The Twin Buttes Mine, one of the more recently developed large copper mines in the United States, is in the Pima Mining District about 25 miles south of Tucson (Figure 1). Other copper producing mines in the district are the Esperanza-Sierrita mining operations, five miles to the southwest and the Pima and Mission Mines, seven miles to the north. Copper metal production from the Pima District in 1974 totaled 276,728 tons and the Twin Buttes Mine's share was 46,473 tons or about 17%.' The district's copper production was 31% of Arizona State's production and nearly 17% of the production from the United states in 1974. The Pima District thus ranks as one of the major copper producing areas in this country.

A cost analysis for two alternative contour mining methods is performed to compare their results. The methods evaluated are: 1) Front-End Loader/Truck Haulback and 2) Scraper Haulback. Before performing these analyses, output requirements and equipment needs are found based on integrating geometric limitations with material properties. The final geometric design establishes limits on clearances, congestion problems and grades (with associated running surface materials). All calculations are kept practical, with assumptions clearly stated. The cost analysis is a unique, easily utilized compilation of several different approaches incorporating cost engineering principles. The strengths of each are welded into a cohesive entity once again aimed at practical application. The results are presented in tabular form.

When methods to prevent the occurrence of fire in underground mines fail, the next line of defense is to rapidly and reliably detect the developing fire, so that subsequent evacuation and control procedures can be safely and successfully implemented. To provide this capability requires an understanding of the operational principles of different types of fire sensors, their merits as well as their limitations, and performance characteristics of the monitoring systems that control and process sensor data; an understanding of how fires develop and the different types of fires that can occur, along with their characteristics and the hazards they present; an understanding of the impact of the mine environment and routine mining activities, not only in terms of these effects on fire sensors but also in terms of the impact of mine ventilation and mine geometry on fire growth, fire characteristics and the detection process. All of these factors are components of the technology of fire detection, and when insufficient knowledge of any of these components exists, the ability to implement adequate mine fire detection systems is diminished. Within the last decade, significant advances have been made in fire detection technology applicable to underground mines. These advances include not only the development of improved sensors and better monitoring systems, but also an expanded understanding of how to deploy sensors, set sensor alert/alarm levels, account for ventilation effects, etc. In addition, there has been an increase in our knowledge of the types of fires that occur, the types of combustibles involved, characteristic times for fire growth and development, the levels of heat, smoke and gas that are produced and the hazards that result. It is the intent of this paper to provide not an overview of current mine fire detection technology and, also, to present data obtained for some smoke sensors that have potential for use in underground mines. The paper will also discuss the data, information and resources that are currently available and seek to identify those areas most in need of further research and development.

INTRODUCTION The radon problem concerns the radiation exposure from inhaled short-lived radon daughters and the associated risk for the induction or promotion of lung cancer. In several groups of miners which were exposed in the past to relative high radon levels during their underground work, an excess lung cancer frequency has been observed. On the basis of these findings it has to be stated that the inhalation of radon daughters is the most important radiation hazard in mining. Involved in this radon problem in mines are the difficulties to measure the individual radon daughter exposure of miners and to estimate the dose to critical cells and target tissues in the lung from inhaled radon daughters. And finally the reduction of radon levels in mines confronts us with special technical problems which are difficult to solve. Thus the setting of annual limits for the radon daughter exposure of miners alone is not sufficient to guarantee an appropriate standard of radiation safety. Of same importance are the improvement of air monitoring and the optimization of technical protection measures in mines. This has to be kept in mind for the following considerations on exposure limits. The ICRP has recommended in 1959 for the first time a maximum permissible concentration (MPC) for the occupational exposure to radon and its short-lived daughters (ICRP, 1959). This MPC in air was derived from a maximum permissible dose equivalent of 0.15 Sv (15 rem) per year to the epithelium of the large bronchi which was regarded as the "critical tissue". This old MPC-value was derived using a simplified lung model which paid main attention to the dose contribution from the inhalation of unattached 218Po(RaA) atoms. Since this time more realistic dosimetric models for radon daughters have been developed; some of these models will be presented in special papers on this conference. Furthermore in the last 10 - 20 years substantial epidemiological information on the lung cancer risk among several groups of Rn-exposed miners has become available. Taking into account these epidemiological and new dosimetric findings the ICRP has adopted in March this year new recommendations on occupational limits for inhalation of 222Rn, 22ORn and theirshort-lived daughters. This report will be published this year as ICRP Publication 32 (ICRP 1981). The recommended limits for radon daughters were derived from the basic dose and risk limits as they were proposed by ICRP in its new basic recommendations (ICRP Publ. 26, 1977). In the following this basic system of dose limitation is shortly outlined before the special recommendations for radon daughters are described. [BASIC CONCEPTS AND LIMITS] The new basic recommendation of ICRP (Publ. 26, 1977) proceed from the assumption that in the dose range which is relevant for radiation protection, the risk RT of so-called stochastic radiation effects (carcinogenic and genetic effects) in a target tissue T increases proportionally with the mean dose equivalent HT in this tissue: RT = aT HT. If several target tissues are irradiated the total individual (stochastic) risk is given by the sum of risks in these tissues: [R = ?TRT = ? T aT HT]. Thus this concept of individual health detriment takes into account the risk contribution from each relevant tissue. It replaces the old concept of the critical tissue, which neglected the exposure of other tissues. Applying this new concept a dose quantity can be defined which is proportional to the total individual radiation risk from stochastic effects. This so-called "effective dose equivalent (HE)" is given by the sum of the weighted dose equivalents in the relevant tissues: [HE = E wT HT with E wT = 1 T '1] The weighting factor wT of each tissues follows to wT = aT/awB, where awB is the total stochastic risk coefficient for a uniform irradiation of the whole body. For the lung as a single organ comprising several target tissues, the ICRP recommends a total weighting factor w = 0.12 (ICRP 1977/79). This concept of risk or detriment, respectively, has important consequences. To meet the objectives of radiation protection the new ICRP-system of dose limitation is based on the following three principles: 1) The justification of practices involving radiation exposures; no pratice shall be adopted unless it produces a net benefit. 2) The ALARA-principle that all exposures shall be kept as low as reasonably achievable; this requires the optimization of the level of protection. 3) The limitation of individual exposure (annual dose limits). It is important to note that the dose limits for individuals are only one part of this system of dose limitation. Furthermore, these limits cannot be regarded as a boundary between safe and unsafe. They have to be interpreted as the lower boundary of an unacceptable exposure region. This means that in addition to the observance of these basic dose limits it is demanded to optimize the level of protection. The organization and operations of the information gathering system, and examples of the products prepared for the commodity phosphate rock by the Division of Nonmetallic Minerals, U.S. Bureau of Mines, are used to describe the Bureau's commodity program. Selected examples from publications about phosphate rock are used to illustrate the program. The Commodity Divisions reporting to the Office of the Assistant Director-¬Metals, Minerals and Materials, have the responsibility in the Bureau of Mines to maintain commodity records, understand the present supply and demand status of the commodity, and forecast future supply, demand, and problems. Within the Divisions, commodity specialists have the broad charter of acquiring as much information about a commodity as is necessary to characterize its history, current status, and future. This information and understanding are the base for the development of mineral policies. To accomplish these objectives, the commodity specialists acquire data and information about each commodity and produce a number of standard publications each year. In addition, as circumstances dictate, each specialist will prepare or participate in the preparation of special documents for specific purposes or problems associated with his commodity. In the preparation of reports and publi¬cations, he may communicate with industrial organizations and other Government agencies.

Respirable dust poses long-term health issues to personnel working in mining and civil projects where mechanized mining and tunneling machines are used for hard rock excavation. Machines, such as longwall shearers, roadheaders, or continuous miners, use consumable picks to cut rock. However, rock dust is generated in the work environment each time the pick tip contacts the rock surface. Additionally, the generated dust can be reintroduced into the air further down in production, such as at transfer points. The purpose of this study is to characterize respirable dust particles generated at the pick tip at two stages of pick wear: new and moderately worn. Understanding dust characteristics in terms of concentration, size distribution, and particle shape throughout the life-cycle of the pick will provide a basis to mine and tunnel operators for changing out picks to mitigate dust generation at the source. This paper discusses the dust characteristics generated from preliminary full-scale cutting tests in a laboratory of an igneous rock block cut with conical picks at new and moderately worn levels of wear. The moderately worn pick generated a size distribution that favored smaller particle sizes compared to the new pick. The moderately worn pick also generated more overall dust, as the concentration level in mg/m3 was over double the amount of the new pick. Lastly, both picks generated particles that had similar aspect ratios and roundness measures.

This study focused on joint interpretation of the aeromagnetic and radiometric data to allocate and describe the structural elements and mineralization zones such as uranium, gold, and sulfide in the Gebel Umm Tineidba and its surroundings, Eastern Desert, Egypt. The study region is covered by exposures of Precambrian rocks such as gneisses, migmatites, ophiolitic mélange, metavolcanics, younger granites, and Quaternary sedimentary covers. The application of the total intensity magnetic and reduced-to-pole maps, power spectrum, analytic signal, tilt-angle, and local wavenumber maps helps in recognizing magnetic sources distribution, lineament features, and mineral zones delineation. The obtained results indicate that the depths of the deeper NE–SW, NNE–SSW, and N–S trending structures extend from 400 to 1750 m and shallower ones range from 100 to 400 m. Finally, the main trends of these structures affect the probable mineralization zones.

INTRODUCTION Section 209(b) of the Federal Land Policy And Management Act of 1976 (FLPMA-43 U.S.C. 1719 b) authorizes the Secretary of the Interior to convey mineral interests owned by the United States where the surface is or will be in non-Federal ownership. The objective is to allow consolidation of surface and subsurface (mineral) ownership. Certain major conditions must prevail for a conveyance to occur. These are: 1) There are no known mineral values (KMV) or 2) Where the mineral reservation interferes with or precludes appropriate non-mineral surface development and that non-mineral development is a more beneficial use of the land than the mineral development. Remember that allegation, hypothesis or speculation that the conditions could or may exist in the future will not be a sufficient basis for conveyance. Convincing factual evidence for an applicant’s case for mineral conveyance must be made in order to achieve that conveyance. See 43 CFR 2720 0-1 to 0-3, and 0-6. CONCEPT OF KNOWN MINERAL VALUES Known mineral values means mineral rights in lands containing geologic formations that are valuable in the monetary sense for exploring, developing, or producing natural mineral deposits. The presence of such mineral deposits with potential for mineral development may be known because of previous exploration, or may be inferred based on geologic information (43-CFR 2720.0-5(b).

A high seam geologic condition exists at Jim Walter Resources No.4 mine which requires immediate rib support after a continuous miner cuts a place, High seam mining heights are typically 2.4 to 2.6 m (8 to 9 it) and a thick rock layer is present in the upper portion of the coal rib side. The 610 m (2000 ft) mining depth at No. 4 mine induces horizontal rib line movement after excavating an entry. Horizontal rib movement greater than 30.5 cm (12 in) have been noted. When lateral movement occurs in the high seam areas, the thick rock layer, and the coal above the rock layer, become fractured and tend to roll into the entry. If not adequately supported, large rib rolls develop in the place being bolted as well as in previously mined areas which endanger men and equipment. To control this situation rib support must be installed in the roof bolting operation as the bolting crew works towards the face. A rib control system has been developed for this high seam mining condition utilizing a mechanical anchor bolt placed at an angle in the rib and installed with a modified Fletcher DDFI- 15 bolting machine. Over 120 km (75 mi) of entry have been supported with angle rib bolts. These angle bolts constitute 43 to 60% of the total roof and rib bolt footage in the high seam port- ions of No.4 mine. The angle rib bolting system has proven safer, more effective, and more efficient than the earlier support method employing bolts installed horizontally into the rib. No rib roll accidents have occurred since the angle drill bolting machines were placed in service in 1981. By securing the broken rib material with an angle bolt anchored above the coal pillar, a more effective means of rib control is achieved. Angle rib bolting does not interfere with continuous miner productivity. In addition, bolting crews are now reduced from three to two people and the total drilling supply costs are approximately 60% the previous cost, when compared to the previous support method using horizontal rib bolts.

Drifts are the nerve centre of underground mining. They provide essential communications between primary openings and production areas. In view of their strategic importance in the overall safety, economy and productivity of mines, an empirical approach for blast design during drifting has been proposed in this paper. The approach was developed with the objective of minimum blast damage and provides computerized blasthole patterns for drifting operations. The drift blasting practices and problems in Canadian mines have also been reviewed in this paper.

The need to provide better mine roof support and control in longwall tailgate entries prompted the Bureau of mines to search for a replacement product for wood cribs. Their search isolated steel-fiber-reinforced concrete (SFC) as the most effective replacement. Through successful laboratory and underground mine tests, handmade SFC cribs proved to be a viable and more effective roof support system. However, to ensure wider usage, U. S. Steel Mining Co. initiated a joint development and evaluation program with Burrell Construction Company in order to mass produce SFC blocks of reasonable dimension, weight, and cost. Small specimens and full-size cribs were evaluated during this program to determine their compressive strength and post failure characteristics. After considerable testing and adjusting of various concrete mixtures, a final formulation for the SFC crib blocks was selected. That formulation permitted the construction of SFC cribs possessing a nominal crib strength of 3200 psi (22.1 x 106 Pa) and a nominal modulus of elasticity of 1.0 x 106 psi (6894.76 x 106 Pa). These SFC cribs can support from 3.5 to 14.5 times as much load as a wood crib, depending on the size of the wood crib being replaced. Both laboratory and limited mine tests, conducted by U. S. Steel Mining Co. have shown the SFC crib to be an economical and effective means of roof control.

The presence of hard roof poses a significant threat to the safety of underground coal mining. In this study, a mechanical model is established for underground stopes to analyze the overburden structure with the advancing of the mining face. It is indicated that the load-bearing arch structure (LBAS) is formed above the stope for roofs with regular hardness, whereas the reversed-basin bearing structure (RBBS) is formed for hard roofs. Compared with the LBAS, the RBBS can induce an additional pressure at the foot of the bearing structure, and this effect becomes less as the distance between the hard roof and stope increases. The ultra-deep borehole hydro-fracturing technique (UHT) is proposed to weaken the hard roof for pressure release, and the associated equipment and procedures are also presented. The UHT is based on horizontal drilling along the axial direction of the roadway in the roof, and then the receding segmented hydraulic fracturing technique is used to achieve the purpose of fracturing (weakening) of the surrounding rocks. Field tests are carried out in 3022 roadway of Daliangwan coal mine in Yulin to assess the developed technique, equipment, and fracturing procedures. To evaluate the fracturing effect, deep borehole stress-meters are installed at different depths of the fractured and un-fractured zones of the roadway, along with hydraulic support pressure sensors placed at the mining face. The results show that compared with the un-fractured zone, the pressure on the wall and pillar sides is lower than that in the fractured zone, and the associated weighting duration and weighting area ratio of the fractured are reduced by 53.23% and 33.59%, respectively. This indicates that the presented UHT can provide a new solution for the prevention and control of mining disasters induced by hard roof failures in underground coal mining.

It is more than ten years since the first fully automated process using a computer started operation. Computer control has become common in a number of process industries, yet in spite of the tremendous incentives which ere present, there are only a few computer installations in the mining industry and none of these has announced successful control of a process. Recognizing that one of the reasons for this slow progress is the lack of adequate mathematical models of the various processes involved, the author's company started a project in the summer of 1966 to develop such models. It was early recognized that the existence of a major disturbance input, in the form of the mineral composition of the feed prevents most flotation plants from attaining a steady state condition. This makes the custom¬ary method of developing correlations from steady state plant data inapplicable and requires a more fundamental approach.

One responsibility of the Minnesota Department of Natural Resources is to encourage the development of mineral resources within the state. A second responsibility is to ensure that mineral development does not adversely impact other natural resources, including the water resources of the state. One approach the Division of Minerals has taken to fulfill these responsibilities is to conduct cooperative research with the mining industry. To encourage mineral development the Division has cooperated with industry on projects related to exploration, mining, and mineral processing. To examine environmental issues the Division has worked in concert with iron ore, base metal, and precious metal exploration and mining companies, as well as the Western Governors' Association, US Bureau of Mines, US Bureau of Land Management, and the US EPA for the past 20 years. These projects were conducted to evaluate methods of predicting, preventing, controlling, and treating problematic mine waste drainages, as well as mine waste revegetation. This paper I) briefly summarizes cooperative projects conducted, 2) enumerates elements which have contributed to the success of cooperative projects, and 3) describes changes implemented for future projects at the Division's new field and laboratory research facilities, as well as at existing mine and plant sites.

The trend in underground room-and-pillar coal mining is to employ remote-control continuous mining machines and extended cuts, 12 m (40 ft) deep or more. This system of coal extraction, adopted by over 435 mines, can create additional worker-safety hazards. To address the ground control and worker-positioning hazards, a combination of statistical analyses and numerical modeling was conducted. Initially, the reported roof-fall incidents and fatalities were reviewed to delineate the ground-control hazards. Then, the application of the Coal Mine Roof Rating (CMRR) for estimating safe extended-cut depths was evaluated. Finally, computer modeling to predict roof displacements during extended-cut mining was completed. The paper describes the results of these studies and their impact on the safety of extended-cut mining.

Comminution is one of the fundamentals of mineral processing, requiring large expenditures to be made on capital equipment, installation, power and maintenance. The trend toward lower grades and higher operating costs, mean mining operations are becoming increasingly marginal. The challenge is to improve and more importantly, utilize crushing and milling technologies that provide for reduced capital and operating costs whilst providing increased unit efficiencies. The Svedala Barmac Autogenous Crushing Mill presents such an opportunity by providing many of the cost savings and production increases required by its ability to produce a finer mill feed size and realize reduced energy consumption. This paper briefly describes the operation of the Svedala Barmac Autogenous Crushing Mill and reviews its benefits towards improving the efficiency of crushing and milling operations.

This paper describes the application of pressure foam to control respirable dust in a double-drum longwall mining section. The feasibility of passing an adequate quantity of pressure foam through the shearer drum was initially established in the laboratory. Thereafter, underground testing of the foam system to determine its effectiveness on an active operating longwall was conducted in a mine in West Virginia. The foam system proved superior to the water spray system. The de- tails of the laboratory and field investigations, the results obtained, and the degree of acceptance of this system by the mining company are discussed in this paper.

Riachuelo Lot 3 forms part of a sanitation programme being implemented in Argentina to relieve the Riachuelo river basin from its current contamination. The programme, by far the most important in its kind in the country during the last decades, will expand the sewage capacity of Buenos Aires and will benefit an area of 4.3 millions inhabitants by intercepting a number of waste water discharges and conveying them to a new treatment plant prior to final discharge into the Rio de la Plata. The project foresees amongst other works the construction of an onshore 48 m deep shaft at the outlet of the treatment plant plus a 4,3 m inner diameter outfall tunnel of 12 km length. The last 1.5 km of the alignment is fitted with 34 vertical risers jacked from inside the tunnel to allow the discharge and dilution of the treated effluent into the Rio de la Plata. This paper describes the peculiarities and challenges, both in terms of design and in terms of construction, of the outfall tunnel, which was entirely bored under the Rio de la Plata using a 5.2 m cut diameter Tunnel Boring Machine (TBM). On one hand, the tunnel segmental lining was designed to work in tension during the system flow rate peaks while on the other the tunnel excavation faced a variety of complex conditions, such as crossing water bearing permeable soft ground formations and advancing at face pressures in excess of 3,5 bars for the entire route.

I am indeed honored to be the 1991 recipient of the Daniel C. Jackling Award. To be voted this honor by my peers in the Society for Mining, Metallurgy, and Exploration and AIME means more to me than I can truly express. Daniel Jackling's position and prominence in the mining industry first came to my attention in the fall of 1949 when I transferred from Wisconsin Institute of Technology, then a three-year school, to the Missouri School of Mines to complete my last year for a bachelor's degree in mining engineering. I played basketball in the Jackling gym and ran track on the Jackling field. I didn't know a lot about Jackling then, except he was an honored graduate of the school and, obviously, supported the school financially. Over the years, Jackling's name kept coming up. He was a man with a reputation for being a doer, a mining leader who was always a step ahead, a mining engineer who knew how to motivate men in the working place, to organize mining systems, to finance and organize corporations. to open up new, low-grade ore bodies for exploitation. If Jackling were alive today, I would expect he would bean excellent candidate to apply practical rock mechanics to his projects. Looking over the list of Jackling Award recipients, I have known many, have met many personally and had a few who were dear friends that affected my own professional life. Ab Shoemaker, '58, and I consulted at the White Pine Copper Co. on mining problems in the 1960s. We arranged for our visits to the mine to coincide so that we could collaborate on our ideas. I would rent an auto and drive for Ab. He said he was the only mining engineer in the country that had a PhD for a chauffeur. James Boyd, '67, was my mentor as regards the White Pine Rock Mechanics Program that we organized in 1963. Only through Boyd's forsight. leadership, dedication and willingness to spend money on research and development did the Practical Rock Mechnics Program at White Pine succeed. He never wavered in his support to that program or to me personally. Tom Howard, '75, was my predecessor in 1970 as Director of Mining Research for the US Bureau of Mines. When I joined the Bureau in August 1970, he had the research centers up and running. Any successes I may have had with the Bureau of Mines were due in great part to Tom's leadership and organization throughout the 1960s. Gene Cameron, '68, was my teacher at the University of Wisconsin and I remember him fondly. He was the one professor who lectured in a manner that made me welcome going to his classes each day, a truly remarkable educator. If you have come today to listen to me talk about instrumentation, rock properties, stress-strain relationships, rock mechanics theory, etc., you will be disappointed. Large volumes of data have been collected by well qualified theoreticians to define stress-strain conditions in mines. Unfortunately, very little of this data has been used by industry due to the lack of initiative and understanding by the researchers to the true problems of implementation in the industry. I hope my remarks will assist future investigators to work through the maze of operational problems so they will experience the satisfaction of seeing their research used. I fully realize that the Jackling Award is given by the Society for Mining, Metallurgy, and Exploration and is primarily offered for accomplishments in hardrock mining. I have found it impossible to separate hardrock and coal mining when I talk about "Applied Rock Mechanics." There is too much overlap and the same mechanics principles are applied to both. For example, coal mine designs have been applied to salt, trona and potash. Also, the original layout and design of White Pine Copper Mine was based on coal mine designs.
