The Australian Constitution specifies certain powers of the Commonwealth Government to be used in its capacity as the national government. Certain of these broad powers result in the Com- monwealth having a facility to play an important part in the development of the mining industry. The State Governments, however, by virtue of their wide powers to regulate matters within the boundaries of a particular State, are more directly involved in the day to day administration and standards of activities of mining operations. In this respect the Common- wealth has something of a dual role because of its "State-like" responsibilities for the mainland Terri- tories. The components of the role that the Common- wealth Government discharges in relation to the mining industry are qualified to varying extents at particular times by the political persuasion of the Government. In absolute terms the components are as follows. 1. Economic management. The Commonwealth's fiscal and monetary policies have an important effect on industry as well as on State finances. In particular, the taxation regime employed by the Commonwealth Government is of direct importance to economic decision-makers in the mining industry. 2. International matters. International trade and commodity matters are, more and more, becoming an everyday part of the conduct of a nation's foreign affairs. 3. Exports. The Commonwealth Government, via the constitutional powers over overseas trade, have exercised varying degrees of control over mineral exports to achieve particular objectives. 4. Foreign capital and investment. Australia in general, and the mining industry in particular, is and will continue to be a net importer of capital. There appears to be bipartisan political agreement in Australia that foreign investment policy must be enunciated to ensure that investors. are in no doubt that Australia welcomes beneficial investment and technology from overseas. 5. Environment and Aborigines. Governments, both Commonwealth and State, have in recent years become more involved in these areas in response to their interpretations of community aspirations. 6. Energy. Access to assured supplies of energy is now viewed, by Governments worldwide, as a desirable asset to ensure the well-being of a nation's people and industries.

Australia is a highly significant hub in the global minerals business. This paper will present the results of global and national studies looking at the potential 20 to 30 year future evolution of the mining and metals industry.   Globally, the World Economic Forum launched a Mining and Metals Scenarios project in January 2009 to explore the question: 'How will the environment for the global mining and metals industry look in 2030?'. As part of a structured strategic foresight process, eight workshops were held across the world over the course of a year which brought together over 200 leaders from the private sector, government, academia and non-governmental organisations. The workshops were supplemented by personal interviews and guided by an international advisory board.   Critical uncertainties for the future of the industry were identified and compare extremely well with the outcomes of a national survey of AusIMM members identifying the key issues and drivers shaping the future of their operations. Global context was one of the most significant issues identified by The AusIMM membership, which is expanded in the World Economic Forum study in terms of: geopolitics; global governance; action on climate change; and economic outlook. More specifically, this global study developed three divergent yet plausible scenarios describing potential environments for the global metals and mining industry in 2030. These scenarios are compared with ground-breaking global foresight work coordinated by the Stockholm Environment Institute in the 1990s. The scenarios will help decision makers rehearse alternative futures, anticipate potential hazards and identify business opportunities - new solutions, new markets and new connections. The presentation will present these scenarios as a way of challenging thinking, testing established wisdom, and stimulating imagination about the business case for the mine of the future. As Marcel Proust put it, 'The real voyage of discovery consists not in seeking new landscapes but in having new eyes'. This is an ABSTRACT ONLY no paper was prepared for this presentation.

A series of laboratory flotation tests were conducted to evaluate the effectiveness of various depressants as arsenic (and zinc) depressants in the lead cleaner stage of the NBHC mill at Broken Hill. The depressants used included potassium cyanide, ferrous sulphate, sodium hypochlorite, potassium ferricyanide and two Cyanamid commerical depressants, Aerodepressants 610 and 633. A standard roughing stage was completed before the addition of the reagents in the cleaning stage. All reagents tested produced significant arsenic depression, with the best results being obtained with the addition of potassium cyanide and sodium hypochlorite. Some of the depressants activated the zinc in the process of arsenic depression. The best result was obtained with the addition of 90 g/t potassium cyanide at a pH of 10 when arsenic recovery was only 1/4 that of the value obtained for the standard test.

Host minerals for gold have been of great interest to exploration geologists and metallurgists for a variety of reasons. The depletion of high grade ores in many parts of the world requires that greater attention be given to the study of host min-erals for gold. Some host minerals have been employed in exploration as traces for gold. They are also essential in the design of extraction processes for treating gold ores.This paper reviews the mineralogy of important gold deposits of Papua New Guinea (PNG), Indonesia and New Zealand and focuses attention on the ore minerals and rock-forming minerals that host gold.

The installation of on-line analysis systems in the open-pit mines of the Public Power Corporation SA (PPC, the state-owned electricity entity of Greece) is considered to be the key-parameter for performing improved quality control and blending/homogenisation of the produced lignite. In order to investigate the accuracy of these systems under the site-specific conditions of the Greek lignite deposits, a research project was carried out. This was necessary since there is lack of experience in using on-line analysers in mines that produce a fuel of such a poor and largely fluctuating quality. After thorough market research, a dual energy gamma ray transmission on-line ash analyser was installed in Kardia mine of Ptolemais û Amynteon Lignite Centre, which is located in West Macedonia, Greece. The initial results obtained after the realisation of a series of dual-comparison trials (ie using two series of reference values that allow three-way comparisons) pointed out several problems that obstacle the achievement of high accuracy on-line measurements. More specifically, the measurements obtained by the analyser were higher than the concentrations determined by the two laboratories when the ash content was lower than 12 per cent (in wet basis). On the contrary, when the ash content was higher than 12 per cent, the measurements of the on-line analyser were lower than the concentrations determined by the laboratories. In other words, the range of the measurements obtained by the analyser was narrower than that corresponding to the lab analyses results. Therefore, the use of this on-line analysis system under the site-specific operating conditions of Kardia mine does not guarantee improved quality control of the lignite fed to the mine-mouth located power plant. Most probable reasons that explain the above-mentioned problems are the following: The frequent and widely ranging fluctuations of the chemical and mineralogical composition of the lignite transported by the conveyor belt, especially as far as its calcium content is concerned. This result from the nature and the origin of the mineral matter co-excavated with the lignite, which varies from calcareous marls to sands and clays rich in aluminium and silica minerals. The fluctuations of the lignite quantity transported by the conveyor belt. The change of the linear concentration of iron contained in the fabric of different belt parts.

Minerals and Metals Group (MMG) Century mine (Century) is a large open-cut mine in northwest Queensland approximately 2.5 km long, 1.5 km wide and 240 m deep, with an ultimate pit depth of 320 m. In 2009, the mine experienced three failures which began as small failures, and progressively developed into significant multi-batter failures. The incidents were managed by a combination of analysis, redesign and practical management to achieve positive outcomes for the mine. On the south wall of the mine, a series of batter-scale wedge failures occurred in December 2007. Analysis of structure orientations and design changes aimed to minimise the risk of failure extending over multiple batters, while accepting a risk of further small-scale failures. Design changes were constrained by a culturally sensitive area (CSA) located south of the wall. As mining progressed, shallow wedge failures developed over multiple batters and cracks were observed 60m back from the pit crest, indicating that a large-scale wedge failure was developing. Movement increased in January 2009 as a result of significant rainfall. After considering several design options, the area was stabilised by a cut-back of the wall. Two multi-batter failures also occurred on the north wall as mining progressed through a structurally complex area. Both north wall failures began as small failures that progressively developed, and required a redesign of the wall below as well as practical management of safety aspects. The complex structural geology was difficult to predict ahead of mining, and required geotechnical input into design changes as mining progressed. All three failures potentially had significant impact for ore recovery, and were managed by a combination of analysis, redesign and operational management have resulted to achieve positive outcomes in a challenging mining environment.

One of the key challenges for the mining industry globally is the rehabilitation of mine waste, and Queensland is no exception. Out of pit waste structures including waste rock dumps and tailings storage facilities, create novel landforms which require ongoing maintenance and pose risks to the environment and sometimes to communities. Where multiple mines co-exist, such as parts of Queensland’s Bowen Basin, individual mines can often be constrained by adjoining operations. This presents opportunities for broader rehabilitation strategies to be considered, more than the current single mine focus, that may provide better environmental outcomes for a region. Given recent global disasters involving tailings storage facilities, and our team’s endeavours to drive Queensland to achieve leading practice in mined land rehabilitation, we are exploring the potential to maximise in-pit tailings disposal opportunities for coalmines through shared waste management strategies. A shared waste management strategy is where two (or more) mines, owned by different companies and operated under different environmental permits, transport tailings from one mine to the other in close proximity, for disposal in a disused pit. This would reduce the number of waste structures to be built, operated, rehabilitated, and managed in perpetuity. Our objectives are to identify and remove barriers to tailings transfers between sites to:  minimise environmental risk  minimise long-term liability of managing mining waste and associated structures  support improved outcomes for the local community. To determine the scale of coal waste disposal practices in Queensland, internal data and publicly available imagery was analysed by the Department of Environment and Science in 2022. Approximately 6500 ha of land in Queensland is utilised for coalmine tailings storage facilities or codisposal areas, with ≈ 3700 ha of this being out of pit.

The central thickened discharge system of tailings disposal takes advantage of the natural beach slope formed by sub-aerially discharged tailings, and the non-segregating properties of thickened tailings, to create a homogeneous conical stack. The need for containing embankments can be largely avoided leading to capital and operating cost savings. Methods for estimating beach slopes and tailings density, essential parameters for the design of such a system, are described. Case histories from three mining operations are used to illustrate the application of the technique, There are also seen to be potential advantages in the areas of water management, seepage, and rehabilitation. Laboratory and in-situ testing enable parameters to be determined.

With constantly rising energy costs it is ever more important that we look at ways of im- proving comminution efficiency both in terms of power consumed as well as capital costs required for purchasing and installing equipment. I intend to show that commonly used appli- cation criteria, which is presently accepted for designing crushing and screening plants, need drastic revision if it is to be used to accura- tely design, predict and refine performance in new and existing facilities. Unless we can calculate performance accurately, we cannot minimise capital investment and maximize Profitability.

Technological advances evolve in different ways; many are the result of years of application of scientific method. i.e. Observation Deduction Hypothesis Proof In the mining industry, better explosives, drill bits or reagents are likely to evolve in this way. The scientific method is suited to the application of conventional management structures. Other advances are simply the result of a "brainstorm", or building a better mousetrap. Such inspiration probably resulted in "Split Set" rock bolts, or the first use of a vacuum cleaner principle for shaft mucking. Individual consultants can apply lateral thinking to generate such inspiration. In gathering material for the presentation of this paper, I sent a.letter to all members of the Mineral Industry Consultants Association asking them to nominate problems in the industry requiring investigation. The answers have been divided into two classifications - contract research underway and identified problems requiring solutions.

ABS'TRACT For a number of years research efforts have been directed towards improving the efficiency of sampling and analysing coal mine roadway dusts. In the past decade the practicality of rapid, on site analysis of the incombustible content of these dusts using a radioactive technique has been receiving close attention both in Australia and overseas. Accurate measurement of the total incombustibles present is only possible by time consuming chemical methods. As the densities of the solid incombustible materials are greater than that of coal, they absorb a higher proportion of incident low energy gamma radiation than does coal. The amount of such radiation "back scattered" from mine dust samples is therefore inversely related to their average densities, and hence to their incombustible contents. This phenomenon can be used as a measure of incombustible content by employing an appropriately designed and calibrated instrument.

The Tick Hill Gold Mine is situated approximately 110 kilometres south of Mount Isa, and 14 kilometres north of the township of The Monument. It was discovered in October 1989 by Mount Isa Mines Exploration in an area which had been targeted as high in potential for copper-gold mineralization.A mining lease application was made in March 1990. Mining, and the construction of the plant and infrastructure, began'in early August 1991 after the lease was granted on 20 June of that year. Commissioning of the plant began in December 1991, and the first gold was poured on site on 31 December 1991.The development of the underground mining operation commenced in January 1992 with the drilling of the ventilation shaft. The access decline was started in March of the same year, with the first ore produced from underground in August.

Concerns regarding the uncertainty of stope dilution at MMG Dugald River Underground Mine led to a trial stoping program to acquire full-scale comprehensive geotechnical information and to test the validity of the geotechnical and mining parameters. Given that stope production drilling and blasting is a key parameter that influences dilution a detailed stope blast vibration project was implemented. The stoping trial consisted of 19 stopes, a combination of both sublevel open stoping and longitudinal and transverse stopes, of which five were monitored for blast vibrations.The blast vibration project utilised 20 triaxial geophones and five triaxial accelerometers installed in the hanging wall of five monitored stopes. For each stope fired, full blast waveforms were recorded along with detailed information of the blast design. Analysis of the blast vibrations used the Holmberg-Persson approach, with potential damage determined by the relative (Holmberg-Persson) K values.The project identified the benefit of parallel, breakthrough slot holes in reducing blast vibration damage. The results show that radial rings toeing or stabbing into the stope wall lead to higher vibrational energy yield which contributed to increased overbreak. Hanging wall overbreak, by comparison, with parallel, breakthrough blastholes with 1 m standoff, combined with lower density explosive charging (0.8 EP) and increased delays limited blast vibration damage. A number of ring burdens from 1.4 m to 2.5 m were monitored with no difference in terms of energy yield being identified. Changes to the stope drill and blast design are suggested to better control the large blast vibrations and recommendations from this project have been implemented into future mine design and planning.CITATION:Hassell, R, Villaescusa, E, de Vries, R and Player, J, 2015. At Mount Isa Mines, a system has been developed for general monitoring of underground mobile equipment. It can provide unit condition monitoring data such as oil pressures and motor temperatures as well as production type information such as unit location and load. The system does not rely on an expensive data communications infrastructure, using instead inexpensive radio base stations which automatically transfer data from mobile units to a surface database server on the company-wide computer network. This paper includes a general overview of the system and a discussion of the practical benefits it is expected to generate.

The professional geologist or engineer on a mining operation has a particular view of their operation. This is based on the factors of the operation that have a direct impact on the daily work program of the professional, such as production rates and grades. The view that would be taken by a financier who is called upon to support the project may be somewhat different. The value of the operation to the financier is in its ability to generate surplus cash for its owners and thus repay the debts to the financiers, with as low risks profile as possible. A number of tools are used to test the sensitivity of the project to variations in the key cost/revenue drivers. The Financier may call on a team of technical specialists to assist with the assessment of the cash flow and risk profile and to monitor the development of the project. The ability to offset this risk, as all projects have some degree of risk, may be a key factor in determining the level of financial support to be offered.

The Gold Fields Cerro Corona copper-gold deposit in Peru has heterogeneous rock characteristics in terms of its mineralogical, geological and geotechnical properties. Blast design variations in these conditions directly impact the run-of-mine (ROM) fragmentation, which in turn influences downstream process efficiencies. In particular, when harder ore is processed, throughput and circuit performance may be limited.To evaluate the potential to increase throughput and improve overall plant performance by optimising blasting practices and comminution circuit operation, Gold Fields La Cima engaged Metso Process Technology and Innovation (PTI) to conduct a full process integration and optimisation project at Cerro Corona. Blasting, crushing and grinding processes were reviewed to identify the potential to achieve substantial improvements in productivity when treating the most competent ore types.Site-specific models of the blasting, crushing and milling processes were developed using SmartTagTM ore tracking technology for calibration and validation. Ore tracking permitted locations in the blast volume to be queried against the geotechnical block model to determine the hardness and structural parameters of the feed to the comminution circuit. They also ensured surveys were conducted when ore from the audit blast was flowing through the crushing and grinding circuits.The predictive models developed enabled PTI to demonstrate how changes in blast design influenced both ROM fragmentation and the performance of downstream comminution processes. Outcomes of the project suggested changes to blast designs and comminution practices, and these were partially implemented for a validation trial. The trial demonstrated a 14.8 per cent increase in mill throughput for the specific ore selected for the study, and an average increase of 5.7 per cent for all ore types. There is potential to further increase throughput and process performance if all recommendations are implemented. ENGIE, the current owner and operator of the Hazelwood Open Cut coalmine, are in the process of rehabilitating the mine site in preparation for mine closure. Bucket wheel excavators (dredgers) used during coal mining operations are in the process of being demolished, which involves the controlled felling of dredger components using explosives. With the mine located in close proximity to the Morwell township and other critical public infrastructure, it is crucial that the use of explosives and the possible implications for mine stability is well understood. The felling of Large Mining Equipment (LME) will apply an impact load immediately to the underlying coal benches with the adjacent coal batters potentially at risk also of adverse slope stability impacts. This paper presents the 3D stability modelling methods employed to successfully assess the potentially adverse stability implications associated with LME collapse.

The results of theoretical and technological investigations have been presented for the application of electrochemical technology in copper-nickel flotation processing schemes. The sorbed xanthate and dithiophosphate products on chalcopyrite and pyrrhotite have been studied in distinct polarisation conditions of mineral suspensions. Optimum electrochemical pulp treatment parameters have been worked out for copper, nickel, pyrrhotite and other flotation cycles. The method has been examined in pilot plant conditions over a long period of time, technological efficiency has been evaluated corresponding to the industrial flotation process at the Norilsk plant.

WITH the exception of the deposits of the Milburn Cement Co near Dunedin, Wilson's Portland Cement Co., on the Mahurangi River (a short distance north of Auckland), and those of the New Zealand Portland Cement Co., at Limestone Island, the cement. Tesources of New Zealand remain practically undeveloped. The Milburn Company utilizes a mixture of limestone and mud for the manufacture of cement, while Wilson's and the New Zealand Portland Cement companies both have the advantage of a natural cement stock which requires but small additions of highgrade limestone to give the mixture required. The plant and deposits of the New Zealand Portland Cement Co are located in Whangarei Harbour, some six miles from thetownship of Whangarei. The works and dwelling-houses are situated on Limestone Island, which, with an area of 92 acres, and rising to a height of 212 ft., supplies the bulk of the raw material required. In addition to the island, the company possesses a high-grade limestone area of, roughly, four acres, situated on the mainland, 11 miles to the south. A better location for a cement works could not well have been chosen. On the east side of the island there is a deep channel, which never shows less than 18 ft. of water alongside the company's...
