On January 1, 1960 there were 310 petroleum refineries in the United States, with a crude-oil capacity of 9,901,424 barrels daily, according to the Bureau of Mines' annual survey. Compared with a year ago, this represents a net decrease of three in the number of refineries and an increase of 81,578, barrels per day in crude-oil throughput capacity. Continuing the trend to fewer units with greater individual throughput, the capacity of the average refinery in the United states increased during 1959 from 31,373 barrels per day to 31,740 barrels per day. Compared with the previous year, total crude-oil capacity of refineries on January 1, 1960 was lower in the Appalachian No. 1, Other Rocky Mountain, and Texas Gulf refinery districts. All other districts showed slight increases in capacity. At the beginning of 1960 the industry had under construction facilities that would increase the crude-oil capacity in the United States by 70,947 barrels per day. This was the smallest capacity increase under construction at the beginning of the year since 19460 Included in this construction of additional capacity were two new refineries, one in Michigan and another in Hawaii. In addition, the industry was constructing facilities to replace 50,250 barrels per day of existing crude-oil capacity.

This Bureau of Mines report describes a method for electrodepositing titanium diboride from a molten salt bath. Initially, the electrolyte is a mixture of LiBO2, NaB02, Na2 Ti03 , Li2Ti03, and Ti02? The cell is operated at 900° C in a dry, inert atmosphere with consumable anodes of titanium or hot-pressed titanium diboride (TiB2) powder. Agitation of the electrolyte is essential. Current densities may be 6 to 9 amperes per square decimeter (amp/dm2) with titanium anodes and 9 to 30 amp/dm2 with titanium diboride anodes. A current density of 6 amp/dm2 is equivalent to a plating rate of about 35 micrometers per hour. The adherence of the TiB2 deposit varies with the substrate material. It is most adherent on molybdenum and on 4130 steel that has been preplated with copper and nickel, less adherent on nickel, and still less adherent on Inconel and on 4130 steel without the preplate. Cathode and anode reactions are suggested.

This report is intended to help mine safety trainers better prepare to teach the influx of new underground coal miners who are entering the industry. This is done by identifying two different approaches to instruction and discussing the ways they may affect how well prepared new hires are to deal with a dynamic and hazardous workplace. One approach is based on the use of a syllabus. Those using a syllabus are more likely to rely on lecturing or direct instruction. This is a good way to get across factual information, but does not provide a context within which miners can fit the discrete facts so that they form an integrated whole set of concepts, principles, and skills. The other approach is based on the use of a curriculum. Those using a curriculum may be more likely to help miners integrate concepts and skills that give them an overall picture of the complex mining environment and how they fit into the workplace. This will better prepare them for the decision-making and problem-solving activities that will help them work safely and productively

Reduce the cost and incidence of low-back pain in underground coal mines through redesign of materials-handling tasks. Background Approximately 25 pct of all injuries in mining involve trauma to the hack. These injuries account for at least 30-40 pct of worker compensation payments made by the industry, are the leading cause of lost work days in mining, and have been estimated to cost the industry $50 million annually. It is clear that the traditional approach to reduce back injuries (i.e., training) has been largely ineffective. Thus, new approaches are necessary to control this problem. This document briefly describes methods that can be used to redesign hazardous materials-handling tasks to reduce the threat of worker injury. Approach A model for redesigning materials-handling tasks is shown in figure 1. The model outlines the sequence of steps that should be followed (and questions that should be asked) when developing new strategies for handling materials in underground coal mines. A critical examination of the current supply-handling system is the first step to developing safer materials-handling procedures. The purpose is to identify hazardous tasks that can be modified to reduce injury risk. Accident analysis (a review of past accident records) and task analy¬sis (usually a videotaped analysis of hazardous jobs or tasks) arc effective methods of distinguishing areas where job redesign is needed.

Following an unsuccessful attempt earlier in the program to develop and market a drill channelling machine, we have designed and tested a new continuous channelling method which reduces operating sound levels to below 100 db. This new method relies on a small diameter oxygen-enriched burner to produce narrow channels. Sound intensities are reduced substantially compared to conventional channel widths. They are further reduced by a water spray directed immediately above the flame. Baffles placed along the top of the channel will reduce sound levels to below 90 db. Cutting rates are greater than those of existing channelling burners with costs per unit of channel area substantially reduced for those cases where oxygen costs are reasonable.

The growing complexity of modern life, with its intricate organization, the manifold kinds of mechanical equipment that are used, and the constantly growing, necessity for the speedy and accurate interchange of information and ideas, make education an asset that constantly increases in value. The number of things that may profitably be known has grown so large that the field of education has been divided, and attention is often directed to only those things that are most immediately valuable. Modern educational facilities are often directed to what may be called corrective, work; the, providing of people with information that they teed in the conduct of their daily lives, but which for various reasons they have not previously had facilities for acquiring. The value of special education in the industrial world has been so thoroughly demonstrated that far-seeing managers of mining enterprises are always interested in the educational facilities existing in the community where their work is carried on.The educational facilities of a modern community may be classified in several ways. They may be divided into;1. Facilities for general education, for the purpose of increasing the whole field of knowledge of the student.2. Facilities for special education, which are intended to remedy a specific defect, or to give proficiency in some special field. This may be divided as follows;a. Training for work, intended to fit an employee to adequately perform the task assigned to him, this ranges from brief instruction by a foreman or fellow-worker up to definite training courses in which the employee dose nothing but study for a period of several weeks or months, being paid during this period a wage that may range from a nominal amount up to practically full time salary. The student's educational preparation may already be fairly advanced. Some of the manufacturers of electric machinery maintain, a school similar to that just described for graduates of engineering colleges. In other cases the only pre-requisite may be a common school education, as in the schools for operators, maintained by the telephone companies."

Significant effects of in-the-mill drying on the pulverization of lignite have been demonstrated in an experimental impact-type pulverizer by tests in which the primary variable was temperature of the sweeping gas. Reduced power requirements and increased product fineness were observed as the extent of drying was increased. Pulverization with in-the-mill drying was studied in comparative tests made on lignites from five mine sources. All of the lignites responded in a similar manner; however, differences in the pulverizing characteristics of the individual lignites were significant. For one lignite, the electrical input to the pulverizer driving motor with minimum sweeping-gas temperature was 33.9 kw.-hr. per ton, decreasing to 14.0 kw.-hr. per ton with a sweeping-gas temperature of 658° F.; for another lignite, at comparable operating conditions, the electrical input decreased from 59.1 to 19.0 kw.-hr. per ton. In the first case, the product fineness increased with increasing temperature of sweeping gas from 65.2 to 79.2 percent through a 200-mesh sieve, and in the second case, from b2.7 to 86.9 percent through a 200-mesh sieve.

FOLLOWING the rapid recovery of previous years, the U.S. economy continued the upward trend and moved forward moderately and sporadically during the first half of 1962. There was a slow-down in the recovery rate, which was especially notable in the third quarter. The economy recovered in the fourth quarter, and by the end of 1962 the gross national product amounted to $555 billion, a new high, 7 percent above that of 1961. Production, employment, personal income, and corporate profits all achieved new peaks, but unemployment continued high and the prospects for improvement remained poor. The economy again failed to us~ its full potential; 1962 was a good year, but not good enough. During 1962, all industrial production climbed from the low in January to a high in late summer which lasted through the fall, and declined slightly at yearend. Mining production followed this pattern closely and most sectors were approaching record highs. Most minerals gained in value and volume of production. The steel-associated minerals group was the only exception, and it sustained a small net loss. The nonfuel minerals industry opened the year at a high level, maintained this high level until late summer, with the peak in May, and drifted downward toward the end of the year. The gains recorded by nonferrous metal mining partly offset the loss of ferrous metal mining, resulting in a small gain for metal mining as a whole. This study reports the results of a survey of organizations that used problem-solving simulation exercises to support mine health and safety training. The exercises are designed to teach judgment and decision-making skills within two broad domains: (1) how miners respond to mine emergencies (e.g., first aid, self-rescue, and escape) and (2) how miners integrate safety concepts within the context and performance of routine production work. The simulation exercises were distributed by the Mine Safety and Health Administration's National Mine Health and Safety Academy near Beckley, WV. The present study focused on those organizations that ordered the exercises from the Academy over a 2-year period (1995-96). Researchers assessed how the materials were used and trainer perceptions of the impact of these materials on annual mine health and safety training . A total of 147 organizations ordered the exercises over the 2-year period. Survey responses were obtained from 52 of these organizations. Sixty percent of the respondents rated the exercises as more useful than traditional instructional materials, 40% as equally useful, and 0% as less useful. Most trainers (79%) felt that the exercises help them to make better use of workers’ knowledge and experience during training. Many (71%)also reported that the simulations helped to improve the effectiveness of their instruction and promoted a problem-solving approach to their training. Fifty of the fifty-two respondents reported that they would like to have new simulations developed. A large majority showed a proactive interest in helping to develop and field test new exercises. Ninety-four percent of the trainers judged the exercises as a good value; 92% planned to order more simulations in the future. Based on this study, recommendations are offered for the continuation and expansion of simulation exercises as one method for occupational health and safety training.

Metals From Oil Shale. -A Geological Survey News Release in mid-January indicated that a surface sample analysis of oil shale in central Montana found a ton of shale to contain up to 13 pounds of zinc, 2 pounds of nickel, 1.8 pounds of molybdenum, 16 pounds of vanadium oxide, and nearly a quarter pound of selenium. It might be possible to recover some of these metals economically on a byproduct basis. The shale in central Montana was also estimated to contain 180 billion barrels of synthetic crude oil, which compares to estimated oil reserves in the Middle East of 360 billion barrels. Merchant Fleet Dwindles. -The National Maritime Council reports that although the U.S. is the world's largest trading power and that well over 90% of its foreign trade is conducted by shipping, the U.S. fleet is tenth in absolute numbers and less than 5% of its foreign trade is carried on U.S. ships. In 30 years, the U.S. fleet has dwindled from over 4,000 oceangoing vessels to about 600. U.S. ships carry less than 2% of imported iron ore, bauxite, and tungsten, and only 3% of oil imports.

The Bureau of Mines studied the potential for recovering marketable barite concentrates that meet oil well drilling-mud specifications from barite waste pond materials. The study was conducted as part of the Bureau's research program to conserve domestic mineral resources by advancing mineral recycling technology. The samples, which were obtained from Georgia, Nevada, Missouri, and Illinois, varied widely in character, particle size, and barite content. The samples were treated with sodium silicate and sodium cetyl-stearyl sulfate and then floated. The flotation flow sheet was modified to reject barren coarse and/or slime fractions from some of the samples, and one feed sample had to be scrubbed prior to flotation to remove residual flotation reagents. The cleaned concentrates had BaS04 contents ranging from 95.0 to 96.9 percent, while recovering 81.2 to 95.9 percent of the barite in the feed. The specific gravity of each concentrate exceeded the specification of 4.2. The removal of the flotation reagents from the flotation concentrate was not investigated.

The American Society for Testing Materials4 has recommended that the melting temperature of potassium chromate be used-for indicating the temperature to which a coal sample should be heated in the standard method of analysis to determine its volatile matter content. The specified temperature is 950± 20° C., the melting point of potassium chromate being noted as 940° C. Le Chatelier5 originally found the melting point to be 975°; later6 he found 9400. According to Shemtschushny7 the melting point is 984°; he also found a transition at 679°. Groschuff8 found the melting point to be 971° and the transition temperature 679°. Amadori9 reports a melting point of 9.78° and a transition point of 666°. The International Critical Tables10 take the melting point as 975°, which is estimated to be correct to two significant figures. In view of the apparent uncertainty existing, it has been though worthwhile to make a careful redetermination of this datum. It is of interest not only to determine the melting point of the pure salt, but also of the commercial product, in order to test its suitability for use as a temperature indicator. One potential peaceful application of nuclear explosives is stimulating the production of liquid or gaseous hydrocarbons from essentially nonproductive deposits of petroleum, natural gas, oil shale, and tar sands. Within the United States the appreciable difference between producible proved reserves and ultimate reserves and resources of hydrocarbon deposits is of such magnitude that much petroleum, natural gas, shale oil, and bitumen will not be produced unless significant technological progress is made in production techniques. The shattering effect of contained nuclear explosives and, to a lesser extent, the heat produced, have been considered as stimulative forces when the thickness, depth, and nature of such deposits permit considering the use of nuclear devices. Mechanical production problems would be less in an oil or gas reservoir than in an oil-shale or tar-sands deposit. Also, tar-sands resources in the United States may not be adequate to warrant serious consideration of applying nuclear-explosives stimulation. Gas reservoirs should present the least-radioactive-contamination problem. The technical feasibility of using nuclear explosives cannot be evaluated fully at present. Additional information is needed on the effects of pressure, heat, and radioactivity on the solids and fluids of hydrocarbon deposits, the nature and extent of induced fractures in different rock media, and the possibility of isolating and confining or removing radioactive contaminants. Final technical feasibility can only be determined by a field test. If technical feasibility is established, economic feasibility will depend upon the comparative cost of producing hydrocarbons by nuclear explosives and by conventional means. It is probable that an economic comparison would favor nuclear stimulation only where devices of relatively high yield could be used practicably and safely.

[The term "nonmetallic minerals,? as commonly used in the mining industry, refers to those minerals of industrial importance that are mined essentially for uses other than for the metals contained. The field comprises several hundred minerals of industrial importance, of which 70 have been adequately described in the textbook Industrial Minerals and Rocks.3/ A few of the more important nonmetallic products are sand and gravel, salt, phosphates, clays, refractories, linestone, and cement materials. Some of tic minerals, such as bauxite and pyrolusite, have both metallic and nonmetal is applications, but in this report only the nonmetallic mineral phases are considered. In the organic field of nonraetallics only coal is considered, as, the, others - petroleum, natural gas, natural bitumens, and hydrocarbons - are of no importance in water softening.]

The Bureau of Mines is currently developing methods for reclaiming the metal and mineral values contained in unburned urban refuse. One important phase of this research deals with recovering Mastic from shredded refuse using in electrodynamic separation process. The results of this study have indicated that mixed plastic concentrates analyzing 99.4 percent plastic can be consistently recovered from the light material fraction of shredded refuse, leaving a mixed paper traction analyzing 99.9 percent paper. Recovery of the plastic exceeds 99 percent.

Nonmetallic technologic investigations of the U. S. Bureau of Mines are headquartered at experiment stations in three widely separated localities of the United States. During 1936, the Nonmetals Division of the Technologic Branch was formally set up by combining the direction off the work of these three experiment stations under one administration. The New Brunswick (N.J.) station which in the past has been known as the Nonmetallic Minerals Experiment Station, is henceforth to be at College Park, Md., as part of the Eastern Experiment Station, and its principal activities will be related to the nonmetallic resources of the Eastern and New England States.

SCIENTIFIC inquiries concerning phenomena that may influence mining technology were widely publicized during the year. The deep-hole drilling project "Moho," 3 the use of nuclear explosives underground, and the recovery of minerals from the depths of the sea became subjects of scientific and general discussion. The mining industry continued to watch these developments with keen interest: but its more immediate concern was the increasing tempo of competition between mineral commodities, the domestic producers of these commodities, and foreign sources of supply. The competitive situation has intensified the industry's efforts to develop more efficient new mining methods, as well as to improve the efficiency of present practices. The attitude of the industry was well illustrated by rapidly expended use of low-cost ammonium nitrate explosives, the establishment of rigid schedules for equipment maintenance, and close attention to the detailed costs of production. The complexity of planning a new coal mine is aptly illustrated by the editors of Mechanization in the April 1959 Issue, in which they outline the cost of developing a mine and the various problems, factors, and decisions involved.4

"When, in 1973, a limit was placed on the amount of dust in the coal mine atmosphere, restricting the average exposure of a coal miner to 2 milligrams of dust per cubic meter of air (mg/m'), skeptics in the United States and abroad Said the standard could never be achieved. They cited much more lenient standards already established in other countries and refused to believe that the United States could meet the world's most stringent requirements in mines where dust had never before been regulated. Yet 10 years later the goal had largely been achieved and miners were working underground in a cleaner atmosphere than ever before. It was a major achievement and a big stride in what had become a war on coal workers' pneumoconiosis (CWP), the black lung disease prevalent among miners in underground coal mines.Although the health hazards caused by working in a dust-filled mine atmosphere have long been recognized, the problem became particularly acute in this century with the mechanization and increased productivity of underground coal mining. The United States was much slower than some other countries to address the problem of respirable diseases among miners. While dust levels in South African gold mines were first regulated in 1912, in the United States it was only when 476 workers died of silicosis while blasting a tunnel through a mountain near Gauley Bridge, West Virginia in the 1930s that widespread public attention became focused on the plight of workers in dust-filled environments. Another 30 years passed before regulation of dust finally became law in the Coal Mine Health and Safety Act of 1969.With a stringent new standard imposed in all underground coal mines, the industry was faced With the daunting problem of reducing levels of airborne dust from perhaps 6.5 mg/m' to 2 mg/m', in an inherently dusty operation carried out in the close confines of underground passageways. Most of the coal dust is made by the cutting operation in which the continuous miner or longwall machine can produce several thousand milligrams of respirable dust for each ton of coal mined. Other dusty operations such as drilling holes for roofbolts, loading and unloading coal on shuttle cars, and the operation of conveyor belts contribute to the overall problem.Since the institution of the new dust control standards, a number of strategies have been adopted for reducing the coal dust in the mine atmosphere. These strategies involve engineering and design improvements that help lo prevent the generation of particles, keep particles of dust from becoming airborne, carry dust away from the working area, and isolate the dust from the workers in the mining operation. These procedures have been pursued vigorously by the Bureau of Mines, and many successful methods have been developed to reduce the mass concentration to which the workers are subjected. The mining companies were reluctant at first to confront the problems but after a period of trials and gradual improvement, they joined with others in the fight to reduce the dust concentrations in the working place."
