The Bureau has identified several ventilation techniques and a water spray application for reducing auger mining dust levels. The dust control methods all work by improving air quantity or flow patterns at the face. Section airflow is maximized by reducing air leakage between entries. Sealing stoppings with brushed- on mortar, containing fiberglass additives, reduces leakage. Heading airflow is maximized by properly installing the brattice curtain and keeping the area between the curtain and rib free from obstructions. The brattice curtains should be hung at least 1.7 m (5.5 ft) from the ribs in 7.9 m (26 ft) wide entries and kept less than 4.6 m (15 ft) from the face. A tight curtain seal is created by using the mine air pressure to force the curtain against the timbers, roof and floor of the mine. Using both a blowing curtain and an exhausting curtain will isolate some face workers from dusty air. The Bureau designed, auger clearer spray system, can be used to force heading air across the active face. Laboratory tests indicate that the auger clearer spray system can increase face velocities by more than 0.5 m/sec (100 ft/min), while using less than 0.13 l/sec (2.0 gal/min) of water.

Lime production is the largest single chemical use for limestone and dolomite. The term “lime” in this review refers to high-calcium and dolomitic quicklime, their hydroxide forms and dead-burned dolomite. This review is restricted to a discussion of the U.S. lime industry. Production and consumption In 2004, according to preliminary data, U.S. lime production was about 20.1 Mt (22.1 million st), an increase of 900 kt (990,000 st) compared with 2003. Production in2004 was valued at about $1.4 billion. Commercial sales of lime totaled 18.6 Mt (20.5 million st) and captive production was 1.5 Mt (1.65 million st). Total U.S. consumption was about 20.2 Mt (22.2 million st). The majority of U.S. lime trade was with Canada.

Introduction The Surface Mining Control and Reclamation Act was passed in 1977 to put an end to the uneven environmental standards and enforcement established by various coal mining states in the US. One year after passage, the Secretary of Interior was directed to promulgate permanent program regulations implementing Title V provisions of the Act. These regulations were to form the basis for state regulatory programs under the Act and to allow states to assume primary regulatory responsibility. To implement the underground mining provision of the Act, the Secretary is directed in section 516(a) of the Act to promulgate rules. But they must take into consideration the differences between surface and underground coal mining. The regulations developed by the Secretary in 1979, with respect to subsidence control, included: • a subsidence control plan as part of the permitting process; • substantive provisions establishing performance standards for subsidence control; and • provisions providing for the prohibition of mining under perennial streams, impoundments larger than 24.6 dam3 (20 acre ft), and certain public facilities and urban areas. Industry challenged the Secretary's regulations implementing the subsidence control provisions. The litigation was consolidated with all other challenges to the permanent program regulations. (Permanent Surface Mining Regulation Litigation, Civil Action No. 79-1144; D. D.C., May 16, 1980.) In two opinions dealing with the multitude of issues raised by both industry and environmental groups, the US District Court of the District of Columbia ruled against industry. It upheld the promulgated subsidence control provisions. The US Court of Appeals stayed the appeals pending the agency's review and revision of its regulations. The regulatory reform was conducted in accordance with the order from the Secretary of Interior and the President in 1981. As a result, the subsidence control regulation was revised, reproposed, and finalized in June 1983 (Federal Register). This regulation, along with others, was again challenged by environmental groups and industry. On Oct. 1, 1984, the court, after finding the Secretary's reading of the Act reasonable, upheld the 1983 subsidence regulation except for one section. On Feb. 21, 1985, in accordance with the court's ruling, the Office of Surface Mining (OSM) suspended a portion of 30 CFR 817.121 (c)(2) concerning the damage correction requirement for structures or facilities and reproposed it on July 8, 1985 (Federal Register). In conjunction with a request for public comments, OSM now also seeks comments on the omission from the 1983 rule of the requirement in the 1979 rule regarding a presubsidence survey and monitoring of damage to structures. Technical issues related to subsidence regulations The subsidence regulations of June 1, 1983, consist mainly of two parts: a subsidence control plan as part of the permitting process; and substantive provisions establishing performance standards. "Current Environmental Protection Agency (EPA) risk models and asbestos fiber counting techniques for monitoring airborne exposures treat all fibers as being equivalent and ignore the effect of dimension on toxicity. While this may have been appropriate when modern analytical methods were not available, the measurement world is now fully capable of making the appropriate distinctions. The importance of width as a determinant of carcinogenicity has been recognized for nearly 30 years within the published literature. Stanton,1 in a landmark study of a suite of fibrous materials, found that durable mineral fibers with widths less than 0.25 mm and lengths longer than 8 mm were causally associated with the induction of tumors. Pott,2 in a later study, postulated a fiber toxicity model that agreed reasonably well with the Stanton findings, but extended the concept to include varying toxicity as a function of length and width. Wylie et al.3 reanalyzed samples used by Davis et al.4 and found that tumor generation was strongly and inversely correlated with fiber width. Crump5 testified increasing fiber length was correlated with disease occurrence. Lippman6 reviewed a number of studies and suggested that mesothelioma was closely associated with long, thin fibers. Berman et al.7 published a risk model, which found that disease was correlated almost exclusively with fibers longer than 40 mm and width less than 0.25 mm. Recently, Loomis et al.8 reanalyzed textile mill samples and found that aspect ratios greater than 40:1 were highly correlated with disease. Incorporation of width into risk models has been limited by the availability of data from operating asbestos plants and, in particular, the observation of an asbestos plant for which there is no observable mesothelioma. There have been only limited studies published on the dimensions of asbestos fibers, with a few serving as the primary references in other literature.9_13 A rare opportunity to collect detailed concentration and dimensional data of airborne crocidolite from an operating asbestos-cement plant using modern analytical procedures arose, providing a chance to supplement the existing literature on airborne fiber dimensions. The asbestos-cement plant is located in the eastern end of Cochabamba, Bolivia along Highway 4. Cochabamba is a relatively large city located in the Andes Mountains, approximately 250 km southeast of the capital La Paz. The city sits in a valley that runs east-west with mountains to the north and south. The crocidolite used in the products made at this facility is mined in central Bolivia, approximately 75 km northwest of Santa Cruz. The crocidolite is a fibrous magnesioriebeckite 14 (blue asbestos). Crocidolite fibers from Bolivia were the subject of prior reports suggesting the fibers are generally longer and thicker than crocidolite from Australia or South Africa.9 At the cement plant, the run-of-mine crocidolite was first pulverized using a hammer mill and then sieved on vibratory sieves to produce fibers of limited size ranges for use in the cement. The sieved crocidolite is mixed with other components, including recycled cement product, to produce a slurry that is vacuum filtered into sheet form. The sheets are then manually molded into a corrugated shape, air dried, and sawed (using circular saws) to accepted dimensions. The sawed sheets are cured in soaking pits for 28 days before being shipped to the consumer. Prior to shipping, the sheets are finished by a light hand sanding followed (at customer request) by applying one or more coats of paint. During recent years fuel consuming industries of the United States have been caught between environmental restrictions and the uncertainty of obtaining an inexpensive fuel. With the advent of the National Energy Act of 1978 there has been added impetus to switch from gas and oil to coal. For industrial furnaces and boilers that were designed to bum coal, returning to an available compliance coal might be feasible. However, furnaces and boilers designed for gas or oil cannot reasonably be converted to coal unless the coal is initially gasified. All cases, nevertheless, depend upon the availability of an adequate structured coal of a compliance composition, a challenge to the coal mining industry. The foregoing problems have contributed to the current energy-coal crisis of today's economies. It therefore would be worthwhile to capitalize on previous experiences of the mineral processing industry.

Ammonia, the principal source of fixed nitrogen, was produced by 16 companies at 31 plants in the United States during 2003. Fifty-five percent of U.S. ammonia production capacity was centered in Louisiana, Oklahoma and Texas because of their large reserves of natural gas, the dominant domestic feedstock. Production In 2004, U.S. producers operated at about 59 percent of their rated capacity. The United States remained the world’s second largest ammonia producer and consumer following China. Urea, ammonium nitrate, ammonium phosphates, nitric acid and ammonium sulfate were the major derivatives of ammonia in the United States, in descending order of importance.

The estimated value of natural gemstones produced from U.S. deposits during 2004 was $12.9 million. This was a 3-percent increase from that of 2003. U.S. gemstone production included agates, amber, beryl, coral, garnet, jade, jasper, opal, pearl, quartz, sapphire, shell, topaz, tourmaline, turquoise and other gem materials. More than 60 varieties of gemstones have been produced commercially from U.S. mines. But commercial mining of gemstones has never been extensively undertaken in the United States. Most of the deposits have been relatively small compared with other mining operations. In the United States, much of the current gemstone mining is conducted by collectors, gem clubs and hobbyists rather than business organizations.

In 1991, Placer Dome Venezuela established a 70% stake in Minera Las Cristinas, to mine the Las Cristinas gold deposits in Bolivar. This case study examines the multi-sectoral partnership arrangement that was developed to improve health services near the proposed Las Cristinas gold mine. The investment climate in Venezuela is uncertain and the socio-economic circumstances are potentially hostile. Despite that, the partnership between the mining company, local communities, government agencies and an international health nongovernmental organization (NGO) collectively leveraged nearly $2.5 million to build and operate a community health center.

Domestic production of industrial sand and gravel in 2004 was about 29 Mt (32 million st), a 6-percent increase from 2003. This increase was buoyed by a robust construction sector of the U.S. economy. U.S. apparent consumption was 30.3 Mt (33.3 million st) in 2004, an in-crease from 2003. Imports were about 490 kt (540,000 st) in 2004, an 11-percent increase from 2003. Imports of silica are generally of two types. They include small-quantity shipments of very-high-purity silica or a few large shipments of lower grade silica that were shipped only under special circumstances (such as very low freight rates).

Worldwide production of natural zeolites during 2001 was estimated to be about 3.5 Mt (3.85million st). Construction and agriculture continued to be the major consumers. Estimated production in North America during 2001, including the United States, Canada and Mexico, was about 40 kt (44,000 st). In the United States and Canada, the zeolitic tuffs are ground, extruded or modified for use as adsorbents, desiccants, ion-exchange media and carriers. In Mexico and the rest of the world, the zeolitic tuffs are cut into dimension stone that is used in construction. Zeolitic tuffs are usually composed of the minerals clinoptilolite, mordenite or both. They occur in a variety of colors and are easy to cut and shape. And they have low thermal conductivity. This construction application is classified with dimension stone rather than with chemical and agricultural uses.

The Bureau of Mines has studied the problem of cracking in residential structure walls from vibrations produced by blasting in surface mines. Direct observations were made of blasting damage consisting primarily of cosmetic cracking in plaster and gypsum board walls. Measurements of structure response and also application of the response spectra analysis single-degree-of-freedom model were used to quantify the frequency dependence of the safe level criteria. An overall summary analysis was performed using the new Bureau of Mines damage observations and data obtained from nine previous studies, including the three analyzed earlier by the BuMines for Bulletin 656, published in 1971. Separate analysis of the high- and low-frequency damage cases, structural response, and two types of construction resulted in the establishment of safe vibration levels ranging from 12 mm/sec to 50 mm/sec (0.5 in/sec to 2.0 in/sec).

Determining the correct combination of mix components and water for high-density paste backfills with the transport and deposition properties necessary in a mining operation is a difficult task. Rheologic properties cannot be determined without conducting full-scale pumping tests, and data from existing tests are very limited. The following presents the findings of investigations undertaken to determine if paste backfill rheology can be determined using existing techniques and which mix and system variables have the greatest influence on transport pressure loss. Data from lab-oratory-scale pumping tests were used to produce a rheologic model of flow behavior for comparison, and a statistical analysis was conducted to determine the most significant factors affecting transport pressure loss.

More than ever before, mining projects are besieged from growing regulatory, political, public, and special interest group pressure. Administrative and legal appeals to permits and environmental documents can delay project start-up and add tremendous cost to mineral development. Some mining projects have been canceled given undue external constraints. Successful managers must learn to cope with these constraints. This paper will discuss controversy and present a number of environmental management tips to minimize the potentials for delay and to lessen the impacts from government and anti-mining pressures.

Appraisal of industrial minerals beneath privately owned land requires a different approach and mindset from valuation of base and precious metals or energy minerals, and from valuation of government-owned mineral lands. First, is it the value of inground minerals or of mining rights that is being sought? Second, value to whom, the mining company, a potential investor, the mineral landowner, a lending institution, the property tax assessor, or a condemnor? Third, how should mineral value be apportioned between the land and mineral owner, and a mining company with limited years of lease-hold interest? These and many other questions must be addressed before a valuation method and Discount Rate are selected. For various reasons the Income Method is most often used, with Net Present Value calculations made for long term predicted mining income. Choice of an appropriate Discount Rate is critical.

Many remnants of gold exploitation in the Middle Ages were found in the Lower Silesia region. The oldest evidence of such activity was found in the neighborhood of Zloty Stok and comes from the 7th century. Mining of precious and non-precious metal ores has a great relevance in the late Middle Ages when advanced metallurgic technologies were mastered, that allowed to obtain gold, silver, lead, copper, zinc and arsenic from complex ores occurring in the oldest middle part of Sudetes. Historically it concerned the area of the Swidnica Principality and Klodzko County. Experience obtained in Freiberg, which is located close to the Lower Silesia, was used in the development of mining. A high level of mining and metallurgic technology was obtained in the 15th century that caused significant increase of production of the metals mentioned above. Unfortunately, the good time of Lower Silesian mining lasted only up to the 18th century; the notion of preservation of cultural heritage was unknown at that time. The Lower Silesian medieval mines were not in such a fortunate situation as the ?Wieliczka? and ?Bochnia? mines, which are operating to present-day, and which made preservation of the most interesting headings and objects possible. All these objects are now available for visitors. However, in the case of the middle Sudetes it seems that it is often sufficient to localize old shafts and headings on the basis of careful observations and old maps and carry out some earthwork to uncover medieval headings and objects of underground mining activity. They are often preserved in amazingly good state; this also pertains to mining devices. Another issue is of course the permanent preservation of that heritage and its possible availability for re-searchers and tourists. Some success has been achieved in that field (Zloty Stok Gold Mine is a good example), but also problems were encountered in many cases. The Lower Silesian Coal Basin, which has not been exploited for 10 years is an evidence that there is not a holistic conception of mining heritage renovation. Many attractive mining objects disappeared irrecoverably from the mountainous landscape of the Middle Sudetes despite common consciousness of their significance for cultural development of Silesia and other regions.

INTRODUCTION In June of 2004, at the North American Tunneling Conference in Atlanta, an all-day workshop was conducted to review the application of Geotechnical Baseline Reports (GBRs) for underground construction. The moderator for the program was Bart Bartholomew, former President of Fruin Colnon Construction Company. The program involved commentary by a panel of engineers, owners, contractors, and legal representatives within the North American tunneling industry, as well as an extended audience discussion. The panelists were: Peter Douglass, President, Peter Douglass, Inc. Randall Essex, Executive Vice President, Hatch Mott MacDonald Joseph Gildner, Deputy Director for Technical Services, Sound Transit Randall Hafer, Esq., Kilpatrick Stockton Robert Fitzgerald Esq., Watt, Tieder, Hoffer, & Fitzgerald Kirk Samuelson, Senior Vice President, Kiewit Construction Group DEVELOPMENT OF PROGRAM FORMAT The focus of the program was to assess the state of the practice in the preparation of GBRs, and to discuss improvements that could and should be made with regard to their preparation, interpretation, and application. The approach used to achieve this focus in the broadest possible way was unique, in that it involved the panelists’ preparation of the workshop format and materials months before the presentation of the workshop. First, each of the six panelists was selected by the moderator based on their reputation and involvement in their respective fields of expertise, taking care to maintain balance and contrast within the collective pool of talent assembled. Following selection and agreement to serve on the panel, each panelist was asked to independently submit to the moderator a list of the six most pressing issues involving GBRs that they each frequently encountered in their individual professional experience. Each was asked to rank their issues in descending order of perceived importance. This process resulting in a pool of thirty-six potential or “candidate” issues for use in the workshop program. Contrary to the moderator’s expectations, there was surprisingly little duplication among the thirty-six issues submitted.

The sign of the surface charge of selected potassium soluble salt minerals namely KClO4 , K2SO4 , KNO3, and KCl was determined from nonequilibrium electrophoresis measurements and found to be negative for each of the salt. Dodecylamine flotation of these salts revealed that the concentration of amine required for flotation increases in the order KClO4< K2SO4< KNO3<KCl. Precipitationof the amine collector colloid was not required for flotation of the oxyanion salts and in this case it appears that adsorption of the dodecylamine cation is sufficient to create the hydrophobic surface state. The order for flotation is explained in terms of surface hydration of these respective potassium salts based on contact angle measurements and FT Raman spectroscopic characterization of water structure.

Mining industry requires constant adaptation to its practices in response to the dynamic change of the societal demand. Little information exists regarding how the US metal mining engineering education is prepared to meet with its industry needs due to the increase in critical minerals driven by the green energy transitions. This study aims to provide industrial perspectives on the current US metal mining engineering education and areas for improvement. An online survey with both closed- and open-ended questions were designed to seek opinions from the US mining industry. Findings indicated a shortage of qualified graduates from the current US metal mining engineering education system. The qualifications need to be improved include engineering sciences underlying mining methods, mining design experience, mining feasibility study, the connection between theory and practice, and understanding of the overall mining operation. The survey also identified future desired qualifications. The most desired ones in the next 5 years include an ability to acquire and apply new knowledge as needed and sufficient experience in the field. Respondents, regardless of the nature of their affiliated mining companies, unanimously recommended that collaborations between the industry and academia should be enhanced. The analysis of the results concluded four recommendations: (1) involve more multiple stakeholders in reforming mining education programs, (2) reinforce field experiences as a key part of mining engineering education programs, (3) enhance a closer collaboration between academia and industry, and (4) integrate emerging technologies (e.g., artificial intelligence/virtual reality) guided by pedagogical theories into new mining engineering curriculums.

The vast majority of valuations produced for mineral properties using the net present value method provide an estimate of Investment Value or Use Value. Such an estimate can be a long way from the price that the property would sell at if placed on the market. Indicators from the market need to be used to validate or modify the net present value calculation. The comparable sales and replacement cost approaches used in the appraisal of urban buildings generally fail us in the appraisal of mineral properties. Other methods of sales analysis are introduced. Guidelines for what a minerals appraisal report should contain are presented.
