This report (System Safety 2.1) is the second in a nine-part series of recommendations addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction.—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics, and includes the benefits of implementing a system/software safety program. • 2.1 System Safety and 2.2 Software Safety.—These reports draw heavily from International Electrotechnical Commission (IEC) standard 61508 [IEC 1998a,b,c,d,e,f,g] and other recognized standards. The scope is “surface and underground safety mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File.—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full lifecycle of the system, and provides administrative support for the safety program of the full system.

Bureau of Mines research to recover arsenic from mining industry waste material and process streams is reported. Batch and column approaches were investigated for adsorbing arsenic from acid leach solutions and ion-exchange eluate solutions with hydrated titanium dioxide granules. A method for producing hydrated titanium dioxide granules was devised to provide material suitable for use in a packed adsorption tower. Selective adsorption of arsenic from acidic leach solutions was achieved. The loading capacity of arsenic on the granules was 14 wt-pct when synthetic solutions were used, but lower when actual leach solutions were used. Other elements in the leach solution were Zn, Cd, and In. The granules were used in an attempt to lower the arsenic content in a solution containing 0.95 g/l W and 0.027 g/l As from a process devised by the Bureau of Mines to treat Searles Lake brine. The arsenic content was lowered to less than 0.001 g/l, but unacceptable amounts of tungsten also were adsorbed by the granules. Adsorbed tungsten was partially stripped with pH 11.5 NaOH, and both tungsten and arsenic were completely stripped with 5M NaOH solution. Repeated loading and stripping of the granules had no effect on the loading capacity for arsenic.

In 1999, 2,087 unplanned roof falls were reported from 841 mines. Nearly 55% of all mines reported at least one roof fall, and nearly 17% of the mines reported five or more falls. In order to investigate the variables that contribute to roof falls, the National Institute for Occupational Safety and Health (NIOSH) compiled a national database of roof performance from 37 coal mines. Geotechnical factors and their effect on roof fall rates were compiled from over 1,500 miles of drivage. The factor that is the best predictor of roof fall rate is the Coal Mine Roof Rating (CMRR). For a low CMRR (#30), almost all cases have high roof fall rates. Conversely, high roof fall rates are rare for strong roof rocks (CMRR $ 60). Roof fall rates were also higher in deeper mines, probably because of greater stresses. Intersections were much more likely to fall than roadways, and four-way intersections were more prone to fall than three-way intersections. In a controlled comparison of the effect of increasing bolt length on roof fall rates, it was found that longer bolts reduced the roof fall rates in 11 of 13 cases. A relationship between the roof fall rate, the intersection span, and the CMRR was also found. Finally, a systematic method for tracking roof performance and geotechnical variables was demonstrated.

THE STATISTICAL tables in this chapter present, country by country, the mineral production of the world in 1949-50. The figures are on a mine basis, unless otherwise indicated, except for cement, coke, and steel, which are measured at the processing plant. The tables are essentially a retabulation, by countries, of the 53 commodity world tables appearing in the various chapters of this volume. For lack of comprehensive information, data for the following minerals are excluded: Andalusite, aplite, asphalt, boron, bromine, calcite (optical), calcium chloride (natural), carbon dioxide, clay, columbium (niobium), diatomite (kieselguhr), dumortierite, emery, garnet (abrasive), gem stones (other than diamonds), germanium, greensand, grindstones, helium, indium, iodine, kyanite, lithium, magnesium compounds (other than magnesite), meerschaum, mineral pigments, monazite, natural gas, natural gasoline, oil shale, olivine, perlite, pumice, quartz crystal, radium, sand and gravel, selenium, sillimanite, sodium salts (other than common salt), stone, strontium, sulfur (byproduct), tantalum, tellurium, thallium, topaz (industrial), tripoli) uranium, vermiculite, wollastonite, and zirconium. In addition, a few minor geographic areas for which no statistics are available, are also omitted from the tabulation; it is believed that no significant quantities of minerals are mined in any of these areas. The statistics in these tables were derived principally from questionnaires sent, in cooperation with the United States Department of State, to the governments of each country. The Bureau of Mines conducted an investigation into the occurrence of outbursts of salt known to be responsible for explosions, fatalities, and damage in domal salt mines. The purpose of the investigation was to develop a basis for predicting these outbursts based on geologic and associated physical properties of salt. The investigation was conducted at the Cote Blanche salt mine in southern Louisiana. Because outbursts are the primary mode of methane emission into the mine, more than 80 outbursts, ranging in size from 1 to 50 ft in diameter have been mapped. These outbursts generally are aligned and elongate parallel to the direction of salt layering. More than 200 salt samples, both random and selected, were tested for methane content. It was found that outburst zones are well correlated with high methane content. Detailed mapping also revealed that the zones are well defined, with salt crystal size abruptly increasing upon entry into the zone. The intensity of folding and kinking of the salt layering within the outburst zone also appears to increase. An interbedded sand layer occurring throughout the mine does not appear to be a significant source of methane. However, fine-grained salt may be related to outburst occurrence.

Knowledge of the water content of oil-bearing formations is important in petroleum-reservoir evaluation work. Electric logging provides a means for making reliable estimates of water content if resistivity-saturation relationships representative of the formations are available. Relationships can be determined in the laboratory by a number of methods. This report describes and presents results of a laboratory investigation conducted at the Bureau of Mines Appalachian Experiment Station, Morgantown, W. Va. (1) to evaluate an evaporation method of attaining water saturations in sandstone samples when determining resistivity-saturation relationships and (2) to compare saturation exponents derived from data obtained, using different methods of achieving water saturations. A series of tests was conducted to determine the effect of evaporation on salinity distribution within the core specimen. Results of these tests show that a zone of high salinity was set up at the surface of a sample during evaporation and that long periods were required for the sample to reach resistance equilibrium after evaporation had ceased. Equilibrium time ranged from several minutes to several days, depending on the sample size and the technique used. The high-salinity zone was removed from the sample by using auxiliary porous material in capillary contact with the sample surface during evaporation. Salinity determinations and resistance measurements indicate that, at saturations greater than the minimum interstitial values, the mechanism of flow during evaporation was one of moisture migration mainly as a liquid from the interior of the test specimens to their exterior surfaces. The concentration of the contained brine remained essentially unchanged, except for a narrow zone near the evaporating surfaces.

The Bureau of Mines developed a method for analyzing elastically certain types of protective cabs and canopies used on underground electric face equipment. The method is based on plane frame theory, and to be amenable to analysis by this method, cabs and canopies must contain symmetry about one plane. Additionally, protective structures with one or more top members in the long direction that do not frame into the columns should be approximately twice as long as they are wide and have two or more internal top members in the short direction. The assumptions and limitations of the plane frame method as regards analysis of three-dimensional cabs and canopies are discussed. A step-by-step procedure for application of the plane frame method is given, and three example canopies are analyzed following this procedure. Elastic strengths calculated for the three example canopies compare within 10 percent of those computed by the more complicated space frame analysis. Formulas employed in plane frame analysis of cabs and canopies are given in the appendixes.

"When the United States entered the World War, the heavy requirements for sulphuric acid in the manufacture of explosives made necessary a definite knowledge of the sulphuric acid capacity of the country. The Bureau of Mines, under the authority conferred by the explosives regulation act, made a thorough survey of the sulphuric acid situation. In this work, which was personally directed by the writer, comprehensive data were collected on the situation and capacities of the various acid plants, sources of supply of raw materials (brimstone, pyrite, pyrrohotite, zinc ores and concentrates, waste sulphur dioxide gases from copper smelting, and spent oxide from gas works), the principal points in regard to manufacturing processes (chamber and contact) and the uses of the acid. The results of this investigaion have recently been published by the Bureau of Mines, as Bulletin 184, entitled ""The Manufacture of Sulphuric Acid in the United States"" by A. E. Wells and D. E. Fogg. The following paragraphs on the uses of sulphuric acid are abstracted from this bulletin.Sulphuric acid is one of the most important of all chemicals, not only because of the large quantities manufactured but also because of the wide use of the acid in many different industrial works. Sulphuric acid is to the chemical industry what iron is to metallurgy. The general public, however, does not realize this fact, for sulphuric acid does not appear in the finished product as does iron and steel, but is only a means to an end. It is essential in many industries, such for example as in the manufacture of phosphate fertilizers, explosives, dyes and petroleum products. In recent years in the United States, especially in the East, the demand for sulphuric acid for chemical and metallurgical industries has been an accurate and sensitive barometer of the general business conditions. This demand for acid responds much more quickly to a general slump or boom in the industrial world than does the demand for iron and steel."

This report describes sampling and analytical procedures used for measurement of sulfates in diesel tailpipes and in the diluted exhaust within dilution tunnels. A variety of methods exist for sulfate analysis for such systems, including ion exchange. Two chemical methods used by the Bureau of Mines are described in detail. These are based upon spectrophotometric measurement of chloranilic acid using barium chloranilate. The procedures are rapid and relatively inexpensive. In general, ion exchange is preferred by many analysts for sulfate analysis. However, it is more complex and expensive than chloranilic acid procedures, which are adequate for exhaust analysis.

Introduction This Instructor’s Copy contains most of the materials trainers will need in order to use Drill Rig Incident (DRI). It includes suggestions for using the exercise, performance objectives for the training, master answer sheets, a scoring key, and a set of discussion notes that provides additional subject information. Four appendices are also included. Appendix A is the complete exercise problem booklet. It may be reproduced so that every person in the training class has one. Appendix B contains answer sheet blanks. The blanks are furnished if you choose to have the invisible ink answers that appear in appendix C printed on them at your location.3 Answer sheets are consumable. One is needed for each group of three to five persons who work the exercise together. An alternative is for each individual trainee to have his/her own answer sheet. The Bureau of Mines discovered that silicon and nickel additions can prevent the formation of copper alloys of Sn, Sb, and As on the surface of steel during reheating to hot-working temperatures. When molten, these copper alloys cause surface hot shortness during hot working. Wrought steels were reheated isothermally and by simulated industrial practice; the resulting surfaces were metallographically evaluated. The steels contained, In weight-percent, 0.20 C, 0.45 Mn, and up to 1.00 Si, 1.00 Cu, and 0.15 Ni, and up to 0.30 Sn, Sb, or As. The larger the Cu, Sn, Sb and As content of the steels, the greater the amount of silicon necessary to prevent copper alloy formation. A content of 0.10 Ni considerably decreased the amount of silicon necessary for copper steels containing tin and antimony, but not for those containing arsenic. Theories for the beneficial effect of silicon and nickel additions are presented.

Like most industries, the refining industry has in recent years been confronted with the problem of a decreased martin of profit, due both to a general lowering of prices and to rising costs. This has resulted in accelerating a program of increased efficiency an evidenced by improved methods and the installation of equipment designed to affect a number of economies hitherto regarded as unimportant. Perhaps the most important of these has been that of fuel economy for, as is not often realized, a refinery consumes about one-tenth as much fuel as it produces. A recently completed canvas., made by the Bureau of Mines for the purpose of determining the trend of fuel consumption at refineries in the United States, showed the following outstanding points, (1) a decrease in the use of oil for fuel in 1926 of approximately 4,000,000 barrels as compared with 1925; (2) a small decrease in the use of coal; (3) a material increase in the use of gas, both natural gas and refinery gas; and (4) a considerable increase in the use of petroleum coke.

[A colorimetric method5/ for the determination of benzene in amounts as low as 0.001 mg has been developed recently at the U.S. Bureau of Mines Pittsburgh Experiment Station by the authors, with the assistance of chemical personnel fro a the Allegheny County (Pa.) Relief Works Division. The method is based on the direct nitration of either liquid - or gas - phase benzene, followed by neutralization, extraction with butanone, and final treatment with sodium hydroxide which produces a violet color. The color is matched with color standards of known values. Although the method is adaptable to many conditions the primary objective was a procedure that would be suitable for hygienic investigations. The development worth included a study of possible interference by chemicals that be present in those situations in which the method. would be employed. In this study it was found that a specimen of hexane prepared by the Gulf Research Laboratory, Pittsburgh, by fractionation of West Virginia natural gas gave positive result for benzene, whereas a specimen of pentane prepared in the same manner showed only a trace, and specimens of n -heptane and octane (2,2,4 trimethylpentane) supplied by Eastman Kodak Co. save a negative result. According to information obtained from the Eastman Kodak Co. the latter two compounds were highly purified, the n-heptene being prepared from line and the octane synthesized in the laboratory. On nitration of a larger amount of tae natural hexane a visible quantity, of needlelike crystals which resembled those of m-dinitrobenzene was obtained. The hexane from this nitration was recovered by distillation and again nitrated, but no crystals or colorimetric indication of benzene was obtained. This imitated that the specimen of natural hexane contained a substance which at least had the chemical behavior of benzene.]

During 1984, minerals exploited in Burundi included gold, kaolin, lime, and peat. Over 1,100 troy ounces of gold was extracted and traded during the year as a result of the lifting of the Government ban on gold mining in mid-1983 and the establishment of an artisan mining program and licensed trading counters. Almost 2,000 tons of kaolin was mined for the manufacture of insecticides. Lime production was for domestic fertilizer applications. Amoco International and the Government signed an accord late in the year for a petroleum exploration program covering 600,000 acres of Burundi's onshore Ruzizi Plain and part of northeastern Lake Tanganyika. Amoco was expected to begin the exploration program by mid-1985. Anticipated program costs could run as high as $200 million.2 The Finnish company Ekono Oy completed its peat industrial energy development studies for the Buyongwe peat deposits of northern Burundi by the end of the year. The project assessed the quantity and fuel quality of 13,000 hectares of peatland and was part of a larger study for developing the Musangati lateritic nickel deposits of Burundi, estimated at 3% of the world's reserves of nickel. The Buyongwe peat would fuel dryers and an electrical generating plant for supplying power to nickel ore processing facilities. Briquetted peat would also be used as a substitute for wood and charcoal, presently the main sources of rural energy in the country and rapidly depleting because of deforestation. The study also evaluated the most economical methods to harvest the peat bogs. The study was financed by the International Development Association (IDA), United Nations Development Program (UNDP), Finnish Aid-Finnida, and the Burundi Government.

Few studies have specifically measured and documented the large-scale loading behavior and durability of ventilation stoppings to mining induced movements, particularly from longwalls. Ventilation stoppings are more commonly the concern of ventilation engineers, and ventilation stopping response to ground movement has only been documented in an incidental manner. This paper presents the investigations of underground measurements that have been conducted to determine the loading response of stoppings constructed from lightweight aggregate concrete masonry units (CMU). These investigations have produced some interesting results that may prove beneficial, not only for developing and assessing alternative stopping construction techniques, but also for designing and selecting standard construction methods for use in varying mining conditions. For instance, the interface friction that results from wedging a CMU stopping during construction plays a substantial role in its ability to resist both lateral and vertical loads. Although they are not intended for ground support, the study showed that block stoppings can resist vertical loads of at least 2,700 to 3,000 kN. Asymmetric loading of a stopping may result in localized failure of blocks within a stopping, which, depending on the severity, can be a precursor of impending stopping failure. In addition to measurement results and implications, the paper will also present details of field measurement methods used to assess stopping response. Stopping stiffness and material strength characteristics will also be presented.

The Bureau of Mines studied the problems caused by airborne contaminants from welding exhaust in surface mining operations and investigated equipment designed to reduce existing hazards. Four commercially available welding-fume exhaust units were tested to determine their effectiveness. Results indicated that the four units had the capability of controlling airborne particulate concentrations and bringing them to within allowable exposure limits.

A central requirement for using simulation models is the need for retrospect testing to validate experimental conclusions. Acceptance of a model by managers and safety practitioners is more likely to depend on its tested performance in-the field rather than on the underlying logic or the validity aspects of the model itself. It is here that simulation bridges the gap between theory and useful design procedures. The original version of the rail haulage sub-assembly was success¬fully tested in the field (Sanford, 1969). However, the case studies that were described here involved single-stage haulage and restricted jobtypes from UGMHS. Since this report together with Volume VI (Production Subsystem) describes extensive changes and modifications to the rail haulage sub-assembly and UGMHS, field tests were necessary to verify both the rail model and the linking concepts to the Produc¬tion Sub-system. Mine Description The candidate mine selected for model verification works the 6 1/2 foot Pittsburgh seam. Shaft openings are used for manways and ventilation and a dual compartment slope for materials handling. In the bottom half of the slope, a hoist with track handles supplies and equipment. In the upper half, a 42 inch belt conveyor travelling at 450 fpm moves coal from a rotary dump to the surface. The immediate roof is shale with the first 12 inches taken during development mining. About 4500 raw tons are produced daily from seven face units and one spare working three shifts. At seven of the sections,

In accordance with its objective to maximize minerals recovery from secondary domestic resources, Bureau of Mines conducted research on recycling chrome refractory wastes. Since 20 pct of the U.S. demand for imported chromite is used in the production of refractories, primarily for the steel, copper, and glass industries, samples of used chrome-containing refractories from copper converter and reverberatory furnaces were investigated to determine their potential for recycling. The samples were beneficiated using a combination of wet magnetic separation, flotation, and leaching techniques, and the concentrates were reformed into briquets for refractory evaluation. Small refractory test specimens produced from the beneficiated concentrates gave modulus of rupture values at 1,350° C comparable to those of commercial mag-chrome brick of similar composition; however, grinding the waste refractories to at least minus 65-mesh was required in order to liberate the metallic copper. Most of the copper was easily recovered using conventional beneficiation techniques, but the finely ground chrome concentrate would require briquetting, calcining, and crushing to produce a coarse grain suitable for recycling into secondary mag-chrome refractories.

THE expansion of the world economy which has been in process since 1958 continued in 1963 and both production and consumption of minerals rose. Gross national product (GNP) rose sharply in the United Kingdom and Japan, continued to expand in the United States and Canada, and maintained a high though slightly declining rate of growth in the European Economic Community (EEC) despite the appearance of excess capacity in certain lines and inflationary pressures in Italy and France. The steel and motor vehicle industries both increased output in North America, Western Europe, and Japan. The less developed areas benefited substantially from an improvement in their terms of trade, and their export earnings increased some 8 percent in 1963; although estimates of GNP for the majority of them are 110t yet available, it is probable that this increase was partly reflected in a substantial rise of GNP.2 In the United States the expansion was steady and extended through all sectors of the economy producing no distortions likely to disturb its continuing growth; at yearend with unemployment still at about 5.5 percent of the labor force and operating rates of industry estimated at about 87 percent of capacity, there was a substantial margin for further expansion. Though the balance of payments was still in heavy deficit for the year, in the last half it was moving rapidly toward equalibrium as net exports rose and capital outflows declined; prices were relatively stable, inventories increased only slightly and the activity of mineral-consuming industries remained high, steel output rising by 11 percent to highest level since 1957 and the auto industry output equalling the 1955 record.3

Estimates are given for the distance from a seismometer at which a miner can probably be detected. The procedure in making these estimates was to first establish the natural noise levels at the output of a surface seismometer for the 25 to 100 Hz frequency passband. The noise levels give the range of values which may be expected in areas with no man-made noise. For each noise level, we give the detection threshold which, when exceeded, indicates that a signal has been received. Based on the signals recorded by Westinghouse, curves are given which show the peak signal amplitude as a function of source- to-receiver distance (slant range). Curves are given for the Westinghouse seismic thumper, a 50-pound timber, and a sledge. For a given type of source, the receive signal strength depends more strongly on slant range than on any other factor. However, there is approximately a five-to-one scatter in the amplitudes. Thus, further study of factors affecting the signal amplitude might allow better estimates to be made for any particular geological setting. Combining the signal amplitude with the detection thresholds for the different noise conditions gives the distances at which a miner should be detected. These are given in Table l* below. [ ] The text also gives the increase in detection ranges which should occur if steps are taken to increase S/N by 10 dB. We feel that 10 dB is a conservative estimate of the improvement possible.
