IT is generally accepted that for transport of coal underground from different collecting stations, the system of endless rope haulage with remote control is not only one of the safest and most economIcal, but is also one of the most'efficlent in dealing with output.When the coal measures lie in regular planes, the work of laying down such a haulage presents no difficulties. When, however, the dip of the measures is Irregular, or dislocated by faulting, the management is faced with the problem of constructing vertical curves of such a radius that the sag of the rope will correspond with the road bed, and thus obviate the danger of the rope rising and throwing the skips off the track.The direction of the main roads for haulage purposes being ascertained from the plan of the royalty to be worked, the faults or dislocations in the seam are determined for these roads with the greatest possible accuracy by means of bore holes from the surface.From the data thus obtained the haulage road can generally be so graded that the rope will keep on the floor during haulage operations, although the grades may in places be synclinal.The writer confesses that he knows of no accurate formula for calculating the sag of the rope under varying tensions and so determining the safe radius of the curve, and he had to depend upon past experiences under somewhat sImilar conditions.The accompanying sections illustrate a case where the writer has recently installed an endless rope underground approximately 5000 ft. in length, from the foot of a tunnel in which an endless rope delivers the output to the screening plant, and having to negotiate, first a 400-ft. downthrow fault, and later a 32 ft. upthrow.

AIR-LOCK AT No. 14 SHAFT.Some time ago it became desirable to raise and lower the McBride tunnel men to save them walking the inclined tunnel, about a mile in length, with a dip of nearly 600 ft., and a maximum gradient of 1 in 4. The main Upcast shaft, No. 14, was, therefore, equipped for winding the men. As this shaft was the main ventilating shaft for the McBride tunnel mine, it was necessary to take the greatest precautions against leakage of air. The writer therefore devised the concrete structure shown in Plate 1.The structure, as shown, surrounds the shaft inside the poppet legs. As the men are wound on double-decked cages (twelve men to each deck) provision is made at both top and bottom for the two decks to be loaded and emptied simultaneously. The doorsover the sky shaft, shown in the drawing, have been cut out and the sky shaft has been close-timbered with a double layer of T. and G. flooring boards, with building paper between, nearly up to the thimble frame, a small hole only being left for the winding rope topass through. The space between the ramps is glazed with plate glass to allow the winding-engine driver a good view of the pit top.The men are wound from two levels, 302 ft. and 611 ft.2. IN carrying out experiments to determine the amount of metal taken away by fume or fine dust the apparatus used requires to be strong and compact, as it is generaIIy necessary to work on a staging fixed at considerable distance above the ground and against a smoke stack or flue. It is essential that the test be carried out at a part of the stack welI away from any bends, to prevent eddies. The method described below has been used for estimating the dust losses from Dwight & Lloyd sintering machines, antimony drossing furnaces, pot sintering trials, etc., and has been founc! satisfaetory. It is welI to bear in mind that the longer the period over which dust coIIection is extended, the more valuable the result is likely to be. The rateof aspiration of the gases through the apparatus is kept as regular as possible by changing the filter thimbles frequently, and the rate of flow should correspond closely with the rate of flow of the gases up the stack.The apparatus required for carrying out a test is as folIows :-{a) Thermometers : two are required, one for taking the temperature of the gas in the stack and one for giving the temperature of the gas in the aspirating drum. The fine grained complex orebody at Elura contains galena, silver and sphalerite in a matrix which is mostly pyrite; sulphides account for about 90% of the orebody. A differential flotation circuit is operated to con- centrate lead and silver in the first section and zinc in the second. The metallurgical performance to date indicates the need for improvement. The lead section has been sampled in detail to comprehensively assess its overall performance and to define problems associated with lead and silver flotation. The substantial amount of pyrite in the feed dominated the perfor- mance of each stage of the separation. It was responsible for extensive dilution of all concentrates and, as a consequence, for very large circulating loads. The rougher concentrate contained 68% pyrite some of which was rejected through the three stages of cleaning to 39% in the final concen- trate. However, this was still sufficient to hold the assay of this product below 45% Pb. Size by size behaviour shows that flotation rates of the valuable minerals, as characterised by their rate coefficients, were low through- out the circuit. There was a significant deterioration in these rates between rougher and cleaner I stages which resulted in large circulating loads between these stages. There was practically no recovery of coarse valu- able minerals to the final concentrate. The dilution of the final concen- trate by non-sulphide gangue was not a major problem. If the recovery of the galena and silver in the +38¦m size range could be raised to that of the - 381Lm size range, galena recovery would rise from 78% to 86% and silver recovery would improve from 46% to 59%. The Pb grade of the final concentrate would remain the same.

I was delighted to be invited, and to accept the invitation, to welcome to this specialist meeting on an intriguing subject, the local participants and - most importantly - the international contributors. Technical o analysis of blast furnace operations has for many years formed the basis of intense research throughout the iron and steel industry, world wide, because the efficiency of blast furnace operation estab- lishes the foundation for all subsequent processes in a steel plant. So much depends on the constant, efficient performance of iron melting units in relation to costs, quality, regularity of operations and reli- able delivery performance to our customers.

I am honoured to have been asked by Sir James Foots, the President of the Congress Organising Committee, to open this, the 13th Congress of the Council of Mining and Metallurgical Institutions. The theme you will be addressing over the next few days is "The Twenty First Century - Mining, for Mankind" - a theme that must be regarded as an enormous challenge for the entire minerals industry. Previous conferences, starting in 1924 in London and followed by two others in the United Kingdom, have also taken place in Canada (three), Southern Africa (three), Australasia (two), and Hong Kong (one), but this is the first to be held in Singapore.

It is a facet of modern-day life that change, even of a revolu- tionary nature, normally passes without comment. People have become so conditioned to continuous improve- ments in every aspect of their lives that they would be surprised only if there were to be no change. This paper seeks to demonstrate the extent of technical change, and to indicate the need for a fuller advantage to be taken of the technologies available, or potentially available, to the profes- sion. It contends that the mineral industry has been particularly slow to embrace technical change, and has good reason to con- sider an improved attitude for both prosperity and survival.

Saxonvale mine is a multi bench open pit coal mine developed to its Stage I capacity of 1.75 Mt/y of run of mine coal. Detailed engineering studies for the mine commenced in April 1980, approval to proceed with the development was received in July 1980 and first coal shipments were made in April 1982. The engineering and project management of the mine development was carried out by BHP Engineering. This paper outlines the design and site administration for the development and describes both the organisation structure and the control and administration procedures used by BHP Engineering to ensure that the project was Successful.

Opencast blasting is notoriously subject to variable blasting conditions, some of which are related to changes in ground conditions and some to human and equipment factors. As drilling and blasting constitute a high proportion of working costs, control in this area is crucial for good management. During a recent exercise, wireline logging of blastholes was shown to have the potential to provide invaluable data for optimising blasting control and design. The paper reports on the exercise undertaken, showing that serious misconceptions as to the borehole diameters, explosive densities and posi- tions of decking were quickly corrected using the method. Potential use in blast design is discussed, as are the cost implications.

The debismuthising plant, commissioned in 1980, is based on the Kroll-Betterton process for preliminary bismuth removal with subsequent antimony treatment for fine debismuthising. Bullion flowrate is continuous and the plant was designed to achieve low bismuth lead product at rates of up to 20 tonne/h.Development of the first stage of the operation has enabled reliable operations at 25 tonne/h to be achieved. Thesedevelopments also introduced the opportunity to treat higher bismuth bullion at up to 35 tonne/h when operating the first stage only to produce product lead of 0.029 per cent Bi, meeting the ASTM B29-55 Corroding Lead Standard.

Someone once said "Leadership is the ability to inflict pain and get away with it." The same can be said about successful management of equipment suppliers. Improved performance will not be achieved without some pain, but it should be evenly spread between both parties. In practically all mining situations there is a great deal of scope for improving performance and reducing maintenance costs on an extremely wide range of plant, but it requires co-operative effort. Most mine maintenance engineers attribute the main problems to the equipment suppliers, unsuitable designs, lack of spares, untrained servicemen, lack of standardisation, poor maintenance manuals, and so on. Conversely the suppliers' engineers are usually convinced that problems with their product are exclusively due to poor maintenance management, after all they never have the same problem elsewhere. Of course both are correct to some degree. My aim in this paper is to explore the opportunities for substituting collaboration for confrontation between the engineers of the mining and supplying companies. I will also propose that contrary to common belief, the mines rather than the suppliers, should be taking the management initiative needed to achieve a closer and more effective relationship, Many would argue that this initiative should remain solely with the supplier; after

The geochemistry of waste rock from mining operations is critical to the development of acidity-related environmental problems during mining operations, and following mine closure. Failure to recognise the potential for waste rock to produce acidic oxidation products may cause mobilisation of heavy metals into ground and surface waters, and create heavy metal levels in soils which are toxic to plants, causing the failure of revegetation programs. Although more usually associated with wet tropical environments, the potential exists for these problems to occur even in and regions such as the Eastern Goldfields region of Western Australia unless appropriate pre-planning is undertaken.Acidity-related mine waste problems can be extremely expensive to rectify, but can be avoided by waste rock characterisation, and pre-planning of waste rock deposition based on this information. Integration of knowledge of waste rock geochemistry with geotechnical engineering, and application to likely problems, is essential for the successful planning and implementation of cost-effective strategies to avoid problems occurring. Pre-planning to avoid problems is likely to be significantly less expensive in most cases than remedial actions to rectify problems after they have occurred, and in fact may involve no additional cost if it requires only rescheduling or redesign of existing or planned Activities.

This paper describes the characteristics of blasting which set it apart from other methods of breaking rock. The mechanism of rock breakage and the influence of rock proper- ties are then discussed. The strain and fragmentation produced by a cylindrical charge does not change once the charge is longer than 16 blasthole diameters. The influence of bench geometry, charge length and drill diameter are then examined. It is shown that spherical charges have advantages over long slender cylindrical charges. By selection of the appropriate drill diameter, explosive and charge configuration the optimum blasting practice for a given rock to give suitable fragmentation and muckpile profile for sub- sequent handling can be found. The fragmentat- ion depends not only on rock and explosive properties but also on the pattern which dictates how effectively the cracking is utilised. The size distribution of the fragments is given by the Rosin - Rammler equation. Undesirable cracking of the rock in the final wall can be controlled by the careful design of blasts as they approach the final wall. Finally, it is concluded that because of the distance to which blasting can fracture and then displace rock it is suited for the breakage of large volumes of rock.

Nearly eighteen months ago Newmont Waihi Operations joined with the local district council and members of the Waihi community in the initiation and running of a community liaison forum.   This forum û the Waihi Community Consultative Committee (WCCC) û was set up with the objective of improving communication, providing a forum for discussion and ultimately working through a range of issues relating to the future of the town and district after the projected closure of Martha Mine in late-2006.   After 18 months of meetings where all represented groups have presented their views, the challenge now is to work together to investigate likely options, seek sources of funding, produce business proposals and plan for the future of Waihi in what we call the Golden Legacy Project.   This paper backgrounds the companyÆs experiences to date, the issues the group has addressed and its proposals for the future. Methods employed to set up an effective community liaison forum are considered, drawing on specific examples from the WCCC. The actions and structures required to ensure effective and ongoing community æbuy inÆ at all levels are also discussed.   This paper develops themes addressed in Taking it to the Streets presented in 2003.

The Curragh mine has complex operating conditions. The mine operates in four seams to produce two coal qualities and is divided into five pits which have different qualities and coal preparation characteristics. The combination of all of the necessary controls to achieve maximum resource utilisation has necessitated the development of suitable software to assist the quality control engineering function. The required software had to be able to plan the optimum yield of coking coal whilst achieving the quality parameters for the coking coal and co-produced steam coal. The program has been designed to evaluate all of the mine faces available for coking coal production. The optimisation of coking coal production is planned and co-produced middlings steam coal determined. The optimum steam coal product is determined using the middlings in combination with bypass production.The computer software to carry out these functions has been designed by using an exploration data base as the raw data source. The program accesses this data and uses a coal preparation prediction program to determine the yield vs. ash relationship for each coal face. A linear program selects the optimum -combination based upon equal incremental ash values. The final output lists feed tonnages, coal preparation conditions, product tonnages and full coal quality data.

Recent exploratory work has greatly enlarged our knowledge of the geology of the sedimentary basins of Western Australia. The most pros-pective of these for oil explorati on are believed to be the Canning, Carnarvon, 'and Perth Basins.The search for oil. in, the Canning Basin has fora the most part been concentrated in" the western part, where four main structural units are now recognized - the Lennard Shelf, Fitzroy Trough, Jurgurra Terrace, and-South Cariizin.g Basin. Of these the Leonard Shelf may. be the'most prospective. The principal objective on the Shelf is the Devonian sequence, which in-cludes well'developed reef complexes. The Lower Carboniferous is regarded., as a further objective, as it contained small quantities of oil in theMeda No. I well.In the. Carnarvon Basin most explorati on has been conducted in the coastal belt of'Tertiary folding, especially in the Cape Range-Rough Range area. -The discovery of oil in the first test well. drilled.in the-basin - Rough Range no. 1 - raised great hopes, for the quick discovery of a ecmuercial field. However the other wells on Rough Range have been dry, and no discoveries have-been made in the-wells drilled on other anticlines.in the basin.

The EPA National Risk Management Research Laboratory (NRMRL) Mine Waste Technology Program (MWTP) and the EPA Region VIII Superfund office are jointly conducting a field-scale technology demonstration of a two-step in situ treatment of the acidic Anchor Hill Pit lake at the Gilt Edge Mine Superfund site near Deadwood, South Dakota, USA. The project goal is to develop cost and performance data for the in situ treatment for potential application in long-term water treatment/management activities at the Gilt Edge site, and for potential application at other similar sites. Lime neutralisation of the pit using a Neutra-Mill was accomplished in the spring of 2001, with a resultant lime utilisation efficiency of about 71 per cent, and a typical throughput of about 1 tonne per hour using coarse, pebble quicklime and 1.4 tonnes per hour using finer, ground lime. Redox-mediated biotransformation treatment of the pit has been ongoing since May 2001. As of January 2003, denitrification is complete in the near-surface waters and about 90 per cent complete in the deeper waters. Bacterial sulfate reduction is expected to begin in the near future. This paper describes project activities, results, and lessons-learned to-date as well as future monitoring plans.
