"Sustainable long-term restoration requires adequate planning and preparation, implementation, and measurement goals to monitor success associated with restoring sites to pre-disturbance levels of ecological health. The Buckhorn Mountain Mine riparian habitat restoration project has been a multi-year endeavor with a variety of restoration techniques implemented by Kinross Gold/Crown Resources Corporation. INTRODUCTION The Buckhorn Mountain Mine procured mitigation lands during the permitting process to be set aside for long-term restoration. A portion of this mitigation land included three aquatic habitat mitigation parcels; a spring and wetland complex and two stream and riparian corridors. These properties were historically used for agriculture purposes and livestock grazing. During initial permitting, habitat monitoring and mitigation plans were created to help guide restoration, and provide measures for success. Various techniques and adaptations have been implemented on the properties since 2007, and continued efforts are being implemented annually to ensure the long-term success of the project. Field measurements are collected annually to ensure mitigation objectives are being met, and provide opportunity to modify restoration efforts when necessary. MATERIALS/METHODS Restoration efforts have included implementation of several methods including livestock exclusion, treatment of state and locally listed noxious weed species, installation of regionally sourced riparian plant species and local stock willow cuttings. Annual mechanical and herbicide treatments for noxious weeds have been conducted annually. Efforts to control reed canarygrass (Phalaris arundinacea) have been implemented since 2013; methods include mechanical and herbicide treatments. A combination of methods has been employed to help aid restoration of native species within the riparian corridor, and increase survival of planted species, including weed matting and browse barriers to aid riparian planting success. Instream planting of local stock willow have also been employed to increase stream vegetative cover and provide long-term bank stabilization. Most recently, a perched culvert near one of the properties has been replaced with an aquatic life passable culvert designed to aid in the upstream migration of fish species into the stream system. Efforts to provide increased fisheries into upstream portions of the system and aid in restoration of stream bed and bank have been employed to increase the ecological value downstream of the replacement. In addition to efforts completed by the client to provide restoration efforts, a local non-profit organization, in conjunction with the client, installed beaver dam analogues (BDAs) in the fall of 2014. These structures are intended to raise water levels along stretches of incised channel in an attempt to flood historic off-channel floodplain"

Statistical Process Control (SPC) is a cooperative arrangement between a component or raw materials supplier and a manufacturing customer. The supplier must analyze his own manufacturing process and determine, predict, and control those variable elements in the circuit which affect finished product characteristics according to the customer's specifications. The results include: control of fluctuations in product characteristics to a narrow range, close communication between supplier and customer, and an increased responsibility for quality control placed on the supplier. In the mining and. processing of airfloated kaolin some unique problems arise with the SPC concept: 1) The SPC system was designed for manufacturing facilities that did not have to deal with natural variations in their raw material; 2) The airfloat process is relatively simple and offers limited opportunity to change processing steps or "fine tune" a circuit for special product needs; 3) Determining adequate sampling frequency for a plant which processes hundreds to thousands of tons per day is statistically difficult; and, 4) Due to the variety of customer industries served, different SPC programs must be set up to deal with widely varying specifications. For airfloated kaolin, SPC is "in line" process control, not after the fact "quality" control. The emphasis must be on statistically valid sampling of the kaolin ore and complete monitoring of its path through the beneficiation circuit.

The continuous flow, horizontal drum blender has dynamic properties which may be described by the same type of equations which often arise in electrical filter analysis. Furthermore, the equations may be readily solved by the same techniques used in electrical control analysis. For this reason the blender model developed is termed an "Electric Analog", although strictly speaking it is a mathematical model. Presentation of the dynamic performance of the blender as an electrical (or mathematical) model is desirable for several reasons. The model can be of assistance in correlating performance data with equipment design parameters. The model 'can be used with other process equipment models for simulation of an entire plant operation or in stability studies. In addition, the model may be useful in providing insight into the actual blending mechanism, or it may suggest a similar method of analysis for other closely allied equipment.

INTRODUCTION The need for Government-sponsored research and development to increase excavation rates and lower costs for tunneling and mining operations in a variety of rock types has been emphasized in a wide range of publications from advisory panels, symposiums on rapid excavation, and individuals. In response to the predicted demands for mining and construction-oriented underground excavations for the next two decades (1970-1989), a comprehensive 10-year, $200-million research program in rapid excavation was proposed by the National Academy of Sciences in 1968 (1). Although the large program recommended by the Academy has not been funded, substantial Government-sponsored research in rapid excavation has been conducted during the past several years. This paper reviews some of the significant research accomplishments obtained under a three-year, $6.6-million research program in rock mechanics and rapid excavation sponsored by the Defense Department's Advanced Research Projects Agency (ARPA) and managed by the Bureau of Mines. In addition to the rock mechanics research, five major phases of excavation; systems analysis, geologic prediction, rock disintegration, ground support, and materials handling were represented by the projects funded under the ARPA program. Mining companies are increasingly approaching the social aspect of sustainable development within the rural communities that neighbour their projects and operations. Rural community engagement requires significant effort and resources, and it can be extremely challenging for mining companies to earn and sustain social capital. The focus on rural, proximal community engagement is not to be understated and has led to significant benefits in many communities. However, opposition to mining projects is often exhibited in urban environments, where there may be potential for mining companies to gain social capital with relative ease. Cities tend to have existing frameworks for community engagement and public activation, such as annual parades and festivals, that make it easy for a mining company to provide financial support or value-in-kind. Local organizations and community groups can achieve the same amount of engagement in an urban environment with significantly less effort required from the mining company. By applying simple marketing principles to community engagement strategies, corporations can increase awareness for their business and encourage city residents to think critically about the origin of resources. Unlike many corporations, mining companies are not marketing or selling products to individual consumers. From this arises the opportunity for a company to use marketing to promote other positive initiatives and, as such, connect their brand with positive messaging thus earning social capital. This may lead to a wide variety of secondary impacts including benefits to recruitment efforts, increased political support, and positive media coverage. This paper explores these matters with special reference to Vancouver, BC, Canada and the mining companies Teck and Goldcorp.

Western bituminous coal can be processed to low sulfur liquid fuels by fast reactions. A process (LEFCO) under development at the University of Utah uses coal and catalyst under hydrogen pressure to convert 60 to 70 percent of the coal matter to fuel liquids and gases. Coals have been processed in small diameter (less than 1/2 inch) tubes and at reaction residence times of less than 10 seconds. Effects of process variables on the yield and quality of products have been studied. General features of the process and the properties and characteristics of the products produced are presented. Special features of the process that distinguish it from other liquefaction processes under development are also discussed.

The objective of this paper is the development of a reliable simulation model for the operation and production capacity of an aggregates quarry. Based on this model, a computer program is introduced that provides the final production outputs according to the defined material gradation and machinery characteristics. The program takes into consideration all operational parameters that may be introduced by the user through the whole machinery network. As a result, all production parameters are properly updated. The structured simulation program can help detect production inefficiencies that result from design ineffectiveness. Additionally, the program can be used for the generation of alternative scenarios for future modifications of a plant's configuration. Finally, a designer can use it as a tool for obtaining optimum solutions concerning newly designed quarries. As a case study, a quarry operating at Heraklion, Crete, was examined. The application of the program to the plant produced a complete image of the quarry's input/output characteristics, along with some suggestions for improvements on certain production processes.

The criteria for evaluating equipment operator performance were identified as the changes in reaction time, the changes in physiological responses, and the changes in subjective reporting of stress. Data were collected while the Subjects operated a front-end loader simulator. This report out-lines the components and the tasks generated by the simulator. It explains the simple and basic assumptions underlying the design of the simulator and the methods of data collection. Improvements that can facilitate the collection of data, including the connection of the simulator to a portable personal computer for on site use are discussed. Statistical analysis of data showed significant deterioration in performance. The report concludes that operator performance can be measured and improved. This report shows that the operator tasks can be simulated by means of simple simulators, the complexity of which is determined by the availability of funds and the area of interest of the investigator.

Rod Mill Grinding is an important and fundamental step of the concentrating process in Marcona Mining Company's plants at San Nicolas Bay, Peru. This Paper summarizes experience in regard to consumption and specifications of grinding rods based on twelve years operation of the grinding circuits. Marcona operates a Plant complex producing 10 million tons per year of beneficiated iron ore products including pellets, sinter feed concentrates, high grade concentrates as slurry and filter cake. Processing capacity is 15 million tons per crude ore per year of which 13 million are around in rod mills. A continuous testing program was carried out over the years. Initial studies of daily production operations gave indications of poor grinding rates in relation to mill size and power consumption, with a high rate of broken liners and rods. The broken nieces of rod were not automatically expelled and further interfered with grinding efficiency, while replacement of liners caused unwarranted do n tire. Objectives were to improve all phases of the Process by studying the effects of changes in rod diameter, length, alloy constituents, and volume and weight of rod charge.

Since the promulgation of the Mine Safety and Heath Administration?s (MSHA?s) Final Rule on mine seals (30 CFR § 75.335(b)), which became effective on October 20, 2008, many seal designs have been approved by MSHA and constructed by the mining industry. Since the effective date of the Final Rule, several issues on the design, construction, and/or inspection of seals have been brought to the attention of MSHA. Several such issues discussed in this paper include; the directional, design-load criteria required by MSHA for 50-psi seals, 120-psi seals, and greater-than-120-psi seals; the presence of fireclay in the surrounding strata where a mine seal is to be built; the measurement of convergence of the mine opening in which a seal has been constructed; where gob-isolation seals can be used; and the importance of periodic inspection of seals.

The term "refractory gold ores" refers to a wide number of ore types which are not readily amenable to direct cyanidation. A number of processes have been used commercially, and a number of others have been proposed and in many cases pilot tested. The selection of the appropriate process for an ore should not be arbitrary. Ore grade may preclude some processes, but a good understanding of the ore mineralogy can guide the selection. Many present gold operations and many potential gold operations have faced or are facing problems with refractory gold mineralization. We at Hazen Research have had the opportunity to perform bench testwork and in some cases, pilot plant testing on a number of refractory ores. The data included in this paper are excerpted from the testing of fifteen ores which cover a wide range of mineralogical compositions. This paper is not intended to be a treatise on the processing of refractory gold ores. In many of these gold projects, not all of the standard process alternatives were evaluated, nor was adequate mineralogical work performed. Such is the dilemma of contract research. "If I believe that I don't need it, why should I pay to have it done." The intent of this presentation, therefore, is to show how different ores respond to the various processes, and to demonstrate that one must have an open mind when developing a process for a specific refractory gold ore.

Calcium carbonate (CaCO3) is one of the most ubiquitous and versatile minerals found in the earth's crust. Its availability, attractive physical properties and relatively low processing cost make CaCO3 the most widely used filler material today. It is mined in three different forms - chalk, limestone and marble. Each physical form of CaCO3 has different qualities due to differences in postdepositional geology. But the chemical composition remains the same, with CaCO3 an inert component of the finished product. In the past, the paper industry largely left CaCO3 by the wayside, as it cannot withstand the acid-based papermaking process. But conversion to an alkaline system by many US mills changed this picture. Carbonate suppliers have put time and effort into research and development, demolishing barriers and creating new possibilities for what is a simple, natural product. By controlling particle size, size distribution and particle charge, the industry uses ground calcium carbonate (GCC) as a performance enhancer and as an extender for more expensive ingredients. It is estimated that the United States uses 3.6 to 4.1 Mt/a (4 to 4.5 million stpy) of CaCO3. Consolidations and mergers are taking place in the industry. Of the 12 major GCC producers in operation nine years ago, seven are left. Mineral Technology (US) is the dominant precipitated calcium carbonate (PCC) producer with more than 50 satellite plants worldwide. Other producers include Georgia Marble (French); Franklin Industries (US); OMYA (Swiss); J.M. Huber (US); ECC (English); and Filler Products (US). Global Stone PenRoc (Canada) is the only newcomer. In addition to this group, there are three small producers left in North America, each with a capacity of less than 100 kt/ a (.110,000 stpy). The trade organization operating as the Pulverized Limestone Division of the National Stone Association renamed itself the Pulverized Mineral Division, to increase its membership pool. The US paper industry is a predominant GCC con¬sumer, using approximately 800 kt/a (882,000 stpy) at an approximate cost of $130/t ($1.43/st). European paper mills pioneered alkaline papermaking. In the early 1960s, they began using GCC as filler and soon thereafter added GCC to their coating formulations. A decade later, the North American paper industry followed suit. The conversion from acid to alkaline paper production benefits the economic and performance aspects of the industry. Less pulp is needed, paper machine maintenance and effluent treatment costs are reduced, and sheet strength, opacity and brightness are increased. Perhaps most important to the reader, the sheet is desensitized to ultraviolet light, extending the paper's archival ability. CaCO3 can provide the papermaker with additional control of his paper. For example, PCC has long supplied the tobacco industry with a means to slow down the burning rate of cigarettes. Due to enhanced performance with regard to bulk and opacity, filler PCC use has risen to 1,500 kt/a (1,650 stpy) in the United States, at an approximate price of $130/t ($143/st). The majority is produced onsite at the paper mill, using "satellite plants." This concept reduces freight cost because only quicklime (CaO) is shipped to the mill, not CaCO3 slurry. The future of CaCO3 is encouraging. The amount of natural ground CaCO3 used is expected to double by the year 2005 to approximately 8 Mt (8.8 million st) worldwide. Acid papermaking practices will feel an increasing pressure to convert to an alkaline process as larger volumes of GCC containing paper enter the recycling market. CaCO3 reserves are plentiful. They will supply the ever growing demand for increasingly sophisticated paper. The plastics industry is supplied with almost 900 kt/ a (990,000 stpy) GCC at an annual growth rate of 4% to 5%. The price of a functional, inorganic filler, surface modified for the plastics industry, has an average selling price of $220/t ($243/st). GCC represents the most common filler, creating a product with higher gloss, better dielectric properties, impact resistance, weatherability and shrinkage control. CaCO3-filled plastics surround us - auto hubcaps and dashboards, shower enclosures, floor tiles, wire coatings, microwave dishes and Tupperware. The caulking and sealant industry is an enormous GCC user, with annual consumption requiring 1.13 Mt (1.2 million st) at about $44/t ($48.50/ st). Caulking and sealant may be highly filled with GCC yet undergo no adverse flow effects, with a narrow particle-size-distribution filler decreasing the binder demand. The CaCO3 industry, as well as the carpet industry, are more or less tied to the growth rates of the construction industry. It is estimated that the carpet industry uses some 680 kt/a (750,000 stpy) of GCC at about $25/t ($27.50/st). The paint industry uses approximately 300 kt/a (331,000 stpy) at a 1 % to 1.5% annual growth rate. Here, too, GCC is the dominant filler. It is used to enhance flow characteristics and color uniformity. It also extends costly titanium dioxide, creates sheen and controls roughness, hardness and tack. More CaCO3 should be used in the future as industry shifts from solvent-free or water-based formulations that can accommodate higher GCC volumes. CaCO3 is not imported or exported in any great quantity. Most areas have reserves of their own and the selling price is relatively low. Even so, quality varies from deposit to deposit. As our needs become morespecific, it remains a challenge to provide varying industries with a fitting product.

Water ice pillars far underground mine roof support can be frozen and/or maintained and/or melted on demand. The system to do this consists of a refrigeration brine chiller, brine circulation system and disposable plastic containers. Fusion expansion, resilience to dynamic loads, plastic deformation under stress, and non-contamination of coal or ore are unique properties of ice. Lower labor and material costs are economic advantages of ice far mine structural support. Ice brattices can become ice pillars on retreat. For safety, ice pillars can be placed (by remote control, if necessary) in hazardous sites without human entry.

An Overall View of the Japanese Ferroalloys Industry 1) Depressed Demand for Ferroalloys: In Japan consumption of ferroalloys in the last ten years has decreased, although there has been some fluctuation from year to year. During this term production figures of the steel industry, which are closely related to consumption of ferroalloys, are as follows: Shipment of steel products for the domestic market has declined gradually from 69 million tons in 1979, which was the peak year for steel production, to 60.3 million tons in 1982 and 60.4 million tons in 1983, the level of 1978. In addition, exports also have been a downward trend since 1976, which was the peak year with tonnage of 34 million tons, to 28 million tons in 1982 and 31 million tons in 1983.

At Gold Fields' Chimney Creek Mine, gold ore deliveries to the milling and leaching circuits will come from three separate pits. The challenges in mine scheduling are to combine tonnage flows from these distinct ore bodies to produce a minimum of 4.665 kilogram (150,000 ounces) per year while maintaining a stable workforce and constant mine equipment requirements. A secondary goal is to have the end of milling operations coincide with the completion of leaching of the oxide ore reserves. This paper discusses the techniques used to prepare the long range plan and some of the considerations and practices that will be required for the plan's accomplishment.

The base of the stone quarry still stands today, as imposing as any Mavan temple or Egyptian pyramid. For 80 years it has been a reminder to those who must sweat to earn a wage. There are no plaques to indicate its impressive history. Rather, it stands as a towering monument to the masons and stone cutters who built it-a testimony in stone to that most demanding and back-breaking of industries. Take your imagination back to the limestone quarries at Split Rock, near Syracuse, NY. The sound of an occasional steam drill and the mighty roar of a dynamite explosion herald progress. The ring and crash of a hundred sledge hammers are music in the calloused hands of the quarry men. It is a symphony of man against nature. Hundreds of sweat-soaked men break up the blue Onondaga limestone for the "sodi ash," the popular name for the quarry owner, the Solvay Process Co. Nearby, expert stone masons fit mammoth 454-kg (1,000-1b) blocks of cut stone into place, building the foundation for what may have been, back in 1902, the world's largest stone crusher. Consider for a moment, a modern stone quarry. The business is now essentially one of machine against nature. The shovels, drills, conveyors, and locomotives help make the quarry of today a profitable venture. Now consider the quarry of the early 20th Century. Anyway you look at it, a tougher, more demanding life would be difficult to imagine-12 hours a day, all kinds of weather, breaking up tons of rock that had been drilled, blasted, or pounded from the bowels of an uncooperative earth. Before proceeding, it might be prudent to briefly describe the history of the Split Rock quarries. Before the purchase of the quarry lands by the fledgling Solvay Process Co. in 1889, the quarries already had a reputation literally chiseled in stone. Most of the municipal buildings in Syracuse were made of it, as well as over half of the Erie Canal, including the engineering marvel of the time, the Montezuma Aqueduct. The adsorption of O-isopropyl-N-ethylthionocarbamate (IPETC) and O-isobutyl-N-ethoxycarbonylthionocarbamate (IBECTC) on chalcocite, chalcopyrite and pyrite has been studied using UV and in-situ FTIR~ATR spectroscopy. Thionocarbamates were found -to adsorb strongly on chalcocite at pH 4-10, but consider-ably less on chalcopyrite and pyrite. The FTIR spectra show that the surface species of thiono-carbamates are bonded to metal atoms on the mineral surfaces. However, at high concentrations, IBECTC also forms physically-adsorbed species. Adsorption of these thionocarbamates cannot remove or prevent the formation of sulfoxy oxidation products on pyrite, unlike the case with the xanthate-pyrite system. This finding may account for the observed flotation selectivity of these reagents against pyrite. The spectroscopic information is compared with flotation test results.

Early Models In 1906, Daniel Jackling demonstrated that relatively low-grade disseminated copper deposits could be mined profitably using mass mining technology. The ensuing years saw a gradual increase in activity aimed at defining ore targets for large reserves of disseminated supergene enriched copper ores. Prominent organizations, such as Calumet and Hecla, Phelps Dodge, and Asarco, established teams of geologists. They focused on interpreting oxidized and leached outcrops over supergene chalcocite ore bodies. Techniques to evaluate oxidized cappings and predict the presence of underlying supergene chalcocite enrichment ores were developed and put to practical use by the late 1920s and early 1930s (Locke, 1926; Blanchard 1939, 1968). Oxidized capping evaluation centered on recognizing oxidation products derived from the various sulfide minerals found in disseminated deposits. Chalcopyrite, for example, oxidizes to a characteristic reddish pitch limonite that exhibits characteristic boxworks. Chalcocite is recognized by earthy, powdery, indigenous, hematite-rich limonite. Pyrite weathers to characteristic cavities and yellowish jarositic limonites. Evaluation of cappings is a systematic effort of noting and estimating the preoxidation sulfide mineral content and copper grade in an oxidized outcrop using mineral composition and morphology of oxidation products. Several complications were noted early in this technology's development. For example, the associated pyrite content of protore greatly influences mobility of copper and iron during oxidation. High-pyrite disseminated sulfide assemblages, upon oxidation, mobilize iron as well as copper. This results in oxidized rock with many leached cavities, poorly developed boxworks, and poorly developed indigenous limonites. This effect was noted and used in a general way to identify possible development of supergene chalcocite. Indeed, strongly leached outcrops could be present over enriched ore. A second complication is the manner in which associated gangue minerals influence the products of sulfide oxidation. Reactive gangue minerals, such as carbonates, neutralize acids formed by sulfide oxidation. Thus, copper cannot be moved from oxidized outcrops. Relatively nonreactive gangue, such as quartz-sericite-altered schist or porphyry, neutralizes supergene acid very slowly. This allows copper to move out of the oxidized outcrop. Recognizing these features was closely allied to an early understanding of the processes involved in oxidation supergene enrichment of disseminated ores. Field observations and mineralogic mapping of oxidized cappings were important in discovering many important porphyry copper ore bodies during the 1920s. These include Silver Bell, Miami-Inspiration, and Morenci in Arizona; Tyrone, NM; and Ely, NV. Capping interpretation like-wise led to discoveries at Mineral Park and Esperanza in Arizona during the exploration surge that accompanied high copper prices in the 1950s. In the 1960s, Kennecott research geologists refined and quantified some aspects of oxide capping appraisal (Anderson, 1982). The ratio of jarosite plus hematite to the total limonite assemblage was shown to be proportional to amount of copper leached from the oxidized outcrop. Thus, if the limonite assemblege in an oxidized capping consists of 40% goethite, 20% jarosite, and 40% hematite, 60% of the original copper is leached. The amount of copper remaining in the capping, together with the limonite mineralogy, can then be used to estimate original copper grade in the outcrop, amount of leaching, and chalcocite enrichment grade (in feet/% copper) in the underlying supergene chalcocite zone (Anderson, 1982). Evaluation of oxidized cappings and prediction of chalcocite blanket ore targets were successfully used in the western US and South America through the 1950s. Discovery of new porphyry copper provinces in other regions during the 1950s and 1960s, however, underscored some limitations of capping evaluation technology. Porphyry copper systems in Australia generally oxidize and weather to hematitic cappings. Presumably, the semiarid monsoon environment and the long time that the sulfide systems have been exposed to oxidation on that continent lead to development of relatively stable hematite. It is now recognized that jarosite and goethite persist metastably in the limonite assemblage in all areas once sulfide oxidation is complete and acid generation ceases (Brown, 1971). The assemblage eventually converts to hematite. But, climatic conditions in arid southwest US allows metastable limonites to persist for a long time, thus providing information on former sulfide assemblages. President Reagan may be "a nice guy," but he is "misinformed, misdirected, and misadvised," when the subject is the state of the US copper industry, according to Sen. Dennis DeConcini (D-AZ). DeConcini took the opportunity as keynote speaker at the Arizona Conference AIME in Tucson to fire a few salvos at the Reagan Administration's industrial policies. "American copper used to stand above the rest of the world," he said. Now 21,000 copper workers, about half of the total, are out of work due to less expensive foreign imports. "Those 21,000 are real people, not statistics," he said. US production has been cut to one-third of its capacity, he said. And the Administration shows no signs of changing its position to favor US copper protection. "Third world copper towns are booming," he continued, "while ours are dying." Regardless of profits and despite oversupply, Chile continues to produce, he said. And, while US mines continue to close, "the International Monetary Fund (IMF) is handing more than $1 billion to six copper producing countries." President Reagan wanted $8.6 billion from the IMF. "I'm damn mad about it," DeConcini said. "For the life of me, I can't understand how this Administration can stand by while this industry is brought to its knees." Last year, the International Trade Commission ruled that imports were injuring domestic copper and recommended relief. The President, DeConcini said, vetoed those recommendations. DeConcini softened his tough talk a bit saying the President's image makes it difficult for people to not like him or stand up to him. "How can anyone stand up to President Reagan?" he asked. "He's such a nice guy. But it's time someone did. He's just misinformed, misdirected, and misadvised. We must take real action and we must have a president who understands this." DeConcini said he has introduced legislation aimed at helping domestic copper. It would limit copper imports to 385 kt/a (425,000 stpy). Imports now stand at about 635 kt/a (700,000 stpy). The bill would also impose a $0.33/kg ($0.15-per lb) duty on foreign copper. DeConcini called the duty a sort of "environmental equalizer" because that is the amount domestic producers must spend on pollution control devices. Foreign competitors do not have such controls, he said. "I face people who are damn mad that this country is being pushed around," he concluded. "It's time we stand up and say we can be competitive. If they (foreign countries) put an import duty on our stuff, we will do the same. It's time this country stopped being the nice guy." As if to underscore domestic copper's desperate situation described by the Senator, Duval Corp. announced about the same time as the meeting that it has nearly closed its eastside office in Tucson. Staff has been reduced from 120 to four. Spokesman Dean Lynch said the four will consist of President A. Everett Smith, a secretary, a person in environmental affairs, and another in purchasing. Duval is also selling an office and a laboratory in Tucson. Pennzoil Co., Duval's parent, has been trying to sell the company for more than a year. It began dismantling Duval in November 1984. Wilson made his remarks in December at the opening luncheon of the 91st Annual Convention of the Northwest Mining, Association in Spokane, WA. At a later press conference, Wilson said one of the mining industry's main problems is that its presence in Washington has been reduced in the past few years. Part of this can be seen by events within the American Mining Congress (AMC), he said.
