A surplus of vanadium has resulted from the tremendous output of uranium, of which vanadium is a byproduct. More knowledge of the properties and characteristics of vanadium as a pure metal has been needed so that industry can take advantage of its availability and use it according to the best principles of conservation. Besides the problem of utilization, there is the ever present need of finding new materials which will satisfy specific and demanding requirements of science and engineering; vanadium or one of its alloys may possess the latent potential for filling some of these needs. Thus this? research project was undertaken by the Bureau of Mines to determine and examine some of the physical and mechanical properties of pure vanadium. A corallary investigation was the determination of the effect of the interstitial contaminants, oxygen, nitrogen, and carbon, on unalloyed vanadium. The vanadium used for these determinations was principally the product of experimental production of the Bureau. The evaluation of this material, as small quantities became available, provided most of the data that have been obtained.

"INTRODUCTION A report of tests of seven small pillars formed from the Pittsburgh coal bed in the Experimental coal mine was given in Technical Paper 605 5/ Five additional pillars were tested between July 1939 and. October 1940. The data obtained, in the later tests permit an extension of the conclusions reached in Technical Paper 605, which appears to be important enough to the mining industry to justify a progress report that will explain briefly what it is and how it was obtained. Full detail of the tests will appear in a second technical paper, preparation of which is deferred so that results of pillar tests now under way my be included.DESCRIPTION OF TESTSExcept for minor improvements in operating details, the five additional tests were made as described in Technical Paper 605, pages 2 to 7. Briefly, the desired pillar was formed from the coal bed, by excavating a passage around it (no explosives were used), and enough material was removed from above to permit installation of the assembly used for applying pressure. Each pillar was tested resting on its original fireclay floor, which was restrained from lateral flow by a ring of concrete. Vertical and lateral movement of the pillars in two directions as measured carefully in all tests."

"In copper percolation-leaching plants the ore is usually crushed to a maximum size of about three-eighths inch. Ordinarily an ore is crushed as finely as feasible since the rate of extraction of copper is increased with decreasing size of particles owing to the greater surface exposed and. the shorter path required for solutions to come into contact with the minerals to be dissolved. However, greater degree of crushing also increases the amount of fines. When ores are charged into leaching vats the coarse and fine material tend to segregate, resulting in channeling of solutions and leaving the areas where fines predominate only partly leached. An improvement in the method of charging the ore into vats that would minimize the deleterious effects of the segregations of fines would increase the percentage extraction of copper.The Inspiration Consolidated Copper Co.4 recently installed classifiers to remove the primary slimes from the ore, before charging it into the leaching vats. This necessitates a separate agitation treatment for the slimes.Recent publications5 of the bureau have shown the advantages of agglomeration followed by trickle leaching to extract copper from concentrator tailings. It was shown that when equal parts of ore crushed to about 1/4-inch size and concentrator tailings were agglomerated with approximately 10 per cent of moisture, either in the form of water or leaching solution, and the mass was charred into a leaching vat the ore could be treated successfully by open-drainage trickle leaching. Even with 30 or 35 per cent of minus 200-mesh material present the ore could be leached, if it was not flooded with solution.The results obtained in agglomerating ores and slimes suggested the possible advantages to be gained by wetting the crushed ore for standard percolation-leaching plants before charging it into the vats. Wetting the ore whould make the fine material and slime cohere to the larger pieces of ore thus tend to prevent segregation when the ore is charged into the vats. The bureau, at its southwest Experiment Station and in cooperation with the Department of Mining and University of Arizona, Tucson Ariz., therefore made a study to work: out A way in which slimes could be handled in percolation leaching. The study showed that the method of charging ore into the leaching vats governed the distribution the fines and consequently the rate extraction of copper. The initial Support Technology Optimization Program (STOP),Version 1.0, was released at the 19th Ground Control Conference. This original program has since been updated to Version 2.3 which was released in May, 2001. This paper describes the additional features of Version 2.3, focusing primarily on the following three aspects: (1) including uncontrolled convergence into the design requirements for standing roof supports, (2) the addition of design procedures for cable bolts as an alternative secondary roof support, and (3) the addition of new standing roof support technologies. Another new feature which should facilitate the development of design criteria for standing roof support is the capability to define ground reaction curves through convergence measurements alone without having to make support loading measurements. There are several other new features provided in Version 2.3 which are only briefly addressed in the paper. These include: (1) additional graphics capabilities to facilitate rapid assessment of support comparisons, (2)an East-West designation for support selection to more accurately provide cost and support availability data, (3) additional safety measures including a safety factor to identify support design near the peak support capacity, checks to see if the support dimensions comply with aspect ratio requirements, and a measure of roof coverage for the design layout of the support system. These new features of STOP provide more capabilities to design and analyze secondary roof support systems for conditions which could not be fully analyzed in the original version of the program.

The Coal Mine Roof Rating (CMRR) was developed 10 years ago to fill the gap between geologic characterization and engineering design. It combines many years of geologic studies in underground coal mines with world-wide experience with rock mass classification systems. Like other classification systems, the CMRR begins with the premise that the structural competence of mine roof rock is determined mainly by the discontinuities that weaken the rock fabric. However, the CMRR is specifically designed for bedded coal measure rock. Since its introduction, the CMRR has been incorporated into many aspects of mine planning, including longwall pillar design, roof support selection, feasibility studies, extended-cut evaluation, and others. It has also become truly inter-national, with involvement in mine designs and funded research projects in South Africa, Canada, and Australia. This paper discusses the sources used in developing the CMRR, describes the CMRR data collection and calculation procedures, and briefly presents a number of practical mining applications in which the CMRR has played a prominent role.

The U.S. Bureau of Mines contracted a study to review the air and water monitoring requirements of five Federal environmental acts (the Federal Water Pollution Control Act, the Safe Drinking Water Act, the Clean Air Act, the Surface Mining Control and Reclamation Act, and the Resource Conservation and Recovery Act) and to compile information on the currently available monitoring instruments. A literature review of the acts and their associated regulations was conducted to determine applicability to the mining industry as well as any air and water monitoring requirements. In addition, an industry search and literature review was performed to assess the instrumentation available to comply with the monitoring regulations. Based on this research, the instruments are classified by general applicability to air, surface water, or ground water monitoring, then catalogued by monitoring parameters. A discussion is provided on recommended and innovative monitoring techniques.

1. INTRODUCTION In the early 1980s, the U.S. Department of the Interior’s Bureau of Mines Pittsburgh Research Center required that a large reverberation acoustic facility be constructed. This facility was designed to determine the sound power level emissions of mining equipment, especially continuous miners and jumbo drills. A contract for a conceptual design of a reverberation chamber was awarded to Wyle Laboratories of Huntsville, AL, which had extensive experience in the design, construction, and accreditation of acoustical reverberation chambers. The following standards were referenced as guidelines for the design of the chamber: ANSI S1.31-1980, “Precision Methods for the Determination of Sound Power Levels of Broadband Noise Sources in Reverberation Rooms” and ANSI S1.32-1980: “Precision Methods for the Determination of Sound Power Levels of Discrete-Frequency and Narrowband Noise Sources in Reverberation Rooms.” Specific requested criteria included that the room be large enough to accommodate typically large mining equipment and that there be adequate acoustical modal density in the frequency range of interest. It was also required that the room dimensions would support broadband acoustical measurements down to the 100 Hz third octave band. With the closing of the Bureau of Mines in 1996, this reverberation chamber lay dormant for a number of years. However, this facility is now part of the National Institute for Occupational Safety and Health’s (NIOSH’s) Pittsburgh Research Laboratory (PRL). One of NIOSH’s missions is to decrease noise induced hearing loss among the nation’s mineworkers. To this end, PRL researchers are refurbishing and instrumenting this reverberation chamber to facilitate assessment of the various engineering controls being developed to decrease the sound power level emissions of mining equipment. Early on, this work has sought to bring the chamber up to the level of ISO 3743-21 standard for engineering grade measurements for broad-band noise, with a longer range goal of improving the lab to meet the requirements of ISO 37412standard for broadband precision grade measurements. 2. DESIGN OF THE REVERBERATION CHAMBER The nominal room dimensions are 18.3 meters long by 10.3 meters wide with a height of 6.7 meters. The chamber volume is 1,286 cubic meters. These dimensions are important, as few reverberation facilities are large enough to test typically huge mining equipment. The floor is poured concrete with a sealer to make it acoustically reflective. The walls are built of hollow concrete block, 16 inches long x 8 inches high by 12inches thick. This paper briefly describes the progress in mine safety in the United States, with emphasis on recent events that have followed since the explosion at the Sago Mine in January 2006. Legislation following the mine accidents last year and areas of work carried out by the National Institute for Occupational Safety and Health (NIOSH) related to the accidents are discussed. American coal production in 2006 was 1,150 million short tons. Most of this coal is consumed domestically, with annual exports of coal about 50 million tons. One third of annual production is produced at surface mines and the rest from underground. This coal is produced by about 82,000 miners working at 1,400 coal mines. Major improvements in coal mine safety have been made in the US since the Federal Mine Safety and Health Act of 1977. The fatal injury rate in underground coal mines between 1977 and 2004 was reduced by 47.8% to 0.036. The annual number of fatalities dropped from 112 to 14 during that period. Likewise, the non-fatal days-lost injury rate was reduced by 42.6% from 10.87 to 6.24. The improvements in mine safety during this period can be seen in the graph of underground coal mine explosion fatalities and injuries from 1980 to present, which is shown in Figure 1. Between 1984 and 1993 (9 year period) there were 5 explosions and one major mine fire, for a total of 55 fatalities. Over the seven year period from 1993 to 1999 there were no fatalities from coal mine fires and explosions. However, in the six years since 2000 there have been 5 explosions and one fire, which have caused 37 fatalities. [ ]

The mineral industry of Benin contributed less than 1% of the 1977 gross domestic product (GDP), which was estimated at $500 million.' Other than limestone and salt, no exploitable mineral deposits have yet been discovered in Benin, which has been rated by the United Nations as one of the world's least developed nations. In 1977, the economy was further weakened by petroleum price increases and severe drought. The country continued to depend on foreign assistance, which averaged $20 million per year, to finance development projects. The country's first 3-year plan, which was put into operation in October 1977 after many delays, allocated more than $1 billion to projects in infrastructure, agriculture, and light industry. The most important infrastructure project was the expansion and modernization of the port of Cotonou, valued as an entrepôt port for the transit of goods to the neighboring countries of Niger and Nigeria. Plans called for an increase in handling capacity to 1 million tons of cargo annually, the improvement of port and cargo handling operations, and the upgrading of the efficiency of the Port Autonome de Cotonou (PAC) management system. The $46 million project was to be financed by a consortium led by the International Bank for Reconstruction and Development (IBRD) and including Canada, France, Nigeria, and Abu Dhabi. Construction was scheduled to begin in 1978 and be completed in 1980.

The National Institute for Occupational Safety and Health designed and conducted a study in an underground metal mine to assess the effects of selected diesel emissions control technologies on the concentrations of diesel particulate matter and gases in underground mine air. The control technologies studied included diesel particulate filter (DPF) systems, filtration system with disposable filter elements, diesel oxidation catalytic converter, and biodiesel blends. Each technology was tested on a mining vehicle operated in an isolated area of an underground mine supplied with fresh air. These isolated zone tests allowed for the operation of vehicles under conditions and over duty cycles that closely mimic actual duty cycles of production equipment. The DPF systems reduced the elemental carbon (EC) concentrations in mine air between 88% and 99%. The same systems reduced total particulate matter (TPM) concentrations in mine air by approximately 75%. The biodiesel blends B20 and B50 caused a reduction in the EC concentrations of 26% and 48%, respectively. Those blends also reduced TPM concentrations by 9% and 24%, respectively. The use of #1 diesel fuel reduced EC concentration by 13% compared to #2 diesel fuel. An increase in nitrogen dioxide concentration of up to two times was seen when platinum-catalyzed DPF systems were tested.

At a mine in central PA, high horizontal stresses have caused long running roof falls resulting in hazardous conditions for the miners and the premature abandonment of panels. Because of these conditions, the mine requested assistance of the National Institute for Occupational Safety and Health (NIOSH) in utilizing the 'advance and relieve method to mitigate the affects of horizontal stress on the mine roof. "Advance and relieve" mining involves the removal of a pillar or a portion of a pillar during development, thereby creating a cave along one side of the panel. Following cave development, the horizontal stress is relieved over the workings adjacent to the cave in the active panel. The mine has used this system in three panels with a significant reduction in stress damage and no large roof falls.

Cameroon continued to enjoy sustained economic growth that began with its independence in 1960. Growth in the gross domestic product (GDP) averaged 2.8% per year during the 1960's and the first half of the 1970's. Starting in 1976 and for the succeeding 10 years, the GDP accelerated rapidly owing to the coming on-stream of Cameroon's small but domestically significant offshore oil industry. In 1985, the GDP grew by 7.8%, but in 1986, it was only up 5.5%. The country's sustained economic growth in dollar terms of gross national product (GNP) per capita reached $1,075 in 1986. The ranking in GNP per capita by the International Monetary Fund put Cameroon in the middle-income category for developing countries. The sustained economic growth rate up to 1986 was due to the injection of income from oil into the economy, but crude oil price reductions in 1986 brought a slowdown. In 1986, crude oil production grew to 200,000 barrels per day, an increase of 8.2% from that of 1985. Most of the oil came from the Société Nationale Elf Aquitaine (SNEA) wells in the multifield Rio del Rey complex. Additional output came from the Moudi Field operated by Compagnie Française des Pétroles S.A. Proven oil reserves in Cameroon were 540 million barrels. At 1986 production rates, and in the absence of further discoveries, Cameroon will have exhausted its recoverable oil reserves by the year 1995. Owing to worldwide crude price reductions, the country's oil income fell 60% between 1985 and 1986, from $1.82 billion2 to $0.72 billion. Cameroon's refinery operator commenced operating the Sonara refinery in 1981 at Point Limboh. Sonara's capacity of 43,000 barrels per day was small by most standards. In 1986, natural gas reserves, estimated at 100 billion cubic meters, were not produced commercially because there were no domestic users. Proposals for a multibillion-dollar liquefied natural gas plant at Kribi had been submitted; however, work on the plant had not commenced.

Cable reel systems for shuttle cars were investigated to determine whether an improved system could be identified. Interviews and mine visits were conducted to better define limitations and problems with present systems. Although simple and relatively inexpensive, present cable reel systems are not fully satisfactory. Several concepts for a different technical configuration were formulated and evaluated. An all ectric system using electronic control and external sensors was recommended for further development.

This paper describes open-pit mining methods and practices at Copper Cities Division of Miami Copper Co, in Gila County, Ariz. It is one of a series being prepared by the Burea of Mines on mining methods, practices, and costs in various mining districts of the United States. A similar program, conducted from 1928 to 1939, provided technological information on the development and conservation of our mineral resources and assisted operators and engineers in evaluating and developing new mineral deposits. This circular contains a brief history of the district and describes the Copper Cities deposit, with particular emphasis on a detailed description of those characteristics--physical, economic, or engineering--that affect the choice of mining method. Prospecting and exploration, sampling and estimation of tonnage and values, development, and mining (including breaking ground, loading, hauling, ore control, and auxiliary operations related to mining) are described, Percentage of extraction, production rate, safety, first aid, Eire prevention, mine organization, and processing plant are discussed briefly, The final section gives such costs, on a percentage basis, as are available for publication. Where relevant, some information on the Castle Dome mine is included.

"INTRODUCTION Zinc must be of high grade to satisfy the present demand. Even when the amount of premium paid is small, the purer metal as the buyers' preference. The following specifications for spelter were taken from the American Society for Testing Materials for 1927, Part I, pane 524. (The specifications for 1930, p. 582, are tile same.)Another specification for zinc of a much higher grade than any of the above has been established lately by the same society. The committee on zinc die-casting (Proc. Am. Soc. Test. Mat., vol. 31, 1931, p. 263) reached the following, conclusions: I. ""That the purest of zinc is necessary to produce stable zinc-base die castings, and as a result requested specifications for zinc spelter .with total impurities not over 0.02 percent."" Their tests showed that the die castings made of the purest zinc had the least elongation and the greatest tensile strength, and exhibited the least changes with temperature.Still more far-reaching claims are made for the properties of zinc containing over 99.99 percent metal. Zinc foil, for instance, may someday be made as a common commercial product. It would seem likely that the demand for zinc of high grades rill continue and that even purer varieties may be desired. This demand fits in with the modern trend in manufacturing plants of reducing the number of variables to a minimum by using pure materials, and of controlling the processing of metals during their various stages of fabrication by mechanical means instead of by expert laborers."

As natural gas is a waning resource in many places, increased interest has attached to the use of gas for the manufacture of carbon black. Because of a large number of requests for information on the subject, the Bureau of Mines has undertaken a detailed study of the carbon-black industry, covering the mechanical details of commercial methods, with the purpose of increasing the recovery of carbon black by such processes. A study has been undertaken of the economic factors governing the carbon-black industry, the uses and properties of carbon black, the dE)velopment of more Itccurate methods of testing carbon black, microscopic examination of different grades of black, physicochemical study of methods' of mQ.nufacture now in use, and research on new methods of manufacture. Part I of this paper covers the engineering and economic side of the industry; the other phases of the investigation which have been under the direction of G. St. J. Perrott, of the Pittsburgh station.of the United States Bureau of Mines, are discussed in Part II.

Several growth chamber and laboratory experiments were conducted to study the germination behavior of plant species on mine spoils and plant growth responses to nutrients on spoils and topsoils. Experiments were conducted to study the germination potential of some native and introduced species under various conditions. The seeds of green needlegrass, side oats grama, thickspike wheatgrass, crested wheatgrass, birdsfoot trefoil and emerald crownvetch were less tolerant, whereas those of alkali sacaton. durar hard fescue, slender wheatgrass, yellow sweetclover and alfalfa were most tolerant to the sodic mine spoil conditions. Addition of leonardite improved the germination potential of some of the poor genninators. Slender wheatgrass and yellow sweetclover were used as test plants to study the fertility status and productivity potential of stockpiled topsoils and spoils collected from Center. Glenharold and South Beulah of North Dakota. The topsoils were neither saline nor sodic but low in N and P. The spoils were neutral to alkaline with SAIL of 12-32, EC of 1.8-5.5 mmhos/cm, Olsen&apos;s P< µ4g/g, and total N <0.07%. Application of N and P together to the topsoils increased the yield of wheatgrass and sweetclover by 88% and 70% of their respective maximum yields, whereas near maximum yields were obtained for both the species by the same treatments to the spoils. The average yields on topsoils were higher than the yields on spoils. The concentrations of major nutrients were higher in plants grown on topsoil, whereas the opposite was true with the concentrations of Mn, Zn, and Cu. Growth chamber experiments were also conducted to study the growth responses of alfalfa, oats and slender wheat grass by the application of Mn and Zn to a sodic coal mine spoil which was previously used for pot culture experiments. Significant growth responses to Mn and Zn were observed in alfalfa but not in oats or slender wheatgrass. Fertilizing the spoil with Mn along with NPK increased the yield of alfalfa to 85% and with Mn + Zn to 99%. Growth responses and plant composition results of this study confirm that the application of major nutrients to spoils can accentuate Zn and Mn deficiencies in some plants.

A Paradigm Shift As market economists, mine managers are interested in "staying in business" and even "prospering." Bottom-line results are the "order of the day." Concern for bottom-line results invokes questions such as: How much was produced? At what cost? And, was anyone injured? While these questions will always carry everyday emphasis at the mine, they are fundamentally lacking in that they often appear, especially to lower levels of management and to the production worker, as preeminent concerns. Driven by market economics, many organizations have decentralized, outsourced, downsized, restructured, and formed new coalitions. Investments in new technology and concentration on productivity have been part and parcel with these changes, contributing to improvements in both safety and efficiency. A reason for (and, perhaps a result of) these improvements has been the development of a highly experienced and flexible work force. These changes in mining present an interesting opportunity to modify a few paradigms about work life in general, and perhaps a few paradigms about how we invest in the miner, in particular. Studying these issues now might offer some interesting opportunities for the future, as the foundations for the next generation of mine workers are laid. With the average "experienced" U.S. miner five to fifteen years from retirement, perhaps a key determinant of future success in the world market might be how well we make the transition from today&apos;s work force to the work force of tomorrow. We can ill afford to wait a few more years to tap into the special knowledge residing within a veteran mining work force. The WCPM work Crew Performance Model, see pp. ) is one approach to defining, capturing, and transferring this expertise.

About two-thirds of the manufactured gas supplied to the public by the gas plants in the Illinois district is cnrbureted water gas. The leading generator fuel is coke, ma.de in by-product c.oke ovens or in retorts, chiefly from eastern gas coals. During the fall and winter of 1917-18, when the demand for coke by war industries and the restrictions of the Fuel Administration in connection with the transportation of coke from eastern States made it almost impossible for many gas companies to obtain their coke requireml'nts, several water-gas plants had to use bituminous coal as generator fud. Many operating difficulties were encountered, some of which were solved more or less satisfactorily in different plants. A number of plants attacked the problem rather blindly because facilities for making tests were lacking and because technical men were too busy with labor and supply problems to study thoroughly the conditions involved or to ascertain what other plants had done with this fuel. It was therefore with the hope of assisting the gas industry during this critical period, and of promoting the use of Central District coals for gas making, that the Illinois Mining Investigations, a joint agency of the U. S. Bureau of Mines, the University of Illinois, and the Illinois Geological Survey Division undertook the, tests discussed in this paper. • This report was compiled under the auspices of a technical committee appointed by Gov. Frank 0. Lowden to promote the use of Central District coals in gas manufacture as a war measure. This committee included the following representatives of the various agencies concerned: U. S. Bureau of Mines, E. A. Holbrook and W. W. Odell; Illinois Gas Association, C. W. Bradley and R. B. Harper; University of Illinois, Dean C. R. Richards, Prof. S. W. Parr, and Prof. H. H.
