The Mine Safety and Health Administration. Department of Labor, requires coal mine operators to measure compliance with federal re¬spirable dust exposure standards periodically using approved gravi¬metric samplers. However, the gravimetric approach, with its inher¬ent delays, cannot provide dust concentration data quickly enough to allow on-site correction of inadequate dust control strategies or re¬moval of personnel from harmful environments. Furthermore, alleged tampering with dust samples collected to determine compliance with standards prompted the Secretary of Labor to appoint a special Respirable Dust Task Group to study options to improve monitoring and control of respirable coal mine dust. The Mine Safety and Health Administration's Task Group recommended that the U.S. Bureau of Mines develop a fixed-site monitor that would provide continuous information to the mine worker and mine operator regarding dust levels and the status of compliance with the applicable respirable dust standard. In response to the Mine Safety and Health Administration's request, the U.S. Bureau of Mines is investigating several sensor tech¬nologies for continuously monitoring respirable coal mine dust. One of these technologies is the Rupprecht and Patashnick Co. tapered element, oscillating microbalance. The bureau is in the process of investigating the suitability of using this sensor in the high humidity and vibration environment of underground coal mines. This paper presents data and theorem to calculate the risk of experiencing undesirable lightning related events while blasting or while engaged in other lightning sensitive activities. The paper provides an overview of lightning hazards in blasting operations and a brief history of lightning related blasting accidents. Lightning continues to be the primary cause of premature initiations of explosives in mining, on average, over two such incidents are reported to the Mine Safety and Health Administration (MSHA) each year. The energy contained in lightning discharges and how this energy sets off explosives in mining is presented. Three categories of lightning warning methods: public media, lightning detectors, and atmospheric electrostatic field measurement are discussed. The remainder of the paper presents recently acquired data on the spatial characteristics of lightning development. This data is used to estimate the risk assumed by blasters under certain conditions. Risk estimations are made for electric and nonelectric blasting if persons are evacuated when cloud-to-ground (c-g) lightning approaches within a certain distance. For example, about 0.6% of all c-g lightning strikes have no other c-g lightning strikes within 25 miles in the previous 30 minutes. The paper shows that a typical blaster using nonelectric initiation in a high lightning density area with a 100% accurate lightning detector set to alarm at 25 miles would have a lightning caused unplanned detonation every 14,000 years

This paper describes dust explosion research conducted in an experimental mine and in a 20-L laboratory chamber at the Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH). The primary purpose of this research is to improve safety in mining, but the data are also useful to other industries that manufacture, process, or use combustible dusts. Explosion characteristics such as the minimum explosible concentration and the rock dust inerting requirements were measured for various combustible dusts from the mining industries. These dusts included bituminous coats, gilsonite, oil shales, and sulfide ores. The full-scale tests were conducted in the Lake Lynn experimental mine of NIOSH. The mine tests were initiated by a methane-air explosion at the face (closed end) that both entrained and ignited the dust. The laboratory-scale tests were conducted in the 20-L chamber using ignitors of various energies. One purpose of the laboratory and mine comparison is to determine the conditions under which the laboratory tests best simulate the full-scale tests. The results of this research showed relatively good agreement between the laboratory and the large-scale tests in determining explosion limits. Full-scale experiments in the experimental mine were also conducted to evaluate the explosion resistance characteristics of seals that are used to separate non-ventilated, inactive workings from active workings of a mine. Results of these explosion tests show significant increases in explosion overpressure due to added coal dust and indications of pressure piling.

The U.S. Department of Labor?s Mine Safety and Health Administration (MSHA),through its winter alert program, warns U.S. mine operators and miners at underground coal mines of workplace hazards that can arise when the weather turns colder. MSHA records indicate that, historically, most explosions in underground coal mines occur during winter months. ?The changes in weather can increase the risk of fatal accidents,? says David G. Dye, Acting Assistant Secretary of Labor for Mine Safety and Health. ?Each miner and mine operator must take individual responsibility to eliminate the kinds of hazards that can cause fatal accidents in the workplace. Safety is not the other guy?s job?safety begins with you.? In fact, MSHA?s slogan for this year?s campaign is ?Winter Alert Starts Now and Safety Begins with YOU.? This message reminds miners and mine operators of the risks of colder weather and educates them about helping to reduce risks and hazards. ?Safety requires the joint effort of both management and labor,? Dye says. ?Everyone at the mine site must see safety as an individual value and act to ensure a safe working environment.?

The National Institute for Occupational Safety and Health (NIOSH) has continued the research role of the former US Bureau of Mines (USBM) to engineer techniques that will reduce the hazards in the mining workplace associated with coal bumps. Recent research focused on a longwall coal mine in Utah with overburden greater than 750 m (2,500 ft) containing several massive sandstone units. The primary field instrumentation at the site was three-dimensional, full waveform, autonomous microseismic arrays placed underground and on the surface in order to surround the active multi-panel longwall district. The purpose of these arrays was to help investigate the strata mechanics associated with the redistribution of stress and the associated gob formation of the longwall. Specifically, the seismic arrays were used to determine the timing and location of the failure in the strata surrounding the active mining. Overall 13,000 seismic events were detected and located with on-site processing during the five months the panel was being mined, including a magnitude (ML) 4.2 event. Of these, a smaller subset of 5,000 well-located events was selected during post-processing to form a consistent data set for analysis in this paper. From this data set, it was observed that the seismic events generally occurred in advance of the longwall face, both above and below the panel, consistent with failure of the strata in the forward stress abutment zone. Also, the occurrence of the ML 4.2 seismic event within 150-180 m (500-600 ft) of a deep cover longwall face with no associated bump caused a re-evaluation of the nature of the connection between seismic activity and coal bumps.

Aid mine operators as well as mine inspectors in making quick but sufficiently accurate measurements of the rock dust content of coal/rock dust mixtures. The Problem Past research has shown that accumulations of volatile coal dust in underground coal mines can be rendered non-explosive by dilution with chemically inert rock dust (usually limestone). Consequently, rock dusting is required by law in U.S. underground coal mines. However, mine officials and inspectors have no quick and reliable means to determine whether enough rock dust has been applied to achieve a mixture that is in compliance with the law. Even the compliance tests used by the Mine Safety and Health Administration (MSHA) are slow and involved. MSHA assures that a mine has been rock dusted adequately by collecting samples from rock dusted areas of the mine and sending the samples to a laboratory for analyses of the inert-dust content. The analyses may not be completed for more than two weeks, during which time the mine in question might be inadequately protected against coal dust explosions. To solve this problem, the Bureau of Mines devised a quick, simple and reliable device that can immediately determine the rock-dust content of a mixture of coal and rock dust.

INTRODUCTION Slope stability accidents are one of the leading causes of fatalities at U.S. surface mining operations. The Spokane Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) is currently conducting research to reduce the fatalities associated with slope failures and other unexpected failures of ground. The purpose of this paper is to introduce various warning signs of slope instability so operators are better able to recognize hazards. The most common slope monitoring equipment and practical methods of installation are discussed as well as the limitations of these systems. CONSEQUENCES OF SLOPE FAILURES Unexpected movement of ground causes the potential to endanger lives, demolish equipment, or destroy property. Between 1995 and 2001 (2nd quarter), 34 fatalities were caused by ground instability. This accounts for approximately 15% of all surface mine fatalities (Figure 1). These figures include fatalities classified by the Mine Safety and Health Administration (MSHA) as “fall of face or highwall,” “powered haulage,” “equipment,” and other MSHA accident categories, where the primary cause of the accident was unanticipated movement of the ground. This includes fatalities resulting from bench and highwall failures, rock falls, waste dump and stockpile failures, and the collapse of unknown underground workings. [ ]

This is the second of a series of reports on a survey of petroleum products manufactured on the Pacific Coast from California crude oils. California crudes differ in many characteristics from the petroleum produced in other parts of the United States, and the claim has been made that some of the present federal Specifications for petroleum products tend to discriminate against California products. The purposes of the present survey are to determine what particular specification requirements California petroleum products characteristically fail to meet, how widely the products deviate from these requirements, and if possible to show whether the fault lies with the specifications or the products, or along what 'lines investigation to determine the question should proceed. The first report* of the series gave the physical and chemical properties of gasoline and mineral spirits made from California crudes. The present report deals with lubricating oils. Sixty-one samples of lubricating stocks and finished commercial products were generously donated by four of the large refining companies of California. Fifteen samples of automobile lubricating oils, made in California from California crudes, were purchased in the open market. Nine samples of lubricating oils mode from Gulf Coast crude were contributed for comparison by a company in Texas. The refining companies have continued the helpful and cordial cooperation shown by them in connection with the earlier work of the survey.

Develop a safe, efficient filter for removing diesel particulate matter (soot) from the exhaust of underground mining machines equipped with water scrubbers. Approach The Bureau of Mines and the Donaldson Company, Inc., jointly developed a low-cost, disposable, pleated-media filter (PMF) system. The system is intended for use on Part 36 permissible equipment or other machines equipped with water scrubbers. The PMF is installed downstream of the water scrubber to take advantage of the cool exhaust produced by the water bath. This demonstration system was tested on three Jeffrey 4114 Ramcars and a Wagner LST-5 scoop at Utah Fuel Company's Skyline mine near Scofield, Utah. Figure 1 illustrates a clean filter element being inserted into the canister on the Ramcar. How It Works The PMF system consists of a water trap, an optional over-pressure relief valve, filter canister, and PMF Under normal operations exhaust from a vehicle equipped with a water scrubber is heavily laden with water, especially on immediate startup of the engine. The water trap is designed to remove most of the water droplets from the exhaust before they enter the PMF, thus improving PMF performance. The over-pressure valve is designed to limit the exhaust backpressure by venting off some exhaust gas before the: filter. It is attached to the water trap upstream of the PMF. Figure 2 illustrates and shows a break out sectional view of the location of the PMF on the Ramcar.

Develop a method to evaluate the effectiveness of coal scam fire surface seals so that potential problems may be corrected at an early stage, before the integrity of the surface seal is lost. Background Surface seals are the primary coal seam fire abatement method being used in the western United States. Surface seals smother a fire by denying it oxygen. The seal is usually constructed by placing a mantle of soil, four to ton feet thick, over a coal scam fire area to exclude air from the fire. The soil is compacted to increase effectiveness, and a soil cement may be used to augment the soil. In some cases, burning coal may be excavated and separately smothered or otherwise extinguished in another area; in other cases, a trench maybe excavated and backfilled with incombustible material to isolate a fire. More often, a surface seal is simply applied over and around the entire known burning area. In the 1950's, the Bureau of Mines administered a large program to treat numerous coal seam Fires across the western United States. Methods used in this program were described in Bureau of Mines Information Circular (IC) 7932, dated 1959. More recently however, various coal seam fires have been treated with surface seals under the direction of state Abandoned Mine Land Reclamation authorities. It has frequently taken years to evaluate the effectiveness of surface seals. By the time problems become evident, it has often been too late to take corrective action within the scope of the original abatement project. For this reason, the Bureau of Mines developed a means for tracking temperature trends at coal seam fire projects to obtain a better and earlier handle on the effectiveness of surface seals.

This bulletin deals with the characteristic features of the principal explosives used in mining and engineering operations, and espe- cially with the tests that show the suitability of different classes of explosives for different kinds of work. The Bureau of Mines pub- lishes the report as one of a series dealing with tests of explosives and methods of reducing the risks involved in the use of explosives in mining operations. The application of explosives to engineering and mining opera- tions has increased rapidly in recent years. According to a pre- liminary report issued by the Bureau of the Census, 469,000,000 pounds of explosives was manufactured in this country during the year 1909, and the greater part of this production was used for industrial purposes. In large engineering projects and in mining operations requiring the use of explosives the selection of a suitable explosive from the many varieties offered for sale is of fundamental importance. Vari- ous considerations are involved in the selection of an explosive of proper class for the blasting to be done. Many explosives suitable for quarry work are unsuitable for use in deep mines or in close workings. In metal mining and in driving tunnels the character of the gases evolved by the explosive on detonation is an important consideration. An explosive for use in gaseous or dusty coal mines must be formulated and compounded so that its flame temperature and the height and duration of its flame are reduced enough to per- mit its being used with comparative safety. In wet workings or in submarine blasting explosives impervious to moisture are requisite. In extremely cold climates explosives that do not require thawing are desirable, provided they are equally good in other respects. An essential requirement of all explosives, especially of those for use in tropical countries, is that they shall remain stable without change in chemical or physical characteristics.

This chapter explores leadership behavior in a life-threatening situation-fire in a coal mine. Previous chapters have discussed the database of interviews with miners who escaped from underground fires. Researchers raised questions such as: (1) Who led the miners out of the mine? (2) Did leadership make a difference in the escapes? (3) Was the escape leader the hierarchal leader? (4) What, if any, characteristics did the escape leaders possess? Subsequently, researchers analyzed the mine fire database from a group interaction perspective to address the leadership questions posed. Leadership has been one of the most researched topics of human behavior in the twentieth century. Studies have ranged from individual characteristics of leaders, to situational leadership, to interaction of leader and follower, suggesting different leadership techniques for different followers. The question that emerges here is: Are there different types of leadership that "fit" different kinds of situations? In a crisis situation like that examined in the present study, such information about leadership may significantly improve the chances of escape. To address these issues, the study team looked at the formal authority structure before each fire, considered leadership behavior or lack of leadership during the escapes, and examined those conditions associated with the emergence of leadership. According to Bardo [ 1978], "Emergent behaviors are those forms of action, and the norms, values and beliefs governing those actions, that rise out of the disaster situation." This chapter discusses previous studies in the area of crisis leadership and examines the emergent behaviors of leaders under duress during the mine fire escapes. Previous Studies The research on leadership during emergency situations has consisted mainly of simulation and field studies, with the principal concern being escape from building fires. During the 1980s, Hayashi [1988] created a computer simulation model to evaluate leader behavior in a fire. Although his purpose was to aid in planning for disaster prevention, his findings are relevant because they address the issue of situational leadership in crisis-where a leader changes his or her behavior to fit the situation. Essentially, his simulation model was designed to judge the actions and thinking of leaders. The simulation was tried by 101 subject/leaders 4 times each. The simulation consisted of amaze containing the leader, an informal leader, and 50 evacuees. Interestingly, the results indicated that the leader's actions were not dictated by circumstances. Any differences in behavior were attributed to the individual characteristics of each leader. The study also showed that the worse the situation became, the less individual

The first steps in the process of mine evacuation are the recognition of a problem and an attempt to communicate the problem to miners who may be affected. This chapter will focus on the way that a problem, fire, came to the attention of mine personnel and the messages that were sent to miners in the affected areas. The concept of information uncertainty, which was introduced in chapter 4, will be discussed as it influences problem perception and diagnosis. Sociotechnical and interpersonal communications will be explored and suggestions for improving these systems will be offered. It might seem that the first indication of a dangerous fire would motivate individuals to take self-protective action, to evacuate the affected area or structure, and to provide clear warning to others who are in danger. Research has actually shown that in most situations this does not occur. Instead, time is taken to gather more information, confirm information that is provided, and consider possible alternative explanations that could account for the given circumstances [Canter 1990; Scanlon 1979; Bickman et al. 1977]. This process of confirmation can lead to the loss of critical time. Canter [1990] summarizes the problem in his book, which reports studies of a number of fire events: "As discussed throughout this book, ambiguity and confusion, incoherent instructions and time-wasting actions, lack of appropriate instructions and misunderstanding of the nature of the event that is unfolding, are all hallmarks of fires and emergencies that kill people." In this chapter, the detection of each mine fire and the communication of warning to endangered miners will be reviewed with an emphasis on how those processes were affected by the availability and use of information. Information can become available through a variety of mechanisms during an emergency situation. First, cues may be taken directly from the environment. Smoke is an obvious example. Secondly, mechanical devices, such as smoke detectors, may provide warning messages. A third source of information is interpersonal communications. These can occur face-to-face or through some mechanical device such as a telephone. With all three methods there is a possibility of miscommunication, misunderstanding, and misinterpretation. All of these means of communication were used with varying degrees of success in the three mine fires analyzed here. A fire, like any nonroutine situation, engenders uncertainty about a diagnosis and understanding of the problem [Mead 1938]. This uncertainty leads to delays in realization of the seriousness of the situation and therefore in the proper response to it. Delay in action is an important concern in any fire setting, but is even more at issue in underground coal mine fires. Mine fires are qualitatively different from structural blazes: workers' escapeways may be miles long; the seam height at many operations is so low that it is impossible to walk upright; access to underground workings is always limited to a few (sometimes only two)

Workers exposed to certain inhaled dusts may show increased levels of nonspecific airways responsiveness (AR). In some studies, cigarette smokers have also been reported to have increased levels of AR. As part of an ongoing study, we compared the results of preshift methacholine inhalation challenge, spirometry, and smoking and occupational histories, in 191 under-ground bituminous coal miners (M) and 215 non-mining control workers· (C) . All M and c were selected to have normal baseline% predicted FEVI (PPFEV). Mining tenure was recorded as years worked underground (YRUG) and at the coal face (YRFC). AR was assessed as the% decrease in FEVI from baseline divided by the dose of methacholine delivered. M reported similar years smoked (YRSM) but fewer pack-years* (PY) than c~ Overall, both increasing YRSM and PY were associated with more AR*. Smoking C* but not M showed increased AR with increasing PY. In smoking and nonsmoking M, baseline AR and PPFEV showed no association with YRUG. The level of AR was inversely related to YRFC*, possibly representing selection away from dustier jobs. AR was inversely correlated with PPFEV*. In this study, AR and baseline PPFEV were not significantly associated with mining tenure, but cigarette smoking was related to both baseline lung function and level of AR. * p < 0.05 (Supported in part by Grant Gll35142, us Bureau of Mines, Generic Mineral Technology Center for Respirable Dust.)

"INTRODUCTION During September 1944, the Bureau of Mines undertook a program of investigation and limited exploratory drilling at the Last Chance mine, near the village of Arthur in Grant County, Wisconsin, as part of a general investigation of the zinc-producing area of southwestern Wisconsin when every effort was being made to increase the production of metals important to the Nation's war program.The Bureau's attention was directed, to the Last Chance mine when the operators discovered high percentages of zinc in an exploratory churn drill hole a short distance southeast of the mine. The ore was found in the Trenton Limestone, which underlies the ore horizon then being mined. To determine whether this discovery was important, and to demonstrate the possible extension of the ore the Bureau of Mines drilled five additional holes in the vicinity of the discovery.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Nines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. Average production from longwall mining operations in the United States has risen from approximately 800 tons per shift in 1980 to over 4,600 metric tons per shift in 1999. Such a large increase in production has the potential to generate significantly more dust. Previous NIOSH research has shown that, on average, respirable dust levels generated by the shearer accounts for 50% of the airborne dust generated during longwall mining. Ventilating air and water are primary controls being used in an effort to reduce longwall dust levels. Longwall operators are applying more air and water than ever before and have expressed concern over reaching maximum practical limits for these controls. Full-scale laboratory tests are being conducted to evaluate the impact on shearer-generated dust levels for changes in face air velocity, water quantity at the shearer, water spray pressure, spray system design, mining height and cutting direction. Results of this research should identify the most appropriate control levels for various operating conditions. In addition, general recommended dust control practices for longwall mining will be discussed. KEYWORDS Longwall, coal dust

[Iron oxides, when reduced at temperatures below 900° form a dark gray substance, very porous bait otherwise in almost the same form as the original particles. In the temperature ire range of 1,000 to 1,100° the product is pertly sintered but still shows the outlines of the original particles. Those products are known as "sponge iron." At temperatures of 1,100 to 1,2000 the metallic iron begins to flow together and to a semifused, pasty, porous mass called a "bloom," which can he worked under a hammer to form a product similar to wrought iron; it contains slag inclusions and is too low in carbon to make steel. If the temperature is 1,300 to 1,300°, part of the iron will fuse enough to absorb more carbon. The dissolved carbon lowers the melting point and still more carbon is absorbed. The melted portion acts a flux for the unmelted metallic particles until the entire mass becomes a high-carbon fluid known as "cast iron." Sponge iron was probably the form in which the first iron was recovered from the ores. As early as the eighth century the Catlan forge3 developed into a low-shaft furnace known as the "high bloomary," in which iron eras produced in the form of a pasty mass. In 1340 the first blast furnace was built in Belgium. The greater part of the iron was made into wrought-iron blooms by crude puddling processes. Charcoal was used as the fuel until tie latter part of the 17th century when coke was used in England. In 1865 Bessemer built his first converter in. England, and within a few years the Siemen&apos;s regenerative open-hearth furnace was developed, also in England. Enormous expansion in the metallurgy of iron followed. The idea of "direct processes" for the production of iron arid steel has persisted throughout all this time. The production of steel from sponge iron has theoretical advantages over the present-day standard methods, and handreds of so--called "direct processes" have been proposed or tried during the past century.4]

This report, which updates and supersedes the Office of Surface Mining&apos;s 10-year progress report published in 1987, deals with the accomplishments of the regulatory and abandoned mine land reclamation programs during the first 15 years of the Surface Mining Control and Reclamation Act of 1977 (SMCRA). Part 1 is an illustrated description of on-the-ground accomplishments; Part 2 presents statistical information for the 15-year period. The data in this statistical report are organized in two sections: national statistics and state statistics. The national statistics provide an overview of coal mining and the implementation of SMCRA since 1977. The information reported for the states presents a brief description of the coal reserves in each area, accompanied by detailed statistics and graphs that relate each state to the nation as a whole. The statistics compiled in this report are from the Office of Surface Mining&apos;s files, computer data systems, and annual reports. During the early years of the program, many of the data categories were evolving and changing; therefore, data reported over the 15-year period are not complete for all states for all years, and where data was unavailable or zero, a dash (-) is shown for that item. The data sources used to compile the tables and graphs are listed and described in detail on page 76. Due to the number of requests for this information in the past, statistical information about coal mining and its regulation will be available each year as an appendix to the Office of Surface Mining&apos;s Annual Report to Congress.
