This report is one of a series written by members of the Solid Fuels Mission to Germany describing wartime developments in the mining , preparation , and utilization of coal . This mission was organized early in 1945 under the auspices of the Technical Industrial Intelligence Committee , which cooperated with a counterpart British committee . The Solid Fuels Mission operated under the direction of a steering committee headed by Dr. C. J. Potter , Deputy Solid Fuels Administrator . The personnel of the mission consisted of H. F. Yancey, in charge , J. W. Buch, Thomas Fraser , L. L. Newman , and L. D. Schmidt of the Bureau of Mines ; H. H. Lowry , Director of the Coal Research Laboratory , Carnegie Institute of Technology; H. J. Rose , Vice - president and Director of Research , Bituminous Coal Research , Inc .; and F. H. Reed , Chief Chemist , Illinois State Geological Survey . Over 50 reports were written by the members of the Solid Fuels Mission . These , together with microfilms of supporting data obtained in the course of the investigations , are on file at the Bureau of Mines , Washington , D. C. , where they are available for public examination . The small and remote mine operators must comply with the Federal Mine Safety and Health Administration regulation requiring them to train and maintain mine rescue teams. The alternative is for the operators to contract with established teams within two hours travel time of their mine. Many of these remote operations are too far away from established teams and have too few employees to make up the necessary teams. Many cannot comply with the regulation either from a manpower or economic standpoint. The Office of Arizona State Mine Inspector, under the direction of the Honorable James H. McCutchan, State Mine Inspector, entered into a contract with the Bureau of Mines to develop the concept of a volunteer mine rescue program. This program with the assistance of the mining industry and volunteer rescue organizations, has planned and instituted a statewide volunteer mine rescue organization. The trained and equipped volunteers are stationed throughout the state and can respond to a mine emergency within the time constraints.

The Bureau of Mines utilizes special testing methods for the analysis of underground mine atmospheres for use during or after mine disasters and fires. These methods depend upon drawing sample gas to the surface through multiple tube bundles with the subsequent analysis of grab samples or the automatic analysis by often remotely located instruments on a continuous, 24-hour basis. During cold weather, low ambient temperature causes condensation and freezing of condensable vapors in the sample which can result in delayed response times or complete blockage of the sample line. This report covers research and resulting development conducted by the Bureau of Mines to produce a reliable method to selectively remove condensable vapors and particulate in the sample gas stream under worst-case field conditions. The effort resulted in two prototype systems which have greater field utility than originally anticipated. The innovative project resulted in two patent applications submitted through the Bureau of Mines.

As in many other industries, such as construction and agriculture, overhead electric power lines are a serious hazard at mining and mining-related operations. Even when excluding injuries that occur during electrical maintenance work, over one fourth of electrical fatalities in the mining industry are due to accidental overhead line contacts, and for each fatality nearly two serious non-fatal injuries occur due to such contacts. In incidents involving high-reaching mobile equipment, many of the victims touched the equipment after the fact, unaware that the machine frame had become energized by the line contact. MSHA data for accidents involving overhead power line contacts in the mining industry between 1980 and 1997 reveal that in 57% of the cases personnel were unaware of the accidental line contact until after one or more workers touched the equipment or a hoisted load and were injured. The situation is similar in the construction industry, where according to the National Institute for Occupational Safety and Health (NIOSH) data at least 20% of such victims are unaware of the line contact. This suggests that a device that alerts workers when a power line has been contacted could help prevent many of these injuries. Such a device would not prevent power line contacts, yet if widely employed could yield a significant reduction in the number of resulting injuries. Researchers at the NIOSH Pittsburgh Research Laboratory are attempting to develop such a device. The approach being investigated is based on measuring electric current flow to ground through a machine during a line contact. The specific technique being tested involves the diversion of some part of this current through a shunt cable mounted on board the machine, to provide a point at which to install a current sensor. Experiments thus far indicate that this approach is feasible. Ongoing research is better defining electric current flow through mobile equipment, refining techniques for measuring this current, and identifying factors that could limit the effectiveness of the proposed alarm.

This circular describes the activities and publications of the Bureau of Mines, Explosives Research Laboratory4 for the fiscal year 1960 (July 1, 1959 -June 30, 1960). Part 1 describes briefly the principal projects that were active during the report period, and presents some data not scheduled for publication elsewhere in the near future. Certain of the results are only preliminary and should be regarded as tentative, pending the findings of the completed investigation. Publications that appeared during the report period are listed and described briefly in part 2. In general, the research activities reported in these publications antedate fiscal year 1960. The published material relating to activities that are still current is indicated by references in part 1.

The objective of this project was to develop technical data and evaluate performance and utility of leaky feeder communications systems currently used in North American underground mines. The desired information was obtained principally through on-site surveys. Altogether, six of the seven mining companies known to be using leafy feeder communications were visited. This report covers the findings of these surveys. In addition, the report provides a brief background summary of mine communications, a technical discussion of leaky feeder systems, and conclusions and recommendations based on the results of the survey.

This report documents the current status of the U.S. Bureau of Mines ongoing investigation of the use of adaptive signal discrimination (ASD) systems to distinguish between cutting coal and cutting rock. Cutting-tool forces and vibrations were measured in the laboratory using both conical bits and roller cutters in a linear-cutting apparatus for several material samples and two cutting directions. A number of ASD systems consisting of one or more signal classifiers were trained and tested to study how data window size, type of signal feature, and combining (polling) of classifier results influence system performance. The results show that ASD system recognition rates can be improved by increasing data window size, removing air-cutting portions from the signal data, overlapping data windows, and combining (fusing) information at various levels of ASD system operation.

The waters used to waterflood the Wilmington oilfield were studied by the Bureau of Mines, in cooperation with the city of Long Beach, Calif. Increases in the pressure of the injection wells indicated that they were being plugged by materials suspended in the waters. This study was made to identify the suspended materials, determine their origin, and find methods of preventing their formation. The suspended oil-coated materials were iron sulfide, barium sulfate, calcium carbonate, clay, and sand (or silica). Results indicated that the sulfide, which was as high as 90 milligrams per liter, was the product of sulfate-reducing bacteria. The injection of ocean water increased the sulfate content of the waters in the petroleum reservoirs from 3 to 250 milligrams per liter, thereby furnishing sulfate for growth of the bacteria. The waters were supersaturated with barium sulfate. Laboratory tests showed that sulfide could be removed from the waters by adding iron at a cost of 1 to 2 mills per barrel. The solubility of iron sulfide and calcium orthophosphate in the injection waters was also determined.

Rate minima are encountered in the reduction of magnetite with hydrogen. In a certain temperature zone, the reaction rate decreases with rise in temperature. This is inexplicable by classical kinetic theories; neither is a transition in reduction mechanism suitable for interpreting the observed behavior, This anomaly can be fully explained by hypothesizing two species of chemisorbed hydrogen with different adsorption coefficients and activation energies for adsorption. Competition between two energetic states of adsorption occurs with temperature rise, with the low energy state predominating below the anomalous temperature zone and the high energy state above it. The presence of two possible adsorption sites appears to be characteristic for oxidic adsorbents.

Inadequate engineering design criteria for coal refuse embankments has allowed hazardous impoundment structures in coal mining areas to be created. A necessary first step to develop adequate design criteria is the determina¬tion of basic, respresentative physical property data on the materials that constitute typical refuse embankments. An extensive field and laboratory program was undertaken by the Federal Bureau of Mines. Much physical property data was generated. Additonal petrographic analysis and large scale triaxial compression testing was performed by others. The data presented here should aid in establishing design parameters for coal refuse embankments

This document contains most of the materials needed to use the exercise. The main part of the document is the instructor's copy. It tells how to use the exercise, presents the objectives, the master answer sheet, the scoring key, and discussion notes to be used following the exercise. The next section summarizes results from field tests of the exercise, and reports the miners' evaluation of the activity. The last part of this document is three appendices. This report summarizes the results of a one-year agreement for research on the electromagnetic environment in coal mines, which was conceived as the beginning of a long term cooperative program between ITS and the Bureau of Mines. The concepts on which it was originally based are a result of the report on mine rescue and survival by the Committee on Mine Rescue and Survival Techniques of the National Academy of Engineering, dated March 1970. This report drew particular attention to the need for improved communications during and following mine disasters. In particular, the outstanding problems identified were the location of, and communication with, trapped miners. Some tentative solutions, generally involving long-wave electromagnetic signals, were offered. Consideration of the problems of disaster location and communication soon leads to consideration of the communications techniques (or lack of them) for use under normal mining conditions. In particular, if a disaster communication and/or location system is to be readily available and operable under disaster conditions, it should also be usable during mining operations. In this way operators can become familiar enough with the system to operate it during disaster conditions, as well as provide a mechanism for regular testing.

This first Annual Report covers the work on Contract No. H0377043 "Cable for Face Equipment", from August 1, 1977 to July 31, 1978. It reports the progress in the three areas of over-and short-circuit protection, cable ampacity research and cable couplers. Field trips have established many interesting facts related to circuit breaker settings and cable size. For example, the determination of cable sizes depends on the RMS duty cycle current determined by a particular piece of equipment, but the actual selection of the cable to be used is often a function of the maximum allowable circuit breaker instantaneous settings as specified in Title 30. In order to avoid nuisance tripping as a result of instantaneous starting current field, laboratory and analytical studies are being conducted to determine proper settings and cable sizes Also an extensive program has been established to monitor the performance of high voltage cable couplers and determine their modes of failure. Various equipments are being designed for laboratory testing, and an extensive reeled cable experiment is also under way.

The applications of optical spectrochemical methods of analysis for determining trace impurities in metals are described, and the need for developing analytical procedures capable of accurately determining fractional parts per million of impurity elements in metals is stressed. Factors which determine sensitivity of detection and means to extend sensitivity levels in spectrochemical methods are discussed. Examples from the current literature illustrate the diversity of spectrochemical techniques that have been applied to the analyses of varied sample types, Many of the methods use preconcentration procedures to increase sensitivity limits. Optical spectrochemical analysis is based upon the measurement of radiant energy emitted by atoms of the elements to be determined when a sample is subjected to a suitable source of excitation. The behavior of the valence electrons during excitation, usually by an arc, spark, or flame, produces radiant energy of specific wavelengths. This is recorded as spectral line images on a photographic film or plate by the spectrograph; for direct-reading instruments, the spectral lines are detected with photomultiplier tubes. The spectral lines result from the excitation of atoms in the sample. Each variety of atom produces its own characteristic set of lines, thus serving to identify the elements in the sample. Increased concentrations of elements in the excited sample results in increased blackening of the spectral line images.

Many mining operations rely on bulkheads to provide a barrier between impounded water or slurry and active mine workings. However, bulkhead failures could cause and have caused catastrophic flooding that puts the underground workforce at risk. The National Institute for Occupational Safety and Health1 (NIOSH) in collaboration with the Mine Safety and Health Administration (MSHA) is conducting research to evaluate the adequacy of existing design practices for water and slurry bulkheads. A key component of this research effort is documentation of the performance history and design parameters for bulkheads installed in underground coal mines during the last 20+ years. This research is part of a larger effort to develop general design guidelines and procedures for constructing and maintaining bulkheads that will help to ensure their long-term structural integrity, while significantly reducing the inundation risk for miners. This paper presents the results of NIOSH’s research to identify state-of-the-art bulkhead designs, including design criteria, leakage monitoring systems, and emergency warning systems. Underground observations and evaluations of existing bulkheads suggest that the most important design factors influencing their performance are the interface of the bulkhead with the surrounding strata and the potential magnitude of the hydraulic pressure to which they may be subjected. When a bulkhead has failed, leakage has generally been through the surrounding strata or along the bulkhead/strata interface, with the failure potential along the interface increasing with hydraulic head. It was also determined that development of a monitoring program to ensure the long term structural integrity of bulkheads is an important safety consideration. Current monitoring procedures range from weekly visual inspections to constant monitoring via pressure transducers and fluid level indicators. Where possible, these devices are used in conjunction with a computer based mine monitoring system to alert mine personnel when an emergency condition exists at the bulkhead installation.

A demonstrated reserve base (DRB) of bituminous coal suitable for cokemaking has been estimated based on the latest published information on U.S. coal reserves. Bureau of Mines analyses of raw coalbed samples were used to classify the coals as low-, medium-, and high-volatile bituminous and grade them as premium, marginal, and latent coking coals. Coal rank was used as the basis for identifying coking coals, and ash and sulfur content were used to determine coking coal grade. The demonstrated reserve base of coking coal for the entire United States is 162.67 billion tons. However, only 18.96 billion tons are premium (metallurgical) grade, and between 80 and 99 percent occurs in the Eastern States. The demonstrated reserve base of marginal-grade coking coal is 31.3 billion tons; more than half the marginal reserve base is in the Eastern States, and most of the medium- and low-volatile marginal coals are in the Eastern States. The Eastern and Midwestern States contain most of the latent-grade DRB of 112.4 billion tons; most (106.6 billion tons) is high-volatile coal, and 98 percent of the medium- and low-volatile latent coals occur in the Eastern States. Based on the worst assumption, which assumes that only premium-grade coals are used for cokemaking, the DRB for high-volatile coal would suffice for 127 years, the medium-volatile coal for 80 years, and the low-volatile coal for 83 years.
