Twin 1250 m (4100 ft.) long highway tunnels through Cumberland Mountain near Middlesboro, Kentucky are planned to be completed in the early 1990's. The tunnels will be excavated in sandstones, limestones, and shales, dipping at 35 to 50 degrees and striking nearly perpendicular to the tunnel alignment. In 1985-86 a pilot tunnel was excavated as a crown drift along the alignment of the southbound tunnel. The benefits of the pilot tunnel in reducing uncertainties for main tunnel construction are discussed. The cost-benefits of the pilot tunnel are examined in view of estimated main tunnel costs.

As globalization continues, sustainability and social responsibility has become essential in foreign mining investment. However this global trend and the increasing acceptability toward the globalization process, viability and sustainability are not always achieved. Viability and sustainability of mineral projects is dependant on the social and political environment of the region where the mining venture is located and is based on the interaction between the mining entrepreneurs, national-local government representatives, communities, grass-roots groups and independent civil organizations. These are the organizations, which play the acting roles on the viability of mining projects and are the main source of socio-political risks for the project. Throughout the decision-making process to invest in a mineral project, socio-political risks are quantified using a set of measurable variables. Nevertheless, these risk measures should be dependent on specific industries. Two mineral projects, even in the same mining district, may have significantly different political risk profiles based on their own socio-political variables. This paper describes a methodology that takes into account local social and political variables in defining a project-specific’s political risk profile. This contrasts with more typical political risk measures that focus on the country’s overall risk profile. Mining operations must operate on a local scale necessitating the development measure that considers more local variables.

INTRODUCTION The headrace tunnel in Amlach is part of a hydro electric power scheme near the city of Lienz in south west Austria. The project is owned and developed by Tiroler Wasserkraftwerke AG, the regional electrical supply utility. The construction work was divided into seven contracts for the entire scheme. The power output will be 60 MW, this being developed from a head of 370 m and water flows of 20 m3/s. The water will be tapped from the river Drau and lead through a 22 km long headrace on the south side of the Puster valley through the Lienzer Dolomiten mountain range. Contract No. 4, which is a joint venture between Mayreder, Züblin, Strabag, Rella and Innerebner, involves the construction of 13.5 km of the headrace. It was decided to bore this from one single adit, which probably makes it the longest pressure tunnel driven from one side by a TBM. (See Fig. 1.) For the tunnelling an Atlas Copco Jarva MK 12 TBM was chosen. The excavation diameter is 3.90 m, with the final lined diameter being in the range of 3.20 to 3.40 m. The back-up is a 145 m long single track rail system supplied by Mühlhäuser (Germany). Side-tipping cars with a capacity each of 8.2 m were used for removing the muck. The City of Portland’s Westside CSO Project is constructing a deep tunnel system to reduce combined sewer overflows (CSO) from entering the Willamette River. Several kilometers of microtunneled pipelines connect the existing system to the new tunnel. The alignments encountered a variety of ground conditions, including fill, manmade obstructions (wood, steel piles, debris), fine-grained to dense coarse-grained materials, cobbles and boulders, all below groundwater. The Diesel Emissions Evaluation Program (DEEP), a research consortium formed in 1997 by Canadian mining companies, labour unions, and provincial and federal government departments, completed its work by mid-2006. This program, in which Vale Inco participated with both direct funding and in-kind contributions, investigated the ability of currently available technology to significantly reduce underground concentrations of diesel particulate matter (DPM) with high efficiency and low maintenance over a long-term period (years of life).While DEEP?s testing showed that engine maintenance is a critical component for lowering DPM, it was clear that reduction of DPM to the very low target levels of ~0.05 mg/m3 was not possible with maintenance alone. The best candidate technology for achieving low DPM levels was particulate filter systems. Furthermore, successful deployment of such systems was highly dependent on removing them from having to rely on human intervention for their regeneration. The search continues within Vale Inco to identify a reliable and rugged system.

The basic concepts and processes of soil and rock melting as applied to excavation technology are reviewed. The electrically heated, small diameter prototype penetrator development sequence is presented. Emphasis is placed on the different methods of handling the fluid rock and soil melts and their significance in providing new solutions in hole support and debris handling problems. The refractory materials requirements, penetrator life and electrical heater technology are presented. Consolidating penetrators, which form stable glass-lined holes in low density rocks and soils, require no debris removal and will find applications in horizontal holes for utilities, cables, and pipeline installations. Extruding penetrators are being developed to make holes in dense, hard rocks. Melt is conditioned into a variety of debris forms, i.e., glass rods, pellets or rock wool, selected to match appropriate debris handling systems. Unique use in drilling into very hot rock or magma for geothermal exploration or production wells is projected. Some of the results of laboratory and field tests of these devices are compared with theoretically derived operating performance. Coring-consolidating penetrators for geological sampling in alluvium are projected to larger diameter self-propelled and guided coring devices for prospecting along proposed tunnel alignments. Application to the melting of annular shafts for pipeline support piles in difficult conditions such as permafrost has been scoped. Conceptual design studies of large diameter tunneling equipment have indicated the system contributions and economic aspects of rock melting relative to material comminution, wall and roof support and materials handling.

A 2-dimensional computational model based on the discrete element method (DEM) is utilized for modeling of stamp-charged coke making. In this process, a large volume of coal is compacted to one single coal cake before entering the coke oven. Cake densification and mechanical strength development are key factors for the subsequent production of a high-quality coke. An approach is introduced for model calibration utilizing multiple control parameters obtained from a laboratory-scale stamping device. Experimental data on stamper rebound amplitude, attenuation and peak force are compared with simulation output in a pairwise manner by constructing a criteria space, which allows identification of model settings best satisfying the control parameters. The calibration procedure carried out by multiple criteria comparison aided model parameter selection for reproducing stamper behavior in response to the properties of the cake subjected to compaction. This modeling and calibration procedure offers possibilities for numerically studying the densification and mechanical strength development of coal cakes. However, the approach is also more widely applicable to other compaction processes.

The Leeville underground mine has been in operation since 2006 and currently produces 3,500 tons of ore per day with an average gold grade of 0.34 opt. The mine has a large horizontal extent of 2,500 feet by 500 feet and a vertical extent of 20 to 200 feet. Based on the characteristics of the ore bodies, a long-hole stope and cut-and-fill mining methods are used at the deposits which are divided into several mining zones. Cemented rock fill (CRF) is used as the backfill in the open stope. CRF design includes the aggregate design, the ratio of cement and fly ash design, and strengths for the long-hole stope and cut-and-fill. In the aggregate design, the particle size distribution is one of the most influential aggregate characteristics in determining how it will perform as a basic backfill material. Gradation helps determine durability, porosity, cement and water requirements, strength, and shrinkage. To cut the backfill cost, fly ash usually is added into the binder to replace some part of cement. However, adding fly ash can affect the strength of the backfill. The reasonable percentage of fly ash is also important for making a good and low cost backfill. Based on the different mining method, the different backfill with different strength is designed. A systematic quality control procedure for aggregate and backfill is followed. After four yeas application, CRF system in Leeville achieved very good results.

Many mining operations have gained an impressive expertise in trouble shooting and maintenance with their existing fleet over the years. Whether it is an in-house maintenance group or an external service group - most of the systems weak points are well known and can be corrected by maintenance personnel. As some of these issues get more and more serious each year, too much time is lost in unscheduled downtime, often taking hours to be repaired and to find the failure with obsolete diagnostic tools (Fig. 1.). Many of the breakdowns result from failures that cannot be detected in advance. The maintenance system is much more reactive than preventative. The state of the art of mining equipment today uses advanced, efficient, and reliable systems for electrical drives, control and diagnostics of the machines. The demand for highly sophisticated solutions on such mining equipment is well known. Mining operators need to ensure the highest level of productivity, lowest operating costs, least maintenance and highest reliability in a drive system. The paper will introduce you to the state of the art of drives technology for dragline (Fig. 2) and shovel mining equipment (Fig. 3).

Preliminary recommendations for the Upper Northwest Interceptor 1&2 specified installation of reinforced concrete pipe using pipe-jacking methods. However, a larger one-pass tunnel constructed using precast segmental lining would provide additional storage volume. The risk of encountering unexpected conditions or events and the resulting cost impacts could differ significantly for these two options. A probabilistic life-cycle cost analysis of these alternatives was performed. This paper discusses the construction alternatives considered, the risk assessment methodology used to evaluate these alternatives, the input parameters and risk factors used in this analysis, and the recommended project which is currently being constructed.

Slurry diaphragm walls are commonly used as both temporary excavation support walls, and permanent structural walls, for circular shafts and long rectangular structures (such as underground subway stations); however, they are not commonly used for more compact rectangular or square shafts. In these instances, a second wall is typically cast inside the slurry walls to form the permanent structure. This paper discusses the approach used on the Silicon Valley Rapid Transit Project in California to analyze these compact rectangular types of structures for static and seismic loading, and to determine whether or not slurry walls can be confidently used as both the temporary and permanent walls for two tunnel ventilation shafts.

The lack of integration of mining and metallurgical information with sufficient detail for analysis causes inefficient operation and hence sub-optimal energy and water use. It is difficult to analyze the performance of mining and metallurgical processes without an integrated view of mine transactions, stockpile inventories, process flows and assays. To take action requires real time information from manufacturing assets, corrected for gross errors from trucks, shovels, conveyors, faulty sensors, bad instrument calibration. This paper presents an infrastructure with advanced tools that sift through available data, identify and eliminate gross errors, and transform the data into business information for continuous improvement and optimization. Collaboration is a key component of improving efficiency of energy and water use, and the evolution of Web technology enables collaboration and troubleshooting of plant information to more quickly act on issues to reduce wasteful operation. San Martin Mine is an open pit, gold heap leach operation located approximately 70 kilometers from the Honduran capital of Tegucigalpa. Mining operations commenced in 2000 and were completed late in 2007, while heap leaching operations continue. Reclamation was executed concurrently with operations to the extent practical. The area has distinct rainy and dry seasons and closure objectives include: prevention and mitigation of acid rock drainage, sediment and erosion control, and mitigation of visual impacts. Final closure is well underway at San Martin and this paper describes the closure processes conducted to date, problems encountered, and the subsequent lessons learned.

"Earth provides natural resources, such as fossil fuels and minerals that are vital for human life. As the global demand grows, especially for strategic minerals, commodity prices rapidly rise. Thus there is an identifiable risk of increasing supply shortage for minerals. Hence a major element in a long-term economic strategy must be, to ensure security of supply for these strategic minerals. In this rapidly changing global economic landscape, deep sea mining has gone from a distant possibility to a likely reality within just a decade.Although deep sea minerals extraction was investigated in the 1970’s, it was abandoned because of changing commodity economics, advances in on-land exploration techniques, growing concern on environmental impact, and political and legal aspects with regard to ownership issues. The developmental data from those days, if still available, are not adequate to allow engineering and building of an integral system for extraction of deep sea minerals without additional R&D work. Thus, deep sea mining is yet to attain a Technology Readiness Level (TRL) sufficient to successfully undertake deep sea mining operations, from resource discovery to resource assessment and to resource exploitation [Blue Mining, 2014]."

"A high altitude review of the state of the mining industry provided by a study of multifactor productivity shows a continuation of lower output year on year for the capital and labor inputs applied. The story is sadly similar for both U.S. mining and the Australian mining sector. In fact, according to PwC analysts, the world’s mining equipment productivity has declined 20 percent during the past seven years (Lumley, 2014). Although the reasons for the continuing decline in mining productivity are varied, the need for improvement is clear.The world’s mining industry fleet of more than 400 large draglines moves billions of tons of overburden and ore (phosphate, limestone, etc.) annually. This discussion will review a few of the tools available for improved productivity in dragline operations.Benchmarking equipment performance exposes the possibilitiesIn the September 2013 Mining Engineering cover story Graham Lumley and R. Adsero suggested that analyzing best practice equipment performance from an industrywide database for specific equipment performance improvement goals would be beneficial (Adsero, 2013). Benchmarking equipment performance by normalizing differences and then comparing specific measures of performance will provide a road map to improvement for those following the leaders. For those already performing at best practice levels, a benchmark confirms and bolsters what has already been achieved. As described in the SME February 2014 paper by this author, best practice is the average of the top 10 percent in annual output. Filling performance gaps identified by a comparison to best practice by investigating the details of the why and taking action to change, makes all the difference. This is true for all major mining equipment. Given the large gap between average performance and best practice performance most mining operations can benefit. Best practice performance provides a view of what is possible to the 90 percent majority of mining operations that are performing below the top 10 percent.For dragline mining operations, identifying specific characteristics and practices of leading dragline performance will provide a reference for comparison."

Mining is an industry of experimentation throughout human history. Recently, societies are giving a clear message about mining because many projects are being rejected around the world. These refusals are a generational reaction to the activity of mining. In practice, it generates the perception that mining is using the same methodology without attending to the gradual initiation of conflicts. This is in spite of the best engineering and technology of the time that are put in place at the presentation of those mining projects. Some of these rejected projects are geographically distant from each other, but the communities? rejection occurred during many cases under similar characteristics. This concern shows that the current model of mining projects needs to be replaced with a new one: A new Design, one within which the socio-environmental values of this millennium are inherent. This paper describes Mining Project 101 to help the industry to set the highest and cleanest standards for mining. It also presents its aspects to sustainability and nature, which provides the principles and procedures for designing, planning, and operating mining projects with sensitivity to nature. It offers methods of diagnostic, remediation, and extraction while at the same time preventing and preserving a physical, chemical, and biological equilibrium of nature. This emerging process will be a step up from having a mining industry unaccountable to the socio-environmental conflicts it perpetrates and will abandon the ?cosmetic? repair on the caducity of traditional models in today?s practice. This international symposium was convened to assess the current state of knowledge concerning the health hazards that might be associated with the ingestion and inhalation of fibrous particles produced from the processing of taconite ore. Concern about fibrous particles in taconite arose from their similarities to amphibole asbestos minerals that are known to be human carcinogens. The mineralogical characteristics of asbestos fibers are reviewed and compared with the fibrous particles known to be present in taconite ore from the eastern end of the Iron Range. The epidemiological and experimental animal studies for asbestos-related disease (including gastrointestinal cancer from asbestos in dinking water)were critically evaluated andcompared to those of the fibrous minerals in the taconite. The focus was on the amphiboles in the cummingtonite?grunerite and tremolite?ferroactinolite series and other fibrous particles in both the Iron Range and the Duluth Complex. This included examination of the reported occurrence of any asbestiform ferroactinolite, crocidolite asbestos, chrysotile asbestos, etc. In addition, an effort was made to provide a scientific framework to address fibrous minerals, which may be associated with nonferrous mineral deposits in the Duluth Complex. State-of-the-art risk assessment models for asbestos were presented. Risk assessment scenarios were developed for taconite-derived fibers at environmental exposure levels related to the operation of the Silver Bay taconite processing facility. These calculated risks were found to be trivial even after it was assumed that all mineral fibers were as carcinogenic as amphibole asbestos.

The usage of Geographic Information Systems (GIS) is increasing rapidly throughout the Mining Industry, especially in the Industrial Minerals sector. GIS provides an efficient and robust link between spatial (often CADD) and tabular (database/spreadsheet) components. Mineral economists and corporate planners employ GIS to perform market analyses, to source raw materials, and to schedule and monitor deliveries to customers. Exploration and acquisition groups apply spatial analysis to identify high quality resources that meet economic guidelines. Mining regulators and environmental affairs departments expedite and monitor permitting, environmental compliance, and best management practices reclamation through GIS data management and Electronic Permitting. Operations staffs monitor overburden removal, material extraction, quality control, and stockpile volumes with GIS. This paper summarizes the many aspects of GIS in Industrial Minerals. It also introduces and addresses issues and concerns commonly encountered during a mining GIS implementation.
