This regional report covers the mineral industries of Canada and 40 countries and territories in Latin America and the Caribbean Basin. Also included is a brief description of the mineral potential of Antarctica. The Latin American region encompasses an area twice that of the United States. Latin America and Canada have a rich and diversified endowment of mineral fuels, metals, and industrial minerals. Tables 1 and 2 provide a summary view of Latin America and Canada's output of its major mineral commodities in world mineral supply in 1991 (revised) and 1992. Table 3 shows the relative importance of a selected group of minerals produced in Latin America in the world mineral economy.

This field guide is designed for use in planning pollution control and reclamation activities on small sand and gravel operations. Its purpose is to assist operators in selecting environmentally desirable pollution control and reclamation procedures based upon their particular mining situation. The guide includes information on interpreting physical and cultural factors that must be considered in planning and implementing a mining and reclamation program, achieving environmental protection objectives, and improving community/industry cooperation. Included as appendices are a summary of state laws and a list of additional readings on the subject.

West Virginia ranks second in the nation in coal production, surpassed only by Wyoming, and usually accounts for 15 to 20percent of the nation's total annual production. Cod occurs in seams of minable thickness in all but nine of the state's 55 counties. There are two coal- producing regions, the northern field and the southern field. West Virginia coal is mined by both underground and surface methods. Underground mines in West Virginia account for a major portion of its coal production. Surface mines are generally contour operations and, especially in the southern field, are in steep slope areas, with slopes greater than 20 degrees. Many of the surface mines remove multiple seams. Recoverable reserves in West Virginia total in excess of 55 billion tons of bituminous coal. West Virginia's regulatory program was conditionally approved on January 19, 198 1. Its Abandoned Mine Land Program was approved February 23,198 1, with emergency authority granted on August 26,1988.

Background. There is currently little information regarding factors associated with specific modes of motion segment failure using a fatigue failure model. Methods. Thirty-six human lumbar motion segments were fatigue tested using spinal compressive and shear loads that simulated lifting a 9 kg weight in three torso flexion angles (0°, 22.5°, and 45°). Twenty-five segments failed via fatigue prior to the 10,000 cycle maximum. These specimens were visually inspected and dissected so that the mode(s) of failure could be determined. Failure modes included endplate fractures (classified into nine varieties), vertebral body fractures, and/or zygapophysial joint disruption. Logistic regression analyses were performed to determine whether certain morphometric variables, amount of motion segment flexion, disk degeneration scores, and/or loading characteristics were associated with the occurrence of specific failure modes. Findings. Results indicated that stellate endplate fractures were associated with increased posterior shear forces (P < 0.05) and less degenerated discs (P < 0.01). Fractures running laterally across the endplate were associated with motion segments having larger volumes (P < 0.01). Endplate depression was more common in smaller specimens (P < 0.01), as well as those experiencing increased posterior shear force (P < 0.05). Zygapophysial joint damage was more likely to occur in a neutral posture (P < 0.01). Interpretation. These results suggest that prediction of failure modes (e.g., specific endplate fracture patterns) may be possible (at least for older specimens) given knowledge of the spinal loads along with certain characteristics of the lumbar spine. In conventional noncoal, room-and-pillar mining, the cutting machine is frequently a major source of airborne dust. Water is often used for dust control. An evaluation of typically used water systems during this program showed that they reduced dust levels by 60 to 70 percent over dry cutting when at least 0.5 gpm of water was applied. These systems, however, are only marginally effective in maintaining compliance levels and the added moisture causes operational problems. During the program, three additional dust control systems were designed, fabricated, and evaluated. The first, a hollow cutter bar, was designed to capture dust in the kerf at the cutting zone. The system was only marginally effective in reducing dust levels due to its lack of control of other sources. Large quantities of material captured by the system made it operationally questionable. The second, a machine mounted exhaust system, was extremely effective in capturing virtually all the dust generated in the heading. The captured dust was ducted out of the heading and exhausted downstream in the crosscut. Exhausting the dust without scrubbing, however, creates problems for personnel working downstream of the cutting machine. Successful application would require changes to the mine ventilation system and mining sequence. The third, foam, injected foam from an onboard generator through a channel to the cutting zone at the tip of the bar. Test results showed that foam, using 1/3 to 1/2 the total fluid quantity, was equally effective when compared to the mine&apos;s current water system.

"The need for spodumene as a source of lithia for war purposes led to the exploitation of the Edison pegmatite deposit 1-1/2 miles southeast of Keystone, S. Dak. The operation was conducted during 1943 and 1944 by the Lor Mining Co., Rapid City, S. Dak. Spodumene concentrates in the ratio of 15:1 were recovered by hand picking from a sorting belt. This method was expensive and wasteful of spodumene, owing to the small size of the crystals.Data4/ obtained by the Bureau of Mines indicates that blunging with hydroflouric acid or sodium hydroxide is a prerequisite to selective flotation. Results of tests by Denver Equipment Co., Denver, Colo., indicate that economic recoveries can be obtained in an alkaline circuit after desliming.At the request of the Lor Mining Co., K. L. Erickson, metallurgical engineer, was permitted to work in the pegmatite research laboratory to verify previous investigations and to determine problems that might be involved in commercial milling. The ensuing investigation indicated that electrolytes in the mill water produced a profound inhibiting action on the flotation of Edison spodumone.An investigation of mill water from various sources showed that some waters are suitable for the process and others are not. Subsequent testing showed that all of the available waters are suitable after treatment. The flotation of the Edison spodumene in an alkaline circuit after desliming and using oleic acid as collector is efficient and economical when the water does not contain impurities.In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B.Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples and performs beneficiation tests. Both these branches arc under the supervision of Dr. R. S. Dean, assistant director.As the work was of a practical nature, samples from possible mill-water sources in the southern Black Hills were obtained, and commercial softening and demineralizing methods were investigated. Data on various waters tested are given in table 1."

The U.S. Bureau of Reclamation requested U.S. Bureau of Mines (USBM) assistance in developing design data for moving lead-zinc-gold tailings from their current location without disrupting the existing chemically stable conditions. This report presents results of USBM work in determining (1) the minimum required time to air dry the tailings to approximately 20 pet moisture under various drying conditions both in the laboratory and in the field, (2) the degree of oxidation or reduction that occurs during drying, (3) the effect of lime or cement addition before drying, and (4) the likely equilibrium conditions of the dried tailings after deposition at the new location. The limited number of tests performed by the USBM in the available time frame established trends in oxidation levels but did not provide absolute statistical validity of data values. All data from drying and oxidation testing are included in appendices to this report.

Continuous experimentation utilizing a 3- by 36 - foot rotary kiln was conducted to demonstrate the feasibility of simultaneous induration and reduction of magnetic taconite concentrate . Lignite , or lignite - anthracite mixtures , and green magnetite pellets (64.2 percent Fe , dry basis ) were heated in a rotary kiln to about 2,100 ° F. After separation from excess reductant , the product pellets were found to be highly reduced and acceptably hard . A total of 140 tons of prereduced pellets with an average Fe content of 79.0 percent was produced at Minneapolis and smelted in the Bureau's experimental blast furnace at Bruceton , Pa . Two additional supplies of prereduced pellets were obtained from The Steel Company of Canada , Ltd. , Hamilton , Ontario , which contained 83.8 and 91.3 percent Fe , respectively . Smelting of prereduced pellets was compared with that of unreduced pellets obtained from The Hilton Mines , Shawville , Quebec , and from the Erie Mining Co. , Hoyt Lakes , Minn . Blast furnace tests established that a substantial decrease in coke rates and higher production result from the use of prereduced pellets .

The United States has extensive reserves of peat. Peat and muck lands are estimated at approximately 79 million acres, with reserves of 13.8 billion net tons. Within the past decade domestic production of peat has increased 2-1/2 times, and apparent consumption has tripled. During the same period imports have increased greatly, and in 1955 they almost equaled domestic production. The substantial increase in the demand for peat in the United States was due chiefly to expanding markets in agriculture and horticulture, for the reason that in this country peat is used primarily as a source of organic matter to improve the physical condition of mineral soils and as a mulch for shrubbery. A valuable constituent of any soil is its organic matter, and its depletion will injure cultivated soils and subject them to greater erosion.

"INTRODUCTION Feldspars represent one of the most abundant groups of minerals and constitute nearly Go percent of the material contained in the igneous rocks. They are grouped in a series of related aluminum silicates with varying amounts of potash, soda, and lime. .Approximately 85 percent of the feldspar produced in the United States is used as a flux in the production of glass, pottery, enamel and sanitary ware, brick, and tile. Notwithstanding the abundance of feldspar in the earth's crust, the only deposits that are worked to any extent are the pegmatites or coarsely crystalline dikes where natural segregation of the constituents facilitates recovery of the feldspar with a minimum of free quartz, mica, tourmaline, garnet, and other iron-bearing minerals that are detrimental in most ceramic industries.Although there are three glassplants and numerous other ceramic industries in Texas, all of the feldspar used in these plants is from other States. In the Llano region of central Texas, however, there are numerous coarse pegmatite dikes consisting primarily of feldspar and quartz in ratios up to 3 to 1. One of the more important of these dikes is the Badu Hill deposit in Llano County, Tex., which was first described by Carl Chelf 4/ in 1942. Following an examination of the deposit by W. D. McMillan, engineer in charge of the Texas field office of the Bureau of Mines, in January 1946, a proposal was made to investigate the deposit by core drilling in cooperation with the Department of Ceramic Engineering, University of Texas. This report presents the results of the cooperative investigation, which was begun April 24, 1946, and completed May 17, 1946."

A study of the accident statistics in the coal mining industry convinces one that an organized effort must be put forth to prevent the vast destruction of human life in this industry . The fatality rate in Pennsylvania has not improved in the past several years and during 1928 it was higher than the average for the period 1916 to 1927 , inclusive . Although the accident rate for this State is less than that of the coal mines of the United States as a whole , nevertheless the rate is unduly high ; however , there are many companies which have exceptionally good records as regards both fatal and nonfatal accidents . A study of the methods used by some of these relatively good- record companies to reduce accidents in their mines shows that they exert an organized effort to prevent accidents , and that their safety organizations usually affect every employee in and about the mine from the highest official to the check boy . The chief executive must be actively and personally interested in accident prevention if real safety results are to be obtained ; when he shows this interest it is almost invariably reflected in the officials under him and throughout the organization . Safety organizations vary in form and are readily changed or adapted to the varying conditions found in the bituminous field . The companies whose organizations were studied in preparing this report are all getting good results , and it is their opinion that the safety organizations have been a big factor in obtaining these results . At their request the identity of some of the companies whose organizations were studied has not been divulged in this paper , but this does not affect the value of the information concerning their safety organizations .

"INTRODUCTION The behavior of particles in a sound field has long been of scientific interest since Kundt (1) 5/ made his classic experiments on some of the interesting effects of standing waves in cylindrical tubes. With the development of the electronic tube and its application to continuous generation of sound, experimental investigation of the Kundt tube was renewed (2). The more intense vibrations set up by a continuously vibrating diaphragm or rod produce even more striking effects than those observed by Kundt. Instead of the striations at the antinode produced by the stroked rod, then, wafer like barriers are formed at the antinodes, sometimes extending over the entire cross-section of the tube. Furthermore, it was observed independently by Andrade (3), Brandt, Freund and Hiedemann (4); and by investigators in the Bureau of Mines laboratories (5) that aerosols, such as ammonium chloride or tobacco smoke, could be flocculated quickly if passed through an intense sound field, particularly when a standing wave field was set up by a resonant enclosure. Because of its possibilities as a new means for removing suspended particles from dust-laden gaseous furance or smoke, the phenomena attending the behavior of suspended particles in a und field have been studied intermittently by the Bureau of Mines over the past decade.The first experimental work was done with a magnetostriction vibrator and a Hartmann air-jet generator as sound sources. It soon became evident that neither type was entirely satisfactory. Low mechanical efficiency is an inherent characteristic of magnetostriction generators, and the air-jet generator is difficult to control and does not permit accurate measurement of the acoustic output. The search for a suitable sound source led to the development of an electromagnetic generator, which is by far the most suitable for study of the effects of intensive high-frequency sound fields in gases (6)."

The Huber-Rydalch manganese property is in the Erickson mining district of Tooele County, Utah. The district covers the southern part of Simpson Mountains, a block rising abruptly above the surrounding desert floor (fig. 1). The Ruber-Rydalch deposits and other deposits in the Simpson Mountains manganese area were examined by Bureau of Mines engineers during 1940 and 1942 under the strategic minerals program. J. T. Pardee visited the district briefly in 1918. A. E. Granger and A. F. Shride, of the Federal Geological Survey, mapped the geology of the area in 1942 and 1943. The manganese deposits occur as veinlike masses in brecciated fault zones that traverse Cambrian and pre-Cambrian quartzite, quartzite conglomerate, and phyllite. The deposits now exposed near the surface represent the oxidized portions of primary mineralization originally containing rhodochrosite and rhodonite associated with quartz and calcite and small quantities of pyrite, galena, sphalerite, and chalcopyrite. The oxide ore is composed of manganite, pyrolusite, psilomelans, and wad in a gangue of quartz, calcite, and brecciated quartzite.

From the time when man first pounded one rock upon another or used heat and sudden chilling with water to disintegrate rock, the art of crushing advanced but slowly to the mule-driven arrastre and the Chilean mill stage until the advent of power-driven appliances made material progress possible. The combined efforts of manufacturers and operators have made modern machines highly efficient mechanically. Although marked progress has been made along mechanical lines, the theory and conception of underlying principles have not advanced so rapidly. This lack of advance in theory may be attributed to the unfortunate situation resulting from the controversy as to whether the Rittinger or the Kick law is applicable to crushing. Many pages of the technical literature are burdened with theoretical discussions in favor of one or the other of these laws, which have tended to cloud rather than to clear the atmosphere.

"INTRODUCTION In the spring of 1942 a series of magnetometer surveys on deposits of black sand underlying Pleistocene raised marine terraces along the coast of southwestern Oregon was nada by the Division of Geophysical Exploration of the Federal Bureau of Mines in cooperation with the Oregon Department of Geology and Mineral Industries. A few preliminary tests had been made in the same area in May 1940 and December 1941.The sands contain fine gold and metals of the platinum group, and, beginning in 1852, extensive, but spasmodic mining and exploration have been done for these precious metals. There are many old placer, mines and prospects, although for the most part the yield of the metals has been small. The sands also contain other minerals of potential value, including ilmenite, magnetite, garnet, zircon, and particularly chromite, and the wartime demand for domestic chromite resulted in extensive testing and development of the known deposits. The purpose of the magnetometer surveys was to determine the efficacy of, magnetic methods in tracing and outlining these known deposits and in prospecting for new ones. The field work was done between March 17 and May 29, 1942, by the author assisted by W.W. Paulsen of the Oregon Department of Geology and Mineral Industries."

The following is a Maintainability Design Checklist for coal mining equipment. The purpose of the checklist is to provide a summary of design review points for the maintainability assessment of new or existing underground equipment. It specifically focuses on the identification of equipment design features, tasks, or procedures that impact equipment downtime, repair costs, labor hours and maintainer skill level requirements. Some checklist points are general in nature. The checklist was designed to be used across all categories of underground equipment. The intent is to draw attention to design features and maintenance procedures that will increase maintainability requirements. You are encouraged to adapt this checklist to site specific or machine specific requirements by: Inserting specific performance criteria for various categories of maintenance tasks. For example; all hydraulic lines on a shuttle car should be replaceable in 15 minutes or 25 minutes, etc. Adding or deleting checklist items for different categories of equipment. You would include environmental control equipment, for example, on face equipment and not on shuttle cars or man trips. Adding additional checklist items based on site or equipment specific maintenance histories or experience, company maintenance standards, or other factors.

This bulletin is a revision of Bulletin 63 and is published by the Bureau of Mines in order that purchasers of coal for Government, State, municipal, or private use may be informed regarding advances or refinements in sampling coal deliveries and preparing specifications for the purchase of coal. The purchase of coal by the Government under specifications depending on the heating value of the coal, its content of ash and of moisture, and other considerations, rather than upon the reputation or trade name of the coal, was based on the fuel investigations begun by the Technologic Branch of the United States Geological Survey in 1904. The plan was first adopted by the Treasury Department in 1906. Since then the plan, variously modified in form, but the same in principle, has been gradually adopted by other departments until, at present, of the coal used by the Government, the total value of which approximates $8,000,000 annually, more than half is purchased under specifications. The Government publications dealing with the adoption by the Government of the specification plan, the number of contracts awarded on that basis, and the quality of the coal delivered under such contracts in the several fiscal years covered by the reports are given in publioations a listed at the end of this bulletin. Under the authority of acts of Congress making appropriations for analyzing and testing fuels belonging to or for the use of the United States Government, a laboratory is maintained at the headquarters of the Bureau of Mines, Washington, D. C., where samples representing deliveries of coal purchased under specifications for Government use are analyzed and tested. At this laboratory more than 1,200 samples have been analyzed and tested in one month. With the complete equipment and the efficient force employed, the analytical work has been so perfected that the analyses and heating-value tests of the samples received are as accurate as may be reasonably expected in laboratory work of this nature. One of the serious drawbacks to the general adoption of the specification method for the purchase of coal is the difficulty of obtaining at reasonable cost samples of coal that can be considered fairly representative of the commercial product delivered in wagons, railroad cars, or ships. Therefore the method of taking and preparing samples for shipment to the laboratory has been given fully as much care as the making of the analyses and tests, and a general plan of collecting samples fairly representative of the delivered coal has been evolved through various modifications and improvements based on experience and increased knowledge of the physical and chemical characteristics of the various coals that are purchased by the Government. The method that is in general use by the Government is described in the following pages. In connection with studies of the coal deposits of the country, of the best methods of preventing waste in mining, and of increasing efficiency in the utilization of coal belonging to or for the use of the Government, geologists and engineers of the United States Geological Survey and of the Bureau of Mines have visited more than 2,500 coal mines scattered through all of the coal-producing States and Territories. From each mine 2 to 8 or more samples were taken, the number depending upon the size of the mine and its output. The analyses and descriptions of the samples collected up to the end of the fiscal year 1913 are published in Bureau of Mines bulletins 22 a and 85,b and those of samples collected in the fiscal years 1914 and 1915 are presented in a bulletin that will soon be published by the bureau. A study of the analyses of these samples and of the samples taken from cars shipped from a number of the same mines shows that the mine samples are as a rule of higher grade than the average commercial shipments, particularly with respect to containing a lower percentage of ash and having a correspondingly higher heating value. This difference is due to the fact that the Government inspector, proceeding on the basis of what can be done by a good miner, usually removes more of the partings of bone, slate, and other extraneous matter from his mine samples than the average miner does in ordinary practice, the aim of the miner being to get the maximum number of tons past the tipple inspection, as his earnings are based on his output. The average miner, therefore, does not always take as much care as he might in rejecting the impurities.
