As the current boom in the global mining industry rumbles on, mining companies have had to step up their efforts to replace mined reserves. Many of the majors are replacing and adding to their reserves and resources through acquisitions. This situation has allowed junior mining and exploration companies to do what they do best. They have been re-examining once uneconomic gold, copper and other metals properties with an eye to partnering with a major to develop them. And mines that have been closed for years due to poor economics are being given another look.

Introduction The impact of the Comprehensive Environmental Response, Compensation, and Liability Act, or Superfund, as well as the Resource Conservation and Recovery Act (RCRA) and their state counterparts underscore the intention of the nation's lawmakers to reduce the risk from hazardous substance to American society. The promises and requirements embodied in these laws, together with their prospects for liability, will continue to have a very substantial impact on decision making in the mining industry. These laws present the prospects for staggering liabilities, often of an unquantifiable nature in terms of time and amount. It is therefore necessary to keep them in clear focus. This is particularly true in light of President Reagan's signing into law the Superfund amendments on Oct. 17, 1986, and in light of the Environmental Protection Agency's (EPA) major policy pronouncement of July 3, 1986, regarding solid wastes from extraction of ores and minerals. This article examines the general trends as well as the specific provisions of these laws in an effort to assess the prospects of liability for the mining industry of releases of hazardous substances into the environment. Hazardous substances vs. hazardous wastes The distinction between the terms "hazardous substances" and "hazardous wastes" is important to appreciate for the purposes of assessing the potential for liability for a mining operation. Hazardous substance is a term that appears in and is defined in the Superfund Act. In Superfund, it is defined by reference to other substances that have been declared to be hazardous under other federal environmental statutes, such as RCRA, the Clean Air Act, and the Clean Water Act. Hazardous waste is a term that is less all-encompassing than hazardous substance, as that term is defined by RCRA. Hazardous substances do not need to be wastes to be considered hazardous for the purpose of Superfund liability. A "release" of a hazardous substance into the environment can bring about potential liability under Superfund. Many mining wastes, even though they are not considered hazardous wastes by EPA under RCRA, have been determined by that agency to be capable of bringing about liability under Superfund if they contain chemical substances, such as the heavy metals copper, lead, mercury, zinc, silver, and others. Therefore, it is not sufficient for the mining industry to be able to answer whether one has hazardous waste at a mining site. That question only goes partway in addressing the potential for liability. The next question is, do one's solid or liquid mining wastes contain hazardous substances that could bring about liability under Superfund? Superfund 1980 law: A review Some provisions of Superfund as it existed before its recent amendments must be considered. The law provides that the owners and operators of mining sites, together with those who transport hazardous substances to such sites, can be held jointly and severally liable for the cost of cleaning up the site. The concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of cleanup. Minerals have been critical to human society from the earliest and their use has been intertwined with the development of civilization. In the Western World, the mining, processing and extractive metallurgy associated with ores was first described in detail by Agricola in the 16th century. He considered these collective activities to be the most necessary and the most profitable of professions, and wrote, "without doubt, none of the arts is older than agriculture, but that of the metals is not less ancient; in fact they are at least equal and coeval, for no mortal man ever tilled a field without implements. In truth, in all works of agriculture, as in the other arts, implements are used which are made from metals, or which could not be made without the use of metals; for this reason the metals are of the greatest necessity to man." Ours is still a materials-dependent society that relies heavily on minerals for raw materials. Today our dependence on minerals is exceptionally great. To meet the need for fuel and non-fuel minerals in a representative year, in the United States alone, about one billion tons of coal and 2.7 billion tons of ore are mined. These mineral products are essential for fertilizers, for construction materials, metals and alloys, for manufacturing household and industrial items, for transportation, and for the generation of electric power. It is instructive to consider the diversity of uses found in our society for a single mineral product - silver, for example. Experts believe that in the past 5000 years we have mined about a million tons, or 31.9 billion troy ounces of silver. In 1988, 133 million troy ounces of silver were used in the Unites States. Most of the silver used was for techno- logical, medicinal and industrial purposes, Table 1. X-ray films, for example, carry comparatively large amounts of silver to lessen patient's radiation exposure. Silver does not prevent tooth decay, but each year about two million troy ounces of silver is used for dental work in the United States. In small quantities it is used in medicine. No metal - not even copper conducts heat and electricity so efficiently as silver. Silver wires lace solar cells, and silver oxide batteries power hearing aids, calculators, submarines and satellites. Hardened with tungsten or molybdenum, miniature discs of silver pass current from wire to wire in cars, telephones and computers. A dish- washer timer alone may have 50 such electrical contacts, which open and close without excessive heat or friction. Silver is an important component of solar reflectors, since no other material reflects light so well or uniformly. In our personal lives, silver remains in high esteem to adorn our tables, provide precious objects and jewelry. In many parts of the world, silver in the form of coins, jewelry and bullion is used for financial independence and security against the vagaries of paper currency. In India, silver is used in its purest form as thin foils to decorate sweets and other edibles. It is obvious that this mineral product, silver, is of great value and utility in our society. Minerals and Environment The benefits of minerals do not come without problems. Much of the silver, for example, lies locked up in copper, lead-zinc or precious metal ores; to extract it creates vast quantities of waste material. On the average, in order to recover one ounce of silver about a quarter ton of ore must be mined. To meet the world's annual demand for silver, approximately 100 million tons of waste is generated every Year. The problem with silver is repeated with all minerals. Conversion of mineral ores into usable materials necessitates the generation of large quantities of waste products that create tremendous disposal problems. In addition to waste material discarded during mining, wastes may be generated during processing as gases, liquids or solids that must be subsequently converted into forms more acceptable for disposal. Polish coal mines are characterized by severe geological conditions and the co-occurrence of natural hazards. These hazards are associated with methane and dust emissions during mining processes which can provide methane, dust or methane-dust explosions. Besides, there are such natural hazards as gas and rock outbursts, rock bursts, spontaneous combustion of coal and environmental heat load. The mutual influences of various geological conditions, as well as the natural hazards, intensify the increase of the methane explosion hazard. The occurrence of methane explosions in the Polish mining industry between 2013 and 2108 are analyzed. Fatal accidents are compared with similar events in the global mining industry. The methods of preventing the explosion hazard as well as methane emission control in the Polish coal mining sector are presented. Methane hazard prevention should be adapted to levels and other natural hazards, especially those related to ventilation of underground mine. The methods of preventing methane emissions into mine excavations are often contrary to the means of preventing other ventilation-related hazards in the underground mine, e.g. the prevention of spontaneous combustion of coal in the goaf of longwall panel. Therefore, the design of longwall panels should be preceded by a detailed analysis of the results of both methane emission prediction and forecast of other ventilation-related hazards.

It will include a description of construction progress on the first contract to be let, which consists of a 248 m (815 ft) long launch box, 3.9 km(2.4 miles) of TBM tunnels and a tunnel sump; the packaging strategy for the remaining work; and the progress through Final Design of the remaining packages, including the two large span rock cavern stations.

Selecting a minicomputer is not unlike selecting a costly piece of mining equipment such as a truck, shovel, crusher, or conveyor belt system. A marked difference might lie in the frequency at which such selection takes place; another difference might be mine management's familiarity with mining equipment vis a vis a minicomputer. These basic differences might prompt a mining company to seek the aid of a consultant when selecting a minicomputer system. Advantages and Disadvantages The fundamental advantage of employing an independent consultant is that it provides management with a source of knowledge and breadth of experience not readily available within the organization. If the consultant has a minerals background, such knowledge and experience are further enhanced by actual experience in exploration, mining, and mineral processing. If the consultant has worked within a mining company, such hands-on experience is supplemented with a meaningful understanding of the client's business; this facilitates communication between the consultant and members of the client organization. The consultant has been, so to speak, "in the client's shoes." There are several other advantages. Since computer systems cut across organizational boundaries, the independent consultant may be able to move within the organization more easily than an inside staff person to collect necessary information. Also, detachment from any manufacturer should provide the client with an objectivity and a set of recommendations as near optimal as feasible. The principal disadvantages lie in the area of continuity and accountability. Once the consultant's report has been submitted and his recommendations implemented, a discontinuity might occur. Also, if implementation does not provide the desired results, the consultant might not be available to correct the situation or account for actions taken. Proper selection of consultant services, relative to kind and duration, and the consultant's method of operation, will often prevent many of these aftereffects. Services Offered The professional consultant can help a client: •Define and summarize information systems technology* needs; • Evaluate alternatives such as in-house capability and capacity, time-sharing, or service bureaus; • Prepare a formal request for proposal (RFP) to be submitted to vendors; •Evaluate vendor proposals; •Evaluate the economics of lease vs. purchase; and •Assist in the conversion and installation. Thus, consulting services may range from evaluating an existing system and upgrading to a larger piece of equipment, to selecting a new first-for-the-organization computer. First, Define and Summarize Needs Regardless of circumstances, the most valuable document required before equipment selection is the information system plan (I/S plan). It helps insure that the company's information needs are met in a cost-effective manner. An I/S plan is usually a comporient of the mining company's overall business goals. Since an I/S plan is a formal vehicle for establishing and communicating the direction the organization intends to take to satisfy information requirements needed to achieve goals and objectives, most initial systems services are likely to center around creating such a document or updating an existing document. In bump-prone coal mines, roof and rib support is subject to dynamic as well as static loading. Although less frequently encountered, the dynamic loading component can result in violent coal expulsions into openings seriously threatening the safety of workers. Dynamic support systems that have been increasingly implemented in many deep hard rock mines for dynamic failure containment have not yet found their adaptation to deep coal mines at desired levels. This paper examines the potential use of some of these dynamic support systems in deep coal mining, particularly in the western United States. Fundamental principles of dynamic loading are reviewed in the context of their application to dynamic failure mechanisms in coal mines. Potential benefits and applicability of the suitable hard rock dynamic support systems are discussed in relation to coal bump mitigation. The resulting insight provides a starting point for development of dynamic support elements for bump prone conditions in deep coal mines.

Seafloor massive sulfides (SMS) study in the Russian Exploration Area at the northern equatorial Mid Atlantic Ridge began after signing the contract with International Seabed Authority in 2012. In order to evaluate the SMS resources in the course of exploration the major and rare metals with economic value should be determined. The evaluation is based on geochemistry and mineralogy and particularly on the type of rare metals occurrence in the SMS. As a case study research of the Semyenov cluster of SMS deposits have been conducted.

Ground calcium carbonate (GCC) and chemically precipitated calcium carbonate (PCC) have become important mineral-based commodities in recent years. GCC manufacturing generally requires high purity and high brightness deposits of marble, chalk or limestone as the stone source. PCC usually uses limes made from lesser quality limestone deposits. GCC products have a wide span of particle size, with a d50 size ranging from sub micrometers to as large as several inches such as those used in landscaping. PCC products are typically limited to less than 10 µm (1,250 mesh). Each PCC product has a narrowly distributed size range. GCC and PCC products tend to have higher levels of whiteness com-pared with other traditional filler and extenders, such as kaolin and talc. Published statistics of GCC production volume often vary due to the exclusion of certain size range GCC products. According to Roskill’s latest estimate, world GCC capacity was believed to exceed 56 Mt (62 millionst) during 2004 for all grades.

"Mining activities, especially underground mining operations, create great demands on utilized haulage means which cover a variety of different horizontal and vertical distances. In the course of the continuous optimization of the haulage process, the application of textile machine elements, in particular synthetic fiber ropes, offers new opportunities. Therefore the current level of knowledge needs to be improved based on extensive analyses. For the estimation of the scope of these analyses, different fields of application and occurring environmental influences which have an impact on synthetic fiber ropes during their use in underground mining have to be evaluated. The Chair Underground Mining Methods of the TU Bergakademie Freiberg works on a scientific project concerning the use of synthetic fiber ropes in underground mining operations. This paper focuses on the potential application of synthetic fiber ropes in haulage systems in underground mining and exposes critical influences as an outcome of the working environment. These first investigations are the basis for the development of an appropriate experimental series. SYNTHETIC FIBER ROPES FOR UNDERGROUND MINING OPERATIONS The main idea is to optimize underground haulage means to develop even more economic systems. The new and lightweight design of single machine elements seems to be the first step to accomplish this goal. An example is the lightweight design of shaft hoisting ropes. The commonly used steel wire ropes are very heavy and are endangered to snap due to their own weight when reaching a distinguishing length. Thus they may not or only conditionally be used for deep mining operations utilizing shaft haulage. Ropes made of high-tech synthetic fibers weigh only an eighth of steel wire ropes while displaying the same tensile strength. This relation is shown in Figure 1, based on the comparison of fiber strength and density. This could offer new opportunities for deep mining operations, which are anticipated by many mining companies. /1/"

The Yung-Chung-Tunnel in Taiwan, constructed for the Taiwan-East Railway Bureau, collapsed during construction when a water bearing, fractured marble zone was intersected. The inflow was approximately 4,000 liters/second. In spite of 30 relief holes the total inflow into the tunnel remained constant. The pre-excavation grouting through the re-aligned tunnel had to be conducted under extreme flow-conditions. A hot bitumen grouting program was selected for technical and economical reasons out of 13 international proposals. The technical challenges were: grouting under severe flow conditions high formation water pressures to be injected with hot bitumen at high temperatures and pressures The hot bitumen grouting program resulted in a dramatic reduction in the hydraulic conductivity and stabilization of the formation and facilitated a problem-free excavation.

At the end of the first decade of digital computing in the minerals industry, geostatistics in North America was still in its infancy. This was in contrast with the rest of the world where the technique of kriging was already widely practiced. By the end of the 1970s, there was increasing awareness among practitioners of its potential. But it was not until the late 1980s that geostatistics was universally applied and accepted. This was due, in large measure, to contributors at Applications of Computers and Operations Research in the Minerals Industry (APCOM) symposia. Such an evolution in new computer methods could again be observed at APCOM 26.

A geotechnical instrumentation program consisting of borehole extensometers and portable tape extensometer stations was effectively used to monitor concrete liner deformations and guide construction procedures during enlargement of a 75-year old Union Pacific Railroad tunnel in Wyoming. Enlargement involved excavation of the old concrete invert and placement of 5,941 feet of new concrete invert 6 feet lower in squeezing shales, fault zones and water-bearing sandstones. Instrumentation data were used to guide procedures for excavating the old invert, installation of temporary interior struts, underpinning existing liner walls, and placing the new concrete invert.

Introduction The mining industry has been using computers since the late 1950s. Despite this early start, the use of mine planning software is not a common practice in many operations. But the trend might be changing because of the availability of relatively inexpensive personal computers (PC). The introduction of these machines has generated unprecedented interest by mine managers to computerize their planning operations. However, some managers have become disappointed with the PC's lack of adequate software and the inability to handle the massive amounts of information required for modeling. This paper is an attempt to shed some light on the future of computers in the mining industry. It will examine: • historical progress in the computer industry, • future advances in the computer industry, • historical usage of computers in mining, and • future alternatives available to mining. Historical Progress The computer industry has come a long way since the first full-fledged electronic digital computer Electronic Numerical Integrator And Calculator (ENIAC) was built in 1946. This machine weighed more than 27 t (30 st). It contained 19,000 vacuum tubes, occupied 139 m2 (1500 sq ft), and could perform 5000 additions per second. By contrast, today's fastest, commercially available computer is the CRAY-X. It weighs less than 5 t (6 st), has no vacuum tubes, occupies less than 9 m2 (100 sq ft), and performs over 100 million operations per second. This is an incredible advancement in less than 40 years. One person commented on the rate of advancement in the computer industry. He suggested that if the auto industry had advanced at the same rate as the electronics industry, we could buy a Rolls Royce for $2.75 and it would run

Annual fish monitoring of the Red River, NM from the town of Red River to downstream of Questa, NM has been conducted since 1997. This long-term dataset, sponsored by the Chevron Mining Inc. Questa Mine provides an opportunity to evaluate the fish community response to natural phenomena, such as landslides and drought. Hydrothermal scars are present on drainages to the Red River, which can contribute large quantities of sediment to the Red River during localized storm events. Sediment inputs from the hydrothermal scars result in decreased habitat and water quality conditions within the Red River. Landslides from the hydrothermal scars contributed large amounts of sediment to the Red River in the summers of 2002 and 2007. Resident trout populations in the Red River after summer 2002 were depressed at sites adjacent to and downstream of the hydrothermal scars. Resident trout populations had begun to recover by 2005 and 2006; however, after the summer 2007 landslide, the resident trout population was again drastically reduced. In fall 2007, 13 resident trout were collected from 11 sites in the approximately 23 km reach of the river, compared to 691 from the same 11 sites in fall 2006. Resident trout density and biomass has gradually increased since fall 2007, and flows have removed sediment from the study reach. A combination of increased sedimentation and decreased water quality were likely responsible for the decreased resident trout populations in the Red River. Drought and the lack of flushing flows appeared to exacerbate the problem of high sedimentation levels from 2001 to 2004. Climate models predict prolonged periods of drought and increased intensity of storm events, potentially resulting in less favorable conditions for the resident trout population of the Red River in this area.

Measurements of the quantity of entrained air within processes have challenged instrumentation developers for years. This is particularly true in the unique and demanding operating environment and applications seen in minerals processing. In minerals processing applications, entrained air plays a role in errors seen within nuclear density gauge measurements and in pumping efficiency. It is also the major component of flotation processes. The measurement of the quantity of entrained air, known as the gas void fraction, can now be performed from the outside of a process pipe through CiDRA?s patented passive sonar array-based technology. Within column cells, the need for a robust, no maintenance, accurate means of measuring the entrained air, known as gas holdup, has resulted in a submersible version of this technology. CiDRA?s meter technology calculates the gas void fraction by first measuring the speed at which naturally occurring sound in the process slurry propagates past an axial array of sensors. These sensors are incorporated in a band that is wrapped around the outside of the pipe, resulting in no process downtimes for installation and unprecedented reliability. A known relationship between this speed of sound and the entrained air captured in the form of bubbles within the slurry is then applied in CiDRA?s meter to calculate the gas void fraction. This paper will present the measurement technology, its operation, its calibration and its application in a variety of gas void fraction and gas holdup measurement situations such as pumping efficiencies, hydrocyclone operation, external sparging, and column cells.

High-production methods like longwall mining with hydraulic powered supports are necessary to increase underground coal production in India. Longwall mining had a mixed success record for Indian geo-mining conditions. In this paper, an analysis is presented to optimally design an array of chain pillars in multi-seam longwall mining panels in the deepest coal mine in India. The study found that a chain pillar of 80-m width and 195-m length is necessary for long-term stability without any reinforcement. It was also observed that an optimum chain pillar can be designed by providing suitable side reinforcement (side bolting) which will reduce the chain pillar dimensions to 55-m width and 160-m length. Optimum design of chain pillars will reduce the coal locked up in these chain pillars by ~ 77%. This will also reduce the gestation period of longwall mining panel development. This paper also evaluates the maximum tensile subsidence strain induced at the surface and finds that the values are within the safe working limit of 3 mm/m. Thus, this paper finds direct application in the design of future multi-seam retreating longwall mining panels in Indian geo-mining conditions.
