Reduce exposure of longwall face workers to respirable dust generated during the advancement of roof supports. Approach Identify and implement current water-application and improved support-movement practices used to lower support-generated dust. Defining the Problem Bureau studies have shown that on some longwall faces support dust can contribute over 30 percent of the respirable dust exposure of face workers. Conditions contributing to high levels of respirable dust generation during support movement are: depth of cover greater than 1,000 ft; immediate roof consisting of coal top or friable shales; and face-air velocities in excess of 500 fpm. Moreover, at most longwalls, supports are advanced on the intake-air side of the shearer as it travels with the airflow. This places the shearer operators, and in many cases the support movers, downwind of support advance, thus increasing their respirable dust exposures.

"An Arizona mining company recently demonstrated a new use for the geophone by successfully locating leaks in compressed-air lines which were buried under from 1-1/2 to 2-1/2 feet of fine rock fill. The following information is abstracted from data sent to the Bureau of Mines by the superintendent of the mine.The company has two parallel main compressed-air lines, about one and one-half miles long, buried under an average of two feet of fine rock fill. One of the lines is a four-inch high-pressure (1000 pounds) main, and the other line a ten-inch low pressure (90 pounds) main. The two mains are separated by a 10 to 3C foot interval, and run from the compressor plant to the No. 2 shaft, where they are taken underground. A pump line is also buried in the immediate vicinity.Several leaks, not audible enough to be located, were developed in the Alms. Various =Abode were suggested that did not seem practicable to the management. Finally, the company obtained a Bureau of Mines' geophone and experimented with it. The first test& were conducted while the pumps were running, and while there was noise on the concrete pavement, all of Which caused so much vibration in the geophone that it was impossible to detect the leaks.The second attempt was made at the close of the day shift when the compressors were not operating and when the pumps could be shut down. The valves in the far end of the surface lines were closed, and the lines were pumped to full pressure (90 and 1,000 pounds respectively).Geophone readings were then taken at 7 or 8 foot intervals directly see the lines. Several leaks some very large in the high-pressure line were audible with the geophone at distances varying from 15 to 30 feet. A con-le leak in the low-pressure line was found at a distance of 10 feet. detecting the leaks, no difficulty was found in locating them exactly. Prolonged exposure to noise over a period of years generally causes permanent damage to the auditory nerve and/or its sensory components. This irreversible damage, known as noise-induced hearing loss (NIHL), is the most common occupational disease in the United States today. Workers suffering from NIHL have difficulty understanding human speech and hearing other workplace cues. Despite the use of regulations and efforts by government and industry to reduce NIHL, the problem today is as prevalent as it was more - than two decades ago. Recently, the Mine Safety and Health Administration (MSHA) promulgated a new regulation that is designed to reduce NIHL in the mining industry. One of the more significant provisions is the elimination of MSHA's past practice of giving "credit" for the use of personal hearing protection, thereby reestablishing the primacy of engineering and administrative controls. However, there is a knowledge gap that is impeding the development and implementation of engineering and administrative controls. Although significant data exist on the exposure to noise by occupational code, little is known about the noise sources that contribute the most to the worker's dose. This is problematic in a workplace with multiple noise sources and workers who travel among noise sources. Yet without this knowledge, it is difficult to focus control efforts in any practical manner. Thus, it is important to characterize noise sources sufficiently well so that the sources most hazardous to hearing are identified and those conditions of exposure that are most amenable to engineering controls are pinpointed as well. The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) is conducting a cross-sectional survey of noise sources and worker noise exposures in the mining industry to address this deficiency. The initial effort, conducted at a coal preparation plant and results are described in this paper. Preliminary analyses indicate that the noise levels on all floors exceeds 90 dBA in most areas, and that levels as high as 115 dBA were recorded. In addition, the one worker whose responsibility is to monitor the equipment and "house clean" the plant is slightly overexposed, even though he spends only half the shift in the plant. General information on the hearing loss problem in mining, a review of hearing protection use and noise regulations in mining, and other background materials are also presented.

The ability of potentiometric, gas-sensing electrodes to reliably monitor free gaseous molecules in solution has been recently demonstrated. A gas such as sulfur dioxide from a dilute sample solution diffuses through a hydrophobic, gas-permeable membrane to an internal filling solution. The latter solution contains a sufficiently large excess of sodium bisulfite, the concentration of which can be considered constant regardless of the quantity of sulfur dioxide entering by diffusion. The electrode response is essentially due to the liberated hydrogen ions from the bisulfite-sulfur dioxide equilibrium. This Bureau of Mines report describes a new technique used to detect the formation, and to estimate the stability constant, of gas-molecule and gas-ion complexes in solution, as part of an effort to minimize the undesirable environmental impacts associated with mining and mineral processing. Although the unknown activity coefficients of the neutral and ionic species in the external solution complicate the quantitation of results, methods to circumvent these difficulties are presented. The technique is based on the isometric shift of the Nernst diagram of ion-selective electrodes to higher concentrations relative to the standard aqueous calibration curve. The method is applied to detect and estimate the formation constant of a sulfitocitrate complex, and agrees well with an independently determined stability constant of the disulfitomercu-rate complex.

Network analysis of mine ventilation systems is not new, having been traced back to 1854. A Committee Report (1970) has also reported the extensive work done in this respect in the United Kingdom, Japan, U.S.S.R., South Africa, United States, and other countries. Wang, et al (1970) developed a computer program which is an improvement over the earlier one developed by Wang et al (1967). The program has been recently modified and extended to include methane emission features by Owili-Eger (1973). This computer program incorporates all the novel features of the earlier programs. These include the capabilities of mesh selection, free splitting, internal or external fans, natural ventilation pressure and fixed quantity branches. The program is written in Fortran IV and, in effect, is an experimental mine in which many ideas can be tried out. The computer produces, besides the input data and certain computational data, the quantities and head losses in the branches, the head losses to be adjusted in the fixed quantity branches and the fan operating point. The last named program, hereafter to be referred to as the PSU/MVS, is presented in Appendix I. The application of this program is demonstrated in this manual through a series of selected examples. Application of the methane generator program is not included here as a detailed report on the subject is available elsewhere (Ramani et al, 1975).

This is an audience, I know, that shares my interest in a subject that is currently getting a lot of attention -the tendency of our Nation to draw increasingly on overseas supplies of certain mineral commodities, and proportionately less on domestic sources for these minerals. That we do obtain substantial quantities of some essential minerals from abroad is easy to demonstrate. That we will continue to do so in the foreseeable future is not in doubt. Uncertainty begins, however, when we try to interpret the significance of these facts. As with many phenomena, their meaning is open to a variety of interpretations.

The Northwest experiment station of the Federal Bureau of Mines , at Seattle , Wash . , was established in December , 1916 , and is one of 13 mining experiment stations maintained by Act of Congress , under the direction of the bureau , in the various sections of the country . Under the terms of the organic Act (March 3 , 1915 ) , the province and duty of these experiment stations is to cake investigations and disseminate information with a view to decreasing waste and improving the efficiency in the production , treatment , and utilization of mineral substances . The investigations carried on at the Northwest experiment station attempt to cover the needs of the mineral industry of the States of the Pacific Northwest and of the coastal regions of Alaska . The most in ortant needs of this district are for work on coal washing , electrometallurgy , and ceramics . The electrometallurgical investigations are not necessarily limited to the Problems of the Northwest , but may be of general application . Problems other than those specified above are referred to other stations of the Bureau that specialize on the particular type of investigation required . The Northwest station closely cooperates with the State of Washington through the University of Washington and with the State of Oregon through the Oregon Bureau of Mines and Geology . The University of Washington at Seattle has donated the use of an entire building , which houses the station's administrative offices and chemical laboratory , and parts of two other buildings which are usea in conducting the experimental avestigations . Twenty-five thousand dollars is expended annually by the Federal Government , while the State of Washington each biennium appropriates $ 20,000 , and the State of Oregon from time to time appropriates various amounts for the conduct of work along cooperative lines . Also , the station cooperates with private organizations tht have problems similar to those in which the station is interested . For example , the Washington Electrochemical Co. is cooperating in the electrometallurgical research, and furnishes part of the supplies and technical assistance required .

The rather sudden increase in the use of methanol as an antifreeze for automobile radiators has caused considerable comment , with some anxiety to persons interested in industrial and public health , regarding the possible health hazard in dispensing and using the product . In view of this , the chemical industry interested in the manufacture and marketing of methanol requested the Bureau of Mines to make an impartial and extensive investigation of the hazard involved . With the assistance of the industry this investigation is now in progress and will extend throughout the present winter . When these observations are finished a complete report will be made . At present , however , the acute interest in the problem and the many inquiries that have been received from manufacturers of methanol , garage owners , the automotive industry , public health officials , and private persons demands a brief statement relative to the reasons for the recent availability of methanol for antifreeze purposes , the plan of the bureau's investigation , and the trend of the results of the investigation obtained to date .

Develop quieted, hand-held pneumatic percussion drills that can replace standard hand-held drills in many underground mining applications. The Problem Percussion drills are the noisiest machines used in underground mines; noise levels of 115 to 120 dBA are common, requiring the use of hearing protectors and limiting the time a miner is permit-ted to operate the drill during an 8-hour shift. Hand-held pneumatic percussion drills pose a particularly difficult problem because the operator cannot be isolated from the noise source (e.g., an acoustical cab), and alternative technologies for drilling roof bolt holes and blastholes in tight quarters are not readily available.

SMCRA contains five principal regulatory provisions that form the basis for its implementation: Performance Standards Performance standard safe intended to ensure that all surface mining is conducted in a way that protects the environment and the public and ensures that the mined land is restored to productive use following mining. Permits Before developing a surface or underground coal mine, an operator must have a permit issued under SMCRA. An application for a permit to conduct a surface coal mining operation is a detailed document that consists of text and numeric data describing the proposed mining and reclamation. Information must be furnished on pre-mining environmental conditions, existing land use, proposed mining and reclamation, how the performance standards will be met, and the post-mining land use. This provides the regulatory authority with the information necessary to determine that the operation can be conducted in accordance with the regulations. Performance Bonds Before a permit can be granted, an operator must post a performance bond sufficient to cover the cost of reclaiming the site in the event the operator fails to complete reclamation. The bond is not fully released until all performance standards have been met and reclamation of the site has been determined to be successful after five years in the East and Midwest, and after 10 years in the arid West. However, the bond can be partially released as various phases of reclamation are completed. Inspection and Enforcement If a violation of SMCRA or of a state surface mining and reclamation law is observed, an inspector issues a notice of violation to the operator. The violation must be corrected within a specific time, and the operator may also have to pay a fine based on the severity of the violation. If the violation is not corrected, acessation order is issued to immediately stop active coal mining, and the operator must pay a fine. If a violation is especially serious (for example, creates an Following reclamation, the land was immediately put back into agricultural production. Today, grain and corn crop yields have continually exceeded targets. 2 imminent danger to public health or safety or causes significant damage to land, air, or water resources) the inspector immediately issues a cessation order. An operator must correct all violations in order to obtain permits for new mines. Lands Unsuitable For Mining Congress recognized that certain coal deposits cannot be mined without permanent damage to unique cultural or natural resources. As a result, SMCRA protects these resources in two ways: It prohibits mining within the boundaries of national parks, forests, wildlife refuges, trails, wild and scenic rivers, wilderness and recreation areas; in areas which will adversely affect sites listed on the National Register of Historic Places; and within a restricted distance of occupied dwellings, public roads, buildings, parks, schools, churches, and cemeteries; and Provides a process that allows anyone whose interests may be adversely affected by proposed mining to petition to have specific lands designated unsuitable for mining.

The pendant drop interfacial tensiometer is being used to study interfacial phenomena that influence the production of crude oil. A description of the instrument showing the modification of the cell and cell holder is presented. The modified cell and cell holder allow formation of a precise and reproducible drop size, and the image of the drop is easily alined and focused. Interfacial tension measurements and observations of film formation can be conducted at various temperatures with the jacketed cell.

Lower the respirable dust exposure of longwall shearer operators by isolating and con-fining the dust cloud near the face. Approach Install conveyor belt screens at various locations on the body of the shearer to contain and hold the dust cloud toward the face side of the machine. This approach provides a cleaner air split in the walkway, over the shearer operators. How It Works On most longwall shearer sections, the dust exposure of the shearer operators is primarily attributable to the machine it-self. The dust cloud originates at the face, and the exposure of the operators depends largely on how quickly this dust spreads into the walkway. Conveyor belt screens placed on the gob side of the body of the machine can reduce the amount of dust which spreads out into the walk-way. In addition, belting may be installed over any open spaces between the shearer under-frame and the panline to prevent conveyor dust from boiling out into the operator's walkway.

? A roof bolter reaches for a lever while guiding the drill with his other hand. Since he's watching the drill and many of the controls look and feel alike, he hits the wrong control and crushes his hand. ? Six hours into the night shift, an ore truck driver dozes off. The truck plows over the berm and down into the pit. ? Fleeing a afire, a face crew sees smoke in the intake entry. Assuming the fire is ahead, they cross over to another entry, but soon encounter even worse smoke. These very different accidents have at least one factor in common: the human factor. The actions, decisions, thoughts, or perceptions of one or more humans contributed to the accident. These are just a few examples of safety problems researched by the Human Factors Group of the Pittsburgh Research Center, U.S. Department of Energy.

Lower the respirable dust exposure of longwall shearer operators by use of a modified head to tail cutting sequence. Approach Modify the cutting sequence of double-drum shearer operations cutting unidirectionally head to tail, so that the tailgate drum is used to mine the entire coal face except when cutting out at the head. This approach would place the primary dust generating source, the cutting action of the drum, on the return air side of both shearer operators. How It Works Currently, 75% of the double-drum shearers in operation employ a unidirectional cutting sequence. On half of these operations, the primary cut is taken as the shearer travels from the headgate to tailgate ends of the face, with roof support to be advanced on the intake air side of the shearer. Typically, the leading (tailgate) drum is taking a full cut during the head to tail pass and the trailing (headgate) drum is cutting bottom coal. In this mode of operation, the dust generated by the trailing (headgate) drum can spread out into the walkway, and increase the respirable dust exposure of both head and taildrum operators. As an alternative, if the trailing drum is "free wheeling" or cutting minimal coal during the head to tail cut, and bottom coal taken by the tailgate drum during the tail to head clean-up pass, both operators are able to work on the intake air side of the primary dust generating source (drum) except when cutting out at the head. This modified cutting sequence would save wear on the conveyor and help to eliminate overloads, as well as reduce the respirable dust exposure of both shearer operators. This modifcation is only applicable to long-wail operations currently cutting unidirectional head to tail, and to those operations where this unidirectional cut would not produce operating constraints.

Increase the safety of operators of front-end loaders by providing a means of monitoring the machine's stability. Approach Through a research contract, the Bureau of Mines developed a front-end loader stability indicator which provides the machine operator with a reliable, easily interpreted display assessing the stability of the machine. How It Works Statistics show that front-end loader accidents are the largest single category of machinery-related accidents in the surface mining industry. Many of the fatalities resulting from these accidents occur when front-end loaders rollover and either crush the operator who is trapped within the cab or strike the operator who is trying to jump to safety. Although rollover protective structures (ROPS) are required by law on front-end loaders to protect operators in the case of a rollover, these do not prevent the actual rollover from occurring. In fact, the operator has no way of evaluating the stability of the machine except by using personal judgment. The Bureau of Mines responded to this problem by developing a front-end loader stability indicator whose primary function is to Indicate to the operator when the machine is approaching an unstable situation which may trigger a rollover. The device bases Its interpretation on measurement of the normal loads on the machine's wheels. Strain gage instrumentation located on the machine is used to monitor the magnitude and change of forces acting normal to the front-end loader's wheels. These forces are direct indicators of the machine's center of gravity relative to its position on the ground. The strain gages are connected to electronic circuitry which amplifies and processes the signals. Stability or instability of the loader is relayed to the operator through a display of green, amber and red lights.

"Scientific, engineering, and biomedical research teams synergystically developed major topical research areas in the Respirable Dust Center. Descriptions of their interactions and resulting accomplishments demonstrate how cooperative research within and among these study groups benefits the overall respirable dust research and practical application needs of the mineral industries.The development of a state-of-the-art small animal inhalation exposure facility suitable for studies of fresh and aged coal mine dust, a major goal of this research group, will contribute toward the GTCRD goal of advancing the understanding of causative mechanisms for the occupation-related lung impairments and the airway diseases of mine and mill workers. Such understanding includes improved definition of the role of various aspects of the lung environment (e.g., surfactant and the mucociliary system) in the disposition and toxicity of respirable dust, comprehensive characterization of the role of the pulmonary alveolar macrophage (PAM) and its secretory products on the development of dust-related lung disorders, and an expanded search for methods to reduce the toxicity of respirable dust both before and after it enters the lung. The National Academy of Sciences has recommended, in Measurement and Control of Respirable Dust in Mines, that respirable dust research should include study of the behavioral and constitutional factors affecting individual susceptibility to workers' pneumoconiosis occupational disease and the development of methods for detecting the potential onset of pneumoconiosis earlier and more conclusively than can be done using X-ray methods. These recommendations have guided the research group in its goals of establishing and disseminating a scientific protocol for standardizing the inhalation testing for all research objectives within the Generic Center which involve small animal exposures and implementing the infrastructure necessary to make lung tissues obtained during inhalation studies available to all researchers within the Generic Center."

This chapter details the perspective from which collected data have been examined. The first part, intended primarily for lay readers, discusses several topics related to mining as an enterprise. Initially, the organizational functioning of atypical large mine will be described. It is the formal structure above a miner that decides the conditions of his or her work. A second point of concern is the technology itself An underground coal mine is a sociotechnical system, with workers and machines organized in particular ways during production. Third, general conditions and dangers underground will be described in detail. The physical environment of an operation is a powerful factor in the work life of miners. Fourth, a discussion of the process of formal training is given. During this training, a new worker is taught what the organization expects of him or her in the role of safe, productive, coal miner. Next, there are outside organizations that act as significant forces in the workplace. Examples include the Mine Safety and Health Administration (MSHA), State agencies, and the United Mine Workers of America (UMWA). The roles of these entities will also be examined. The second part of this chapter will depict each study site as a concrete setting, so that findings can be interpreted in their proper context. The Organizational and Technical Nature of Mining A coal mine is a complex system. It is defined as all parts of a mining plant's property (both underground and surface) that contribute, under one management, to the extraction or handling of coal [American Geological Institute 1997]. As suggested, many functions that must be carried out at an operation are only indirectly related to coal mining and processing. Even the jobs that are di¬rectly related tend to be numerous and varied [Wallwork 1981]. According to Palowitch [1982], the chief reason for this sophistication is that "after more than two centuries of exploiting our coal resources, today's coal industry finds itself saddled with a horrendous legacy of human impairments and environmental damages which society demands be corrected." Now, the effects of government regulation are evident in every aspect of the mining industry. Any operation, if it is to survive, must be administered with an eye for social efficiency and accountability. Long-range planning is needed to ensure that the mine produces coal in a cost-effective manner. One of the first things that must be considered is location and method of access. To extract coal from an underground mine, a coalbed (or "seam") must be reached from the surface. The term "portal" is generally given to any entrance that provides access to a coal mine. "Arsenic has been recently quoted at 10 1/2 - 11 cents per pound, an increase over the prevailing price of last fall, when arsenic was cents, as against pre-war prices around 4 cents is evidently a sustained demand for this material. The following statements are intended to summarize briefly some particulars regarding arsenic.Commercial arsenic is the white arsenious oxide (As203). This is the form in which it is generally marketed, as the uses of arsenic demand its industrial application in this form. Arsenic as an element finds rather restricted use in the hardening of lead shot, ere it is to some extent replacing the use of antimony, while white arsenic is employed in a variety of manufacturing processes, chief of which is the manufacture of insecticides and sprays. The poisonous nature of most arsenic compounds, the commonly known ones being paris green and lead arsenate, and its relative cheapness, make arsenic a material suitable for this purpose. The stimulation of agriculture during the war greatly increased the demand for arsenical insecticide. Glass making consumes a large amount of arsenic as it has been impart increased brilliancy to the glass. Crude commercial arsenic is often used to kill weeds along railroad tracks. Arsenious oxide is used also for preserving hides, while the disulphide, AS2S2), finds an application in dehairing hides for the finest grade leather, as it least affects the product. Orpiment (As233), is used in textile dyeing. Wall paints and wall paper formerly consumed considerable arsenic in the form of paris green, but this use has been largely,given up due to the poisonous nature of the dust from the product. Sodium arsenate for a similar reason, is now little used in printing where it had found application. The great objection to arsenical yes and paints is the risk of poisoning from use of the manufactured article. Sodium arsenite is the principal poisonous in¬gredient of many cattle and sheep dips. Arsenic compounds are also used medicinally."

Each year at least one and in some years several explosions are reported as having resulted from firing of mudcapped shots in coal mines; undoubtedly a number of small or local explosions occur that are not reported; in addition there are numerous accidents, some of them fatal, attributable to this reprehensible blasting practice. It is surprising that so few explosions and other accidents from this cause occur since the practice of firing mudcapped, Even in gassy "adobe," "dobe," "sand blast," or "bulldozed" shots is widespread. mines where general blasting is safeguarded by being done with permissible explo- sives, rocks or bowlders frequently are blasted with mudcapped shots of dynamite; even if permissible explosives are used, this type of shooting is dangerous. The usual method of preparing a mudcapped shot is to place the explosive, either in loose or cartridge form, with the detonator or "cap" on top of a piece of rock or coal and cover it with several handfuls of moist clay, loam, sand, or When the shot is road dust; in many cases there is no covering of any kind. fired a dense cloud of dust, together with an intensively hot fleme, are thrown into suspension, and if the dust is explosive or ignitable an explosion or igni- tion is likely to result practically simultaneously. The presence of gas greatly increases the explosibility of the dust, as well as the probability of an ignition. Approach The present design of the dust helmet prevents use of the miner's cap lamp when the front shield is raised, When the shield is raised I the cap lamp is directed at the mine roof or back, making the lamp useless in the event the miner needs to wear his self-rescuer. A flip bracket was designed by the Bureau of Mines to correct this situation. How It Works The safety hat is modified by the addition of lamp clips, a bracket and a hinge on the cap lamp and face shield. Two clips hold the lamp cord firmly to the helmet.
