part of the pit there are benches of 24 and 30 m. The main production equipment is shovels of 28 and 34 yd3 along with trucks of 200 and 240 st. Regarding the crushing facilities, there are two main systems located inside the pit and an old one in the periphery, close to a stockpile and near the concentrator. In the north part of the pit there is a crusher for waste material and in the north-east area is located the ore crusher facility. Both restrict a significant area of the pit and the mine sequence is considering to move the ore crusher again to the south-east sector where it used to be located. Relating to the waste crusher, the idea is to move it up to a bench near the surface in order to use the same conveyor belt and, at the same time, liberate an important sector. THE MINE PLANNING PROCESS The objective of the mine planning process is to develop a mine plan for the life of the deposit, in harmony and consistent with the company&apos;s goal. It includes the origin and destiny of tonnages and grades from the mine(s), along with the necessary resources to carry out this plan such as: fleet requirement, consumable goods, manpower, etc. From the financial point of view, it means to establish the cash flow for each time period of the mine life. That is. the revenue, capital investment and operating cost associated with each period of the plan. The fundamental principles involved in the mine planning pro- cess have been a controversial issue for a long time. One of the reasons for these divergent views could be produced by the difficulty of modeling a complete extraction policy for a geological re- source. This particular problem has to deal with several decision variables that are time dependent. So far, there is no mathematical formulation for managing such a problem, and the approach to solve it is based on a circular analysis combined with certain heuristic tools. So, a global model rather than a formula, requires a clear understanding of mine operations as well as economic theory and its application to a non-renewable resource. In order to manage this complex problem, the mine planning process can be conveniently split off in three stages which are conceptual, feasibility and operational planning. The characteristics of each stage are basically the timeliness in which they are developed and the kind and number of variables involved. The Republic of Botswana, one of the newer countries of southern Africa, attained independence on September 30, 1966. It covers an area of about 225,000 square miles (582,000 square kilometers) which makes it slightly larger than France, or slightly smaller than Texas. It is bounded by Zimbabwe, the Republic of South Africa and Namibia, including the Caprivi Strip. Angola and Zambia are close neighbors. (Map 1). Botswana lies at the center of the southern African plateau at a mean elevation of 3,300 feet (1,000 m). It is a natural habitat for most species of African fauna. The rolling sands and extensive grasslands of the Kalahari Desert cover the southwest. The climate is sub- tropical. Summers, although tempered by north- easterly breezes, are hot, but mean maximum temperature seldom rises above 100°F (38°C). Winters are dry with wide temperature variations, which often give rise to frosts.

The Sales Comparison Approach to estimating the value of a mineral property must always be attempted1 . In addition to other parameters, the approach depends heavily on the availability of transaction data. The consideration for the mineral property must be in form of cash, cash equivalent or other consideration. In other words, “What dollar amount did the property sell for?” Mineral properties are generally real estate, albeit frequently buried deeply under the overlying surface real estate, unless the property may be a quarry. In some states, transactions must be recorded in county courthouses, and the sale consideration must be included. In such cases, the appraiser’s job is made easy. In other locations, the sale considerations are withheld in the courthouse data; but occasionally a local transfer tax is collected and recorded. Again, the appraiser’s job is made easy by back calculation with knowledge of the legislated transfer tax percentage. The worst problem occurs when the consideration for a mineral real estate sale is totally withheld. That may occur in so-called nondisclosure states. Rogers Group, Inc., is the nation&apos;s largest privately held aggregates producer (primarily producing crushed limestone and secondarily sand & gravel) and a major regional asphalt paving construction contractor. The company also has interests in building supplies and coal. Facilities are concentrated in five states in the central U.S. (Ohio, Indiana, Kentucky, Tennessee, and Alabama), with an additional location in Southwestern Virginia. At the request of its then CEO and with support from the company&apos;s ownership, Rogers embarked on a strategic planning program in late 1986 by retaining an outside management consulting firm. The ultimate goal of this program was to develop a self-sustaining strategic planning process to inject a strategic dimension into every manager&apos;s business thinking and to improve company performance. Since then, Rogers has internalized the outside consultants&apos; strategic planning framework --initially, using it wholesale, and later, greatly streamlining and tailoring both the planning process and product to meet the specific needs of the company. Implementation of strategies developed from strategic planning has resulted in significant improvements throughout the organization. The latest product of the strategic planning effort is a company-wide (or, "corporate") strategic plan that carries the theme of "Market Leadership through Excellence". This paper provides a case study of successful corporate strategic planning by examining the evolution of strategic planning at Rogers and by summarizing the key elements of a sound planning process and product.

White Pine Copper Company, a subsidiary of Copper Range Company located in Michigan&apos;s Upper Peninsula, mines a Precambrian sedimentary deposit containing finely disseminated chalcocite, native cop- per and native silver. Silver occurs predominately in certain strata and presently provides a mill head averaging 0.25 ounces per ton. This technical publication traces the development of silver recovery at White Fine beginning in early 1961. White Pine refined copper contains an excess of silver over and above that required to impart Lake Copper properties. The copper does not require electrolytic refining to meet industry purity requirements, nor is there sufficient silver to justify electrolysis.

Introduction From a historical perspective, bentonite is the common rock term for various uses and applications. Its name originates from water-based muds near Fort Benton used for lubrication of wagon wheels during the 19th century migration to western territories (which are presently part of the United States) when the pioneers ran out of axle grease. From a clay mineralogy perspective, bentonite is composed primarily of montmorillonite, an expandable magnesium aluminum silicate clay mineral. When magnesium occupies an octahedral structural site that usually contains an aluminum atom, a negative charge is created. In order to neutralize negative charges, cations are drawn to the interlayer surfaces between clay mineral sheet structures. Modern applications for bentonite depend on the sodium or calcium cation populations and other characteristics of the clay mineral. When sodium is the dominant cation, the material is also called sodium bentonite, also known as swelling bentonite, western bentonite or Wyoming bentonite. When calcium or magnesium is the dominant cation, the material is called calcium bentonite, also known as nonswelling bentonite or southern bentonite. Swelling bentonite is recognized for its rapid hydration of interlayer sodium and subsequent dramatic expansion up to more than 20 times its original volume. Low shear can then disperse the hydrated sodium bentonite to form suspensions that increase viscosity and suspend solids. However, when shear is subsequently eliminated a sodium bentonite slurry gels. Characteristically, nonswelling calcium bentonite has relatively poor hydration properties and thus low expansion of the clay mineral. When subjected to low shear, calcium bentonite exhibits very little viscosity and poor suspension. Additionally, when shear is subsequently eliminated no more than minimal gelling takes place. The domestic and export markets related to both swelling and nonswelling bentonite are discussed below.

There is little doubt that the stability of both highwalls and spoil piles is essential to efficient strip mining. Accurate determination of the appropriate geotechnical parameters will pay dividends during mining, but only if the mine operation closely follows the engineering plans which have incorporated These factors. Productivity is invariably higher in mines where failure of highwalls and spoil piles does not occur. This is the result of the reduced rehandle and better working conditions found in stable mines. Control of the waste piles and highwalls also leads to better coal recover since failures can result in the burial of uncovered coal, which is then lost to mining. Safety is an important consideration. The importance of providing a safe working place for employees and of protecting costly mining equipment is hard to overemphasize. For miners, working in areas where instability exists, the degree of hazard involved in their occupation is increased particularly where night operations are involved. It is true, too, that there have been many cases where loading equipment has been buried and severely damaged by failures.

Standing supports have been used in coal mines for decades to enhance roof support capability. Sometimes standing supports are used as a tool to resist the lateral movement of spalled ribs. Researchers from the National Institute for Occupational Safety and Health (NIOSH) are conducting a testing program for different types of standing supports (steel and timber) to investigate the effect of lateral loading on their vertical loading capacities and the factors affecting their lateral loading capacities. In this paper, the mine roof simulator (MRS), at the NIOSH Pittsburgh research facility, was used to determine the response of steel props to vertical and horizontal loadings. Finite element models (FEMs) were developed and verified using the tested steel props. To justify the testing program for testing standing supports with end-conditions of rock-like materials, the verified prop models were used to study the effect of a wide range of roof and floor materials (gray shale, shale, and claystone) on the critical buckling loads of the steel props. Also, several lateral loading scenarios were evaluated in which the steel props were laterally loaded at different heights. The critical buckling load for steel props setting up against a claystone roof and floor was found to be one-half of that shown by the MRS test where roof and floor platens are made of steel. Minimum prop performance was observed when the lateral load was applied at the mid-height of the steel prop, especially at small lateral displacement (less than 2 in).

During the past decade, a general awareness of the need for and subsequent development of increased safety in United States coal mines has taken place. Government and industry alike were stimulated into accelerating their actions through unacceptable accident statistics and costs (in terms of human misery dollar values). Those of us who work in the United States coal industry are aware of the development of governmental controls on nine safety. Both Federal and State regulations have placed increased responsibility upon mine owners and operators to insure a safe working environment and to provide training for miners. No other industrial group of workers has received such attention or, in our opinion, deserves it more.

To reduce the environmental footprint of hydrometallurgical processing of black mass from spent lithium-ion batteries (LIBs), a green leaching system based on glycine and sodium metabisulfite (Gly-SMS) was proposed. The leaching study demonstrated that the highest cobalt and lithium recoveries of 100 percent and 99.8 percent were achieved under optimal conditions. The leaching mechanism revealed that the dissolution of LiCoO2 in the Gly-SMS solution followed the shrinking core model. The apparent activation energies for cobalt and lithium were determined as 48.05 and 41.51 kJ/mol, respectively, indicating a surface chemical reaction controlling mechanism. The leachate was then processed by an acidification- precipitation technique with oxalic acid as the precipitant to remove cobalt. Glycine complexes with metal ions by zwitterionic ligand and recycles in the leaching-precipitation circuit, reducing the reagent cost. Compared to other studies, this leaching system has near-neutral operating conditions and is cost-effective, making it an economically viable alternative for treating cathode materials from spent LIBs.

Uranium mill tailings, waste products of uranium extraction, contain hazardous constituents that if released into the atmosphere and groundwater could threaten our health and environment. To provide for safe disposal and control of these tailings, Congress enacted the Uranium Mill Tailings Radiation Control Act of 1978 (Public Law 95-604). Subsequently, the Environmental Protection Agency (EPA) established standards for tailings disposal that limit radon emission into the air to 20 pCi m-2s-1 on an annual average basis (EPA 1983). The design life of the impoundment is to be 1000 years where practicable, but 200 years at least. To facilitate the design of containment systems that will meet the EPA standards, the Nuclear Regulatory Commission (NRC) and the Department of Energy (DOE) are sponsoring research at the Pacific Northwest Laboratory (PNL)* to develop the necessary technology. Earthen and asphalt materials have been evaluated for use as radon barriers (Hartley 1983) and as liners to minimize leaching (Buelt 1983). Herbicide and rock barriers against biological intrusion have been evaluated (Cline 1982). Surface stabilization techniques have been investigated to maintain the long-term effectiveness of a containment system that must be protected from wind and water erosion, chemical and physical degradation, and biological disturbance.
