The work covered by this report was undertaken at the request of Dr. J. A. Holmes, late Director of the Bureau of Mines, to whom the writer had been recommended by C. W. Goodale and E. P. Mathewson, of Butte and Anaconda, Mont. The director's offer was accepted for the honor it conferred and for the useful results that might be promulgated by the work in the technical field covered. The investigation was facilitated by permission to visit various works and sometimes by contributions of important definite information on a given subject. In this report considerable space has been devoted to general and theoretical principles on the ground that under modern conditions the best results in any field of activity can be attained only with the a. id of an adequate knowledge of the best theories underlying the practice. The diffusion of such knowledge in the field of sampling metallic metallurgical materials appears to have been quite insufficient, and it is felt that when the principles involved are once thoroughly comprehended their universal application will be appreciated, so that it will make no difference whether pig iron or gold bullion is offered for test. It may further be noted that a discussion of the theories underlying practical methods is placed under the caption "Practical Sampling," with the idea that no one can be a practical sampler unless he is capable of analyzing his methods. No attempt has been made to advocate any one method, but it is hoped that the analyses of all of the methods in use will show where each may be correctly and safely applied. The fact that it is possible to demonstrate the theoretical correctness of several methods indicates the invalidity of the claim that any single one of them is the standard.

A major highlight of Fiscal Year 1993 is the completion of a new research facility dedicated to the advancement of robotics research and development. This new facility brings to the U.S. Bureau of Mines one of the largest and most unique facilities of its kind in the world. Located at the Bureau's Pittsburgh Research Center, the facility consolidates under one roof, all of the resource requirements of a first class automation and robotics research program. The Mining Robotics Development Center (MRDC) is the result of a major renovation of a large under-utilized warehouse-type structure and brings together the laboratories and offices previously housed in five separate buildings scattered throughout the Pittsburgh Research Center's 238-acre site. This new facility will support the computer-assisted mining research program, a high priority, multi-million dollar program that is expected to have a high impact on the health and safety of miners and coal productivity.

This report presents the results of a three-phase investigation of the feasibility of using cemented coal waste in active underground coal mines to prevent mine subsidence. Coal caste was broadly defines to include waste from both coal preparation plants and coal-fired power plants. Underground systems with potential for cemented backfill are determined through identification of current mining methods and available technologies for cemented backfilling and consideration of materials and systems constraints upon mining and backfilling integration technical concerns including operation, health and safety, materials utilization, environmental impact, applicability and techni¬cal status are assessed for six (6) systems which were identified as potentially feasible. Two (2) of these systems are conceptualized in a hypothetical case history and developed to further assess their operational and economic feasibility. Comparisons of costs among both systems and with costs of surface disposal are presented. Also presented are the conclusions reached concerning the present feasibility of using cemented backfill in active coal mines and potential avenues for further research. Appendices contain further consideration for design of cemented mixtures to be used in backfilling, the results of laboratory testing of mixtures rich varying concentrations c: waste products and cementing agents, and an annealed bibliography

1. Estimates of reserves were made for three coal beds in Hamilton County the - Lantana, Sewanee, and Richland. Nine coal beds have been mined at one time or another in the county, but not enough information was available to estimate reserves in any beds other than the three given. 2. Known measured and indicated reserves for all beds, based on a minimum thickness of 14 inches and on 1,800 short tons per acre-foot of coal in place, are estimated to be 53 million tons as of January 1, 1954. Of this total 35 million tons is in beds 28 inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bed characteristics were insufficient for making an estimate conforming with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove re-serves in these areas, such reserves should be added to the total estimated reserves determined by this investigation.

Through the use of nondestructive testing techniques, the Bureau of Mines is pursuing a goal of improving the efficiency of the rock excava-tion process. Toward this end, 44 laboratory tests were conducted to identify a practical method of monitoring fracture development in rock, as caused by an excavation tool. An acoustic emission CAE) transducer was used to monitor the test samples as they were loaded. The signal from this instrument was recorded in real time along with the radial and axial loads generated by the fracturing device. Through the review of these signals on a common-time base, it was possible to see the relationship between the developing fracture and the loading conditions. As a part of the posttesting investigations, samples that were pletely fractured were sawn and ground to expose the fractures. examination of these samples allowed approximations to be made incom-Visual of the total surface created. Surface area approximations were also made for the completely fractured samples. Quantitative analyses· of the AE signals were conducted for comparisons with the calculated surface areas.

Researchers at the National Institute for Occupational Safety and Health are investigating technologies that could be used to detect objects, small vehicles, and pedestrian workers that may be in the blind areas of haulage equipment used in mining and construction. A detection system that warns the equipment operator that there is an obstacle nearby could prevent collisions and save many lives each year. One popular technology for collision warning systems is radar. Several different types of radar have been tested in the laboratory and on mining equipment. Early in the study, questions arose concerning the best way to test radar systems. Many factors affect the performance of radar, including the size, shape, and composition of the object that is to be detected; the height of the radar antenna(s); and the relative motion of the radar system and/or object. This report discusses several different test procedures and test targets and recommends methods to determine how effective a radar system will be in detecting a person near heavy equipment.

"THE BUREAU OF MINES was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve mineral resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting these industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with that directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau sources. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented III this special publication both necessary and valuable. This issue describes Bureau reports and articles published during the period January 1, 1960 to December 31, 1964. It supplements the 50-year list of Bureau publications issued from July 1, 1910, to January 1, 1960,2 and the 50-year list of articles by Bureau authors published outside the Bureau from July 1, 1910, to January 1, 1960.3 It supersedes the annual lists of Bureau publications and articles from January 1 to December 31, 1960/ from January 1 to December 31, 1961,5 from January 1 to December 31, 1962,6 and from January 1 to December 31, 1963,1 The leading general and technical libraries of the United States maintain files of the Bureau's publications. One of the safety and health research programs of the former U.S. Bureau of Mines Pittsburgh Research Center was the evaluation of technology that will provide remote-controlled operation of mechanized equipment in underground room-and-pillar mining. The purpose of this effort was to enable workers to be located away from the hazardous and unhealthful coal extraction area (the face). As part of this program, advanced machine navigation and control technologies were developed for underground room-and-pillar and highwall coal mining that can be applied to commercially available mining equipment. These technologies use off-the-shelf components and a flexible control software architecture to minimize the effort required to adapt them to mining equipment. An accurate, reliable navigation system that can provide the mining machine's heading and location is a critical requirement for a remote-controlled mining system. After investigating several different types of navigation sensors, researchers selected the Honeywell Ring Laser Gyro Inertial Navigation System (INS) as showing the most promise. It was installed on a continuous mining machine at our Mining Equipment Test Facility. Extensive testing at an open pit (OP) site was also performed. This report describes the INS as it was employed on the mining machine in the laboratory, in the field, and OP tests, and provides the accuracy and performance results of the OP and highwalltests.

This Bureau of Mines study identifies and examines the costs of Federal, State, and local environmental protection controls on domestic phosphate rock mining, The costs include the expenditures needed to comply with government regulations and the effects that these expenditures and regulations have on supply. The study analyzes costs of environmental impact assessments, air and water quality standards, reclamation laws, potential solid waste controls, and local government restrictions. In addition, an industry survey and the Bureau's Minerals Availability System (MAS) are used to evaluate land management policies that restrict access to phosphate resources, Conclusions drawn from these analyses confirm that (1) domestic phosphate mining has incurred substantial control costs and may be subject to significant new regulatory costs in the next several years, (2) certain environmental controls can discourage mining investment, (3) environmental policies governing land-use controls affect the disposition of sizable phosphate resources, and are key determinants in the development of those resources on the Federal do- main, and (4) environmental costs could diminish the competitiveness of domestic producers.

Standard erosion plots (4.6 m by 22.1 m on 9 percent slope) were constructed on the Alston Surface Mine of Peabody Coal Company in Western Kentucky to evaluate the effects of placement technique and density on the erodibility and eroded size distribution from mine spoil and reconstructed topsoil. PLots were constructed with a dozer and scraper pan from shale spoil material, topsoil (A horizon) and subsoil (B and C horizon mixture) using soils stockpiled at the Alston Surface Mine. Plots were evaluated under fallow conditions with a tilled plot surface and two compacted conditions. One compacted condition was generated by tracking the surface with a dozer and rolling with a loaded scraper pan. The second was generated by rolling the surface with a solid wheel compactor. Rainfall was supplied with the Kentucky Rainfall Simulator at a rate of 63.5 mm h-l with the plots in three different soil moisture conditions; dry, field capacity, and very wet. Runoff was evaluated for flow rates, sediment concentrations, and aggregate and primary particle size distributions. Sediment yields and the Universal Soil Loss Equation E130 indexes were calculated from the data for each plot. The erodibility was calculated from the tilled plot data using a weighted soil loss and E130 value from the dry, field capacity and wet runs, and a cover management factor calculated for every other condition. For the topsoil and subsoil plots, sediment yield was greatest for the dozer scraper pan plots and lowest for the tilled plots. For the shale plots, erosion rates from the wheeled compacter plots were the highest and tilled plots the lowest. Average erodibilities were 0.14, 0.38, and 0.41 tons ac h ft-1 tonf-1 in-1 hundred ac-1 for the shale, subsoil, and top-soil plots. Cover management factors for each plot were 1.29, 1.42, and 1.17 for shale, topsoil and subsoil plots compacted with the solid wheeled compacter and 1.29, 3.79, and 2.51 for shale, subsoil, and topsoil plots compacted with the dozer scraper pan conbination. The accuracy of the Wischmeier erodibility nomograph was evaluated on the data collected. Erodibilities were accurately predicted for the topsoil plot and poorly predicted for the sub-soil plot. The accuracy of the CREAMS procedures for predicting the composition (size distribution) of eroded particles was also evaluated. The composition was well predicted for the topsoil plots, moderately well predicted for the shale plots and poorly predicted for the subsoil plots.

The basic objective of this project was to determine the cost-effectiveness of dust control used on unpaved mine haul roads. Field testing was conducted at three surface coal mines (two in Wyoming, one in southern Illinois) for a total of 20 weeks. The highest control efficiency measured for a chemical dust suppressant, 82 percent, was for calcium chloride two weeks after application. Generally, however, the control efficiencies hovered in the 40 to 60 percent range over the first two weeks since application, and then decreased with time. After the fifth week, the limited number of data points suggest a control efficiency of less than 20 percent. Composite watering data were fairly uniform. Watering once per hour resulted in a TSP control efficiency of approximately 40 percent. Doubling that application rate increased the control effectiveness by about 15 percent to 55 percent. Chemical dust suppressants (primarily salts and lignons) can be shown to be more cost-effective than watering under some conditions. Data summaries and the analysis of data are contained in Volume I. Volume II contains basic data.

When the Q-system was launched in 1974, the name referred to rock mass classification, with focus on tunnel and cavern support selection. Besides empirical design of support, the Q-value, or its normalized value Qc, has been found to correlate with seismic P-wave velocity, with deformation modulus, and with deformation. The Q-system provides temporary or permanent support for road, rail, and mine roadway tunnels and for caverns for various uses. It also gives relative cost and time for tunnel construction for a complete range of rock qualities. There are also indications that Q has captured important elements of the cohesive and frictional strength of rock masses, with Qc resembling the product of rock mass cohesion and rock mass friction coefficient.

"INTRODUCTION For a number of years, the Bureau of Mines conducted tests on various types of structures to ascertain the effect of seismic vibrations emanating from quarry blasting in an effort to determine an index of damage. Associat¬ed with these tests, occasional records were made of the characteristics of the air blast or concussion from the explosions. Although the importance of the air-blast problem was recognized, the equipment was not designed for airblast measurements, nor was the early research program concerned with the problem. After the ground-vibration tests had been completed, attention was turned to study of the air blast and its effect. The program was modified, however, in certain aspects by the imminence of war and the final entry of the United States into the conflict. These modifications were made to supply information pertaining to military and civilian defense problems.Detailed discussion of these problems is beyond the scope of this report, which attempts to present preliminary results of factual and fundamental character. However, it may be noted that airblast data are urgently needed for intelligent design of both Government and non-Government buildings, which must withstand the air blast from bombs and afford maximum protection for the occupants. The safety of vital equipment above and below ground necessitates consideration of damage from air blast. Protection against use of dynamite by saboteurs, moreover, hinges largely on the effect of air blast. Identification of a planned ""accident"" involving dynamite often entails knowledge of the characteristics and power of the airblast.The peacetime problem of damage from air blast resulting from quarry and mining blasting activities is of course exaggerated by the wartime requirements of increased production accelerated operation, and enlarged development."

In response to numerous requests for information as to the status of internal-combustion mine locomotives of the Diesel type that use heavy or non- volatile oil for fuel, with special reference to their safe use in coal mines, the United States Bureau of Mines is issuing this report. Data mere obtained, on application of such locomotives to cod mining only in Belgium, France, Germany, and Great Britain. The locomotives are used in coal mining in other countries, as well as in potash, iron, and other kinds of mining, but their chief development has been in coal mining in Germany, France, and Belgium. Recently popular interest in the Diesel type of engine for motive purposes was aroused in this country by the successful application of Diesel engines to railroad locomotives hauling fast transcontinental trains, and, according to published statements, at a low cost of fuel per mile of run.

During a research program to develop improved methods for recovering elemental sulfur and useful sulfur compounds from secondary source materials, the technical literature was searched for pertinent articles on processing methods. This report summarizes results of the literature survey and describes the more important processes that have been used or suggested for recovering sulfur and sulfur compounds from all non-Frasch sources. The bibliography presented represents a survey of the available English language literature on the subject through 1958, with particular attention focused on the period 1950 through 1958. Engineering Index and Industrial Arts Index were the principal guides used in the survey of this period. Chemical Abstracts was used to a limited extent to identify a few key foreign articles and patents. The Sulfur Symposium (4)4 published in November 1950 by Industrial and Engineering Chemistry includes a broadly representative selection of the literature up to 1949. Therefore, this reference was used extensively to locate and list pertinent articles on processing methods reported in the period prior to 1950.

Coal mining in Indiana is limited to the south-western portion of the state, with coal currently being recovered in 19 counties. The coal-producing area of the state covers approximately 6,500 square miles. Although most of the coal in Indiana is recovered by surface mining methods, a small percentage is recovered through underground mining. To date, 40 percent of the known coal reserves have been removed. Indiana has about 33 billion tons of identified coal reserves, of which approximately 17 billion tons are recoverable using current technology. Of this recoverable coal, about 15 billion tons are recoverable by underground mining and 2 billion tons are recoverable by surface mining methods. The State of Indiana has regulated the environmental impacts of coal mining since 1941. Indiana was the second state in the nation to pass legislation requiring mined land reclamation. Its SMCRA regulatory program was approved July 29,1982, and its Abandoned Mine Land Program was approved July 29, 1982.

In 1939, the author made a survey of relative gravity in the Mediterranean-basin, 41° 35,5' to 41° 56.3' northern latitude and 0° 10,3' to 0° 28' longitude, referred to Mt. Mario. Ten stations were covered; 25 other stations had been occupied in the vicinity of Rome and in Albanian mountains during previous years. The new measurements revealed gravity anomalies ranging within the following limits: (1) With a free-air reduction, between + 29 and + 120 mgl., average + 60 mgl.; and (2) with a Bouguer reduction, between + 22 and + 87 mgl., average + 41.5 mgl. - V. Safety is fostered by this company in consideration of both the humanitarian and economic aspects; the officials, take pride in promoting the welfare of employees, and the management has found that the safest way is the most eco¬nomical and that unless an organization is operated economically it can not continue to exist successfully. In planning and operating any safety, organization, terry things must be taken into consideration because an Enterprise can not be operated solely for safety any more than it can for any other single part of the operations. All work must be planned and executed for the common interest.
