COUNTRIES of the Near East, with the world's largest and insist prolific petroleum resources, produced nearly 277 percent of the world's estimated total output of crude& oil in 1964 and accounted for about 60 percent of world exports of this commodity. Although petroleum largely dominated the mineral industry of tine area, production of antimony, chromium, copper, mercury, boron, potash, and phosphate rock was of world significance. Production of crude oil in Near East countries reached a record high of 7,520,000 barrels per day in 1964, an increase of nearly 11 percent over that of 1963. Kuwait maintained its position as the leading producer, accounting for almost 28 percent of the area's output. Saudi Arabia, Iran, and Iraq followed with 22.5, 22.2, and 16.5 percent of total area output, respectively. Despite record production, the Near East, proved crude oil reserve remained in excess of 211 billion barrels, or more than two-thirds of the estimated world proved crude oil reserve.

If you missed this year?s Texas State Holmes Safety Association meeting, you missed a great one. On January 23 & 24, 2009, we held the meeting that was rescheduled when Hurricane Ike threatened Corpus Christi in September 2008. Sixty-five persons from across the state attended the meeting held at the Holiday Inn Emerald Beach. The weather was 82 degrees, and the sky was clear and perfect for a safety meeting. Evaluations submitted by the attendees gave the presentations, the networking, and even the food top marks. There were eight councils represented; Big Country, Central Texas, Costal Bend, Heart of Texas, Hill Country, North Texas and North Central. Presentations included Workplace Examinations, Emergency Preparedness, Screen Safety, Contractor Responsibilities, Powered Haulage, Supervising for Safety, and Basic Inspections of Slings and Rigging. Mr. Edward Lopez, SC MSHA District Manager, gave the State of the District Address.

"INTRODUCTION Aluminum and manganese bronzes as a group, may be separated readily from other copper-base alloys by experienced sorters. However, separation of aluminum bronze from manganese bronze is generally a matter of guesswork, so that accurate separation presents a difficult salvage problem.Attempts at separation by the thermoelectric tester. 3/ which had proved successful in solving other sorting problems, showed in this instance that the desired separation was uncertain because of the wide range of composition allowable in each kind of bronze. If only one composition of each kind of bronze were used in industry, separation by the thermoelectric method probably would be simple. However; the variability in composition observed in commercial alloys is so great that the thermoelectric power of the one type frequently overlaps the range of values found for the other. As a result, specimens frequently are classified in the' wrong group.Separation of the two types of bronzes on the basis of measurements of magnetic properties on filings from the various samples also proved unsuccessful because the test results overlapped to such an extent that no clear-cut division could be obtained.Electrode potential measurements were made also on the aluminum and manganese bronzes in the hope of distinguishing between them. A drop of saturated potassium chloride solution was placed on the fresh surface of the metal and the tip of a calomel electrode introduced therein. The voltage generated was measured by connecting the electrode and the bronze part to a research-type potentiometer. Although the voltages generated by the manganese bronze parts were greater than those generated by the aluminum parts, the difference in the closest two sets of readings was not sufficient to warrant a good separation. When a concentrated potassium alum solution was used instead of the potassium chloride solution, a wider divergence of voltage was produced by the various bronzes, but unfortunately readings overlapped in several instances."

The Bureau of Mines Information and Analysis Directorate collects worldwide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. The Bureau's data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), which placed the collection of mineral statistics on an annual basis. The most recent authority for the Bureau of Mines survey activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress), which strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

The pressure pulse generated by an underwater spark \vas investigated in relation to its potential use for rock fragmentation. The study established (1) the relation between the peak discharge current and the peak wave pressure; (2) the relationships among the peak wave pressure, the discharge voltage, and the spark gap width; (3) the type and pulse duration of the generated wave; (4) the percentage of energy transmitted in the spark as a function of spark gap width and discharge voltage; and (5) the percentage of energy converted into the pressure wave as a function of gap width and discharge voltage. Spark-generated fractures were studied in two-and three-dimensional rock and plastic specimens. The laboratory results indicated that the pressure pulse generated by an underwater spark is a potential practical tool for rock fragmentation. The paper contains an appendix describing the capacitive pressure gage specially developed for the laboratory tests.

Much has been written and said concerning tables of permissible or maximum allowable concentrations of various toxic substances in air, but not enough attention has been given to their limitations and how to use them intelligently . There is a tendency to place too much reliance on figures , with little or no consideration of their real meaning . The repeated publication of a figure often adds significance to it far beyond that intended by the original author or publisher . How are these figures referred to as "maximum allowable concentrations " established? What is their real meaning? To answer these questions it is necessary first to define maximum allowable concentration . The usual definition is somewhat as follows : "The average concentration to which an industrial worker can be exposed for 8- hours daily for an indefinite period without injury or occupational disease . This definition is made up of the following items : ( 1 ) Average concentration, ( 2 ) 8 - hour day , ( 3 ) indefinite exposure period , and ( 4 ) lack of injury or occupational disease . There is some controversy regarding item ( 1 ) , items ( 2 ) and ( 3 ) are usually though not invariably accepted , and there is definite disagreement regarding the interpretation of item ( 4 ) . . To reach a more satisfactory interpretation of maximum allowable concentration , attention is directed to ( 1 ) the development of tables of maximum allowable concentrations , ( 2 ) criteria on which limits are based , and (3 ) methods used to obtain data on which limits are based .

[Laboratory research and, control in the production an. utilization of petroleum and it 3 products have expanded greatly during the past decade, and much of the routine control and experimental equipment now rewires the constant daily use of liquid mercury. In spite of this ;;renter use, very little consideration has been given to the hazard that might be occasioned by the toxic vapors of mercury unavoidably spilled' of otherwise exposed to the atmosphere during the normal procedure of laboratory open at ions. A simple visual examination ).'.' son-,, r° the laboratories reveal the presence of a considerable quantity of mercury in the cracks of floors, on work tables, and on ark, around equipment stands. Usually this mercury is contaminated with oil3/ and dirt so that it remaining in a finely divided state and a ;mall amount pre presents a relatively large surface for evaporation. The Bureau of Mines conducted research to evaluate superplastic behavior in commercial magnesium-base alloys AZ6IA, ZK60A, ZW3, AZ3IB, ZWI, and an experimental Mg-12 pct Al alloy. Strain-rate sensitivity indices (m-values), maximum elongations, and effects of superplastic elongation on tensile properties were determined on fine-grained sheet. Inert-gas-pressure hemisphere-forming tests were conducted on selected sheet stock of the five alloys. Formability trials on AZ31B alloy sheet were conducted on industrial equipment for comparison with commercial superplastic forming of Zn-AI alloy. Closed-die-forming tests were performed on extruded ZK60A rod. All alloys exhibited well over 100-pct elongation, indicating superplasticity, at temperatures and strain rates near the maximum m-values. Tensile properties were generally reduced following 100-pct superplastic elongation, but not to an extent that would preclude use of the commercial alloys in the superplastically deformed condition. The potential for industrial superplastic forming of AZ31B sheet was indicated by hemisphere forming in the laboratory and substantiated in industrial forming trials.

Preventive maintenance practices are listed in the manufacturers' instruction books. In general, equipment that requires frequent and extensive preventive maintenance is generally the most costly. The manpower spent on these frequent trips to remote areas is such that it is usually better to invest in a more costly system which requires little preventive maintenance. The best preventive maintenance for the system is a good installation. 7.2 Preventive Maintenance and Inspections With any system, periodic inspection is required because of the corrosive atmosphere and adverse conditions that exist in underground mines. These inspections can spot potential trouble in the system. Repair or replacement at that time averts the possibility of losing effectiveness of all or part of the system. 7.2.1 Cables Approximately once per month all cables in the communications system should be inspected for kinking, chafing, cracking, wear, stretching, or other signs of physical abuse. Particular attention should be paid to cable glands at the entry or exit points to the various units in the system, where the cable goes around sharp corners, in the vicinity of holding cleats which may be clamping the cable too tightly causing potential damage, and across the areas where the cable is exposed to physical damage from outside sources, such as equipment or falling objects. If a cable is damaged, it should be replaced as soon as possible. It is mandatory that the ground leads and connections to carrier current phones be thoroughly inspected and maintained in good condition, since considerable hazard may exist to the operator or equipment if a ground connection is broken. 7.2.2 Pager Phones The most readily available test set to determine if a pager telephone is operating correctly is the pager phone itself. The following physical check of the system can be performed at any phone station. 7.2.2a Listen Circuit Remove the handset from its cradle and listen to determine if the circuit is functional, as indicated by the presence of noise or conversation on the line. If no noise or voice signals are present at the handset receiver, take the following corrective action: 1. Operate the handset press-to-talk switch several times. Any corrosion on the contacts of this switch may cause a receiver to be temporarily inoperative. Repeated operation may clear the condition. 2. Open the cabinet and see if the battery cables are properly connected and are making firm contact. Check the handset cable and its connections in the cabinet of the pager phone, and see if there is any evidence of a break in the cable, corroded contacts, or poor connections. 3. Remove the handset receiver earpiece by unscrewing it counterclockwise (to the left), and remove the receiver from the socket. Examine the handset cavity; in some units, a patch of cotton batting or floss is used as a barrier to reduce acoustic feedback in the handset. If the cotton patch has absorbed moisture, remove it and replace with a crumpled ball of soft rubber, stuffed just far enough into the handset so it will not touch the receiver or switch terminals. 7.2.2b Page Circuit and Talk Circuit Push the page switch, squeeze the handset press-to-talk switch, and call any other phone. Release the page switch

A series of exploratory tests was conducted to determine the effects of steady electric fields on fluid flow and streaming potential in narrow passages and porous media, the effects of steady electric fields on fluid interfaces, and the influence of internal voltages on fluid flow in a porous porcelain sample. Voltages greater than about 5 kilovolts were found to influence liquid droplets emanating from a capillary tube. Solutions of polyethylene oxide and polyacrylamide in water exhibited widely different behavior than that of other liquids tested. Liquid-liquid displacement tests in porous samples to determine the influence of high voltage applied to the displacing liquid on flow rates and recovery gave no significant differences. No consistently measurable effects were noted, either on flow rate or streaming potential, when an electric field was applied transverse to the direction of flow in porous media and in narrow rectangular or cylindrical channels. Experimental values of formation factor and streaming potential for a porous porcelain sample agreed qualitatively with those calculated from electrokinetic theory for ultrafine capillaries. However, the agreement for the electroviscous effect was not good.

Gas chromatography is a method of separating mixtures of gases and volatile materials by entraining their vapors in a gas stream, which passes over an appropriate stationary phase. Two techniques are in common use: Gas-Liquid Chromatography, in which the stationary phase is a liquid supported on an inert solid, and Gas-Solid Chromatography, where the stationary phase is a solid adsorbent, such as charcoal or alumina. In both techniques components emerge from the column after a characteristic residence time. Gas chromatography is applicable as a qualitative or quantitative tool in a wide variety of problems in chemical research and processing. It may also be employed for purification and separation. A running bibliography on gas chromatography has been maintained at the Bureau of Mines synthetic liquid fuels laboratories, Bruceton, Pa., for several years for the benefit of research workers, who use chromatography as an analytical tool. Since the number of references grew and interest in the technique became more wide-spread, the Bureau is publishing this list rather than maintain it as a purely internal source.

In investigating general problems that relate to the fuel resources of this country, and in testing fuels belonging to or for the use of the Government, the Bureau of Mines has given considerable attention to the efficiency and economic value of producer-gas power plants. Government inquiries during the past eight years not only have shown a very low fuel consumption per horsepower-hour for these plants but have demonstrated conclusively the possibility of utilizing commer- cially low grades of bituminous coal, lignite, and peat in plants prop- erly designed for the use of these fuels. The anthracite plant has been recognized as a commercial possibility for several years, although the cost of the fuel used has in general restricted these plants to com- paratively small units. The commercial development of the producer-gas power plant in the United States has been largely within the past six or eight years. In 1909 the United States Geological Survey published in a bulletin entitled "Recent Development of the Producer-Gas Power Plant in the United States" a list of producer-gas power-plant installations. The data presented in that bulletin showed a strong development in this field and led to much conjecture as to the future of this type of power. Owing to the extensive introduction of the steam turbine, however, many persons predicted the almost immediate doom of the producer-gas plant. In addition to the inroads made by this formida- ble rival, the interest of the gas-engine enthusiasts became centered to such an extent in the oil engine that the gas producer was relegated to second place by many and absolutely abandoned by some. During the past three years the belief of many who were formerly firm be- lievers in the gas producer has been that this type of power has reached its height of development in this country and that from a commercial standpoint it can no longer be regarded as a complete success. The natural marine environment can be divided into four basic categories: the air-sea interface, the water zone, the seafloor, and the subbottom. Efforts are being made to accumulate data to delineate the conditions in each of these areas and to conduct engineering studies which will determine how these environmental parameters affect the mining process. Laboratory facilities have been constructed and equipment and techniques for scientific data collection and laboratory research have been developed. Major emphasis is being placed on studying the subbottom material. The objective of this emphasis is to study the engineering properties of marine placer deposits in order to assess their influence on the design and performance of the various mining subsystems involving penetration, excavation, transportation, and disposal. Presented are the results of engineering properties tests on a placer simulant which is currently being used for model and prototype testing of coring tools. The effect of these engineering properties on penetrability, core recovery, and sample recovery is discussed.

Enhance hydraulic fragmentation technology by developing alternative grout sealing methods. Traditional grout scaling methods rely on chemical adhesion and require large contact areas to restrict high-pressure fluids. Fluid injection into rock requires economical and effective seals. With economical and effective seals, rock is easily fractured in tension by high-pressure fluid injection (fig. 1). Approach An innovative grouting technique was developed and tested by the Bureau. Slowly hydrating expanding chemicals are placed within a borehole and around a section of high-pressure tubing. Testing was conducted using 9/16-inch-OD smooth-walled injection tubes in 1.5-inch-ID holes. Seal lengths weir less than 10 inches and curing times were less than 24 hours.

The Bureau of Mines developed a hydrometallurgical method for recovering mercury metal from mercury sulfide concentrates. Sulfide flotation concentrate from the McDermitt Mine was leached in a cupric chloride solution at 80° C. The redox potential of the solution was maintained at 850 mV during leaching by chlorine sparging. Mercury extractions exceeded 99 pct in 3 h of leaching. After leaching, the pH of the solu-tion was increased from 1 to 4.5 to precipitate copper as atacamite. The pregnant solution typically containing 100 giL Hg was sent to elec-trolysis to produce high-purity mercury metal and chlorine for recycle. In a 200-A electrolytic cell operated for 24 h, current efficiency was 99 pct and the energy requirement was 0.9 kW·h/lb of mercury produced. Mercury removal from the waste stream was also investigated. Iron or zinc cementation, sulfide precipitation with H2S, and activated carbon adsorption all decreased the mercury concentration from 10 giL to 0.01 mglL, which is less than the Environmental Protection Agency limit on wastewater of 0.02 mg/L.

"Initiated as a part of the Bureau of Mines program for development of strategic minerals for national defense, various mines in the Poughkeepsie Gulch and Mineral Point mining districts were examined by C. R. Wilfley, W. R. Hamilton, .and N. E. Wvvlwy, Jr., Bureau Of 'Mines engineers, in July and August 1943, July 1944, and September 1945. In a subsequent report a proposal was made to evaluate this isolated area 'of some 15 square miles located in Ouray and San Juan Counties, Colo.Reconnaissance work in the area was begun in June 1946. Mapping and sampling were begun in July and was completed in Pougkeepsie Gulch and extended westward to include the Hendrick Gulch area of the east side of Ironton Park. Project work was recessed for the winter on October 15, 1946 after approximately 6 square miles of the Poughkeepsie Gulch,district been mapped and 801 samples had been taken.In this report the physical features, climate, and ore deposits districts are described, and a brief history of mining and production lead, zinc; and silver is given.The individual mines and prospects in, the area are described in detail.A list of patented claims and ownerships is given in appendix I, and analyses of samples are tabulated in appendix II.The San Juan preliminary project was directed by Paul T. Allsman, chief, Salt Lake City Branch, Mining Division and was supervised by William M. Traver, Jr., supervising engineer, Colorado Field. Office.Chemical analyses were made by the Salt Lake City laboratory under the direction of H.E. Peterson, chemist, and S. R. Zimmerley, chief, Salt Lake City Branch, Metallurgical Division.Harold A. Workers in coal preparation plants, where vibrating screens are significant noise sources, are often exposed to sound levels exceeding 90 dB(A). The National Institute for Occupational Safety and Health, a major coal company, and a vibrating screen manufacturer conducted a cooperative study of vibrating screen noise. Rubber isolators reduced sound levels by 1 dB. Urethane screen panels did not reduce sound levels in this case. Drive noise was determined to be the dominant noise source on the screen. Damped side plates reduced vibration levels on the screen sides by 1 to 7 dB(A). Detailed results of the study are presented.

No detailed information has been published heretofore on the performance of small industrial-type anthracite stokers in building-heating service, apparently because of the difficulty of comparing the performance of one unit with that of another over an entire season's operation. Studies of competitive heating fuels have been similarly handicapped, and attempts to compare fuels are seldom technically sound in this investigation, the performance of a 60-in. Losch4 stoker burning rice-size anthracite in a standard commercial boiler was observed during a 4-month winter-spring season. It was used to heat two buildings at the Bureau of Mines' Anthracite Research Center at Schuylkill Haven, Pa., with the customary type of automatic pressure-range control. Attendance was limited to inspecting, fuel weighing, data recording, and ash removal. Results were computed daily and grouped by weekly periods to minimize daily irregularities. The same stoker-boiler unit had already been tested in a series of American Society of Mechanical Engineers (ASME) test code runs, with the stoker running continuously and with other conditions well stabilized A comparison of results from the code test and the building-heating tests provided information not available in the past for a single stoker unit, assisted in analyzing heat losses not computable in a cyclic operation, and established a basis for evaluating stoker performance in heating service.
