Outline This paper will consider the implications of the mine closure provisions set out in the new Mineral and Petroleum Resources Development Act and draft regulations. A comparison will be made with the existing provisions in the Minerals Act and the mine closure policy of the Department of Minerals and Energy (DME). The paper will consider whether the new provisions have the potential for improving performance as regards mine closure. It will investigate the financial provisions requirements and the implications of these provisions for mines. It will consider the requirements for a social and labour plan and consider the implications of this for mine closure and its funding. It will analyse the provisions relating to the transfer of environmental liabilities to third parties and consider the implications of this in the case of closing mines and non-closing mines. Finally it will consider the issue of residual legal liability of a mining company once a closure certificate has been issued.

Jointed rock slopes are generally stable, as there is no freedom of movement for blocks of rock. In an open- pit mining environment, blasting opens up space into which blocks of rock can fail, resulting in the common occurrence of slope failure. Prior to the blasting of a trim pattern, the immediate highwall is scaled, where loose rock material is removed by means of a mechanical scaler. As mining of the pit progresses, the height of the scaled highwall from the pit floor progressively increases. These highwalls are never scaled again for the remainder of the pit life, and time-dependant deterioration contributes to these highwalls becoming subject to rockfall and, sometimes, slope failure. This paper documents the development of a South African innovation, a remote-controlled mechanical highwall scaler, a world first for the mining industry. The scaler will enable open-pit highwalls to be scaled from crest to toe whenever the need arises. It will reduce the risk associated with highwalls and deliver on the Anglo American promise of producing safe, profitable platinum.

Expert Online, as a software system, is aimed at providing plant operators in the minerals industry with effective training and on-the-job assistance. It incorporates a number of features to achieve this goal, of which the most important is its ability to explain the dynamics of the plant and control system in simple language, mimicking an informed plant expert who has online access to the inner workings of the plant and control system. This is made possible by a novel form of Artificial Intelligence, called the Interpreting Expert System. Previous implementations of the IES were only capable of explaining controller actions. Expert Online will extend this capability to also perform the more difficult task of explaining process behaviour. Expert Online will implement three main processes, namely the accumulation of data from the controllers and plant models, the interpretation, processing and filtering of that data and lastly communicating the relevant information to the user, both as written messages and in other audio-visual forms. Although Expert Online is aimed at the operator, other plant personnel, like supervisors and plant managers, will also benefit from it. This paper focuses on the structural and functional design of Expert Online for implementation on the latest version of Mintek’s open control platform, PlantStar, highlighting advances and additions since the previous implementations of the Interpreting Expert System and concluding with an example illustrating some of the principles.

Rosh Pinah Zinc Corporation (Pty) Ltd (RPZC) operates an underground mine at Rosh Pinah in southern Namibia producing zinc and lead sulphide concentrates. It currently mines around 0.7 Mtpa run-of-mine ore containing around 6-10% zinc and 1.5-3.5% lead. As part of past exploration and current intensified exploration, a massive continuous low grade ore body was identified which grades at around 3% zinc equivalent. This ore body is near current mining infrastructure and could be amenable to bulk mining methods. In the present paper a concept is presented on how it could be exploited. As a precursor to exploitation of the low grade a number of enhancements are proposed for the current mining operations including: ? shortening load-and-haul distances by extending the conveyor raise further down the mine in a phased manner and back-filling of waste into mined-out stopes; ? use of mobile crushing plant at the crusher tip, and; ? installation of a system to allow scoops to load directly from stopes into ore passes close by combined with truck loops to haul from these ore passes to the crusher tip. To exploit the low grade ore body the following concepts are proposed: ? open stope mining from two areas at a total rate of up to 2 Mtpa; ? underground pre-beneficiation of mined low-grade ore near the stopes using either dense medium separation or X-ray sorting; ? pre-beneficiated tails back-filled to mined-out stopes and; ? pre-beneficiated product transported to surface by linking into proposed run-of-mine conveying system.

Roadheaders are very versatile excavation machines used in tunnelling, mine development, and mine production for soft to medium strength rock formations. Performance prediction is an important factor for successful roadheader application and generally deals with machine selection, production rate and bit consumption. Among many different parameters, brittleness is also one of the material properties related to breakage characteristics and can be used as a cuttability parameter from a mechanical excavation point of view. The main objective of the research study is to contribute the brittleness of rock excavated to construct a new empirical equation for predicting the performance of roadheaders in different material and operational conditions. In this regard, a new performance prediction model for medium duty roadheaders based on a brittleness index (BI) is presented. In this study, rock mass brittleness index (RMBI) is defined in order to investigate the influence of BI on roadheader performance. RMBI is an index which can be used to relate the intact and rock mass characteristics to machine performance. Results demonstrated that RMBI is highly correlated to instantaneous cutting rate (ICR) (R²=0.94). Moreover, through the further analysis and normalization, the pick consumption index (PCI) was introduced as a parameter having a good relation with pick or bit consumption rates (PCR) (R²=0.79). Finally, the new predictive models for ICR and PCR showed very good correlations with the actual measured values. What is a nugget effect? In the early development of geostatistics, the term ?nugget effect? was coined for the apparent discontinuity at the beginning of many semi-variogram graphs. This name was chosen to reflect the large differences found between neighbouring samples in ?nuggety? mineralizations such as Wits gold reefs. Geostatistical theory assumes that the difference between a sampled value and a potential repeat sample at the same location is actually zero. Included in this ?nugget effect? would be true variation between contiguous samples due to the nature of the mineralization, micro-fracturing, nugget or crystal size and so on. Also included in the nugget effect would be any ?random? sampling variation which might occur due to the method in which the sample was taken, the adequacy of the sample size, the assaying process, etc. Arguments were put forward that ?sampling errors? actually exist at zero distance. Some geostatistical schools actually maintain that ?nugget effect? is all sampling error. This would imply that ?perfect? sampling would eliminate the nugget effect entirely. There is now a dichotomy both in the geostatistical world and in the software packages provided for geostatistical analyses. It may seem academic to argue over whether the semi-variogram model should take a value of zero, a value equal to the nugget effect or a partial value at distance zero. However, the decision can have a profound effect on both the estimated resource and in our confidence on that resource. Whereas most geostatistical texts define the semi-variogram model as taking the value of zero at zero distance, others imply that the full nugget effect should be used at zero distance. For example: ?The nugget effect refers to the nonzero intercept of the variogram and is an overall estimate of error caused by measurement inaccuracy and environmental variability occurring at fine enough scales to be unresolved by the sampling interval3. ?Christensen4 has shown that the ?nugget effect?, or non-zero variance at the origin of the sernivariogram, can be reproduced by a measurement error model. ?The nugget effect is considered random noise and may represent short-scale variability, measurement error, sample rate, etc.5. In many training texts and web courses, the definition of the semi-variogram is ambiguous as the formulae for semi-variogram models is not actually specified at zero distance6,7,8.

GIS documents are of great interest for a quick and low-cost determination of areas endangered by rockfalls. They allow (i) the detection of potential instabilities from steep slopes and cliff areas, and (ii) the preliminary estimation of potential run-out areas by means of a so-called cone method. After the presentation of the tools used to compute these areas, the paper focuses on two methods developed for a preliminary hazard mapping, one at regional scale and the other at local scale. Les SIG sont très intéressants pour une détermination rapide et peu onéreuse des zones affectées par des chutes de blocs. Ils permettent une détection des zones potentiellement instables et une estimation sommaire des zones de propagation des blocs par une méthode dite des cônes. Après la description des outils utilisés pour définir ces zones, l’article expose deux méthodologies élaborées pour un zonage préliminaire du danger, l’une à l’échelle régionale et l’autre à l’échelle locale.

The use of drilling rigs to increasingly mechanize stope drilling has been acknowledged as important for the S.A. mining industry in it ís efforts to tackle the challenges of low productivity, AIDS and an ageing driller workforce. The spin-offs of increased safety, cost-effectiveness and better mining performance provide advantages to all?from the driller to the shareholder. However, implementation or product rollout has varied from outright success to dismal failure. A study of various cases by Novatek and Anglogold TDS showed clear reasons for these differences. Whereas the successes were characterized by clear objectives, accountability, user buy-in, a commitment to make the technology work and no-nonsense reporting, these were typically absent in failed implementations. The attitude at unsuccessful mines was to ?trial? the equipment?even subconsciously, a ?trial? is a test where failure becomes an acceptable outcome. During the study it became clear that mining management are not adequately trained to manage the often-tricky rollout process. They are often also not empowered or clearly mandated to deal with the organizational, human and technical issues that must dovetail to create a success. The output of the study was to develop a basic rollout process that could be used to formally manage the implementation of new drilling technology. Creating an alignment between the mine, workforce and supplier promotes a win-win situation that will not otherwise spontaneously arise.

Six different types of quartz and quartzites used as raw materials by ferroalloy plants have been investigated with respect to their thermo mechanical properties. In order to investigate the effect of the thermal shock caused by the rapid heating of quartz when it enters the furnace, the following techniques have been used for both in situ investigations and investigations of pre-heated quartz: -Heating stage microscopy for in situ observation of heating effects. -Shock heating of quartz in an induction furnace An optical microscope-mounted heating stage was used for in situ observations of the microscopic effects of heating up to 1300 ºC. The effects of heating were observed at different temperature intervals in different samples. The main temperature intervals were below 573 ºC and above 1000 ºC. The cause of the observed effects is interpreted as fluid inclusion decrepitation for T<573 °C and structural implications (micro cracks, grain boundaries and remaining fluid inclusions) at T>1200 °C. Shock heating of the samples was carried out in an induction furnace to 1300 ºC for ten minutes. The effects of the heating were studied with different techniques such as direct observation during and directly after heating, optical microscopy and XRD. Combined transmitted and fluorescence light microscopy shows that the heated quartz show an opening of the grain boundaries and evenly distributed micro cracks that were not present in the unheated reference samples. In some of the heated samples, weak generation of cristobalite was detected by XRD.

Rock density determinations are necessary for ore resource evaluations from estimated block grades in g/t. Rock density depends on the mineral composition and, thus, it is specific for each rock type. The rock density distributions for different rock types are often symmetric. Hence, the arithmetic mean is a good approximation for the average density for lithological units. However, there may exist spatial variation in density values due to alteration, fracturing and original heterogeneities such as layering. This study compares the kriged density model with the one with constant density values for different lithological units in the evaluation of metal amounts in rock blocks. The case study consisted of rock densities measured from the drill cores at Ahmavaara PGE deposit in northern Finland. The used Ni contents were simulated in accordance with the spatial distribution of rock densities. The Ni amounts in 2x2x2 m3blocks are higher for the kriged densities than for the average densities. The difference is increasing with the increasing metal amounts due to the nonlinear correlation between Ni content and rock density. The final effect on the resource estimation depends on the cutt off grade and prices of the metal, for example, for a very valuable metal the small differences are significant

Surface defects on continuously cast slabs require treatment by grinding. This extra phase in the process causes lower throughput of final product and extra energy costs. The elimination of slab treatment after casting implies that slabs can be direct rolled or hot charged, resulting in higher throughput and lower energy costs. To increase the number of slabs that can be direct rolled or hot charged, defects have to be predicted before a slab has completed the casting process. Transversal and longitudinal cracking, casting powder entrapment and other inclusions, bleeders, deep and uneven oscillation marks, stop marks and depressions are the defects thatare considered for prediction. A structure with two models is proposed. The first model describes the effect of mould level, water inlet temperature and casting speed (MV?manipulated variables) on 38 thermocouple temperatures (IV?intermediate variable). Casting speed is a manipulated variable while mould level and water inlet temperature are treated as measured disturbances. This model is known as the MV to IV model, and is used to control the occurrence of defects. The second model describes the effect of the thermocouple temperatures on the defects at different positions and locations on the slabs (OV?output variables). This model is known as the IV to OV model and is the predictor of defects. The models are determined using time-series methods in the form of auto regression with exogenous input using data of approximately 500 slabs cast over a period of 6 months. The models are validated using plant data from 44 slabs gathered three years later, with good results. As an example, published results give a sensitivity and specificity of 61.5 per cent and 75 per cent respectively for longitudinal cracks on validation data, while the presented method gives 63.6 per cent and 93.5 percent, respectively. The IV to OV model is used in an inversion to determine the optimal thermocouple temperatures for each slab width. Analyses of accident records show that a better understanding of very basic strata control principles and practices, by production personnel, will improve worker safety. Workers, lack of knowledge, with respect to aspects of strata control, increases their exposure to such strata control risks. The primary objective of the Safety in Mines Research Advisory Committee (SIMRAC) project 02 02 07 was to develop tools for the transfer of strata control knowledge. Four such tools were developed, three of which focused on illiterate underground mine team members who are not yet able to take advantage of the Mining Qualifications Authority (MQA) learning process (see project outcomes 2, 3 and 4 below). The tools were designed to equip these workers with sufficient knowledge and ability to work safely underground until such time as they can take advantage of the MQA system. Project outcomes: 1 A four-minute video using animation to illustrate the causes and prevention of falls of roof in South African collieries. 2 Software to demonstrate the capability of reconstructing, interactively, accident scenes and actions that have taken place underground in stopes. 3 A strata control bridging course for illiterate mine team workers. 4 Small-scale wooden models that will be used to design life-size mock-up facilities to assist with the above mentioned bridging course. 5 Workshops and presentations to demonstrate the outcomes 1to 4 above.

Dilution reduction is one of the areas that offer metal mines an opportunity to increase revenue and reduce costs, resulting in enhanced profits. Effective dilution control programmes require interaction on a multi-disciplinary level. This paper outlines recent initiatives undertaken at Konkola Mine to reduce dilution and increase revenue. The increase in revenue arising from reduced dilution and high factors between in situ and delivered to mill grades were quantified and amount to close to U$ 1.0 million per one per cent improvement in grade factor at a 75c/lb copper price. Sources of dilution from open and in?stope mining methods practised at the mine were identified and a multi-disciplinary dilution control forum set up to control these. Among the major achievements were the introduction of low dilution in-stope mining methods; the introduction of Gemcom geological and mining planning software to replace traditional pencil and paper methods, leading to better in situ estimation and production planning; enhanced control in open stopes through dilution awareness among mining production personnel; location of critical secondary development ends in correct positions; enhanced blast hole control; tracking of development waste by metal tracers and monthly tally; implementation of a cavity monitoring system to check over-breaks in open stopes; and setting up of a stope history database. The results from the cavity monitoring system showed that stopes with over-breaks of 5 metres or less could be controlled to break along the hangingwall contact.

Four mining alternatives for exploiting an ultra-deep orebody were assessed through a multidisciplinary evaluation process which involved: the generation of a 3D geological model; the design and scheduling of life-of-mine layouts; the analysis of anticipated ventilation and cooling conditions; the study of rock-related risks of mining in ultra-deep stress environments; the logistic implications of transporting men, rock and materials; and, lastly, the economic implications of each option. Once results from the integrated mine design assessment were available, mine planners were faced with an important problem to solve: how to identify the optimal mine design alternative when numerous assessment measures and multiple decision criteria needed to be considered simultaneously? To address this ‘multiple-attribute decision problem’ and arrive at the ‘optimal layout for ultra-depth’, a generic decision methodology that uses principles of ‘utility’ was applied. The methodology assumes that ‘single-value risk estimators’ do not account for the inherent variability of real conditions. Therefore, risk estimators were represented by statistical distributions of their incremental changes, where applicable. The stochastic variables, once defined, are used as inputs in the ‘utility’-based layout decision scheme. This ‘utility’-based decision methodology offers a framework for mine design decisions to be made objectively, when complex trade-offs between multiple risk domains need to be considered simultaneously. Anglogold Ashanti?s Kopanang Gold Plant (previously No. 9 Gold Plant) treats ore from Kopanang and Tau Lekoa shafts. The plant is twin streamed and has dedicated treatment circuits, from milling to final product, for each shaft. Waste rock material is used to compensate for the mill gap on both streams. Each stream consists of three 4.85 m x9.15 m ROM mills in closed circuit with a single stage hydrocyclone, milling an average of 7 000 t per day. The liner configuration in each mill consists of six rows of 30 grid liners along with rectangular lifter bars. The topic of gold lock-up is not new and has been investigated and reported on many times, both within Anglogold Ashanti and the broader mining industry. Although the lock-up mechanism is understood, its measurement is neither practical nor precise. The initial lock-up in a new liner and the release as the liner wears down cannot be accurately quantified. Previous test work carried out on Kopanang Gold Plant (with a ?gold scanner?) measured the natural gamma radiation emitted by uranium. This radiation is in proportion to the mass of concentrate locked up in the grid liner pockets, as well as between the cast-on backing plate and the shell. The ratio of concentrate lock-up was estimated as 35% behind the liners and65% in the pockets. Mill gravity concentrates are recovered during routine relining operations from behind the grid liners at Kopanang Gold Plant. Prior to relining, the liners tend to release the concentrate from the pockets as the liners wear. Historical Kopanang data from actual ?mill gold? smelted indicates that an average of 29 kg gold is recovered from behind each row. This indicates a total lock-up of 250kg gold per mill. This locked-up gold should preferably be minimizedor eliminated for the following reasons: ?The cyclic build-up and release of gold in mills complicates accounting ?Gold concentrate arising from liners is a security risk and creates a major mechanism for gold theft ?Loss of interest on the value of 250 kg fine gold is significant and was a major driver for the project. These factors led to the need to develop techniques to eliminate or at least minimize the gold lock-up in the mills. Wave liners, with rubber inserts, have been successful in eliminating lock-up, and were tested at Kopanang Gold Plant in November 2000. However, due to increased load-slip and high wear rates associated with these liners, this option proved less economical in terms of liner wear. Grid liners, with rubber-filled pockets, demonstrated a very high wear life and eliminated pocket lock-up. This system was successfully trialed in January 2003, but unfortunately did not prevent lock-up behind the liners. Current developments have resulted in a system that eliminates both pocket and backing plate lock-up. The conventional grid liner design has been modified to remove its steel backing plate. Rubber inserts that are integrated onto a rubber backing plate, have been designed to be used with the newly modified grid. The backing plate and grid pockets are now completely occupied by rubber, thus completely eliminating concentrate build-up around the new grid liner system installed in November 2003. Results to date are promising and liner life is expected to exceed conventional performance.

The principal goal of the research described in the paper was to determine, by measurement of pillar scaling on pillars that have not failed, whether the pillar life prediction method developed by van der Merwe (2003) was valid as it stood or whether adjustments were necessary to the rates indirectly derived from observation of failed pillars. To this end, measurements were taken on over 350 pillars at 13sites on 6 mines. The project was done as a collaborative effort between the University of Pretoria, the Nancy School of Mines and CSIR Miningtek. During the course of the investigation, it was found that the majority of pillars display maximum scaling at mid height, that there was no clear preferential direction of pillar scaling, and that pillar corners do not scale significantly more than the mid pillar areas. The most important conclusion was that the scaling rates found by measurement agreed with the inferred rates found in the previous work. The previously developed procedure for the prediction of pillar life spans consequently requires no adjustment, although the error span is in the region of 20%. It is recommended to do further research into the effect of sealing of panels and, possible chemical changes taking place in the pillars as they age on the scaling rate.

Manganese imparts numerous beneficial mechanical properties. Hence it finds extensive application in iron, steel and non-ferrous sector. Prevalently, it is incorporated in the form of master alloys i.e. &apos;ferromanganese&apos;. In India, ferromanganese is mainly the inexpensive and paramount source of availability of manganese. Various conventional and non-conventional techniques of ferromanganese production have been adopted in past and present. However, these techniques have demerits viz. high refractory, energy consumption, losses of valuables in slag and fumes. Also geographical co-ordinates of the plant restricted the manufacturer to prefer an appropriate process. Accordingly, the industrially implemented methods had reliance on availability of infrastructure, energy, mineral resources, grade of raw material, outlay of labor, environmental compatibility of technique etc. In view of the liberalized economy and the gap scenario in the supply and demand of ferromanganese, the authors felt it indispensable to explicitly bridge up this vacuum by initially designing a simple energy conserving, eco-friendly, low capital investment technique for decarburization of ferromanganese. Measurement of the data involved studying the impact of rate governing parameters on the process kinetics. A mine fire model gallery has been designed and constructed on the premises of the Central Mining Research Institute, Dhanbad, India to perform systematic in-depth studies on various aspects of mine fires. The gallery is 65.5 m long and 5.86 m2in cross-section and it is divided into firing and non-firing zones. It is equipped with a computer-aided online telemonitoring system that has 130 sensors, two data loggers and computer peripherals for continuous recording of various fire parameters. A fan to generate airflow through the gallery has been installed at its end. Two sliding doors and one rolling shutter were also provided for sealing and regulation of airflow. Two sets of experiments have been carried out in the model gallery maintaining air velocity of 1 and 1.5 m/s through it. In the experiments, the inner sides of the firing zone, 22 m in length, were lined with a thin layer (8?10 cm thick) of coal slabs. Two fire suppression techniques viz. flushing of liquid nitrogen (LN2) and infusion of high pressure high stability (HPHS) nitrogen foam were tried to quantify their effectiveness under dynamic fire conditions. The paper addresses important design features of the gallery, its instrumentation system, the experimental procedure adopted and important findings from the experiments. It has been observed that the intensity of the fire was very high after one hour of its initiation and continued for 3?4 hours. During the period, frequent backlash with smoke and flame was noticed. The efficacy of the fire suppression techniques has been assessed interms of reduction in temperature, generation rate of CO2and CO, and heat release rate. The study reveals that high pressure high stability (HPHS) nitrogen foam is more effective in controlling open fires than liquid nitrogen is. This research is a result of the numerous fatalities and injuries which occur in the mining industry and which are related to poor operator LOS. Three assessment methods are currently used to assess operator LOS of underground mobile equipment. The light filament (LF) method is a hands-on assessment method that is performed in the field. This method is not evaluated in this paper. The laser scan (LS) method of assessing equipment is a quick and reliable method that comes from the need to evaluate vehicles already located in the field. The computer simulation (CS) method can assess LOS issues using a computer aided drawing (CAD) model, which is useful for assessing current or prototype models. The purpose of the current research is to compare and validate different operator LOS assessment methods. Comparison of the results of the LS and CS visibility plots yielded similar quantifiable results. A visual comparison of the results further illustrate that the LS and CS methods are acceptable assessment tools for mobile equipment operator LOS evaluation. The visibility assessment methods are now being prepared as guidelines for the mining industry to assess current and potential designs.
