The post-World War II expansion of the Soviet petroleum industry has established the U.S.S.R. as a major oil-producing nation and has led to Russian reentry into the international petroleum trade. The rapid growth of Soviet petroleum production will allow the U.S.S.R. to displace Venezuela as the world's second largest oil-producer in 1960 and to narrow further the gap between Soviet and U.S. crude-oil production. U.S.S.R. crude oil output was only a tenth of U.S. production in 1946, but it will be more than a third at the end of 1960 and more than half in 1965. The Soviet Seven-Year Plan (1959-65) for oil provides for substantial increases in petroleum production, refining, storage, and distribution facilities. Crude oil production and primary distillation capacity are to double, considerable storage capacity is planned, and pipelines for crude oil and petroleum products are to increase threefold. According to the Soviets, the initial phases of this plan (1959 and 1960) have been completed successfully. However, this progress has been achieved with difficulty.

The Bureau of Mines reviewed the chemical vapor deposition (CVD) literature of the group IVB, VB, and VIR elements. This review was utilized in the Bureau's research to provide erosion-, abrasion-, and corrosion-resistant coatings for valve components used in coal gasification units. This report attempts to bring together the many CVD references that have been published since 1966. Each of the group IVB, VB, and VLB metal coatings were reviewed, and some of their preparation methods, uses, and properties are given. A total of 160 references were found for the nine elements. Isotope separation, stronger steels, solar absorbers, alloys, superconductors, optical fibers, and coatings to increase the life of materials are some of the new uses for CVD.

This report contains results of two major efforts related to electrical transients on mine electrical power systems. The first area concerns the use of digital computers to model mine electrical power systems and predict transients or duplicate field recordings of transients. Two existing general purpose circuit analysis programs were used. The first was the TRW Engineering System Simulator or TESS. The second was Electronic Circuit Analysis Program or ECAP. TESS proved to be superior to ECAP in several important characteristics, including system size limitations and modeling nonlinear elements. The second major topic covered in this report is the evaluation of commercially available surge suppression devices. These devices were found to be quite acceptable and guidelines for the selection and placement of surge suppressors were included. The final important item is a listing of the worst-case transients, from a design point of view, for ac and de utilization systems and ac distribution systems.

The Bureau of Mines used high-temperature reduction roasting, magnetic separation, acid-leaching, and autoclave precipitation processes to recover iron and manganese from brown Cuyana range ores of Minnesota. Wet magnetic separation concentrated over 90 percent of the iron in 3 of 4 ores as high grade products analyzing 74 to 85 percent iron, 2.5 to 6 percent manganese, and 3 to 10 percent SiO2. The nonmagnetic fractions were leached with dilute sulfuric acid extracting 83 to 93 percent of the contained manganese and small amounts of iron. The leach solutions contained Mn-to-Fe and Mn-to-SiO2 ratios favorable enough for possible consumption in metallurgical mane operations. Exceptionally pure Mn solutions were achieved by pressure precipitation of the remaining iron in an autoclave followed by lime precipitation of silica and alumina.

"1. Reserve estimates have been made for eight coal beds in Monongalia County, W.Va., but only the Pittsburgh, Sewickley, and Upper Freeport beds are important at this time. The Pittsburgh, Sewickley, Waynesburg, and Upper Freeport beds contain the largest recoverable reserves.2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and 1,800 short tons per acre-foot of coal in place, are estimated at 3,526 million tons as of January 1, 1954. Of this total, 3,294 mil¬lion tons is in beds 28 inches and more thick. Areas in each bed except the Pittsburgh were omitted from the estimate because available data relative to the bed characteristics are too meager for making an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.3. Recoverable reserves of coal have been estimated in beds 28 inches and more thick. This thickness is about the minimum now being mined by hand loading onto conveyors in the Appalachian region. The weighted average recovery for all beds in Monongalia County, as determined by this investigation, is 47.9 percent. This percentage is based on the total thickness of coal (less partings three-eighths inch thick or more) in the bed rather than on the thickness of the coal mined. Based on the weighted average percentage of recovery for all beds in Monongalia County, the recoverable reserves are estimated at 1,577 million tons as of January 1, 1954.4. Monongalia County coals of the major producing beds are of high-volatile a bituminous rank.5. The Pittsburgh and Lower Freeport beds in this county yield coal that can be used as metallurgical coal, especially when blended with low-volatile coals. The Lower Freeport coal is coked singly and in beehive ovens, and makes good metallurgical coke.INTRODUCTIONThe investigation to evaluate the reserves of coking coal was planned to cover three phases: (1) Estimation of known measured and indicated recoverable reserves of all coking coal; (2) study of methods of upgrading marginal coals through effective preparation; and (3) study of carbonizing properties of coals and coal blends not now widely used for metallurgical coke making."

At the Sinclair Study Site it was found that the deeper the soil the greater the yield of corn, soybeans, wheat, alfalfa, and timothy. Yields at this location were generally lower than those at the Alston Surface Mine. At Alston the non-prime land treatments generally produced greater yields for all crops than did the prime farmland treatments, however, the intermediate soil thickness, 20 cm topsoil over 40 cm of subsoil, gave the best yields, provided it's subsoil had been limed. From a chemical point of view, acidic spoils do not need to be buried by 120 cm or 4 feet of soil, provided adequate lime is applied to these spoils as a barrier prior to placement of good quality topsoil and only forage crops are to be grown. The burial depth must be increased to as much as 75 cm when grain crops such as corn or soybeans are to be grown. This response to burial depth appears to be related to water storage needed by the crop and not due to toxic effects of the spoils. A conventional farm tractor-mounted subsoiler increased yields of soybeans and corn the first one or two years, but the effect was diminished with time. Subsoiling did not produce significant increases for alfalfa or wheat. However, ripping with a bulldozer produced significant yield responses, especially for corn and soybeans, that have lasted for at least three years. The ripping effectively reduced the bulk density at least within the zones through which the ripper had passed. Liming the upper 20 cm of subsoil significantly increased yields of alfalfa, corn, and soybeans. There also appeared to be an interaction between this lime treatment and soil depth. Yields of some grain and forage crops may be high enough to meet target levels for bond release for prime farmland. Based on the present study, one should not expect corn yields to be high enough to meet bond release. This statement should not be considered final since the experiment is not complete.

THE INUNDATION of anthracite reserves in the Eastern Middle field of Pennsylvania affects the life of the anthracite industry in this field; it also influences the economic status of people, communities, and industries that depend wholly or in part upon anthracite for their livelihood. The trends of production and of employment in the anthracite-mining industry in this field are downward, and they probably will continue in this direction. The reserves have been depleted to the extent that the end of the active life of the industry as a. major economic factor is approaching. By removing the water in those pools where it can be done economically, the future of this industry may be extended somewhat.

The hydrologic characteristics of two abandoned underground coal mine sites, near Latrobe, PA, and Uniontown, PA, were investigated by the U.S. Bureau of Mines for possible implementation of alkaline injection into the mine pools as a means of abating their acid discharges. The Latrobe site was chosen for a one-time application of alkaline injection to achieve a partial, short-term neutralization of a limited portion of the mine pool. A quantity of alkaline reagent (sodium hydroxide) sufficient for a one-time neutralization of the water in this portion of the pool was added. Although nearly all of the neutralizing reagent had moved away from the injection wells within 6 weeks, no evidence of neutralization was noted at the mine discharge during the study period. This lack of neutralization probably occurred because the injection wells did not intercept a primary flow path through the mine. Criteria for successful application of alkaline injection at this or other sites include (1) positive identification of the primary flow paths through the mine pool and (2) addition of quantities of alkaline reagent sufficient to neutralize the entire volume of the pool along the primary flow path.

Driving long development raises probably is one of the most hazardous and expensive operations in underground mining. The safe handling of men and materials becomes more difficult and more time consuming in the higher sections of the raise. The efficient ventilation of these sections often is a major problem. This information circular describes a unique method by which Resurrection Mining Co, safely and efficiently completed a 622-foot vertical raise at its Irene shaft near Leadville, Colo. The method used by the company involved driving a raw, 6-foot-diameter ventilation raise and emergency escapeway, using a work cage that was suspended on a hoisting rope extended down a small-diameter drill hole. Although the method was new and experimental, the raise was completed in record time. Overall costs were less than they would have been with conventional methods. The company's initial experience suggested improvements both in design and operating technique that should prove of value to others who contemplate using the cage method of raising

Any discussion of growth and future requirements has to begin with people--both their number and their needs. Both have been rising ever since any American can remember. Together, the number of people, which has been increasing rather modestly, and their wants and desires for material things, which have been increasing very sharply, seemed to have comprised a growth imperative in mineral consumption in the United States, especially during the last several decades. While the Nation's birthrate is now well below the replacement rate and still falling, the built-in momentum of the post-World War II population boom will continue to be felt well into the 21st century. Even using the modest projection of a 0.8 percent yearly increase, we are still looking at the possibility of 265 million Americans being around by Year 2000.

One by one new metals come to share the burden of modern industry. Long before the Christian era potters and glass workers employed fine and costly blue pigments that contained cobalt. Cobalt blue class has been found in the tombs of the Egyptians and in the ruins of Troy, and many of the colors used by the ancient Greeks and Romans contained cobalt. The ancients, however, were apparently unaware that the colors they used were caused by cobalt, and it was not until late in the 17th century that the existence of the element was recognized, Writers in the Middle Ages referred to "cobalos" as an evil spirit that haunted mines and caused trouble to the miners. Subsequently the German worms "Kobold," meaning goblin, came to be applied to any baffling mineral and particularly to minerals that resembled ores but failed to yield metal when smelted. Even to-day there is something of an air of mystery about cobalt, and a medieval cloak of secrecy still surrounds many of the metallurgical processes employed in its production. "Zaffre" was mentioned about the middle of the sixteenth century by Biringuccio, and in 1735 the metal war, first prepared by G. Brandt. To preparation of cobalt compounds, however, must have been carried on in at least a small way ever since the opening of the silver-cobalt deposits of Schneeberg in 1470. By 1790 there were 25 works engaged in the industry, rust of them located in Saxony, but the total output of these works probably did not exceed 300 tone of cobalt annually, mostly in the fore of smalt. The smalt which contained approximately 6 per cent cobalt was sold in Venice in 1520 at about 16 cents a pound. A few refineries in Holland supplied the Irish linen trade, contributed a farce amount to the Dutch linen industries, and alto provided smaller quantities for the manufactuer of litmus in Holland. Progressive mine management is placing increased emphasis on improved ventilation as a contribution to better safety , health , and productivity of miners . Management is on the alert for means of bettering the working environment by increasing the flow of air and distributing it more effectively to the working places , having in mind the necessity of avoiding exorbitant ventilation costs . A basic need in planning betterments of this kind is knowledge of existing rates of flow and air pressures , infCoorrmmaattiicon that is supplied through ventilation surveys . Some companies make partial surveys from time to time , but few make complete surveys on a routine basis . This report describes the practice of a large British anthracite -mining company , which operates 24 collieries in South Wales , in carrying out a routine program of ventilation surveying . Ventilation characteristics and climatic conditions in the working places of its collieries are determined at frequent intervals with a view to increasing the effectiveness of ventilation and protecting the health of workers . It is thought that many of the points of the procedure used in making the surveys and in compiling and reporting the results will be applicable to American practice and that a discussion of the program may be helpful to colliery managers who are planning similar work .

A windowed-cell phase equilibrium apparatus was used to obtain equilibrium vapor- liquid data for a helium-bearing natural gas (Hogback) at temperatures from -100 to -250° F and pressures to 500 psia. Anomalous phase behavior resulting in the formation of two stable liquid phases occurred at tmperatures below -200° F and pressures above 200 psia. A review of the published literature on the occurrence of multiple-liquid phases included in the report indicates that the experimental results with Hogback gas are the first substantiated evidence of a vapor-liquid-liquid equilibria in a helium-containing natural gas.

Cutter roof failure, a ground control problem that frequently results in massive roof failure, is common in coal mines of the Northern Appala-chian Coal Basin, causing delays in production and posing a safety hazard to mine personnel. The Bureau of Mines is conducting research on the causes of cutter roof failure to gain a basis from which to predict and prevent its occurrence, and to support such roof when failure occurs or is imminent. Research conducted at the Greenwich Collieries North and South Mines, in central Pennsylvania revealed a correlation between the presence of clastic dikes and formation of cutter roof failure. The research con-sisted of in-mine mapping of geologic and deformational features, rock pressure monitoring, core recovery and evaluation, and in situ stress measurement. It was found that roof failure increased in areas where the occurrence of clastic dikes was most frequent, especially where two or more clastic dikes intersect. Staggering of crosscuts prevented the extension of cutters and deterred the occurrence of large falls extending over several break-throughs. In addition, trusses and cribbing were effective in stabilizing clastic dikes and inhibiting the development of cutter roof failure when employed immediately or shortly after mining.

A flat slot is created in rock to cause stress relief effects in a pair of hydraulic borehole pressure cells (previously installed in drill holes above and below the slot ) , which act as sensing devices . This relief is annulled by repressuring the slot by means of a flat hydraulic cell . The slot pressure at annulment is taken to be the existing ground stress at right angles to the plane of the slot . A number of trial installations in the rib of a mine drift showed that for a valid determination of ground stress the sensing devices that respond to relief and repressuring must be within a specified zone close to the pressure transmitter ; otherwise the indicated ground stress may be excessive . By using an additional pair of borehole pressure cells , installed a few feet away , the existing rock stress can be redetermined at intervals , irrespective of a change of stress intensity subsequent to the initial installation . Based on these findings , equipment and procedures have been developed that make possible the installation and operation of a permanent rock stress monitoring station for observing mining - induced stress changes . The station consists of a 12 - in - wide hydraulic pressure cell cemented in a flat slot and four 2- by 8 - in flat hydraulic pressure cells in nearby drill holes . All drilling for the installation can be done with an air leg drill and conventional bits . Once the installation is completed , all required information is obtained by Bourdon pressure gage readings . The apparatus is simple , relatively inexpensive , and reliable under operating conditions in a wet mine . Unlike most methods of rock stress determination , this scheme permits periodic remeasurement of absolute rock pressure over several years , without additional drilling or instrumentation . The primary objective of this Bureau of Mines research was to measure the size distribution of respirable quartz collected at metal mines, nonmetal mines, and processing plants to select the best reference standard for use in quantifying quartz in mine and plant dust samples. The secondary objective was to size all the nonquartz particles collected at the same sites. Particle size measurements were made on 29 samples using a scanning electron microscope in the backscatter mode of operation, interfaced with an image analysis system. The Mine Safety and Health Administration, Denver, CO, provided the 29 samples, which were collected at mines and processing plants in 19 states. The accumulated particle size measurements indicate that NBS 1878, minus 5-f.lm Hin-U-Sil, and minus 5-f.lm Supersil would be preferred over Silver Bond B as reference standards for most quantitative determinations by X-ray diffraction and infrared spectrometry. The respirable dust samples collected at sand plants, however, would be better served by a new reference standard having a quartz particle size distribution of approximately 2.2 um, as none of the four existing reference standards matched closely with them. Commercially available NBS 1878 and minus 5-um Hin-U-Sil CQuid be used as reference standards for 28 of the 29 samples studied in this investigation.

The production of sponge iron is one of the earliest arts in the metal¬lurgy of iron and steel. The idea of producing iron direct from ore at temperatures lower than the melting point of, the iron has persisted throughout the centuries. The purpose of this paper is to present a general picture of the methods, proposed or tried within the past 100 years, for producing sponge iron by treating hot ore with heated reducing gases. The abundant literature has been abstracted, and quoted freely. Publications concerning more detailed information on the various methods are referred to in the footnotes and in the bibliography.

The Bureau of Mines devised a test nipple for the field study of corrosion in the condensate-return lines of Federal heating plants. Corrosion surveys, made with this device, showed that the deterioration of the piping was caused principally by carbonic acid in the steam condensate. Corrosion problems were brought under control when the carbonic acid concentration in the condensate was decreased. In many instances, this was effected by decreasing the total carbon dioxide content of the feedwater; in others, the condensate acidity was neutralized with volatile, alkaline chemicals. Filming treatment with octadecylamine, reported successful in controlling return-line corrosion in industry, was much less effective in Federal area-heating plants. Laboratory study by the Bureau disclosed that octadecylamine is unstable in heating systems. Analytical methods were developed for this chemical and its degradation products in heating-plant condensate. Field surveys, in using these methods, confirmed the instability of the filming material. Laboratory tests showed that the degradation products are not useful film formers. Since filming treatment has little effect on condensate corrosivity, the piping was corroded where it was not coated by the treatment chemical.
