Mining is likely to be targeted by The United States Environmental Protection Agency (“EPA”) as one of its key enforcement targets for fiscal year 2002-2003. Identifying the mining industry as an enforcement target, coupled with an increase in enforcement activity in recent years, places each mining operation at increased risk of receiving enforcement attention. A properly developed and implemented Environmental Management System (“EMS”) tailored for your operation is invaluable in reducing the risk of incurring liability for non-compliance. At the heart of an effective EMS is an audit program that checks the company’s compliance with environmental requirements. In addition, audit privilege (in select states), voluntary self-disclosure, and the attorney-client privilege serve as very effective tools for managing those liabilities that may arise during auditing a well-developed program. Of course, these latter tools are effective only if the auditing program is properly structured and properly managed. EPA and some states also provide varying degrees of immunity for environmental violations that are voluntarily disclosed in writing by the company. However, self-disclosure laws and policies typically prescribe stringent requirements for parties seeking to take advantage of them. For example: U.S. EPA has recently extended the time period in which to provide full written self-disclosure to 21 days. However, U.S. EPA’s revised Self-Disclosure guidance also addresses when a company obtains knowledge of a violation for purposes of triggering the 21-day clock and specifically extends the knowledge requirement to include the company’s agents and consultants. The Functional Performance Equation for ball milling circuits provides plant staff with a new means to improve circuit performance. However, successful execution of a plant project, with verifiable circuit processing performance improvements, requires a significant number of accompanying steps beyond the equation alone. In order to identify and articulate all these steps, a study with plant staff from two milling operations and a grinding media supplier was undertaken. ?Task analysis? of improving plant grinding performance was carried out. This analysis called for the development of a number of system components, and ultimately yielded a ?Plant Grinding Circuit Processing Performance Management/Improvement System.?

Policies for reducing NOx emissions have led power plants to restrict O2, resulting in high-carbon fly ash production. Therefore, some potentially useful fly ash, such as the economizer fly ash, is discarded without a thorough knowledge of its composition. In order to characterize this type of fly ash, samples were collected from the economizer of a Portuguese power plant burning two low-sulfur bituminous coals. Characterization was also performed on economizer fly ash subsamples after wet sieving, density and magnetic separation. Analysis included atomic absorption spectroscopy, loss-on-ignition, scanning electron microscopy/energy-dispersive X-ray spectroscopy, optical microscopy, and micro-Raman spectroscopy. The MicrocelTM column flotation technology has been developed based on the fundamental understanding that the first-order flotation rate constant increases approximately as the inverse cube of bubble size. In this technology, bubbles in the range of 100-400 pm are generated by pumping aerated slurry through an in-line static mixer. The high-shear agitation provided by the in-line mixer produces small air bubbles without requiring large frother additions. This column has been tested successfully for processing a variety of non-metallic minerals including kaolin clay, graphite, phosphate, and feldspar.

Success in mining demands the creative application of equipment, systems and processes to the unique needs of each mineral deposit, market and, though often overlooked, the culture of the individual business. In recent years, domestic coal mining companies have become more attentive to the contribution safety and loss control programs have on their financial results. Although most have adopted fairly conventional safety programs, some have created systems and processes tailored to their unique circumstances. While each coal mining business must consider the typical risks inherent to our industry, excellence in safety is most likely achieved when a safety program is customized to meet the needs of the individual business.

"Located in the northeast corner of Zacatecas State, Mexico, the Peñasquito operation is comprised of the Peñasco and Chile Colorado (Brecha Azul) deposits. Openpit mining (prestripping) began in 2010 and full production commenced during 2011. The openpit mines feed both a sulfide concentrator (mill) and a heap leach pad. The project is owned by Goldcorp Inc. Peñasquito is a poly metallic deposit with Au, Ag, Zn and Pb being recovered as payable metals.As a consequence of lower grade ores expected with advancing mine life, Peñasquito is facing a declining metal production profile. To maximize returns and asset value, plant modifications, including the addition of a carbon prefloat circuit and a pyrite leach circuit to improve recovery, are currently being undertaken. This carbon prefloat circuit will enable the recovery of precious and base metals from carbonaceous sediments. This material is currently being stockpiled. With the associated increase in complexity in the process circuit, the requirement of the ore control system to accurately predict ore feed characteristics is critical to maximizing metal recovery at the Peñasquito operation. The addition of the carbon prefloat circuit was also a key driver in allowing the Chile Colorado openpit to be developed.These conditions alongside Goldcorp’s drive to increase profitability and maximize net asset value has created challenges. These challenges are numerous and multifaceted. However, the ability to accurately route materials from the ore control system is critical to site success, and some of these challenges have been overcome by the adoption and implementation of a new ore control (OC) technology. Examples of these technological innovations in the ore control program are discussed in this article and include improvements in geomodeling, material routing and reconciliation. Successful implementation of these elements has led to significant improvements in selectivity, performance and data management, while reducing the variance between planning and execution, thus helping to drive overall improvement across the operation."

Groundwater control is generally an important consideration and significant source of risk during most tunneling projects. Proper baselining of groundwater conditions requires: 1) a thorough understanding of the geological environment; 2) a focused site investigation; 3) identification of construction and adjacent property damage risks associated with inflows and short and long term piezometric level changes; and 4) consideration of contractual issues including restrictions on means and methods and pay items for associated work. This paper provides an overview of groundwater baselining issues and risks based on selected design studies and construction case histories.

The Arkansas Novaculite of Devonian and Mississippian age is the most distinctive formation in the central Ouachita Mountains of Arkansas from the standpoint of both topography and lithology. The formation typically forms precipitous, narrow ridges (hogbacks) which reflect the steepness of dip and the resistance and thickness of the rock units. The Arkansas Novaculite varies from less than 200 feet thick in the north to locally over 800 feet thick in the south and outcrops over an east-west distance of 360 km (200 miles) in the Ouachita Mountains of Arkansas and Oklahoma. Most of the rocks of the formation are highly siliceous with novaculite predominating, and lesser quantities of chert, siliceous shale, conglomerate and rarely sandstone. Novaculite is commonly defined as a homogeneous mostly white rock, translucent on thin edges with a dull to waxy luster and composed almost entirely of microcrystalline quartz. The word novaculite comes from the Latin word novacula, meaning razor hone. This term was first used by Richard Kirwan in his mineralogy text of 1784. The origin of novaculite remains controversial but we believe it was a primary silica derived mostly from the alteration of submarine volcanic-rich materials, with numerous fine biogenic components and some minor clastics (derived mostly from foreland facies via turbidity currents) and deposited as an amorphous siliceous ooze in the deep Ouachita trough. It was subsequently converted to microcrystalline quartz during diagenesis by the compaction of the overlying rocks and the intense Late Paleozoic Ouachita Mountain tectonism. In the central and southern portions of the region three divisions of the formation have been defined: a Lower Division predominantly of light-colored novaculite; a Middle Division of interbedded dark chert and shale; and an Upper Division of massive often calcareous novaculite. In the northern exposures the formation is thinner and contains more black chert and shale, chert-shale conglom¬erate, sandstone and less novaculite. The massive novaculite of the Upper and Lower Divisions is a source of high purity silica (99+%). Indians were the first to use novaculite. They made their various tools and hunting implements from the weathered broken rock until they learned the quarrying techniques. The first white men in the area recognized the use of novaculite for sharpening their tools and knives: previously whetstones were obtained in small quantities from Europe. To this day whetstone is quarried mostly in areas which the Indians and possibly the Spanish previously worked. Some of the current mining practices have changed very little from those of the early quarryman. In areas where the novaculite of the Upper Division is poorly cemented, this friable tripolitic material has found applications in such uses as an abrasive, as a filler or extender in paints, plastics and other purposes. Some of the dense novaculite is suitable as a filler in fire bricks and also in plastics. Because some of it has the tendency to decrepitate when heated not all novaculite can be used for these applications. Several quarry operators are crushing novaculite for road, concrete, and other aggregate. This use was formerly rather limited due to the abrasiveness of the novaculite on crushing and screening equipment. Further potential uses of novaculite are speculative but include application of high purity silica in the production of silicon metal for solar cells, seed or "growing", and fusing quartz for electronics.

Naica consists of at least 10 mantos and 40 chimneys that have produced over 15 million tens of ore with 10% Zn, 13% Pb and 13 oz/ton Ag. The ore occurs in thick-bedded, folded Cretaceous limestone. Fractures and 26 Ma old felsite dikes with an initial strontium isotopic ratio of 0.708 localize the mineralization. The mantos follow the dikes and have abundant early skarn with manganohedenbergite, calcic garnet, idocrase, quartz, calcite, wollastonite, schellite and later sulfides. The chimneys arise from the mantos and change from silicate-rich to silicate-free sulfide limestone replacements. Carbon, oxygen and sulfur isotope data on carbonates, silicates, sulfides and sulfates are compatible with a single evolving (magmatic?) fluid.

The mining industry has been relatively slow in adopting these technologies compared to the other industries, but this scenario is changing fast.Challenges. Mining companies globally are going through a series of challenges such as declining ore grades with complex metallurgy, increasing depth of ore bodies, high capital and operating costs, lower productivity, shortage of technical resources, significant pressure from stake-holders to deliver, along with growing environmental and corporate social responsibility issues. Improvement in profitability would need significant improvements in operational performance.Consequently, over the last few years, there has been a major focus among some mining companies to imbibe operational excellence. This has been only possible because of the replacement of a silos-based approach by an integrated view of the organization. Such an integrated view is now possible via the evolving digital technologies. Even so, such a transformation calls for a change in culture, which, for most organizations is not trivial. Attempts in the past to integrate functions, such as through mine-to-mill initiatives in the mining industry, have demonstrated significant benefits to many operations (McKee, 2013). Still, sustaining these benefits has clearly been a challenge due to manpower turnover and lack of proper systems and structures that integrate information between business functions within an operation and between operations and the corporate level.Opportunities. The advent of digital technology has opened up opportunities to integrate interdepartmental information for a unified understanding across an entire organization. The advances in instrumentation, equipment control systems, supervisory control systems (SCADA/ Historian) and industrial networks have helped in the direction of enterprise- wide integration. Wet magnetic separation methods for recovering hematite and chromite fines and ultrafines are investigated in this paper. These methods include wet high intensity and high gradient magnetic separations, carrier or "piggy-back" magnetic method, magnetic field-induced aggregation and magnetic seeding. This investigation indicates that wet magnetic separation is more efficient for fines and ultrafines whereas other methods can be used to enhance the particle aggregation and/or the magnetic response. The magnetic behaviour of these minerals with respect to magnetizing field, particle size and temperature is also presented.

Manganese alloys are important raw materials for steelmaking. However, selective mining of high-grade manganese ore resources has resulted in a scarcity of these high-grade Mn ores (Mn: >42; Mn/Fe: >5). The present research work is carried out to explore a new smelting reduction process to produce high-Mn/Fe syntheticMn ore from low-grade ferruginous manganese ores. Representative samples of low-grade ores (Mn: 25–30%; Mn/Fe: ~1) were collected and smelting reduction studies were carried out using variable smelting power (20–30 kWh), carbon rate (10–20% of ore) and slag basicity (0.1–0.3) to produce high-MnO slag and manganese pig iron. Studies have shown that different-grade high-MnO slags (MnO: 38.57–58.24%; Mn/Fe: >15) and manganese pigs (Mn: 5.16–24%) can be produced at optimum process conditions. The high-MnO slag can be used as synthetic ore for the ferroalloy production process. The developed process is capable to effectively segregate the iron and manganese in the metal and slag, respectively. The optimum Mn and Fe separation (>95%) was achieved by smelting of 10 kg Mn ore batch in a 50-kVA electric arc furnace using 30 kWh smelting power and 0.16 kg of coke. The slag basicity was maintained at 0.3 and the optimum slag SiO2 was ~30%. The studies indicated that the upgrading of low-grade ferruginous manganese ores is a promising solution for achieving high-Mn/Fe-ratio synthetic ores for ferroalloy production. It can help the manganese alloy industry to overcome challenges associated with the scarcity of high-Mn/Fe-ratio Mn ores and efficient utilization of low-grade resources.

In Part I of the work, gold and silver were shown to be efficiently extracted from Kupol samples using lead nitrate in a cyanide leach system. In Part II, a comparison of the technical and economic merits of a new technology called CELP (CANMET Enhanced Leaching Process) was made with the cyanidation/AVR(Acidification-Volatilization-Recycling) process using 8 metallurgical variability samples as well as a large composite sample which represented initial two years of Kupol mill feed. The composite sample had 33.4 g/t Au and 289 g/t Ag. The metallurgical demonstrated that the CELP produced very similar gold and silver leach extractions compared to the standard Cyanidation /AVR leach conditions at 1/2 the cyanide concentration (1000 ppm NaCN in CELP vs. 2000 ppm for cyanidation/AVR leach conditions). It was estimated that the total cost per ton, were approximately the same for the two technologies (total cost of the CELP with the use of Merrill-Crowe at $46.48/ton, with cyanidation/AVR at $46.13/ton). However, the implementation of the CELP would eliminate a capital expenditure of approximately $5 million. Eight variability samples used to confirm the previous results showed that on average the gold and silver leach extractions with the CELP and the feasibility leach conditions were very similar for gold extractions, but 4.6% higher for silver extractions compared to the conventional cyanidation. The decision was made to remove AVR cyanide recovery from the Kupol flowsheet and implement the CELP at Kupol. The ability to use conventional leach equipment with the CELP and simplify the flowsheet was also a factor, given the remote location of the Kupol Mine.

The present U.S. production of bromine is from inland brines located in Arkansas and Michigan. The most concentrated domestic brines (up to 5,000 ppm bromide) are situated in Arkansas. Less concentrated brines (about 2,500 ppm bromide) are located in Michigan. The amount of bromine sold or used in the United States came from three companies operating in Arkansas and Michigan. Arkansas, with its six plants, was the leading U.S. state in bromine production. Bromine being the leading mineral commodity valuewise produced in the state. The Michigan bromine production was a byproduct of magnesium compounds production.

Iron is a key detrimental impurity in silica sands that determines their contribution to high-technology industries. Herein, a simple ecologically sound approach is investigated for iron removal from a silica sand sample obtained from the El-Zaafarana area-Egypt. The sample was subjected to a detailed microscopic mineralogical study supported by XRD and XRF characterization. The sample was beneficiated using distilled water attrition scrubbing and screening over a 25 μm sieve followed by leaching using a mixture of equal amounts of phosphoric and oxalic acids. Leaching experiments were designed and analyzed using the Box-Behnken design (BBD) methodology. A model was developed and evaluated using the analysis of variance technique to map the relationship between the residual iron oxide in the produced concentrate and selected variables such as leaching temperature, oxalic acid, and phosphoric acid concentrations. XRD and mineralogical analysis reveal that quartz is the most dominant constituent of the studied sand and other minerals such as kaolinite, iron oxide, rutile, and zircon exist in trace amounts. The head sample shows a silica and iron oxide content of 95.69% and 2379 ppm, respectively. Attrition and separation over a 25 μm sieve increase the silica content to 97.05% and decreases the residual iron oxide to 455 ppm. The final product after leaching under optimized conditions shows 99.82% silica and 55 ppm iron oxide.

The market for titanium feedstocks (ilmenite, rutile,synthetic rutile and slag) is driven primarily by offtake from the titanium dioxide (TiO2) pigment industry. The pigment sector depends on the performance of the global economy. Titanium sponge is the first stage of titanium metal manufacture. It constitutes a minor component (3 percent) of overall demand for titanium feed-stocks. Production and consumption TiO2 pigment consumption in 2004 was estimated to be 4.63 Mt (5.1 million st), up 7.6 percent from 2003. It was driven by strong demand in most regions. In the United States, apparent TiO2 pigment consumption rebounded by 5.4 percent (highest growth rate since 1997) to an estimated 1.12 Mt (1.23 million st), following the decrease in demand during 2003. Chinese TiO2 pigment consumption continued its strong upward trend, increasing by 10 percent to 598 kt (659,000 st) in 2004.

This paper provides a determination of the equivalent level of protection of the international standards relative to similar criteria used by the U.S. Mine Safety and Health Administration (MSHA) to approve two-fault intrinsically safe (IS) stand-alone equipment. U.S. mining law requires such a determination for MSHA to use alternatives to existing standards. The primary issue is to demonstrate that the international standards for equipment evaluation will provide at least the same level of protection for miners as the document currently used by MSHA.

Bench-scale beneficiation studies were made on Idaho dolomitic phosphate rock using the TVA carbonate flotation process. The process employed diphosphonic acid as a phosphate mineral depressant and fatty acid as a carbonate mineral collector. Silica was subsequently rejected as float using an amine collector, with phosphate product recovered as the sink fraction. Two samples of prepared flotation feed from commercial operation were used; one contained 21% P205 and 3.2% MgO, and the other contained 26% P205 and 1.8% MgO. The results indicate that concentrates containing 31-33% P205 and 1% or less MgO can be obtained, with P205 recovery of about 80%.
