The U. S. Bureau of Mines has investigated the domestic primary and secondary lead smelting and refining industries to determine the economic impacts of existing and proposed environmental, health, and safety regulations. The impacts are assessed in terms of capital and operating costs for existing and alternative smelting/ refining technologies. Industry response to regulatory implementation is estimated and quantified in terms of import value from lost lead production. For the primary lead industry, regulatory compliance may add up to 1.15 ¢/lb refined lead to operating cost for rehabilitated plants. Alternative smelting/refining methods could reduce net operating costs by as much as 4.36 ¢/lb refined lead. Capital expenditures would vary from $750 to $1,000 per annual mt of smelter capacity. Secondary lead smelter operating costs would increase about 3.8 ¢/lb refined lead to comply with existing regulations. Capital expenditures would average about $124 per annual mt of smelter capacity. Implementation and enforcement of proposed regulations would result in closure of the primary lead industry and additional expenditures for compliance by the secondary lead industry. Enforcement of the most extreme proposed regulations would force the secondary lead industry to close.

Two different techniques were used to make measurements of the absolute value of electromagnetic noise in an operating hardrock mine, Grace Mine, located near Morgantown, Pennsylvania. Diesel-powered haulage equipment is used in this mine, and the electromagnetic noise environment it creates was measured to see how it differs from the environment created by electric-powered haulage equipment. One technique measures noise over the entire electromagnetic spectrum of interest for brief time periods. Data are recorded using broadband analog magnetic tape and are later transformed to give spectral plots. The other technique records noise amplitudes at several discrete frequencies for a sufficient amount of time to provide amplitude probability distributions. The specific measured results are given in a number of spectral plots and in amplitude probability distribution plots.

2. Preliminary Study - Initial Probing 2. 1 Introduction Initial probing of the mine passage is required prior to the emplacement of the sealant material or deployment of the seal checker system. Factors which are of interest in sealing and checking include a. size and condition of the mine passage b. location of the borehole with respect to the ribs c. the presence of water flows d. the proximity to an intersection The importance of each of these factors depends strongly on the sealant material. Because the sealant material had not been selected at the time of the initial probing study, a broad survey of probing techniques was conducted. The capabilities and limitations of each technique as they applied to probing through the borehole were identified. To facilitate this comparitive evaluation, Table I was prepared which lists all passage conditions which might affect the emplacement of sealant material in the passage. The most satisfactory techniques for observing each condition of interest are listed together with the effects of the observation on the sealing operation. The U.S. Bureau of Mines has designed and evaluated total mill ventilation systems at two different mineral processing operations. Both systems have proven very effective at reducing respirable dust levels throughout the mill in a cost-effective manner. A 25,500-cfm system installed at a clay processing mill provided approximately 10 air changes per hour. This system reduced respirable dust concentrations by approximately 40 pct throughout the mill building. The second evaluation was performed at a silica sand operation. Tests were performed with 50,000 and 100,000 cfm of ventilation to the mill building, corresponding to 17 and 34 air changes per hour. Average mill-wide respirable dust reductions were 36 and 64 pct, respectively. Not only did these systems reduce respirable dust concentrations and increase visibility throughout the mills, they were also easy to install and required minimal maintenance. A total mill ventilation system provides a general purging of the mill air; the system should be viewed as a supplemental technique to assist other dust control systems in operation.

Coal mining has been revolutionized by the continuous miner. This machine has replaced, or has combined into 1, 3 former operations: Cutting, blasting, and loading. During the 25-year period before this machine was introduced, advances had been made in transportation, but the actual "coal getting" remained virtually the same. As frequently occurs, the multiple-purpose continuous miner introduced a new hazard--more rapid liberation of methane. The coal output formerly obtained from 10 to 20 working places might now be obtained from 1. It is true that circulation of air was generally increased; but the bulk of this machine virtually precludes continuous flow of air across the face, where gas may accumulate. Apprehension about this possible hazard led the Bureau of Mines to test face atmospheres during operation; and Report of Investigations 5288, Methane Buildup During Cutting and Continuous Mining Operations (published in 1956), presents proof that real danger may be present in many otherwise well ventilated mines.

The U.S. Bureau of Mines performed experiments to determine the embedded hydrogen chloride (HCI) and smoke particle characteristics during combustion of polyvinyl chloride (PVC) and chlorinated mine materials for development of a test parameter. The experiments were conducted in an approximately 20-L furnace at set furnace temperatures of 250° and 1,000° C, for a 14-min duration, with an airflow through the furnace of 10 L/min. The variables studied, as a function of time, were hydrogen chloride embedded on smoke particles, hydrogen chloride concentrations in the gas phase, smoke particle average diameter (dg) and particle concentration (no), and product of smoke particle diameter and concentration (dgno). Other variables included carbon monoxide (CO), carbon dioxide (CO2), and oxygen (O2) concentrations; sample mass weight loss; and furnace temperatures. Results show that there is a correlation between embedded hydrogen chloride, hydrogen chloride gas concentrations, and inverse of the smoke particle diameter-concentration product (1/dgno); the higher the hydrogen chloride gas concentrations, the higher the embedded hydrogen chloride, the higher the 1/(dgno) values. These correlations will enable development of a simple test parameter to assess the toxic hazard that these materials pose during fire.

This paper, which describes the milling practice of the Verde Central Mines, Inc., is one of a series on milling methods and costs being prepared by the United States Bureau of Mines. GENERAL DESCRIPTION The Verde Central concentrator is located in Walnut Gulch, about 1 mile west of Jerome, Ariz., and on the Jerome-Prescott highway. It is about 1,000 feet distant from the main shaft of the Verde Central mine and treats ore from this mine only. The mill is connected with the main shaft of the mine by a 24-inch gave railway, over which the ore is hauled in 5-cubic yard capacity, rocker, side-dump cars, by a 3-ton Brookville gasoline locomotive.

The following is a description of the methods employed at the Eureka-Asteroid mine, which is situated on the Gogebic range, at Ramsey, Mich. The mime is operated by the Castile Mining Co. under the direction of Oglebay Norton & Co. This paper has been prepared in accordance with an outline furbished by the United States Bureau of Mines, and in one of a series, on mining methods and costs covering the principal minim operations throughout the United States. For a study such as this, which summarizes and amalgamates much information collected, compiled, and utilized by the numerous U.S. Bureau of Mines country specialists and branch chiefs for inclusion in their country and regional reports that comprise the five other volumes of the international studies of the Minerals Yearbook, it is clearly impossible to cite all sources of information used in its presentation, but some recognition seems due. Generally speaking, this study and its related detailed studies on countries and areas would be much more difficult, if not impossible, without the efforts of the personnel of our counterpart agencies throughout the world. Information they collect, compile, and then publish, either in their own volumes or those of central statistical agencies in their countries, are the foundations on which this work rests. Thus, we must begin by expressing our appreciation to the multitude of persons employed by these agencies for their contributions.

This report describes an accident, which took place in the Chemical Corrosion Laboratory at the College Park, Md., Station of the Federal Bureau of Mines. The accident occurred while Walter L. Acherman, chemist, was performing a routine manipulation during a corrosion experiment involving commercially pure titanium and red-fuming nitric acid. There was a sudden and very violent reaction, and a large quantity of acid was thrown in the face and over the body of Acherman, causing serious injury. L. B. Golden, chief of the Chemical Corrosion Section, was exposed to nitric acid fumes during the ensuing rescue and first-aid operations and died on January 25, 1954. According to the medical report, the direct cause of Mr. Golden's death was pulmonary edema and confluent bronchopneumonia; the contributary cause, was inhalation of fumes from red fuming nitric acid. The following employees of the College Park Station contributed to this report by supplying information on the accident and assisted in the rescue operation: L. B. The study of "bottom-hole' samples follow,-is in natural sequence the study of samples3 obtained under high pressures at the well heads of flowing wells. The principal object of this phase of gas-solubility research, started actively in January, 1530, was to gain a more accurate knowledge of the physical and chemical characteristics of the oil-gas mixtures that exist in natural reservoirs. In possession of actual data regarding the condition of the oil; the quantity of gas liberated from solution upon dimunition of pressure; and the relative volumetric proportions of gas to oil at various pressures throughout the flow string in a well, it should be possible to predict, with a fair degree of accuracy, what physical changes these mixtures would undergo throughout the life of a pool. Such information not only is important in designing flow strings in flowing wells but is important also in solving problems relating to pumping efficiency and the power required for pumping. Although certain fundamental rata Mere obtained in the stud of samples taken at the well head, "bottom-hole" samples are more representative of subsurface mixtures of oil and gas because they are obtained at reservoir temperatures, and before the oil has had the opportunity of intermingling with extraneous gas; that is, gas which either was not in solution originally, or which was liberated from solution at some higher pressure, and later became mired with the original undissolved gas.

The objective of this research by the U.S. Bureau of Mines was to determine the effects of AI additions on the sulfidation resistance of Fe-Cr-Ni alloys. A series of Fe-Cr-Ni alloys with and without -additions of 4 pet AI were tested in a wet S vapor atmosphere at 677 C. A study of the morphology and composition of corrosion scales indicated a different corrosion mechanism for AI-free alloys compared with AI-containing alloys. Aluminum-containing alloys formed a compact, tightly adherent layer at the metal-scale interface that reduced corrosion rates by a factor of 3 to 10 compared with that of AI-free alloys. The thin, adherent AI-containing scale limited inward diffusion of 0 and S to the base metal and outward diffusion of Ni from the base metal. Aluminum-containing alloys formed a three-layer scale in oxidizing-S environments, while AI-free alloys formed a less protective two-layer scale.

The functional safety of programmable electronic (PE) mining systems is an international issue and concern. From 1995 to 2001, 11 PE-related mining incidents in the U.S. were reported by the Mine Safety and Health Administration (MSHA); 71 PE-related mining incidents were reported in Australia. MSHA does not have regulations for formal evaluations of the functional safety of PE mining systems. Hence, the National Institute for Occupational Safety and Health (NIOSH), in partnership with MSHA and the industry, generated the NIOSH safety framework for functional safety of PE mining systems. An overview of the NIOSH framework is given; the key framework elements, the safety life cycle and safety integrity levels are detailed. The safety framework approach has impacted the national and Australian mining industries by enabling the industries to advance from an ad-hoc approach to a formalized and systematic functional safety process. In retrospect, valuable lessons were learned for addressing functional safety and for changing industry perspectives and practices. These lessons continue to benefit mining and are applicable to other industries as well.

[The Bureau of Mines is conducting an extensive investigation of coal preparation in the Alabama coal fields in cooperation with the University of Alabama and coal-mine operators. In this investigation the drainage characteristics of typical coals from the Warrior and Cahaba n fields were studied. Tire main purposes of this study has been to evaluate no nearly as possible relative influences of certain factors on rate of drainage and to determine whether the drainage characteristics of coals from different beds or from different mines on the soma bed differ materially. A further objective was the development of a laboratory drainage test that would predict approximately the rate at which any coal will drain after having been loaded into a railroad car in a saturated condition. The study has been confined to samples of slack coals - that is, coals from which none of the fine sizes have been removed. The samples ranged in upper size limits from 7/16 inch to 3 inches. It did not seem necessary to study nut and egg sizes, that is, sizes from which the fine coal has been removed by screening, as these lose water so rapidly by natural drainage that they present no serious problem in dewatering after treatment in a washer. The significance of drainage characteristics of Alabama coals is apparent in view of the fact that not less than 70 percent of Alabama?s total coal product is subjected to wet washing before being materials.]

The use of techniques and equipment designed to pneumatically place backfill into an underground mine opening through boreholes for subsidence abatement has historically met with limited success, largely due to the inability to directly monitor the placement of the backfill in the opening. The success of a backfilling project cannot be guaranteed if it is not known whether the underground opening has been completely filled with backfill material. To overcome the inability to directly monitor backfill placement, the U.S. Bureau of Mines developed a pneumatic backfilling system that allows for direct viewing of the backfill as it is placed in an underground mine opening. This system utilizes a recently developed pneumatic nozzle coupled with an instrumentation package that allows for real-time observations and measurements of backfill placed in an underground opening through a borehole. The nozzle utilizes a high-velocity airstream to redirect backfill falling through a pipe in the borehole and directly in front of the nozzle; the airstream redirects and propels the backfill horizontally into the .mine opening at over 100 ft/s. The instrumentation package, mounted directly to the nozzle, contains a video camera, high-intensity lamps, laser-rangefinder, electronic compass, and water sensor.

The Bureau of Mines is investigating the recovery of alumina from domestic nonbauxitic resources, including anorthosite. The United States has large reserves of anorthosite, but its aluminum content is less than 50 pct soluble in acid, unless a source of fluoride is added to the acid. A flowsheet that includes leaching with HCl and fluoride followed by crystallization of AlC13.6H20 from the pregnant liquor by HCl gas injection was designed. Approximately 90 pct of the aluminum values were recovered from the anorthosite when a ratio of 0.14 mole of fluorine per mole of aluminum was used. Sodium chloride is cocrystallized with the A1C13.6H20 but is removed by water washing of the Al203 product. A material balance is given based on results of laboratory studies of the unit operations.

A rock mechanics program (composed of laboratory and field tests) was initiated by the Bureau of Mines in an effort to determine the causes of pillar instability at the Fletcher mine, near Bunker, Mo. Compressive strength, Young's modulus, shear strength, and the angle and coefficient of internal friction were determined on drill cores obtained from 16 different locations in the mine. Results of the laboratory tests showed that highly mineralized zones and brecciated zones in pillars could significantly affect pillar strengths and stability in locations where extraction ratios exceeded the normal design ratio of approximately 78%. High-angle fractures that were present in Some locations also may have contributed to pillar deterioration. In the field tests, in situ stress determinations were made in one pillar to establish the pillar-loading conditions and to evaluate the stability of the pillar. Continued monitoring of stresses in the pillar showed a gradual decrease in compressive stress, indicating that the pillar was probably in the postfailure state. A second stress determination was made in a vertical hole in the underlying igneous rock that was exposed on one section of the mine. Horizontal stresses were compressive and larger than would be expected from gravity loading.

This report describes a complete system design methodology for medium frequency (MF) wireless radio systems for use in coal mines. The emphasis Is on AC mines where no trolley wire exists and, for which, conventional trolley phone communications can not be used. The report constitutes an MF system design handbook and includes a compendium of all previous MF technology elements as well as a reference index with abstracts of all pertinent literature. A particular strawman system design analysis is included for the Helvetia Coal Co. Lucerne #8 mine in the Upper Freeport seam.

A gas volumetric method was developed for determining metallic aluminum at the 0.01-to 0.3-percent level in 100-gram samples of recycled glass. The method is based on the measurement of the change in gas volume produced by the reaction 2 Al + 2 NaOH + 2 H2O ? 2 NaAl02 + 3 H2 using a simple apparatus assembled from readily available glassware. Apart from sampling errors, the precision of the method is within ±5 percent. A minor modification of the apparatus would extend the method to larger samples or samples of higher metallic aluminum content. Metallic iron and metallic zinc do not interfere at the concentrations found in recycled glass recovered from incinerator residues.
