"Ferrograde manganese ore or its equivalent is essential to the manufacture of every ton of steel produced; although it is well known that there are large deposits of low-grade ore in the United States, the production of substantial amounts of ferrograde material from domestic sources presents a problem that becomes more and more critical as the stockpiled ore is depleted through inability to procure adequate supplies from foreign sources. Consequently, a program of laboratory and pilot-plant investigation designed to solve the problem of obtaining a domestic supply of manganese has been undertaken by the Metallurgical Division, Bureau of Mines.This paper is one of a new series that will include reports of results obtained in the various investigations conducted under the manganese program. The scope of the program and the organization that woo set up to direct and supervise the work were discussed in the foreword of the first paper of this series, Report of Investigations 3606, Manganese Investigations. 1. This report documents the status of a laser-based underground guidance system for tracking and controlling the movements of underground mobile mining equipment. This research is part of a multiple project effort at the U.S. Bureau of Mines to increase mine safety and efficiency by developing technology for computer-assisted mining. Guidance systems, which can track and control the movements of underground mining equipment, are essential during computer-assisted mining operations. A continuous mining machine at the Bureau's surface test facility served as the test-bed for initial development and experimentation of this guidance system. Subsequently, a continuous mining machine in an underground mine served as the platform for in-mine experimentation. The first section of this report includes details of the laser sensors, communication network, and computer hardware. The next section includes experimental results, which show the system capable of accurately tracking and controlling the tram maneuvers of a continuous miner underground. The final section discusses conclusions and recommendations.

U.S. supply and demand data for dry natural gas by source, form, and major consuming sectors--within and between States and defined regions--were tabulated for the years 1960 and 1965. State-by-State quantitative data are provided for the natural gas industry that can be arranged into regional groupings and used to determine regional flow patterns. The tables show the derivation of the total supply of gas available for consumption from total marketed production. The tables also report the distribution of the supply among the major consuming sectors (household and commercial, industrial, transportation, and electricity generation, utilities). The summarized data show an increase in the absolute demand for natural gas in all regions for the period 1960-65, although the relative posit ions of the various subregions, with respect to national consumption, remained about the same. To enable comparison of data on dry natural gas with data on other energy sources, quantities in terms of million cubic feet were converted to British thermal unit (Btu) equivalents.

"Carbon dioxide has been used for extinguishing electrical fires of many kinds (1, 3, 4) 3/ and more recently has been applied to some extent in fighting coal-mine fires (5). This report is concerned with the possibility of an electric current being conducted from a live power source, such as a trolley wire, across the impinging spray of carbon dioxide gas, to a metallic discharge nozzle, and then being grounded through the body of the person holding or touching the container. Rose and. Skinner (5) have described a case in which a fall of roof coal had brought down the trolley without creating a dead shot. The current was conducted in part through the loose coal to the rail, causing ignition of the coal. The fire was successfully extinguished with carbon dioxide.Dielectric data on pure carbon dioxide gas and liquid have been reported by Quinn and Jones (2). For the gas, the dielectric constants range from 1.00971 (35°C., 10 atmospheres) to 1.3072 (70°C., 151 atmospheres); for the liquid, 1.6016 (0°C., 50 atmospheres). Compared with the dielectric constant of air (1.0006, 1 atmosphere), these data, indicate that carbon dioxide in both gaseous and liquid forms is a very poor conductor of electricity, of the same order as air. 4/"

This chapter presents data on occupational exposures from several sources. Data from compliance samples obtained by MSHA inspectors are presented in table 6-1 for coal mine dust and silica dust, and in tables 6-2 through 6-6 for metal fumes. Since these samples were taken for compliance monitoring rather than as part of a survey of the industry, it is difficult to predict how well they indicate actual exposures for all mining operations. In the coal industry, 7.8% of all respirable dust samples during 1986-1995 were above the permissible exposure limit (PEL). Of silica dust samples obtained during the 10-year period, 23.7% were above the PEL in coal, 16% in metal, 10.8% in nonmetal, 9.1% in stone, and 7.6% in sand and gravel. Of metal fume samples, silver samples showed the largest percentage above the PEL-approximately 48% of samples in both metal and nonmetal. Tables 6-7 and 6-8 present data on noise exposures from the MSHA "dual threshold" survey, which was published in the Federal Register [61 Fed. Reg. 66347 (1996)] as part of a proposed rule change for occupational noise exposure in mining. This study examined a group of samples obtained during 1991-1995 and compared the percent of samples that were above two separate specified limits. The first limit was the current noise standard, a time-weighted average of 90 dBA, calculated to include only exposures at 90 dBA and above. The second limit was a time-weighted average of 85 dBA, calculated to include exposures at 80 dBA and above. Tables 6-8 and 6-9 refer to musculoskeletal overload conditions examined in the National Occupational Health Survey of Mining (NOHSM) [NIOSH 1996]. Table 6-8 shows the operational definitions for each condition; table 6-9 shows the percentage of the workforce potentially exposed, by commodity. Across all commodities, a large proportion of workers were exposed to musculoskeletal overloads due to positioning of the neck and back; positioning and motion of the forearms, arms, and shoulders; heavy lifting; and positioning and movement of the lower limbs. The recorded overloads were defined in the survey and did not exceed any NIOSH, MSHA, or OSHA guidelines for musculoskeletal overloads. Further information on this survey appears in appendix A.

While less than 1% of reported accidents are associated with slope stability problems, slope failures were responsible for about 15% of all U.S. surface mine fatalities between 1995 and 2001. Small rockfalls, which may involve hand-sized rocks weighing only a few kilograms, can cause fatal injuries to workers away from the protection of large machinery. Massive highwall failures containing a million cubic meters of material or more can be fatal even for heavy equipment operators. As part of an ongoing study at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health, several remote-sensing technologies are being evaluated as tools to monitor slopes for hazards and to assess slope stability. Field tests of a hyper spectral imager were conducted to assess its value for improving geologic maps of potentially unstable alteration zones on mine slopes. An interferometric radar device capable of detecting very small displacements on slopes awaits final assembly and field testing. Computerized monitoring methods using images from digital and video cameras are being assessed for application to mine slope surveillance. These and other techniques will eventually provide new tools to augment current methods for monitoring ground control hazards in mines.

Of the 19 major mine fire events (including thermal events) that have occurred in the last 6 years (2000-2005), it is estimated that remotely constructed mine seals could have been used at 65% of the events to control or suppress the fire. Underground observations of seals that have been remotely installed during mine fire events show that they often do not fully achieve mine roof-to-floor and rib-to-rib closure. Unfortunately, the inability to reliably close the mine void has limited or precluded the regular use of this technology. The National Institute for Occupational Safety and Health is conducting full-scale underground experiments at the Lake Lynn Experimental Mine to identify and remedy existing remote sealing technology shortcomings, to develop novel technologies, and to transfer the new or improved technologies to the mining industry. This paper will discuss the remote mine seal testing program and will provide the results of the in-mine experiments. The United States has not begun commercial operations to tap its largest poten-tial sources of oil supply - oil shale and coal. The reason is that domestic petrol-eum has been plentiful in the past and liquid products probably could be produced from it at the lowest cost. In view of the ever-increasing need for petroleum in the United States, the critical international situation threatening foreign supplies, the growing demands for steel, and the heavy costs to industry of constantly discovering and developing new oil fields, it is believed that the prompt development of a synthetic fuel industry based on oil shale and coal is not only requisite to safeguard our oil supply but is an economically sound course for the foreseeable future, To neglect its development is to close our eyes and minds to our own resources at a time when they are needed critically. It also is apparent now that neither the Government nor industry would be taking any considerable economic risk in starting the initial plants, especially as measured against their potential value in meeting critical oil and chemical demands and in building a new industry in the West.

This U.S. Bureau of Mines report discusses the status of a laser-based guidance system to provide position and heading feedback and closed-loop control of tramming maneuvers for a continuous mining machine. The system has been developed and tested at the Bureau, and is now being prepared for underground experiments. The system hardware includes laser scanners, a sensor communication network, and host computer hardware. The system software includes a position and heading computation module and a tram control module. The description of the software includes discussions of laser data acquisition, error compensation methods, position and heading determination, safety checking for continuous miner tramming, and closed-loop tram control. The accuracy of the laser scanner's data, the reliability of the lasers in a dusty environment, and the system's accuracy on tracking the position and heading of the continuous mining machine are shown in the results of experiments performed at the Bureau. Conclusions are stated based on these experimental results, and further work to improve the system performance and prepare for underground testing is discussed.

The U.S. Bureau of Mines, through an Interagency Agreement with the U.S. Army Tank-Automotive Command (TACOM), has successfully developed a steel expendable pattern casting process (EPC) for the manufacture of armorplate. The new armor is lighter and more ballistically effective than conventional rolled homogeneous armor (RHA), and costs less. An applique armor spinoff from the program was field-tested during the Gulf War. The applique armor withstood direct impacts from enemy munitions without failure.

Miners at noncoal surface mining operations are often exposed to high levels of respirable dust. In an effort to lower the respirable dust exposure of these surface miners, the National Institute for Occupational Safety and Health (NIOSH) has been conducting research to address this problem in a practical and economically viable manner. One successful effort deals with lowering the dust exposure of equipment operators in enclosed cabs. Many types of surface mining equipment utilize enclosed cabs to protect equipment operators from dust exposure. Normally when the equipment is new, the cabs are fairly airtight. These tightly sealed cabs, combined with good filtration systems, generally provide the operator with good dust protection. However, most mining equipment is older, and as aging occurs, many components of the enclosure deteriorate. The structural integrity of the cab diminishes and the effectiveness of the air filtration system fails. NIOSH has been successfully researching costs-effective methods to improve both filtration effectiveness and cab integrity of these older cabs in order to provide a healthier work environment for equipment operators. Dust sampling records indicate that drill operators and helpers have the highest dust exposure of all workers at surface mining operations. Since much of the overburden contains a high percentage of silica, the health hazard associated with this dust can be even more serious. NIOSH research is addressing techniques to lower respirable dust levels at surface drilling operations. The heats of formation of gehlenite and talc were determined by hydro-fluoric acid solution calorimetry. The results are reported in terms of the constituent oxides (?H298.15 = -31.1 ± 0.5 kcal/mole for gehlenite and ?H298.15 = -44.9 ± 0.3 kcal/mole for talc) and in terms of the constituent elements (?H298.15 = -952.8 ± 0.7 kcal/mole for gehlenite and ?H298.15 -1,415.5 ± 1.4 kcal/mole for talc).

Ecuador's economy continued to slow in 1982 due, in part, to declining foreign demand for oil, depressed world oil prices, and high international interest rates. Real growth of the gross domestic product (GDP) was estimated to be in the 2% to 3% range, down from the revised 4.3% recorded in 1981 and the 4.5% anticipated officially. In current prices, the GDP in 1982 was estimated at $12.1 billion.2 Inflation abated slightly from that of 1981 to an estimated 13.9% annual rate. The sucre was devalued in May by 32%, the first time in more than a decade, as a result of the pervasive flow of capital abroad. Ecuador's production of petroleum increased an estimated 1.9% in 1982 compared with that of 1981. The consortium of Corporación Estatal Petrolera Ecuatoriana (CEPE), the state oil company holding a 62.5% interest, and Texaco Inc. (37.5%) produced an estimated 98%, or approximately 211,000 barrels per day, of the total from the northern part of El Oriente, the eastern jungle region, where a Texaco-Gulf Oil Corp. partnership discovered oil in 1967. Gulf subsequently sold out to CEPE in 1977 for $117 million, Remaining production was from the Santa Elena Peninsula Fields on the Pacific coast where production has been steadily declining for several years.

This Bureau of Mines publication summarizes the status of mine electrical equipment reliability research. Failure rate data were estimated from theoretical, laboratory, and field studies. Tables are presented listing reliability characteristics of molded-case circuit breakers, undervoltage relays, ground check monitors, cables, motors, and control circuitry. Application of failure rate data is shown in tables listing maintenance scheduling intervals of components and components that are most sensitive to the probability of hazardous voltages on power distribution systems in the mines. Complete, accurate, and appropriate failure rates on mine equipment are of the utmost importance for reliability evaluations.

Improved practice resulting from recent changes in the method of supplying compressed air and in pneumatic drilling equipment used in secondary drilling and in development work at the Morenci mine of the Phelps Dodge Corp., has resulted in improved safety conditions, as well as in a reduced cost per foot of drilling. A large stationary compressor installed outside the mining area and the compressed-air pipelines in the mine were replaced by portable compressor units. A self-propelled, self-contained drilling unit was obtained for drilling large footages where short moves were involved. Large wagon-drill units were replaced by faster and lighter drill machines and conventional bits by carbide insert bits. The safe practices employed in air drilling and in the related blasting and scaling operations have contributed to an excellent safety record at this mine. The complete sets of instructions listed in the company codes of safe practice aid materially in training employees.

This report describes a Bureau of Mines technical feasibility study of simultaneous reduction and induration of pelletized iron ore to make a product with superior qualities as blast-furnace feed. Highly reduced, physically competent pellets can be made from magnetite and specularite concentrates that contain small additions of bentonite as binder. In batch tests, pellets were dried, surrounded with solid fuel in crucibles, and heated to the reducing temperature. Total iron content of the best products was higher than 80 percent and crushing strength of 1/2-inch metallized pellets ranged up to 600 pounds or more. Comparative tests of several commercial oxide pellets showed a wide range in crushing strengths, but most values were less than 350 pounds. Continuous tests in a rotary kiln resulted in the same degree of reduction, but the pellets had lower crushing strengths because of the limitations in the maximum operating temperature of the small kiln.

Methane emissions from a longwall ventilation system are an important indicator of how much methane a particular mine is producing and how much air should be provided to keep the methane levels under statutory limits. Knowing the amount of ventilation methane emission is also important for environmental considerations and for identifying opportunities to capture and utilize the methane for energy production. Prediction of methane emissions before mining is difficult since it depends on a number of geological, geographical, and operational factors. This study proposes a principle component analysis (PCA) and artificial neural network (ANN)-based approach to predict the ventilation methane emission rates of U.S. longwall mines. Ventilation emission data obtained from 63 longwall mines in 10 states for the years between 1985 and 2005 were combined with corresponding coalbed properties, geographical information, and longwall operation parameters. The compiled database resulted in 17 parameters that potentially impacted emissions. PCA was used to determine those variables that most influenced ventilation emissions and were considered for further predictive modeling using ANN. Different combinations of variables in the data set and network structures were used for network training and testing to achieve minimum mean square errors and high correlations between measurements and predictions. The resultant ANN model using nine main input variables was superior to multilinear and second-order non-linear models for predicting the new data. The ANN model predicted methane emissions with high accuracy. It is concluded that the model can be used as a predictive tool since it includes those factors that influence longwall ventilation emission rates.

Bastnaesite is a natural rare-earth fluorcarbonate of the cerium group that affords an abundant and high-grade source of the lighter rare-earth elements. A simple and efficient method has been developed by the Bureau of Mines for extracting rare-earth compounds from this mineral. Digesting of a flotation concentrate with sulfuric acid converts the rare-earth compounds from fluorcarbonates to sulfates. Action of the acid releases gaseous com-pounds of fluorine and silicon, leaving the sulfated material free of these elements; carbon dioxide from carbonate decomposition is eliminated at the same time. Calcining the sulfated material at 1,200° F. renders the gangue constituents insoluble, whereas the rare-earth sulfates are left in water-soluble form. Leaching with water yields a solution of pure rare-earth sulfates. Bastnaesite could become prominent as a source of cerium-group rare-earth elements. It is rich in the light rare-earth elements and comparatively easy to process; reserves of the mineral are extensive enough to supply a greatly expanded market for many years.

Several sets of questions and answers on the fundamentals of first aid to the injured, based on the Manual of First-Aid Instruction of the United States Bureau of Mines, are now in use in various parts of the United States. Persons experienced in first-aid instruction believe that a standardized set of questions and answers will assist materially in preparing men for examin- ations conducted by the Bureau for first-aid certificates. Inquiries as to whether a set of standardized questions and answers is available have been made frequently by those training men for the Bureau of Mines examination for certificates. It is believed that the following list of 171 questions and answers com- piled directly from the manual will be useful to company officials and em- ployees who are engaged in cooperative first-aid training to qualify for Bureau of Mines certificates. The list may also be used by field men of the Bureau in training instructors preparatory to a cooperative training campaign and in examining classes or individuals for first-aid certificates.
