Five mine fire experiments were conducted in a 2.08m high and 2.90m wide, ventilated mine entry in the National Institute for Occupational Safety and Health (NIOSH)'s Safety Research Coal Mine (SRCM) to determine the effect of the dispersion of carbon monoxide (CO) on mine fire detection. CO measurements were made at distances from 7.6 m to 45.2 m downwind from the fire with diffusion mode CO sensors positioned near the roof. For small intensity fires, less than 30 kW heat release rate, generated by 14 kg coal in a 0.61 m square tray, it was determined that air flow and sensor spacing were significant for fire detection at the 10 ppm CO alarm level. Within 15.0 m downwind distance from the fire, 10 ppm CO alarm values occurred for volumetric air flows less than 11.5 m3/s. However, the 10 ppm CO alarm value did not occur 30.0 m downwind from the fire for air quantities greater than 6.2 m3/s due to dilutive mixing of the CO in the air stream. The criterion that the mine fire alarms occur within 15 min of the onset of flaming combustion could not be consistently met with the 10 ppm CO alarm. This suggests the use of lower CO alarm values, or reduced CO sensor spacings for mine fire protection. It is demonstrated how computational fluid dynamics (CFD) can be used to model the CO dispersion downwind from the fire in support of a plan to optimize sensor spacings.

1.1 DEVELOPMENT OF INDUCTANCE MATRICES The basic building block in this analytical work is the development of an equivalent circuit. The equivalent circuit for the cable depends on all of the distributed parameters of the cable although the series inductance and resistance are of primary importance. The cable resistances are generally available from handbooks or from cable manufacturers. On the other hand, the cable inductances are not usually available either from handbooks or from the manufacturer's published data. Thus, it is useful to summarize the derivation of the origin of the inductance matrix from basic principles. 1.1.1 Flux Around a Cylindrical Conductor The flux pattern around a cylindrical current carrying conductor can be found by using symmetry in conjunction with Ampere's Law. From symmetry it is clear that the flux lines which always close on themselves must be concentric circles. Thus, from symmetry alone one can get a qualitative picture of the magnetic field. This is shown in Fig. 1.1 where the inner circle represents the solid round conductor and the outer circle represents a flux line. The quantitative picture will now be developed using Ampere's Law.

As part of the Bureau of Mines effort to establish a comprehensive subsidence data base for subsidence technology development, subsidence and related data are being compiled for various mining, geological, and environmental situations. This publication presents data for a longwall mining operation in the Northern Appalachian Coal Region. Vertical displacements and relative faze positions are tabulated for 160 subsidence monuments. Measurements were taken 32 times during the 2 years it took to mine the two panels. Brief physiographic and geological descriptions of the mining site are presented along with a general account of the mining and subsidence monitoring methods.

The main objective of occupational health and safety research is to minimize or eliminate the events that may cause fatal or non-fatal injuries to human workers. A commonly used technique is to devise an “incident prevention plan”, which is more often the product of thorough investigations of past reported incident events. Incident documentation and methodical reporting and systematic and thorough data collection, often help identify the root cause of the incident – in other words, the etiology of the incident. These retrospective analyses of the incidents can efficiently identify the future steps to take to achieve the objective of minimizing occurrence of “events of interest”. This paper introduces a novel technique – “Taxonomic Analysis”, which identifies the root causes of an event (an incident in this case) and can provide future direction for corrective measures to reduce the probability of occurrence of the event. A taxonomic analysis involves systematic and organization of data based on observation, description, and classification. This paper utilizes the rock fall related incident narratives, available with the Mine Safety and Health Administration (MSHA) database (1984-1999), for a taxonomic analysis. The study found that 67.6% of groundfall incidents occurred in supported areas with the remainder (32.4%) in unsupported areas. Some form of rock mass failure appears to cause about 50% of groundfall incidents, although in 39.7% of the overall groundfall incidents or two-thirds of those involving rock mass failure, the exact nature of the rock mass failure could not be determined from the narratives. Human activities factors such as scaling or barring down, drilling or bolting, and setting timbers or cribbing accounted for another 34.5% of the groundfall incidents. Finally, support system failures made up the remaining 15.5%. Results from this taxonomic analysis may suggest focus areas toward which preventive measures and future research activities could concentrate.

An overburden handling dragline operation was conducted at a strip mine near Colstrip, Montana. The objective of the demonstration was to determine the degree a dragline could mix overburden inhibitory zones during the spoiling process. In order to quantify the mixing process the overburden was: 1) scatter spoiled; 2) dump spoiled; and 3) spoiled in a normal manner. This demonstration was part of an effort to investigate means of reestablishing non-polluted hydrological systems in areas where surface mining directly impacts shallow ground-water resources. When inhibitory material constituted < 5% of the total overburden volume, such material was essentially not detectable in the resultant spoil pile. When inhibitory material exceeded 15% of the overburden volume it was always found in the resultant spoil pile, generally with a smaller extent, indicating partial dilution. Inhibitory overburden zones often reappeared at the base or top of spoil piles in the potential aquifer and root zones suggesting the need for selective placement procedures. Scatter spoiling did not appear to be significantly more effective than normal spoiling, however clump spoiling seemed to produce less mixing of inimical zones. Mining activity has reduced ground-water levels within 1600 m of the active pit. The aquifer which is developing in spoils appears to have similar confinement characteristics as those that existed in the premined aquifer. To date no definite trends have been observed concerning changes in surface or ground-water chemistry associated with mining.

Forage plots were established on agricultural lands contaminated by acid mining waste. The acid produced through oxidation of pyrite and other sulfides caused elevated solubility and plant availability of copper, zinc, and arsenic which killed vegetation and polluted surface and groundwater. Soil amendments including agricultural lime (CaCO3), hydrated lime (Ca(OH)2), phosphorus, and organic matter were used to reduce the toxicity of metals. Several acid-tolerant grasses were used to vegetate the amended soils. Various soil extraction techniques were used to see which best correlated with vegetation performance. The extractions corresponded to three "forms" of metals in soil including soluble (water-saturation extract); plant-available/weakly adsorbed (DTPA extract); and total (HNO3/H202 extract). Of the extractants tested the DTPA levels appeared to correlate best with metal levels in plant tissue. The DTPA soil extractant serves as a useful tool in predicting potential phytotoxicity of mine waste materials.

Table 46 and figure 16 show the number of fires and fire injuries for metal/nonmetal mills by state during 1990-2001. Table 46 also shows the injury risk rates, employees&apos; working hours, and lost workdays. In all, 77 fires occurred in 26 states. Thirty-seven of the fires caused 41 injuries and 1 fatality (including 5 fires and 3 injuries involving contractors). The yearly average was 6.4 fires and 3.4 injuries. Fifty-four fires with 26 injuries and 1 fatality occurred at metal mills; 23 fires with 15 injuries occurred at nonmetal mills. The Ewhr value was 845 x 106 hr (Irr = 0.01), and the LWD value was 6,681. Minnesota had the most fires (16 fires and 5 injuries), followed by Arizona (9 fires and 3 injuries), Wyoming (8 fires and 3 injuries), Nevada (7 fires, 4 injuries, and 1 fatality), and Texas (4 fires and 7 injuries). Of these states, Texas had the highest injury risk rate value (Irr = 0.033). Table 47, partly illustrated in figure 17, shows the number of fires, fire injuries, fire fatalities, risk rates, employees&apos; working hours, and lost workdays by time period. The number of fires increased slightly during the second period, then decreased during the remaining periods. The number of fire injuries show a decrease during most of the periods (an increase is seen during the third period), accompanied by a decline in employees&apos; working hours during most of the periods. The Irr values follow patterns similar to those shown by the injury values. Tables 48-53 show the number of fires by ignition source, method of detection and suppression, equipment involved, location, and burning material by time period. Figure 18 shows the major variables related to fires for 1990-2001. Table 54 shows the number of fire injuries per number of fires causing injuries and total fires by year, ignition source, equipment involved, and location.

Since the promulgation of the MINER Act and the follow-up changes to the regulations governing mine seal construction and maintenance, mine operators must be acutely aware of the atmosphere in sealed mine areas and prepared to deploy control technologies when the conditions are warranted. On Site Gas Systems1 in Newington, Connecticut was awarded a contract by the National Institute for Occupational Safety and Health (NIOSH) to construct a novel in-mine nitrogen (N2) generation plant using pressure swing adsorption (PSA) technology. PSA technology utilizes carbon molecular sieve material and pressure to adsorb oxygen (O2) molecules while allowing N2 molecules to pass through the sieve material. The prototype PSA unit was tested at the NIOSH Safety Research Coal Mine (SRCM) where a 62,000 ft3 area of the mine was rendered inert during a series of two tests. The resultant data were then used to construct a CFD simulation of both injection tests. In addition, O2 depletion and gas leakage rates were quantified in the model and were compared to actual values. Once the model was calibrated, the sealed mine area was doubled and simulations were made with various injection rates and injection site locations to determine the impact on the time needed to render this area inert. This paper presents an overview of the PSA plant, the details of the gas injection tests and CFD modeling work.

Metallurgists and coal-washing engineers have used heavy liquids for years in studying the characteristics of ores and coal. By such means true separations can be made between the various specific-gravity increments in the materials examined. To use of heavy liquids has permitted determination of the possible grades of tailings and concentrates by specific-gravity methods on any particular size, and therefore the size to which the ore must be crushed to free the valuable material. The simplicity of float-and-sink separation and the high degree of efficiency attained in the laboratory are factors that commend the method for commercial concentrations.

On-the-job training (OJT) is a very common method of teaching job skills. Much of the training is done by experienced workers. This paper discusses small investments that can help improve the effectiveness of OJT. Effective OJT involves some structure and planning in the transfer of responsibility for task performance from the trainer to the novice. Assisting the OJT trainer could involve helping develop up-to-date job analyses and offering strategies for teaching and evaluating job skills. The scope of this paper addresses (1) organizational considerations supporting structured OJT, (2) general strategies for structuring OJT, (3) a typical approach for conducting OJT, (4) characteristics and duties of OJT trainers, and (5) limitations of OJT as a teaching method. Health, safety, and operational skills can be connected through training. Haul truck operator training is used to illustrate some of the concepts discussed in this paper.

"INTRODUCTION This is the second report of investigations describing tests in full-scale commercial heats of steel-using electrolytic manganese having a purity of about 99.95 percent, produced in the Bureau's pilot plant at Boulder City, Nev. The first report dealt with tests in cooperation with two companies can the use,of electrolytic manganese in the manufacture of stainless steel. 3/ Plans aril cost estimates for reasonably large commercial, electrolytic plants based upon pilot-plant experience, as well as the comments of a number of concerns where electrolytic manganese has been tried, are contained in another publication.4/ The tests in cooperation with industry are part of the Bureau of Mines program of investigations of methods of utilizing low-grade domestic manganese ores, thereby the United States leas dependent upon foreign sources of manganese for metallurgical use. The Boulder City pilot plant already has demonstrated the feasibility of producing electrolytic manganese from several of the most important reserves of low-grade manganese ore. As the ferromanganese normally used by the steel industry represents the bulk of the Nation's manganese requirements, the usefulness and possi¬ble advantages of electrolytic manganese in the manufacture of steel must be established if electrowinning from domestic ores is to become an important factor of manganese supply.Preliminary arrangements for the cooperative tests at the Atlas Steel Casting Co., Buffalo,. N. Y., were made with E. L. Altenburg, vice president and general manager of the company, by A. A. Dow. 5/ The data on the tests at the Atlas plant presented herein are based upon reports of E. L. In relation to dust, there are three categories of continuous miner faces depending on the type of ventilation and whether or not a machine-mounted dust scrubber is used. These are— 1. Mining machines with dust scrubbers used with blowing face ventilation 2. Mining machines with dust scrubbers used with exhaust face ventilation 3. Mining machines without scrubbers used with exhaust face ventilation The approach to dust control is somewhat different in all three of these. However, there are many dust control features (such as the need to provide adequate airflow) common to all continuous miner sections. For workers at roof bolter faces, there are two dust sources: 1. Dust from the continuous miner when it is upwind. 2. A malfunctioning dust collector on the bolter, which allows dust to escape DESIGN AND OPERATION OF MACHINE-MOUNTED SCRUBBERS [Almost all new continuous miners are equipped with scrubbers. When the dust is excessive, it is possible that the scrubber needs some maintenance.]

On the night of June 8, 1917, the flame of a carbide lamp accidentally set fire to the uncovered and frayed insulation of an armored power cable near the 2,400-foot level of the North Butte Mining Co.&apos;s Granite Mountain shaft. How this insulation accidentally became exposed is explained on page 15. The highly flammable oiled fabric set fire to the shaft timbers, and as this is a downcast shaft the fire spread with great rapidity, soon filling the mine workings with smoke and gas. At the time 410 men were working underground, 247 of whom escaped by various means, but most of the 163 remaining were probably overcome soon after the lire started, and perished. Only two men were actually burned. The cause of the disaster was purely accidental. The immediate effect was the unexpected reversal of normal conditions; the ultimate effect was great loss of life and the destruction of the main hoisting shaft, putting it temporarily out of service. The work of rescue and fire fighting continued eight days. The following pages present an attempt to draw some practical conclusions and suggestions from this disaster. The property of the North Butte Mining Co. consists of about 220 acres in the northeastern part of the Butte district, Montana. Next to the Anaconda Copper Mining Co. it is the largest pro¬ducer of the district. In 1916, the year before the disaster, there were 1,160 men employed. The output was 560,947 tons of ore, which yielded 24,498,181 pounds of copper, 1,047,063 ounces of silver, 1,712 ounces of gold, and 412,953 pounds of zinc. The profit was $2,479,595. The total development work for that year was 21,694 feet. During the first half of 1917, the year of the accident, the daily tonnage of ore averaged 2,000, an increase of 400 tons over that of the year 1916.

Analyses of statistical data indicate that haulage accidents are one of the largest sources of injuries and fatalities in underground coal mines, and that the rate of accidents in transportation has been increasing during the past few years. These previous analyses were performed by correlating accident or fatality data at a rather high level of miner activity. In this present investigation, underground surveys were made by observing conditions and activities in some detail at a rather low level of activity in an attempt to understand factors contributing to hazards in the specific situations observed. The aim of the current study was to derive preventive measures that might obviate the hazardous conditions and unsafe acts observed; and, following this, to provide recommendations for additional research and development to reduce accident potential in underground transportation. The major project tasks are diagrammed together with the task outputs in figure 1-1. Initially, a preliminary study of ell underground haulage operations was performed in order to establish the kinds of data needed and to provide the rationale leading to the data requirement. At the same time, the various types of haulage equipment used for each operation were defined. A preliminary analysis of each type of haulage operation was performed in order to establish the sequence of tasks required to operate haulage equipment. These tasks were transferred directly onto observation forms, and were used in developing interview forms. In parallel with the task analysis, a review was made of accidents and hazards that might occur during each type of operation.

The Bureau of Mines, in support of its overall goal of helping to meet future U.S. demand for minerals, undertook this study to aid the quarry entrepreneur and/or operator in developing quarries near urban areas. In response to increased environmental concerns, the quarry operator often must take steps beyond those required in the last decade toward gaining permits for quarrying near metropolitan areas. Following the steps suggested in this report should increase the chances to obtain the permits to open and develop a quarry. Each task and question in the general plan flow diagrams are described in detail, with the flow diagrams aimed at the goal of acquiring the necessary permits. The appendixes include (1) types of projects for which Environmental Impact Statements (EIS&apos;s) may be prepared and Federal agencies responsible for preparing them, (2) State contacts for information regarding environmental impact assessment requirements and mining and mineral land reclamation laws, (3) a checklist of environmental inventory factors, (4) a tabulation of different regulations that affect mining in Michigan and the number of townships and counties that have each of the listed regulations, and (5) environmental logic associated with site selection. A central recommendation is that the quarry entrepreneur and/or operator coordinate plans at the beginning with local government officials (such as township supervisors and/or city and county planning board members), State and Federal officials, and public groups that will be affected.

Shales from 10 locations in Michigan were sampled, tested, and evaluated to determine their suitability as raw materials for producing lightweight aggregate by rotary-kiln methods. Sampling procedures and the geology of the shale units tested are discussed. Preliminary testing in a muffle furnace preceded extensive testing in a l6-inch by 14-foot rotary-kiln. Rotary-kiln products from these shales ranged in weight from 35.5 to 61.2 pounds per cubic foot (pcf). Concrete test specimens made pith selected aggregates were evaluated to determine the qualities of the concrete. Compressive strengths of the concrete ranged from 2,830 to 4,240 psi after 28 days of curing. Unit weight of the concrete ranged from 94.8 to 101.5 pcf. Lightweight aggregate suitable for use in structural concrete meeting ASTM standards was produced by the rotary-kiln method using shale samples from two locations.

The manganiferous schists occurring in the vicinity of Kings Mountain, North and South Carolina, suggest significant tonnages of potential submarginal ores. Although some reconnaissance work in connection with these deposits has been reported, no recent information has been published. Evaluation of the schists as a possible domestic manganese resource has not always adequately considered the fact that the manganese content occurs quantitatively both as oxide and as the silicate, spessartite. The Bureau of Mines investigation herein reported includes preliminary studies to indicate the extent of manganese oxide mineralization and to deter-mine the amenability of the material to sulfur dioxide leaching. The field reconnaissance studies suggest a resource containing in one area an average of 6.4 percent manganese as oxide. The procurement of depth information was beyond the scope of the investigation.

In 1984, at the request of Bureau of Land Management, the Bureau of Mines studied 8,500 acres of the 20,250-acre Seven Blackfoot Wilderness Study Area (WSA) consisting of all 3,950 acres of MT-024-657A and 4,550 acres of the 4,850 acre MT-024-657B in order to evaluate the mineral resources. Within this report these 8,500 acres are referred to as the study area. Located about 30 miles northwest of Jordan, MT, the study area is underlain by outcrops of Quaternary alluvium and Cretaceous to Paleocene sandstones, shales, clays, and coal. No mines or prospects were found in the study area. Except for some current interest in petroleum and natural gas, there has been no mineral exploration activity in the study area. The study area contains subeconomic clay, placer gold, and coal. Land within the study area is leased or under lease application for oil and gas.

In a review of so 40 papers on damage to residential structures resulting from blasting, only 3 were found that present data on the observed amplitude and frequency of the vibration levels produced by blasting together with an observed degree of damage to a residential structure. The data from these three reports have been analyzed statistically to determine if one of the quantities, displacement, velocity, or acceleration, is more reliable than the others for estimating the degree of damage to a residential structure. From this analysis the conclusion is drawn that a given degree of damage to a structure is most closely related to the magnitude of the particle velocity of the wave motion passing thru the earth at the structure location. On the average, only minor damage it observed for peak particle velocities of 5.4 inches per second, and major damage is observed for peak particle velocities of 7.6 inches per second. When the spread of the data is taken into consideration, the following statement can be made: Wave motions that have a peak particle velocity in excess of 2 inches per second have a fair probability of producing some damage to structures, whereas wave motions that have a peak velocity less than 2 inches per second have a very low probability of causing any damage. Therefore, the recommendation is made that vibration levels in the vicinity of residential structures should be maintained below a peat particle velocity of 2 inches per second. The above criterion for safe blasting is considered to hold over a wide variety of soil and rock conditions because the original data were obtained for a wide range of soil and rock conditions and on various types of residential structures. The data published in this retort cover only one phase of a special study of tile physical and chemical properties s of only Alabama coals made by the Bureau of Mines. In addition to determinations of friability, the survey included determinations of grindability, B.t.u. value, and ash-fusion temperature. Assay distillation tests, both for high- and low-temperature carbonization, and proximate and ultimate analyses were made also. However, this preliminary paper is concerned only with the results of friability tests and is issued to expedite the release of this information to the public. The friability, test measures the liability of a coal to break into smaller pieces when subjected to repeated handling, as occurs in the mining, preparation, and transportation operations. Friability depends on many physical characteristics of the coal that vary not only between different seams but also in the same seam. The laboratory methods of determining friability have been developed to give a practical means of estimating degradation of size. So far as is known to the authors, no data on the friability of Alabama coals have ever been published. This caper makes available for the first time fairly comprehensive3 information on this subject. Because the procedure for the tumbler test for determining the friability of coal is relatively new to the coal operators, the authors Lave included a, complete description of it in this report.
