The Bureau of Mines has recently identified five major factors that contribute to high respirable dust levels on the six U.S. longwall faces having the most difficulty complying with Federal dust standards: (1) a poorly structured cutting sequence, (2) a poorly designed external water spray system, (3) marginal waterflow to the cutting drums, (4) minimal controls at the stage loader and crusher, and (5) the lack of effective controls for dust generated during support advance. The results of this survey illustrate the need to address all the major sources of longwall dust generation and the need for mine operators to implement a variety of control procedures to assure compliance. The Bureau of Mines will continue to assist mine operators in implementing improved dust controls and will work to identify and evaluate controls for dust generated during support advance.

Three long horizontal holes were drilled from a directionally drilled sur¬face hole at the Emerald Mine near Waynesburg, Pa. The purpose was to adapt the technique of directional drilling for use in draining methane from coalbeds. A 504-m (1,652-ft) long, 76-mm (3-in) diam¬eter, circular arc pilot hole was drilled, using a downhole mud motor, to enter the Pittsburgh coalbed at a verti¬cal depth of 305 m (1,000 ft). The hole was reamed to 222 mm (8-3/4 in) and was cased to a measured depth of 486 m (1,595 ft). Three 76-mm (3-in) diameter horizontal drainage holes were then drilled, totaling 2,909 m (9,544 ft) of horizontal hole. Improvements in drilling methods increased the average drilling rate from 20.4 m (67 ft) to 64.9 m (213 ft) per day. The cost of drilling the directional and horizontal holes (using a Government-owned drill rig) was $1,169,530, a figure inflated by inexperience and by delays caused by lost-circulation problems and fishing operations. An estimated total drilling cost of $960,000 (including rental of a drill rig) for an improved system, was determined by a detailed cost analysis. Initial gas and water production from November 1979 through May 1980 was low because of caving of the horizontal holes drilled in shale near the bottom of the casing.

This project investigates the behavior of blast waves from the detonation of high explosives in an underground mine. A series of explosive tests was conducted in the underground and surface facilities at the Bureau of Mines' Lake Lynn Laboratory to evaluate the potentially dangerous effects of blast waves produced by open shooting, blown out holes, or accidental detonations of explosives. Shots of C4 and TNT were fired at the dead end of a 6 ft high by 20 ft wide entry, at the intersection of two entries, and on the surface. C4 and TNT were chosen for this research because they exhibit very consistent performance. Behavior of the blast wave was evaluated through recording of the pressure as a function of distance from the explosive detonation. For both explosives, C4 and TNT, peak pressure decay with travel down the entry was inversely proportional to distance to the 0.9 power. When comparing pressure measurements at 200 versus 100 feet from the detonation; at 200 feet the pressure would be 1/2 0.9 or 54 percent of that measured at 100 feet. By comparison, peak pressure for a surface shot exhibits a decay with distance to the -1.6 power, yielding a pressure at 200 feet 1/2 16 or 33 percent of that measured at 100 feet. This result confirms that the blast wave from detonation of an explosive in an underground mine maintains its force for a greater distance than would be the case on the surface. Prolonged exposure to airborne respirable coal mine dust is responsible for coal workers' pneumoconi¬osis (CWP): Furthermore, miners who show evidence of higher radiographic categories of simple CWP are at increased risk of developing progressive massive fibro¬sis (PMF). As of 1990, there were nearly 130,000 coal miners in the United States. "' This excludes mines that produce less than 10,000 tons annually and the anthracite coal mines. Estimates indicate that at age 58, an average of 7/1000 U.S. workers and 89/1000 U.K workers will have developed PMF(2-1) Health research studies have iden¬tified that the risk of developing and the severity of CWP arc directly related to (1) the amount of respirable dust exposure and (2) the coal rank.,'- The rank of coal is its stage of formation in the series peat, lignite, sub-bituminous, bituminous, and anthra¬cite (in order of increasing rank). The rank of coal can also be represented by the com¬mercially important characteristics specified by its proximate analysis: fixed carbon, vol¬atile matter, mineral matter, and moisture content.

In this period of generally increasing taxes of various kinds, one hears less complaint by mining companies about the high cost of workmen's accident compensation than was the case a few years ago, the reason perhaps being that other and more pressing phases of the tax problem now over shadow the heavy expenditures for compensation premiums which a few years ago were considered a severe burden on the mining industry. Nevertheless, the financial expenditures of the mining industry in higher compensation benefits and hospitalization or in higher premium rates, or both, instead of being less have actually increased in many States in the past year. In the spring of 1937, proposals for increased benefits to injured employees in compensation, hospitalization, or medical aid were actively before legislatures in California, Connecticut, Georgia, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Massachusetts, Michigan, Minnesota, New Mexico, Oregon, Pennsylvania, South Carolina, Texas, Utah, Washington, Wyoming, and possibly other States. In some cases, the proposed increases in benefits were so much greater than expenditures for similar items in the past that premium rates per $100 of payroll would almost certainly rise sharply. At this same time, occupational-disease-compensation coverage also was under consideration by legislatures in Arkansas, California, Delaware, Idaho, Indiana, Kansas, Massachusetts, Michigan, Minnesota, Montana, Nebraska, New Jersey, Ohio, Pennsylvania, Tennessee, Utah, and Washington. Sooner or later (and probably within the next few years) occupational-disease compensation will be accorded practically as wide recognition as accident compensation receives at present, and, unquestionably, mining in all of its branches will be affected more or less drastically. Hence, the present outlook is that the mining industry, in company with practically all other industrial activities, will be confronted by materially higher compensation costs than those of the past or the present, to which rather violent exception has been taken, at least in some States and at some times.

Although the hysteria. with regard to silicosis end other occupational diseases seems largely to haws passed, and more careful sober consideration is being given this subject, it would be very poor policy for any employer to take the stand that the storm has blown over and that he can safely relax and revert to the status of 5, 10, or more years ago in such matters. The real fact is that occupational-disease compensation is nor in its infancy and can be expected to grow by leaps and bounds. At present, while 46 States of the Union3/ and the District of Columbia have compensation acts, only the following have some fern of occupational-disease legislation: California, Delaware, Connecticut, District of Columbia, Illinois, India a, Kentucky, Massachusetts, Michigan, Minnesota, Missouri, Nebraska, New Jersey, New York, North Carolina, North Dakota, Ohio, Pennsylvania, Rode Island, Washington, West Virginia, and Wisconsin. Silicosis appears to be compensable under those acts in California, Connecticut, District of Columbia, Illinois, Kentucky, Massachusetts, Missouri, New York, North Carolina, North Dakota, Ohio, Pennsylvania, West Virginia, and Wisconsin; possibly it may be interpreted as compensable in others. Occupational-disease legislation (largely relating to silicosis) has seen under consideration in some form relatively recently in Arkansas, California, Delaware, Idaho, Maryland, Kansas, Massachusetts, Michigan, Minnesota, Montana, Nebraska, New Jersey, Ohio, Pennsylvania, Tennessee, Utah, and. Washington at least. It will be surprising if comparatively broad or inclusive occupational-disease legislation will not be on the statute books of nearly every State in the Union within the next 5 years. With this situation confronting him, the far-sighted industrialist who has the best interests of his organization at heart will immediately begin to "put his house in order," if he has not already done so, by studying possible occupational-disease hazards to his employees; moreover, he will promptly apply all known remedial measures or will attempt to devise such measures if none of those already devised seem to apply to his establishment.

This report describes a U.S. Bureau of Mines investigation into the removal of gate road chain pillars in conjunction with longwall retreat mining. The research objective was to determine, through evaluations of the loads imposed on the gate road pillars and supplemental support elements in the entries, how the pillars, supplemental support, and entries were affected by the longwall abutment pressure. To achieve this goal, vibrating wire stressmeters and hydraulic flat jack pressure cells were installed in the support elements to monitor stress change caused by abutment pressure as a function of longwall face advance. The findings documented in this report are the result of information collected from instrumentation and observation at the mine. Pillar and support loading measurements and stability observations revealed that the roof and the support elements remained stable during panel retreat, while the face progressed at a normal rate of advance. The ability to safely and efficiently mine chain pillars during panel retreat increases resource recovery and can provide several other benefits described in this report.

An important goal in the development of coal mining explosives has been to improve their safety characteristics through suitable formulation. In the United States no systematic effort to establish factors influencing the incendivity to firedamp and to coal dust of explosives through research was made until the last decade. In consequence, American permissible explosives underwent only very slight modifications and many remained substantially the same as in the early years. As part of a long range program for increasing the safety of permissible explosives, the Bureau of Mines undertook to determine how the amounts and particle sizes of the principal constituents of these explosives affect their incendivity. It was found that an increase in the relative amount of sodium chloride and a decrease in its particle size significantly decreased the incendivity of our permissible explosives to firedamp (7-9).6 This is in agreement with findings reported by Dolan (4) for compositions of nitroglycerin and salt. One important result of the work at the Bruceton station has been the recent introduction of salt-formulated permissibles by several explosives manufacturers. This paper describes a statistically designed experiment for studying the effects of the particle size of ammonium nitrate and the type of carbonaceous materials used on the incendivity of permissible explosives. Interest in these particular effects goes back as far as the first formulations of coal mine explosives, around 1910 in the United States and even earlier in Great Britain and other countries. The thermal conductivities of six rocks were measured by the transient line source method over the temperature range of -850 to 1,500° F. Close-fitting ceramic probes were used in 0.065-inch-diameter holes drilled through 5-to 6-inch-thick rock specimens. Taconite, granite, quartzite, and basalt were used in the tests. The method yields absolute data and is applicable to both laboratory and in situ measurements.

Despite the use of warning alarms to alert miners to the backward movement of large mining equipment, miners still are injured too frequently in backup accidents. Currently approved backup alarm technology consists of continuous sounding alarm systems. New technology has developed a warning system that initiates an alarm only if there is an object close behind the vehicle. This advancement eliminates constant exposure to the alarm because a warning is given only in case of a potential collision. Adoption of this development can improve safety and reduce damage, especially for front-end loaders (FEL's). It will also eliminate a source of nuisance noise in urban and residential areas. This Bureau of Mines report describes the general characteristics of infrared (IR) light, ultrasonic wave, and Doppler radar technology as used for backup alarms, and reviews the testing of the most promising detection devices.

The U.S. Bureau of Mines has designed and tested a system called the Bag and Belt Cleaner Device (B&BCD) to reduce dust levels in and around the bag conveying and stacking process. The device physically cleans either 22.7 kg (50 lb) or 45.4 kg (100 lb) paper bags by using a combination of brushes and air jets. It is completely self-contained and is kept under negative pressure by a baghouse to ensure that dust and product removed from the bags during cleaning does not flow into the work environment and contaminate workers. The bags travel through the device on a chain conveyor, which permits any product or dust cleaned from the bags to fall into a hopper at the bottom of the device and be recycled back into the process via a screw conveyor. Once exiting the B&BCD, the outside of the bags and the conveyor are essentially product and dust free. The B&BCD was evaluated at two mineral processing plants to determine reductions with the device in use. The results of both field evaluations showed that the amount of product removed from the outside of the bags varied from 77 to 93 pet.

"Introduction.The Bureau of Mines has taken up the problem of determining a method or methods whereby underground compensation insurance rates for metal-mining companies can be equalized in proportion to the underground hazards involved. This study has been started by the writer with the assistance of Mr. I. M. Wolfin* as consultant.The present paper briefly reviews the origin of accident compensation, gives a digest of State compensation laws, and describes types of insurance carriers. This will be followed by study of the basis of premium rate, risk differentials, and cost of compensation insurance to mine operators. These data will be supplemented by an analysis of the accident hazards in different mining methods and practices, and the severity and frequency of accidents classified by time lost and period of exposure to hazard, for different States, mining methods, occupations and nationalities. Attention will be given to standardized preventives for underground accidents in metal mines, and, finally, the classification of underground metal-mining hazard for workmen's compensation insurance premium rating."

As a part of the program of the Rare and. Precious Metals Experiment Station, Reno, Nev., in connection with investigations of treatment methods for precious and precious-base metal ores, to further conservation and recovery of precious and base metals, tests Were made on samples from the Buzzard Mine, located in the vicinity of Placerville, Calif. These samples represented ore exposed during previous development work, in tunnels and a shaft on the property, including highly oxidized material from the surface zone and sulfide ores from depths of 150 to 300 feet. The surface samples contained little base metal and only enough gold 80 that economic exploitation of them would depend on development of a large tonnage of ore, low-cost mining methods, and satisfactory treatment methods. The sulfide samples were valuable enough to warrant further exploration and development and, if present in suitable tonnage, the installation of a treatment plant for recovery of both precious and base metals. The oxidized surface-zone samples carried 0.11 to 0.14 ounce gold per ton. Standard amalgamation and flotation tests of these samples gave low recoveries. Standard cyanidation tests indicated high consumption of lime and cyanide and gold extraction of 79.4 and 82.7 percent. Water-leaching the ore after crushing to minus 10-mesh improved cyanidation considerably. Ex-tractions of 82.7 to 85.8 percent were obtainec1 with lime consumption of 6 to 7 pounds per ton of ore and cyanide consumptions of 1 to 4 pounds. Grinding the samples to minus 200-mesh followed by water-leaching and cyanidation gave improved extractions of 91-92 percent of the gold, but with slightly increased consumptions of lime and cyanide.

"Under the organic act establishing it, the Bureau of Mines is authorized to conduct investigations designed to improve health and safety conditions in the mineral industry and to promote efficient development and utilization of our mineral resources. The field of the Bureau's activity, therefore, begins with the commercial development of mineral deposits and ends with the production and utilization of the final marketable product.In order to serve more efficiently the various sections of the country, the Bureau has established, in addition to its main offices at Washington, D. C., eleven field experiment stations, three field offices and several mine rescue cars and mina rescue stations. These field branches are so distributed as to cover most of the mining districts of this country, including Alaska. The field service in general deals with specific experimental problems, cooperative work with non-governmental institutions, and mina rescue work, while the Washington office is the administrative head and is responsible for the distribution of general information, the chiefs of the technical and administrative divisions of the Bureau being stationed there.The Bureau is prohibited by law from doing work exclusively for the benefit of any private company or individual. Generally speaking, the Bureau does no assaying, ore testing, or similar service work for the benefit of private companies or individuals. In response to requests for work of this sort a list of assay and ore testing laboratories is supplied. In referring inquiries to com-mercial laboratories or consulting engineers, care is taken to mention several names so as to avoid designating any one establishment or engineer."

Surface fracture trace density, changes in roof rock type, and topographic unloading due to drainage were mapped for the mining areas located in the Blacksville-Osage, W. Va., quadrangles to investigate their influence on mine roof falls. Using these factors, a technique was developed to predict probable roof fall areas ahead of projected mining operations. As a feasibility test of this proposed technique, areas were delineated where one, two, and all three of these factors were operating to formulate a "potential hazard map" for comparison with roof fall observations that were made. The limited evidence suggests that in combination these factors are reliable predictors of where roof falls are likely to occur. This technique promises to be a useful tool in planning mining operations.

Many factors contributed to the decision to build a radiochemical laboratory at the Salt Lake City Metallurgy Research Center to investigate the application of radioactive isotopes and chemical compounds in extractive metallurgy. These reasons included the notable success achieved in biological sciences with radioisotopes, the development of reliable instruments and methods for identifying the isotopes and measuring their activities, and the commercial availability of radioisotopes in a variety of forms and known activities. The paramount reason, however, was the realization that better methods were needed for guiding and quantifying research to resolve the complex extractive metallurgy problems under study at the Research Center. This is the first of a series of reports describing the application of radioisotopes and radioactivity techniques in extractive metallurgy. The report includes a discussion of licensing and safety requirements, a general description of the laboratory and the methods used, a definition of the nature and scope of the research program, and a synopsis of the more important problems studied. Subsequent reports will concern radioactive techniques for solving specific problems in mineral dressing, hydrometallurgy, and pyrometallurgy.

[Permissible electric cap lamps represent a workable balance between the amount of light needed and the various limiting conditions, such as the weight the miner can carry conveniently, cost of the lamp, including upkeep, and adequacy or practicability of the lamp as regards safety, mechanical strength, and general performance. Other things being equal, the coot desirable lamp is one that gives the greatest amount of useful light. Conversely, with a given amount of light the most desirable lamp is one that its the most efficient respecting weight, cost, and performance.]
