The National Safety Competition conducted by the Bureau of Mines, United States Department of the Interior, is held each year for the purpose of promoting safety in the mineral industries of the United States. Since the program was inaugurated in 1925, twenty-three safety competitions have been held. This publication is a report of the results of the contests held in 1944, 1945, 1946, and 1947. The names of plants that have been awarded "Sentinels of Safety" trophies and Certificates of Achievement in Safety dur- ing these years, together with a summary of their achievements in injury prevention, are listed. Statistical data covering the injury experience of all plants entered in the annual contests also are included in this publi- cation. The injury statistics of these plants, arranged in the six groups of the competition, are the only data on injury severity at mineral operations available to the Bureau of Mines. Interest in the National Safety Competition has increased steadily. The number of participating plants has increased from 210 in 1925, the first year of the competition, to the record number of 494 in 1946. The widening scope of the competition means that a steadily increasing number of the mines and quarries in the United States are participating in a program that will supplement their other activities in promoting safety. Safety competitions have long been recognized as instrumental in stimulating and holding the interest of employees and officials in accident-prevention work. During the years covered by this report, conditions in the mineral industries of the United States were hardly conducive to setting records in accident prevention. During the war years, handicaps were especially severe- loss of skilled employees to the armed forces or to higher-wage war industries, greater production by a smaller force of workers, relatively high rates of labor turn-over, the longer workday in effect through 1944 and 1945, and difficulties in obtaining repairs and replacement for badly worn machinery. Even the immediate postwar period has brought no abatement of the tremendous pressure upon the mineral industries for greater production. Although there was a decrease of 18 in 1947 from the record enrollment in 1946, these oper- ations worked 160,525,025 man-hours, the greatest number of man-hours of exposure to mining hazards in any year of the contest except 1942. Despite the accelerated pace at which the mineral industry worked during the 4 years covered by this report, participants in the National Safety Competition have achieved creditable performances in the promotion of safety. In fact, the injury-severity rate in the enrolled plants in the 1947 contest was 7.315 days for each thousand man-hours worked, the lowest by far in the history of the National Safety Competition. The Bureau of Mines conducted field investigations in two underground mines to determine the actual loads to which bearing plates were subjected when installed in conjunction with full-column resin-grouted bolts and the roof movements generated by the applied loads. Measured loads indicate that the bearing plate is an integral part of the support system. Vertical displacement gauges installed to monitor roof displacements in the test sites show that the highest degrees of loading occur in conjunction with the largest amounts of movement.

After more than 20 years dependence on bituminous coal as a primary fuel for generating electricity, the Pennsylvania Power and Light Company initiated a one-year study on the economics of building an electric generating station using anthracite as a fuel. The study will be completed in December 1976. If the feasibility study so indicates, PP&L will consider installing four 400,000 kilowatt generating units for scheduled commercial operation in 1985. Each unit would consume up to one million tons of anthracite annually. Anthracite generally is more difficult and expensive to extract than bituminous coal, but it has a significantly lower sulfur content than the bituminous coal currently being used by PP&L, thereby eliminating the costs of installing sulfur emission controls at generating stations. Moreover, significant reductions in transportation costs may be realized because the utility's operating territory is situated in the center of the anthracite region in northeastern Pennsylvania. These advantages may indicate that the use of anthracite is more economical than bituminous coal to PP&L. ASBESTOS -Asbestos production in the U.S. dropped again in 1975 until it was just two-thirds of that in 1973. This was in spite of the very strong demand caused by the Quebec strike. The 7-month strike of the asbestos miners in Thetford Mines, Quebec cut off 55 percent of the normal supply of U.S. consumers. Apparent domestic consumption was less than 75 percent of that in 1974. The wage settlement will probably result in a 20 percent increase in asbestos prices.

The K.T. Dome Mine in Owen and Henry Counties, Ky., has been operated intermittently under several different owners since the early nineteen hundreds. No record of total production is available, but it is said that during 1943 and 1944, while being operated by the Twin Valley Mining Co., 30 cars of zinc concentrates and 10 cars of lead concentrates were shipped. The vein can be traced for about 10 miles along the strike from Lockport, Henry County, to Big Twin Creek in Owen County. It pinches and swells both vertically and horizontally and is reported to average 20 inches in width. In order to develop additional reserves on the property, the Bureau of Mines drilled four holes on the south extension of the vein. Drilling disclosed that the vein dips to the west on the south side of the Kentucky River and is continuous along the strike and in depth. However, the extent of mineralization in the vein varies widely.

The reduction plant and mine of the Sulphur Bank Syndicate are on the eastern shore of Clear Lake, in Lake County, Calif., 4 miles from the town of Clearlake and 125 miles north of San Francisco.

"INTRODUCTION The wartime demand for iron ore and alloy steel on the west coast revived interest in iron reserves in western United States and Alaska. Magnetite was known to have been the most abundant metallic mineral at some of the old copper mines on Prince of Wales Island. In the summer of 1942, the Bureau of Mines began a program of preliminary investigation followed by core-drilling two magnetite deposits on the island.The Poor Man iron deposit on Kasaan Peninsula, Prince of Wales Island, Southeastern Alaska, was examined in August 1942 by Robert L. Thorne, associate mining engineer of the Bureau of Mines, and John C. Reed and B. N. Goddard, geologists of the Federal Geological Survey in September 1942 the area was mapped geologically and a magnetic survey was made by the Geological Survey. In October and November 1942, a more thorough preliminary examination, which included cleaning out and sampling old adits and trenches, was made by thesenior author, Robert L. Thorne, and Aner W. Erickson, engineers of the Bureau. J. G. Shepherd, a consultant of the Bureau, spent two weeks in March and April 1943 investigating the Poor Man and other deposits on Kasaan Peninsula. Core drilling was completed in June 1943.L. A. Warner, of the Geological Survey, examined all cores and interpreted structural data revealed by the drilling."

Under authority of the Strategic Materials Act of June 1939, the Federal Bureau of Mines, in cooperation with the Geological Survey, began a broad program of investigation of the strategically important chromite deposits in Sweetgrass, Stillwater, and Carbon Counties, Mont. Extensive occurrences of chromite along the Stillwater Complex in Stillwater County were investigated. The two principal deposits, The Mouat-Sampson and Benbow mines, ultimately were developed and placed in production by the Federal Government. As a part of this general development program, the Carbon County chromite deposits near Red Lodge were examined by Bureau of Mines engineers in 1940, and by the Geological Survey .1-1 1942. The district was examined earlier by Schafer, and the Four Chromes area is mentioned briefly by Westgate. Although the Red Ledge deposits were considered to be of minor importance as compared to those of the Stillwater Complex, several of the ore bodies were adaptable to open-pit mining' methods, and one large deposit on Line Creek Plateau was readily accessible to the Red Lodge-Cooke highway. In 1941, the U. 3. Vanadium Corp. began mining crude lump-chrome ore from the deposit on Line Creek Plateau to supplement national stockpiles, which were being depleted by the rearmament program and the disruption of chrome-ore imports by the European war. Access roads gore constricted to Hellroaring Plateau, and the mining operations were extended to that area. A gravity concentrator with a capacity of 200 tons per day was built and operated at Red Lodge to beneficiate lower-grade ore from the district.

A radon survey was made at five different locations in the Twilight mine near Uravan, Colo., to determine chances in radon concentrations in an inactive mine. Data were taken with a continuous monitor set for 1-minute count periods and readings were taken 24 hours a day for 9 days. The 12 readings per station each hour accurately showed how t w radon concentration varied during the day. From the data collected from the intake portal to station 4, the average radon emanation rate was estimated at 18 picocuries per second per square foot (pCi/sec/ft3). A daily cycle in radon concentration was detected that apparently was related to barometric pressure change.

The property of the Cupric Mines Co. is situated in the San Francisco mining district, Beaver County, Utah, 21 miles westerly from Milford (fig. 1), the rail and supply center for the area. Scheelite mineralization was not discovered until 1941, although the occurrence of lead and copper minerals had been known previously. S. VI. Hobbs, of the Federal Geological Survey, examined the Cupric property in November 1941 and prepared topographic and geologic maps of the area. This work was supplemented by additional investigations in January 1943 and March 1944 (fig. 2).

The electrokinetic properties of MgO have been utilized to simultaneously filter suspended solids and remove trace amounts of dissolved heavy metals from synthetic mine water. Greater than 95 pct removal of metals from influent at neutral pH containing 1 to 6 mg/L of dissolved Cd, Cu, Mn, Ni, and Zn can be routinely achieved by filtering through a granular bed of MgO at flow rates typical of rapid sand filtration (0.3 cm/s). Filtrate concentrations of most metals can be maintained below 0.1 mg/L for 160 bed volumes or more loading. The more mobile metals (those with larger solubility products) are more difficult to remove, and are strongly bonded to the MgO granules so that chemical stripping with chelating agent is required to clean the bed. Less mobile ions are easily removed by the filter and are effectively stripped by conventional filter backwashing. The fraction of metals recovered by chemically stripping the loaded MgO filters correlates to the zero points of charge of the metals. This process may be applicable to removal and recovery of trace amounts of heavy metals in mine drainage that is partly neutralized by liming. Also, since many of these metals are critical and strategic, the technique can be adapted not only to recycle process water from mineral and milling waste streams, but also to reclaim their metal values.

Exploring for additional ore bodies on the property of the New Idria Quicksilver Mining Co.'s property at Idria, Calif., was done by the Bureau of Mines in cooperation with the Geological Survey. It comprised a study of the geology, mapping, and searching for additional cinnabar by diamond drilling from both surface and underground. Diamond-drill equipment was moved to the project in November 1941, and drilling was completed in.May 1942. Sixteen holes aggregating 2,580 feet were drilled. Diamond drilling by the Bureau of Mines developed information regarding ore structures that proved valuable to the operators in planning underground prospecting that led directly to the discovery of high-grade ore.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal , expressed in British thermal units , and the composition as shown by proximate analyses . To these , when required , are added the ash- softening temperature , the free- swelling index , and the Hardgrove grindability index . Under most of these specification contracts the bidders guarantee the quality of the coal , and that guaranteed by the successful bidder becomes the standard of his contract . The deliveries are sampled in accordance with instructions 4/ issued by the Bureau of Mines ; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor and , if it is not , a price adjustment is made . Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks ) provide valuable data for use in evaluating future bids . In addition , the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal . The Government purchased approximately 5 million tons of coal in fiscal year 1963 . In connection with these purchases , the Bureau analyzed 6,999 samples . These are published ( table 1 ) for the use of Government officials and the public . A series of publications has been completed on coal analyses by States or , where production is small in any one State , by groups of adjacent States . In addition to analytical data showing composition and quality of coals of the States , the publications contain brief descriptions

The Bureau of Mines investigated methods of refining iron-contaminated zinc to marketable quality and developed a laboratory-scale process in which aluminum, added as a refining agent, reacted with the iron, forming solid Fe2Al which floated to the surface of the melt. Solids were separated by both filtration and centrifugation, using a unique type of "dipping" centrifuge devised during the work. Typical zinc recovery was 95 percent, and iron content of the metal was lowered from 0.37 to 0.02 percent.

The Hornsilver lead-zinc property was examined by the Bureau in 1942 and again in 1944. A project was started on the property in April 1946 and completed in January 1947. Silver was first discovered in this district in 1883, and while complete production records are not available, it is known that a substantial tonnage of high-grade silver ore was shipped before 1887. All of the ore was mined from surface or near-surface workings. When the high-grade oxidized ore was exhausted, the district became inactive and remained so until the 1920's. In 1928 and 1929 some activity was shown in the district, but the Hornsilver mine was not reopened until November 1937. Between 1939 and 1946, the mine produced about 16,000 tons of ore of 531 ounces of gold, 283 ounces of silver, over a million pounds of load, and nerdy 2 million pounds of zinc. The property is now controlled by the Era Mining & Development Co., which has acquired the Last Chance and Ella groups of claims, in addition to the Hornsilver mine.

"It is common knowledge that extensive lignite deposits occur in the States of Montana, North and South Dakota and Texas. The total area of these deposits and the total amount of lignite in them is so great that the true economic value of lignite is seldom realized. These deposits underlie areas of thousands of square miles. The area of the lignite lands in North Dakota alone is estimated to be approximately 32,000 square miles. Nearly one-third of the total solid-fuel resources of the United States is lignite and approximately 90 per cent of this lies in the Northwest.To the people of the Northwest the more extended utilization of lignite is of fundamental importance, hence any methods for commercially producing salable products from lignite that promise further development of these great fields deserve careful study.The development of our lignite resources has been slow, partly because the districts wherein lignite is found is not thickly settled or highly developed in manufacturing industries, but also because of the physical and chemical characteristics of the lignite. Lignite is classed as a low-grade fuel and may be con¬sidered as imperfectly developed coal -which has a more or less woody structure; it may be of the brown-coal type or darker, denser and more homogeneous, approaching subbituminous coal in character. As mined it contains more than 30 per cent of moisture exclusive of the -rater of decomposition formed .then it is carbonized or burned. The heating value as determined by the calorimeter is approximately half that of good quality bituminous coal. Upon exposure to the air lignite loses part of its moisture, whereupon the lumps chock and split until after considerable exposure, a large percentage of slack is formed. It cannot be stored in large piles so successfully as come other fuels, and it some instances it is more apt to ignite spontaneously in storage or in transit then the higher grade fuels."

"SUMMARY This mine, which was discovered in 1846, was active in the 1850's, in the 1870's, and again in 1883. Since this last date, it has been idle. Two parallel bed-veins in lower Silurian limestone, about 50 feet apart, strike N. 70° E. and dip 70° NW. The north vein had an average width of 12 feet to a depth of 50 feet, where it was barren. The south vein had an average width of 16 feet to a depth of 75 feet; on the 110-foot level, although well-defined it carried little or no values. The zinc content of the ore was as high as 12 percent, and some lead and silver were associated with it. A reduction plant for production of spelter and zinc oxide was constructed at the mine. The only available record of production is for 1873 to 1876, inclusive, when 357 tons of smelter was shipped. The mine is caved and inaccessible, and nothing now remains of the treatment plant.Four holes totaling 1,046 feet wore diamond-drilled to probe for extensions of the ore in depth. Core recovery was about 85 percent. No samples were taken for analysis.INTRODUCTION AND ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. The policy of the Bureau is to publish the facts devel¬oped by each project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, does the actual investigative work, and prepares the final report. The Metallurgical Branch, Oliver C. This paper, describing the mining practices and methods at the mine of the Molyb¬denum Corporation of America, is one of a series of similar papers on mining methods in the various mines of the United States being prepared by the Bureau of Mines. The mine of the Molybdenum Corporation of America is in the Red River mining dis¬trict, Taos County, northern New Mexico (fig. 1), The mill and camp are in the valley of Red River, about 7 miles east of the town of Questa; the mine is 1 ¼ miles away, in Sulphur Gulch, a tributary of Red River. The mine is about 600 feet higher than the mill, at an altitude of about 8,700 feet. The climate is cold in winter, but does not interfere serious¬ly with continuous operation. The mine normally produces about 40 tons of sulphide molybde¬num ore per day, which is concentrated at the local mill and chipped to the plant of the Molybdenum Corporation at Washington, Pa.; there it is made into either ferromelybdenum or "molyte" (calcium molybdate), for use in alloys. The ore is mined from narrow, irregular veins by the cut-and-fill method. About 65 men are normally employed underground and on the surface at the mine.

To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions4/ issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous .sampling of coal as delivered is a check on the practical results obtained in burning the coal.

The appraisal of mineral resources of the Challis National Forest, Idaho, by the U.S. Bureau of Mines, was made so that the mineral resources of the forest could be appropriately considered in land use planning. Information from this study is intended to help the U.S. Forest Service to incorporate mineral resource data into forest plans. The study was done in conjunction with the U.S. Geological Survey, which released a companion report on the geology and mineral potential of the Challis National Forest in 1989. Mineral development activity in and under the Challis National Forest has been of great economic significance to Idaho and the United States. Since the 1960's, mines within the forest have produced mineral commodities worth more than $590 million A current (1989) commodity prices. Identified mineral resources have a gross value of about $2 billion at current prices, including 8 strategic or critical minerals. The U.S. Bureau of Mines study identified and described 723 active and inactive mineral properties within the forest. Mineral properties with identified resources were evaluated to determine their economic significance, and an assessment was made of the feasibility of mineral development. Of the 2,516,191 acres in the Challis National Forest, about 390,000 acres were classified as having mining development interest commercially important mineral production, mainly of molybdenum, gold, and silver from the Challis National Forest is likely for the foreseeable future.
