The federal standard for limiting exposures to miners from radon daughters was reduced from 12 working level months (WLM) per year to 4 WLM per year in 1971. However, even at that time some researchers were concerned that the new limit would eventually be shown to result in an excess risk for lung cancer mortality in miners. The National Institute for Occupational Safety and Health (NIOSH) is now engaged in a comprehensive review of this topic. As the lead agency in this project, NIOSH has developed a work plan and established a work group to implement this plan. The procedure and specific considerations are outlined in the work plan for developing a comprehensive ionizing radiation standard recommendation for all miners, underground and surface. Such a recommendation will not only include estimates of health risks at various levels of exposure, but also appropriate recommendations for medical monitoring, sampling and analytical methods, sampling strategies, posting, engineering controls, personal protective equipment and recordkeeping. The work group has twenty-four members. Eleven members are NIOSH personnel representing six divisions of the Institute. The remaining thirteen members represent other federal agencies, specifically the Bureau of Mines of the Department of the Interior, the Mine Safety and Health Administration and the Occupational Safety and Health Administration of the Department of Labor, the Office of Radiation Protection of the Environmental Protection Agency, and the Bureau of Radiological Health of the Food and Drug Administration, Department of Health and Human Services. Several factors contributed to the decision to initiate this project. First, the efficacy of the current standard was considered. An initial study group was formed in the spring of 1980 by NIOSH to identify and evaluate articles that contained information on lung cancer mortality risks at and below the present permissible exposure limit. The conclusion drawn from their evaluation was that a two-fold excess risk of lung cancer mortality at and below 120 cumulative working level months (CWLM) of exposure to radon daughters is evident. This composite indication from selected studies was of sufficient magnitude to justify further evaluation. The study group, however, recognized that other studies and information must also be considered in a quantitative risk assessment which would form the basis for recommending an acceptable and feasible permissible exposure limit. A second factor in the decision to pursue further evaluation was the gaps in the current standard that had previously been identified by the Mine Safety and Health Administration (MSHA). These included lack of medical monitoring of underground miners and absence of regulations for surface miners. The seriousness of the health hazard relative to other hazards in mining was also considered. Along with exposures to silica and asbestos fibers, radiation was judged to be one of the major health hazards in mining, These combined factors constituted the justification to develop criteria and recommendations for improved mandatory health standards. The development process begins with a survey and review of the available world-wide information on the topic, including data and information developed by NIOSH. The end product of this review is to be a document that will contain an evaluation of the collected information and support for any recommendations that are made. To develop this document, the present work group has been divided into five task groups with the following emphases: Health Effects, Medical Aspects, Monitoring, Environmental Exposures, and Engineering Controls and Work Practices. The Health Effects task group is to evaluate the evidence from epidemiologic and animal studies of adverse health effects associated with all forms of ionizing radiation encountered in mining and milling operations. The "weight-of-evidence" of the results of all relevant and useful studies will be summarized, with the reasons for emphasizing the cited studies. The critical cells or tissues and the factors that should be considered in estimating the dose to these areas from various types of radiation will be identified. An evaluation will be made of the possible impacts of smoking and exposure to diesel exhaust on the determination of health effects related to radiation. The implications of biologically redundant dose in terms of the time between tumor initiation and death will also be analyzed. The Medical Aspects task group is to review the generally-accepted and the state-of-the-art medical technology for the detection of adverse health effects from ionizing radiation exposure. An evaluation will be made of the accuracy of urine and fecal analysis, wholebody counting, chromosome analysis and nose blows, as well as their usefulness for early detection of adverse health effects. Early detection is of little utility to the affected individual unless subsequent medical care can improve the prognosis. Recommendations for screening tests will be made after carefully considering the accuracy of the diagnostic procedures and the usefulness of early detection. Required recordkeeping and transfer rights will also be addressed. The Monitoring task group is to consider the state-of-the-art technology for the monitoring of occupational radiation exposures. Instrumentation, sampling strategies and analytical procedures will be reviewed for both personal and area sampling. The implications of the associated levels of confidence for non-compliance decisions will be evaluated. The discussion will also include an evaluation of the feasibility of replacing present monitoring systems with recent technology and the impact that a possible lower permissible exposure limit would have on monitoring requirements. The Environmental Exposure task group is to investigate the field procedures and mathematical methodologies which have been used to quantitate exposure levels to the various kinds of ionizing radiation. The magnitude and direction of the possible biases in past exposure assessments will be estimated. Specific attention will be given to the controversies concerning the quantification of the biological dose equivalent and the feasibility of recommending standards for mixed radiation exposures which use "rem" as the unit of measurement. INTRODUCTION The decontamination of a uranium mill site is principally an earth moving task. The task can be completed effectively and efficiently by selecting the proper earth moving equipment and using that equipment within its particular constraints for decontamination work. A considerable backlog of experience concerning earth moving equipment selection and use was acquired during the decontamination work conducted at the former Shiprock, New Mexico, uranium mill site. This experience was acquired by trial and error while decontaminating over a wide range of depths and different types of terrain. Many different types of excavation equipment were available to the Shiprock decontamination project because the Navajo Engineering and Construction Authority (NECA) heavy equipment operator's school was doing the decontamination work and a variety of equipment was needed for training. The equipment is described and its general use for decontamination is discussed. Its on-the-job use for decontaminating the Shiprock millsite is presented. [EARTH MOVING/ANCILLARY EQUIPMENT DESCRIPTION AND DECONTAMINATION CONSTRAINTS] Tractor-Scrapers The most commonly used scraper is the bottom-dump type because it is highly mobile and can dig, carry, and spread loads. In this type a tractor is connected with a yoke to a scraper bowl (Figure 1). The bowl is essentially a rigid box that pivots around the rear axle, opening to the front. A hardened steel knife, or bit, is attached to the leading edge of the bowl. When scraping, the bit penetrates and forces the earth overlying the bit edge into the scraper bowl as the scraper moves forward. When the bowl is full, it is closed by lowering a closure or apron against the cutting bit. The load is dumped while moving, by raising the apron and forcing the load from the bowl with a crowd, or ejector. The height of the dumped load is controlled by adjusting the bit height when dumping. Scrapers of this type generally do not have enough power to scrape up loads unassisted. Loading assistance is generally provided by a crawler tractor that pushes from the rear against the scraper's push block. Some scrapers are made self-loading by adding an additional engine for the extra power needed for the load pick up. Another commonly used self-loading scraper uses a loading elevator (Figure 2). The elevator consists of two roller chains carrying crossbars. The elevator is rotated when scraping and the crossbars cut the earth above or in front of the bowl bit, forcing the load into the scraper bowl. No apron is used on elevating scrapers. The load is dumped by partially retracting the bowl floor and pushing with an ejector. Scrapers have some undesirable characteristics when used for decontamination work. Introduction The Summitville Mine located in southwestern Colorado is an example of the potential impact that natural weathering and mining activities can have on environmental quality. Acid rock drainage and metals leaching from active and historic mine districts are a major environmental problem facing the mining industry today. Sulfide ore exposed naturally or during mining operations has the potential to produce leachates that contain high concentrations of dissolved metals. These leachates can affect the quality of plant and animal health in surface water used for agriculture, recreation and human consumption. Pintail Systems has developed biological processes for detoxification of cyanide in heap-leached spent ore and process solutions. During application of spent ore cyanide bio-detox processes we have also observed a substantial reduction in many of the leachable metals in biotreatment solutions. These field observations of soluble metal reduction led us to propose that metal bio-mineralization should be a secondary treatment goal of spent ore detox in Focused Feasibility Studies (FFS) for the Summitville Mine. In the FFS (described in a companion paper) for Summitville, spent ore from the heap leach pile (HLP) was loaded into PVC test columns (six inch X ten foot) and was leached with bacteria/nutrient solutions. Two treatment designs were studied: a standard percolation leach (aerobic) and a saturated leach design where the ore was saturated with the heap leach solution to which bacteria and nutrients were applied in a continuous biotreat leach. The bacteria for all column treatment tests were isolated from the spent ore at depth through the Heap Leach Pile (HLP) in the saturated and unsaturated zones. Bacteria isolated from the heap material were tested for cyanide oxidation capacity and were submitted to a bioaugmentation program to improve reaction kinetics and metals tolerance. The final treatment population consisted of several distinct species including aerobic heterotrophs, facultative anaerobes and sulfate-reducing bacteria. The remineralization of soluble metals was observed through a decrease in copper in column leachate solutions and the formation of observable mineral products on ore surfaces in the columns. Several of the tests were run in clear PVC columns to facilitate observation of mineral formation. The column ore contents were photographed before, during and after the biotreatment process which ranged from 10 to 20 days for each test column. Ores were collected from each column after the treatment was complete and were submitted for SEM and TEM study at two laboratories - the USGS SEM Laboratory in Denver, Colorado and the City College of New York SEM laboratory. Treatment Process Description Numerous species of bacteria, fungi and yeasts are capable of accumulating many times their weight in soluble metals. Both living and dead biomass are effective in removing soluble metals from waste streams containing gold, silver, chromium, cadmium, copper, lead, zinc, cobalt and others. Soluble metals may also be immobilized in soils by natural or engineered biomineralization reactions. Several commercial processes using biological reactions are being applied on an industrial scale for metal remediation. Bacteria found in natural and extreme environments have developed a wide variety of metabolic functions to adapt to these environments. These natural microbial functions contribute to global mineral cycling that continuously forms, transforms and degrades minerals and metals in the environment. Biomineralization is described as a surface process associated with microorganism cell walls where the remineralization occurs. The biogeochemical activities initiated by microorganisms in ores, soils, surface and groundwater environments can dominate the formation and transformation of those mineral environments.

The study of flotation kinetics was first reported by Garcia-Zuniga1 in 1935. Since then, literature on the subject has grown with the time. 2-19 Although there is an abundance of flotation kinet¬ics models available in the literature to describe flo¬tation systems, they are mostly of academic interest and are seldom applicable for use in the industrial environment. Several reasons contribute to the wide gap in the industrial -application of the academic models. These include: 1) the lack of generality in the model, e.g., the model is limited to certain size ranges; 14 2) the academic models involve complicated mathematics; 5,6,10,11 3) confusion about the order of the flo¬tation rate, e.g., several authors proposed a first order rate model, 1,15,16 whereas the others propagated a second order rate model: 2,17,18,194) the use of an unrealistic rigid value, such as the use of a maximum recovery of 100%, 5,8,19 which is unrealistic in industrial operations; and 5) the use of graphs that confuse the reader rather than interpret information. 2,3,10 This paper intends to introduce a simple and easy to understand empirical flotation kinetics model along with a way of presenting the model in an informative graphical form, which should stimulate the interest of other practical engineers to become concerned with practical application within the mineral industry.

At this 5th U.S. Mine Ventilation Symposium I would like to focus your attention on safety and the contribution of the ventilation engineer over the past 50 years. This conference affords us the opportunity to express, to listen, and to learn. As ventilation engineers it is indeed an exciting time--a time that not only stimulates our imagination but also pin points our aims in our quest to obtain zero fatalities by the year 2000, the goal expressed by William J. Tattersall, Assistant Secretary of Labor, Mine Safety and Health Administration. In the past, coal mine ventilation has often been unfortunately synonymous with explosions and resulting fires. Those not familiar with us do not recognize the painful evolution of the coal mining industry and particularly the evolution of mine ventilation. To put my presentation into perspective, I recently reviewed a U.S. Bureau of Mines Bulletin No. 586 - "Historical Summary of Coal-Mine Explosions in the United States 1810 - 1958 prepared by H. B. Humphrey Mining Health and Safety Engineer. This bulletin was published in 1960. Mr. Humphrey stated "In 1946, factors contributing to the explosions occurring from 1941 to 1945 were: (1) The rapid increase in the use of electrical equipment at face regions where gas and dust are most likely to be found; (2) the increased demand for coal with the desire to obtain maximum tonnage per machine at minimum cost, which in many mines has resulted in neglect of even rudimentary precautionary measures; (3) multiple-shift operation without provision of time for adequate maintenance of equipment, effective rock dusting, and testing for gas; (4) decrease in supervision owing to demands on supervisors for maximum tonnage and loss of competent supervisors to other employment; (5) lack of effective supervision, owing to numerous new conditions, some of them war-connected; (6) inability to obtain adequate equipment repair and replacement parts; (7) shortage of labor and inadequate training of coal-mine workers; and (8) failure of both miners and mining officials to show regard for safety in changing from hand-loading to mechanized methods". Most of the eight factors listed by Mr. Humphrey continue to affect our work lives as mining engineers. The increased demand for coal with the desire to obtain maximum tonnage per machine at minimum cost has never changed. The local and regionalized coal industry of the 40's is today competing against the world coal market. Our mines work or shut down based on cost. This has always been the case. During the five year time-frame Mr. Humphrey was documenting, 345 miners were killed in major explosions. A major explosion was one in which five or more miners were killed in a single accident. In addition, 105 more miners were killed in minor explosions for a total of 450. What a wanton waste of life. What fears, anxieties, miseries, and sufferings were created by these accidents. However, we must remember and keep in mind that the coal mining company officials, engineers, and foremen, the governmental agencies- federal, state, and local - were using the technical tools and knowledge available to operate the mines as safely as they could. Obviously mine ventilation engineering technology was woefully inadequate.

Water spray applications are one of the principal means of controlling airborne respirable dust in coal mines. Since many coals are hydrophobic and not easily wetted by water, wetting agents can be added to the spray water in an effort to improve coal wetting and assist with dust capture. In order to study wetting agent effects on coal dust capture, laboratory experiments were conducted with three wetting agents used by the coal industry on -325 mesh sized Pocahontas No. 3 coal dust. Significant differences in coal dust sink times were observed among the three wetting agents at water mixture concentrations of 0.05%, 0.1% and 0.2%. The best wetting agent as identified by the coal dust sink test was only tested at the lowest 0.05% water mixture concentration and was found to have a negligible effect on spray airborne dust capture. Water spray airborne dust capture results for all three wetting agents tested at a 0.2% water mixture concentration showed that all three wetting agents exhibit similar but small improvements in dust capture efficiency as compared with water. These results indicate that the coal dust sink test may not be a good predictor for the capture of airborne dust. Additional research is needed to examine if the coal dust sink test is a better predictor of wetting agent dust suppression effects during cutting, loading, conveying and dumping of coal products by comparison to airborne dust capture from sprays.

Introduction In the design and specification of a ventilation system for an underground mine, it is necessary to make reasonably accurate estimates of the pressure losses in the various airways of the mine. These estimates can be made with little difficulty for open airways with simple geometric cross-sections, such as those cut by continuous miners or tunnel-boring machines. The situation is much different on a longwall face, where the airway's complex geometric cross section and the presence in the airway of obstructing equipment having a variety of shapes make it difficult, if not impossible, to estimate pressure loss using traditional methods of calculation. Head losses in mine entries are calculated using Atkinson's Equation. [22H= KPLQ (English) H= KP 3Q (SO (1) 5.2AA] where H = pressure loss, in. of H2O (Pa); K = friction factor, lbf•min2/ft4 (kg/m3); P = perimeter, ft (m); L = airway length, ft (m); Q = airflow quantity, ft3/min (m3/sec); and A = flow cross-sectional area, ft2 (m2) In this equation, the friction factor, K, is an empirical constant that describes the aerodynamic roughness of the airway. Typically, the K-factor for a given airway is determined by measuring the factors H, P, L, Q and A in Equation (1) and calculating K. Tables of friction factors calculated in this way are found in textbooks and handbooks that deal with mine ventilation analysis. Unfortunately, very few K-factors have been measured on longwall faces, and the accuracies of those that have been measured are entirely site specific, because of the wide variety of equipment found on longwalls. The development of a technique for prediction without mine-site measurements of the friction factor for any longwall face, regardless of its configuration, will thus be very useful in the design of ventilation systems for mines in which longwall mining is practiced. Calculation of pressure losses using Atkinson's Equation (1) and empirically determined K-factors provides accurate and useful approximations in cases where the airways have relatively simple cross sections. However, a careful analysis using the principles of fluid mechanics shows that such calculations are based on two assumptions that are not strictly correct when there are obstructions in the airway. The first assumption is that the air velocity distribution in the cross section, particularly around the perimeter, is uniform. This assumption results from the fact that the tabulated K-factor values found in the literature are based on field measurements with uniform conditions. Such uniformity does not exist in longwall airflows. The second common assumption is that the K-factor, and corresponding head loss, is independent of the Reynolds Number (NR) for a given flow. In fact, this assumption is not strictly correct, and is particularly erroneous in the case of irregular protuberances into the airflow, such as those found on a longwall face. The errors arising from the assumptions may be avoided by using K-factors calculated by a newly devised method, described below, which takes into account the fundamental principles of aerodynamic drag analysis. This new technique has two advantages: first, it is flexible enough to model any longwall, regardless of equipment configuration; second, it employs terminology and equations familiar to those who perform mine ventilation analysis, using K-factors, for which ventilation engineers have an intuitive understanding, rather than drag coefficients. To provide guidance for development of a longwall drag model, data were taken on two modern longwalls operating in substantially different conditions. Pressure measurements at Mine B were made with 200-foot (61-m) sections of 1/8-in. (3-mm) diameter plastic tubing, attached to a Dwyer Magnehelic gauge. Pressure drops were measured in 200-foot increments down the face, and summed to give the drop for the entire face length. This technique was found to produce small, repeated errors because of the number of segments required to span the longwall. At Mine A this problem was avoided by using a single, continuous, plastic tube for the entire face length. The psychrometric properties of the air were measured for both Mines A and B. A calibrated, standard vane-anemometer was used to measure the airflow on both faces. Finally, numerous dimensions were measured on both faces, and face profile drawings were obtained to allow detailed evaluation of the face equipment geometry. From this information, accurate evaluations of the average wetted perimeter and average area of the longwall face airways were made. A road tunnel is planned to be constructed in soft, high overburden ground of around 600 m in Japan by using the center drift advancing method. The dodging effect and early ring closure of the center drift were expected to reduce the displacement and deformation of tunnel and promote safe construction. The measurement result during construction was analyzed and those effects, which the displacement and deformation after the widening excavation decreased and its effect increased as the center drift radius increased, were confirmed by numerical analysis. Also, the effect of the early closure of center drift after widening excavation did not have much effect.

The practice of Countertrade and all of its variations has increased dramatically during the last five years in great part due to the worsening world economic situation and the Third World's increasing debt problems. Conventional wisdom has held that the goods finding their way into countertrade will tend to be manufactured goods of ever increasing value added. It is my contention that this has not been the case. The continued depression of most metals and minerals prices has conspired to keep a great number of metals and raw materials in the forefront of countertrade negotiations. The concept that if a country needs hard currency it will simply sell metals into world markets for cash has been significantly modified by countertrade which encourages subsidies for raw materials which are in turn funded by higher prices for the manufactured goods which the country must import. Countertrade is a term that is relatively new to most of us who have been involved in the international trade of metals and minerals, but it is one that we will continue to hear more of in the future. Countertrade as it is generally known today had its beginnings after the Second World War in Eastern Europe. As the shattered economies of Europe struggled to right themselves, a "cashless" system of trade developed. This system included such ancient concepts as barter as well as more modern ones like bilateral clearing agreements. For over 30 years countertrade was confined mainly to the COMECON nations and their various trade protocols with Third World nations. If metals and minerals were involved, there was little disruption of world markets by such examples as Cuba shipping ferronickel and sugar cane to the U.S.S.R. for a host of manufactured goods and oil. As the world's economy began to slow in the late 70's and the debt crisis began in earnest in the early 801s, this all began to change. As more and more nations which had previously been almost totally dependent upon their mineral wealth over-extended themselves in an attempt to industralize, they concurrently found their income from minerals falling, due to the decreased demand and subsequently lower prices available in the marketplace. At first these nations attempted to balance their payments by promoting the sales of their high value-added manufactured goods. We have all heard numerous examples of U.S. companies going to sell their high technology products in Rumania or Yugoslavia and being confronted with counterpurchase requirements for machine tools, shoes or drill bits. When faced with these demands, a number of companies chose not to sell into those markets while others merrily signed up the obligations without much intent to carry them out. The Performance Bonds required were generally minimal, especially when considered in light of the high margin inherent in high tech items; and the penalty clauses were equally small or nonexistent. A third group of companies actually tried to buy the machine tools or drill bits either for their own internal use or resale but found that due to poor quality and high prices, they were faced with a difficult if not impossible task. This is not to say that no one was able to fulfill a countertrade requirement, but the success ratio on these transactions was incredibly low. This was one of the major contributing factors to the reputation that countertrade has gained as a discipline ... "that it is mostly talk and very little action." This paper focuses on the use of a numerical tool known as the discrete element method (DEM) to study the motion of ball charge in ball mills (14-18 ft). DEM is employed to simulate the motion of individual balls. While doing so, the effect of liner design on the grinding performance of the mill is studied. Two important factors such as the configuration of the liner and the geometry of the lifting surfaces are correlated with the overall mill performance. An attempt is made to show the effectiveness of the lifter bars in transmitting power from the mill shell to the interior of the mill with particular emphasis to large diameter mills.

For many years drilling and blasting has been considered more of an art than a science. This is still true in some respects, but today scientific approaches to drilling and blasting design must be used to plan an efficient operation which achieves desired fragmentation within constraints. These constraints involve minimizing damage to the wall or nearby permanent structures and avoiding undesirable fragmentation and mine dilution which can adversely affect operation costs. The degree of fragmentation by blasting is the most important single factor in any attempt to optimize the overall cost of the mining operations. The mining cycle begins with the drilling and blasting operations, which result in a given blasted rock size distribution. While this operation represents only about 20% of total mining costs, the efficiency and costs of the subsequent operations are strongly dependent on the fragment distribution obtained.

Kaiser Steel Corporation's Eagle Mountain Mine is located in the Colorado Desert, 60 miles east of Indio, California. Concentrates from the mine are shipped by rail 164 miles to the company's steel mill at Fontana, and also to Longbeach, California for export. Temperatures are typical of the lower desert ranging from a high of 120 degrees in the summer to a low of 25 degrees in the winter. The average annual rainfall of about two inches comes mainly as cloud bursts during the summer months. From its inception, the Eagle Mountain Mine has had the problem of breaking its mine rock. Practices followed from 1949 until 1962 were very costly, did not produce uniformly good fragmentation, and were incapable of sustaining high production. During this period, every conventional type of explosive then in use was tried and found to be unsatisfactory for one reason or another. The first slurry test work at Eagle Mountain was started in 195E and finally by 1962, after having tried all the slurry mixtures then available including some "home made" formulas, a metallized slurry was perfected at the mine which overcame all of the disadvantages of former blasting methods.

"World-class manufacturing" (WCM) techniques can be applied in milling operations to substantially improve productivity and reduce costs. Through the use of "just-in-time" and "total quality control" practices, WCM methods establish an environment for continual and rapid improvement in all aspects of production operations, with particular gains in product quality, costs, flexibility, employee involvement, and responsiveness to customers. This paper examines WCM techniques that can be utilized specifically in the mill, and their influence on plant configuration, organization, and scheduling practices; equipment selection and maintenance methods; training; the role of supporting staff; and methods of data collection and analysis.

Non-ferrous smelting industry in Japan often had the severe problems about the over production of sulfuric acid. There has been such a closed relation between amount of sulfuric acid from non-ferrous smelting industry and the products of copper, zinc and lead metals that the production of one ton of copper accompanies three tons of H2S04. When the proper balance exists in both markets this situation certainly brings bigger profits. In Xining and Metallurgical Institute of Japan the research commitee concerned with the fixation process of sulfur in non-ferrous smelting industry was established in 1977 and continued the activity for four years untill 1981. This paper will introduce some of the activities involved in the report published by the committee.

The Copper Creek area, part of the Bunker Hill District, Pinal County, Arizona, lies within the southwest porphyry copper province of North America at the intersection of a northwest trend and an east-northeast trend of Laramide porphyry copper deposits. The Copper Creek area has been mined and explored for copper and molybdenum since the early 1900?s. The majority of this work focused on the more than 400 surface exposed breccia bodies. In the 1960 to 1970?s deeper drilling discovered a deep porphyry copper-like setting. Redhawk Copper currently has NI 43-101 compliant resources of about 0.652 billion pounds of measured and indicated and 2.745 billion pounds of inferred copper equivalent in breccia hosted and porphyry style deposits. INTRODUCTION The flotation process, in the real industrial complexes, is characterized by the existence of the significant number of the close reciprocal interrelationship between the input and output Darameters. Traditional complexity is appeared with regard to absence of the suitable a priori information for the physico-chemical characteristics of the flotation process. It’s led to needful of taking of consideration about the undefinition which have got the place in the real conditions and application of the statistical methods. The identification of the flotation process through statistical methods is conception of the more-stages procedure, including the collection and previous analysis, the choice of the model structure and valuation method, the estimation of the model un- known parameters and the results interpretation. The essential concept for the subject of this paper belongs to the empirical models ("black-box") and deals with optimizing in constant industrial plant process. The offered method envisages the application of process operation data in order to improve the work process or constant accomplishment of better results for the target function in relation to the former achievement. The optimum process solution isn't afixed value under the influence of various factors, but "a moving point" along the response surface and deviates from the scheme solutions. The evolutive planning method constantly "investigates and approaches" the optimum solution for the selected target function. As a matter of fact the expert operates the plant without interrupting the normal work process. The essential concept of method is to attain changes in the standard conditions, but so limited that they will not effect either production or the product. This method is based on statistical concepts and availability of following the risk of error. The possible influental factors for the flotation process (m=l, 2, 3) is following: the metal content in the feed ore; production level (t/h); grinding fineness in the flotation pulp; pH-values; the consumption of collectors and modifiers The possible target functions are: the recovery of plant capacity, metal recovery in the concentration process and concentration quality. The application of the evolutive operativity method in the chalcopyrite flotation- Bucim concentrator, combines the statistical data and the operator's experience in the interpretation and making a decision which adds up to the precise automatic performance of the process. The advantages of this method in relation to the existing procedure for the flotation process are the following: • The method is unexpensive and losses are reduced to the time necessary to collect the data and record them in the computer. This method provides a constant process control and a quality decision which is better than those brought by an ex- pert with great experience ("hit-and-miss method"). • The method also provides incidental data about the effects. • The method should not be considered as a procedure for solving an incidental problem ("crash program"). • The obtained results must be interpreted by an appropriate expert in order to be considered instructive. MATHEMATICAL STATISTICS Taking into consideration the complexity of the enrichment processes it's necessary the application of "black-box" and mathematical modelling. The presence of the indefinite elements compel us towards the both theory of the probability and mathematical statistics. The mathematical statistics by the mineral processing investigation of the valuable raw materials in the last years has had greater signifance and widely spread application. The application of the mathematical statistics methods for the technological pro- cess analysis and the construction of the mathematical models is bound up by the task putting of the automatic control system de- sign (Fisher R. A. 1941, 1949). The statistical analysis in the enrichment processes is applied formerly, especially in the sampling estimation. Contemporary, in the last years is imposed the tendency of mathematical statistics application for the obtaining of quantity characteristics and quantity valuation from the individual influental factors. Above mentioned tendency in the significant level is based by the mathematical statistics development as a mathematical discipline close connected with the technical cybernetics general joining to the investigated object as a "black-box". Another essential factor in the mathematical statistics development is appeared the created mathematical theory of experiments as a new, to some extent, autonomous statistical domain. The theory of experiments has demonstrated exclusively importance for the investigation of the complex more-factorial processes in the chemistry, mineral processing, metallurgy etc. The investigation by the enrichment processes of the valuable raw materials and their management is possible by the statistical method application. In the same time, it's possible to use the wide-spread traditional methods of the statistical analysis, such as the methods of the dispersion, correlation, regression etc. Also, it may be mentioned above all the methods of the statistical planning of the extreme experiments. The more perspective are representatived some cybernetic methods which are based by the probability as an approach in the process analysis, for example, the identify of the ways and forms, the graph application as an additional instrument in the correlation analysis, the dynamic programming etc. The mathematical statistics application in the laboratory investigation scale is connected above all by the experimented material analysis and the compact representation of the obtained results. The mathematical statistics methods are more varrying and may be applied in the investigations of the wide circle of problems

The process of roof drilling and bolting is one of the most dangerous jobs in underground mining. In the United States, roof drilling and bolting results in about 1,000 accidents with injuries each year. Researchers, from the Spokane Research Laboratory of the National Institute for Occupational Safety and Health are studying the feasibility of using a drill-monitoring system to estimate the strength of successive layers of rock and assess the integrity of a mine roof. Such a system would allow roof drill operators to be warned when a weak layer is being drilled. Using measurements taken during drilling, a neural network can classify mine roof strata in terms of relative strength. The concept has been proven in principle. This research project was undertaken to increase the safety of underground miners, especially those involved in roof bolting. The system should be applicable to the mobile drills now used in underground mines, and the system would likely find wider application as well.

Budgets have not rebounded, borrowing is tougher, parent companies' pockets are not as deep as in previous years, and margins are not any better -- if there is any left over at all. Managing capital equipment budgets is always a challenge, and the last five years of stretched equipment lives make these decisions more tenuous. Delays and avoidance of replacements due to tough times inevitably makes those decisions increasingly difficult and usually more expensive The purposes of this paper are to present. a brief refresher outline of the fundamentals of equipment replacement analysis, to suggest a number of papers where analysis methods are explained in greater detail. and to recommend the use of a widespread microcomputer software capability (1-2-3) as the easiest path to a much-needed solution for a very difficult, and usually under-supported management decision problem 2. REPLACEMENT DECISION POLICY Investments in equipment replacements must compete for capital with all other investment alternatives. Capital for replacements of ten represents a greater commitment than do the new projects which a company might handle in a given year. But. sadly, formal policies for standardized analysis of replacements rarely exist, even in major companies. Yet this policy can be very significant in determining the competitiveness of a firm. Whereas many replacement decisions are based on cost minimization, economists and financial analysts agree that wealth maximization or return on investment is the superior criterion. Though the difference may seem slight, agreement on a firm's financial objective is vital. Replacement policy should be straight- forward. have a logical basis, and a proper level of sophistication. There are several reasons to develop a policy for replacement decision-making: [I] 1 - equipment's optimal economic life is nearly always shorter than its physical life; 2 - mine life often exceeds equipment life, so management must face these decisions routinly 3 - replacement capital costs, on an undiscounted basis, can run 25 to 75% of original capital 4 - technological changes may result in a newer machine or system which can operate more efficiently, more safely. or less expensively 5 - estimates should be made consistently in the fundamental areas of life expectancy, availability, utilization. price escalation, taxes 6 - long-term and short-term budgeting without decent data and analytical capability is nearly impossible, or at least ineffective Policy development assumptions which must be considered include: the planning horizon, cost patterns, interest rates, availability of capital, replacement vs. expansion, technology advances.

Lewis, "More Machines, Fewer Men -- Is the Union Happy About It?" Automation has become the biggest ?scare word? for many industrial workers and their unions since "wage stabilization.? "To many a union orator," reports TIME of January 4, "automation is the sinister business of eliminating jobs." TIME might better have phrased this description by saying that many unions regard automation as the attempt to eliminate not jobs, but workers, The recent steel dispute was hung up for so long primarily because of the problems evolved of increased job efficiency through automation and job changes. Everywhere today there is heard the cry of our need for maintaining full employment within the context of an expanding economy echoing against the sheer reality of automation's displacement of thousands of workers through a rapid acceleration of productivity.

Introduction The gas shortage is going to be with us for some time to come. If we can set aside political and industry rhetoric (along with subjective personal opinions), we still are confronted by two serious "facts of life": (1) for almost a decade the U.S. has been consuming natural gas at a greater rate than we have been finding new reserves; and (2) there is a finite amount of natural gas present within the earth&apos;s crust. Much of the known and easily exploitable sources of gas (the so-called "conventional" sources, such as the high permeability sand reservoirs of the Tertiary sequence along the Gulf Coast) already have been developed; their production is declining rapidly. The total producible reserves from conventional gas reservoirs amount to only 216 Tcf, less than an 11-year supply. However, several large potential resources of natural gas remain to be developed. These "unconventional sources" have low permeability and/or peculiar producing characteristics. The DOE program for development of these unconventional sources of gas is called the enhanced gas recovery (EGR) program. The primary goal of this program is to provide a data base of resource characterization and production technology that will lead to commercial development. DOE will encourage and support industry participation in developing and demonstrating technologies needed to reach this goal. Unconventional Resources Four major unconventional resources of gas have a high potential for commercial development. There are other unconventional sources (such as gas hydrates) that are too poorly defined to warrant a major development thrust at this time. The four unconventional sources of gas currently included in the EGR program are: 1. The carbonaceous shales of Devonian age in the Appalachian, Illinois, and Michigan sedimentary basins are the targets of the Eastern Gas Shales Project (EGSP). 2. The low permeability, low porosity so-called "tight" gas sandstones of the Upper Cretaceous/Lower Tertiary in the Rocky Mountain areas constitute the resource target for the Western Gas Sands Project (WGSP). 3. The free methane trapped in coal beds of both the eastern and western U. S. constitute the Methane from Coal Beds Project (MCBP). 4. The abnormally high pressured, high-temperature saltwater aquifers of the Texas-Louisiana gulf coast are targets of the Geopressured Aquifer Project (GPAP). Basic implementation strategy for these EGR projects involve (1) assessing and characterizing the resource potential of the resource; (2) conducting cost-shared field testing with industry to improve, develop, and demonstrate various stimulation and production technologies; (3) coordinating EGR activities within DOE and with other federal agencies (such as the Bureau of Mines) to minimize duplication; and (4) aiming all projects toward commercial development of the gas resources. EGSP What type of "geological animal" is the EGSP dealing with? While gas undeniably is related to the occurrence of natural fracture systems within the shale, the overall producing mechanism and precise location of fractured, gas-bearing locales within each basin is still poorly understood. By developing reliable resource characterization techniques and applying effective stimulation technologies we intend to elevate the Devonian shale from the status of a potential gas resource to that of a proven gas reserve. Once we have done this the private sector can take over the large-scale commercial development of the Devonian shale gas resource. WGSP The second largest project (both in terms of complexity and level of funding) is the WGSP. The primary targets for this project are the low permeability (< 1 md) gas sandstones of the Piceance, Uintah, and Greater Green River basins and the Northern Great Plains Province. Project success in these four primary geologic locales will permit investigating additional low permeability sandstones in 16 other sedimentary basins. It appears that the only practical means of increasing permeability and resultant flow rates from these sandstones lies in the use of massive hydraulic fracturing techniques. Unfortunately, it is still too early to design such jobs with predictable results. MCBP The MCBP is to be involved in producing and utilizing methane derived from coal beds.
