"The Bureau of Mines was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve material resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting those industries. The organic act of the Bureau, as amended by Congress and· approved February 25, 1913, made it the province, and duty of the Bureau of Mines to ""disseminate· information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non Bureau publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. This issue of the Bureau of Mines List of Publications and Articles describes reports and articles published during the period January 1, 1990, to December 31,1991. It, supplements the 50-year list of Bureau publications issued from July 1, 1910, to January 1, 1960;1 the 50-year list of articles by Bureau authors published outside the Bureau from July 1, 1910, to January 1, 1960;2 and the 5-year lists of publications and articles from January 1, 1960, to December 31, 1964,3from January 1, 1965, to December 31, 1969,4 from January 1, 1970, to December 31, 1974,5 from January 1, 1975, to December 31,1979,6 from January 1, 1980, to December 31, 1984,7 and from January 1, 1985, to December 31, 1989.8"

"CONCLUSIONSThe investigation shows that there are 5 coal beds of major importance in Wyoming County from the standpoint of present production - Pocahontas No. 3, No. 2 Gas, Sewell, Beckley, and Eagle - and 5 beds of minor importance - Pocahontas No. 6, Cedar Grove, Winifrede, Douglas, and Chilton. The Pocahontas No. 3 bed contains the largest remaining known reserves.Known measured and indicated reserves in all beds, based on a minimum thick¬ness of 14 inches and on 1,800 tons per acre-foot of coal in place, are estimated at 2,665 million short tons as of January 1, 1951. Of this total, 2,121 million short tons is in beds 28 inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bed characteristics are too meager to make an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.Recoverable reserves of coal have been estimated in beds 28 inches and more thick. This thickness is about the minimum now being mined by hand loading onto conveyors in the Appalachian region. The weighted average recovery for all beds in Wyoming County, as determined by this investigation, is 55.0 percent. This percent¬age is based on the total thickness of coal (less partings 3/8 inch or more thick) in the bed rather than on the thickness of the coal mined. The known recoverable reserves are estimated to be 1,167 million tons as of January 1, 1951.4. Since most of the Wyoming coals are medium- and low-volatile bituminous in rank and expand during carbonization in modern ovens, they are blended with high-volatile contracting coals."

The Bureau of Mines investigated the conversion, at both laboratory and pilot plant scale, of a low-grade ilmenite to chlorination-grade feedstock that could substitute for imported rutile used to produce titanium tetrachloride. The concentrate was derived from the Tahawus, NY, lode deposit of ilmenite-magnetite in rock that contains anorthosite and gabbro. Charges of the ilmenite concentrate, containing 46.6 wt pct Ti02 blended with soda ash, were carbothermically reduced in an electric arc furnace, which separated most of the iron and left a high-titanium slag. However, the slag contained Ca, Mg, and Mn constituents that rendered the material unsuitable for continuous chlorination by causing plugging problems. After being ground and pelletized, the slag was reacted with S02 and air at 7000 to 9000 C, which selectively converted the harmful impurities to soluble compounds that were removed in a subsequent water or dilute HCI leach. In laboratory tests, the combined levels of harmful impurities were decreased from 5 to as low as 0.5 wt pct in leached slags. In pilot plant tests, leached slags sulfated at a rate of 10 lb/h averaged 85.5 wt pct Ti02 with pertinent impurity levels averaging 1.86 wt pct. The leached slag was successfully chlorinated in a laboratory fluidized-bed reactor at 9500 C to extract titanium as TiCI4.

Masurium and rhenium are two elements known only to a few scientists and known to them for scarcely more than five years . The existence of two members of the manganese family was long suspected , and places were left for them in the orderly table of the periodic systemas developed by Mendeljeeff . The empty spaces left in this table some 60 years ago were for elements numbered 43 and 75 , respectively , and since it was evident these were related to manganese they were sought for in research laboratories under the names of ekamanganese and dvimanganese . This nomenclature is in harmony with that usually employed in describing hypothetical elements , and the prefixes are taken descriptively from ancient Sanskrit wherein the word " eka " means one and " dvi " ( also spelled dui or dwi ) means two . Ekamanganese or element 43 was once removed and dvimanganese or element 75 was twice removed from manganese . It was further possible to predict that these elusive elements would not only be related to manganese but would have a great deal in common with certain other elements . It was reasonable to suppose that element 43 , merely because it stood in numerical sequence between element 42 and element 44 , would likewise prove to be intermediate in many other respects . Since its next neighbors were molybdenum ( No. 42 ) on the one hand and ruthenium (No. 44) on the other , ekamanganese could be given in advance what would correspond among persons to a social and economic rating . Similarly , the properties of dvimanganese were likely to be in simple harmony with those of tungsten and with those of osmium , which latter , like ruthenium , is a member of the platinum group of metals . Another inference , although one which could not be stated with scientific certainty , is that these new elements because they have odd instead of even atomic numbers , would be even more sparingly distributed than their near neighbors , none of which is abundant in nature . This inference has been amply supported by available evidence . These elements eluded discovery until 1925 and never have been found except as minute traces in complex association with relatively rare minerals . In 1930 , for the first time , rhenium became available in quantities which give promise of commercial possibilities , but masurium still stands on the border of the unknown , like some distant star speck photographed and identified by vigilant astronomers but invisible without the aid of the powerful tools of science . The telltale flame of element 43 has been charted by its spectrum lines ; but beyond that , little more can be said except perhaps to repeat the forecasts made for ekamanganese before the Noddacks captured it and gave it a definite name . Certain rare - mineral dealers will furnish molybdenite samples from Norway which are said to contain masurium as well as rhenium , but except for a few highly technical statements as to its behavior in the spectrograph , nothing in the way of concrete information on masurium has come to the notice of the present writer . The literature of rhenium is a little less meager and a brief résumé of the data available in the files of the Bureau of Mines may be of interest not merely because of the novelty of the metal but because its unique properties and increasing availability afford a prospect of its finding employment in industry .

In connection with experimental work by the Bureau of Mines to determine effects of back pressure . on oil wells * , data were compiled on the engineering conditions in the oil field selected , in order to afford a more complete understanding of the wells tested , and to illustrate the extent to which underground conditions should be studied when making oil -field experiments of this nature . This report , containing the data mentioned, may be of interest to the oil industry , as it describes briefly the methods of operation employed in developing and exploiting shallow well territory .

This publication contains routine analyses and related source data for 299 natural gas samples from 22 States and three foreign countries. All of the samples were collected during calendar year 1972 as part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4863 and 576.4 Fourteen previous publications have presented the results of 9,902 gas analyses prior to 1972. An industrial survey was made for the Missouri Basin Field Committee of the Department of the Interior to determine the type and quantity of water-borne mineral wastes and the water requirements of metal-processing industries in the basin in Kansas and western Missouri. Data are presented on metal-processing plants visited through June 30, 1959. Most of the plants were in the greater Kansas City area. This report is to be supplemented with a similar publication on other industries, including those producing sand and gravel, coal, petroleum, and chemicals. In 1958, 19 million pounds of waste materials was discharged from metal processing industries. Approximately 14 million pounds of this waste was in the form of ferrous sulfate, and 2 million pounds was ferric phosphate. Galvanizing, other hot dipping, and automotive industries contributed the greater part of iron compounds wasted; some of this waste occurred as sludge that was not discharged to water courses but was hauled to refuse dumps, podium was present in nearly all industrial wastes, and the total of more than 900,000 pounds constituted one of the larger material losses. Although small in quantity, electroplating and allied coating wastes contained metals that were expensive when originally purchased.

This report describes laboratory as well as pilot heap leaching investigations of low-grade sandstone ores from Wyoming, New Mexico, and Colorado. Sodium carbonate-bicarbonate solutions containing sodium hypochlorite extracted up to 86, 54, and 16 percent U308 from Wyoming, New Mexico, and Colorado ores, respectively. Ammonium carbonate-bicarbonate solutions containing sodium hypochlorite were less effective at leaching these ores. Acid leach in replicate pilot plant testing resulted in U308 extractions of 96, 88, and 81 percent from the Wyoming, New Mexico, and Colorado ores. The development of cost-effective processes for extracting uranium from low-grade ore is essential to the assurance of a continuing domestic supply of uranium.

Recent dry-top electric smelting tests at the Northwest Electrodevelopment Experiment Station, Albany, Oreg., indicate that a high-titanium slag and a good grade of pig iron can be produced from alluvial Idaho ilmenite. A total of 120 tons of concentrates were smelted during this investigation, to yield an average of 0.5 ton of slag and 0.3 ton of pig iron per ton of ilmenite. Power consumption averaged 1,400 kv.-hr. per ton of ilmenite, at a feed rate of 400 to 500 pounds per hour, when operating at an electrical energy input of 290 to 370 kilowatts. The optimum operating voltage appeared to be 110 volts, phase-to-phase. Graphite electrode consumption averaged 15.6 pounds per ton of ilmenite smelted. Magnesite furnace refractory withstood the corrosive action of the hot metal and slag better than carbon refractory.

The Bureau of Mines, in cooperation with the Mine Safety Appliances Co., has developed a new methane analyzer system for underground applications. Methane enters coal mine ventilation air from the breakup of coal at the active face, from the collapse of roof rock during retreat mining, and from the ribs abutting virgin coal. Each source contributes varying amounts to the total emission, depending upon rate of mining, type of mining, and the character of the coalbed and adjacent strata. The evaluation of individual parameters of methane emission requires the continuous monitoring of individual mine sections over a long period of time. The methane analyzer system was developed to meet this need. The system has been installed and operated in an active mine in the Pittsburgh coalbed. The system and details of its installation and calibration are described. Data are presented to substantiate its reliability.

This Bureau of Mines report is a background study of severance taxes on mineral production. The rates, bases, and other features of State severance tax legislation as of March 1978 are presented, as are the amounts of State severance tax collections for fiscal year 1977, Some statistical comparisons between severance tax collections, total State tax collections, and total value of mineral production in the States involved are presented to portray the relative importance of severance taxes both in State tax revenue systems and in mineral industry revenues. A general discussion of the purposes and principles of taxation, the unique nature of a mining enterprise, the various types of taxes imposed on mineral production, and the character and rationale of the severance tax and its impacts on mining firms sets the severance tax in perspective. A bibliography of materials on the severance tax is included.

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. The Bureau of Mines investigated modified sulfur concretes as one part of a program for utilizing sulfur in construction materials. The use of modified sulfur was studied as a means of preventing the stressing action in the concretes caused by the allotropic transformation of sulfur on solidification. Unmodified sulfur concretes have been prepared that have compression, flexural, and tensile strengths equivalent or better than Portland concretes. However, most of these concretes have been vulnerable to deterioration by weathering, temperature fluctuations, and freeze-thaw cycling. The sulfur was modified by reaction with dicyclopentadiene or dipentene before use as an aggregate binder. Sulfur concretes and modified sulfur concretes were pre-pared from acidic and basic type aggregates. Physical properties of the optimum mixtures were determined and compared with each other and with Portland cement concretes. The best results were obtained by reacting sulfur with 5 pct dicyclopentadiene to prepare modified sulfur concretes. Field testing of the concretes are in progress. Present results show that modified sulfur concretes are superior to unmodified sulfur concretes and equal or better than Portland concretes in compressive, flexural, and tensile strengths. Long-term aging characteristics of both modified and unmodified sulfur concretes are being determined.

Dump site injuries occur in all major mineral industries. Working in elevated areas near an edge is a common hazard for operators of off-highway mobile mining equipment. In this Information Circular (IC), serious injuries involving haulage trucks working at dump sites are examined for the period 1988 to 1997. Data were acquired from injury reports gathered by the Mine Safety and Health Administration (MSHA). The IC is organized into three sections. The first presents an overview of the frequency and severity of injuries. The second analyzes injury characteristics using MSHA-defined data fields and author-defined injury classifications. Key findings are discussed in the third section. In summary, 370 serious injuries were identified that involved trucks at dump sites, of which 26 were fatalities. Although haulage truck activities at dump sites resulted in a small proportion of the total number of injuries at surface mines, these injuries were much more likely to result in death or significant amounts of lost time than most other surface mine injuries. These findings support the belief that haulage truck activities at dump sites are worthy of continued study by those interested in improving the health and safety of workers at surface mines.

The California pesticide industry in 1962 consumed about 30,000 tons of clay, talc, limestone, diatomite, sulfur, and other minerals as fillers (carriers and diluents) in pesticide formulation. This was 10 percent of the U.S. filler requirement for pesticides. About two-thirds of the California total was supplied by a few local mineral producers; the remainder came mainly from Florida, Georgia, and Wyoming. The objectives of this report are to provide data on quantities, sources, specifications, and market conditions for minerals used as fillers by California pesticide formulators. The study disclosed that specifications for mineral fillers have become more rigid and formulators have become more numerous in recent years. During 1962 over 1,200 firms registered 16,000 pesticide products with the Bureau of Chemistry in California. Factors which will tend to diminish future need for mineral fillers include the trend toward greater use of organic sprays rather than dusts and further development of biological controls, such as the development of sterile insect strains.

The Bureau of Mines conducted a field study to assess the performance of various chain pillar configurations in terms of gate road entry sta-bility. Vibrating wire stressmeters (VWS's) were installed in four consecutive gate road chain pillars. Field data collected during panel retreat were analyzed to gain a better understanding of the mechanics of vertical load redistribution in gate road chain pillars as it relates to ground control problems. Several different pillar configurations were investigated including abutment-yield and yield-abutment-yield designs. Molybdenum, tungsten, and vanadium were found by the Bureau of Mines to possess generally superior chemical and galvanic corrosion properties in many aqueous corrosive media at temperatures up to the boiling point. The corrosion resistance of vanadium in certain solutions was further improved by alloying it with such metals as columbium, tantalum, and titanium. was susceptible to a type of crevice corrosion in mercuric chloride solutions, but no other instances of crevice corrosion were encountered. With few exceptions, molybdenum, tungsten, and vanadium were not adversely affected when coupled with dissimilar metals in galvanic corrosion experiments; in some cases one or both members of a couple were protected by contact. When exposed to aqueous ammonia spray at 60° C, all three metals were attacked, but they were moderately resistant in spray environments of substitute ocean water and ammonium dihydrogen phosphate.

Supercompressibility factors, Fpv, were derived from experimental compressibility data for five helium-nitrogen mixtures containing from 50 to 100 pct helium. These Fpv values are required as volumetric correction factors for or if ice meter measurement of "crude helium" (helium-nitrogen) purchased by the Government in a program of helium conservation. Although compressibility measurements were made by the Burnett method (2)3 - for pressures from 100 to 3,400 psia and temperatures from 40° to 100° F, Fpv values were needed only for pressures from 400 to 2,000 psia. Consequently, values at increments of 2° F, 2 pct helium, and 10 psia were tabulated only for the required pressure range. Values for pressures outside this range can be calculated from information shown in the tables. Values for the second, third, and fourth coefficients in the equation Z = 1 + BP + CP2 + DP3 are also included.
