Passage of the Public Utilities Regulatory Policy Act ("PURPA") in I 978 created an entirely new industry that is referred to today as the Independent Power Producers ("IPP"). Requirements of project owners, environmental compliance, project design, the financial community and most of all, the need to be a low-cost producer presented a unique situation for the sourcing and the utilization of fuels. Depending on the specific type of project being developed, (e.g. coal-fired, wood/biomass, natural gas, petroleum coke or a blend of several fuel types) and the type of boiler design, it is important to acquire fuels that will optimize both the project's operating efficiency and flexibility. This paper will focus on the acquisition of fuel for coal-fired projects, but will describe the necessary steps in the sourcing, contracting for, and the utilization of fuels and transportation resources in the IPP industry today.

Mill scale is an oxide waste product of the steel mills, which contains around 70% iron and other allied impurities. In the present context, a dynamic prototype counter current reactor (CCR) has been used for experimentation and simulation of particle bed by using discrete element method (DEM). Mill scale was pulverized to ASTM mesh range 140 (106 μm)/ + 270 (53 μm), and then it was oxidized in CCR to make single oxide Fe2O3 phase by maintaining required thermodynamic conditions such as pure oxygen at 1100 °C. Then this oxidized powder was subjected to reduction reaction in CCR having gas mixture ( H2:N2) ratio of 1:4 at 875 ± 5 °C for filling degree (fd) and reactor revolution (ω) ranging from 5.38 to 16.14% and 2 to 5 rpm, respectively. A creeping fluid flow condition (Re ˂ 1) and natural heat convection (Gr/Re2 ˃˃ 1) has been maintained while undergoing solid–gas reaction. Besides particle bed behavior has been quantified by Froude number (Fr) for the optimum operating window. The simulation was validated by the experimental results of reactor reaction product by X-ray diffraction (XRD) and scanning electron microscope (SEM) images. Prevailing heat transfer mechanism and reduction reaction mechanism has been established for solid–gas counter current conditions.

As the 2017 president of the Society for Mining, Metallurgy & Exploration Inc., I am pleased to present the 2017 issue of the Transactions of the Society for Mining, Metallurgy & Exploration Inc., Vol. 342. A significant portion of the contribution that we make as a professional society is the publication of professional and technical papers that accelerate the advancement of scientific knowledge and enable the transfer of technology. Communication within the mining community is the key to a successful society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of the American Institute of Mining, Metallurgical and Petroleum Engineers (AIME). Those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2017 Transactions contains some of the most interesting research and insights from the past year and features an international slate of authors spanning industry, academia and government. Papers include the latest findings from the U.S. National Institute for Occupational Safety and Health (NIOSH), a special review article on Heap Leach Modeling, and articles from two Special Issues on Rare Earths. The 2017 Transactions consists of a total of 54 technical papers, encompassing all 21 papers published in 2017 in the Technical Papers Section of Mining Engineering (Vol. 69) and all 24 papers published in 2017 in Minerals & Metallurgical Processing (Vol. 34). Additionally, this volume contains 9 papers that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All of the technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our Publications staff. As the 2017 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.

In May of 1984, it was decided that Outokumpu Oy would design and build a new nickel flotation mill to process ore from the newly discovered Enonkoski mine in eastern Finland. Since there hart peen a number of successful process charges in the existing mills, the design effort included the study and incorporation of several new developments, including all-autogenous grinding, "flash flotation", lane cell roughing, large cell cleaning and a computer-based, profit optimizing, process control system. The paper discusses the background and results of those studies, and a description of the resulting mill which will begin production in 1986.

Improved desulfurization of Illinois coals is a widely Shared research goal. The development of a physical cleaning strategy and the results of a project to demonstrate technical and economic feasibility of producing a low sulfur compliance coal from the Illinois Basin are reported. Processing flowsheets to extend or retrofit existing preparation plants are considered. Comminution, conventional and micro-bubble flotation, and selective agglomeration technologies were investigated to maximize pyrite rejection while maintaining high product yield. Batch bench scale testing was followed by continuous pilot plant studies. Parameters included grind size, flow rates, pulp density, aeration, agitation, and reagent dose. An economic evaluation of targeted processes is included.

"Foreword by Emily SarverAssistant professor, Mining and Minerals Engineering, Virginia Tech, Blacksburg, VAThe Mineral Processing Division hosted its fifth Student Poster Contest during the 2014 SME Annual Meeting and Exhibit in Salt Lake City, UT – and, by all accounts, it was a huge success! This year, the contest more than doubled in numbers of individual entries and schools represented. A total of 30 students participated, including 23 graduates and 7 undergraduates, representing 13 US and international institutions: Colorado School of Mines, Michigan Tech, Missouri University of Science and Technology, Montana Tech, New Mexico Tech, South Dakota School of Mines, University of Kentucky, University of Utah, Virginia Tech, West Virginia University, Autonomous University of Chihuahua (Mexico), UNAL Medellin (Colombia), University of British Columbia (Canada). In addition to constructing their posters, students submitted abstracts and gave short oral presentations highlighting their research. Based on tallied scores from all three components of the contest, the judging panel selected 1st, 2nd and 3rd place winners at the undergraduate and graduate levels, which were announced during the MPD Luncheon on February 26.In the undergraduate division, University of Utah’s Lucas Pich was awarded the 1st place prize for his poster “Solid-liquid mixing studies in lab-scale flotation tank using electrical resistance tomography.” His extended abstract is included in this issue of Minerals & Metallurgical Processing. Joshua Chidester, also of Utah, won 2nd place for his poster presenting “Evaluation of detectors for radiotracer RTD measurement by MCNP.” And Lucas Rojas-Mendoza, of UNAL Medellin, took 3rd place for his poster on “Preg-robbing in Colombian gold ores.”In the graduate division, 1st place went to Caelen Anderson, of the Colorado School of Mines, who also placed in this contest in 2012 and 2013! The 2nd and 3rd place prizes were awarded to Jacob McDonald and Joseph Halt, respectively, both of Michigan Tech. Extended abstracts describing the work of these up-and-coming researchers are also included in this issue.The 2014 Contest was chaired by Emily Sarver (Virginia Tech) and Lisa Schlink (Freeport-McMoran Copper and Gold, Inc.). The following report details the successful construction of Contract 2A of the Three Rivers Water Quality Management Program, Intrenchment Creek Combined Sewer Overflow Conveyance System, in DeKalb County for the City of Atlanta, Georgia. The contract required construction of approximately 2878 m (9443 ft) of tunnel bored to an initial diameter of 7.95 m (26 ft 1 in), with provisions to concrete line those portions designated by the engineer to a finished internal diameter of 6.91 m (22 ft 8 in). Flanking the tunnel are two shafts. The upstream shaft was excavated to a nominal diameter of 4.87 m (16 ft) to accommodate a finished internal diameter of 3.66 m (12 ft). This shaft required a transition boot fully concrete lined to final dimensions of 6.91 m (22 ft 8 in) wide, 13.72 m (45 ft) long, and varying in height from 6.91 m (22 ft 8 in) to 12.80 m (42 ft). Associated work necessary to complete the contractual obligations included installation of 22.86 m (75 ft) of cut-and-cover box culvert, 484 m (1589 ft) of open-cut sewer installation in sizes ranging from 0.30 m (12 in) to 1.68 m (5 ft 6 in), one river crossing, 137.46 m (451 ft) of monolithic concrete trapezoidal channel, and installation of 19125 cu m (25000 cu yd) of select fill material compacted and graded to finished contours. The downstream shaft was excavated to a minimum diameter of 12.04 m (39 ft 6 in) and concrete lined to a finished internal diameter of 10.67 m (35 ft). Requirements here included installation of a complete pumping station with all mechanical, electrical, and structural elements necessary for dewatering the tunnel through the controlled use of four 250 hp submersible pumps discharging into the facilities of the Intrenchment Creek Water Pollution Plant. A three-year project focusing on the depth profiling of respirable coal mine dust particles using scanning electron microscopy coupled with energy dispersive x-ray analysis resulted in the development of statistically classified particle-behavior models. The models depict the changing silicon fraction for 5-, 7-, 9-, and 11-keV accelerating voltages, thereby giving a clear indication of the nature of various types of particles. This paper will focus on the results for respirable quartz particles that occur in underground coal mines across the U.S. The relationship between the amount of surface-available quartz and coal seam rank is well established for Pennsylvania

"The U.S. National Institute for Occupational Safety and Health completed a 15-month study at an underground limestone mine crusher booth that evaluated three research parameters: (1) the effectiveness of a filtration and pressurization system for improving the air quality inside the operator booth, (2) the relative effectiveness of ? > 99 and ? > 95 experimental prototype filters in the system, and (3) the performance of three different cab pressure monitoring devices. The protection factor was quantified monthly using particle counters in the respirable dust range of 0.3 to 1 µm particle size, and gravimetric dust samples were gathered at the beginning and end of the overall study. Under static (closed-door) conditions, the filtration unit offered a gravimetric calculated protection factor between 10 and 31, depending on the filter type and loading condition. The monthly particle counting analysis shows that the ? > 95 filter offers a protection factor nearly five times that of the ? > 99 filter, where n = 15 samples. The booth pressure monitors were tested and proved to be a valid indicator of system performance over time. IntroductionDesigned and installed correctly, enclosed cabs, operator booths and control rooms offer mine workers protection from noise and physical hazards, such as flying rock and debris, as well as a more comfortable environment in regards to temperature and humidity (Organiscak et al., 2016). While it is easy to quantify the operation of a cab’s air-conditioning unit by measuring the temperature, or observe whether the cab offers protection from flying debris, it is somewhat more difficult to quantify its performance in reducing respirable dust hazards.The U.S. National Institute for Occupational Safety and Health (NIOSH) has been conducting applied research to improve the air quality inside the enclosed cabs of mobile equipment, resulting in the mathematical modeling of enclosed cab filtration systems (Organiscak and Cecala, 2008). The same principles that govern the performance of filtration systems on mobile equipment are applicable to stationary enclosures such as operator booths and control rooms (Noll, Cecala and Hummer, 2015). While stationary enclosures are similar to mobile cabs, the work area can be significantly larger. Workers in booths and control rooms also tend to stay within the enclosure for a greater percentage of the day as opposed to workers on mobile equipment who enter and exit frequently."

This summary of international mineral exploration activities for 2012 draws upon information from industry sources, published literature and U.S. Geological Survey (USGS) specialists. The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry and presents analyses of exploration activities performed by the mineral industry. Three sources of information are reported and analyzed in this annual review of international exploration for 2012: 1) budgetary statistics expressed in U.S. nominal dollars provided by SNL Metals Economics Group (MEG) of Halifax, Nova Scotia; 2) regional and site-specific exploration activities that took place in 2012 as compiled by the USGS and 3) regional events including economic, social and political conditions that affected exploration activities, which were derived from published sources and unpublished discussions with USGS and industry specialists.

The Chinese energy and mineral industries are readying themselves for a period of dynamic transition, unprecedented in the country's long and sometimes turbulent history. The transition comes as a result of the government's new program of "Four Modernizations" in its agricultural, defense, industry, and science and technology sectors. The announced program is generally considered by Western observers to be a moderate, pragmatic approach to get China on the road to industrial parity with Western nations by the year 2000. The game plan calls for integration with the West to beef up Chinese know-how and the purchase of foreign technology to supplement areas where China lacks the ability to do so itself. While the role of energy and minerals is not specifically mentioned in the program, it was made clear to ME that China realizes the basis of any sustained modernization program is tied closely to the health of its minerals sector. Various published reports have indicated the existence of an already vibrant energy and minerals sector with world rank production in coal, iron ore, tin, antimony, cement, pyrite, asbestos and tungsten to name just a few. For the most part, except for the export metals, the primary focus of China's production has been on fulfilling domestic needs. Now the new initiatives are aimed not only at self-sufficiency, but also on propelling the country's natural resource clout into international prominence. With a mineral resource base that is considered by many westerners a potential bonanza, China's new long march toward modernization will be an exciting adventure, well worth watching. Big Projects Spark Excitement China's renewed commitment to a more liberal program is as much a desire to "walk on its own two legs" as it is a backlash from the frustrating years that followed the Cultural Revolution of the 1960s and early 1970s. Much of the early excitement was initiated by China's Premier and Party Chairman Hua Guo-feng in speaking to the fifth National People's Congress (NPC) in 1978. Here, Chairman Hua presented the Communist Party's 10-year blueprint for economic development. Specifically, the Party's plans called for completion of 120 large-scale industrial projects by 1985. How do you think the US Bureau of Mines closing will affect SME? The demise of the bureau represents a challenge, an opportunity and, above all, new responsibilities for our profession. A lot of good professionals are seeking new positions. A lot of worthwhile research is available for transfer to the private sector. Logic dictates that worthwhile projects of any defunded government activities should find support in the private sector. The bureau may be gone but its legacy is deeply rooted in the profession. The bureau’s contributions will be remembered as long as there are mines and miners. Its1994 research program was divided into three major areas: environ-mental technology; health, safety and mining technology; and minerals and materials science. There must be a place in either the government or private sector to continue these worthwhile activities.

An analysis of screen design options on the operating efficiency of secondary crushing plants has been conducted using a dynamic computer model. The model allows for the simulation of a wide variety of crushing circuits and can be run on either a microcomputer (IBM PC/XT) or a large time-sharing mainframe computer. Size reduction and separation characteristics of crushers and screens are based on standard manufacturer design and performance data. Input/output routines are available in tabular, alarm or strip chart recorder modes to facilitate operation of the program. A number of alternate circuit designs are compared to show the influence of surge capacity, screen size and area, screen deck location, and closed side crusher settings on the operation of a 10,000 ton per day plant. The program is currently in use at Queen's University to teach plant operations and control. It has potential to be a valuable tool for operator training.

American Girl Mine is located in the Cargo Muchacho Mountains in the southeastern Imperial Valley of Southern California. Production from the current open pit mine and heap leach recovery system began in early 1989. Previous mining and gold recovery took place commencing in 1987 at the Padre Madre site, situated adjacent to the American Girl site to the southwest. In mid-1990, a 790-tonne-per-day underground gold mine and mill went into production. Approximately 6,500 troy ounces of gold per month are recovered from the combined open pit underground mine operation. Copper in the form of Azurite [Cu3(CO3)2(OH)2] and Malachite [Cu2CO3(OH)2] are abundant in the mined ores (Henshaw, 1942). The high solubility of these minerals in caustic cyanide solutions has a negative impact on carbon adsorption and electrowin processes. This paper presents the results of monitoring programs, process chemistry, and control changes introduced at American Girl Mine to abate production complications in the refinery and measures taken to minimize solution gold losses in the adsorption circuit(s).

As 1979 drew to a close, it was obvious that China would have another good year with output of most industrial products at 3-9% above levels attained in 1978. Most increases were registered on the basis of maximum utilization of existing capacities and nationalization of procedures and methods. There were also distinct improvements in the quality and variety of products. Coal output probably surpassed the 650-Mt level in 1979. Steel output was expected to reach the 35-Mt level, an increase of nearly 10% over 1978. Based on the vast amount of housing and road and project construction, cement production more than likely surpassed 70 Mt. The nonferrous base metal industries improved somewhat in 1978, but actual output levels in recent years may have been a little higher than previously estimated by the outside world. Stagnate world demand slowed growth in the "export metals" sector. Minerals like magnesite and talc were produced at tonnages much larger than previously thought, with gold also falling into this category. Sulfur and pyrite production are still short, although a big pyrite mine was being brought into production. Barite out-put was reportedly up and fluorspar output held its own. Westerners generally concede that difficulties in transportation and power supply are holding back mineral production. Throughout 1979, basic construction continued on the majority of projects started by the Chinese and those few foreign projects contracted before the adjustment of industrial priorities. Foreign Ventures Perspective The foreign connection looms large in China's plan for modernization. In effect, it is an extension of what China wants to do in terms of "walking on two legs"-that is, develop what can be done locally to the fullest extent, then rely on international technology to move into the bigger and more complicated projects. Foreign projects are designed to complement domestic projects rather than replace them. Many foreign projects were started or continued by the Chinese in 1979. Building the necessary infrastructure for the projects is usually a Chinese endeavor and requires Chinese technicians and money. In areas with a strong economic base, this activity proceeds without foreign aid. In other areas, added funds are requested. Foreign funds can come in many forms-equipment technology, low interest loans, equity capital, advance-of-funds on the basis of future delivery in kind, and joint venture money. The Chinese are exploring all these avenues, with the strategy of minimizing foreign exchange needs for individual projects. They feel very uncomfortable with high interest rates, even though interest can be treated as operating ex¬pense rather than capital expense. Then there's the question of rights. "This paper delves into the constraints on the nature, origin and thermal evolution of the accretions formed in the uptake shaft of the flash smelting furnace operated by Atlantic Copper in Huelva, Spain, outlining recommended practices for preventing accretion buildup. The accretions were investigated using quantitative electron probe microanalysis, X-ray diffraction and digital imaging techniques, and the experimental data on mineral composition, crystal chemistry and textural relationships were interpreted in terms of thermodynamic phase equilibrium in the SiO2-Fe-O-S system. The results suggest that two distinct types of accretions were formed by the fractional crystallization of two coexisting immiscible melts, under changing conditions of oxygen partial pressure (pO2). The type I accretion of magnetite + delafossite ± cuprite ± tridymite ± metallic copper crystallized from a fractionating copper-rich melt at pO2 above about 10-5 atm, while the type II accretion of magnetite + fayalite + metallic copper + chalcocite derived from a melt with lower copper concentration when pO2 levels dropped below that critical level. Phase compositions and textures were consistent with a cooling history of both compositionally contrasting liquids from about 1,250 °C, the liquidus temperature of magnetite, to eutectic or near-eutectic temperatures of around 1,100 °C. The maintenance of appropriate temperatures — above the liquidus temperature of magnetite — and oxygen partial pressure levels may be critical for the prevention of accretion buildup. IntroductionCopper flash smelting with oxygen-enriched air, an autothermal process developed half a century ago by Outotec (Espoo, Finland), formerly Outokumpu, currently accounts for about 50 percent of the world’s primary sulfide-based copper (Schlesinger et al., 2011). The partial reaction of copper sulfide concentrates produces two separate molten streams, copper-iron-sulfide matte and iron oxide-rich slag, and releases sulfur dioxide (SO2) gas. The matte is sent to converters to remove the remaining iron and sulfur, leaving blister copper with grade of about 99.5 percent copper (Cu), which is cast into anodes for electrolytic refining.The SO2-rich gas generated by the oxidation of sulfide feed particles contains a significant proportion of dust that is entrained in the process off-gas. The gas from smelting is transferred into a waste heat recovery boiler, where it is cleared of dust and cooled before it is converted into sulfuric acid. If the process is not operated properly, the dust-bearing gas may form accretions between the uptake shaft of the flash smelting furnace and the waste heat recovery boiler, causing severe problems in the gas handling system (Swinbourne, Simak and Yazawa, 2002; Miettinen, 2008; Stefanova et al., 2012). Removing the dust accretions usually requires a greal deal of time, effort and resources. Understanding the buildup of accretion may help in reducing the problems and optimizing the process"

INTRODUCTION Laboratory testing for magnetic concentration circuit design is a requirement, just as it is for most other types of concentration. Natural variations in raw materials allow on1 y the broadest of generalities to be made regarding magnetic separation. Further, magnetic fields are geometry dependent, leaving fundamental models of a separator overly dependent upon the exact conditions for which the models were derived. Despite this, an understanding of the basics of magnetic separation and of the problem to be attacked can result in rapid progress towards the final circuit design with a relatively simple testing program. Magnetic Separation Basic Principles A magnetic field can readily be understood in terms of lines of flux. A familiar demonstration of these lines of flux is the pattern of iron filings on a sheet of paper when a magnet is placed underneath. Lines of flux2 are measured in Gauss (1 line/cm2) or Tesla (10000 gauss). Regions of high field strength have a greater number of lines. Field direction is indicated by a convergence of lines. When a particle is placed in a magnetic field it cuts the lines of flux and alters them in one of three basic patterns. These patterns are referred to as diamagnetic, paramagnetic and ferromagnetic. Diamagnetic materials have electronic structures which react to oppose an applied magnetic field. This opposition acts to locally reduce the applied field slightly. The visualization is that lines of flux diverge and go around the particle. Because of this divergence or opposition, a diamagnetic particle will tend to move towards regions of lower flux density. That is to say that the particle will be repelled by a magnetic field. Aluminum oxide and napthalene are examples of diamagnetic materials. Paramagnetic materials have an electronic structure which increases an applied magnetic field. Although these materials also exhibit diamagnetism, they have randomly oriented impaired electrons which align with the magnetic field. The effects of percent solids, mill loading and grinding time on product size distribution and ball wear were studied in a laboratory ball mill for a taconite ore. Mild steel balls and HCLA steel balls were used to examine the role that ball hardness play in grinding. Net production of minus 325 mesh - material reached maximum at 70% solids, whereas the ball wear decreased as pulp density increased. HCLA steel balls ground the taconite ore finer than mild steel balls under otherwise identical conditions. Examination of ball surfaces with a scanning electron microscope suggested that grinding with mild steel balls involved nipping rather than attrition, whereas grinding with harder HCLA balls involved both nipping and attrition.

"Recirculation is prohibited in many coal mining countries because of the fear that the re-use of return air would allow the build-up of air contaminants at the workings. The incorrect design and location of a booster fan in any ventilation network can create unsafe condition due to recirculation. The current approach to investigating recirculation using simulation software requires manual effort which becomes tedious in a complex and a large network. An algorithm-based C++ program was designed to detect the recirculation in a booster fan ventilation networks. This program needed an input file prepared from output file generated by any ventilation simulator. This program created an output file for recirculation. This program demonstrated the strong capability to detect the recirculation in a sample network and a coal mine ventilation network. The outcomes of this program were documented in this paper. INTRODUCTION The proper design and location of booster fans eliminate the safety hazards associated with high main fan pressure. Conversely, the incorrect design of booster fans in any ventilation network can create unsafe conditions due to uncontrolled recirculation. The proper utilization of a booster fan derives benefits to reduce the main fan pressure, leakage, and consequently ventilation cost especially with high resistance network due to deep and extensive working area in a mine. However installation of booster fan may create uncontrolled recirculation, if it is not sized and located properly with respect to main fan. Recirculation is prohibited in many coal mining countries because of the fear that the reuse of return air would allow the build-up of air contaminants at the workings. Therefore, it is imperative to check the recirculation while designing and operating booster fan for a ventilation network. This paper deals with an algorithm based C++ program to detect the recirculation in a booster fan ventilation networks. This program was implemented to detect the recirculation in a sample network and a coal mine network. STATEMENT OF PROBLEM The currently available ventilation simulation programs do not give much information about recirculation for the generated solution (fan pressures). The current approach to investigating recirculation using simulation software requires manual effort, i.e., traversing from node to node in the output network by the simulator while keeping tracks of all the nodes that form recirculation paths. This is an easy task in a simple ventilation network, but it becomes tedious and sometimes very confusing in a complex and large network. Moreover, the presence of multiple recirculation paths makes the manual effort more complex and difficult, especially in separating multiple loops that are connected together. Thus, there is a need for a more efficient program that will detect and quantify the recirculation efficiently, for the generated fan pressures. A program is developed to detect the recirculation(s) in a network."

In an effort to promote sustainability in the construction industry, the natural decorative stones that cover large external areas of buildings may be replaced with artificial stones. In this paper the physical and mechanical properties of artificial decorative stones are presented and are critically compared with corresponding natural stones. To test suitability for various applications, artificial stone specimens were subjected to weathering testing (freezing-thaw cycles in a climatic chamber). Mechanical characterization of these specimens was based on uniaxial compressive testing as well as non-destructive ultrasonic testing. Preliminary results show that artificial stones can replace natural stones, thus creating a sustainable development option for the construction industry.
