Globalization creates investment opportunities for enterprises around the world. Attracting foreign investment has been a key challenge for economic growth in developing countries. Corruption, political instability, armed conflict, and other internal problems affect foreign direct investment (FDI) inflows negatively. A framework of criteria provides a basis for comparing non-commercial risk (NCR) among twenty-three mineral economies. Countries competing for foreign direct investment inflows are ranked from least to most risky. This study compares Inward FDI Performance Index (IND) with NCR ratings in developing countries and shows that risk is increasingly mitigated by means of appropriately structured insurance. Given the option for countries with similar mineral potential, investors will generally invest in the country that offers lower non-commercial risk. "The study presents a control strategy implemented at the Nkomati nickel mine flotation plant for process stabilization and improvement. The control strategy involves flotation concentrate volumetric flow rate stabilization and the flotation cell mass pull control. The flotation concentrate volumetric flow rate is operated at a fixed set point. The initial control strategy involved varying the flow rate to maintain the concentrate tank level thereby reducing pump cavitation. The flotation cells mass pull control comprises air rate manipulation into the cells with the exception of the recleaners. The air rate into cells is automated to adjust based on the concentrate tank level variation. The control strategy was implemented on the roughers, cleaners and the recleaner circuit. The recleaner cells air flow rate is adjusted based on the MgO content in the concentrate. The stabilization of the flotation concentrate volumetric flow rate and the mass pull by aerate automation will increase the scope of optimization for further process improvement. The immediate benefit of the control strategy implementation was plant stability. Disturbance to the flotation cells downstream was minimized due to stable flow rate, and the air addition manipulation ensured that the concentrate tank levels are maintained, minimizing pump cavitation. INTRODUCTION Froth flotation is a challenging process because it is influenced by a large number of factors, including the flotation feed characteristics. One of the ore types mined at Nkomati nickel mine is the main mineralized zone (MMZ). The MMZ ore is hosted in the Uikomst complex, a Ni-Cu-PGE-Cr- mineralized, layered basic to ultra-basic intrusion which hosts commercially viable magmatic base-metal sulphides (De Waal et al., 2001). The MMZ ore is a heterogeneous sulphide mineral resource with a varying sulphide mode of occurrence and texture. The beneficiation of the complex sulphide ore is challenging due to the presence of impurities in the ore. The impurities report to the flotation final concentrate and penalties are levied if the impurities are beyond the contractual limits."

It is well known that the electrochemical precipitation of metals from aqueous solutions is conducted by the electrochemical standard potential scale. This scale indicates the order of nobility of different metals. Consequently, the standard potential scale shows the nocivity of metals when they are present as impurities in aqueous solutions containing metals. In the hydrometallurgy of cobalt, nickel and zinc are co-deposited during cobalt electrodeposition. Nickel has almost the same chemical, physical and electro-chemical properties as cobalt. Furthermore, the electrochemical potential of nickel is relatively higher than that of cobalt. For this reason nickel is preferentially reduced at the cathode in the presence of cobalt. The presence of small amounts of zinc in solution leads to contamination of cobalt electrowon. In spite of its lower electrochemical potential in comparison to cobalt, zinc is reduced on the cathode because of its higher hydrogen-overvoltage. But, in the hydrometallurgy of zinc, small amounts of cobalt present solution will contaminate the zinc reduced at the cathode. This is easily explained by the fact that cobalt is more electropositive than zinc. The co-deposition mechanism of sulphur at the cathode is not yet well understood. Great attention has to be paid to the mechanism of co-deposition of sulphur during cobalt electrolysis. This work aimed to investigate the influence of some parameters on the co-deposition of nickel, zinc and sulphur during cobalt electrowinning. The following parameters have been investigated: Co2+concentration in the electrolyte, current density and ammonium sulphate (NH4)2SO4additions. It has been established that important nickel, zinc and sulphur co-deposition takes place at relatively low Co2+ concentration in solution. The behaviour of these elements with regard to the cathodic phenomena has been established.

The paper discusses the improvements achieved after an external sparger flotation column was installed as a final cleaner at the Northam Platinum Ltd. UG 2 concentrator in South Africa. It further discusses the improvements achieved after the conversion of a conventional flotation column, utilized as cleaner in the Merensky concentrator, to an external sparger flotation column. Finally, the application of the above knowledge in the design and commissioning of an external sparger flotation column as final cleaner in the furnace slag concentrator, is also discussed. 1. FINAL CLEANER AT THE UG 2 CONCENTRATOR The MF2 designed UG 2 concentrator is processing 75 000 tonnes run of mine ore at a head grade of 4.0 g/t 3PGM+Au and a feed Cr2O3 concentration of 28 %. Since commissioning of the plant in 2001, Cr2O3 in final concentrate amounted to approximately 5 % of the total mass. Although final concentrate produced from the UG 2 concentrator is blended with final concentrate obtained from the Merensky concentrator before smelting, blended Cr2O3 values in excess of 1.6% lead to difficulties in the subsequent smelting process. Several options for reducing the amount of Cr2O3 in final concentrate have been evaluated namely:- ? Differing types of depressants at various dosing rates. This test work did not reduce the amount of Cr2O3 reporting to final concentrate by any significant extent. ? Reduction in mass pull to minimize the entrainment of Cr2O3 in the concentrate stream.. This process change had a detrimental effect on PGM recovery. Conclusions were drawn that conventional mechanically agitated flotation cells could not achieve the required selectivity without sacrificing PGM recovery. As a consequence an alternative mechanism needed to be incorporated for the final cleaning of PGM concentrate.

The need to recruit locally produced engineers by the South African Mining Industry led to the Engineering Faculty at the University of the Witwatersrand developing a number of academic bridging initiatives for educationally disadvantaged students. The graduation rate achieved during the initial five years of operation by the most successful of these programmes has been on a par with that of al other students but the performance of subsequent intakes has declined to such an extent that the continuance of this scheme could now be at risk. One reason for this reduction in throughput is that many of the applicants for the increasing number of mining bursaries have been more interested in the bursary than the profession and have either failed or dropped out due to a lack of application and motivation. This will have serious consequences for both Wits and the Industry if it continues and some method of identifying unsuitable or suspect applicants needs to be introduced as a mater of urgency. It is recommended that an introductory course be set up at a working mine that would be run under the auspices of Wits, as a joint venture with industry, and include a level of academic input that would provide both bridging needs and certain first year credits. The final form of this course will require extensive consultation with al parties but needs to be completed before the end of 1996. It is further recommended that the advertising and promotion of mining careers be expanded and much improved.

Relevant previous research is reviewed, including work by the Chamber of Mines Research Organization and the Deep Mine Cooperative Research Programme, and recommendations are offered for prospectively limiting pressure-related health risks.

Based on results from triaxial compressive tests, an experimental damage model to simulate post-peak behaviours as well as nonlinear behaviours before peak strength was developed. In order to consider pre-peak behaviours, variations of elastic constants at each damage level were regressed by functions of confining pressure. In addition, post-peak behaviours were simulated successfully by using Hoek-Brown constants. As results, the experimental model could predict nonlinear behaviours, peak strengths and stiffness changes observed in experiments. Basé sur des résultats des essais compressifs à trois axes, un modèle expérimental de dommages pour simuler des comportements de poteau-crête aussi bien que des comportements non-linéaires avant la force maximale a été développé. Afin de considérer des comportements de pré-crête, des variations des constantes élastiques à chaque niveau de dommages ont été régressées par des fonctions de pression d'emprisonnement. En outre, des comportements de poteau-crête ont été simulés avec succès en employant des constantes de Hoek-Brunes. Comme résultat, le modèle expérimental a pu prévoir des comportements non-linéaires, des forces maximales et des changements de riidité observés dans les expériences. Auf Basis der Ergebnisse des dreiaxialen Drucktests wurde das experimentelle Schadensmodell, das sowohl das nicht-lineare Verhalten vor der maximalen Stärke als auch das Verhalten nach der maximalen Stärke simulieren kann, entwickelt. Um das Verhalten vor der maximalen Stärke zu berücksichtigen, wurden die Veränderungen der elastischen Konstante bei dem jeweiligen Schadensniveau durch die Funktionen des begrenzten Drucks zurückgegangen. Außerdem wurde das Verhalten nach der maximalen Stärke unter Benutzung von Hoek-Brown Konstanten erfolgreich simuliert. Schließlich konnte das experimentelle Modell das nicht-lineare Verhalten, die maximale Stärke und die Veränderungen bezüglich der Steifigkeit während der Experimente voraussehen.

Nkomati Nickel JV exploits the ores of the Uitkomst Complex near Machadodorp in the Waterval Boven district in South Africa?s Mpumalanga Province. Due to factors such as the remote location, stellar growth in production, opencast mining methods, and ore characteristics, a number of innovative processing options were selected. Nkomati has undertaken numerous initiatives over the last few years to improve plant running times, metallurgical performance, and operational profitability. Great emphasis has been placed on effectiveness of management control systems. A number of initiatives such as short interval control and time?in-state metrics have been implemented. A focus on improvement on availability and asset utilization of key items of equipment has been particularly effective. While the ores are remarkably similar to the Merensky and UG2 reefs, the relatively high base metal sulphide content and mineralogical characteristics make metallurgical treatment somewhat different to the ores of the Bushveld Complex. The low head grades and flotation kinetics distinguish Nkomati from other base metal operations. Numerous milling and flotation optimization initiatives have resulted in dramatic improvements in throughput, recoveries, and concentrate grades. This paper discusses the metallurgical, operational, and management challenges and the outcomes obtained.

Records over the past ten years indicate that there is potential for serious multiple accidents due to engulfing associated with rockpasses. Significant attention is not usually given to the design of rockpasses, with the implication that mistakes leading to poor performance of the passes are often repeated. This paper outlines general guidelines for the design, support, operation and rehabilitation of rockpasses based on information obtained from the limited amount of literature on the subject.

Obviously all mining operations require much analytical work to be carried out. This starts with exploration, becomes more stringent with the evaluation of a mineralised area and finally becomes on-going when mining operations are under way. All these phases are carried out by geologists, metallurgists and mining engineers. They require analyses to carry out their functions but usually have no involvement in the analyses themselves. Analyses are carried out at commercial laboratories or in-house analytical laboratories. In the past in South Africa the tendency was for the larger mining houses to have their own centralised laboratories for exploration samples with each mine having it?s own laboratory to meet only that mine?s requirements. The centralised laboratory maintains QC functions at the subsidiary laboratories. In other mining areas of the world there has been a strong tendency for all geological analytical requirements, especially for exploration and mining, to be carried out at commercial analytical laboratories. In recent years there has been a tendency for mines in South Africa to move in the same direction. This paper discusses the factors that need to be taken into consideration when a new laboratory is being planned and automation is an option. The planning of the laboratory at the new Langer Heinrich Uranium mine in Namibia is discussed considering these factors. 2.0 REQUIREMENTS OF A MINING ANALYTICAL LABORATORY The purpose and requirements of a mining analytical laboratory are fairly obvious and can be summarised as follows :- 1. All mining operations must have access to analytical facilities, either in-house or commercial 2. The laboratory must be able to handle all the sample types submitted by the mining operation These can be mining, exploration and/or plant samples. They can comprise solids (rocks, bore-cores), slurries and/or liquids.

The South African coal mining industry is currently disposing of about 10 million tons of ultra-fine coal (<150 µm) per year. Once discarded, these sulphur-containing ultra-fines contribute to several environmental problems. As part of a project initiated by the Water Research Commission to investigate the use of Cleaner Production (CP) in the mining industry, a study was carried out to determine whether a CP approach could be used to identify opportunities to reduce this coal waste, and to determine which of these opportunities would be most feasible. In order to do this, a CP assessment was conducted at three case study collieries in the South African Witbank coalfield. Mass-balancing and sampling, followed by laboratory characterisation tests and site surveys, were used to determine the quantity, quality and sources of the ultra-fine coal at the three collieries. Literature reviews, brainstorming sessions and interviews then followed to generate the CP options. An environ-mental, economic and technical feasibility assessment was then prepared for each option, to determine the most viable interventions for implementation. A number of opportunities were identified through the assessment. By preventing coarser coal from being discarded with the ultra-fine coal, the quantity of coal disposed of could be decreased at all three collieries, and by up to 24% in one case. Increasing the crusher top size would reduce the amount of coal that is milled to less than 150 µm, so that less is wasted. The ultra-fines that have already been disposed of on slurry dams can be completely reclaimed and converted into a valuable product, which can be sold as power station feedstock. The newly processed ultra-fines could be beneficiated using flotation and exported together with the coarser coal. The results of the assessments thus suggested that workable CP opportunities to reduce ultra-fine coal wastage exist at the sites investigated, and that their feasibility is colliery-specific. The associated financial benefits of the proposed options suggested that CP is a realistic approach to addressing environmental problems. The corrosion behaviour of a low carbon steel was investigated in natural seawater and various synthetic seawaters. It was found that the steel corroded nearly four times faster in a 3.5% NaCl solution than in natural seawater for an exposure time of 21 days. The corrosion rate after immersion in synthetic seawaters (ASTM D1141 and Marine Biological Laboratory seawater) is similar to the corrosion rate after immersion in natural seawater. Calcium carbonate (aragonite) deposits were found on the surface of the steel after immersion in natural seawater and the synthetic seawaters. Some magnesium-containing deposits were also found after immersion in the natural seawater. These deposits act as a barrier against oxygen diffusion and thereby lower the corrosion rate. The morphology of the calcium carbonate deposits that formed during immersion in the natural seawater is different from those formed during immersion in the synthetic seawaters. This may explain the slightly lower corrosion rates obtained in the natural seawater. X-ray diffraction also showed that the oxy-hydroxides formed in the 3.5% NaCl solution differed from those formed in the other solutions. A scraper-based block cave method has been successfully applied to extract the Lower orebody at Nchanga since the 1950s. Since inception, scraper drifts and service ways have been supported using steel arch sets fabricated to a specific design from high strength manganese steel To reduce costs and to improve productivity, trials commenced in 2002 using fibre reinforced shotcrete as an alternative support method. One of the areas, the 2420 8E 1C trial drift, was subjected to abutment loading for several months prior to undercutting and cave mining. Shotcrete installed exhibited minor cracking shortly after application but very little deterioration thereafter. Following the success of the trial, the application of fibre-reinforced shotcrete was extended to other drifts. This paper describes the application of fibre-reinforced shotcreteat Nchanga and outlines design and quality assurance methods employed.

Shear-flow coupling tests are conducted using an original apparatus, and a shear-flow coupling model using Geographic Information System (GIS) is developed in order to evaluate shear-flow coupling properties of a rock joint. Shear-flow coupling tests indicate that the hydraulic conductivity of joint once decreases, and then rapidly increases at the shear displacement near the peak shear stress. The proposed model simulates the test results relatively well. However it indicates that it is difficult to apply the local ‘cubic law’ model in the initial shear stage, in which the change of selective flow path is remarkable. Scher-Fliess-Kopplungsversuche werden mit einem neuartigen Versuchsgerät durchgeführt und mithilfe von Geo-Informationssystemen (GIS) gedeutet, um so ein Modell für die Scher-Fliess-Kopplung in Gebirgstrennflächen zu entwickeln. Die Versuche zeigen, dass die hydraulische Leitfähigkeit zuerst abnimmt, dann aber schnell wieder zunimmt sobald die maximale Scherfestigkeit erreicht ist. Das vorgestellte Modell bildet die Testergebnisse relativ gut nach. Es zeigt auch, dass es schwierig ist, das lokale Cubic Law im Initialstadium der Scherbeanspruchung anzuwenden, in dem die Variationen selektiver Fliesswege gross ist. Les essaies hydro-mécaniques couplés en cisaillement sont réalisés grâce à un appareil éxperimental prototype et un modèle de couplage hydro-mécanique utilisant le S.I.G (systeme d&apos;information géographique) développé dans le but d&apos;évaluer les propriétés hydro-mécaniques des joint rocheux. Les résultats indiquent que la conductivité hydraulique des joints décroit puis augmente rapidement en se rapprochant du pic de cisaillement. Le modèle proposé simule relativement bien les résultats expérimentaux ; mais indique également qu’il est difficile d’appliquer localement la loi cubique au début du cisaillement où, les changements d’orientation dans le réseau d&apos;écoulement sont considerables.

Namakwa Sands is a heavy minerals mining and beneficiation business in the Anglo Base Metals Division, and operates along the West Coast of South Africa. The business encompasses mining, mineral concentration, separation, and smelting operations. The smelting process comprises the carbonaceous reduction of ilmenite to produce titania slag with a TiO2 content of 86%, and iron with a carbon content of 2.5%. The Namakwa Sands smelter, situated near the Saldanha Bay harbour, commenced smelting operations in 1994, when a 25 MW DC-arc furnace was commissioned. The smelting operations were expanded in 1999, with the commissioning of a second 35 MW DC-arc furnace. Despite the fact that ilmenite smelting poses a technical challenge in terms of the high temperatures required, the physical characteristics of the slag, the constraints placed on the feedstock, and the tight product specifications, Namakwa Sands has continually increased slag production since 1995. High furnace feed-on utilization and furnace stability, complemented by continuous improvement drives, will be thevehicle to drive performance in the short-term, with longer-term performance enhancements due to strategic process development. Consideration of the economic, environmental, and social impacts associated with the life-cycle of a technology is of increasing importance for decision-making in industry. It has been suggested that economic assessment of technology deployment projects requires the translation of associated environmental effects into monetary values. This paper introduces an approach for identifying and evaluating environmental damage in monetary terms. The approach groups the environmental impacts associated with a technology life-cycle system into four main criteria: air, water, land, and mined abiotic resources. The valuation of the impacts on the resources consists of an economic cost benefit analysis (CBA) procedure that comprises four steps: the compiling of an impact inventory, a monetary valuation of the inventory, discounting, and a risk/uncertainty analysis. The monetary valuation step for impacts on air resources is primarily based on published externality costs for Europe and the United States, which are adopted and converted to reflect the South African context. Local opportunity costs are utilized for the other resource criteria. The damage costs are transformed into South African Rand at 2005 prices. The paper demonstrates how the approach may be applied in the assessment of projects in the metallurgical industry. Shortcomings in the approach are identified. For example, not all of the aspects that are considered necessary to assess environmental performances comprehensively can be valued in monetary terms. Also, certain values, specifically those pertaining to opportunity costs, need to be determined on a case-by-case basis. Furthermore, the uncertainties associated with the indicators obtained may strongly influence the usability of the results of an environmental performance assessment, e.g. future damage costs will change with fluctuations in the markets. It is concluded that although such an approach has merit in increasing the understanding of the potential financial implications of a technology?s environmental performance, further research is required to improve the approach described if it is to be used further in the South African metallurgical industry. Damage cost estimates that are specific to South Africa need to be developed to reduce uncertainty, and the combination of both quantitative and qualitative approaches is recommended for comprehensive sustain-ability decision-making.

There are few data on the composition of discard coal in South Africa, and no overall view of the discards for the entire industry. As a result of work on coal qualities in South Africa, a database was established which enabled a good estimate to be made of the composition of the discard from every mine. The data are presented in the form of histograms of ash, volatile matter and fixed carbon content of the 43 million tons of material which were discarded in 1990. The results are discussed in terms of the closeness of the composition of much of the discard material to presently used power station coal. It is concluded that it is mainly developments in equipment, particularly fluidized bed boilers, which inhibit the wider use of discard coal. However, other factors must be noted, including the relatively high sulphur content of the discards, and the fact that even with the most careful storage the material ages and may become unusable after about 15 years.
