This Spotlight gives a brief summary of the proposed 1991 tax amendments of relevance to mines and mining houses. It should be read together with the author's article South African mining tax in the 1990's', which appeared in the August 1990 issue of this Journal. A number of tax amendments of relevance to the mining industry were proposed by the Minister of Finance in his March 1991 budget speech. In addition, certain other measures that may be implemented were set out in the budget review document released at the same time. A word of caution is necessary: these measures will become law only if and when they are enacted in the appropriate legislation. When this legislation is tabled in June, it may not contain all of the measures discussed below, some of the measures may appear in modified form, and other measures not discussed at the time of the budget may well appear. Unless otherwise stated, the 1991 tax amendments will affect companies with years of assessment ending in the twelve-month period to 31st March, 1992.

Understanding the behaviour of plasma arcs is an important part of the design and operation of direct current electric arc furnace smelting processes, which are used in the industrial production of many metallurgical commodities. In recent years numerical and computational modelling techniques have begun to illuminate the complexity of arc behaviour and how it is deeply connected to the thermodynamic and physical properties of the arc plasma. Plasma properties may be estimated from first principles using statistical mechanics methods, but this requires as input some knowledge of the composition of the gas phase that occurs over the process during smelting. In this paper the authors describe a workflow using thermochemistry software to predict the expected gas phase composition through a given process, followed by plasma property calculations using an open-source software tool that has been in development for several years. This tool, 'minplascalc' has been in development for several years and is also described in detail here. The workflow is then applied to the calculation of plasma properties of interest for a variety of historical and current pyrometallurgical processes, and the results are compared. The plasma property data are published in an open-access database for general use.

Technology is advancing at a rate that makes it extremely difficult for the mining Industry to keep pace. Many advances occur within a given piece of technology and often this is missed by the disciplines that could have gained advantage by its implementation. Often this may have been simply an aspect of cost exceeding benefit. However, there are some technologies that potentially have such a far-reaching impact on the mining industry that the benefits simply outweigh the cost. The application of 3D laser scanning in the mining industry has the potential of taking the concept of ?Google maps?? underground. This presents an opportunity where the virtual world of underground can be traversed with relative ease and many aspects of measurements could be obtained without having to visit the working place again, potentially saving countless man-hours and still delivering precision work with significant savings in downtime, stoppages, and exposure to safety incidents. Anglo American Platinum maintains its competitive advantage though the review and application of appropriate technology. This paper describes the 3D laser scanning trial at one of Anglo American Platinum?s new shafts, and goes on to show the benefits encountered through the application and the involvement of the various MRM disciplines.

Paper written on project work carried out in partial fulfilment of B. sc. Eng (Mining Engineering) The purpose of this investigation was to assess the mining strategy for steep reefs at Mine A mine in 2005 and 2006. Reefs steeper than 35° were discovered when production commenced at the mine. At that time reefs steeper than 35° were not popular in South African tabular gold mines, therefore new techniques of mining them had to be developed. The underhand mining method was chosen for this purpose. The project was about assessing ventilation, support costs, local support cycles, adherence to the mine?s support standards, mine planning and efficiencies of the underhand mining method. The project work was covered by doing a literature research for underhand mining methods and performing a literature review of the mining methods, support methods, ventilation standards at Mine A. Underground visits were conducted at Mine A mine for data collection, and Mine B was visited to obtain information on support costs and efficiencies. During the investigation it was realized that the underhand mining method was an appropriate method for mining steep reefs; however, there were some challenges related to ventilation and support installation. Efficiencies could be realized with the underhand mining method and planning and scheduling were not different from breast mining.

"SynopsisThis paper assesses the effectiveness of the Mine Occupational Health and Safety Leading Practice Adoption System (MOSH) and its potential to improve mine health and safety in South African mines. Developed by the Chamber of Mines, which represents the majority of the country's large scale mining employers, MOSH was devised to accelerate progress towards achieving health and safety milestones, which were set by tripartite agreement in 2003. The paper documents and builds on the findings of a study conducted by the Centre for Sustainability in Mining and Industry (CSMI) in 2011 that evaluated MOSH strategy, structures, and process of implementation.The study found that MOSH operated across the mining sector, was directed and dominated by experts and, despite best efforts to include other stakeholders, was led by employers. Statutory worker health and safety representatives and structures were not integrated into the complex change process developed by MOSH. The Mine Health and Safety Inspectorate (MHSI) and organized labour were ambivalent about direct involvement in MOSH and preferred regulatory measures to enforce the participation of mines. MOSH interventions were not targeted at mines with a poor health and safety record, and MOSH lacked a baseline from which to track impacts on sector-wide health and safety performance. The leading practices most widely adopted by mines were designed to improve, rather than fundamentally alter, existing practice. Although the depth of engagement with MOSH among stakeholders and on mine sites varied, mining companies, labour representatives, and the Mine Health and Safety Inspectorate (MHSI) saw the programme as significant.IntroductionIn 2011, the Chamber of Mines commissioned the Centre for Sustainability in Mining and Industry (CSMI) to evaluate the progress and effectiveness of the rollout of the Mine Occupational Health and Safety Leading Practice Adoption System (MOSH). CSMI, based in the School of Mining Engineering at the University of the Witwatersrand, is an independent research centre conducting health and safety research relevant to all major stakeholders in the mining sector. The purpose of the evaluation was to identify the factors that enabled or hampered the adoption of new technologies or practices. The timing of the evaluation, two years before the deadline for the 2013 safety and health milestones, allowed time for adjustments to be made. This paper summarizes the results of the evaluation and includes further analysis and discussion of the nature of the programme and the conditions that act to advance it or it hold back."

Quality assurance and quality control (or QAQC) plays a key role in safeguarding the level of confidence of the data generated during mineral exploration and mine development, and is also part of the reporting code requirements for resource estimation and reporting, as well as mining investment. Implementation of good policies and working protocols in quality management will result in the generation of reliable information, which is critical for decision-making on the future of the mining project. The use of certified reference materials, i.e., standard, blank, and duplicate samples, proves effective and efficient for ensuring the level of data confidence in terms of precision, accuracy, and sample contamination. This is well demonstrated by the practice of QC in the exploration programme for the chrysotile tailings storage facilities of Havelock Mine, using 1254 samples from 53 drill-holes. Different statistical tools were applied to analyse the assay results from these samples. The outcome substantiates that the QC practice established during the Havelock exploration project is aligned to best practice guidelines in the industry. The resource delineated indicates that the tailings material at Havelock could potentially become a significant source of supply to the global magnesium market.

An improved methodology is presented for assessing the economic feasibility and effectiveness of recycling MgO-C and Al2O3-MgO-C refractory bricks, which are widely used in the steelmaking industry. Since approximately 28 Mt of refractory bricks are discarded each year, it is logical to recycle them. When furnaces and ladles are relined, the spent refractory bricks become mixed up, and need to be sorted before recycling. This study examined the use of a hand-held X-ray fluorescence analyser (HH-XRF) to distinguish between spent oxide-based and oxide-carbon-based refractory materials, with special emphasis on spent MgO-C (MC) and Al2O3-MgO-C (AMC) bricks. HH-XRF analysis was conducted on 18 oxide-carbon refractory bricks as well as on MgO-chromite and bauxite-based refractories. X-ray diffraction, reflected light optical microscopy, and scanning electron microscopy with energy dispersive spectroscopy were used to characterize the MgO-C and Al2O3-MgO-C bricks to confirm the accuracy of the HH-XRF analyses. This study also underlined the importance of calibrating the HH-XRF analyser for the refractory bricks to be sorted. The HH-XRF was successful in distinguishing between the different oxide-carbon-based refractory bricks both before and after cleaning. This result is important as it proves that HH-XRF provides a method whereby spent MC and AMC bricks can be sorted quickly and reliably.

The application of the Monte Carlo technique to production planning and everyday economic decisionmaking in mine production management is demonstrated. The logic is detailed using an example of underground production with continuous miners (CMs) and truck haulage. It is argued that availability of equipment and personnel are the predominant variables influencing mine output and productivity and that those availabilities may be well represented by binomial probability distributions. The probabilistic model is implemented in a standard Excel® spreadsheet with Palisade’s @Risk add-on to facilitate simulations. Starting from model calibration against data obtained from a mine’s annual reports, some general interdependencies of availability, utilization, productivity, and costs of production processes are outlined. Finally, several possible options and their consequences as regards production improvements are explored.

High Pressure Grinding Rolls (HPGR) are mostly used prior to pelletising processes to increase the specific surface area (SSA) of iron ore concentrate. For expressing SSA, the Blaine index is utilised as one of the most important dimensional properties of iron ore pellet feed. ISO 21283 is a standard test method that explains the manual of Blaine air-permeability apparatus for determination of this parameter. In this standard, the disaggregation method is based on passing the minus of 1 mm samples from the 0.150 mm sieve. The disaggregation process has an effective role on the results of Blaine airpermeability test especially for regrinding HPGR products. In this research, firstly the Blaine index of samples was measured without disaggregation. Following this, disaggregation was done by passing the minus of 1 mm samples through three sieves with different dimensions, 0.150, 0.090 and 0.045 mm, separately, and the Blaine index was calculated for each one. Finally, lab-mill with rubber balls, called Jar mill, was investigated as another option. Screen analysis and image analysis with SEM were performed to evaluate the effects of the sample's disaggregation on the size distribution and agglomeration of samples. The results showed that the disaggregation method with sieve size 0.150 mm, according to ISO 21283, was not applicable for HPGR products because the particles were still stuck together. In addition, the disaggregation method with the sieve size 0.045 mm or with Jar mill offered reasonable results. Recent experience has shown that all underground workplaces in the Campine Coalfield in Belgium will require controlled cooling within three years. Considering the socio-economic and legal importance of the climatic problems underground, IREA has undertaken studies in forecasting the climate of future workplaces, planning the necessary cooling equipment and optimizing efficiency in the existing cooling equipment. These studies are being carried out using the climate forecasting program of Bergbau-Forschung. So far, the German model has been obliged to utilize manually measured data from a few workplaces in the Campine. As the model does not fit very well with these measurements, it has been thought necessary to' develop a system of continuous data acquisition and transmission. This system is being tested in the Beringen mine of the N.V. Kempense Steenkollenmijnen. In the first part of this paper the digital tranmission system is described; in the second the sensors used to collect the necessary climatic data are presented, and in the third some results are given.

Dry air classification is a well-known technique used for decades in the cement industry to separate material in the size range of 0.01-1.0 mm. Additionally, in corresponding dry grinding circuits with effective machines such as High Pressure Grinding Rolls (HPGR), the energy consumption can be reduced compared to wet applications. These dry systems are not state of the art in minerals processing plants, but first prototypes have been installed and an increasing number of projects are starting to evaluate this option. One challenge in this field is the mineral composition of ores, which have, by far, a higher variety in density and size than those of cement. High density particles such as iron- containing ones have higher settling rates than low density silica particles of the same size. The main question to answer in this paper is how to evaluate this effect, so a quantitative method using Mineral Liberation Analyses was developed to calculate two-dimensional partition curves. Additional statistical analyses allow for isolation and quantifying the interaction of density and size, enabling engineers to consider this effect for the sizing of process plants. The results revealed that the pozzolanic activity of the gold mine tailings and their main mineral phases improved by mechanical activation. Under the same activation conditions, the activated mica powders possessed the highest pozzolanic activity index, followed by the activated feldspar, and the activated quartz exhibited the lowest pozzolanic activity index. The addition of calcium oxide promoted the formation of amorphous C–(A)–S–H gel for all paste samples, and stratlingite and hydrotalcite were observed in calcium oxide activated mica paste. The addition of natural anhydrite promoted the formation of ettringite for the pastes of calcium oxide activated aluminosilicates materials (gold mine tailings, mica, and feldspar). Furthermore, the pozzolanic activity indexes of the mechanically activated gold mine tailings and their main mineral phases were tested to be qualified for use as supplementary cementitious material in cement. This paper provided an innovative approach for recycling gold mine tailings as supplementary cementitious materials in cement, which would be environmentally friendly and cost-effective. Deep level hardrock mining faces increasing challenges from elevated in situ stresses and associated rockbursts. This study aims to develop a systematic framework for evaluating destress blasting effectiveness, with a focus on deep Swedish hardrock mines. The methodology integrates a critical review and adaptation of global best practices: advanced numerical modelling (static and dynamic simulations), field-based rock fracture monitoring using ground penetrating radar and borehole imaging, and application of rockburst prediction criteria including the strain energy storage coefficient (F), brittle shear ratio, and burst potential index. Geostatistical simulations, machine learning models, and industrial internet of things-based, real-time monitoring are proposed to enhance predictive accuracy, model calibration, and operational adaptability. Key findings show that effective destress blasting evaluation requires multi-modal integration of numerical outputs, field observations, microseismic trends, and uncertainty quantification, accounting for site-specific geological variability and dynamic stress redistribution. The study advances the field by proposing a predictive, feedback-driven evaluation framework tailored for deep Swedish mining conditions, capable of improving proactive rockburst risk management. It offers both practical tools for mining practitioners to optimise stress management, reduce seismic hazards, and enhance excavation safety, and academic foundations for future refinement of destress blasting models, geotechnical monitoring strategies, and adaptive design protocols. This research contributes to safer, more efficient deep mining operations by bridging gaps between theoretical modelling, empirical monitoring, and real-time, data-driven blast design optimisation strategies.

Back-analysis of two mining-induced tremors in 2011 was used to determine a modelling criterion for the entire Klerksdorp Goldfield (i.e., Vaal Reefs region). At that time, most mining operations in the region were owned by AngloGold Ashanti (AGA) and shared many geotechnical similarities. By 2018 AGA had sold off all its Klerksdorp operations to different mining companies, which continued applying the 2011 modelling criterion. As mining activities became more remote, scattered, and isolated, the extraction of isolated blocks of ground and remnants became increasingly necessary. However, the inherited criterion allowed only minimal or no mining activities at these areas. Keeping in mind that safety is the overriding consideration, an innovative numerical modelling approach, which includes the application of peak particle velocity designs, was developed to provide practitioners in the Klerksdorp Goldfield with a suitable criterion to justifiably and safely mine isolated blocks of ground and remnants. This would not always be possible if a conformist approach was used.

Fiber-Optic Sensing and UAV-Platform Techniques for Innovative Mineral Exploration (FUTURE) is a joint European Union and South African consortium project funded under ERA-NET Cofund ERA-MIN3. The project aims to develop cost-effective and novel seismic methods to image geological structures ahead of the mine face, ultimately leading to improved decision-making and safer mining practices. In this study we present results from numerical simulations conducted at South Deep Gold Mine for active in-mine seismic surveys. The study uses a finite differencing code known as WAVE3D, which models models the propagation of a seismic wave generated by stress pertubations that are applied to a defined grid. The numerical simulation model included two major ore bodies (Black Reef and Ventersdorp Contact Reef) and mine tunnels. The model was constrained using laboratory physical property measurements from underground borehole samples such as seismic velocities (e.g., compressional and shear waves) and bulk densities. Two case studies were created, one modelled the active shots and receivers on surface, and the other modelled the shots at depth (in a mine tunnel at ~4000 m depth) with receivers on surface. In both cases, the objective was to investigate the wavefield propagation through the rockmass between the mine tunnel and surface. The simulated wavefield produced by the source located along the mine tunnel was successfully recorded on surface. The surface-recorded wavefield exhibits clear one-way P-wave arrival times at approximately 450 ms to 500 ms, which can be used to calculate the surface-tunnel P-wave refraction tomogram. The results from the study were used to constrain the design, and for the acquisition and processing of the real surface and in-mine seismic surveys acquired under the FUTURE project.

A research project was carried out on a gold mine in the Vaal River region of South Africa (Witwatersrand Basin) to evaluate the effect of two particular aspects of rockbolt installation – the angle of inclination of the bolt relative to the orientation of the rock surface, and the protruding length of the bolt – on the mine’s gully support system. A keyblock analysis approach indicated that these factors do not have an adverse impact on the stability of the strike gullies. This was confirmed by extensive empirical data collected from the case study mine. While safety is the primary concern, cost saving opportunities can be realized through reconsidering historically inherited support standards that are perceived to be correct and appropriate. The research described in this paper sets forth a practical approach, that is easy to implement and repeatable, to evaluate the role of rockbolts in stoping gullies.

This paper presents a novel holistic healthy human framework for C-suite executives and senior leaders in the minerals industry. The value-add of the framework centres around the integration of inner holistic health and interpersonal holistic health to support and enhance environment, social, and governance transformation, with a focus on the social enterprise. The framework unpacks key components of holistic health and their interlinkages to environment, social, governance, and stakeholder engagement. Insights were gleaned from interviews with 10 C-suite executives, each with over twenty years of experience in mining or business leadership. By applying the holistic healthy human framework, industry leaders can strengthen the social licence to operate and positively transform the industry's public image. Broader application to other sectors is underway.

Tanzania is a country with a variety of mineral deposits, including metallic minerals, gemstones, mineral fuels, industrial minerals, and critical minerals. This study provides an overview of mining legal framework, mineral occurrence and production, challenges in the mining sector, and government initiatives. The aim is to demonstrate the development of the mining sector in Tanzania and explore the potential for further mining investment in the country. The mineral production data showed generally increasing trends over the years, for example, gold production increased from 42 tonnes in 2018/2019 to around 50 tonnes in 2023/2024. Despite the growth, the mining sector encounters several challenges, including a lack of detailed geological information on mineral deposits, inadequate infrastructures in some remote mining sites, the existence of informal artisanal miners, and mineral smuggling. The Tanzanian government has introduced several initiatives to address these challenges, including carrying out the highresolution airborne geophysical survey to increase geological information in some areas, the formalisation of artisanal and small-scale mining, establishing mineral markets to combat mineral smuggling, and encouraging mineral value addition within the country.

The shear behaviour of infilled joints produced from ordinary gypsum plaster (gyprock) and bentonite was investigated in the laboratory under Constant Normal Stiffness (CNS) conditions. Shear tests were performed on saw-tooth profiles having Joint Roughness Coefficients (JRC) of 4.75 and 9.25 under an initial normal stress (sno) of 0.30 to 1.10 MPa, and at a normal stiffness (kn) of 8.5 kN/mm. Test data under the same sno and infill thickness to asperity height ratio (t/a) were analysed for two different sets of JRC. The peak shear stress plotted against the t/a ratio under constant sno revealed an increase in peak shear stress with the increase in JRC, up to a t/a ratio of about unity. The effect of roughness on the peak shear stress was observed to be minimal when the t/a ratio exceeded 1.40. A mathematical model for the prediction of peak shear stress due to the increased infill thickness has been developed based on a hyperbolic stress-strain relationship and energy balance principles. The model predictions are in good agreement with the laboratory observations. Des essais de cisaillement ont été réalisés sur des profils en dents de scie ayant des coefficients de rugosité des joints (CRJ) variant de 4,75 à 9,25 sous un effort normal initial (sno) de 0,30 à 1,10 MPa, et une rigidité normale (kn) de 8,5 kN/mm. Le résultat des essais conduits sous la même contrainte et épaisseur de remplissage au rapport aspérité/hauteur (t/a) ont été analysés pour deux ensembles différents de CRJ. La variation de l'effort de cisaillement maximal contre le rapport t/a sous une contrainte normale constante a indiqué une augmentation de l'effort de cisaillement maximal avec l'augmentation du CRJ, jusqu'à un rapport de t/a proche de l'unité. L'effet de la rugosité sur l'effort de cisaillement maximal a été minimal quand le rapport t/a a excédé 1,40. Un modèle mathématique pour la prévision de l'effort de cisaillement maximal dû à l'épaisseur accrue du remplissage des joints a été développé sur la base de la variation entre contraintes hyperboliques et déformation et sur des principes de bilan énergétique. Les prévisions du modèle sont en bon accord avec les observations de laboratoire. Die Beziehung zwischen maximaler Schubspannung und und t/a Verhältnis unter konstantem sno zeigte einen Anstieg der maximalen Schubspannung mit zunehmendem JRC, bis zu einem t/a Verhältnis von etwa 1.0. Der Einfluss der Rauhigkeit auf den Maximalwert der Schubspannung war minimal solange das t/a Verhältnis den Wert von 1.40 überstieg. Ein mathematisches Modell wurde entwickelt für die Vorhersage der Schubspannung die von zusätzlicher Fülldicke erwartet werden kann, ausgehend von einer hyperbolischen Spannungs-Dehnung Beziehung und dem Energiegleichgewichts-prinzip. Die Modellvorhersagen zeigten gute Uebereinstimmung mit den Laborbeobachtungen.
