Introduction In 1983-84 Kidd Creek Mines Ltd. in Timmins, Ontario, started up the second commercial zinc pressure leaching plant based on the Sherritt Gordon Mines Ltd. direct pressure leach process. The first plant using this process was that of Cominco Ltd. at Trail, B.C. (Parker, 1981; Martin and Jankola, 1985). The Kidd Creek plant was constructed to take advantage of the extra capacity that the existing purification, cell house, and casting sections had in comparison to the roasters and acid plant. In addition, pressure leaching offered flexibility in other areas such as treatment of low grade concentrates. The process design package and the detailed design of the autoclave system was carried out by Sherritt. The detailed design for the rest of the plant was done by Cambrian Engineering Ltd. under the direction of Kidd Creek. The construction and commissioning of the plant has been described earlier (Johnston, 1983). This paper describes, briefly, the application of the direct pressure leaching process for zinc concentrates and the integration of the pressure leaching plant into the main zinc plant at Timmins. It discusses some of the startup problems and changes made to the plant. The damage following a fire inside the autoclave is also described. The subsequent repair and recommissioning of the autoclave has enabled Kidd Creek to demonstrate the originally sought advantages of pressure leaching and to take advantage of their extra cell house and casting capacity to produce more zinc. Process principles The development of the direct pressure sulphuric acid leach of zinc sulphide concentrate at temperatures above the melting point of sulphur and at elevated oxygen pressure has been described in detail in a number of papers (Martin and Jankola, 1985; Johnston, 1983; Veltman and Bolton, 1980; Kawulka et al., 1975; Veltman et al., 1977). The most significant aspect of the process is that sulphidic sulphur is converted to elemental sulphur in reactions that can be simply described as follows. ZnS + H2SO4 + 1/2 O2 ZnSO4 + S° + H2O (1) FeS + H2SO4 + 1/2 O2 FeSO4 + S° + H2O (2) The rates of these reactions increase with temperature. However, at temperatures above the melting point of sulphur, 12°C, the presence of a surface active agent is necessary to prevent the occlusion of the sulphide particles by elemental sulphur and the consequent termination of the leach. The zinc that is dissolved according to reaction (1), after purification of the zinc sulphate solution, is recovered by electrowinning. The iron that is put into solution according to reaction (2) is further oxidized to the ferric state and subsequently, as the acidity decreases, precipitates as hematite or as complex basic sulphates. MINERALS AND METALLURGICAL PROCESSING Examples of this are shown below. 2FeSO4 + H2SO4 +1/2O2 - Fe2(SO4)3 + H2O (3) Fe2(SO4)3 + 6H2O - Fe2O3.3H2O + 3H2SO4 (4) 3Fe2(SO4)3 + 14H2O - 2(H3O)Fe3(SO4)2(OH)6 + 5H2SO4 (5) (hydronium jarosite) The conventional zinc process involves concentrate roasting to produce zinc oxide and sulphur dioxide. The zinc oxide is leached in spent electrolyte and the sulphur dioxide is converted to sulphuric acid. The pressure leaching process can, therefore, be used to replace conventional concentrate roasting, sulphuric acid manufacture, and atmospheric leaching with one unit operation. Integration of pressure leaching into the Kidd Creek flowsheet A block flowsheet of the Kidd Creek zinc plant, with the new pressure leach plant integrated, is shown in Fig. 1. The original plant, which was constructed in 1972, is based on standard electrolytic zinc plant technology. Concentrates are dead roasted to remove sulphur. Sulphur dioxide is treated to produce sulphuric acid. Calcine is leached in two stages using cell-house electrolyte. Iron is precipitated as jarosite and solutions are purified to remove copper, cobalt, nickel, and cadmium to provide feed for a partially mechanized cell house. Zinc is plated from solution, and the resulting cathode is melted, cast, and sold (Johnston, 1983). The integration of the pressure leaching plant into the main zinc plant is relatively simple. As shown in Fig. 1, a fraction of the zinc concentrate and spent electrolyte are fed to the pressure leach autoclave, while part of the calcine from the roaster is used as a neutralizing agent in the oxidation step along with. the jarosite leach solution. The main exit stream from the pressure leaching plant is the slurry discharged from the oxidation step, consisting of neutral zinc sulphate solution, unreacted calcine, and precipitated iron oxides. This slurry is transferred to the neutral leach step in the main zinc plant. The leach residue from the pressure leaching step, consisting of basic iron sulphate and elemental sulphur, is washed and impounded along with the jarosite residue produced in the main plant.

The analytical pillar design procedure employing the Wilson equation is based on the site-specific material strength of the floor, pillar, and roof rock. Stable pillars so designed will sometimes be larger than those designed using empirical methods thus providing more stability or at other times smaller than empirically designed pillars thus conserving natural resources. Presented here is a detailed procedure for the analytical design of soft rock pillars using the Wilson Equation. An example of this procedure is presented that uses data from a mine in the Owl Seam in Southern Appalachia. These Owl Seam pillars are now in use and are performing as expected. Also addressed is an assessment of the Dr. Scovazzo?s analytically designed pillars based on pillar performance data gathered by Dr. Mark in the Southern Appalachian Coal Field.

A computational fluid dynamics (CFD) program was applied to fire spread along combustibles in a ventilated mine entry. The rate of flame spread was evaluated for the ribs and roof of a coal mine entry; timber sets; and a conveyor belt. The CFD program models char forming materials with temperature dependent thermal properties. The program solves three dimensional time dependent flow equations with a mixture fraction model for the gas phase reactions. Radiant heat exchange is evaluated for non-scattering gas. The CFD program predicted a flame spread rate of 0.0145 m / s for an actual coal mine fire in which the estimated flame spread rate was 0.0086 m / s. This overestimated flame spread rate was a possible consequence of the presence of inert materials in the mine entry’s roof and ribs. CFD fire spread rate predictions of 0.043 m / s and 0.73 m / s bounded the measured value of 0.27 m / s for fire spread along Douglas Fir timber sets in a tunnel.

Any increasing number of restrictions are being placed on mining management's ability to pursue profit. Raw materials pricing, the cost of capital equipment, labor cost, and overhead costs, are becoming more difficult to control. Cost reduction is one of the few remaining areas in which management may still exercise its profit making ability. Equipment maintenance is an area where mine and mill management can readily reduce costs and increase profits. Why is this possible? First, maintenance costs comprise a large portion of total operating cost. Thirty to sixty percent of the operating cost dollar is not unusual. Even a relatively small percentage reduction in this cost represents a very sizeable increase to mining profitability.

In a recent speech in Pittsburgh, Dr. George Keyworth, the President's Science Advisor, made a statement which I believe deserves our very careful consideration. Dr. Keyworth said that there is no energy crisis. The crisis, he explained, is simply that people refuse to accept the solution. The solution which Dr. Keyworth has in mind is increased utilization of our abundant supplies of solid fuels and, in particular, uranium. I share his view concerning the solution to our energy needs. The use of uranium fuel is a safe, clean, and dependable means to generate our electric power. It is time that we addressed the real energy crisis: the refusal to accept the nuclear solution. The reason for the refusal is not difficult to find. It is nihilistic thinking about risk. Under this thinking, we assume the worst possible case and act accordingly, simply because we cannot prove to a total certainty that nuclear energy is perfectly safe. If this absolutist approach were generally applied throughout our society, there is no doubt all of us would soon be sitting around our campfires fearfully holding the wild animals at bay with our trusty spears. Today I am here to enlist your support in reversing the regulatory trend that threatens the very extistence of the nuclear power industry. As distinguished scientists, engineers and businessmen, you can use your influence to help bring rational regulation to the industry. Our industry supports strong safety and environmental protection programs. We understand the need for and do not object to reasonable regulation. Many anti-pollution measures can be practical to implement, cost effective and highly successful in minimizing environmental impacts. However, it is a fact of life that in the field of health and safety regulation, the law of diminishing returns operates with a vengeance. Absolute or near-absolute safety is impossible and any attempt to achieve it is intolerably costly. Fixation on absolute safety is particularly acute in the regulation of the nuclear power industry. Government Agencies, overly anxious to allay the irrational fears of those opposed to nuclear power, are literally regulating the industry to death - exactly the result sought by the anti-nuclear groups. Dr. Robert L. DuPont wrote in a recent issue of [Business Week]: "The nuclear power industry has been virtually stopped in the U.S. [because of fear]. This is true despite the fact that for more than 20 years the commercial nuclear industry has operated under unprecedented public health scrutiny and that to date there have been no radiation-related injuries, let alone deaths, suffered by any member of the public."1 I believe a useful way to convey the nature of the problem faced by the nuclear industry is to review an example of [unreasonable] regulation. While the example relates to our domestic industry, I am certain there are similar situations in other countries. For the example I will use the Nuclear Regulatory Commission's recently issued regulations governing the stabilization of uranium mill tailings.2 These regulations, known as the Uranium Mill Licensing Requirements, specify, among other things, that radon emanation from uranium mill tailings be limited to no more than 2 pCi/m2-sec. First, one must understand that this standard will have virtually no impact on the total amount of radon to which the public is exposed. Radon emitted from even completely unstabilized tailings piles is a tiny fraction--much less than 1%--of the amount of radon released from natural soils in the United States.3 In fact, it is far outweighed by natural variations in the background flux. For example, changes in the level of the Great Salt Lake in recent years have had [eight times] as much effect on the amount of radon released into the Salt Lake City regional air than the annual release from the Vitro Mill tailings pile located in that city.4 Nevertheless, NRC claims that the standard is required to protect the public. The Commission admits, however, that there are no studies which establish that exposure to radon at the low levels associated with uranium mill tailings will result in any adverse health effects.5 In the absence of actual evidence, the Commission assumes that some such effects will occur on the basis of the linear, non-threshold model.6 Employing this model, NRC calculates that the maximum hypothetical risk for the average member of the population is only about 1 in 70,000,000 from the radon that would be emitted from [three times] the number of mills now in existence, even if the tailings produced through the year 2000 are left unstabilized.7 NRC has elsewhere explained that this level of risk would be equivalent to the risk posed by "a few puffs on a cigarette, a few sips of wine, driving the family car about 6 blocks, flying about 2 miles, canoeing for 3 seconds, or being a man age 60 for 11 seconds." This level of risk is [de minimis] in comparison to other risks commonly and readily incurred in our society.9 Moreover, even this remote risk is overstated. A group of prominent health physicists, including experts from the Department of Energy, The Environmental Protection Agency, Britain, Canada and Germany recently published a study indicating that the risk to the public per unit exposure to radon can be no greater than one-third that suggested by the Commission, and [may in fact be zero].l0 Regulators routinely rationalize the need for their regulations. For example, NRC attempts to justify the radon flux standard because it is necessary to reduce the risk to someone who builds a house on top of a tailings pile. The risk that water quality will be degraded by mining activity can be evaluated using risk analysis techniques. Water quality impacts can occur where water-rock interactions with tailings, waste rock, or leached ore lead to increased loading of constituents into surface or groundwater. Constituent loads contributed by mining facilities are determined by the migration route and chemical evolution of mine water. Mass load contributions from mines can be determined by estimating the prototype pore water in contact with mining waste, predicting the rate and timing of flow, assessing the degree of geochemical attenuation, and modeling chemical mixing with natural surface or groundwater. Mining facility siting and design measures can alter the chemical evolution of mine water by varying the quantity or quality of flow. Stochastic risk management techniques provide a powerful tool for quantitatively identifying the environmental consequences of various siting and design alternatives.

istorical records suggest that the gathering of geologic information in China began more than 2,000 years ago. Modern-day geological work in the nation started in the early part of this century but it progressed rather slowly. Before the founding of the People's Republic of China (PRC), there were only 800 people engaged in geological work and only 200 trained geologists among them. According to Minerals and Mining in China, many accomplishments were achieved within China's mining industry during the period of years between 1949, the founding of modern China, and 1997. These include: ? The number of types of minerals with verified reserves increased from 18 (pre-Liberation) to 162 (today). ? Mineral deposit localities grew from 5,123 (pre-Liberation) to nearly 200,000 (today). Of these 200,000 localities, more than three-quarters have verified mineral reserves. ? Minerals extraction and processing contribute to 31 % of the total industrial output value of China (today). ? Regional geological maps at a scale of 1:1,000,000 covering the entire country have been completed, while regional geological and hydrogeological maps at a scale of 1:200,000 covering two-thirds of the country have also been finished (today). ? Before 1949, China was regarded as an oil-poor country. Since the 1950s, China has developed an extensive petrochemical industry. It is largely government-owned except for a limited number of joint ventures. The central government maintains active control over China's most productive fields, including the Daqing field in the Songliao Basin of northeastern China and the Shengli and Liaohe fields in the Bohai Basin of northeastern China. ? Employment in the minerals industry engaged in geological exploration increased from 800 (pre-Liberation) to 1 million (early this decade). The new report provides an overview of the current political and economic situation in China and discusses how this affects the minerals industry. China is in transition between a socialist planned economy and a market economy. This makes it difficult for non-Chinese to keep track of developments. Minerals and Mining in China is divided into 14 chapters that contain detailed statistics, including data on the geographical location and extent of known mineral reserves, production rates, local technical personnel, imports and exports. The report reveals which companies are already active in the area by profiling 50 major investment projects in China's metals and minerals industry. According to its author, China possesses one of the world's largest mining industries, ranking among the leading producers of several metallic and nonmetallic resources. The Chinese mining industry is extraordinarily complex. It has evolved into an overwhelmingly large bureaucracy that was, until the 1980s, shrouded from and misunderstood by the international community. To date, more than 160 types of minerals have been discovered in China. But a significant portion of the minerals and energy base remains largely unidentified and evaluated. And despite China's large reserves of mineral resources, with a population of more than 1.2 billion people, the country ranks among the lowest in the world in terms of proven reserves per capita. Numerous seismic techniques have proven to be important and cost effective aids to both coal exploration and nine planning. Projects conducted by Sandia in recent years have sham seismic refraction is a valuable tool for determining overburden properties while high resolution, 2-0 and 3-D seismic reflection surveys are the primary means of napping coal seam distribution, structure, and continuity. Further, seismic methods utilizing existing boreholes (e.g. downhole, crosshole and guided wave) provide detailed measures of overburden/interburden modulus variation, seam continuity, and calibration for other seismic surveys. Examples include mapping faults of 2-10 m threw in seams 3-15 m thick at depths of 80-300m.

In order to meet federal air pollution guidelines, it is necessary to remove a considerable quantity of sulfur from many North American coals. This may be accomplished by oxidizing the sulfur to water soluble forms, followed by washing the coal. Selective oxidation of the various sulfur forms can be accomplished through the use of a variety of types of bacteria. In this paper, the various bacteria and their requirements are described, and processes using bacteria to remove coal sulfur are discussed.

Microbial leaching is being investigated as a method for recovering the metal values from a domestic low-grade manganese wad ore. Early work showed that heterotrophic microorganisms present in the ore solubilized manganese when cultured in a glucose-mineral salts medium. More recent shake-flask tests using molasses as the sole nutrient source extracted 97 pct of the manganese from minus 300- µm ore in 4 weeks. Column bioleaching with the molasses medium solubilized 99 pct of the manganese from minus 6.3-mm ore in 50 weeks. The results of flask, column, and lab-scale heap bioleaching studies are presented.

While many mine tunnels are developed through ground that must be riddled with the sources of small (and larger) mining induced seismic events, recorded by the mine seismic monitoring systems, we do not see planar discontinuities classified as seismic sources in the geotechnical databases. Here we list criteria that may be useful to identify discontinuities in drill core which are dynamic slip surfaces, parts of mining induced seismic sources. Such shear rupture surfaces in core would generally be powdery, cohesionless, and rough on cm scale. Finely broken rock and rock flour may be found in the core boxes at the discontinuities. Slickensides would be soft (easily destroyed) and kinematically consistent with the local stress field. In some cases, a cross fabric would be present, orthogonal to the slickensides, being the intersections of en-echelon extension fractures, within the dynamic shear zones, with the shear zone walls.

A significant amount of silca is recovered in the rougher stage of anionic flotation of Florida apatite. This recovery, in the past, has been attributed to both entrainment and cation activated flotation. This study shows that by using a transport factor, it is possible to determine the contribution of each mechanism towards silica recovery. Further, it is shown that the concentration of cations in the conditioning water significantly affects both the amount of silica recovered due to entrainment and true flotation. Further confirmation of this phenomenon was obtained by Ca++ doping of the conditioning water and by using a sodium silicate depressant.

Mining coal under deep cover conditions is certainly the proper phrase to use in describing one of our newest operations. Located in the southwest corner of Virginia is this operation which is the Beatrice Mine of the Beatrice Pocahontas Company, a joint venture of Republic Steel Corporation and Island Creek Coal Company. The mine is working in the No. 3 Pocahontas seam in an assigned area of over 9500 acres containing over 60 million tons of recoverable, high quality, low volatile coal. The site of the mine opening was at Keen Mountain, Virginia, where the seam lay 1350 feet below the surface. This depth, greater than anything attempted thus far in the coal industry on this continent, would pose some problems, we felt, with which we had not previously had to contend.

A simple method for estimating the steady-state water quality of a pit lake is presented. The steady-state concentration of a conservative chemical constituent in a pit lake is shown to be a simple function of inflow rate, evaporation rate, and inflow concentration. An analytical method is presented for estimating the equilibrium ground water inflow rate for use in water quality predictions. The time required to reach chemical steady-state is estimated using an iterative mass balance model. Mine operators should find the methodology useful for planning and screening-level regulatory applications where conservative estimates of pit lake water quality are desirable.

The modem open pit-heap leach operation by Pegasus Gold Ltd. at Zortman and Landusky in Phillips County, Montana, is a new chapter in the mining of gold in these districts. The discovery of bulk tonnage ore bodies and their development and ultimate production was based on a long history of mining and exploration in that part of Montana. Gold was originally discovered in the Little Rocky Mountains as placer deposits by Pike Landusky and Lou Myers. This discovery in the 1880s was not significant, but Pike Landusky continued prospecting for lode deposits, and he eventually located the Gold Bug and Little Ben, two of the larger Au-Ag producers in the district. Eventually two camps, Landusky and Zortman, grew in the LittleRocky Mountains. By the time Landusky was killed in 1894 by Kid Curry, the district was still a discontinuous small producer. Steady production commenced in 1907 with the organization of the August Gold Mining Co. Eventually high grade ores on specific veins were exhausted by selective underground mining and the district was idle by May 1942. After World War II in the early 1950s. E.A. Scholz tried to continue selective underground mining, but he realized the stockworks surrounding the larger veins constituted bulk tonnage targets. Ultimately in the 1976- 1979 period he organized two exploration efforts, one each for the Landusky and Zortman areas, and brought these into production as the Argo and Pegasus gold mines. By the time of his death, Apr. 8, 1980, both operations were producing gold. Later the two companies were merged as Pegasus Gold Ltd. Upon the death of Scholz, V.F. Hollister continued as the geological consultant, Ed Roper was engaged as general manager, and J. J. Crowhurst was given the responsibility of executive vice president. The discovery of open pittable ores and the application of heap leach technology was important in the development of mining. Both contributed to the low cost operation that continues to this day. The attached article by L.M. Rogers, then chief geologist, and M.S. Enders, his assistant, describes the geology of the deposit. It was presented at the Northwest Mining Association meeting in 1982.

Selective in-plant breakage was investigated at a Central Queensland, Australia mine. Component seams and size fractions from in-plant samples were characterized petrographically and probability analysis of vitrinite reflectance data used to track the distribution of seam proportions through the plant. Results show that the 2 seams reported differentially to coarse and fine circuits, mainly as a function of coal type rather than rank. Seams were also preferentially concentrated in different size fractions of the coarse circuit. Breakage in the coarse coal centrifuge generated approximately 4% of -0.5 mm fines, but was not seam specific.

INTRODUCTION The Northwestern University Rigid Block Model (NURBM) has been extended to explicitly model dilatant behavior of rock joints. By incorporating dilatancy, the resistance to shear displacement and slip, which previously was limited to simple Coulomb friction, along edge-to- edge contacts is now provided by contact roughness as well as frictional resistance. The explicit formulation is based on concepts presented by Plesha (1985) in which a plasticity-based phenomenological approach was used to model dilatant joint behavior. This approach has been modified to allow for joint closure upon reversal of shear deformation. After presenting a brief description of the new joint constitutive relationship, model behavior will be illustrated with two examples. The first involves a simple two-block model to simulate a cyclic direct shear test of a single joint. The second example involves simulation of a large cavern in a moderately jointed rock mass subjected to cyclic excitation. It will be shown that in- creasing joint roughness increases cavern stability by interlocking of adjacent blocks. JOINT CONSTITUTIVE RELATIONSHIP Within NURBM adjacent two-dimensional rigid blocks interact along their common edge-to-edge contact with contact forces transmitted at the contact midpoint. The contact constitutive relationship was originally restricted to a Coulomb friction yield criterion with no tensile stresses permitted along the smooth contact surfaces. The local coordinate system for any contact is described as shown in Figure 1 with the elastic stresses and displacements related by the linear- elastic constitutive law: [ ] The contact microstructure has been modeled as Patton-type saw-tooth surfaces such as shown in Figure 2. Sliding can be active along the right asperity with angle aR and length lR or along the left asperity with angle a and length lL. In general, aR and aL will difkr as will lR and lL but for purposes of this paper it has been assumed that these angles and lengths are identical. By a simple transformation, the microscopic asperity stresses can be expressed in terms of the macroscopic contact stresses [ ] If Coulomb friction is assumed along the asperity surfaces, the plastic slip condition will be [ ] where µ is the friction coefficient with the convention that compressive stress is negative. When F is negative, the behavior is elastic and when F is zero, slip can ensure. INTRODUCTION Froth flotation is the most widely used and economic means of concentrating metal sulfide ores such as those containing copper, lead, zinc, nickel, molybdenum, and pyrite. Also recoverable are other metal species that are often associated with sulfide ores such as cobalt, platinum, gold, silver, etc. Froth flotation is a physico-chemical process for separating finely ground minerals from their associated gangue material. The process involves chemical treatment of a finely divided (ground) ore in a water pulp to create conditions favorable for the attachment of certain of the mineral particles to air bubbles. The air bubbles then carry the selected minerals, called valuable, to the surface of the pulp to form a stabilized froth which is removed and recovered. The unattached gangue material remains submerged in the pulp and is either discarded or reprocessed. To obtain the adherence of the desired mineral particles to the air bubbles, at least two specific steps must occur: a hydrophobic (water hating) surface film must be formed on the particles to be floated along with a hydrophillic (water wetting) film on all other particles; and a controlled bubble surface tension interface must be maintained, allowing for high particlelbubble collision frequency and efficient attachment or sticking of the particle to the bubble once collision has taken place. In most flotation applications, the above two steps are controlled by chemical flotation reagents. The collector is a chemical reagent which produces the hydrophobic film on the valuable mineral particle and is the primary driving force that initiates the flotation process. The frother is a chemical reagent which influences the collision frequency and attachment efficiency of hydrophobic particles and air bubbles. Thousands of research papers and books have been published on the chemical theory behind sulfide mineral collectors, e.g., Fuerstenau (1962), Fuerstenau (1976), Fuerstenau, et. al. (1985), King (1982), Leja (1982) and Moudgil and Somasundaran (1987), This article will only address and summarize some of the more practical aspects of collector usage. The industrial scale practice of froth flotation in sulfide mineral concentration has changed little since the 1950's. For example, of the approximately 80,000 metric tons of sulfide mineral collectors used commercially (1980) in the free world, almost 98% were known and manufactured in some form 25 years ago. A very interesting and informative history of collector development has been given by Crozier (1984). In addition, the industrial scale practice of froth flotation applied to sulfide ores has proceeded since the 1920's with often little direct (predictive) scientific explanation due to the extreme complexity of the flotation process. Empirical testing has been a mainstay of industrial flotation reagent development and use. Even today there is often strong disagreement between researchers as to the mechanisms of chemical flotation practices that have been performed successfully at an industrial scale for many years. As a result of the above environment which makes reagent cost/performance analysis difficult for new reagents, there is a strong tendency for the flotation operation to use, and reagent companies to supply, as cheap as possible raw materials and manufactured products that are quite general in application. In the last 20 years or so, there has been increasing technical effort to tailor make reagents for specific applications, but to date such work has had little commercial impact. It is clearly the hope of this author and others that this situation will change in future years as technology improves and pressure for improved flotation performance intensifies. This article is a condensation of collector usage trends quantified as part of a comprehensive industrially oriented applications program on froth flotation organized by Klimpel and coworkers (1979-1987) and as reported in various countries that participated in the program from 1978-1983.
